Full textThis study analyses the geostrategic issues of military component of the United States' assistance to the colombian governement of President Andrés Pastrana in order to strenghen the State and - through the frame of Plan Colombia - to fight against both narcotrafic and armed rebellion. The assistance of Washington has lead to an internationalization of the repressive treatment of the organized criminality linked to the drug trafic and to a military oriented strategy to fight the narcoterrorist threat in Colombia. These two elements were part of the new security architecture developped by the leading world power to guarantee the geopolitic stability of the andean region, within a framework of a redefinition of power, security and defense concepts after the Cold War. After a relation of historic roots, main actors and reproduction factors of violence in Colombia and US geopolitic strategy in Latin America, this thesis focuses on the politic, economic and military interests influence on the definition process of US aid to Plan Colombia, and the effects of the military instruments mobilisation against asymetric threats of Low Intensity Conflicts on the geopolitic dynamics of the war in Colombia between 1998 and 2002. The end of peace negociations between colombian governement and rebels, the arrival of a new Administration in the United States and the context of war against terrorism after 9/11 attacks transformed the US participation to Plan Colombia from counter-drug support to an assistance to fight terrorism

Full textThe purpose of this study is to understand in what way the financial, technical and military support of the United States enabled the emergence of the French arms industry into a sovereign player. Due to the destruction of the major part of its military capacity, France depended on the United States for its supply in weaponry. At the same time as the United States was the main provider of arms to the French army, it was also nurturing the renewal of the French arms industry through a policy of important “offshore procurement". Between 1945 and 1958, France received a considerable amount of financial aid from the United States, it was also the recipient of an even bigger quantity of end items. The military aid was impressive. In consequence, it is questionable that the French arms industry, ailing after the haemorrhaging of WWII, would have been able to rebuild itself without foreign help. Therefore, several questions spring forth: why did the United-States decide to help France at the time? What were the bilateral agreements which helped France reconstitute its arms industry? What form did this aid evolve into? How important is it? Did it alter the course of France? There is also the technical aspect of the problem as well as the possible impact of the missions of productivity

Full textThe Historical meeting between Adul Aziz Ibn Saoud and the US President, Franklin D. Roosevelt on bord of U.S.S Quincy in the Red Sea at February, 1945, had set up a real long standing Alliance based on a strong common Interests between Saudi Arabia and the United States. It will take a time for this Alliance to be at the level it had during the Gulf War (1990-1991), Wich had as result a permanent US Military presence in the Kingdom and the radicalization of Islamist Opposition. The 9/11 Attacks, which was a real Choc for the two Countries and provocated an Embarassment in the US- Saudi relations. Riyad was in a delicate situation, Fifteen of the Nineteen Hijackers of September 9, 11 was Saudis such as head of Al-Qaeda Oussama Ben Laden. We assisted then to a deterioration of the relations between the two Countries and a great Suspicion although some declarations of good Intentions by leaders of two Countries. Subject of a tremendous US pressures, the Saudi Arabia has inaugurated a series of Reforms to reassure Washington and to face a complicated internal situation (Socio-economic problems, the role of the Wahhabi religious Institution, religious Extremism, rights of Chia minority, the problem of succession). The warming of the relations between the two Countries by 2003 wich culminated with the instauration of « Strategic Dialogue » in 2005, made rapidly room to a gradual taken distance between Riyad and Washington about some Regional matters (Iraqi situation, the regional ambitions just as the Nuclear and Balistic program of Ira ; Peace Process ; Syria…). This taken distance is confirmed by the events of « Arab Spring » and the New American Strategy of disengagement to the Pacific Zone

Full textThis research studies the allocation of World Bank loans with panel data covering up to 115 countries over three time periods: Cold War (1973-1990), post-Cold War (1991-2000), and post-September 11 (2001-2013). Among our findings, we show that the more a state receives a large amount of loans by the World Bank, the more it supports the US foreign policy. At the same time, our data reveals that recipients of World Bank loans are on average closer to Russian foreign policy than American foreign policy for all periods under consideration. We argue that these results provide evidence that World Bank’s loans are used to buy and reward supports or abstentions for specific resolutions in the United Nations rather than for all the ones adopted in a session. Our study furthermore indicates that after September 11 terrorist attacks, World Bank recipient countries receiving the greatest amount of US military assistance were also the ones receiving the largest loans by the Bank. Although this supports the thesis that the events of 9/11 led the United States to use the World Bank in their national interests as during the Cold War, we find that the Bank appears to have limited political considerations in the allocation of its loans after the collapse of the USSR and especially between 2001 and 2013.
