Abstract:
The present study has concentrated on online crisis response strategies that stimulate online purchase and the acceptance of online purchase intention (OPI) in the marketplace. However, few studies have examined the online crisis response strategies undertaken to alleviate the online crisis. Therefore, on the basis of the Stimulus Organism Response framework and online crisis response strategies, this study offered and tested a model that inspected the effect of online crisis response strategies on OPI through online brand attitude (OBA). Brand perceived usefulness (BPU) was observed as a borderline condition between OBA and OPI. We recruited 392 working professionals undertaking the Master of Business Administration program at a large public university in China. The results suggest that OBA mediates the association between online crisis response strategies and OPI. Similarly, BPU moderates the association between OBA and OPI. The responses with high BPU maximize the effect of online crisis response strategies on OBA. On the basis of the study outcomes, contributions to theory and practice, limitations, and future guidelines are well discussed.

Abstract:
Purpose The purpose of this paper is to outline the importance of social network effects in influencing the elective (courses) selection among masters of business administration (MBA) students and its role in influencing the efficacy of MBA. As such, given the enormous time and investment required for students to pursue an MBA and the role of electives in forming the student’s knowledge base, it is important to consider the decision process of students while selecting elective courses as they pursue their degree. Design/methodology/approach This study explores the relevance of network characteristics in the elective selection phenomena through questionnaires administered personally to 50 MBA students from a premier b-school in India. Thereby, it seeks to link the implications with MBA efficacy. Findings In the sample, the authors found that social network connections in terms of homophily and heterophily (similar and dissimilar others) had the strongest association with elective course decisions. Further, the role of tie strength (the level of intensity of the social relationship between two individuals) in governing the phenomena was not confirmed. Practical implications The authors discuss the linkage of elective selection phenomena with the efficacy of MBA. Specifically, the authors focus on a possible risk where network influences may prompt a student to select electives by surpassing his or her academic interests and thereby may hamper the efficacy. The authors also outline implications from the perspective of students, professors, and administrators. Originality/value The study is among the initial studies to present preliminary evidence on the efficacy of MBA from the perspective of elective selection phenomena and the role of social network effects.

Abstract:
Purpose – The purpose and value of management education was always under the critics’ scanner but the proliferation of institutes impelled a serious debate on its quality. The purpose of this paper is to identify the factors affecting quality of management education in India and explains their nature, significance and mutual influences using interpretive structural modelling (ISM). Design/methodology/approach – The factors were listed through literature review. They were then validated by empirical research conducted through questionnaires administered electronically and personally to 220 master of business administration students and alumni. On 13 such factors finalised, a qualitative and interpretive tool, ISM was applied. Findings – Leadership emerged as the most important factor followed by organisational structure and practices. Interrelations otherwise not easily observable established their prominence. An important fact that evolved is that almost all the factors have strong interdependence and have to be seen in coherence when analysing their impact on students. Originality/value – The literature until now has been highlighting the factors and their association with management education largely in isolation. This paper contributes to the existing literature by proposing a framework of the interrelationships of the factors which have a role in improving the quality of management education.

Learning outcomes Gaining skills in analyzing context during a crisis situation, using a political, economic, social, technological, legal and environmental framework understanding strategic leadership engagement with stakeholders to cultivate an environment for emergent change gaining skills in drawing up a strategic communications plan. Case overview/synopsis On 15 May 2020, Alec Moemi, Director-General of the South African Government’s Department of Transport (DoT), contemplates how his department can use the opportunity that COVID-19 presents to transform the transport system and to maintain relationships with business and the taxi industry beyond COVID-19? The nation was just reeling from a first: the President announced a “lockdown” which meant that all economic activity except “essential services” could operate. Life almost ground to halt and South Africans faced a new reality. No movement out of your property unless it was a medical emergency or if you needed to buy food. The minibus taxi, an economic enabler to millions of South Africans also had to stop operating. The South African DoT had a mammoth task of communicating to a range of stakeholders. However, the most sensitive being the minibus taxi owners, drivers and their related associations. How would they accept the news that they will not have a livelihood for the next few weeks or perhaps even months? Given the nature of industrial shift patterns and need for a more flexible transport system for workers, some organisation’s such as Nestlé contracted private transport services to ensure their staff travelled to work safely. Nestlé also had their own compulsory sanitizing protocols in place to support private transporters. Abstract:
Purpose – The purpose of this study is to examine the association between the financial expertise of the chief financial officer (CFO) and concerns about corporate governance. Design/methodology/approach – Consistent with prior research, the authors used four variables, including certified public accountant (CPA) certification, Master of Business Administration degree, age of CFO and length of CFO tenure, to measure CFO’s financial expertise. The authors hypothesize a negative association between CFO expertise and concerns about corporate governance. Findings – Regression analysis revealed that the CPA certification is negatively associated with governance concerns at a significant level. The results suggest that stakeholders show less concerns about a company’s corporate governance mechanism when the CFO has a CPA certification. In particular, the results support the recommendation by the American Institute of Certified Public Accountants that a CFO of a public firm should have a CPA certification. Originality/value – The study is important in the following ways. First, the study delivers new evidence on the link between CFO financial expertise and corporate governance. This contributes to the CFO financial expertise literature and the corporate governance literature. Second, according to Standard and Poor’s, equity index investing has grown more popular over the past 30 years. The study delivers useful information to index investors who invest in S & P SmallCap 600 Index. Third, regulators have put a large amount of resources to discover ways to strengthen firms’ corporate governance. Thus, the results should be of interest to policy makers who design and implement guidelines on corporate governance mechanisms.

Abstract:
The present study accentuated a hybrid approach to evaluate the impact, association and discrepancies of demographic characteristics on a student’s job placement. The present study extracted several significant academic features that determine the Master of Business Administration (MBA) student placement and confirm the placed gender. This paper recommended a novel futuristic roadmap for students, parents, guardians, institutions, and companies to benefit at a certain level. Out of seven experiments, the first five experiments were conducted with deep statistical computations, and the last two experiments were performed with supervised machine learning approaches. On the one hand, the Support Vector Machine (SVM) outperformed others with the uppermost accuracy of 90% to predict the employment status. On the other hand, the Random Forest (RF) attained a maximum accuracy of 88% to recognize the gender of placed students. Further, several significant features are also recommended to identify the placement of gender and placement status. A statistical t-test at 0.05 significance level proved that the student’s gender did not influence their offered salary during job placement and MBA specializations Marketing and Finance (Mkt&Fin) and Marketing and Human Resource (Mkt&HR) (p > 0.05). Additionally, the result of the t-test also showed that gender did not affect student’s placement test percentage scores (p > 0.05) and degree streams such as Science and Technology (Sci&Tech), Commerce and Management (Comm&Mgmt). Others did not affect the offered salary (p > 0.05). Further, the χ2 test revealed a significant association between a student’s course specialization and student’s placement status (p < 0.05). It also proved that there is no significant association between a student’s degree and placement status (p > 0.05). The current study recommended automatic placement prediction with demographic impact identification for the higher educational universities and institutions that will help human communities (students, teachers, parents, institutions) to prepare for the future accordingly.

Cret, Benoît. "L'émergence des accréditations : origine et efficacité d'un label." Paris, Institut d'études politiques, 2007. http://www.theses.fr/2007IEPP0028.

Full text
Abstract:
Students cannot “try” or “experiment” degree curricula in order to choose the best of them. Henceforth their choice cannot rest on experience, repetition and comparison. The accreditation agencies aim at helping them equipping them with distinctive “labels”, thus helping them make their choice. The “labels” would then help reduce the uncertainty on the quality of the services that are exchanged within the market. The subject of the PhD deals with the creation and the increasing role played by the three main accreditation agencies within Europe : AACSB (the Association to Advance Collegiate Schools of Business), EQUIS (the European Quality Improvement System) and AMBA (the Association for MBAs). The main problem may be formulated as follows : how could these agencies gain legitimacy so swiftly ? The research distinguishes two main questions : -The one that deals with the genesis of the accreditation agencies, - And the one that deals with their persistence and their efficiency. First we highlight and compare the so-called diversity of the expansion of the three agencies. Then we focus on the the impact of the three accreditation processes within three French “Grandes Écoles” and three English Business Schools. This will lead us to explore the notion of trust (within the accreditation agencies, the accreditation process and the accreditation themselves). Finally, the “labels” will be considered as a collective form of classification that will enable us to deal with the problems of genesis and efficiency

Abstract:

The purpose of the study was to explore the application of the strengths, opportunities, aspirations, and results (SOAR) framework derived from the appreciative inquiry literature and through the lived experiences of California-based association management and non-profit executives leading professional societies, trade associations, or foundations. In addition, this research, using phenomenological interviewing techniques, aimed to determine whether or not association management executives working in California-based professional societies and trade associations changed their individual thought processes or behaviors as a result of attending a professional development program that demonstrated the SOAR framework. The research questions that guided this research were: (a) what changed mindsets were experienced as a result of an understanding with the SOAR framework in the strategic thinking process? and (b) what changed mindsets and organizational application were experienced as a result of an understanding with the SOAR framework in the strategic thinking process?

This qualitative study, using semi-structured interview questions, sought to explore and document the experiences of California-based senior association management executives with SOAR framework. This research aimed to add to the body of knowledge of SOAR as a result of expanded individual and organizational application of this approach as compared to other strategic thinking experiences. The study documents comparisons, by the non-profit executives involved in this study, between the more commonly known strategic thinking of strengths, weaknesses, opportunities, and threats (SWOT) analysis and the positivity-focused SOAR framework.

Bae, Young Han. "Three essays on the customer satisfaction-customer loyalty association." Diss., University of Iowa, 2012. https://ir.uiowa.edu/etd/3255.

Full text
Abstract:
The association between customer satisfaction and customer loyalty is one of the most central relationships for marketing theory and practice. To improve our understanding of this essential relationship in marketing, we develop a comprehensive and flexible theoretical framework for analyzing the association between customer satisfaction and customer loyalty, which simultaneously incorporates heterogeneity in the possible dimensions of competitive settings. This theoretical framework is grounded by more than 40 years of academic and practitioner research on the association between these two constructs, which allows us to more precisely examine the true nature of the association between satisfaction and loyalty by incorporating competitive setting heterogeneity. In addition, we test our theoretical framework by estimating a 3-level empirical hierarchical linear model, using American Customer Satisfaction Index data and several customer, firm and industry characteristics. Our findings indicate that the true nature of the association between satisfaction and loyalty is significantly influenced by competitive setting differences. Accounting for such differences allows firms and managers to significantly increase their ability to effectively convert satisfaction investments into loyalty. Also, we identify important trade-offs between the intercept and slope of the association between the two metrics, indicating that firms' incentives to invest or not in satisfaction differ dramatically across industries. Depending on the shape of their satisfaction-loyalty curve, firms can obtain a certain level of loyalty by indirectly choosing how much to invest in satisfaction. Therefore, customer satisfaction must be treated as an endogenous variable. In our subsequent analysis, we control for both satisfaction endogeneity and competitive settings heterogeneity using a Two-Stage Least Squares 3-level hierarchical linear model, correcting the standard error estimates via a jackknife procedure. This research provides precise, important theoretical and managerial insights, and broadens our understanding of the essential features of the satisfaction-loyalty relationship.

Abstract:
The complex nature of healthcare requires nurse leaders to be skilled in professional practice, communication, teamwork, and problem solving to improve staff satisfaction and patient outcomes. The American Association of Colleges of Nursing and Institute of Medicine promotes graduate education for nurse leaders to enhance the delivery of quality care to the nation's diverse patient populations. Guided by the diffusion of innovation theory, this project explored the differences in nursing care hours, staff turnover, nurse quality indicators, as well as leadership characteristics on units lead by masters-prepared and non-masters-prepared nurses. Forty-eight nurse leaders completed the impact of graduate education among nurse leaders (IGENL) survey addressing perceptions of their ability to change practice, teamwork, communication, and problem-solving skills. Staffing reports, Nurse Quality Indicators (NQI), and Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) data were collected from 34 hospital units. Data were summarized and t tests were conducted to examine the differences in NQI and HCAHPS data from units lead by nurses with and without a graduate degree. No significant differences were noted in these measures. In the IGENL survey data, the nurse leaders with a graduate degree had significantly higher scores on the leadership characteristic subscales of professional practice, communication and teamwork, and problem solving than did those without. The outcome of this project can contribute to positive social change within healthcare organizations by supporting the pursuit of graduate education for nurse leaders, which could enhance leadership attributes and subsequently improve staff satisfaction and patient outcomes.

Thesis (MBA.) -- University of Limpopo, 2015
The contribution of an MBA degree on career mobility in South Africa is of importance and exhibits strong interest from academics, business and public space. Many people believe that an MBA can help for any managerial position especially in cooperate business set up in terms of upward career mobility and skills acquisition. This study wanted to find out if indeed qualifying with an MBA degree helps graduates to move upward, get better salaries and benefits and feel more skilled. This study was conducted using graduates from the Turfloop Graduate School of Leadership, University of Limpopo, who graduated between 2007 and 2011. A total of 44 participants responded. The results mainly indicated that the MBA qualification does help in helping graduates feel better capacitated and ready for managerial positions. The qualification also helps with higher positions and/or salaries. However, for candidates to realise those better positions they mostly need to move to other organisations or even other provinces. The study recommends that another study focused on more universities that offer MBA in South Africa be carried out to compare the career advancement of graduates from all these universities. Another one that focuses on the reasons why career progression is not mostly realised in organisations within which candidates worked prior to getting an MBA degree is also recommended.

Abstract:
This thesis examines the effects of the Distributed Learning (DL) and Masters of Business Administration (MBA) programs on NPS enrollment. In recent years, enrollment at the Naval Postgraduate School (NPS) has significantly declined. To reverse this trend, NPS is considering shortening a studentαs required time-on-station to earn a masterαs degree. Shortening the time an officer spends at NPS may increase enrollment, as a quick return to the fleet is likely to attract support from both Navy leadership and prospective students. Our thesis research evaluated the current strategies to increase NPS enrollment: Distributed Learning (DL), and the Masters of Business Administration (MBA) programs. Our objective was to provide NPS leadership with a viable course of action that increases student enrollment while providing a quality education. We conducted a detailed cost/benefit analysis of current time-on-station reduction strategies. Our research included a student survey, stakeholder interviews, a thorough application of Littleαs Law, and a collection of relevant enrollment, promotion, and graduate education data. We concluded that the DL and MBA programs will reduce NPS resident enrollment and may reduce the quality of resident student. However, the DL program significantly benefits all stakeholders, but one. Currently, the Navy provides no incentives for prospective students to embrace DL.

Abstract:
Dry beans are an important crop in the Mexican agricultural sector. Production, commercialization and consumption of dry beans are part of the Mexican culture. Though, the situation of the producers in many cases is challenging. Climatic, structural and cultural factors difficult profitable operations. This paper analyzes the situation of a specific group of producers in a village in the state of Puebla. The paper is part of a project intending to analyze and to improve the situation of these producers. It is realized in cooperation between the Universidad de las Américas Puebla (UDLAP) and the Foundation PRODUCE, an organization for agricultural development. The analyses are based on the findings of precedent reports on dry bean production in Mexico and in Puebla. Principals and methods of strategic planning and management are the basis for the design of the investigation. After the formulation of mission and vision statements, concrete strategic objectives and indicators to measure their achievement are defined in the form of a Balanced Scorecard
(cont.) Subsequently, the internal and external circumstances are described and evaluated using SWOT analysis and the analysis of Porter?s Five Forces. The findings of these analyses provide a basis for crafting a strategic plan for the producers. This plan consists firstly, of a general strategic approach and secondly, of a list of concrete strategic initiatives and measures to be taken by the different functional areas: operations/production, marketing, finance, and human resources. The paper concludes that the producers face a difficult situation and need to approach the achievement of their objectives comprehensively taking advantage of all the support available. Important conditions for success are cooperation, entrepreneurial spirit and flexibility.

Abstract:
AbstractThe adoption of big data technology within industrial sectors facilitates organizations to gain competitive advantage. The impacts of big data go beyond the commercial world, creating significant societal impact, from improving healthcare systems to the energy-efficient operation of cities and transportation infrastructure, to increasing the transparency and efficiency of public administration. In order to exploit the potential of big data to create value for society, citizens and businesses, Europe needs to embrace new technology, applications, use cases and business models within and across various sectors and domains. In the early part of the 2010s, a clear strategy centring around the notion of the European Big Data Value Ecosystem started to take form with the aim of increasing the competitiveness of European industries through a data ecosystem which tackles the fundamental elements of big data value, including the ecosystem, research and innovation, business, policy and regulation, and the emerging elements of data-driven AI and common European data spaces. This chapter describes the big data value ecosystem and its strategic importance. It details the challenges of creating this ecosystem and outlines the vision and strategy of the Big Data Value Public-Private Partnership and the Big Data Value Association, which together formed the core of the ecosystem, to make Europe the world leader in the creation of big data value. Finally, it details the elements of big data value which were addressed to realise this vision.

Abstract:
The aim of this chapter is to explore the application of data mining for analyzing performance and satisfaction of the students enrolled in an online two-year master degree programme in project management. This programme is delivered by the Academy of Economic Studies, the biggest Romanian university in economics and business administration in parallel, as an online programme and as a traditional one. The main data sources for the mining process are the survey made for gathering students’ opinions, the operational database with the students’ records and data regarding students activities recorded by the e-learning platform are. More than 180 students have responded, and more than 150 distinct characteristics/ variable per student were identified. Due the large number of variables data mining is a recommended approach to analysis this data. Clustering, classification, and association rules were employed in order to identify the factor explaining students’ performance and satisfaction, and the relationship between them. The results are very encouraging and suggest several future developments.

Abstract:
This chapter discusses black professional players and the little-known history of the United Golfers Association (UGA), a black golf organization that was founded in 1925 and served as a parallel institution to the all-white Professional Golfers’ Association (PGA) that formed nine years earlier in 1916. Along with many other activities, the UGA operated a national golf tour for professionals, amateurs, and intercollegiate golfers, and it continued to host events well after the desegregation of the PGA in 1961. Similar to the story of baseball’s Negro Leagues and their central place in American culture, the UGA also featured African Americans who used professional sport to carve out autonomous sites for leisure, business, and fandom. As the only national professional golf tour for black players in American history, virtually every black pro before Tiger Woods experienced playing in UGA events, a long list that includes John Shippen, Robert “Pat” Ball, John Brooks Dendy, Howard Wheeler, Charlie Sifford, Bill Spiller, Ted Rhodes, and Lee Elder. The UGA also supported a full women’s division, which over time featured gifted stars like Marie Thompson, Lucy Williams, Geneva Wilson, Ann Gregory, Thelma Cowans, Ethel (Powers) Funches, Althea Gibson, and Renee Powell.

Abstract:
Timely identification of newly emerging trends is needed in business process. Data mining techniques are best suited for the classification, useful patterns extraction and predications which are very important for business support and decision making. Some research studies have also extended the usage of this concept in inventory management to determine opportunity cost based on association rules. Yet, not many research studies have considered the application of the data mining approach on evaluating penalty cost which is also a significant factor to the manager for optimal inventory control. In this paper, two different cases for evaluating penalty cost based on cross-selling effect are presented. An example is illustrated to validate the results.

Supply chain management (SCM) assumes an exceptionally indispensable part in overseeing and sorting out big business forms, expanding operational productivity of the association. Inventory management is turning into a need to enhance the establishment and framework inside social orders which thusly builds the financial development. The examination discoveries demonstrate that despite the fact that it appears that SCM gives numerous administrations, it has a few issues as well including poor stock administration, bullwhip impact, high cost of coordination, innovation use, and lacking interest in IT. To beat issues of SCM, there is need of an enhanced sales forecasting model that will build the reliable and efficient forecasting results. An enhanced sales forecasting model is presented in this chapter.

This chapter discusses a postgraduate economics program that forms a core part of a Masters of Business Administration (MBA) degree course. The program has been structured so as to create a learning environment in which students construct an understanding of economics through a semester-long, authentic learning task — specifically the development of a competitive strategy for a business in which they have a personal interest. The curriculum, teaching and learning activities and assessment are aligned in such a way that they all contribute to the achievement of this task. The authors have observed that this approach has resulted in greater student engagement and a deeper conceptualisation of the role of economics in business as compared to the traditional approaches to teaching economics in MBA programs.

Abstract:
The Web is increasingly used as a preferred medium for A2C (administration to citizens) and A2B (administration to business) service delivery. An increasing number of government initiatives are aimed at making access to electronic records easier for the general public. For example, the Electronic Record Archives program of the U.S. National Archives and Records Administration is aimed at preserving virtually any kind of electronic record, free from dependence on any specific hardware or software, and at enabling customers to find records they want and to deliver those records in formats suited to customers’ needs (Lake, 2006). This in particular will include records coming from the 2010 U.S. census. International professional associations are increasingly paying attention to public availability of statistical data. For example, the last meeting of the International Association for Social Science Information Services & Technology (IASSIST, 2006) dedicated entire sessions to problems like knowledge and resource discovery, innovative data dissemination systems, and data-intensive Web site design.

Two lines of research focus on this chapter: University Social Responsibility and entrepreneurship. Once Univesrities are aware of the importance of introducing socially responsible actions, we refer to the need of Universities to foster the creation of new business, establishing the best conditions for entrepreneurs. In this sense, we study what entrepreneurship means and how it is initiated. At the same time, we set the education on entrepreneurship and how gender differences condition the new creation of firms. Some examples of promoting entrepreneurship are discussed, from the initial actions until the maintaining and growing a company already created. Later, chapter concentrates on the particular case of Spanish Universities, offering a lot of actions for the promotion of entrepreneurship, like projects, awards, chairs, masters, conferences and meeting. It is also important to consider the support of public administration and the role of cluster. The chapter finishes with some considerations about spin off, as the result of entrepreneurship from the University.

Abstract:
The explosion of the Internet has lead to a revolutionary way of doing business. Electronic commerce is currently estimated at $30 billion, but analysts predict that figure to grow to $400 billion by the year 2002. This leads to a tremendous need for skilled personnel who can handle both the technical and business aspects of e-commerce. One magazine article heading reads: "Looking for a New Job? Head for the Web." A recent announcement by U.S. Small Business Administration states that lack of technical expertise and lack of qualified IT employees are two of the major E-Commerce obstacles facing small firms. Working with the existing administrative infrastructure, Pace University's School of Computer Science and Information Systems has designed an interdisciplinary program, Master of Science in Information Technologies for Electronic Commerce. This short paper is an overview of the M.S. program.

Abstract:
Purpose – although many studies emphasise that institutional environment shapes business activity, yet it is not clear enough how legal environment, tax administration and stimulation policies are associated with entrepreneur’s perception in the future business climate. This paper seeks to explore these associations in the context of a post-communist transition country. Research methodology – the research takes an institutional perspective, and its analysis is conducted on a firm-level data collection through a face-to-face survey. Kruskal-Wallis test followed up by Jonckheere-Terpstra and Mann-Whitney tests, were employed in a dataset of 404 firms operating in Albania. Findings – the analysis offers important insights into the nature of entrepreneurship in a post-communist setting. It was found a significant association between future business climate and legal environment and tax administration. Between stimulation policies and business climate was reported an insignificant association. High levels in the legal environment and tax administration lead to the less favourable future business climate. Research limitations – though Albania has similarities with other transition countries in terms of regional, economic and political environments, the generalisation of these results to another context is limited. Originality/Value – this research provides insights for scholars studying entrepreneurship in institutional transformation contexts, and it contributes to the accumulation of knowledge on transition countries by focusing on the little-studied case of Albania.

Abstract:
The present study reports the experience of a project-based learning activity in which students are asked to plan and assess the viability of an event. This activity is part of a Project Management course taught at Universitat Internacional de Catalunya, in a Masters’ Degree in Business Administration and Production Systems. With this activity students are required to apply the acquired technical skills while use different quantitative methods and tools to interpret data for decision-making. By introducing self- and peer- assessment tasks, this activity also boosts critical thinking. The results show that active learning materialized in the form of project-based learning activities make courses more enjoyable for both instructors and students, and most importantly, contribute to develop students’ skills such as teamwork and critical thinking. The findings also reveal that although pre-class readings and lectures are useful, students do not fully understand and realize about what they learn until they are actively involved in activity where they should apply the new knowledge acquired.

Abstract:
A new braking technology for the Nation’s railroads is the subject of extensive attention in the Federal Government and the railroad industry. Electronically Controlled Pneumatic (ECP) brakes are a tested and validated technology superior to conventional pneumatic brakes and can bring significant improvements to the safety and efficiency of railroad operations. Advanced braking concepts like ECP brakes were first investigated by the Association of American Railroads (AAR) in 1990. Over the past 15 years, ECP brake technology has progressed rapidly. ECP brake systems have been field tested on various railroads since 1995. The Federal Railroad Administration (FRA) has been an active and consistent advocate of ECP brake system implementation. In 1997, FRA participated in an AAR initiative to develop ECP brake standards. In 1999, FRA funded a Failure Modes, Effects, and Criticality Analysis (FMECA) for the ECP brake systems specified in the AAR standards. FRA also took part in programs to develop and enhance advanced components for the application of ECP brake systems. During the early years of development, however, FRA did not initiate regulatory actions impacting ECP brake technology. The development and application of ECP brakes remained the sole responsibility of the brake manufacturers and the railroads. Progress towards implementation of ECP brake technology slowed and stalled due to difficulties in identifying an optimal implementation strategy to support the required investment. In 2005, FRA felt that it was time to reenergize ECP brake system interest. FRA took steps to assess industry readiness and the effectiveness of the ECP brake technology. FRA contracted with Booz Allen Hamilton, a major consulting firm, to assess current ECP brake technology and to identify cost, business and safety benefits, and implementation strategies. After a thorough analysis of ECP brake technology and a review of the results of numerous studies and initiatives, FRA concluded that the technology is mature and the time is right for implementation of ECP brake technology in the North American railroad industry. Therefore, FRA is currently proceeding with new rulemaking to support industry conversion to ECP brakes. FRA’s rulemaking activity is responsive to the railroad industry’s needs and should facilitate the introduction and widespread application of ECP brake technology. This paper discusses the safety and efficiency advantages of an industry conversion to ECP brakes as the primary method of train braking. The paper also describes the challenges associated with conversion to ECP brakes and FRA’s actions to support their implementation.
