AbstractThe chapter is focused on collaborative processes through which the functions and spatial hierarchies of public or public use areas are redefined. The field of action is: on the one hand the urban metabolism, interpreted as a study of the life cycle of the city, including wastescapes; on the other, collaborative processes, aimed at defining the uses of tailored, place-based, and collective services. In this sense, the research moves from the analysis of places born for public use, but abandoned over time or never actually completed; disused places waiting to reenter the urban metabolism. Among those, there are also Italian “planning standards,” publicly designed in compliance with the quantities defined by law, and often partially used or not properly managed. The proposal of new uses and services for these contexts is based on criteria of flexibility, not fixed once and for all, not predetermined in time, but in progress in order to overcome the limits of the implementation of policies and programs of the past. These integrated processes can activate a dialogue between public institutions, privates, local associations and citizens’ groups. The research also intends to cross-reference the issue of spatial inequalities in access to spaces and services, with the evolution of the public actor from provider to service enabler, in a wider redefinition of welfare and welfare spaces concept, as an effect of global economic and financial crisis. The question needs non-sectoral responses, which take into account environmental, social, spatial issues. Welfare can no longer be provided as a self-sufficiency device: contextual services, for everyone, can be realized by recapitalizing wastescapes, co-creating “planning standards” through the recovery of degraded local contexts, collectively investing in the use and care of public, and open services. The paper will focus on: (a) the case of the former NATO area in Naples (in Bagnoli neighborhood) which is the subject of a Plan for urban renewal, adopted by the Municipality of Naples in 2020. The area, owned by a public company whose purpose is the assistance of children in the disadvantaged segment (Fondazione Campania Welfare), has been redesigned as a public facility on a metropolitan scale, within a public consultation process between the ownership, the Municipality of Naples and several local stakeholders (third sector organizations, citizens, cultural associations, etc.). As an effect of this collaborative process, the reuse of the area started before the adoption of the Plan; (b) the case of Horizon2020 research REPAiR in which the issue of circular economy applied to the recovery of wastescapes for public purposes has been investigated in living labs, working on waste perception and awareness as key factors for regenerating wastelands. The co-creation process partly resumed a strategy foreseen in 2013 by the Campania Region in the Plan of waste prevention, for the implementation of Integrated Centres for the reuse of durable goods, originally excluded by the Regional Waste Law.

AbstractFaced with the ever-increasing number of scientific publications, researchers struggle to keep up, find and make sense of articles relevant to their own research. Scientific open archives play a central role in helping deal with this deluge, yet keyword-based search services often fail to grasp the richness of the semantic associations between articles. In this paper, we present the methods, tools and services implemented in the ISSA project to tackle these issues. The project aims to (1) provide a generic, reusable and extensible pipeline for the analysis and processing of articles of an open scientific archive, (2) translate the result into a semantic index stored and represented as an RDF knowledge graph; (3) develop innovative search and visualization services that leverage this index to allow researchers, decision makers or scientific information professionals to explore thematic association rules, networks of co-publications, articles with co-occurring topics, etc. To demonstrate the effectiveness of the solution, we also report on its deployment and user-driven customization for the needs of an institutional open archive of 110,000+ resources. Fully in line with the open science and FAIR dynamics, the presented work is available under an open license with all the accompanying documents necessary to facilitate its reuse. The knowledge graph produced on our use-case is compliant with common linked open data best practices.

Prospects for the implementation of the Export Strategy of Ukraine are analysed. Specific features of institutional support of export activities, which are carried out by state institutions and public and non-governmental organizations, are studied. The activity of the State Institution “Export Promotion Office of Ukraine” is examined. The Office is designed to strengthen the export potential of Ukrainian enterprises, promote Ukrainian goods and services abroad, establish cooperation and partnership between domestic and foreign businesses. The paper investigates the work of the institutions aimed at promoting the export activities of domestic enterprises, including the Exporters and Investors Council under the Ministry of Foreign Affairs of Ukraine, the Ukrainian Venture Capital and Private Equity Association, the Small and Medium-Sized Enterprises Development Office, the Investment Promotion Office, the State Finance Institution for Innovations, Ukrainian Startup Fund, etc. A set of measures to stimulate domestic exports has been developed. A characteristic of innovation activity in Ukraine is presented and its influence on the formation of export potential is revealed. The priority directions of export stimulation are outlined, which envisage the application of technological platforms by Ukrainian exporters, establishment of a system of institutional support as a complex of interaction for consulting, information, marketing and technical support of exports, use of economic incentives for innovative enterprises.

Research is devoted to the study of the process of formation and development of norms and institutions of international trade law in Ukraine in the IX – first half of the XVII centuries. The process of concluding international agreements in the early tenth century divided into stages, which included: preparation and acceptance of the terms of the agreement, consent to its binding force, signing and guaranteeing the implementation of the international agreement. The analysis of Rus- Byzantium treaties gives the grounds to claim that they were all concluded in the form of international treaties contained the rules of international trade law and were public law. The paper emphasizes that in the field of international law the principles and norms of law of international treaties (pacta sunt servanda), international trade and maritime law as well as diplomatic (ambassadorial) law are beginning to take shape. Among the principles of international trade law the principle of mutual interest and respect is important which was mostly reflected in the then international treaties and became the basis for the future formation of a broader principle – the principle of reciprocity. The process of evolution of norms and institutions of international trade law in the second half of the fourteenth – first half of the seventeenth centuries was influenced by a certain economic decline of Ukrainian lands due to the Mongol-Tatar invasion. However the expansion of commodity production as well as the further development of international, political, economic and social relations contributed to the further genesis of international trade law. The main sources of international trade law were international trade custom, international legal treaty, the rules of Magdeburg law. The norms of customary commercial law regulated first of all the legal relations between members of trade corporate guilds. The purpose of an international legal agreement was to establish, change or terminate rights and responsibilities in various interstate relations. The nature of international treaties was political but their content and the principles of compliance by the parties directly affected trade relations between states and other subjects of international trade law. In terms of the number of contracting parties the agreements were usually bilateral. The development of norms and institutions of international trade law in the second half of the fourteenth – first half of the seventeenth centuries was characterized primarily by the spread of Magdeburg law which led to the inclusion of international trade law in the system of municipal (city) law. The norms of Magdeburg law established the procedure for electing the city authorities and its functions determined the activities of merchants’ associations, the procedure for trade, etc. In the cities according to the norms of Magdeburg law there was a well-established legal terminology which simplified the conclusion of commercial agreements between local and foreign merchants.

Effective human resources management is a key ingredient in building and sustaining a country’s land administration infrastructure. Whether it is building new systems or reforming existing ones, the recruitment, training, provision of support for, and evaluation of employees will ultimately be far more important than matters pertaining to technology and process. Yet traditionally, human resources management has not been given much serious attention in the land administration field. Within the broader public administration arena, however, the human resources management function is increasingly being recognized as a central organizational concern and that ‘its performance and delivery are integrated into line management; the aims shift from merely securing compliance to the more ambitious one of winning commitment. The employee resource, therefore, becomes worth investing in, and training and development thus assume a higher profile’ (Storey 1991). What distinguishes modern human resources management from the more traditional personnel functions is its focus on utilizing human resources to strategic management objectives. Effective human resources management seeks to: 1. link human resources management issues to the overall strategy of an organization; 2. build strong organizational cultures aimed at uniting employees through a shared set of goals and values (‘quality’, ‘service’, ‘innovation’, etc.) and by promoting a commonality of interests amongst employees and management; 3. recognize employees as a resource, as social capital that can be developed and can contribute to competitive advantage; 4. replace traditional top-down communication, coupled with controlled information flow, to a sharing of information and knowledge; and 5. achieve flexibility and adaptability to manage change and innovation in response to rapid changing circumstances (Burt and Spector 1985). This section examines briefly some of the principal human resources management issues, particularly as they relate to developing countries. The focus will be on concerns within the public sector (where most of the core land administration activity occurs), the broader issues of developing local capacity in both the public and private sectors, and the requirements for developing professional associations. Significant emphasis has been given in recent years to the challenges of building and sustaining institutions for capable public sector administration in the developing world.
