A review of the events of September 11 in New York City shows that inadequate inter-agency coordination or interdisciplinary collaboration existed among the rescuers arriving at the World Trade Center in Lower Manhattan. The 9/11 Commission recommended and NIMS mandated better coordination between the several agencies, specifically the fire and police departments. In 2004, New York City created the Citywide Incident Management System (CIMS) to address these shortcomings. The goal of this research is to provide an evaluation of CIMS several years after implementation; has it changed emergency response in New York City or are the same problems occurring? A survey of the FDNY chief officers was conducted and the results show that CIMS' policies are not consistently enacted. The history and creation of CIMS shortly following the September 11 terrorist attacks is discussed along with a brief background on interagency emergency operations. The history of conflict between the FDNY and the New York City Police Department (NYPD) and its motives are not the subject of this thesis, although they are discussed briefly. In closing, many of the same problems that plagued the emergency responders on September 11 still exist according to the survey results.

Taichung City, after the merger, due to mountains, sea, Tuen terrain vast, disaster types are complex and diverse, in order to avoid the extension and expansion of the disaster, the area of firefighters early rescue as the impact of follow-up disaster development is huge, and the public expectations of personal safety , How to quickly and effectively provide the people with better quality, more robust fire services, as the top priority. This paper present, we use this robust and efficient typical of the genetic algorithm to optimize the manpower allocation of the firefighters, and use the Excel and Evolver spreadsheets to input the total number of service units, the area population and the area Etc., the output for the firefighters to optimize the allocation of manpower, with a view to the limited resources to enhance the efficiency of fire service personnel to perform the various services.

Abstract In the recent years, the position of Taipei Fire Department as the leader of professional training has been threaten by NFA (National Fire Agency) and fire departments of other cities: Emergency rescue techniques have no longer earned the competitive advantages. The advanced rescue equipments, training budgets, training facilities have been insufficient, and the personal disadvantage after training. All above reasons result in the negative circle of the training system of Taipei Fire Department. The current status should evoke our attention to look into the related training system and problems. This study aims to analyze the current training system and her encountered problem of Taipei City Fire Department. Given by the related study of training theories, encouraging theories, promotion theories, and performance evaluation theories, as well as referring to the training systems of the U.S.A., U.K., and Japan, This study will propose possible solutions to solve the current training difficulties. Furthermore, this study can hopefully upgrade the Emergency rescue professional capabilities and to be the reference of the actual operation. The proposed solutions are listed as below: 1、 Build up the training structure based on the rank and position. 2、 Provide two steps training, condensed training and fire station living training, to enhance the training of new trainees 3、 Promote the basic emergency rescue training to all fire fighters through the year-end performance evaluation. 4、 Encourage the fire fighter to develop his/her emergency rescue professional capabilities by means of promotion advantage (get extra points on the promotion standard form). 5、 After or before the promotion, execute the job training under his / her obligation so that the professional capability of the promoted person can meet the requirement of job level. 6、 Emphasize the experience of special professional emergency rescue with extra points on promotion standard form in order to enhance the motivation of Taipei City Fire Department staff for special professional emergency rescue job. 7、 The proposed content of Performance Evaluation Form for Taipei City Fire Department Staff. In case of fire or other major disaster occurs, if the rescue can synchronize intelligence and field commanders notify rescue personnel in the event of a disaster, will help commanders make more correct decisions and judgments, to improve the success of disaster relief survival rates and life. In this study, the city disaster, ambulance dispatch command structure and the information can be applied to rescue the judgment, with the use of GIS and GPS technology to effectively integrate the dispatch of energy, and then with ios Tablet PC operating system as terminal equipment, architecture the heads of the fire decision support systems. The purpose of this The purpose of this study was to hope through research and analysis of the information within the decision support system, find a bettr way to integrate the internal resources of the fire station, with a view to the disaster rescue, can make a more effective strategy. Also it would be to increase the use and the results have yet to experience with the analysis of the deficiencies in the system functions as a reference system when upgrading or revision of the future.

Abstract : According the information from the social department of Taiwan province, it has 75% civilain haven''''''''t attended the voluntary activities. Both government and the other non-profit service association should encourage people to join the volunteer activities. Because the limit of the human and financial resource, police department can''''''''t adjust its ability, construction and function on any occassion. The police must find the other way to solve this problem. To solve this problem, the easist way is to use the unlimited civilian power to help police. It has two reasons to choose the voluntary of fire department be the studied object. First, it shows our respect to those heroes who help people to protect their proverty. Second, It can find the goodness and defect of the voluntary of the fire department which can be set an example to other related departments or associations. The study has five chapters which are as follows : Chapter 1, Introduction : it is a brief description of the motive and object of the study, the obstacle of the study. It is also included the research skills, limits and the flow chart of this study. Chapter 2, Theory study : this chapter included three parts which are the operation of government voluntary service, the cooperation of the civilian and police and human resource development. Chapter 3, the survey of constuction and operation of the voluntary fire department of Taipei city : by collecting the related information of fire department of Taipei city, it can understand the voluntary operation of fire department of Taipei city. Chapter 4, the questionnaire of the voluntary fire department of Taipei city : it evulated the performance of the voluntary of fire department by questionnaire and interviewed the experienced fire department officers and voluntary leaders. Chapter 5, the conclusion and suggestion : It concluded the results and the suggestions from the experienced officers and volunteers.

During the recent years, there are 43 deaths caused by Winnie, Herb, Xangse and Nari typhoon in Taipei when they stormed Taiwan. Among these typhoons, the most serious damage was brought by Nari which caused 27 deaths and 3 persons missing. According to the miserable cases, I find that the disaster prevention is a very significant job. And due to the rapidly changing of fire working environment and fire organizations, we get to consider what is the new orientation of fire working in disaster prevention system. In fire working area, a major subject is to organize every local government rescue resources to promote the largest fire working function and to reduce the losses of life and property as lowest as we can. Under the subject, my research is focusing on flooding rescue. I will survey the influence factors of flooding rescue from fire fighters and discuss how to develop the flooding rescue skills.

Abstract Due to everything on the fire ground are changing rapidly and full of dangerous and uncertainty, firefighters are usually harmed during the process of rescuing. For this reason, it is important to explore the issue that how to improve the system and the methods of security about rescuing works from firefighters. This study focused on rescuing works on the fire ground from the firefighters and reviewed relative literatures to develop the whole research architecture. Meanwhile, applying the method- Root Cause Analysis to identify important factors with real hurting cases of fire ground for questionnaire contents.To investigate the factors of security mechanisms of fire fighting in Kaohsiung city, a structured questionnaire model with self-administered was conducted and delivered to samples for six fire institutions in Kaohsiung city. For those who did in the test, over 400 random samples were chosen and be collected their data to analysis.After analyzing 366 effective samples of the questionnaire, the result shows the following three: (1) there are 137 firefighters (37.4%) once got hurt during the rescuing process in Kaohsiung city and 45 firefighters (32.8%) still got hurt again. It is obvious that dangerous causes on the fire ground still exist; (2) firefighters agree strongly that the individual equipment used on the fire ground should be examined and renewed regularly to protect them; (3) there are 63.9% participants that think the conductor is a key person who can know and control every firefighter’s security situation best on the fire ground and it shows that the conductor is the protector of the security during rescuing works. However, the conductor or commander couldn’t notice when firefighters are in danger during the rescuing work and it can be proved by many examples. Therefore, participants highly agreed with building Safety Officers System that can help to command and administer the firefighters’ security in rescuing works.
