Abstract:
Purpose. To estimate the prevalence and type of disturbance of the vegetative regulation in young adults and to compare the frequency of autonomic dysfunction with the severity of the phenotypic manifestations of inherited connective tissue disorders (ICTD).Methods. 350 young adults were examined in a clinical study (collection of complaints), and with help the special “questionnaire for detection of signs of autonomic dysfunction”. At 61 young men was performed Holter ECG monitoring and cardiovascular tests D. Ewing. Results. The average number of complaints in the group of 317 healthy students was 6.5 ± 1.7. Almost all of the complaints have found significantly more frequent in girls. Examination with help special questioning for detection of autonomic dysfunction (AD) revealed AD a bit more often in girls than in boys (79 % and 64 %, respectively). Due to gender differences, further study carried out in a group of 61 young men. Нeart rate variability and autonomic test results in the groups of young men with and without AD according to the questionnaire did not reveal significant differences. At the same time in 30 % of young men without AD according to questionnaire have found an abnormal result in the active orthostatic test (AOT). Estimation of anthropometric indices and clinical features of inherited connective tissue disorders revealed that young men with AD based on the results of the questionnaire have more of skeletal and skin symptoms than that of young men without AD. The involvement of the skeletal system was present significantly frequently in young men with abnormal result AOP than that of young men with a normal result of AOP (90% and 55% respectively, p < 0,001).Conclusion. Our study showed that AD present in the majority of young people. However, most often both subjective and objective signs of autonomic disorders common in young people with signs ICTD.

Abstract:
Objectives: To evaluate the characteristics, methods, and results of the Dutch Investigative Medicine Program (“ontwikkelingsgeneeskunde”) in policy and health care.Methods: Project database analyses of the initial 9 years of the program; description of characteristics, methods, and effects of the program.Results: By the end of 1997, 53 projects had been completed, including implementation in health care policy. In 20 of 53 cases the program worked as an instrument to prevent the introduction of ineffective, inefficient, or even harmful medical interventions. In most other cases the program assisted with proper placement or appropriate application of new technologies. Apart from new or emerging technologies, already existing technologies are evaluated.Conclusion: The Dutch Investigative Medicine Program (“ontwikkelingsgeneeskunde”) of the Sickness Funds Council is an effective collaboration of health care providers, medical science, health economics, and a regulatory body in empirical technology assessment. It is also an example not only of a substantial contribution of technology assessment to decision making in practice and policy but also of a means of regulation of health care by the very activity of technology assessment itself. It appears that the program has evolved into an instrument to rationalize health care and health care policy, although some further possible improvements are identified.

The study reveals features of the risk management in the payment system, taking into account the requirements of the Bank of Russia. The research uses international standards and approaches to the practical construction of risk management systems. The research suggests methodological recommendations for the construction of a comprehensive risk management system in the payment system. The results of the study can be used in the practical implementation of the Bank of Russia’s approaches to ensuring the smooth functioning of payment systems.

Abstract:
The paper presents the quantitative methodology for visual impact assessment of river regulation structures such as non-submerged groins and longitudinal dams. The method integrates LIDAR data, GIS tools, 3D graphic software and 360° panoramic images. Digital Surface Model (DSM) developed on the basis of LIDAR data and imported to 3D graphic software allows one to render images from any location of 3D scene. This feature was used for rendering 360° panoramic images from the perspective of the observers located on the study site in designated with the viewshed analysis area. Renders were verified against panoramic photographs taken during the field inspection. The proposed methodology was tested on two locations of Kostrzyn nad Odrą and Słubice cities where modernization of regulation structures on Oder River is planned. Calculated percentage values of river regulation structures occupying the full field of view of the observer for 25 locations in Kostrzyn nad Odrą and 19 locations in Słubice shows insignificant visual impact. The maximum values of 0.94% and 0.26% for Kostrzyn nad Odrą and Słubice respectively, where obtained. Additionally the visualization method in the form of “Little Planet” projections was presented, which allows for full documentation of the visual impact of the structures on the landscape.
