The place-based approach is a new development paradigm that has been gaining popularity over the last decade or so. This is thanks to the European Union’s Cohesion Policy, which supports its implementation through tools such as Smart Specialisation, Community Led Local Development (CLLD) or Integrated Territorial Investments (ITI). The article’s main purpose is to probe to what extent the place-based concept was implemented within the Integrated Territorial Investment mechanism in the chosen European agglomerations during the programming period 2014–2020. The UNESCO Biosphere Reserves (BRs) comprise core conservation areas supported by a buffer and transition zone of sustainable development. This zoning can help manage urbanisation around conservation areas. Although it is UNESCO policy to measure the number of BRs that have interactions with urban areas, there has been no systematic assessment of urban biospheres since 2008. This research addresses this deficit by measuring the extent of urbanisation of all designated BRs within the European Union (EU). This article attempts to assess the role of migration processes in the urban development of Athens over an extended period of time – since 1834, when the city became the capital of an independent Greek state, up to this day. The history of modern Athens, which in less than a century has turned from a small regional center into one of the ten largest urban agglomerations in the European Union, is a peculiar case of Mediterranean-type spontaneous urbanization with all its drawbacks, such as illegal construction, excessively high population density and infrastructural problems. Water resources in the European Union are diverse. For example, Croatia has almost 18 times the water resources that Poland has. Although the key factor causing water shortages is population growth, in Poland this crisis is primarily determined by dynamic development manifested in the country’s urbanization and industrialization. These changes are particularly troublesome in urban areas. Therefore, sound remedial and adaptive actions related to the development of the “sponge city” concept are necessary. Two modern approaches to development policy have recently evolved and disputed with each other, namely, the space-neutral and the place-based approaches. Perhaps the most notable conceptual development common in these modern approaches is a strong awareness of the key role of geography in policies targeting aggregate economic growth. Thus, it became clear in the new policy thinking that the impact of countries’ structural policies largely depends not only on the specific instruments (e.g., human capital development, infrastructure investments, and small- and medium-sized enterprises support) b
