Depok City is one of the cities that is vulnerable to fire disasters. The Depok City Fire Department feels the need for a system that can assist in the handling and management of fire disasters. This system must be the right system to solve existing problems. Researchers have created many new systems. One of them is Geographic Information System (GIS) is a special information system for managing data that has spatial information. This research purposes to analyze and design a Geographic Information System (GIS) aimed at assisting the Depok City Fire Department that is desktop-based using the waterfall method. With the application of this Geographic Information System (GIS) aims to help accelerate the processing of fire reports on decision making, presenting spatial and non-spatial data that is more organized and can be updated also makes it easier to find new locations of fire stations , hydrants, fire-prone points, and flood-prone points.

Disasters are events that can occur anytime and anywhere, as well as fire disasters. Along with the frequent occurrence of fire disasters, it is necessary to provide effective, fast response services for fire disasters. Fires occur due to many factors. To reduce losses, it is necessary to improve services to fire services from the government which is one of the minimum services of the government. Analysis is a thinking activity to describe a whole as a component so that it can recognize the signs of components, their relationships with each other and their respective functions in an integrated whole. Service analysis is here to measure fire service levels in Pontianak City. This research is a descriptive qualitative research Measurement of service quality by using 5 (five) dimensions with several indicators of each dimension of Tangible, Reliabelity, Responsiviness, Assurance, Emphaty. Based on the results of research conducted stating that the fire disaster management service carried out by the Pontianak City Fire Department was not optimal This is because there are still problems faced by the Pontianak City Fire Department where firefighting organizations are not yet independent, lack of facilities and infrastructure, lack of resources humans, lack of fire stations, less attention to the apparatus regarding the safety guarantee of fire services especially.

The background of the problem of high fire frequency from year to year in the Palembang City area shows that the fire prevention efforts carried out by the Palembang City Fire Department organization. In South Sumatra there are many strategic places for various sector centers to support the provincial capital. For example, the center of the economy, business, entertainment, education, and the government of Jakarta as the center of the country and the density of settlements so that there is often a fire hazard. The purpose of this research is to find out how the implementation of the policy of placing the posts of disaster management agencies and firefighters in Palembang city. This research is a qualitative study using data collection methods in the form of interviews with predetermined sources. The results of this study are based on observations and interviews by the author that the implementation of policies carried out by the disaster management agency and the Palembang city fire department has gone well, this is based on the results of interviews using indicators put forward by almost all informants saying it is quite good and already good. This means that the implementation of policies for aligning disaster management and fire fighting agency posts has been good.

This study aims to determine the level of community participation in fire prevention and management in Tanjung Priuk Subdistrict, the City of Administration against Fire Disasters in North Jakarta, the theory used in this research is the opinion of M. Nuh Minister of Education in the era of President Bambang Yudhoyono in Climbing the Amstein ladder to organize an ideal participation. The research method used is a qualitative method to obtain key data from interviews with legitimate sources that are directly involved in fire prevention and management and are supported by data from field observations. The data is then analyzed by the triangulation process. To find out the level of community participation. The results showed that the level of participation in fire prevention in Tanjung Priuk District had a range of information, consultations and appointments. the training program, which is carried out as an annual program, is provided for the community to provide information one way. In the management process, the community is at the second level of the seventh stage because the community is already a partner in the fire department before the fire department arrives at the fire location, the community has tried to extinguish the fire independently. To increase community participation in fire prevention and management, the Fire Department of the North Jakarta City Administration Office must optimize human resources, as well as other fire management resources, to be able to act also to provide costs for Balakar (Voluntary Fire) every month.

Abstract:
The problems discussed in this study relate to the number of employee work accidents that tend to increase each year significantly due to aspects of the work environment, work equipment and materials, and how to do work. Therefore, this study's purpose of identifying and analyzing employees' occupational health and safety at the Makassar City Fire Department. The research method used is descriptive-quantitative. The population in this study were all firefighters in the Makassar City Fire Department, with a total sample of 214 people. Data collection techniques used in this study were questionnaires, observations, interviews, and document review using a Likert's Summated Rating (Likert's) scale analysis and SPSS 17 program assistance. The results showed that the occupational health and safety of the Makassar City firefighter department is a positive category. In addition, 196 respondents or 91,5% positive outlook and 18 respondents or 8,41% have a very positive outlook in environment work, 133 respondents or 37,9% positive outlook and 81 respondents or 37,9% positive outlooks about work equipment and materials. The last aspect shows 135 respondents or 63,1% positive outlooks and 79 respondents or 36,9% positive outlook on how to do the work

A review of the events of September 11 in New York City shows that inadequate inter-agency coordination or interdisciplinary collaboration existed among the rescuers arriving at the World Trade Center in Lower Manhattan. The 9/11 Commission recommended and NIMS mandated better coordination between the several agencies, specifically the fire and police departments. In 2004, New York City created the Citywide Incident Management System (CIMS) to address these shortcomings. The goal of this research is to provide an evaluation of CIMS several years after implementation; has it changed emergency response in New York City or are the same problems occurring? A survey of the FDNY chief officers was conducted and the results show that CIMS' policies are not consistently enacted. The history and creation of CIMS shortly following the September 11 terrorist attacks is discussed along with a brief background on interagency emergency operations. The history of conflict between the FDNY and the New York City Police Department (NYPD) and its motives are not the subject of this thesis, although they are discussed briefly. In closing, many of the same problems that plagued the emergency responders on September 11 still exist according to the survey results.

Abstract In the recent years, the position of Taipei Fire Department as the leader of professional training has been threaten by NFA (National Fire Agency) and fire departments of other cities: Emergency rescue techniques have no longer earned the competitive advantages. The advanced rescue equipments, training budgets, training facilities have been insufficient, and the personal disadvantage after training. All above reasons result in the negative circle of the training system of Taipei Fire Department. The current status should evoke our attention to look into the related training system and problems. This study aims to analyze the current training system and her encountered problem of Taipei City Fire Department. Given by the related study of training theories, encouraging theories, promotion theories, and performance evaluation theories, as well as referring to the training systems of the U.S.A., U.K., and Japan, This study will propose possible solutions to solve the current training difficulties. Furthermore, this study can hopefully upgrade the Emergency rescue professional capabilities and to be the reference of the actual operation. The proposed solutions are listed as below: 1、 Build up the training structure based on the rank and position. 2、 Provide two steps training, condensed training and fire station living training, to enhance the training of new trainees 3、 Promote the basic emergency rescue training to all fire fighters through the year-end performance evaluation. 4、 Encourage the fire fighter to develop his/her emergency rescue professional capabilities by means of promotion advantage (get extra points on the promotion standard form). 5、 After or before the promotion, execute the job training under his / her obligation so that the professional capability of the promoted person can meet the requirement of job level. 6、 Emphasize the experience of special professional emergency rescue with extra points on promotion standard form in order to enhance the motivation of Taipei City Fire Department staff for special professional emergency rescue job. 7、 The proposed content of Performance Evaluation Form for Taipei City Fire Department Staff. It has two reasons to choose the voluntary of fire department be the studied object. First, it shows our respect to those heroes who help people to protect their proverty. Second, It can find the goodness and defect of the voluntary of the fire department which can be set an example to other related departments or associations. The study has five chapters which are as follows : Chapter 1, Introduction : it is a brief description of the motive and object of the study, the obstacle of the study. It is also included the research skills, limits and the flow chart of this study. Chapter 2, Theory study : this chapter included three parts which are the operation of government voluntary service, the cooperation of the civilian and police and human resource development. Chapter 3, the survey of constuction and operation of the voluntary fire department of Taipei city : by collecting the related information of fire department of Taipei city, it can understand the voluntary operation of fire department of Taipei city. Chapter 4, the questionnaire of the voluntary fire department of Taipei city : it evulated the performance of the voluntary of fire department by questionnaire and interviewed the experienced fire department officers and voluntary leaders. During the recent years, there are 43 deaths caused by Winnie, Herb, Xangse and Nari typhoon in Taipei when they stormed Taiwan. Among these typhoons, the most serious damage was brought by Nari which caused 27 deaths and 3 persons missing. According to the miserable cases, I find that the disaster prevention is a very significant job. And due to the rapidly changing of fire working environment and fire organizations, we get to consider what is the new orientation of fire working in disaster prevention system. In fire working area, a major subject is to organize every local government rescue resources to promote the largest fire working function and to reduce the losses of life and property as lowest as we can. Under the subject, my research is focusing on flooding rescue. I will survey the influence factors of flooding rescue from fire fighters and discuss how to develop the flooding rescue skills.

Abstract Due to everything on the fire ground are changing rapidly and full of dangerous and uncertainty, firefighters are usually harmed during the process of rescuing. For this reason, it is important to explore the issue that how to improve the system and the methods of security about rescuing works from firefighters. This study focused on rescuing works on the fire ground from the firefighters and reviewed relative literatures to develop the whole research architecture. Meanwhile, applying the method- Root Cause Analysis to identify important factors with real hurting cases of fire ground for questionnaire contents.To investigate the factors of security mechanisms of fire fighting in Kaohsiung city, a structured questionnaire model with self-administered was conducted and delivered to samples for six fire institutions in Kaohsiung city. For those who did in the test, over 400 random samples were chosen and be collected their data to analysis.After analyzing 366 effective samples of the questionnaire, the result shows the following three: (1) there are 137 firefighters (37.4%) once got hurt during the rescuing process in Kaohsiung city and 45 firefighters (32.8%) still got hurt again. It is obvious that dangerous causes on the fire ground still exist; (2) firefighters agree strongly that the individual equipment used on the fire ground should be examined and renewed regularly to protect them; (3) there are 63.9% participants that think the conductor is a key person who can know and control every firefighter’s security situation best on the fire ground and it shows that the conductor is the protector of the security during rescuing works. However, the conductor or commander couldn’t notice when firefighters are in danger during the rescuing work and it can be proved by many examples. Therefore, participants highly agreed with building Safety Officers System that can help to command and administer the firefighters’ security in rescuing works.

This chapter focuses on government retrenchment, conservative homeowner politics, and state tax restructuring spanning the 1950s to 1980s. It highlights the scalar dimensions of vulnerability-in-production. In the face of a postwar suburban growth politics—culminating in the overthrow of conventional structures of taxation—metropolitan core areas like Oakland experienced tax reduced revenue growth rates, as well as depleted operating budgets within tax-dependent city fire services leading to reduced fire department budgets up to and during the Tunnel Fire. In order to generate new sources of tax revenue, city officials pursued large housing developments within high fire risk areas. The gradual increase in exposure to wildfires in the Tunnel Fire area is thus deeply intertwined within California's broader tax-revolt political movement. The chapter challenges spatially and temporally truncated explanations of fire vulnerability that fail to grapple with complex socioeconomic factors undergirding the placement of homes in areas that are already susceptible to wildfire. It ends by illustrating how factors generating vulnerability and affluence in the Tunnel Fire area also contribute to the production of vulnerabilities throughout the rest of Oakland.

Abstract:
This final chapter describes Richmond’s last days as the Confederate capital. Union general Ulysses S. Grant continued extending his lines, forcing Confederate general Robert E. Lee to do the same—but with less men. The Army of Northern Virginia was hemorrhaging as desertions averaged 100 men a day. When Grant broke Lee’s lines in three places, Lee had no choice but to call for the evacuation of the Confederate capital on April 2. Lee had decided months earlier to set fire to the tobacco stored in the city. Following Lee’s orders, Department of Richmond commander General Richard Ewell torched the hogsheads. A breeze turned into a swift wind, and before long the city was in flames. Locals, escaped prisoners, slaves, and free blacks looted stores and pillaged government warehouses, enraged by the bounty they discovered there, hoarded during the famine. Mayor Joseph Mayo surrendered Richmond to Federal forces on April 3. The chapter concludes with President Lincoln’s visit to the burned-out capital.

After sixteen years of operation, it became apparent that the pit fire protection system installed during construction of the Spokane Regional Waste to Energy (WTE) Facility (1989–1991) was inadequate. A risk analysis was performed by Creighton Engineering Inc., a fire protection consulting firm, hired by the Spokane Regional Solid Waste System (Regional System) and Wheelabrator Spokane Inc. With input from Spokane County Fire District 10 and the City of Spokane Fire Department, a replacement supplemental fire protection system was designed and ultimately installed. This paper will describe the problems with the once state of the art fire system and the planning, design and installation of the new system.

The research question at the center of this paper was initiated in response to my participation in a larger Department of Energy funded project awarded to the Greater Philadelphia Innovation Cluster for Energy Efficient Buildings (GPIC). My particular research initiatives within GPIC are focused on developing a roadmap of use by architects, engineers, builders and building owners for the successful implementation and market adoption of rigorous Integrated Design Practices in the energy efficient retrofit of buildings in a 10 county region of the Mid Atlantic region, that includes the city of Philadelphia and its Navy Yard. A group of computer scientists and building engineers comprise the Integrated Technologies Team, whose “subtask [is to] utilize models, tools, and methods developed by the Design Tools Team for rapid synthesis of systems.” 1 And a sub-group of researchers from the Architecture Department at the University of Pennsylvania is more broadly devising innovative Integrated Design strategies that can be implemented in the process of whole building design of high performance buildings.

Abstract:
This paper reviews the process of the complete design development, from concept to completion of the largest and most capable fireboats in North America, and among the largest in the world, for the Fire Department of New York (FDNY). The Three Forty-Three is the first of two new fireboats to this design built at Eastern Shipbuilding Inc. of Panama City, Florida and delivered in May 2010. The second vessel is due for completion later in the year. As the result of an international design competition, Robert Allan Ltd. was selected to provide complete engineering and design services for the new boats, from initial concept through detailed engineering design and a comprehensive value engineering process. The scope of services also included the support of FDNY through every stage of major component procurement and the shipbuilding contract award. Robert Allan Ltd.’s shipyard supervisory staff also acted in the capacity of Owner’s Representatives on-site in the shipyard throughout the entire construction process. These major, fast response fireboats were designed to specifically address the fire-fighting and rescue needs of the greater New York harbour, including the New Jersey shore. This includes the capability within the vessel to respond to any CBRN (Chemical, Biological, Radiological, and Nuclear) incident. The fireboats are designed for a response speed of 17.4 knots, with a low-wake, 12 knot cruising/patrol speed. The powering, seakeeping, and wake generation characteristics of the semi-displacement hull form were all verified in an extensive model-testing program. The resulting propulsion system is a unique quadruple screw, CPP configuration. The paper focuses on the various initial studies performed to establish the basic design configuration, the model testing and performance verification process, the value engineering studies performed, the many unique design features of the fire-fighting and emergency response capability of these vessels and the performance trials results. Finally, the challenges of managing a major shipbuilding project for a major civic Government Client such as FDNY concludes the paper.

The present paper describes the tasks developed along 550 kilometers of PETROBRAS TRANSPORTE South Region right-of-way where there are more than 1000 kilometers of onshore pipelines. This work was based on the company Integrity Management Program, with focus on risk reduction due to third party damage, promoting social accountability and environment preservation. On the Introduction there are presented pipeline failures stats in USA and Europe. It’s visible in the stats that third party damage is one of the most common pipeline failures responsibleness. In the next topics we list the mitigation methods based on the Integrity Management Program that involves risk analysis; inspection plans based on risk; plan check and program audits. On the Detailed Plan we present standards and normal requirement for pipeline integrity; the Company GIS — Geographic Information System — where you find the pipeline data with its position and depth from ground level; the action plan to correct anomalies found during inspections; and the awareness programs performed through the Communication System to answer the solicitations registered at TRANSPETRO Call Center. We also present the social and environment Responsibility Program that includes the Identification of the communities around our right-of-way, the social and environment classification and the projects development to guaranty the installation integrity that contribute to the communities quality life raise. The Communication Plan for the stakeholders is based on API 1162 – Public Awareness Programs for Pipeline Operators. This plan is accomplished by a team of different professionals such as communication and social service professionals and others. They visit Public Officials (City Hall, Civil Defense, Fire Department, Road Police and Public Services Providers), Excavators, land owners and communities with the objective to guide and publicize safe and co-responsible manners to pipeline installations. It’s remarkable the creation of especial projects in the communities along the right-of-way, such as Communitarian vegetable fields, mobile movie theaters and educational effort in high schools. We also present the results from the Integrity Program to prevent third party damage, the improvement promoted and the recommendations to make it better. At the end we present the costs involved in all actions to prevent third party damage by Brazil South Region Pipeline Operator.
