Šiame darbe yra pristatoma modeliavimu grindžiama praplėtimo sąsaja, kurią siūloma vadinti aplikacijos modeliavimo sąsaja (angl. Application Modeling Interface, AMI). Modeliuotojai, naudodami siūlomą aplikacijos modeliavimo sąsają, gali kurti UML įrankių įskiepius juos modeliuodami pačių UML įrankių pagalba. Darbe taip pat nagrinėjamas aplikacijos modeliavimo sąsajos apibrėžimo ir realizavimo UML įrankiuose aspektai.
This dissertation presents the principles and examples for building AMI for UML-based modeling environments. Modelers may use proposed AMI interface to extend UML modeling tools by modeling plug-ins using modeling tools itself. The work discusses four cases of AMI realization implemented in MagicDraw UML. Moreover, the proposed AMI implementation might be realized in other modeling tools that provide API and access to the model elements via standard UML metamodel interfaces. The ideas and results of this dissertation can be directly applied in numerous UML modeling tools available in the market. Although the focus in this dissertation is on UML modeling tools, many ideas are also applicable in other software systems that are developed using model driven approach.

This dissertation presents the principles and examples for building AMI for UML-based modeling environments. Abstract:
La découverte de complexes métalliques de carbènes N-hétérocycliques (CNH) et de CNHs stables et isolables, a soulevé un intérêt grandissant en chimie de coordination et en catalyse. Pour notre part, nous avons développé de nouveaux ligands bis-CNH fonctionalisés (amide ou alcool) multidentes. Les proligands (sels de bis(imidazolium) à pont flexible ou rigide) sont obtenus par des voies synthétiques courtes et modulables. Des complexes d'AuI, PdII et NiII ont été obtenus, par transmétallation de précurseurs d'AgI, ou par complexation directe des proligands en présence d'une base. L'oxydation chimique des complexes d'AuI a conduit aux complexes d'AuIII. Les complexes d'AuI et NiII ont été structuralement caractérisés par diffraction des RX et les propriétés électrochimiques et photophysiques des complexes d'AuI et d'AuIII ont été étudiées. Enfin, les complexes de NiII et PdII ont été évalués en réaction de couplage de Suzuki-Miyaura, montrant une activité modérée
Since the pioneer work on metal N-heterocyclic carbenes (NHCs) and the isolation of free thermally stable NHCs, intensive activity research has been focused on the organometallic chemistry of this class of ligands. In this context, we decided to design a new class of amide or alcohol-N-functionalised bis(NHC) ligands. Diimidazolium salt precursors linked together by flexible or rigid, were obtained following short and modular synthetic pathways. Gold(I), Gold(III), Palladium(II) and Nickel(II) complexes were prepared following the carbene-transfer route of silver(I) precursors or by direct metallation of azolium salts in the presence of a mild base. Gold(I) and Ni(II) complexes have been characterized by single crystal X-ray diffraction analyses and the electrochemical and luminescence properties of the Au(I) and Au(III) compounds have been studied. Finally, the catalytic activities of Ni(II) and Pd(II) NHC complexes were evaluated in the Suzuki-Miyaura cross-coupling

Abstract:
Este trabalho tem o objetivo de estabelecer relações entre o modo de inserção dos parques públicos no tecido urbano, seus sistemas de percursos, uso do elemento vegetal, no período entre meados dos séculos XVIII e XIX, além dos instalados a partir dos anos 50 do segundo milênio, assim como, as ideologias correntes sobre o tema do desenho da paisagem na Europa, Estados Unidos e Brasil, descrevendo e comentando-os. Pesquisou-se a literatura abordando a origem e o desenvolvimento dos parques europeus e americanos, capazes de elucidar, de que maneira, as diversas concepções de parques públicos urbanos têm mudado durante o passar do tempo, a priori, influenciadas pelas características culturais e socioeconômicas das populações e, paralelamente, seus tipos de alocação na trama urbana. Primeiramente são objetos de análise as origens e oportunidades que propiciaram a realização dos parques dos séculos XVIll e XDC, e a relevância dos mesmos na estruturação da cidade. A descrição dos parques modernos no Brasil, seu programa público e monumental, que busca reconhecer a influência do movimento moderno e a sua presença entre nós, constituem o segundo aspecto. O terceiro item é o parque contemporâneo, mais especificamente a partir dos anos 80 do século XX. Compõem um quarto nível a análise compositiva do sistema de caminhos e a composição do elemento vegetal, adotada pelos recortes temporais, mencionados nesta dissertação. O problema da seleção e escolha do sítio físico objeto de intervenção, o programa de necessidades e as condicionantes sociopolíticas aicerram este estudo.
This project was set up with the aim of establishing relations between the insertion way of public parks in urban areas in the mid of eighteenth and nineteenth centuries., as well those buiit from the fifties of the second millennium, in addition to descriptions and comments on the current ideologies about the scenery design issue in Europe, United States and Brazii. The literature study shows the origin and development of European and American parks. And it is able to elucidate, partially, how the several conceptions of urban public parks have changed through times, prior, they are affected by the population culture and socioeconomic features and, at the same time, their sorts of allocation in the urban context. First of ali, it is analysed the origin and oportunities that propitieated the achievement of the eighteenth and nineteenth parks and their relevance in the city structure. The second aspect is the discription of modem parks in Brazil, especially, by Roberto Burle Man('s design, his public and monumental project that tries to recognize presence among us. The third aspect is the contemporary park, especifically those from the 80s of the twentieth century. The fourth levei consists of compositive anatysis of contemporary parks, the pedestrian way net and the greenery formatíon done by time cuts. Ali these are mentioned in this paper. This project is ended by the matter of selecting and choosing the site set for intervention, the necessity program and the soclopolitics círcumstances.

Tato diplomová práce se zabývá API a ABI kompatibilitou Java knihoven. Jsou popsány typy kompatibility a analyzovány změny API, které vedou k zdrojové či binárni nekompatibilitě. Dále je provedena analýza existujících nástrojů, které provádějí zjišťování nekompatibility. Vhodný nástroj z předchozí analýzy je vybrán a rozšířen. Na základě rozšířeného nástroje je vytvořena serverová aplikace, která poskytuje informace o kompatibilitě sledovaných knihoven.

A presente investigação inicia-se no edifício popularmente chamado de “camelódromo” ou Shopping Popular de Cuiabá. Construído há mais de quinze anos, esse espaço é parte constitutiva desta capital, ao mesmo tempo em que a integra aos fluxos globais de circulação de mercadorias, mais especificamente aos objetos Made in China. Por meio da proposta etnográfica “de perto e de dentro” seguimos, do fim para o começo, o percurso feito por essas “quinquilharias”, representadas no texto pelo gatinho da sorte ou Maneki Neko. Assim sendo, partimos do camelódromo (e de toda a sua constituição histórica e física) rumo à Ciudad Del Este, centro econômico do Paraguai, amplamente conhecido pelo comércio desse tipo de mercadoria e destino de compras dos camelôs do Shopping Popular de Cuiabá. Lá averiguamos de perto os fluxos e trânsitos desses objetos, descrevendo detalhadamente as práticas observadas que subsidiaram as reflexões acerca do termo “globalização subalterna”. Por fim, apresentamos os fatores que contribuíram, historicamente, para a consolidação da China como potência mundial produtora desses produtos e realizamos uma “biografia” do Maneki Neko, com o intuito de discutir de que forma esses objetos contribuem para a compreensão dos meios pelos quais agem os que estão fora dos fluxos hegemônicos do mundo contemporâneo.
The present investigation parts of the building popularly called "camelódromo" or Popular Shopping in Cuiabá. Built more than fifteen years ago, this space is a constitutive part of the city while integrates the global flows of movement of goods, more specifically the objects Made in China. Through the proposed ethnographic "near and inside" we made, the ending to beginning, the route taken by these "junk", represented in the text by luck cat or Maneki Neko. Therefore, we assume camelódromo (and all its history and physical constitution) towards Ciudad Del Este, the Paraguayan city widely known by the trade of this type of merchandise and shopping destination of the hawkers in the Popular Shopping in Cuiabá. There we analised closely the flows and transits of these objects, describing in detail the practices that supported the observed reflections on the term "subaltern globalization." Finally, we present the factors that contributed historically to the consolidation of China as a sign of power producing these objects and perform a "biography" of Maneki Neko, with the purpose of discuss where these objects contribute to the understanding of the means by which the act that are outside the hegemonic flows in the contemporary world.

Il etait l'homme de beaucoup le plus digne de la confiance de muhammad, et le confident de ses pensees les plus intimes. Ali est une personnalite universellement reconnue. On peut meme dire qu'aucune autre n'a fait l'objet de tant de discussion et de debats. Il fut source d'inspiration et d'enseignement pour beaucoup de mouvements revolutionnaires, politiques, spirituels et philosophiques. Il vivait dans un monde completement morcele et fragmentaire. Il a demande aux musulmans de vivre et de cooperer autrement ; qu'ils observent le monde sans projeter leurs convictions personnelles, leurs sentiments claniques, afin d'observer clairement. Dans cette these, nous avons essaye d'etudier la personne de ali, qui, au moins pendant une periode importante de sa vie fut profondement, sincerement religieux (imam) mais aussi homme politique (calife). Ce n'etait pas la deux plans separes, mais deux aspects d'une personnalite globale, aspects qui ne peuvent se distinguer que par l'analyse.

Uma investigação envolvendo saberes e práticas docentes sobre o ensino do espaço local (lugar), através de Atlas Municipais Escolares, em terceiras e quartas séries do Ensino Fundamental é o foco principal da pesquisa. Desta forma busca compreender as relações estabelecidas entre os diferentes sujeitos dos universos escolares investigados quanto ao tema proposto pelas pesquisas ao qual as professores participavam sendo que foram investigados três universos e suas respectivas professoras que se encontravam, na época, envolvidas em projetos mais amplos que, no caso de duas professoras, buscou integrar universidade e escola, por meio de uma pesquisa em colaboração envolvendo os municípios de Rio Claro e Ipeúna, ambos deste Estado e, no outro caso, uma ação entre assessores externos e a Prefeitura Municipal de Sumaré/SP, para elaboração de um Atlas Municipal Escolar daquele município. São três localidades, três professoras e seus universos aqui investigados que, através dos registros etnográficos de observações de suas aulas e entrevistas com as professoras, enquanto coleta de dados, trabalhando com e sobre a idéia de lugar como tema recorrente aos Atlas. Sendo assim, o lugar construiu-se/constituíu-se através das práticas das professoras, cada qual a sua maneira.
An investigation involving knowings and teachers practices about local (place) instruction, through Municipal School Atlas, in third and forth grades of Elementary School is the main focus of this research. This way it searches to comprehend the relations established between the differents individuals of the schools universes investigated as far as the theme proposed by the researches witch the teachers participated goes being that three universes and their respective teachers were investigated, and that at the time found themselves involved in bigger projects, in the case of two teachers, it seeked to integrate university and school by means of a research in cooperation with the municipal districts of Rio Claro and Ipeúna, both from the state of São Paulo, and in other case, an action between outside assessors and the Municipal City Hall of Sumaré/SP, to the elaboration of an School Municipal Atlas of that municipal district. There are three locations, three teachers and their universes investigated here that through ethnography records about observation of their lessons and interviews with the teachers, while collecting information, working with and on the idea of space as a theme of the Atlas. Therefore the space build up through teachers skills, each on your own way.

Desta forma busca compreender as relações estabelecidas entre os diferentes sujeitos dos universos escolares investigados quanto ao tema proposto pelas pesquisas ao qual as professores participavam sendo que foram investigados três universos e suas respectivas professoras que se encontravam, na época, envolvidas em projetos mais amplos que, no caso de duas professoras, buscou integrar universidade e escola, por meio de uma pesquisa em colaboração envolvendo os municípios de Rio Claro e Ipeúna, ambos deste Estado e, no outro caso, uma ação entre assessores externos e a Prefeitura Municipal de Sumaré/SP, para elaboração de um Atlas Municipal Escolar daquele município. One of the largest design considerations for autonomous underwater vehicles (AUVâ s) that have specific mission scenarios is the propulsive efficiency. The propulsive efficiency affects the amount of power storage required to achieve a specific mission. As the efficiency increases the volume of energy being stored decreases. The decrease in volume allows for a smaller vehicle, which results in a vehicle that requires less thrust to attain a specific speed. The process of selecting an efficient propulsive system becomes an iterative process between motor, propeller, and battery storage. Optimized propulsion systems for mission specific AUVâ s require costly motor and propeller fabrication which may not be available to the designer. Recent advancements in commercially available electric motors and propellers allows for cost effective propulsion systems. The design space selection of motors and propellers has recently increased due to component demand of remote control airplane and boats. The issue with such systems is how to predict small propeller and small motor performance interactions since remote control motor and propeller designers usually donâ t provide enough information about the performance of their product. The mission statement is to design a propeller and motor combination that will allow an autonomous underwater vehicle to travel large distances while maintaining good efficiency. The vehicle will require 12 N of thrust with a forward velocity of 2 m/s. The propeller needs to be larger than 2.5â due to inflow velocity interaction and smaller than 4â due to loss of thrust when in surface transit due to suction.

Shīʿī aḥādīth, particularly on women, are an immensely understudied area. Studies on Shīʿī aḥādīth on women usually centre on Fāṭimah al-Zahrāʾ, and little research explores pre-Islamic sacred female figures in Shīʿī aḥādīth. At the same time, there an urgent interest in Shīʿism as well as women in Islam, and a desire for new methods to be applied as well as new questions to be asked. This thesis will analyse Shīʿī aḥādīth about women in pre-Islamic sacred history who appear in the Qurʾān (focusing on Eve, Sārah, Hājar, Zulaykhā, Bilqīs, and the Virgin Mary), and apply the methodologies of ideological criticism and feminist hermeneutics (to be explained in Chapter 1) to explore the subtexts about the essential nature and role of women communicated through these narrations. In addition to exploring the roots of these ideas, it will compare them against the contemporary Shīʿī ideology of gender referred to as the ‘separate-but-equal’ ideology to explore how well this ideology corresponds to Shīʿī narrations. (What constitutes an ‘ideology’ will be explored in Chapter 1.) Rather than attempting to derive the ‘authentic’ teachings of the Prophet or the Imāms, this study will take a stance of inauthenticity with respect to narrations and treat narrations as socio-cultural artefacts representing the diversity of views and beliefs of the Shīʿī community. This distinguishes it from other works which either attempt to derive the ‘authentic’ teachings of the Prophet, or else which presume that all narrations equally reflect what the Prophet and Imāms actually said. This avoids the sticky question of which narrations are actually ‘true’ and allows them to be treated equally as cultural artifacts in negotiating a Shīʿī ideology of gender. Because this study focuses on sacred female figures shared with the Judaeo-Christian tradition, it allows for the exploration of how ideas about women from outside the Islamic tradition were integrated into the Shīʿī corpus through isrāʾīlīyāt, particularly through the intertextual synthesis of pre-Islamic material (such as the Bible) with post-Prophetic notions (such as normative paradigms of jurisprudential discourse). Two trends will emerge from these narrations. The first heavily reinforces patriarchal norms, such as women’s seclusion, the need for male authority, and male guardianship over women. These narrations reflect jurisprudential discourse and are largely found in two of the four most prominent books of Shīʿī ḥadīth, al-Kāfī and al-Faqīh. However, in the second, other narrations form a ‘counter-narrative’ in which women and men are portrayed as equals; these narrations invoke the imagery of esoteric Shīʿism and focus on the narrative of wilāyah (loyalty to and love of the Prophet, Fāṭimah al-Zahrāʾ, and the Shīʿī Imāms). Since both sets of narrations address uniquely Shīʿī concerns, such as the Imāmate, it can be deduced that these differing portrayals of women reflect competing concerns in the early and mediaeval Shīʿī communities with respect to determining Shīʿī identity and orthodoxy, and may also reflect the spread of and resistance to Arabization. Lastly, because many narrations attributed to Imam ʿAlī convey strikingly different views about women, the penultimate chapter will explore whether Imam ʿAlī was misogynistic through a comparison of two foundational Shīʿī texts: Kitāb Sulaym ibn Qays al-Hilālī (c. 100 AH) and Nahj al-Balāghah (c. 400 AH).

Current systems for counting cars on parking lots usually use specialized equipment, such as barriers at the parking lot entrance. Usage of such equipment is not suitable for free or residential parking areas. However, even in these car parks, it can help keep track of their occupancy and other data. The system designed in this thesis uses the YOLOv4 model for visual detection of cars in photos. It then calculates an embedding vector for each vehicle, which is used to describe cars and compare whether the car has changed over time at the same parking spot. This information is stored in the database and used to calculate various statistical values like total cars count, average occupancy, or average stay time. These values can be retrieved using REST API or be viewed in the web application.

This study examines the customs and origins of three spring festivals at the shrine of 'Ali b. Abi Talib, Mazar-i Sharif, Afghanistan; namely Nauroz, Janda Bala and Gul-i Surkh. Since these festivals are not part of the Islamic religious calendar, we seek to locate their origins in the pre-Islamic religions of Iran and record the contemporary traditions of these festivals. Since the festivals are assimilated to a shrine dedicated to the fourth Caliph of Sunni Islam, we examine the processes which gave rise to this juxtaposition and how it came about that this shrine came to be considered a rival to Najaf. The Sa1juq and Timurid discovery narratives are examined (Chapters 1-2) in their wider religious and cultural context, followed by an examination of Afghan folklore related to Nauroz and the pre-Islamic religious traditions of Bactria (Chapters 3-4). We conclude that an important impetus for the founding of this shrine is the fact that, until the arrival of Islam, Bactra had been the paramount pilgrimage and cult centre of the region. Over the millennia, whilst the dominant religious tradition had changed, Bactra adapted to such ideological fluctuations in order to maintain its dominance of the. lucrative pilgrimage traffic. Marginalised by Islam, whose heroes and foci of pilgrimage lay in the Arab world, the alleged discovery of the body of Hazrat 'Ali at the site, provided an acceptable Islamic framework for the revival, or continuation, of indigenous Bactrian New Year customs. Our examination of Gul-i Surkh, or 'Red Rose', festival (chapters 5-6) finds a parallel in the Annenian Vardavar festival. Originally this festival appears to have been derived from a blending of Iranian and Babylonian religion in Bactria, namely the cults of Anahita, Adonistrammuz and custoins associated with the Iranian hero, Siyawush. Janda Bala (Chapter 7), on the other hand, appears to be rooted in ancient Vedic and Shamanistic tradition. All three festivals, though, we argue, also represent different aspects of ancient Indo-Aryan and Babylonian fertility rites connected with the spring and vernal equinox.

In the light of the Functional Linguistic Theory, in its North-American version (HOPPER, 1987, 1991, 1998, 2008, 2010; GIV?N, 2001; LEHMANN, 2002; HOPPER; TRAUGOTT, 2003; FURTADO DA CUNHA; OLIVEIRA; MARTELOTTA, 2003, among others), the general objective of this research is to demonstrate, based on morphosyntactic and semantic-pragmatic properties, that AQUI (HERE), A?, ALI and L? (THERE) are part of an emerging paradigm in Brazilian Portuguese recently constituted and still developing of forms indicating specificity in indefinite noun phrases (NP). The data that make up the corpus of this research were collected in the following large Brazilian oral corpora: the Corpus Discurso & Gram?tica: a l?ngua falada e escrita na cidade de Natal (FURTADO DA CUNHA, 1998), the Banco Conversacional de Natal (FURTADO DA CUNHA, 2010), the Projeto Varia??o Lingu?stica no Estado da Para?ba VALPB (HORA, 2005) and the Projeto Varia??o Lingu?stica Urbana na Regi?o Sul do Brasil VARSUL (VANDRESEN, 2002). Firstly, the behavior of the specificity markings AQUI, A?, ALI and L? is described with respect to many factors of morphosyntactic and semantic-pragmatic nature: type of construction in which the markers appeared; existence or not of intervening material between the specificity marker item and the NP s nuclear noun; type of noun to which AQUI, A?, ALI and L? are linked; syntactic function of the specified SN; informational status of the NP to which the specificity markers AQUI, A?, ALI and L? are attached; occurrence of conversational implicatures (GRICE, 1982) in the context of use of these specificity markers. Next, a possible grammaticalization trajectory is outlined, according to which AQUI, A?, ALI and L? would had gone from an early spatial deictic indication to the specificity indication. The results point to the existence of forms with varying degree of emergence in this new paradigm of nominal specification, with A? being, probably, the item most grammaticalized, followed by L?, then ALI and AQUI, which permanence in the paradigm do not yet appear to be consolidated

The theoretical part is dealing with the fundamentals of Web APIs, today's related trends and the API's shortages and points of improvement. Another objective of this paper is to compare current data standards of output formats for so called Hypermedia APIs, whereas the most suitable components will be chosen as the output format of this paper's resulting tool. The practical part is dealing with the design and implementation of the tool being developed. Included, there is the description of test scenarios, related benefits for the tool's users as well as a final evaluation of the resulting tool and a discussion of the tool's future potential. The benefits of the tool are evaluated in a case study.

La premiere partie de these presente une synthese de la litterature generee par l'attribution du reseau hertzien americain par la fcc, lors de laquelle des milliers de licences etaient a vendre. Y est presente le mecanisme de vickrey generalise, le mecanisme retenu par la fcc ainsi que des procedures alternatives. La deuxieme partie etudie la forme des mecanismes optimaux sous l'hypothese d'une information privee de dimension un. Nous presentons (chap. 4) l'enchere optimale pour l'attribution de deux objets heterogenes et interdependants. Le chapitre 5 analyse les procedures d'adjudication des marches publics lorsque des pme, encherissant sur des lots specifiques, sont en concurrence avec des entreprises generales, qui soumissionnent sur la totalite des marches. Des regles de mise en oeuvre de la procedure optimale sont presentees et comparees a celles obtenus des lors que l'onpermet le regroupement des pme au sein de gie. Nous prolongeons l'analyse en supposant (chap. 6) que les entreprises peuvent reduire leurs couts par un effort inobservable. Nous demontrons l'optimalite des clauses preferentielles. La derniere partie suppose que les agents disposent d'une information privee multidimensionnelle. Le chapitre 7 presente la forme de l'enchere optimale bidimensionnelleet met en evidence le caractere necessairement allocativement inefficace de la procedure. Le chapitre 8 analyse le probleme de cession des droits de controle d'une entreprise lorsque les repreneurs valorisent tant les dividendes que les benefices prives qu'ils pourront tirer de l'activite de controle. Nous demontrons alors la sous-optimalite de la structure de l'action classique pour le vendeur.

Compared to large vehicles acting individually, platoons of small, inexpensive autonomous underwater vehicles have the potential to perform some missions that are commonly conducted by larger vehicles faster, more efficiently, and at a reduced operational cost. This thesis describes the power system of a small, inexpensive autonomous underwater vehicle developed by the Autonomous Systems Controls Laboratory at Virginia Tech.

Reduction in vehicle size and cost reduces the accuracy of navigational sensors, leading to the need for autonomous calibration. Several models of navigational sensors are discussed, and the extended Kalman filter is used to form an observer for each, which are simulated and analyzed.

In today’s computer environments the systems are getting bigger and more complex for each day that passes by. The motivating factor for this is that the customer wants to achieve more and more with their computer systems than before. The only way to really solve this task is to use even more APIs (Application program interfaces) in their systems.     When using more APIs in a system, there is a chance that the specific system provides the same type of API twice, which of course, is a waste of storage and resources. In addition, the more APIs a system contains, the bigger the risk is for mismanagement of these APIs. In the worst case, this can result in security breaches or data leaks.  This thesis investigates specific APIs provided for a customer of Sigma IT Consulting. The aim is to evaluate and organize the APIs according to their usability criteria. The main focus of the evaluation is the available documentation which will be evaluated by a questionnaire survey distributed to senior software developers at Sigma IT Consulting in Växjö. Conclusions will then be drawn depending on the result from the survey, and we can then see if Azure API management (which is a service to make a system more user – friendly) is accurate in its way of organizing with the API usability as the main focus! Unfortunately, Azure API management did not have any possibility what so ever to customize the API placement in a system, and the only way the APIs are organized is in alphabetical order. Therefore, a prototype with even more sorting functionality than Azure API management will also be presented in this thesis.

Celle-ci se compose notamment de deux éléments : l’autonomie budgétaire, constituée par la liberté dans la définition du budget et notamment dans l’attribution des ressources, et l’autonomie de gestion comptable et financière, caractérisée par le libre emploi des crédits et donc la maîtrise de la dépense. Or, les AI étant enserrées dans des liens de dépendance vis-à-vis de l’Etat, il convient de se demander comment s’articulent de tels liens avec l’autonomie financière des AI. L’autonomie financière mesurée au sein des autorités administratives indépendantes étant perfectible, il convient de la préserver et de l’assurer au moyen d’une protection juridique concrète et effective se manifestant par la mise en place de particularismes éloignant voire détachant les AAI du système financier de droit commun régis par la LOLF
The financial autonomy of independent authorities (IA) is at the same time the most crucial, yet uncertain characteristic of these authorities. Although not full, this autonomy does exist and can be measured through several yardsticks. Autonomy encompasses two elements : on the one hand, fiscal autonomy, consisting in the capacity to freely define the budget, notably by deciding on the allocation of resources and, on the other hand, accounting autonomy, allowing for the free use of payment appropriations and, thus, expenditure control. However, independent authorities being enclosed in relationships of dependence with the state, that’s why we can ask us how articulate these links with the financial autonomy of IA.The financial autonomy that is measured in the independent administrative authorities can beimproved. One should preserve it and guarantee it by means of a concrete and effective legalprotection through the setting up of specificities setting apart independent administrativeauthorities from the general law of the financial system, where the LOLF is applicable

La première partie de cette thèse débute par l'étude de la classification rationnelle et de la confluence des systèmes aux différences singuliers réguliers. Notre approche repose sur une utilisation systématique des séries de factorielles. En ce qui concerne la confluence, nous élucidons le comportement des solutions ainsi que celui des matrices de connexion et nous montrons comment reconstituer les monodromies locales du système différentiel limite à partir des matrices de Birkhoff. Nous proposons ensuite une généralisation de ce travail aux ``systèmes aux (q,h)-différences''. Dans la deuxième partie, nous considérons divers problèmes relatifs à des q-analogues de la transformation de Mellin : effet sur les solutions d'une équation aux q-différences et comportement asymptotique.

La plupart des travaux economiques relatifs a l'analyse des encheres supposent que les offreurs adoptent un comportement non cooperatif. Or, comme le montrent les faits, ils peuvent se coordonner et s'entendre secretement. L'objet de cette these est d'etudier les mecanismes de formation des ententes dans les encheres et appels d'offres ainsi que le probleme de leur prevention et de leur detection. En general, une coordination explicite des offreurs suppose qu'ils echangent l'information privee concernant la valeur de reservation qu'ils affectent a un bien mis aux encheres ou le cout qu'ils associent a la realisation d'un contrat attribue par appel d'offres, afin de designer parmi les membres de l'entente celui qui se verra allouer le bien ou le marche. Dans la mesure ou le choix de cet agent et le partage du surplus cooperatif peuvent dependre de son annonce, celui-ci peut avoir interet a manipuler l'information qu'il revele. Dans ce contexte d'asymetrie d'information, la premiere partie de cette these est consacree a la determination de mecanismes optimaux de coordination des offreurs dans le cadre de procedures d'encheres et d'appels d'offres donnees. La seconde partie de cette these apporte une reflexion generale sur les possibilites de lutte contre la formation des ententes, leur presence dans une enchere ou un appel d'offres reduisant le revenu de l'initiateur de la procedure et pouvant avoir un impact negatif sur le bien-etre social. Elle analyse ainsi les facteurs susceptibles de favoriser la formation des ententes, puis etudie les possibilites de reaction de l'initiateur de l'appel d'offres et enfin s'interesse a l'influence du risque de detection sur la formation des ententes
Most of the theorical auction literature is concerned with the sale of a single object with bidders acting in a non-cooperative way. However, the profitability and prevalence of bid rigging in practice show this assumption cannot be neglected. This thesis deals with collusion mechanisms in auctions and analyses how to prevent and to detect coordinated bidding strategies. The colluding bidders must overcome an adverse selection problem : they don't know how much each of the other cartel members are willing to pay for the item being sold or each of their cost for the contract being allocated. So, each cartel member can have an incentive to argue for a bigger share and to claim the item or the contract. The first part of the thesis derives optimal mechanisms for the cartel to decide who receives the item and how the gain is distributed in auctions and in sealed-bid auctions. In the second part of the thesis, we analyse how to fight collusion in auctions, a collusive bidding behavior reducing the auctionner's revenue and leading to a welfare loss. Factors and conditions which favor coordination are analysed, the auctionner's reaction to mitigate the effect of collusion is studied and finally the bidder's collusive behavior taking the risk of detection is analysed

L’indépendance est, dans toutes les législations, l'un des trois piliers du commissariat des sociétés commerciales. La science et la conscience constituent les deux autres. Ils se renforcent mutuellement pour faire de la fonction de contrôle (droit français), ou de surveillance (droit libanais), le contrepoids nécessaire à l'exercice du pouvoir de direction. Cependant, l’indépendance des commissaires des sociétés commerciales ne peut s'affirmer effectivement qu'à travers leur stabilité juridique et leur émancipation relationnelle au cours de l'exercice de leurs missions. Cette indépendance est fonction du régime juridique de leur nomination et de la cessation ou de l'interruption de leurs fonctions. Cest ce que nous appelons l’indépendance juridique. Elle doit être appréciée à la lumière des procédures censées la garantir. L’indépendance est également fonction des rapports affectifs et des intérêts communs, interdits légalement, susceptibles de lier les commissaires aux comptes aux partenaires influents dans la société contrôlée. A cet aspect psychologique de l’indépendance relationnelle, s'ajoutent les garanties qu'offre le régime de rémunération destine à fixer préalablement la contrepartie économique des activités et des prestations effectuées par les commissaires
One of the three mainstays required in labour management auditorship is independence, whatever the legal system. Professional skill and conscientiousness constitute the remaining two. All three must be interdependent so as to counterbalance managerial decision-making powers and effectively fulfill their regulatory function (under french law) and supervisory function (under lebanese law). However, the independence of corporate auditors may be asserted effectively on the basis of ongoing legal stability and relational autonomy throughout their assigned tasks. This independence relies on legal formulation of the appointment process, and of the termination or interruption of their duties. This is known as legal independence status, the meaning of which must be outlined in light of the procedures meant to guarantee it. Independence is also determined by the extent of personal relationships and shared interests linking corporate auditors to influential partners in the corporation under inspection. These links are illegal. In addition to this psychological aspect, known as relational independence status, there is another guarantee of strict objectivity: the set schedule of fees paid to the corporate auditors for their services
