Abstract California’s Umbilical Cord Blood Collection Program (UCBCP) is a unique, state-funded system designed to capture the diverse HLA profiles of its residents’ umbilical cord blood units (CBUs) for public banking and use in unrelated transplants, while providing a source of high quality cord blood units for qualified researchers. The legislation’s unifying directive to create a sustainable program to collect diverse California CBUs for banking and research guided the development of tools useful for the assessment of potential cord blood collection sites and partner cord blood banks. Here, we present the methodology utilized to develop the UCBCP network of collection sites and partner cord blood banks, and describe mechanisms for sustainability. The process of contract negotiations between the UCBCP, host hospital and partner cord blood bank (CBB) is preceded by identification and analysis of each party, with an emphasis on parameters that are directly related to the intent of the legislation. The Collection Site Assessment Tool evaluates hospitals based on, but not limited to the following criteria; birth rate, ethnic/racial diversity of patient population, proximity to partner cord blood bank, shipping logistics, shipping costs, preferred collection model, and space availability. Data are collected from the CA Dept. of Public Health and hospital staff. Our CBB Assessment Tool was developed as a scoring mechanism to evaluate proposals from cord blood banks wishing to be qualified to receive California’s CBUs. Parameters considered include CBB licensure by the FDA, collection model, capacity, experience and CBB financials. By tailoring negotiations and contracts based on results from the assessment tools, each partnership between collection site and cord blood bank is uniquely suited to the needs of each party and promotes the UCBCP mission, which ultimately serves the patients who receive the transplants. This approach requires effort, creativity and transparency up front as term lists are created and negotiated, and success is dependent on reaching a consensus between hospital administrators, Labor and Delivery staff, CBB officials and the UCBCP, prior to contract signing. The number of contracts uniting hospital, CBB and the UCBCP range from 1-3, depending on the requirements of each party. UCBCP sustainability issues are covered under contracts between the CBB and the UCBCP, such as disbursement of CBUs that do not meet public banking criteria to researchers or fees paid to the UCBCP upon retrieval of a UCBCP-funded CBU for transplant. Distribution of high-quality CBUs for research is an important aspect of the legislation that also supports the UCBCP sustainability funding plan and is non-negotiable, although the UCBCP does provide funding and support for these activities. Our research-grade CBUs are provided fresh and are not manipulated, with an average volume of 94 mL and an average total nucleated cell count of 8.7 x 108. Our standards for research-grade CBUs are high to encourage the use of cord blood stem and progenitor cells in basic and pre-clinical studies, which also ultimately serves the transplant patient community. The flexible model the UCBCP has developed to increase cord blood collections in California can serve as a template for other states and collection programs. An important area of crop development is the introduction of new vegetable plants, one of which is the sweet potato Ipomoea batatas (L.) Lam. The aim of our research was genetic, biological and economic assessment of sweet potato accessions held in the collection of the Plant Introduction and Acclimatization Dept., Udmurt Federal Research Center, Ural Branch of the RAS (UdmFRC UB RAS).Within this experiment, DNA polymorphism of 16 accessions of I. batatas was tested using ISSR markers. All accessions were found to represent different genotypes; the VM 17 accession obtained as a result of a bud mutation differed significantly from the original accession in its genotype.Evaluation of 16 accessions of sweet potato cultivars was carried out in a small-plot field experiment. The results of biological and economic assessment witnessed to the prospects of sweet potato cultivation within the territory of the Udmurt Republic for marketable tuber production. The productivity of the accessions was 140–2700 g of tubers per plant. According to their productivity, the accessions were divided into clusters: the low-productivity group (up to 500 g), with ‘Betty’, Fioletovy, ‘Beauregard’, ‘Covington’ and Bezhevy; medium-productivity group (500–1000 g), with ‘Jewel’, Fioletovy Sochi, Brazilsky, Afgansky, Vinnitsky rozovy, Lyubitelsky and ‘Bayou Bell’; and high-productivity group (more than 1000 g), with Pobeda 100, ВM 17, Druzhkovsky and Bely NBS. On the basis of the evaluation, 11 sweet potato accessions were recommended for cultivation in the Middle Urals: Afgansky, ‘Bayou Bell’, Bely NBS, ВM 17, Brazilsky, Druzhkovsky, Fioletovy Sochi, ‘Jewel’, Lyubitelsky, Pobeda 100, and Vinnitsky rozovy.

Abstract:
Based on a rich dataset of recoveries donated by a debt collection business, recovery rates for non-performing loans taken from a single European country are modelled using linear regression, linear regression with Lasso, beta regression and inflated beta regression. We also propose a two-stage model: beta mixture model combined with a logistic regression model. The proposed model allowed us to model the multimodal distribution we found for these recovery rates. All models were built using loan characteristics, default data and collections data prior to purchase by the debt collection business. The intended use of the models was to estimate future recovery rates for improved risk assessment, capital requirement calculations and bad debt management. They were compared using a range of quantitative performance measures under K-fold cross validation. Among all the models, we found that the proposed two-stage beta mixture model performs best.

A collection of 2217 landraces from former Yugoslavia region is maintained at Maize Research Institute Zemun Polje gene bank. All local varieties from the former Yugoslavia are classified into 18 groups. These agroecological groups encompass early introduced flint types grown on small and isolated areas, later introduced dent types that spread on wide areas of crop production and types created through hybridization between these two kernel types. The objective of this research was to study population structure, genetic diversity and relationships of nine flint and nine dent accessions belonging to different agro-ecological groups using phenotypic and simple sequence repeat (SSR) markers. The 18 analyzed landraces displayed great variation for most analyzed traits, but flint landraces were more diverse. Ten SSR probes revealed total of 56 and 62 alleles in flint and dent landraces, respectively. Eight specific alleles (i.e. alleles found only in one landrace or only within flint, i.e. dent landraces) were detected with five probes. One specific allele was found in flint and seven alleles in dent landraces. These differences in allele structure point to different origins and possibly different purposes of flint and dent genotypes. Both phenotypic and SSR analyses could distinguish most flint and dent landraces, but not agro-ecological groups. The results revealed a significant genetic heterogeneity indicating that the analyzed landraces could be valuable sources of genetic variability.

Background: Aim: To compare the response of human auditory brain stem evoked by clicks stimuli and chirps. Patients and Methods: A study of cross-sectional design was chosen to evaluate the objective of the study. Children between 1-10 years were enrolled from the attendants of the Dept. of Surgery and Audiology, Al-Jamhoori Teaching Hospital, Ministry of Health /Nineveh health Directorate, and the outpatient clinics in al-alwiyah teaching hospital for children and done in the privet clinics of the researchers. The data collection extended over the period from 2019 January to 2020 August. A total number of 70 children involved in the study according to the parents’ complaints, full history taken and the clinical examination by otoscopy. The probable conductive problem excluded by using the Tympanometry. Moreover, free field test was done before chirp and click. Paired t-test was used for the statistical analysis. Results: The males represent (44.3%) and the females (55.7%). The mean age of children included was 49 months ± 27.7 SD. Wave V of the chirp shows lower latency means in all intensities in comparison with that of click stimuli. While waves I and III, show longer latency as the intensity go down, but the differences between chirp and click are insignificant. Wave V amplitudes getting lower values as the intensity decreasing in both chirp and click and become significantly higher than that of click. Wave I and III show decreasing amplitudes with the decreasing intensity in both chirp and click, with higher amplitudes in click in comparing with that of chirp, which are insignificant statistically down to below 70 dBnHL. Conclusions: The chirp stimuli are highly significant and more efficient from the click in the detection of hearing loss among the children regarding both latency and amplitude particularly at wave V.

The data collection method was done by qualitative and quantitative. The results of this study note that the performance of PT. Contractor Company Tbk, Tbk has been very good. From a financial perspective, it can be seen that the company's ability to guarantee short-term and long-term debt is quite good and the company's ability to get a good profit, as seen from the value of the Net profit margin. From the customer perspective, the results of the customer satisfaction survey are quite good. The level of employee satisfaction is quite good. Abstract:
This article considers the problems of overdue credit debt and the creation of effective methods to manage problem debts in banks. The purpose of this paper is to study the problem of overdue credit debt and create effective methods to manage problem debts in financial institutions. Based on a combination of tools of fuzzy logic theory and artificial neural networks, an economic-mathematical model of collection scoring was built. Kohonen self-organizing maps were used to set the parameters of membership functions in the process of fuzzification of quantitative variables of the built model. Data were taken from the official websites of four Bulgarian banks for 2015–2019. The volume of the prepared sample amounted to 1000 credit agreements with active overdue payments. The practical value of the built model of collection scoring for the recovery of overdue debt lies in the possibility to make recommendations for work with each segment of the portfolio of overdue loans in accordance with the calculated level of credit risk. The introduction of credit risk assessment models based on neuro-fuzzy technologies in the work of financial institutions will have a positive impact on the financial results of lending activities of banks.

The article’s objective, which is to identify the causes of the very poor level of management of the administration of these state assets, to present the possibilities of a long-tested experimental model at the Land Fund of the Czech Republic, and to draw attention to this model’s potential in its possible implementation in administration of the entire management complex of these state assets in the Czech Republic. The authors first dealt with the theoretical aspects of the given issue, and then prepared an analysis of the original debt collection management “system”. This is logically followed by an analysis of the experimental model’s efficiency, rounded off with its conclusions. The final chapter contains the results of the research aimed at the current level of knowledge of the examined issue in compressed form, further the outcomes of the research concerned with original unsystematic debt collection management, also results of the implementation of the experimental model, and the assessment of the significance belonging to the results of implementing the experimental model for the entire national economy of the Czech Republic.

Abstract. The second generation Collection 005 (C005) MODIS operational algorithm for retrieval of aerosol properties was evaluated and validated for the greater Mediterranean basin (29.5° N–46.5° N and 10.5° W–38.5° E), a region with an atmosphere under siege by air pollution and diminishing water resources that are exacerbated by high aerosol loads and climatic change. The present study aims to quantify the differences between the C005 and the previous (C004) MODIS collections, and re-assess the results of previous studies that have been performed for the region using MODIS C004 aerosol optical depth (AOD) products. Daily data of AOD from EOS-Terra covering the 6-year period 2000–2006 were taken from both C005 and C004 Level-3 datasets, and were inter-compared and validated against ground-based measurements from 29 AERONET stations. The C005 data were found to significantly better agree with the AERONET data than those of C004. The correlation coefficient between MODIS and AERONET was found to increase from 0.66 to 0.76 and the slope of linear regression MODIS/AERONET from 0.79 to 0.85. The MODIS C005 data still overestimate/underestimate the AERONET AOD values smaller/larger than 0.25, but to a much smaller extent than C004 data. The better agreement of C005 with AERONET data arises from the generally lower C005 values, with regional mean AOD values equal to 0.27 and 0.22 for C004 and C005, respectively. This decrease, however, is not uniform over the region and involves a significant decrease over land and a small increase over the ocean for AOD values greater than 0.1 (opposite changes were found under aerosol-clean conditions). Both data sets indicate a decrease in the regional mean AOD over the period 2000–2006, equal to 20% based on C005 and 17% based on C004 datasets, though the intra-annual and inter-annual variation did not change significantly, thus indicating a systematic correction to C004 values.

Many civic groups and local governments are involved in campaigns to safely collect and dispose of "household hazardous waste." Although it is difficult to define, household hazardous waste is generally considered to be any chemical waste generated in a family dwelling which, if disposed of improperly, may be harmful to human health or the environment. Growing concerns are centered around the disposal of these potentially toxic wastes by burying them in landfills or pouring them down drains or storm sewers. The most popular method of addressing the problem of household hazardous waste is that of holding "collection days," at which householders are encouraged to bring their hazardous waste to some central location for proper handling by responsible authorities. Although the availability of information about the total costs of holding these collections days is presently limited, it is apparent that the expense per household served is quite high. Some people have questioned whether the expense is justified, since there has been little documentation of the risks associated with the handling of household hazardous waste in the municipal waste stream. This thesis presents the findings to date of a study examining the quantities of household hazardous waste present in the municipal waste stream (in order to assess the risks associated with their disposal) and the costs associated with collection days. A telephone survey was used to develop a preliminary estimate of the nature and quantity of hazardous waste generated by households in a Virginia city. Cost data from collection days held in Virginia and elsewhere in the United States are documented and discussed.

Abstract:
This work focuses on the concept of sustainable propellant collection. The concept consists of gathering ambient gas while on-orbit and using it as propellant. Propellant collection could potentially enable operation in very-low Earth orbits without compromising spacecraft lifetime. This work conducts a detailed analysis of propellant collection from a physics perspective in order to test the assertions of previous researchers that propellant collection can dramatically reduce the cost of propellant on-orbit. Major design factors for propellant collection are identified from the fundamental propellant collection equations, which are derived in this work from first principles. A sensitivity analysis on the parameters in these equations determines the relative importance of each parameter to the overall performance of a propellant-collecting vehicle. The propellant collection equations enable the study of where propellant collection is technically feasible as a function of orbit and vehicle performance parameters. Two case studies conducted for a very-low Earth orbit science mission and a propellant depot-type mission serve to demonstrate the application of the propellant collection equations derived in this work. The results of this work show where propellant collection is technically feasible for a wide range of orbit and vehicle performance parameters. Propellant collection can support very-low Earth operation with presently available technology, and a number of research developments can further extend propellant-collecting concepts' ability to operate at low altitudes. However, propellant collection is not presently suitable for propellant depot applications due to limitations in power.

The increasing level of non-compliance with payment demands for local property taxes by Malaysian local authority taxpayers over the past decade has given rise to the need to study the efficiency and productivity of the tax administration system a high priority. This important and sensitive issue has not been given the attention that it deserves. Little empirical research on the administration of, and voluntary compliance in, the Malaysian local taxation system been undertaken and this has shaped the motivation for this study, which represents the first detailed analysis of these issues. Studies on taxpayer compliance behaviour primarily centre on the income tax system and are mainly based on two models. Firstly, the financial self-interest model and secondly, a model that not only includes economic variables, but also other variables such as demographic, noncompliance opportunities, attitudes and perceptions of taxpayers and the structure of the tax system. The model designed in this work builds on this latter concept to include two further variables - namely quality of service and financial information. Two aspects of 'assessment tax 1 collection in Malaysian local authorities are explored in detail. These are, the efficiency and productivity of the assessment tax administration system, and assessment taxpayer compliance behaviour in a sample of Malaysian local authorities. The results of this study indicate that there is a significant difference in terms of the efficiency and productivity of the assessment tax administrative systems between local authorities. The study demonstrates that authorities with high collection performance are more efficient and productive when compared to authorities with medium and low tax collection performances. In general, many of the factors identified with efficiency and effectiveness of the assessment tax administration are consistent with the attributes found in the income tax system. In addition, new factors associated with a high-commitment work system approach (Beer ef a/., (1984) and Walton (1985)) are used in the study to explain the performance of local authorities with high tax collection rates. No previous study has combined all aspects of the above variables in investigating the efficiency and productivity of local tax administration systems. The findings support the model of taxpayer compliance behaviour designed in this work. These indicate that taxpayers in local authorities with high tax collection performance have positive perceptions towards the items listed in the model. In addition, importantly, the majority of the respondents to this study perceived that the presence of financial information might influence their compliance behaviour toward assessment tax. This research has revealed that the attributes of local authorities with high collection performance correspond to earlier studies based on income tax systems. In addition, however, the findings highlight the importance of such factors as the quality of service delivery to taxpayers and work system design in motivating employees to collect local tax revenues. Furthermore, it provides strategic information to all parties involved in the local taxation collection process, especially those local authorities, which are currently confronted with high levels of uncollected assessment tax revenue. Specifically the research has significant implications for the role of government in Malaysia (especially state government) in monitoring assessment tax systems, the work of local authorities and implications for taxpayers' voluntary compliance behaviour. This work is expected to make a significant contribution towards building a unified efficient theory of local taxpayer compliance.

This study investigated how formative assessment implemented in a fifth grade mathematics classroom with a student response system and a student self-evaluative tool affected student self-assessment. Data were collected through individual student and focus group interviews, self-assessment sheets, and teacher reflections. Formative assessment is a low stakes classroom assessment that is an assessment for learning. This study used a student response system to convey feedback from the formative assessment to both students and teacher during instruction. The student self-assessment sheet was implemented to provide a more dynamic level of feedback for students than what could be provided through the student response system alone.

This dissertation shows how administrative reforms of the State Tax Administration Bureaus (STABs) in Brazil between 1997 and 2005 contributed to strengthening public sector bureaucracies and institutions at the sub-national level, while increasing tax revenues and compliance. STABs' administrative reform comprised changes in organizational structure (i.e. rationalization of procedures and processes), technological processes (i.e. computerization and on-line processes), and institutional arrangements (i.e. development of public-private sector relationships to improve tax collection and tax collector professionalization). Beyond the market-oriented reforms, these joint changes made possible to taxpayers and tax collectors to visualize the connections and functioning of the tax administration and collection process that they were not able to think about before, i.e., there is evidence for how the administrative reform facilitated the understanding of the links among the several processes in the tax collection, particularly the backward and forward linkages in each industry. The understanding of these linkages advanced a conceptual shift and the adoption of a new cognitive axis-the industry linkages that changed the way tax collectors envisioned the tax collection process. This dissertation shows that understanding these new connections led to increased efficiency, effectiveness, accountability, and transparency, providing faster and more accurate information on taxpayers and tax returns. In addition, I show that in the case of tax administration reforms in the Brazilian STABs the conjunction of tailored organizational and technological changes influenced tax collectors' and taxpayers' compliance, cooperation, and adhesion to reform efforts.
(cont.) Technological change enabled the new understanding of the tax sector and enabled industry vertical assessment and functional specialization. The capacity to grasp the conceptual shift emerged from the joint efforts. In turn such efforts led to institutional change and the strengthening of public sector bureaucracies, particularly of the STABs. Through a multi-level methodology, I use quantitative and statistical analysis to show that separate and joint aspects of the administrative reforms had an effect on Value Added Tax (VAT) collection. Then, I carry out a qualitative analysis using case studies to evaluate the aspects of reform that had an impact on the changes in the STABs and how they acted together to create a shift in the conceptual understanding of taxations, of its relationship to industry structure, and of the identity of tax collectors. The choice of cases was structured to track public sector reform, development capabilities (e.g. public officials' capacity training), and the effectiveness of tax collection over time, specifically a period of eight years, between 1997 and 2005.
(cont.) The focus was on the local states system that implemented tax administration reforms, specifically related to the collection of the VAT. This data, presented in this dissertation, supports the argument that success is a function of technology, organizational changes, functional specialization, and institutional arrangements, which combined, led to envision a new way to achieve greater tax collection and compliance, a shift in tax-collectors identities, and the strengthening of public sector's institutions. Finally, the diversity of features in the chosen states range from wealth and industrialized, to rural and agricultural, to developing states. Yet, the same national policies cut across states, forcing less developed and active states to engage and catch-up with the reform plans. In this fashion, my findings can be applied to the most developed nations as well as to striving developing countries and poorer nations.

Abstract:
The current study applies a newly proposed mechanical combination method along with four traditional mechanical combination methods to assessment center scoring. These comparisons were made for two job levels (Fire Lieutenant and Fire Captain). The study further assesses the level of adverse impact for the various methods at three cut-off scores. Results indicated that the new contingency-based scoring method was successfully implemented in the assessment center. Results were mixed regarding whether the contingencies developed for the two job levels were different. Further, results indicated that although the various combination methods were highly correlated as expected, there were clear distinctions in the decisions made based on the different combination methods. Specifically, the various combination methods resulted in different candidates comprising the qualifying cut-off ranks. Finally, results showed that the contingency-based method had less adverse impact overall when compared to the other four methods. Future research is proposed in addition to a discussion of the limitations of the study. The main limitation was a lack of criterion data.

Abstract:
The purpose of this research study was to investigate the attitudes and usages of assessment methods by elementary visual art teachers in two southeastern school districts. Data consisted of responses to a mailed survey instrument that included relevant demographic information pertaining to respondent’s educational preparation experiences, tabulation of classroom activities, assessment usage, and a construct set of questions which addressed an attitudinal scale about the effectiveness of evaluation and measurement within their visual art classrooms. The primary focus of attitudinal orientation toward assessment centered upon the types of role models respondents encountered regarding assessment during initial teacher preparation and the resulting paradigm of belief concerning measurement art teachers experienced in varied educational settings. Results indicate that study respondents had a strong positive response to the construct attitudinal statements about accepting evaluation as a normative practice in their classrooms. The survey item "multiple choice tests are appropriate to use in visual art classrooms" had a strong relationship to the total reliability and had the greatest impact on the factor analysis. Further relationships were identified in the use of newly adopted textbook curricula to the acceptance of the statement "learning could be measured in visual art," suggesting that if art teachers embraced a textbook curriculum (developed through an outside, expert entity) they were more likely to accept the possibility that learning in elementary visual art classrooms was possible to be measured. The relationship between the statements regarding the acceptance of multiple choice tests as a valid method of assessment and the recentness of either graduation from teacher preparation coursework or specific in-service professional development about assessment also suggests that pedagogy at the university and district level after The No Child Left Behind Act of 2001 was more likely to include instruction or role models in the practical use of assessment techniques for respondents.

A collection of results of fatigue tests undertaken on full scale pipeline specimens containing unconstrained plain dents is presented. A total of 61 test results are reported, comprising dents of different shapes and depths, introduced in pipe sections with nominal diameters of 12″ and 24″, D/t ratios varying from 18.6 to 77.2 and made of API 5L X42, X46, X52, X60, X70 and X80 steels. The fatigue test results are used to compare five plain dent fatigue assessment methodologies. The assessment methodologies most widely used in the industry, namely, API 1156 and EPRG, are evaluated; each one of these has two different versions, evaluated independently. A dent assessment methodology previously proposed by the authors is also is included in the study. The classic Palmgren-Miner’s cumulative fatigue damage rule is employed in order to correlate the results, since all tests were carried out with two different pressure cycles. Only two of the evaluated methodologies presented a correlation with the fatigue tests that justifies recommending their application in the industry.

The KU EcoHawks are a mechanical engineering, undergraduate, senior design group at the University of Kansas that focuses on projects emphasizing a sustainable approach to automobiles and energy infrastructure. Much of the EcoHawks construction work is completed at a barn on campus that does not currently contain a heating or air conditioning system. Due to the temperature extremes reached in Kansas during the summer and winter months, thermal comfort is problematic for students working within the barn. This past academic year, one design group implemented a heating system for the barn utilizing a solar thermal parabolic collector. During the design phase, research of the literature found relatively little information in regards to the optimized depth of the parabolic curve. As a result, a prototype solar thermal parabolic trough was built in order to test three different parabolic shapes with varied depths. Static testing of a 50-50 mix of ethylene glycol and water found that the parabolic shape with the smallest focal length had the greatest solar collection efficiency. From this assessment, a final parabolic trough design was created. The assumptions, testing procedure, and results of static testing for the optimum parabolic shape of a solar trough collector will be addressed herein.

This report presents an early assessment of the impacts of the COVID-19 pandemic on agricultural commercialisation, food and nutrition security, labour and employment, and poverty and well-being in rural Nigeria. Data was collected from a stratified random sample of 110 respondent households drawn from five Local Government Areas (LGAs) in Ogun (Ijebu East, Obafemi Owode, and Imeko Afon) and Kaduna (Chikun and Soba) States. At the time of the survey, these LGAs had reported a small number of COVID-19 cases. The survey data is complemented by insights from five in-depth key informant interviews conducted in the LGAs. The APRA COVID-19 data collection will be carried out over three rounds. This report presents insights obtained from the first round implemented during mid-July 2020.
