Abstract:
The national competitiveness today is not just an object of large amounts of scientific works but also a popular concept among business leaders, economists and politics. However, wide usage of the concept is not always based on the clearly defined contents of the word. Different meanings of the national competitiveness concept cause a lot of misunderstandings and this is just deepening discussions and requirements to find one definition, clear for everyone. According to this necessity it is important to analyse evolution tendencies of the national competitiveness content because it is not a new phenomenon. The interest why some countries are more competitive than others arose already in XVI century.The article discusses the reasons of growing interest in national competitiveness, reviews historical evolution of the national competitiveness concept and identifies the most important aspects explaining national competitiveness today.

Abstract:
The aim of the paper is to assess the competitiveness of national production in terms of its resources and energy supply. The authors present the dynamics of energy intensity of some countries and regions of the world and consider the relationship between the level of energy intensity and the competitiveness of national economies. Based on this relationship, countries are grouped depending on the type of the performance indicators of economies. Alternative energy is presented as a tool for improving efficiency of existing industries and for ensuring countries’ position in the world market. The increase in the share of renewable energy in total consumption served as a basis for studying experience of various countries in regulating the development of alternative energy followed by a grouping of methods. The paper analyses both methods associated with the positioning of alternative energy and its incorporation into the existing structure and methods aimed at stimulating the development of alternative energy.

Abstract:
The dynamics of the competitiveness indicators of the national economy is formed under the influence of the exchange rate, which is an important regulator of foreign economic relations and an influential lever in the development of the economy, therefore, forecasting the competitiveness of the national economy is impossible without taking into account the influence of the level and dynamics of the exchange rate on this process. The article examines the role of the exchange rate in increasing the international competitiveness of the national economy. Special attention is paid to the analysis of theoretical and methodological aspects in determining the competitiveness of the national economy and the role of the exchange rate. The place of the exchange rate in the theories of competitiveness is determined and the necessity of its direct inclusion in the system of determinants of the international competitiveness of the national economy is substantiated.

Abstract:
The main theoretical and methodological aspects of the state economic policy in the context of stimulating national competitiveness are analyzed. The purpose of the article is to reveal the latest trends in the state policy of promoting national competitiveness. The features of the formation and development of the state economic policy in the context of the latest global changes are revealed. Creating a competitive economy is one of the fundamental priorities of the system of national interests of Ukraine. It is found that the high level of competitiveness of the national economy in the context of globalization is a prerequisite for solving many macroeconomic problems. The methodological basis for the analysis of national competitiveness is the institutional approach. It is proved that national competitiveness is determined by a set of factors that can ensure the supply of goods and services based on the use of the latest technologies. An in-depth interpretation of national competitiveness as a category that characterizes the state of relations in the country related to ensuring conditions for a stable increase in the efficiency of the national economy, adequate to changes in the global situation and domestic demand based on the disclosure of national competitive advantages and achievement of the established macroeconomic parameters. It is concluded that a balanced state policy is designed to promote national competitiveness based on socio-economic balance, social efficiency and strategic macroeconomic targets. It was found that in order to increase the level of national competitiveness it is necessary to actively implement an innovative model of economic development. The vectors of implementation of a balanced state policy, designed to promote national competitiveness, are substantiated.

Abstract:
The issue of the competitiveness of the touristic product has been considered. The structure of the most popular international index for competitiveness in the travel and tourism sphere, publishing by the World Economic Forum, has been analyzed. The main types of tourism have been highlighted, affecting the structure and dynamics of the tourist flow. The importance of the regional aspect in evaluating the international competitiveness of the national tourist product has been determined. The experience of creating a tourist cluster in Northern Caucasus has been analyzed. Also a form of stimulation to the domestic and inbound tourism has been considered as special economic zones of tourist-recreational type. It has been concluded, that the tourist clusters and special economic zones of tourist-recreational type promote increasing of the competitiveness of the regions and of the national tourist product as a whole.

This article presents the studied problems of reinforcement of the Ukrainian competitiveness in the climate of enrichment and expansion of the European Integration processes as economic development instrument. Abstract:
The article updates the issue of ensuring the technological competitiveness of the national economy. It is noted that for such purposes, the country should intensify the innovative and technological activities of enterprises and organizations, as well as ensure a good management system of the relevant processes at the macroeconomic level of management. The aim of the article is to generalize and further develop the methodology for researching the technological competitiveness of the national economy and its institutional support. An algorithm for analyzing the technological competitiveness of the economy has been developed. The stages of the methodology for researching the technological competitiveness of the national economy and its institutional support are defined and characterized. The first stage refers to the primary conclusions in this area regarding the state and level of technological competitiveness of the national economy, its sectors, types of economic activity, industries and, ultimately, strategically important economic entities; the second stage deals with the assessment of the impact of the achieved level of technology on socioeconomic progress; the third stage – with the identification of factors and causes of formation; the fourth stage – institutional, resource, infrastructural, market support; the fifth stage – the characteristics of the prerequisites for the formation of the processes of strengthening the technological and competitive positions of the national economy. It is proved that each of these stages has its own tasks, fulfills its role, serves as so called worldview aspect of research. The structural components of the institutional support of the technological competitiveness of the economy are determined as follows: normative-legal, organizational-managerial, institutional-resource, institutional-infrastructural, institutional-market, psychological-informational. The tasks and key subjects of scientific research, the selection of the most effective and adequate methods of economic analysis, the formation of justified analytical conclusions are indicated.

The music industry worldwide is rapidly evolving as a result of commercial, technological and demographic developments. The magnitude of the strategic impact of these developments on the South African music industry is evaluated in terms of internal and external factors, such as the intrinsic industry growth levels, ability to adapt to change, the consumer buying power, audio-visual piracy and counterfeiting, literacy, employment and the prevalence of HIV/AIDS. Collected data from public domain and proprietary music industry sources are transformed and presented in terms of the competitiveness of the South African music industry, from which key points for strategic leverage are identified. These key points of strategic leverage include education and training, relevant music industry research, the formalisation of the music industry strategy process and the development of alternative marketing, sales and distribution channels. In comparison to specific benchmark countries, the South African music industry has significant technological and socio-economic challenges and opportunities that need to be addressed in order to become a competitive co-evolutionary participant in the world music industry. South Africa, as an emerging world player, is ideally positioned for the development and implementation of new technological and commercial systems, such as the download distribution channel. This however, requires the collaborative participation of government departments, educational institutions, public and private enterprises. In particular, in-depth research on the local music industry is needed, which should include the collection of relevant statistical data. AbstractIn the field of wireless sensor network in the application and research and development, foreign countries such as the United States, Europe, Japan, South Korea and other countries started earlier, and their overall strength is strong. The United States “smart grid”, “smart Earth”, the European “Internet of Things Action Plan” and the “U Society” strategy based on the Internet of Things in Japan and South Korea have been implemented, and the Internet of Things has become an important means to seize the “post-crisis” era to enhance the comprehensive competitiveness of countries. In China, wireless sensor networks began to develop after the concept of intelligent dust was put forward, and with the deepening of research on it, it has gradually expanded from the application of national defense and military fields to environmental monitoring, medical health, seabed exploration, forest fire fighting and other fields, and it is included in the future emerging technology development plan, and focus on the application of biotechnology, chemistry and other aspects. After that, the scientific community focused its research on secure and scalable networks, sensor systems and other networks, which prompted scholars from all walks of life to gradually participate in the research and development process of wireless sensor networks.

AbstractThe development and implementation of the River Information Services (RIS) concept started in the end 1990s with various research projects followed by national or regional implementation projects in the first decade of this century. The resulting national RIS systems haven’t been able to exploit the full potential of RIS when it comes to cross-border data exchange and interoperability. To overcome these gaps the concept of RIS Corridor Management was established aiming at linking the fragmented services together on a corridor to supply RIS along the complete route or network. The concept of RIS Corridor Management was taken up by the CEF (Connecting Europe Facility Programme) co-funded multi-beneficiary project RIS COMEX (www.riscomex.eu) with the goal to implement harmonized RIS services on European level. Within the RIS COMEX project the consortium of 13 countries realized a common and centralized single access point to Inland Waterway Information, the European River Information Services (EuRIS) System. EuRIS acts as European RIS platform fulfilling a great variety of information needs of inland waterway stakeholders like skippers, vessel and infrastructure operators, logistics and authorities. The system gathers relevant RIS information from the national systems in order to provide optimized fairway-, infrastructure- and traffic-related services in a single point of access for the users enabling reliable route- and voyage planning and sharing as well as traffic- and transport management on pan-European level. EuRIS provides access to its services via a user-friendly Graphical User Interface (GUI) or machine-readable Open Application Programming Interfaces (API).In order to guarantee sustainable operation of EuRIS a legal, organizational and financial framework has been setup by the partners. The core aspects concern the joint governance of the system operation as well as the legal basis for RIS data exchange and usage. The full operation and further development of EuRIS is a major milestone in the sector enhancing attractiveness and competitiveness of Inland Waterway Transport in Europe and setting the basis for connectivity to other transport modes and synchro modal logistic operations.

The chapter is devoted to the problems of civil procedure reform in the context of European integration of Ukraine.The author examines the methodological principles of civil procedure reform and notes that thorough work on evaluating civil procedure, identifying the reasons for its unsatisfactory state, and determining the most optimal ways to correct shortcomings and increase the effectiveness of civil procedural activity should be based on a solid foundation of scientific knowledge about methods and techniques of studying legal phenomenon. Without the definition of proper methods and techniques of knowledge of civil procedure, their systematic use, qualitative updating of civil procedural legislation is impossible. The researcher substantiates the need to introduce uniform methodological approaches as the basis of justice reform in civil cases.The principles of civil procedure are analyzed as key characteristics of the model of civil procedural activity. The scientist critically evaluates the current legislative decision regarding the proposed system of civil procedure principles; proves that the Europeanization of domestic civil procedure will be of decisive importance for the formation of a new system of its principles. A new system of civil procedure principles will be built around the rule of law. In this case, we are talking about several aspects of understanding the rule of law: normative, which reflects the peculiarities of the sources of civil procedural law and its system; institutional, which provides mechanisms for the interaction of participants in the legal process and the court, in particular, effective means of legal protection, judicial powers, procedural guarantees; instrumental, related to the creation of a fair judicial procedure, which covers the determination of the limits of the initiative and competitiveness of the parties, the criteria of lawful and conscientious procedural behavior; social, which is important in ensuring the accessibility of the court, the enforceability of the court decisions, and the publicity of the trial.The researcher substantiates the directions of reforming preparatory court procedures. He notes that theoretical and applied studies of the stage of preparation of civil cases for trial should be aimed at substantiating the qualitative originality of the civil procedural activity being carried out and procedural means of increasing its effectiveness. This will contribute to clarification or other determination by the legislator of the content of individual preparatory actions, their separation, and in a broader sense – proper law enforcement. The author examines some problematic aspects of preparatory court procedures that reflect the author’s ideas regarding the concentration of court evidence and the reconciliation of the parties as a possible direction for reforming the national civil procedure system.

This chapter discusses the role of capabilities and competitiveness for the economic growth of nations. The capability concept is commonly used in analyses of firms, however, as this chapter shows, it may also be used at the level of nations. Capabilities at the national level may be defined broadly as “social capabilities,” as done by the economic historian Moses Abramovitz, or more narrowly as “technological capabilities” as suggested by the development scholar Lin-Su Kim. The paper discusses the relationships between these two dimensions of capabilities and examines recent empirical evidence on this matter for a group of 114 countries worldwide on different levels of development. It also considers the relationship between capabilities and competitiveness, and analyzes the effects of capability change and other aspects of competitiveness on economic growth on data for the period 1995–2013. The final section presents the conclusions from the study and raises issues for future research.

This chapter deals with application of Data Envelopment Analysis (DEA) method to multicriteria performance evaluation of the European Union' (EU) Member States in the reference period 2000-2015. The productivity of the EU countries can be seen as the source of national performance and subsequent international competitiveness. International trade, as a major factor of openness, has an increasingly significant contribution to economic growth and thus for competitiveness. The aim of the chapter is to analyse level of productive potential achieved by the EU Member States. The results confirm the heterogeneity that exists among the EU Member States as well as in the trade area. While the calculations show that productivity growth of foreign trade was significant in the case of the entire EU, but the significance of productivity in foreign trade was not the same in the case of individual countries.

Abstract In the last three chapters I explored how some California couples talked about balancing paid work and family obligations. Focusing on personal motivations and social contexts, I was able to generate some ideas about why other couples might attempt to share various aspects of household labor and which couples might be most likely to succeed. My goals in this chapter are to broaden the previous analysis to include studies of families from throughout the United States, to identify the most promising explanations for why Americans share family work, and to test these ideas using a national sample of households. Results will provide the basis for making predictions about the future in the last chapter.

This research is motivated by the desire to enhance the scientific and methodological support for assessing the current and future competitiveness of entrepreneurship. The research aims to refine the methodological tools for forecasting the competitiveness of enterprises in Uzbekistan. The research examines the empirical experiences of countries with national entrepreneurial competitiveness above the global average, including Uzbekistan in 2025. It demonstrates the limitations and inconsistencies inherent in the current approach to achieving and forecasting the competitiveness of national entrepreneurship in Uzbekistan based on several aspects on marketing tools. The first aspect is an econometric model that links the competitiveness of Uzbek enterprises to their use of marketing tools across the 7P areas in 2025. The second is an optimized forecast of the competitiveness of Uzbek entrepreneurship until 2030. The third one is a set of scientific and practical recommendations for boosting the marketing activity of Uzbek entrepreneurship within the extended 7P framework.

Abstract When we first approached a cross-section of national newspapers in 1991, explaining that we intended to conduct an empirical study of the way in which libel law and practice conditioned their conduct and performance, we received a gratifyingly positive reaction. There seemed to be a general initial agreement that the libel regime as a whole, in any case so far as England and Wales were concerned, was unsatisfactory. There was even perhaps a surprising willingness to discuss individual cases involving libel. With the sole exception of the Associated Newspapers Group (the Daily Mail, Mail on Sunday, and Evening Standara), all the editors and company executives we approached gave our proposed research project their blessing and gave us permission to talk directly to journalists on their papers, to in-house legal advisers and, where this applied, to the outside firms of solicitors which handle their libel matters. The only universal reservation from the start was that they would not be prepared for us to be given information about aspects of past or pending libel litigation, or threats of litigation, that might indicate a pattern in the tactics they deployed towards particular complaints or classes of complaint. The reason given was that the world of libel litigation in London is a small one, dominated by a handful of firms of solicitors who have made a speciality of it, and by an even smaller number of specialist barristers, belonging to two or at the most three sets of chambers.

The article examines the theoretical aspects of assessing the competitiveness of countries and, based on the data of the World competitiveness index compiled by the Swiss International Institute of Management, analyzes in detail the ten most competitive countries in the world. The analysis of the index was carried out taking into account different aspects of the countries' competitiveness in 2018–2022, showing the highest and lowest national positions in the fields of knowledge, technology and readiness for the future. Analysis of competitiveness assessments and comparison with other countries helps to identify problem areas due to which the national level of competitiveness is insufficient. Rural Romania and the agricultural sector development had recorded notable progress as direct results of previous rural development programs’ implementation, programs financed from both Europeans and national sources. Challenges are still to be tackled in the following financing periods as increased numbers of small scale farms, low level of technological upscale in the agricultural sector, rural degradation, farmers and rural population aging, undersupply of qualified workforce, environmental aspects that threat productivity, insufficient infrastructural development, low access at essential services and reduced number of value added products. In this specific context, in order to reach the highest economic and social rural potential and in particularly, the rural agro-food sector, it is essential that up-until-now efforts to be continued and improved. Have the key priorities been fulfilled for the National Rural Development Programme 2014- 2020? Have the key performance indicators been successfully implemented? What are the priorities with the largest-lowest accomplishment rate? These aspects do represent the scope of the article and additionally, there will be highlighted the necessary actions in order to consolidate the socio-economic structure of the rural areas.

It is known that foreign direct investment (FDI) plays a decisive role in economic development, contributing to increasing the competitiveness of national economies internationally. FDI is a fundamental aspect of economic growth, whereby a firm or individual in one country invests in assets and businesses located in another country. These investments involve not only capital transfers, but also knowledge, technology and management, contributing to the economic development of host states and their integration into the global economy. The article analyzes the current situation in this field, in particular the main aspects of creating a favorable climate for attracting foreign direct investments in the basic sectors of the national economy in order to increase the country's export potential. Some proposals are formulated on increasing the competitiveness of the national economy of the Republic of Moldova at the international level.

Abstract:
North Macedonia is a country in which the variation in local electoral participation belongs to the highest in Europe (coefficient of variance 0.148 in 2013 and 0.200 in 2017, even 0.214 in 2021). This paper tries to explain this variation through series of regression models including several independent variables. In additional to typical factors taken into account in such analysis in earlier studies (population size of local community, competitiveness of elections, and social status of residents) the country specific variable—ethnic composition of population in individual municipalities is taken into account. In individual models dependent variables are: 1) turn-out in local elections, 2) difference between turn-out in national and local elections, and 3) competitiveness of local elections measured by the difference between votes for two major candidates in mayoral elections. In most of North Macedonian municipalities there is a clear domination of one ethnic group (usually either Macedonian or Albanian), but there are also communities in which there is an almost equilibrium with two or more ethnic groups of comparable size. The paper investigates how ethnic composition modifies the model based on “conventional” explanatory variables. Those “ethnically balanced” municipalities are in a special focus of the paper. Empirically the paper investigates turn-out in 2013 and 2021 elections. The reason of including 2013 results in the analyses is related to particular time of voting, very close to national holidays in most of West European countries, which has enabled casting vote by numerous “non-resident citizens” and boosted overall turn-out. Since participation of „non-resident population“ may change the ethnic balance in some of North Macedonian municipalities, taking into account timing of elections seems to be very important. Overall results suggest that the balanced ethnic structure may have some importance for voters’ mobilization, however its role is less important than it might be expected. The most important explanatory variables are population size of municipality (similar to factors found in other countries) as well as proportion of ethnic Macedonians (ethnic Macedonians seems to be more attached to state institutions, and their civic activeness is higher than in case of other groups).

The objectives of sustainable development in agriculture are emphasizing the worries related to the possibility of ensuring food security at national levels caused by the climate change and agricultural productivity. These worries reflect directly on the international trading partnerships and affect the trading especially with agricultural and food supplies. The current research aims at providing a clear image of the modifications in the trade balance of Romania, recognised mostly as an exporter of raw agricultural products, such as cereals or live animals, at low prices. Romanian agricultural productivity is characterized by an acute weather dependency, due to the low levels of irrigation systems and extensive agricultural systems, combined with extreme heat during summers and low precipitation in winters and springs. Even so, the exports and imports of a country are a key factor in its economic development so they cannot be reduced only to food security and sustainability aspects. In this context, a clear image of Romania’s trade balance offers some insight for the designing of future policy related both to the possibilities of economic and sustainable development.

Fruits and vegetables have a high importance from two points of view: for the consumer it represents a healthy and nutritious food and for the national economy it represents a key sector that gives added value to the agricultural sector. The importance of the paper comes from the dominant position of the fruit and vegetable in agriculture, but also their need to be consumed daily, so a comprehensive statistical analysis was performed to identify the evolution and main qualitative aspects that describe the state of this market. The purpose of the paper is to determine the level of the fruit and vegetable market, both in quantitative and value terms. The study focuses on the available quantities that address to human consumption, to which are added the imports necessary to cover the constant needs of consumers throughout the year, considering the seasonal aspect of Romanian agriculture. The applicative part of the paper involves a statistical analysis to determine the evolution and size of fruit and vegetable categories on the Romanian and international agricultural trade. The main conclusions aim that the sector is characterized by volatility, production and price fluctuate, and supply stability is achieved through imports that have increased annually

The serious economic consequences of the COVD 19 pandemic are reflected in all activities of the national economy of the Republic of Moldova, including construction. In 2020, the activity of construction enterprises is characterized by a slowdown in the growth rate of sales revenues, a reduction in net profits, and a decrease in the average number of employees. Reaching the level of key economic indicators achieved by construction enterprises before the pandemic requires time and significant production stimulation. The key factor for the long-term development of enterprises is still the personnel and its productivity. The article assesses the use of personnel of construction enterprises for the period 2015-2020, including the period of restrictive measures during the first wave of COVD 19. Various quantitative and qualitative aspects of personnel use are considered: personnel mobility, personnel training, working conditions and remuneration, and labor productivity. A multifactor correlation model was elaborated, which allows for a comprehensive approach to the study of personnel productivity by including a wide range of economic indicators of personnel utilization in the regression equation. Measuring the degree of correlation between the effect of the time factor on the economic indicators included in the model allowed to reasonably forecast the expected level of labor productivity in the short term. The increase in labor productivity in 2022 can be 15% compared to the level of the indicator in 2020. The use of the obtained correlation model, covering comprehensively various aspects of the use of enterprise personnel, allows to simulate the desired level of labor productivity, which ensures the reduction of the recovery period of construction enterprises after the pandemic. The practical application of the model is recommended to the interested persons, managing construction enterprises.

The current stage of development of the world economy emphasizes knowledge, in the sense of the use of modern technologies and artificial intelligence, which should support sustainable development and increase the quality of life on earth. However, both the local and the global economy “suffer” as a result of the fact that financial interests from the micro to the macro level still prevail, and in this context a number of problems, such as pollution, individual health, lack of energy and other resources, wars etc., are still a harsh reality which, unfortunately, we still have to face today, and all this can only lead to the violation of fundamental human rights and, ultimately, to the degradation of life on Earth. The aim of this article is to capture the main negative aspects of the current stage of socio-economic development, both locally and internationally, generated by the ongoing struggle for supremacy. The research method is non-participatory observation. The source of information is literature, databases provided by national and international organizations and media resources. The results of the research are intended to be a warning signal and a mobilizing force for all national and, above all, international competent bodies, but also for the entire population in general, from all categories of specialists to the last citizen of this globe, with the aim of preventing or even eliminating the problems of the current stage of development, before it is too late.

Innovation has been shown to be a key factor in determining a country’s competitiveness and economic growth potential. Through investments in education and research and development, many developing countries have tried to avoid the “middle income trap” of stagnation by working to create high-value employment opportunities. To better understand country-level readiness to innovate, we have compiled a set of publicly available data indicators and created a data tool to illustrate innovation capabilities and infrastructure by country. Our approach builds on and advances existing national innovation metrics by constructing transparent, publicly sourced indicators that emphasize changes over time and interrelationships between different indicators, as opposed to creating simple indices across groups of indicators. This occasional paper is targeted to an applied audience, explaining the methods used to assemble the data, an overview of the indicators, practical applications of the data, summary statistics, and data limitations. The data are not intended to be a tool for providing answers about innovation, but rather a starting point for future work including market landscaping, country-level diagnostics, and qualitative protocols for research.

This project was part of technical cooperation ME-T1254, financed by the Knowledge Partnership Korean Fund for Technology and Innovation of the Republic of Korea. At KRIHS, the National Infrastructure Research Division coordinated the project and the Global Development Partnership Center provided the funding. The case study includes the experience of the city of Rio de Janeiro in smart city initiatives, focusing mainly on Rio Operations Center Project-COR. The methodology was based on field research, site visits, publications, and interviews held with representatives of local government of the City of Rio de Janeiro. The report addresses the city backdrop, the main urban challenges, the history of digital initiatives, and their evolution over time. For the Rio Operations Center, the general model of participation, organizational aspects, the keys functions, the monitored events, the mechanisms for access, dissemination of information, and the decision-making process are described, as well as the typologies of existing systems and their integration with COR. The study concludes that it is a successful model with a high degree of maturity, and that sharing the experience of Rio de Janeiro with other cities is very important. However, the model needs to continue evolving and rely on strong institutional support so that Rio de Janeiro's population can increasingly enjoy the benefits of technological innovations applied to the city's daily challenges.

Pangyo classifies its services into smart portal, facility management, security, disaster, and environment. Interesting aspects of Pangyo are the use of smart kiosk media boards for information provision and real-time management of street lights and waterworks. Key advantage of Pangyo is the low concern for investment overlap from simultaneous development of new city and smart city system, which also enabled high degree of integration of various functions in a spacious smart city operation center as well as utilization of fiber-optic network. Pangyo is currently making various attempts to generate revenue to cover maintenance cost through attracting advertisement on media boards and kiosks, and providing education contents to citizens at low charge.

After analysis of scientific literature, we defined that concept of “augmented reality” has following synonyms: “advanced reality”, “improved reality”, “enriched reality”, “mixed reality” and “hybrid reality”. Analysis of scientific literature and own practical experience of the use of augmented reality technologies application in educational practices allowed to state next: augmented reality technologies have a great potential for application in education; there are some cases of augmented reality use for school education; positive aspects of augmented reality technologies application in higher education institutions are confirmed by experiments (isolated cases); only few universities in Ukraine apply augmented reality technologies to educate students; only few universities in Ukraine have special subjects or modules in schedule to teach students to develop augmented reality technologies; various scientific events, mass events, competitions are held in Ukraine, and specialized training on the augmentation of augmented reality technologies is carried out, but this is non-systematic and does not have special state orientation and support. Features of introduction of virtual and augmented reality technologies at Sumy State University (Ukraine) are identified: “e-learning ecosystems” was created; in 2019, augmented and virtual reality research laboratory was established. Advantages and disadvantages of project activity in education are described: project activity is one of the most important components of educational process; it promotes creative self-development and self-realization of project implementers and forms various life competencies. It is determined that augmented reality application for implementation of educational projects will help: to increase students’ interest for educational material; formation of new competences; increase of students’ motivation for independent educational and cognitive activity; activation of educational activities; formation of positive motivation for personal and professional growth; conditions creation for development of personal qualities (creativity, teamwork, etc.). Current trends in implementation of educational projects were identified: most of the winner projects were implemented using augmented reality technology; augmented reality technologies were used in projects to teach different disciplines in higher education institutions. Augmented reality technology application for project activity has positive impact on learning outcomes and competitiveness of the national workforce; it will enhance the country’s position in the global economic space.

Business and society view change both positively, welcoming advances in technology and new tools and products to make life somewhat easier for citizens, and negatively, recognising that with change comes risk and a reticence to change. Like society, different industrial sectors will view innovation and new technology differently. As such, each sector requires a slightly different approach to energise KET uptake into their daily operations and lives. Recognition of this reality underpinned the development of this roadmap. Stakeholders have been engaged across the Atlantic Area, through the use of online surveying, face-to-face workshops, and one-to-one interviews conducted virtually. This has enabled the authors to develop an awareness of the maritime scene and community which offers such opportunities and potential for KETs. It also provided insights into the reality of energising this uptake when framed in the context of social, financial and governance realities. Over the course of the project, the team conducted an analysis of the maritime sector, to identify and map out any KET applications that were in development. In parallel, a diverse pool of academic and commercial stakeholders identified the opportunities they could see for KET applications in the maritime sector. They also identified factors which restrict uptake, and restrain viable trans- disciplinary innovations from effectively making it to market. Stakeholder perspectives were combined with the investigative findings to develop a vision for a KET-maritime innovation ecosystem. The barriers and challenges shaped a range of proposed actions, which target different facets of the innovation ecosystem to ease growth and shape development. These actors were iteratively reviewed by stakeholders, and amended accordingly. These actions form the basis of this roadmap, a proposed path towards realising a vibrant growing KET-maritime innovation ecosystem. It contains a suite of 60 inter-linked, systemic actions, framed within 35 action areas to achieve 9 core goals, spread across 5 thematic agendas (policy, funding, building a sustainable innovation ecosystem, capacity building, and awareness raising). This envisioned KET-maritime innovation ecosystem fosters application-led innovation, and advances societal and market benefits for all. Each of the 5 thematic agendas are summarised as a policy brief, provided in the Appendices. The actions applicable to each policy brief are detailed in this report, alongside a proposed timeframe for implementation. Each action is codified, and can be traced through the iterative review process using the provenance table supplied. The potential for KET applications across the Blue Economy is extensive, and all sectors offer at least some opportunities for KETs. Within this landscape, the following sectors are identified as having strong growth potential where KET’s can help to drive that growth: Fisheries and aquaculture; Blue biotechnology; Maritime surveillance; Marine renewable energy; Ship and boat building. Within these sectors, four specific KET-maritime applications research priorities are highlighted: Advanced materials application in marine renewable energy; Photonics application in maritime surveillance; Micro- and nano-electronics in maritime surveillance; Advanced manufacturing techniques in ship and boat building.
