Abstract:
This chapter examines the missionary training program in the Franciscan colleges for the propagation of Catholicism, focusing on the collegial curriculum, especially instruction in moral theology and languages. The objective of the Franciscan Order's college training program was to provide missionaries with pedagogic and epistemological techniques to help them in their evangelical endeavors, particularly preaching skills. Franciscan friars in the colegios were exposed to a stringent daily life and training in linguistics, philosophy, and theology. Franciscan missionaries and preachers were trained to become assertive evangelical ministers at the vanguard of the Catholic religion in the early modern world. The chapter discusses the specific elements of the Franciscan training program in the colegios de propaganda fide, what and how veteran missionaries and reformers contributed to college curricula, and quotidian life in the college. It also describes the curriculum reforms pursued by the Franciscan colleges.

Abstract:
This chapter describes the introduction and implementation of STEPPS (and STAIRWAYS) in The Netherlands, starting in 1998. The program was translated into the Dutch language (VERS I and VERS II) and has been gradually implemented nationwide. Apart from the United States, The Netherlands has the largest number of STEPPS programs. Research conducted in The Netherlands on STEPPS is reviewed, including controlled and uncontrolled studies. Several STEPPS-based training formats have been developed, including those for adolescents, family members of patients, and patients who are parents. The basic VERS I program has also been implemented as a part of assertive community treatment for patients with psychotic disorders and comorbid personality problems, and it is used in community mental health agencies, forensic facilities, and addiction clinics. A brief version of STEPPS has also been developed.

Chapter 7 assesses how Canada, the production-oriented state most reliant on resource rents, responded to newly accessible stocks of Arctic resources. This chapter demonstrates that Canadian officials responded to the shock with assertive statements promising billions to build ice-hardened patrol ships, new bases, and Arctic training facilities. However, despite the prominent role the Arctic has played in speeches by Canadian leaders, Ottawa has been reluctant to follow through on promises to upgrade its Arctic force structure and military presence. Whereas Russia has backed its rhetoric and commitments by investing in its Arctic force structure and military capabilities, Canada has not. Talk is cheap, but ships and bases are expensive; and, as this chapter shows, Canada was unwilling to back its commitments with costly investments. If the United States is the dog that does not bark, then Canada is the dog that barks but does not bite.
