A review of the events of September 11 in New York City shows that inadequate inter-agency coordination or interdisciplinary collaboration existed among the rescuers arriving at the World Trade Center in Lower Manhattan. The 9/11 Commission recommended and NIMS mandated better coordination between the several agencies, specifically the fire and police departments. In 2004, New York City created the Citywide Incident Management System (CIMS) to address these shortcomings. The goal of this research is to provide an evaluation of CIMS several years after implementation; has it changed emergency response in New York City or are the same problems occurring? A survey of the FDNY chief officers was conducted and the results show that CIMS' policies are not consistently enacted. The history and creation of CIMS shortly following the September 11 terrorist attacks is discussed along with a brief background on interagency emergency operations. The history of conflict between the FDNY and the New York City Police Department (NYPD) and its motives are not the subject of this thesis, although they are discussed briefly. In closing, many of the same problems that plagued the emergency responders on September 11 still exist according to the survey results.

Taichung City, after the merger, due to mountains, sea, Tuen terrain vast, disaster types are complex and diverse, in order to avoid the extension and expansion of the disaster, the area of firefighters early rescue as the impact of follow-up disaster development is huge, and the public expectations of personal safety , How to quickly and effectively provide the people with better quality, more robust fire services, as the top priority. This paper present, we use this robust and efficient typical of the genetic algorithm to optimize the manpower allocation of the firefighters, and use the Excel and Evolver spreadsheets to input the total number of service units, the area population and the area Etc., the output for the firefighters to optimize the allocation of manpower, with a view to the limited resources to enhance the efficiency of fire service personnel to perform the various services.

Abstract In the recent years, the position of Taipei Fire Department as the leader of professional training has been threaten by NFA (National Fire Agency) and fire departments of other cities: Emergency rescue techniques have no longer earned the competitive advantages. The advanced rescue equipments, training budgets, training facilities have been insufficient, and the personal disadvantage after training. All above reasons result in the negative circle of the training system of Taipei Fire Department. The current status should evoke our attention to look into the related training system and problems. This study aims to analyze the current training system and her encountered problem of Taipei City Fire Department. Given by the related study of training theories, encouraging theories, promotion theories, and performance evaluation theories, as well as referring to the training systems of the U.S.A., U.K., and Japan, This study will propose possible solutions to solve the current training difficulties. Furthermore, this study can hopefully upgrade the Emergency rescue professional capabilities and to be the reference of the actual operation. The proposed solutions are listed as below: 1、 Build up the training structure based on the rank and position. 2、 Provide two steps training, condensed training and fire station living training, to enhance the training of new trainees 3、 Promote the basic emergency rescue training to all fire fighters through the year-end performance evaluation. 4、 Encourage the fire fighter to develop his/her emergency rescue professional capabilities by means of promotion advantage (get extra points on the promotion standard form). 5、 After or before the promotion, execute the job training under his / her obligation so that the professional capability of the promoted person can meet the requirement of job level. 6、 Emphasize the experience of special professional emergency rescue with extra points on promotion standard form in order to enhance the motivation of Taipei City Fire Department staff for special professional emergency rescue job. 7、 The proposed content of Performance Evaluation Form for Taipei City Fire Department Staff. In case of fire or other major disaster occurs, if the rescue can synchronize intelligence and field commanders notify rescue personnel in the event of a disaster, will help commanders make more correct decisions and judgments, to improve the success of disaster relief survival rates and life. In this study, the city disaster, ambulance dispatch command structure and the information can be applied to rescue the judgment, with the use of GIS and GPS technology to effectively integrate the dispatch of energy, and then with ios Tablet PC operating system as terminal equipment, architecture the heads of the fire decision support systems. The purpose of this The purpose of this study was to hope through research and analysis of the information within the decision support system, find a bettr way to integrate the internal resources of the fire station, with a view to the disaster rescue, can make a more effective strategy. Abstract : According the information from the social department of Taiwan province, it has 75% civilain haven''''''''t attended the voluntary activities. Both government and the other non-profit service association should encourage people to join the volunteer activities. Because the limit of the human and financial resource, police department can''''''''t adjust its ability, construction and function on any occassion. The police must find the other way to solve this problem. To solve this problem, the easist way is to use the unlimited civilian power to help police. It has two reasons to choose the voluntary of fire department be the studied object. First, it shows our respect to those heroes who help people to protect their proverty. Second, It can find the goodness and defect of the voluntary of the fire department which can be set an example to other related departments or associations. The study has five chapters which are as follows : Chapter 1, Introduction : it is a brief description of the motive and object of the study, the obstacle of the study. It is also included the research skills, limits and the flow chart of this study. Chapter 2, Theory study : this chapter included three parts which are the operation of government voluntary service, the cooperation of the civilian and police and human resource development. Chapter 3, the survey of constuction and operation of the voluntary fire department of Taipei city : by collecting the related information of fire department of Taipei city, it can understand the voluntary operation of fire department of Taipei city. Chapter 4, the questionnaire of the voluntary fire department of Taipei city : it evulated the performance of the voluntary of fire department by questionnaire and interviewed the experienced fire department officers and voluntary leaders. During the recent years, there are 43 deaths caused by Winnie, Herb, Xangse and Nari typhoon in Taipei when they stormed Taiwan. Among these typhoons, the most serious damage was brought by Nari which caused 27 deaths and 3 persons missing. According to the miserable cases, I find that the disaster prevention is a very significant job. And due to the rapidly changing of fire working environment and fire organizations, we get to consider what is the new orientation of fire working in disaster prevention system. In fire working area, a major subject is to organize every local government rescue resources to promote the largest fire working function and to reduce the losses of life and property as lowest as we can. Under the subject, my research is focusing on flooding rescue. I will survey the influence factors of flooding rescue from fire fighters and discuss how to develop the flooding rescue skills.

Abstract Due to everything on the fire ground are changing rapidly and full of dangerous and uncertainty, firefighters are usually harmed during the process of rescuing. For this reason, it is important to explore the issue that how to improve the system and the methods of security about rescuing works from firefighters. This study focused on rescuing works on the fire ground from the firefighters and reviewed relative literatures to develop the whole research architecture. Meanwhile, applying the method- Root Cause Analysis to identify important factors with real hurting cases of fire ground for questionnaire contents.To investigate the factors of security mechanisms of fire fighting in Kaohsiung city, a structured questionnaire model with self-administered was conducted and delivered to samples for six fire institutions in Kaohsiung city. For those who did in the test, over 400 random samples were chosen and be collected their data to analysis.After analyzing 366 effective samples of the questionnaire, the result shows the following three: (1) there are 137 firefighters (37.4%) once got hurt during the rescuing process in Kaohsiung city and 45 firefighters (32.8%) still got hurt again. It is obvious that dangerous causes on the fire ground still exist; (2) firefighters agree strongly that the individual equipment used on the fire ground should be examined and renewed regularly to protect them; (3) there are 63.9% participants that think the conductor is a key person who can know and control every firefighter’s security situation best on the fire ground and it shows that the conductor is the protector of the security during rescuing works. However, the conductor or commander couldn’t notice when firefighters are in danger during the rescuing work and it can be proved by many examples. Therefore, participants highly agreed with building Safety Officers System that can help to command and administer the firefighters’ security in rescuing works.

In fire preliminary dispatch, dispatchers need to gather some dispatch categories information through fire calls until the arrival of fire service. The dispatch categories information will influence individual fire engine to be dispatched. In the past of Taiwan, these dispatch categories were often generated from expert's through relevant meeting, and there had no any literatures applying data analysis on history records to find dispatch behavior between categories and fire engines. The main reason cause above discussion was that past fire case data was stored in the forms of unstructured data, which is difficult for fire department to analysis. The purpose of this study is applying data analysis approach and quantified data to analysis relationships between dispatch categories and the dispatch behavior of whether dispatch fire engine, then compare the similarities and differences between the result of data analysis and the dispatch principle expert set. The study used 2009~2011,totally 3 years fire case data from the New Taipei City, first structured the case data and retained 540 cases data to do data preprocessing, then analysis the behavior of fire dispatch. The analysis can be divided into three parts, the first part aim to understand data structure characteristics of the case, using the order statistics to analyze. Second part is to investigate the behavior about what kind of categorical variables can explain whether to send a type of fire engine, and this was analyzed by logistic regression. The third part use multidimensional scaling analysis to analyze, vehicles have similar dispatch behavior will be considered as the same group, the purpose of this part is to discover basic dispatch fire engine set, rare dispatch fire engine set and other dispatch fire engine set in actual dispatch behaviors. Our research found that the category which can explain the vehicle's dispatch behavior was different from the ruled which generated from expert. Besides, the basic dispatch fire engine sets are water tank and ambulance, while the rare dispatch fire engine sets are fume exhauster truck and fire motorcycle. In addition, others are functional engine set in order to resolve situations in the fire case, and were dispatched with basic dispatch fire engine set. This research is an exploratory study discusses relationships between categories and fire engine in whether to dispatch the fire engine perspective or not. The research designed a way to convert semi-structure dispatch case data into structured data, transformed qualitative data into quantitative data. In practical contribution, the study can help fire department understand internal dispatch behavior and compare the similarities or differences with experts rule set. Furthermore, our research provide a different aspect of analysis to help fire department building fire dispatch system and setting dispatch rule.

These years, fire fighting system has became mature in Taiwan. There are still rooms for improvements of on-site information flow even though the department has improved the efficency of fire resuce cases and general rescue cases with the help of information system. Dued to the fact that fire rescue cases are urgent, high efficency and accuracy of information exchange back and forth is considerably important. Fire scenes can be chaos and ugly sometimes which causes the difficulty of aggregating datas and faliure of responding to the authorities concerned. This can lead to low efficency of fire rescue and vague paramedical informations. In order to cope with the information asymmetry between dispatch center and fire scenes,this study designed a standardized flow and mechanism which can help the dispatch center makes the right calls and timely advise the fire officer on-site.

Ensuring the security of firefighters in fire rescue is an issue that cannot be neglected. Centering on the fire safety management system executed by New Taipei city fire department, this study analyzes whether the effectiveness of this system can be linked to five dimensions: “Sufficiency of personal rescue equipment”, “Training of the safety management system at the site of fire incident”, “Practice of safety control at the site of fire incident”, “Safety-Control Station-the staff of safety management at the site of fire incident”, and “Emergency Rescue Mechanism”. Based on the evidence from New Taipei City fire department, we found that all factors aiming to ensure the safety at fire incident do prevent the casualties and enhance the personal safety of firefighters. The smoke detector has been promoted by developed country like England, U.S. and Japan for couple of years. However, it is a novel and inexperienced fire safety equipment for our national. Relative fire authorities should raise people’s willingness installing smoke detectors by standard marketing methods, so that the penetration of smoke detectors could be elevated. Meanwhile, we can promote other safety policy at the same time to make people’s daily life more secure. This research is established based on innovation diffusion theory, public policy promotion, and technology acceptance model. For innovation diffusion theory, this research considers comparative advantage and compatibility as the main perceived factors of people with regard to novel things. For public policy promotion, we take policy promotion as products and services selling to complement the general knowledge of fire secure. The policy promotion factors we used are service, imforming/educating and personnal. We further import both innovation diffusion theory and public policy promotion into technology acceptance model in order to discuss the perceived usefulness and behavior intention of people using smoke detector. According to our research results, first of all, the comparative advantages and compatibility of user’s cognitive are with significant impact to perceived usefulness. Second, the profession and beneficial service, and the extent of mass communication are with significant impact to perceived usefulness. Third, the personnel’s effort of user’s cognitive are not with significant impact to perceived usefulness. Forth, perceived usefulness play a intervening variable during the effective process of relative advantage, compatibility, profession and beneficial service, and the extent of mass communication to behavior intention. In summary, this research has proved relative advantage, compatibility, profession and beneficial service, and the extent of mass communication are benefit to raise the percentage of people installing smoke detector. And personnel’s effort such like helping or teaching people to install smoke detector are not useful.

The context of disaster has became more complicated nowadays. It’s an important issue for concerned authorities eg. Fire department, to ensure the correctness and rapidity of the rescue source information. This thesis is all about the development of fire scene resource management system and its capability to present the on-site resources, synchronizing information between fire scene and dispatch center without interfering on-site rescue activity. Through literature reviews and expert interviews, we try to redesign the information flow of fire rescue activity by using standardized structure to exchange rescue information between dispatch center and on-site fire scene commanding stand. The prototype of fire scene resource management system has been verified by the fire experts that its capability and rapidity to deliver the correct rescue information and also the assurance of information consistency between dispatch center and on-site fire scene.

When fire occurs, civilians’ property and safety is all protected by the firefighters who has been trained. The rescue training is mainly based on the “regulations of annual training” which is a system that includes analysis of necessity, goal, evaluation. The analysis of necessity is the first step which needs deeper studying. This article discusses the necessity of rescue training for firefighters when they're doing rescue. It was investigated with questionnaires so as to simulate a concrete result and suggestion. The results showed that the degree of recognition and demand of the participants in the disaster rescue training, in-service training, vocational training, professional knowledge and skills, government regulations, leadership management and communication and coordination are at a high level. According to the results, the age of the subjects and the service units in participating in disaster rescue had magnificent differences. The serving experience of subjects had massive influence on professional knowledge and techniques. There are great differences in leading management, communication and reconciliation.

Taiwan is cramped and crowded. And Taiwan’s development is so fast and residence is high-density. Particularly, New Taipei City is a big city with a vast territory, large population and geographical types of diversity, and its fire caseload for most of Taiwan. When the fire event happened, the dispatcher of the Fire Department 119 Dispatch Center must make a right decision in short time to decide the appropriate resources for fire event. A right decision can be safe, efficiency, appropriate rescue effect. Conversely may be the scale of the fire event make larger and need to more cost, time and resources to rescue and may be make more property damaged, people injured and dead. Therefore, New Taipei City created a project to practice an assistant system on fire-alarm dispatch in 2011. The objective of the project is use of information technology, to set appropriate fire-alarm dispatch modules to the new needs of the fire-alarm dispatch and relief. This research is about the research of the refinement mechanism of preliminary dispatch for fire-alarm decision support system for Fire Department of New Taipei City. We designed a model based on the factor of influence rescue and use the history cases to calculate the total dispatch engine group. It can make the system catch up the trends. We use decision tree model and refinement mechanisms to design the algorithm of the system, and implement the decision support module of the preliminary fire dispatch. The model can analyze, find the rules and trend of the dispatched resources. It also can make the suggestions of quantum of the dispatched resources to activate the system in the future and assist 119 dispatchers to dispatch fire engine groups of various fire units, to make more precise and fast scheduling and effective use.

This study investigated first-line firefighters at the Taoyuan City Fire Department to determine their perceptions of the charges associated with providing emergency medical services (EMSs). A questionnaire was distributed to a random sample of 525 firefighters, yielding a valid return rate of81.52%.The data were analyzed through a descriptive statistics, an independent samples ttest, one-way analysis of variance, and correlational analysis. The research findings are summarized as follows.First, the firefighters expressed consensus that charging for EMS may be an effective approach to regulating EMS resources to avoid improper use by the public.Second, they considered that the public was relatively uninformed regarding the system of charging for EMS, although they agreed througha group review and meetingthat efforts aimed at promoting EMS to the public should be ongoing.Third, because the level of seniority and service region differed among the interviewed firefighters, their views differed significantly regarding whether charging for EMS would be effective in regulating the use of EMSs, and whether factors such as individual financial status and service contentshould be considered when charging for EMSs.Fourth, the view of whether to charge for EMSs differed significantly among the firefighters, depending on their educational background and service region.Finally, the policy of charging for EMSscorrelated positively with the current status of its policy receptionin the Taoyuan City Fire Department. On the basis of these findings, the following suggestionsare proposed.First, National Fire Agency of the Ministry of the Interior should consider comprehensive fee-charging regulations for EMSswhen developing future policies.Second, the income generated from chargingfor EMSscould be used to purchase firefighting equipment and provide emergency aid services.Third, the Taoyuan City Fire Department should consider including the cost of medical prescriptions and supplies in the EMS charges according to a user-pays principle.Fourth, policy promotion may be facilitated using the mass media and the Internet.Fifth, effective communication channels should be maintained to achieve consensus between the government and the public. Sixth, suggested the public cherish the EMS resources to avoid affecting the rights of others. Finally,let the public to understand the importance of the EMS resources by education.

Sovereignty of the people of the era, the government policy must be based on public opinion. It has become the most important principle of government policy to the interests of the people-oriented and convenience. How the fire departments can enhance the administrative efficiency? It is a continuous efforts to promote the implementation of policy work with the actual needs of the people. So the fire authority does not know whether they can obtain the people's recognition and support or not. Public opinion surveys on a regular basis have become the most important reference for decision-making. In this paper fire authorities explore the policy system to establish a comprehensive disaster prevention system. The goal of promoting economic development and disaster prevention and mitigation can be achieved by strengthen disaster prevention and response capabilities, enhance the emergency ambulance service, create a wide range of people services, improve the quality of public service. The requirements of fire department are "integrity, efficiency and excellence". The work to promote the disaster prevention (rescue) fire service is heavy and cumbersome. It can only conduct a questionnaire for major policy projects for the quantitative social science research, collect performance assessment and recommendations from Keelung citizens. Hopefully it can take as a reference for future policy enhancements.

The purpose of this research is to give an insight into the personnel allocation of firedepartments in New Taipei City, where consists of 29 administrative districts. The research methodology applied includes document analysis, questionnaire, and etc., to collect and sort data for the firefighting and enterprise manpower programming essays, the content of task, the allocation standard for fire organizations, and the current organizing state of fire departments in New Taipei City, with the aim of properly allocating the manpower based on the information in recent 3 years, containing the hours of abrupt tasks, the standard tasks, area, population scale and density. And the conclusion is depicted as followings: 1. Despite of the fact that the manpower has been gradually increasing year by year, the workload is still considered ‘too heavy’ according to the responses. 2. Considering the population in urban is relatively more than in rural, it is believed that there is a need for the reinforcement of manpower in urban instead of putting excessive resource in rural. 3. Since the abrupt workload has reportedly taken up the maximum percentage in the whole daily workload, it is suggested that the fire bureaus in New Taipei City can take the abrupt workload data in recent 3 to 5 years as reference to make a decision of personnel allocation. 4. With the comparison of the data results based on position, serving district, and seniority, it is suggested that there is no significant influence caused by the area of serving district and additionally, one’s seniority is found to be less influential to the questionnaire results.

With the trend of globalization, high frequency of commercial activities and rapid exchange of information, which greatly reveals the importance of efficiency and speed. Nevertheless, in the meantime, the concern of security has always been neglected easily. Especially in these metropolis(i.e. Taipei, Taichung and Kaohsiung), fire safety appears to be more significant by reason of the high density of population. Hence, this research focuses on the relationship among Organizational Culture , Employee’ s Satisfaction, and Organizational Citizenship Behavior of fire department in Taiwan, following the example of Taipei City Fire Department which owns the most firefighters. Upon this research, 271 effective respondents have been collected by convenient sampling, and the effective response rate is 75.3%. Through analysis, the conclusions of this research are as the follows : A higher organizational citizenship behavior is anticipated, the more employee’s satisfaction of the firefighter should be positive promoted . Moreover, the way to raise employee’s satisfaction relies heavily on the innovation of organization culture. According to this research, it appears that innovative organizational culture helps to increase employee’s satisfaction efficaciously. As a result, designing the organizational culture of fire department by innovative organization culture will assist in revealing better better organizational citizenship behavior of firefighter and likewise leading a higher living environment for the public.

Good service dispatching system and application modules can jointly enhance the task of disaster prevention(rescue). It can grasp not only the first line of the disaster information, but also can coordinate disaster data management, thereby can improve the service quality and dispatch of energy. In the era of universal disaster awareness of the fire service dispatch, it has been extensive used computer technology such as GIS and GPS in disaster prevention system. Not only can be collected the effective integration of central and local governments the dispatch of energy and resources but also can be reached through the application of modular hardware and software integration This study used the actual situation of the Taipei City Fire Department dispatch system, The statistics and case studies by questionnaire explored the implementation level for the often encounter problems. It developed early problem correction, the medium-term improvement and post-sophisticated planning. It provided an important indicator of future policy direction. Fire service dispatching system application module is a "disaster prevention, disaster rescue, disaster mitigation," one of the basic software features. The fire service has become increasingly complicated. The relevant professional work with scientific management and detail to the division of labor combined with practice of disaster prevention unit. This study proposes the first-line personnel on duty on the system module's enhanced program which can take as a reference to the future central and local government disaster prevention (rescue) planning information.

Propelled by technological advancements and e-services, the public sector is actively focusing on the application of innovative e-services to enhance its administrative efficiency and level of public satisfaction. Currently, Taipei City Fire Department’s Comprehensive Planning Division has a set of system established in 2014, which not only computerizes the vehicle records for cars in the department, but also transitions towards a paperless maintenance registration system on the front end. While the administrative efficiency was expected to be enhanced through the efficacy of e-services, the enhancement in service efficacy has come to a halt after 3 years of implementation. Hence, finding a way to optimize the fire department’s office management system service quality for better administrative efficiency has become a current issue for fire services and corresponding information managers to solve. For this reason, the main objective of this study was to optimize the office management e-service system by identifying and improving the key e-service failures in the system. In order to meet the study objective, this study used PZB’s SEVRQUAL scale and the “E-S-QUAL and E-RecS-QUAL” composite scales as the basis for constructing a scale to assess the quality of office management e-service systems. The scale includes the six major constructs of effectiveness, privacy and safety, system availability, accessibility and responsiveness, information quality, and general service satisfaction with 28 question items. This study used employees at Taipei City Fire Department as study subjects, and collected data by questionnaire survey. A total of 500 copies of the questionnaire were administered and 440 effective copies were collected with an effective response rate of 88%. After collecting the data, reliability and validity analysis were applied first to construct a scale that could assess the office management e-service system quality. Next, the t-test and one-way ANOVA were used to analyze background differences. Finally, the IPGA model was adopted to detect key e-service failures. The study results showed that most of the service items needed to be improved. The top five key factors for improvement were found to be in the following order: “online real-time modification and data registration to reduce paper use and achieve paper reduction;” “effective simplification of colleagues’ work flow to speed up the processing of official documents;” “shortening colleagues’ time in undertaking business services;” “the website’s function of verifying identities and passwords;” “the function for colleagues to check on the progress of vehicle maintenance.” Based on the results of analysis, this study will propose specific, feasible improvement strategies for the fire department to refer to in their plan to improve the office management system. The purpose of this study is to explore the relationship between trust and work values of firefighters in Taichung City. This study uses questionnaires and statistical analysis to understand whether work values and trust interact each other, and analyze the variations in them among respondents with different background variables. In this study, 332 copies of the samples were collected from the questionnaire. After coding, the data set were later analyzed using descriptive statistics, T test, One-Way ANOVA, Pearson Correlation, and regression analysis. The results of this study are as follows: Work values have a significant impact on trust; trust have a significant impact on job values. There is a significant correlation between work values and trust. Those who are over the age of 41 have a significantly higher level of trust in their supervisors than those aged between 31 and 40. The degree of trust in the supervisor of the TPC is significantly higher than that of the general institute. Work more than 21 years seniority who trust in their supervisors significantly higher than those 11-20 years. The degree of trust in the field is significantly higher than that of the manager. Field degree of trust in charge significantly higher than the back office. The degree of trust colleagues in the supervisor and the importance of the intrinsic value are significantly higher than that of the non-supervisor.

Statistics show that in fire department, New Taipei City Government, the annual average number of 119 emergency calls reaches 926,000 in the past three years, while the annual numbers of cases of EMS dispatch and other services also reach 160,000 and 12,000 respectively since 2011. The rising number of cases shows the importance of fire service in emergent scenarios and daily needs of the public. This research focuses on enhancing the protection to the public and organizational sustainability by building up the knowledge of the managerial level in crisis management, implementing crisis management mechanism in all levels and solves crises. The research methods of the study include survey and in-depth interview, with 284 valid questionnaires and interview with 10 experts who have experience with crisis management in fire department, New Taipei City Government, who have experience in media crisis management in the central government and scholars in the field. By summarization and analysis of the managerial level’s understanding and difficulties in crisis management, it enables us to suggest mechanism, solution and improvement for crisis management in order to solve crises effectively. The results are as followed: 1. There is no significant different in managerial level’s understanding in crisis management and its mechanism for different genders, academic qualifications and positions. However, the difference is significant for the understanding in crisis management for their age and related working experience; and the difference is significant for the understanding in mechanism of crisis management for their age, related working experience and their managerial experience. 2. Managerial level with different backgrounds, as shown in their choices for dimensions in the difficulties of crisis management, consider that the major difficulties are managing media crises and developing fellow’s ability in crisis management. Based on the result, we suggest the central and regional government to increase fire manpower to empower disaster management, develop public’s awareness of self-helping to raise automatic response and increase the levels involved in crisis management to enhance organization integration. And we suggest fire department, New Taipei City Government to improve crisis management training to make it a general knowledge in the organization, utilize IT and ICT to enhance the efficiency of message transmission, promote knowledge management to improve the organization’s response ability and implement organization-wide crisis management to enhance communication in crises.

With the elementary school teachers of Taipei City as the objects, this study aims to understand the circumstances and opinions of teachers in using the Fire Safety Museum of Taipei City Fire Department as the place to carry out disaster prevention education, thereby provides the school and the museum useful data for future cooperation and development. The data in this study is collected through questionnaire surveys, which is designed to understand the familiarity of teachers to the resources available in the museum, and the difficulties teachers encountered. From teachers’view point and demand, the study further discusses what the Museum and the school administration can offer in resources and assistances to benefit future cooperation and development between Fire Safety Museum and schools in disaster prevention education. The results of this study are as follows: 1. Through the recommendations of acquaintances and colleagues, teachers are aware of the Museum in general. The exhibit areas that impress the teachers most are “Area of Earthquake Experience”, “Area of Smoke Experience” and “Area of Fire Fighting”. There are more than 68% of the teachers utilized the Museum resources while teaching disaster prevention. Those who did not claim that it is not a necessary resource in teaching disaster prevention. 2. To enhance students’ consciousness of disaster prevention and their resourcefulness, teachers usually use Integrative Activities as the axis and blend in Life Curriculum or Social Science . They would take 2-4 graders to visit the Fire Safety Museum and teach supplementary material to students by consulting the learning sheets of the Museum and its web page. Students are most interested in the “Area of Earthquake Experience” and “Area of Smoke Experience”. Based on the learning effects of the students, teachers generally consider “Area of Earthquake Experience” and “Area of Smoke Experience” as the most practical, attractive and inspiring exhibit areas. Teachers have high satisfactory rating which accounts for 98.9% with the visit. 3. Unfamiliarity with the teaching resources of the Museum and its vicinity influenced the inclination of teachers to arrange the students to visit the Museum. Less learning effects due to over crowded students in the tour also hindered teacher’s inclination. 4. Teachers suggest making the field trip a fixed school curriculum so that school administrators can assist in supporting teaching resources and making reservations. On mutual cooperation, the study suggests the Museum and the school authorities coordinate in planning teacher trainings in order to elevate teachers’ disaster prevention abilities. It also suggests that the Museum offer general disaster prevention lectures and experiences to every school and specify “sets of tours” on web pages as references for teachers in making lessen plans.

The rapid social development and progress with the times, the firefighters' works which are closely related to the public life and property safety, become more and more important. In this study, we investigated the fire service quality of a fire control department in the south district of Taichung city, to understand the public expectations and perceptions of fire service quality. Based on the conceptual model of service quality proposed by Parasuraman, Zeitthaml, Berry (PZB), the fire service quality was evaluated with a questionnaire designed based on the five dimensional Service Quality Measurement Scale (SERVQUAL), including tangibility, reliability, responsiveness, assurance, and caring. The survey data were collected and statistically analyzed. IPA analysis was applied to identify the direction in which the quality demand items need to be improved. Our results suggested that through training, firefighters need to strengthen their abilities on firefighting services. They have to cooperate with various duties to get suitable clothing for different services. The location of local fire brigade must be highlighted and the environment have to be improved to provide a comfortable and informative space for public. Our results can help the fire bureau of Taichung city government to improve their service quality.

Government fire safety checks more efficient in order to meet the needs of all the people's expectations. From the early artificial paper records, and progress to digitize the current fire safety management system. In this study, with the Taipei City Fire Department safety management system, according to the practical application of the situation at this stage to discuss the possibility of applied fire rescue. Through interviews with experts to discuss, the program can be divided into "effectiveness", "man power", "security "", stability "and" costs " five goals questionnaire. By using AHP analysis, find out the best solution to rescue the fire. The results from the AHP analysis, fire rescue mode digitizing safety management systems, comparative analysis in a variety of ways, is the best option. Use of hardware and software integration of all data, and these data digitization in the cloud hard drive. It can be used in the usual services for prevention, but also can be applied to rescue disaster. Hoping to improve the efficiency of disaster relief, promote public welfare.

Due to the nature of shift scheme of fire fighters, such as 24-hour service and a day off followed by duty of two days, some sleep problems could be observed. Sleep deprivation for example shows some negative impacts on physical condition. According to the research, lacking attention caused by sleep deprivation is one of most common reasons for accident at work and poor working performance. In order to prevent such incidents, some research on relation between sleeping quality and attention ability will be studied. In this study, the Pittsburg sleep quality index of 150 Taichung City fire department staff and eye tracking data were measured. The results show a weak attention ability of 50-59 year-old staff. This also means such job characteristic could slightly overwhelm the group of this age range. Furthermore the data of staff in the leading position also show more positive results of attention ability. This indicates the position of the job hierarchy may affect the quality of sleep as well. The staff who suffer from sleeping deprivation (PSQI>5) are at 84% of all participants. This number represents the situation of insufficient sleep of fire fighter staff. In view of the above research, the shift scheme could be adjust in the future to improve the sleeping quality of fire fighter staff in order to avoid accident at word. In addition, more advanced measure equipments could be used for long term research on larger number of participants to be able to discuss this issue more specifically and more precisely.

Since fire institution branched out from police system a few years ago, it has been considered as a new organization and lacked for experiences of public relations and crisis management. In order to avoid being harmed and reported negatively on the news, it is important to develop a strong crises management system and manipulate good public relations with the media. The purpose of this study is to discuss first, how to manage and prevent crises from happening in the government institutions by keeping a good connection with the mass media, next, how to communicate with the media through a public relations coordinator when crises take place, and finally, how to effectively manage and control the crises after they happened. This research includes several references and in-depth interviews and the study has shown the following three points. First, if the government institutions or the public departments managed to keep up good public relations, the crises could be well controlled. Second, when the crisis is happening, the harm would be reduced if a good communication with the media was made to possess the right of speech for the government institution to explain to the society. Third, the media is very developed in our society and most of the people have his or her own smart phone nowadays. We are living in an era where anyone could be a news reporter so it is an important task for the government to do well in the field of public relations and crisis management. The results of this research were discussed to conclude the short-ranged, mid-ranged, long-ranged proposals. The short-ranged proposal includes providing contact window for the public relations coordinator, opening media communication classes, developing skills to deal with the media, establishing the system of news contact person, implementing the system of united spokesman, and forming a crisis resolution. The mid-ranged proposal includes using News Indication Learning Method, maintaining the channels of media communication, cultivating the public relations personnel of crisis management, creating information providing systems, forming an institutional brain trust. The long-ranged proposal includes formulating institutional promoting strategies, creating a positive image for the institute, managing the interactive relationship with the media, enhancing the crisis consciousness of the government institution, and improving the crisis management system of the public relations department.

The most important asset of a fire department is fire fighters because they can protect public property and safety from disasters. The disaster rescue training which fire fighters undergo is based on「Regulation of routine training for fire fighters」. A systematic training program consists of training demands analysis, well-defined training targets, practical training courses, and training effect evaluations. Among those elements, the training demands analysis is worthy of further investigation. This study surveys and compares generally the key issues of our programs on training demands with those of international fire fighters training programs. Through questionnaires and personnel surveys, conclusions and suggestions will be proposed to enhance present situations. The result shows that the testing participators, their motivation of training participation, occupational training, extra-occupational training, professional knowledge and skills, administration rules, leadership and management, communication, compromising commitment, and demand level, all these conditions are all on the high side. The analysis results find that the relation between testing participators’ age and units and their motivation of participating disaster rescue training; their seniority and the content of professional disaster rescue training knowledge and skills; their jobs and leadership management of disaster rescue training; their jobs and communication and compromise commitment of disaster rescue training, all of these shows obvious difference.

The occurrence of fire is unpredictable, occasional, and complicated. However the present fire-fighting curriculums in our police schools are based on academic research and theoretical instruction. This leads to a great gap between school curriculums and practical execution, especially, when fighting fires. Therefore, the rate of casualties has not declined substantially though the rate of fire occurrences has been a distinct downside progress. Only through lean training and practical fire-fighting experiences may we accumulate effective fire-fighting knowledge and skills to decrease the rate of casualties. In order to strengthen the performance of fire relief effort, digital self-contained breathing apparatus training room at the Fire Department, New Taipei City, is used and refined into a flexible indoor smoke research room where layouts can be changed in compliance with different features of disasters. Electronic breathing apparatus is recommended to record the air consumption of trainees as well as radio frequency identification (R.F.I.D) to monitor and record status. The facility includes gym, electronic monitoring room and smoke research room, etc. Through practical training and examination, we obtain the data and analyze the efficiency of fire relief effort. This study aims at estimating whether or not fire fighters have improved the efficiency of fire rescue through fire rescue training in 2012 by quantitative analyzing the data of physical capacity and pre-, mid- and post-test of fire relief effort form every trainee. Participants given questionnaires are analyzed as samples through reaction, learning, behavior, and results according to Kirkpatrick’s “Four levels of learning evaluation.” The following topics are investigated through each analysis. The results of this study are highly recommended as reference at each fire rescue simulation training to formulate physical training lessons and to give the correct concepts of exercise. In this way, not only exercise injuries could be avoided, but physical capacity and skills could be mutually integrated to achieve the goal of training. Due to the limitation of funds and time, this study is based on documentary analysis, detection method, and questionnaire survey to estimate results through Kirkpatrick’s Four Levels of learning Evaluation. We hope this study can be reference for other researchers.

Firefighters face different work schedule, it will definitely bring some pressure for individuals. Fire and consideration of members facing job stress and adaptation of job rotation, will affect its investment and job satisfaction for the work, and even affect job performance. In this study, job rotation, job stress influence of job satisfaction to station fire station for the study, questionnaire data via reliability analysis, validity analysis, descriptive statistical analysis, the number of single-factor analysis of variance and regression analysis will be explained. The empirical study found that: 1. Background variables for different job rotation, job stress and job satisfaction, there are differences. 2. The job rotation have significant impact on the operating pressure. 3. The job rotation have significant impact on job satisfaction. 4. The working pressure have significant impact on job satisfaction. The study expects to investigate the work of the fire caused by the operating characteristics of the rotation, job stress, job satisfaction and other variables of relevance, in order to provide some solutions to the decision-making levels of the program, it also can reduce the fire by field staff the operating pressure and improve their level of work put in to achieve a win-win situation.

Since September 21 Chichi earthquake in 1999, people have been paying more and more attention to firefighter's equipments and performance issues. Moreover, Bajhang River accident in 2000 and typhoon Morakot disaster in 2009 also cause people to start to care about firefighter's capabilities of rescue performance and psychological scar recovery from the various rescue operations. The fact is that, in addition to the pressure caused by the successful rescue operation expectations, firefighters also face the challenges to control their psychological pressure after wintneessing serious disasters. Therefore, how to balance the pressure so as to improve the performance, and deeply look into the relationship between pressure and performance through leisure activities are the main purpose of this research. Although this study is based on Taoyuan City Fire Department as an example, firefighter's jobs are actually the same nationalwide. The problems that frontline firefighters face are also almsot no difference. Hope this study is able to catch related superiors' eyes, and actively propose solutions to help the frontline firefighters.

This study is to explore the field firefighting staff of the disease investigation and analysis.And to Taichung City Government Fire Department field firefighters as the research object (a total of 150).Through the "universal health passbook" medical information.To understand the study of the 104 annual treatment records (including Western medicine, Chinese medicine, dentists and the total number of visits).And medical insurance payments (including Western medicine, Chinese medicine, dentists and total payment points).And classif disease codes by using the International Classification of Diseases and Related Health Problems (ICD-9CM).Through research and analysis to understand the health of field firefighters.And to explore the fire work in the hazard factors and the relevance of the disease. This study uses R language suite R-Commander for statistical analysis of data.The single-factor variance analysis (one-wayANOVA) was used to determine the mean difference.,and the difference between the individual background variables and the individual variables (P <0.05).And compared with the national normative data provided by the Statistics Department of the Ministry of Health and Welfare.Test with a single sample T test.Identify factor variants with significant differences. The results showed that the number of medical treatment in Western medicine,the total number of medical treatment, the number of Western medicine payment points, and the total payment points, respiratory diseases, genitourinary diseases, skin and subcutaneous tissue diseases, Musculoskeletal system and connective tissue disease and injury and poisoning diseases were significantly different (P <0.05).And the significant differences between the factor variables and fire hazards in the work to discuss and analyze.Find out its relevance. Hope that through this study can be provided to the fire authorities.As a reference to improve the fire work environment and reduce the fire hazard factors.And the results of the study provided to the field firefighters.As a reference indicator of self-health management.

Until 2013, the number of rescued people handled by domestic emergency rescue services reached 826,839 persons per year. In this case, fire departments should provide professional and high-quality emergency medical services actively based on marketing management and innovative actions. Two sampling of this study are collected. One is eleven senior managers in fire departments and experts are investigated with Analytic Hierarchy Process (AHP); and the other one is applied to investigate 104 citizens in Tainan City by Importance-Performance Analysis (IPA) is applied to investigate 104 citizens in Tainan City. The research results are the mostly concerned key success factors is “reveals rescue personnel” (50.9%) in regard to key success factors of rescue service quality with AHP; the top three factors with the weights cover Expertise of rescue personnel (0.200), Full-equipment of an ambulance (0.152), Service attitudes (empathy) of rescue personnel (0.136). Furthermore, the research findings acquired from the integrated analyses of IPA and SWOT are summarized as the “opportunity” factors in “Keep it up” are impression and image of emergency rescue personnel, Reliability of emergency rescue personnel, Professional rescue techniques of rescue personnel, Processing efficiency of online temporary workers, and Professionalism of online instructors; and as 4) the “threat” factors in “Primary betterment” are Reports on 119 rescue and first aid propaganda, Clothing of rescue personnel, Tidy appearance, Exterior and interior tidiness of an ambulance, Full-equipment of an ambulance, Comfortable use of rescue facilities, Full communication equipment. The fire situation is changing all the time. Firefighters are often injured by fire hazards and uncertainties during the rescue of fires. In recent years, many firefighters have been killed for fire rescue. If it is failure to find and rescue the missing or trapped firefighters in the scene of the fire within 30 minutes, the survival rate of the firefighters will be less than 10%. Therefore, the main goal of the fire safety management is to design a set of logical firefighter management, tracking, and rescue system in order to find the missing firefighters and to give the immediate rescue. In this study, the safety management mechanism of the New Taipei City Fire Department was taken as the guideline and the colleagues of the New Taipei City Fire Department were instructed accordingly to testify the fire safety management mechanism of the provisions and methods to prevent casualties in the fire. The mechanism is expected to strengthen the fire commanders’ capabilities of knowing firefighters’ location and track, managing the fire groups to fight fires and to rescue the casualties more effectively. We concluded that the safety management exercises should be held regularly in combination with the operation of various types of equipment to help the firefighters familiarize the rescue operations in the fire situation. These practices can enhance the firefighters’ understanding of the process of the safety management mechanism and strengthen the firefighters’ performance in the fire scene. The safety of the first line disaster relief personnel can then be ensured by this mechanism.

Fire broke or serious accident , fire fighters can go to place and help people immediately . In addition, each branches of fire department can have good lateral ties, when they excutive ems. For example base on new taipei city, there is new send system. We send the nearest ambulances or fire engines base on people report address and tje gps on the ambulances or fire engines in the shortest time . So far ,the ems is free of charge in taiwan. Some people think ems is free taxi . It no increase the burden of fire department, but also emergency patients can not get emergent medical. It researches the high population in new taipei city. There high population densities are xizhuhang, sanchong, zhongzheng ,and xingdian. Xinzhuang and sanchong are high frequency emergent medical . Xingzhuang is 8.93% and sanchong 10.91% of new taipei city ems excution. The writer of the articleis working at the second high ems place, so the research is base on touqian branch of the fire department in new taipei city . The research will statist waste the resource of ems in the touqain branch area, analyse the reasons of wasted , and suggest countermeasures that make people understand the treasure of ems and increase people know the principles of using ems . It will help leaderto design and excution of effectively mangment, give the treasureresouce to people who really need, and decrease the burden of fire fighters and give patients bettrt emergent medical resources.

With the rapid development of Taiwan’s economy, small shopping malls no longer satisfied consumers’ demand. Therefore, the establishment of department stores, integrated with complex business items, including dining, supermarkets, furniture, amusement parks and parking lots, has developed rapidly. Moreover, for department stores’ interior decoration in order to meet consumers’ every-changing demand, once the fire occurred, these spaces without using incombustible materials would be burnt out quickly. Based on the characteristics of high fire load and the decreasing alertness for consumers in comfortable environment, such as the fire incidents for Jinsha Department Store in Taichung City and Tsai-Shen World Department Store in Chiayi, they all caused serious property loss. Furthermore, after suffering from serious losses in major fire incidents, advanced countries have developed a specific autonomous system of fire prevention management, which would be autonomously managed by employees and advised and instructed by fire protection experts, so as to enhance the safety for places in question. This would make the researcher aware of the fire safety issues. This study focused on the fire prevention management of department stores in Kaohsiung City, and compared the development of Taiwan’s fire prevention management system with U.S.’s and Japan’s systems. With questionnaire survey, the study investigated the current fire prevention management system in Taiwan’s Fire Services Act and then proposed several feasible suggestions. In addition, the follow-up analysis was made with integrating the package software, SPSS FOR WINDOW, to be the reference for related laws revisions in order to respond to the every-changing and diversified fire prevention management for department stores, so as to upgrade the current fire prevention management system and practically implement the idea of “Protect your own properties”. Thus, to improve the resilience in the incident scenes is the purpose of this study. The results of the research showed that the fire prevention management systems would not be different in terms of varied sexes, service units, work shift time, and educational levels, but that they would be diversified on the basis of job positions. This conformed to the requirement for requesting managers and supervisors to be the fire prevention management level that clearly indicted in current laws. However, there were differences between these two companies in this study based on the addition of fire prevention management personnel, the competence level, and the communication method between shop fronts and fire-fighting personnel. This indicated different implementing effects under different cultural backgrounds.

According to Disaster Prevention and Protection Act, there are 3 operation levels in disaster prevention and protection system in Taiwan: Central Governments, and the Local Government which includes Municipal or County/City Government, and Township/City Office. Disaster Prevention and Protection includes mitigation and preparedness before disaster, response actions during disaster, and recovery after disaster. To create a sound disaster prevention and protection system, it’s promoted from Central Government to Local Governments. On the other hand, when the emergency happens, the action management will be launched by Local Governments first. After that, it will be extended to different divisions from Local to Central, according to the appropriate authority and its duty. To share the information precisely is very important in each period, no matter in disaster circumstances or not. To reduce the occurrence and prevent further expansion of disaster, governments of each tier shall implement following affairs base on its authority and duty for mitigation, including education and propaganda of disaster prevention and protection. When a disaster occurs, problems of information such as discrepancies, inconvenient or unable transmission may caused by multiple agencies or complex conditions with various factors that involved in. During period of recovery and reconstruction after disasters, the efficiency of rebuilding might be affected by those problems of information as above mentioned, thus the government should use social media effectively and quickly for emergency management, to get the information correctly, communicate promptly and to strengthen capabilities of disaster responding in various periods. This paper refers to the social media platforms of Taiwan that are known for disaster prevention application, which explains how the information transmission of disasters is changing along with the growth of science and technology, that media is progressed from traditional to online social one. With the popularity of smartphone and wearable devices, convenience is what people pursuit, that social media has become the main channel for the public to transmit and receive information in these years, it’s also one of the important tools for the government agencies to do so, thus should make full use of it to maximize the effects of information communication.

Due to the transition of environment and the impacts of global warming, the damages caused by the extreme climate continue to increase in natural disasters and typhoons are still the trials of Taiwan every year. Thus, fire services cannot but put more effort on the prevention and protection of typhoons. The most gigantic difference between typhoons and other disasters, such as fire disasters and earthquakes is that the occurrence of them can be predicted, and the advanced setup can not only promote the effects of response action during disaster, but also reduce the damages incurred by the disasters. This research makes a review on previous cases of typhoons and finds out the imperfection of the fire department on disaster prevention and protection. Therefore, it submits the measures to plan and improve the disaster prevention and protection, and develops a questionnaire by consulting with the experts and analyses it statistically. By consultation with the experts and the questionnaire survey, this research provides solutions to improve the disaster prevention and protection, and the more preparation beforehand, the lesser detriments afterwards. Only when the advanced setup being enforced properly ahead of the occurrence of disasters can we promote the effectiveness of disaster prevention and protection and further ensure the safety of people’s lives and properties. The result aims at providing effective reference for the fire department during the setup enforcement of typhoons.

After the implementation of Act of Gender Equality in Employment, fire service is no longer merely the domain of the male. Under the regulations of the Examination Yuan, the Firefighter Special Examination is open to all graduates and no gender quota is implemented, hence the number of female firefighters grows substantially. The female enrollment rate is accounted for 16.29% ever since year 2007 to year 2012. While the Fire Department of New Taipei City Government is currently the largest national fire agency, the number of female firefighters serving in the fire stations is up to 123. These female firefighters not only create a new perception of fire service for the public but also draw researchers’ attention to women’s career advancement. In-depth interview is adapted in this study to seek the common ground and consensus from expertise and experiences of different units. Through the designed interview outline, interviewees selected by purposive sampling are interviewed with open-end questions to determine the awareness and attitude of interviewees toward the interview outline. Characteristics of different administrative regions are taken into account in this study, and in order to fully understand the status of career advancement for female firefighters in New Taipei City Fire Department, senior officers and female firefighters are taking priority to be selected as interviewees. Furthermore, interviews are conducted according to different units, ranks, and ages to understand problems and differences of career advancement for female firefighters. The finding of this study shows socialization and stereotypes of gender roles are gradually fading in the society and the concept of women working as firefighters is gradually accepted. Interviewees reveal that men are more capable of executing rescue operations, therefore, certain gender ratio shall be maintained in fire stations. The percentage shall be determined by analyzing the circumstances of fire service in each administrative region. This study is based on Newman’s career development theory; barriers of human capital, socio-psychological barriers, and structural barriers are as criteria to determine whether women’s career advancement is successful or not. Due to the large scope of this study, each criterion may be overlooked by negligence. It is suggested that further studies shall focus on single criterion to bring up further discussions on each criterion. In order to determine whether female firefighters have barriers for career advancement, the results of single-criterion studies shall cross-verify the results of this study.

The serious manpower shortage issue is a real hot potato in fire department. The increasing retires number, deficiency firefighters and heavy tasks have been made the result of overloading for public servants after Tainan City and Tainan County merged in 2010. The demand of manpower is increasing in each Fire unit, and its supplement is hard because of lacking enough budgets. Therefore, the study focuses on efficiently allocating the current manpower without recruitment becomes an important topic. Normally, it runs multiple functions for a Fire unit. After reviewing some related references, the Data Envelopment Analysis (DEA) approach is selected as an analysis tool in the study. The Balanced Score Card (BSC) approach is also to view each Fire unit from four perspectives including financial, customer, organization process and the learning and growth of employee. We totally evaluated 50 different Tainan’s Fire units on its overall performance from efficiency, sensitivity and slack variables analysis. The outcome is valuable and useful to the authorities who can easily make decision. It has been provided the correct direction and adjusted task well for the manpower management properly. In conclusion, the study focuses on the allocation of the manpower to right positions by distributing inefficient numbers of units to the right units and creating much benefit by the DEA’s slack variable analysis. After a two-stage adjustment, the overall efficiency has been extended to 8.2% and the numbers of efficient unit is added to 52.17%. As a result, the proposed fair human resource allocation model has been provided and supported the manpower management for the Fire unit.

Thus, the present study was to investigate the status of the work of grass-roots pressure for firefighters, job satisfaction and emotional management of, and understand the relationship between the grassroots firefighters working pressure and job satisfaction, and further study mood management of local firefighters work stress and work role satisfaction between. This study investigated job stress, job satisfaction and emotional management variables, and sorting out the research model. For Taoyuan City firefighters were grassroots survey, 300 valid questionnaires were collected; in the analysis method is to use hierarchical regression analysis and jamming effect analysis to verify the hypothesis. The results found that the grass-roots firefighters working pressure and job satisfaction showing significant negative correlation, indicating that the greater the working pressure, the lower their job satisfaction and emotional management tool interference relationship between job stress and job satisfaction. The study found that interpersonal stress of work, work-family balance, work chores, organize tasks these four dimensions affect job satisfaction facets most widely recommended that its directors should face grass fire units of firefighters and the public while performing official duties The communication, stop holiday not take into account family and catch bees, catching snakes and other non-grass Firefighters business cases and business of serving the public assessment work arising from pressure source, in order to increase their job satisfaction.

The early-stage effectiveness of fire rescue plays an important role in fire-fighting of light gauge steel building. This study takes whether heavy smoke is produced or not as a proxy for early-stage effectiveness of fire rescue. Three factors, weather conditions, declaration for examination and repair of fire safety equipment, and fire equipment inspection and maintenance are linked to the determinants of fire-fighting of light gauge steel building. The logit regression model is adopted to investigate the effects of three factors on early-stage effectiveness of fire rescue. This study collects fires of light gauge steel building which is occurred under the area of fifth rescue squad of the fire department in New Taipei City. The empirical findings are summarized as follows. First, the declaration for examination and repair, fire suppression equipment and smoke damper equipment could effectively lower the likelihood of generating heavy smoke. Secondly, in the declared case for examination and repair of fire safety equipment, we find that chemicals stacked and unreliable of fire suppression equipment have significantly negative impacts on the effectiveness of fire rescue. Overall, our results suggest that well maintenance of fire-extinguishing equipment and putting the site under regulation can help to improve the early-stage effectiveness of fire rescue.

In recent years, severe disasters happened frequently. When a catastrophe occurred, numerous report phone calls and the disaster scene of the ever-changing information flocked, resulting in full line and network congestion in 911 emergency rescue command center, which leads to that the 911 command center couldn’t master disaster information completely and accurately, and even affects the dispatch assignments of fire engines, causing the disaster expands. This study aims at exploring the incident dispatch operation mode of 911 emergency rescue command center in fire department when the major disaster occurred, expecting to master the major information of the disaster, and multitasking on other emergency and rescue cases to protect people''s safety and reduce property damage.
