Abstract:
All prime ministers insist that their government practises cabinet government, and that stories of prime ministerial government are exaggerated. This chapter explores how cabinet government is interpreted in each system. Does it require a formal meeting or is it a process of consultation and coordination? This chapter identifies the different interpretations of collective responsibility. It traces the different routines that are used in the preparation of cabinet submissions and how agendas for cabinet are determined. It shows how cabinets are used in the different countries: for information,

Cabinets, Ministers, and Gender explores why men have been more likely than women to be appointed to cabinet, why gendered patterns of appointment vary cross-nationally, and why, over time, women’s inclusion in cabinets has grown significantly. The book is innovative in conceiving of cabinet formation as a gendered process governed by rules that empower and constrain presidents and prime ministers as selectors of cabinet ministers, and rules that prescribe, prohibit, and permit a range of criteria (experiential, affiliational, and representational) that qualify individuals for inclusion in cab

Abstract:
In a democracy, a constitutional separation of powers between the executive and the assembly may be desirable, but the constitutional concentration of executive power in a single human being is not. The book defends this thesis and explores ‘semi-parliamentary government’ as an alternative to presidential government. Semi-parliamentarism avoids power concentration in one person by shifting the separation of powers into the democratic assembly. The executive becomes fused with only one part of the assembly, even though the other part has at least equal democratic legitimacy and robust veto powe

Abstract:
Why is cabinet government so resilient? Despite many obituaries, why does it continue to be the vehicle for governing across most parliamentary systems? This book answers these questions by examining the structure and performance of cabinet government in five democracies: the United Kingdom, Denmark, the Netherlands, Switzerland, and Australia. The book is organized around the dilemmas that cabinet governments must solve: how to develop the formal rules and practices that can bring predictability to the daily business and allow consistent decision making; how to balance good policy with good p

The conclusion first assesses the prime ministers against the criteria set out in the introduction: their longevity, their control over their parties, and their ability to shape the agenda. The first two can provide evidence of those who were successful. Noticeably those who brought their party from opposition to government were those who were likely to flourish. Second, the conclusion explores the difference between the four political systems and the impact they have on the working of the prime ministers. It identifies the variations in cabinet practices and the degree to which cabinet remain

Abstract:
Chapter 1 contends that long-distance voyages became increasingly tedious during the nineteenth century as navigational techniques improved and as the novelty of sailing to India and Australia wore off. Whereas in the eighteenth century ships had made frequent stops for water and provisions and to engage in trade, by the nineteenth century voyages to the East were generally made nonstop and out of sight of land for almost the entire distance. Shipboard diaries make clear that the worst part about these journeys was not the storms or cramped cabins, but the boredom of spending day after day out
