Abstract:
IntroductionThe Western Australia (WA) Acute TeleStroke Programme commenced incrementally across regional WA during 2016–2017. Since the introduction of the TeleStroke Programme, there has been monitoring of service outputs, including regional patient access to tertiary stroke specialist advice and reperfusion treatment; however, the impact of consultation with a stroke specialist via telehealth (videoconferencing or telephone) on the effectiveness and cost-effectiveness of stroke care and the drivers of cost-effectiveness has not been systematically evaluated.Methods and analysisThe aim of the case study was to examine the impact of consultation with a stroke specialist via telehealth on the effectiveness and cost-effectiveness of stroke and transient ischaemic attack care using a mixed methods approach. A categorical decision tree model will be constructed in collaboration with clinicians and programme managers. A before and after comparison using state-wide administrative datasets will be used to run the base model. If sample size and statistical power permits, the cases and comparators will be matched by stroke type and presence of CT scan at the initial site of presentation, age category and presenting hospital. The drivers of cost-effectiveness will be explored through stakeholder interviews. Data from the qualitative analysis will be cross-referenced with trends emerging from the quantitative dataset and used to guide the factors to be involved in subgroup and sensitivity analysis.Ethics and disseminationEthics approval for this case study has been granted from the Western Australian Country Health Service Human Research and Ethics Committee (RGS3076). Reciprocal approval has been granted from Curtin University Human Research Ethics Office (HRE2019-0740). Findings will be disseminated publicly through conference presentation and peer-review publications. Interim findings will be released as internal reports to inform the service development.

Oil and gas projects inherently require significant sums of capital investments. Uncertainty in the global financial climate, coupled with volatile commodity prices and unrelenting cost escalations, is contributing to the risk of a world-wide credit crunch. In an ever-tightening capital market, investors are forced to compete globally for equity amidst rising costs of capital and an unprecedented demand for accountability by capital providers. Despite tough economic times, Australia has remained one of the world’s leading centres for raising capital for global oil and gas exploration and development exploits. Many players increasingly access Australia’s liquid capital markets to fund emerging oil and gas ventures in locations including Africa, Asia and the Americas. Australia has conducive regulatory and fiscal rules, which make it an attractive holding company jurisdiction to locate either global or regional oil and gas headquarters. There are, however, many aspects of Australia’s fiscal rules that are often overlooked and can prove costly for the global tax effectiveness of investing through Australia and the flow-on impact on global after-tax funding costs in a capital-constrained environment. This peer-reviewed paper seeks to canvass the following: overview of Australia’s holding company tax regime, including Australia’s participation exemption, branch profits exemption and controlled foreign company rules; accidental permanent establishment risks for Australian entities operating abroad; treatment of equity-raising costs; cost allocations for management, technical services and head office support; funding of foreign operations and subsidiaries; holding intellectual property rights and conducting research and development in Australia versus abroad; and Australia’s arm’s length rules.

IntroductionSchool canteens are the most frequently accessed take-away food outlet by Australian children. The rapid development of online lunch ordering systems for school canteens presents new opportunities to deliver novel public health nutrition interventions to school-aged children. This study aims to assess the effectiveness and cost-effectiveness of a behavioural intervention in reducing the energy, saturated fat, sugar and sodium content of online canteen lunch orders for primary school children.Methods and analysisThe study will employ a cluster randomised controlled trial design. Twenty-six primary schools in New South Wales, Australia, that have an existing online canteen ordering system will be randomised to receive either a multi-strategy behavioural intervention or a control (the standard online canteen ordering system). The intervention will be integrated into the existing online canteen system and will seek to encourage the purchase of healthier food and drinks for school lunch orders (ie, items lower in energy, saturated fat, sugar and sodium). The behavioural intervention will use evidence-based choice architecture strategies to redesign the online menu and ordering system including: menu labelling, placement, prompting and provision of feedback and incentives. The primary trial outcomes will be the mean energy (kilojoules), saturated fat (grams), sugar (grams) and sodium (milligrams) content of lunch orders placed via the online system, and will be assessed 12 months after baseline data collection.Ethics and disseminationThe study was approved by the ethics committees of the University of Newcastle (H-2017–0402) and the New South Wales Department of Education and Communities (SERAP 2018065), and the Catholic Education Office Dioceses of Sydney, Parramatta, Lismore, Maitland-Newcastle, Bathurst, Canberra-Goulburn, Wollongong, Wagga Wagga and Wilcannia-Forbes. Study results will be disseminated through peer-reviewed publications, reports, presentations at relevant national and international conferences and via briefings to key stakeholders. Results will be used to inform future implementation of public health nutrition interventions through school canteens, and may be transferable to other food settings or online systems for ordering food.Trial registration numberACTRN12618000855224.

This study investigated guidance officer and school counsellor perceptions of the effectiveness of expressive therapies as used in Australian schools. The question was posed as to whether the use of expressive therapies — also know as emotional release counselling (ERC) — can be effective in promoting positive emotional and behavioural outcomes for student clients. The literature and the results of this study point to the overall effectiveness of ERC, with significant increases noted in positive emotional and behavioural outcomes and in motivation to attend counselling. Improvements, after the implementation of ERC, were also apparent in the counsellor and client relationship.

The complexity of the socio-economic situation at all levels requires a detailed study of the regional development strategy issues and monitoring the implementation of presidential and government decrees. Various approaches to management were considered, for example, the national projects development implementation issues. National projecting, as a new tool for implementing state concepts, is an effective management method. The set of the project office functions provides control over the implementation of national projects at the level of development of municipalities of the Russian Federation. Historically, the level of socio-economic development of the territory has been measured and is measured using the identification of long-term trends in the development of key socio-economic indicators. The article presents a methodology that allows you to evaluate the effectiveness of project management tools since based on the results of its assessment, you can make informed management decisions and judge the effectiveness of the work of local authorities. Therefore, the aim of the scientific article was to develop an effective methodology that allows us to evaluate the effectiveness of the project office functions implemented in the management of the socio-economic development of the municipality. As a result of the study, systemic relationships were revealed of the impact of the project office on the indicators of the socio-economic development of the municipality, which was presented in the work as an important aspect of the study, the significance of which is due to the priorities of sustainable, balanced, competitive, integrated development of the Russian regions. In connection with the socio-economic policy pursued by the state, which requires speedy acceleration of the socio-economic development of municipalities, the effectiveness of the result of the application of the project approach in the municipal authorities was studied in detail.

The article deals with the clarification of the essence of professional development of public servants of the State Employment Service of Ukraine. The article proves that the requirements, which society nowadays places in the professional activity of public servants, envisage not only increased responsibility and effectiveness in its implementation, but also continuous improvement of the level of its professional qualification by civil servants. For public servants to qualify for their duties today it is not enough to possess only narrow-profile knowledge, they need the knowledge and understanding of the mechanisms of interaction of the state, society and individual citizens. It is established that for today professional development of public service is fundamental in the context of postgraduate education of civil servants, because any political strategies are formed and implemented through the human prism. The review of professional development is outlined as: systematically organized process of continuous professional training of the personnel for its preparation for implementation of new production functions, professional qualification promotion, formation of reserve managers and improvement of personnel structure; providing and organizing the learning process to achieve the goals set by the organization; improving skills and competences, expanding knowledge, raising competency, inclining and learning enthusiasm at all levels of the organization, contributing to continuous growth.

School districts increasingly push school leaders to utilize multiple measures of teacher effectiveness, such as observation ratings or value-added scores, in making talent management decisions, including teacher hiring, assignment, support, and retention, but we know little about the local conditions that promote or impede these processes. We investigate the barriers to principals’ use of teacher effectiveness measures in eight urban districts and charter management organizations that are investing in new systems for collecting such measures and making them available to school leaders and the supports central offices are building to help principals overcome those barriers. Interviews with more than 175 central and school leaders identify barriers in three main areas related to accessing measures, analyzing them, and taking action based on their analysis. Supports fall into four categories: professional development, connecting principals to sources of expertise, creating new structures or tools, and building a data use culture. Survey analysis suggests that indeed principals in high support systems perceive lower barriers to data use and report greater incorporation of teacher effectiveness measures into their talent management decisions.

The whole article aims to explore the interdependency among both incitation and organization effectiveness and to study the relevance between recompense structures on business reputation. The pattern of stimulation at task has a straightforward effect on the quality of employees. Employees are more productive and essential parts of managing health perform their duties to their fullest extent and thus increase their work statistics. For leadership and management, inciting employees was already a core issue. Low motivation workers can make almost no commitment, escape the office as often as practicable, resign if another option is provided and effectively delegate task. Managers must get to train their customers quite well, while using multiple strategies to encourage also every staff according to individual specific needs and desires. In the present post, we want to appreciate the importance of motivating workers to boost efficiency and productivity in their office. Even the ideas and methods of employee sedition should be presented. The key objective is to achieve a connection between both the incentive and success of workers and the effectiveness of certain firms. Issues concerning inciting hatred and quality of work life were established, as well as the connection between staff was narrowly explained in the scientific report and many were addressed in the last few days documentation and reporting.

The present research aims to determine the strategic role of OIR in university organizational development, investigating its features and dimensions in the selected universities. The findings highlight the most important strategies of OIR as follow: 1.collection, analysis, and publication of information, 2.studying on the process, planning, performance, resources, and effectiveness of decision making units in universities, 3.supporting the decision making of university management in planning and policy making, and improving the quality. The results of the current research depict a conceptual pattern involving the strategic elements of institutional research.

Abstract:
This research is in response to the current debate on aid in Australia. The debate focuses on the volume of money allocated to aid rather than the impact. While Australian aid is still far from the UN commitment of 0.7 per cent of gross national income, this focus has kept public debate superficial and has deflected attention away from the more important discussion: is aid achieving outcomes and impacting positively in areas identified by developing countries as essential for their sustainable development.
The release of the first Annual Review of Development Effectiveness provided the impetus to investigate whether the newly formed Office of Development Effectiveness (ODE) will introduce changes that will improve Australia’s approach to aid. Framed within national interest, development and aid literature, this research analyses what limitations, if any, there are to reform of aid policies and practices in Australia.
The thesis concludes that the potential for the ODE to significantly improve the effectiveness of Australia aid is limited. It is one of many voices – including the powerful national interest agenda furthered by foreign policymakers – shaping Australian aid policy and practice. However, the furthering of Australian national interest – narrowly defined as security and economic considerations – through the aid program is at the expense of poverty alleviation objectives. This negatively affects how the development ‘problem’ is framed and thus the focus of aid policy. Furthermore, efforts to prioritise national interest considerations undermine the adoption of ‘good’ practice essential for sustainable development.
This is a political reality that is unlikely to change. Thus, the role of the ODE is to provide recommendations within this restricted framework. However, it is only through scrutiny, discussion and debate that the discrepancy between ‘good development’ in theory and in practice can be narrowed. This should also be the role of the ODE.

The intention of the study is to determine the effectiveness and efficiency of the training programmes run by the Training and Development section in the Office of the Auditor General (OAG). Entering into the 21st century in South Africa, training and development has emerged in business as the way to create employment and develop skills. Worldwide the economy is on a fast path of globalisation. Due to globalisation and the changes required in global markets, training and development is the driving force to meet the demand for technical staff and highly skilled workers to meet with economic challenges. The majority of the South African labour force requires new or significantly expanded skills to keep up with the demands of their jobs. This includes new technology, management, customer service and basic skills training. Through training, employees gain skills, abilities, knowledge and attitudes that help them perform effectively in present and future jobs. The literature examined the determination of training needs, developing training programmes, selection of trainees, training objectives, different training programmes, presentation of training, conditions for effective training, the training practitioner and the evaluation of training. The findings of the research have assessed the functional value of the training from literature; determined the attitudes of the participants in the training programmes; ascertained that the emotional needs of the participants have been met; determined that training and communication within the OAG is adequately managed and determined that training and customer service are sufficiently interfaced.

This chapter explores the role of the Chief Information Officer (CIO). A detailed review of the existing literature traces the evolution of this role and highlights its characteristics and configurations. CIO role effectiveness can be described in terms of three demand-side roles: strategist, relationship architect, integrator, and three supply-side roles: educator, information steward, and utility provider. To explore the configuration of roles of CIOs in Australia, a large-scale survey of CIOs was conducted. The Australian results, based on 174 responses, are compared with those from similar studies in USA. The top priority for the Australian CIO was information steward, ensuring organizational data quality and security and recruiting and retaining IT skilled staff. In comparison, the first priority for the USA CIOs was utility provider - building and sustaining solid, dependable, and responsive IT infrastructure services. This study's findings have implications for CIO career development and recruitment.

Electronic government (E-government) portals are considered one of the most popular conduits for offering government services online. Successful e-government portal development projects have been lauded in several academic and practitioner papers. These projects have concentrated on integrating government agencies by working to break the traditional silo-based view of the government and providing seamless integrated online services to citizens. However, the rate of adoption for e-government portals by citizens has been much lower than expected. A major reason identified in the literature for this is a lack of understanding of managerial considerations that affect portal development and subsequent adoption. In this chapter, we present a framework of managerial considerations for the development of e-government portals. The framework builds upon available literature in the field of e-government and public administration. It consists of eight key front-office and back-office considerations that contribute to successful development of an e-government portal. It provides an excellent platform for future research on e-government portals. The framework can also be extended to managers as a useful tool for ascertaining the effectiveness of their government portal development.

E-Governance is the process of delivering public services to the citizens through the Information and Communication Technology with reliability, transparency and efficiency, without breaking the concept of cost-effectiveness. E-governance saves money, fuel and time of citizens by avoiding the visits of the government offices and on the other hand it saves money of government which is used for office maintenance. Though the concept of e-Governance was started in eighth decade of the 20th century, it entered the second phase (organized / wireless + satellite) in India with NeGP-1.0 in 2006. This article explores the growth and development of e-Governance in INDIA. The authors also present the analysis of the implemented e-Governance projects based on comparison with other regions of the world. Moreover, this paper also identifies the obstacles that need to be overcome to provide seamless access to the government services to the citizens.

Herfkens and Short left their cabinet positions in 2002–3, the former because of a government change, the latter over disagreement with the government’s policy in the Iraq War. But Johnson stayed in office until 2005 and Wieczorek-Zeul until 2009, pushing for implementation of the U4 agenda in different contexts and with different partners. They continued to collaborate with each other, the UK, and the Nordics, on specific issues. Thus, while a systemic and fully fledged U4 cooperation never re-emerged at the political and ministerial level, there was a transition over time. The U4 did not disappear from the international scene as much as they faded away as a ministerial group. This chapter reviews this transition roughly over the period 2003–8, discussing key aspects of international cooperation for development: the Rome–Paris–Accra accords on Aid Effectiveness, the UN 2005 Millennium Development Goals Review, the Doha Round of Multilateral Trade Negotiations; changes in HIPC, the Doha Review Conference on Financing for Development, and other aspects of international cooperation over this period.

This chapter presents an assessment of the IMF’s role in countries in fragile and conflict-affected situations, drawing primarily on the findings of a recent evaluation report by the Independent Evaluation Office. The IMF is widely acknowledged to have made significant contributions to helping build core economic policy institutions, achieve macroeconomic stability, and promote macro-critical reforms in these countries. Quantitative analyses based on a “dynamic” list of fragile states suggest that the IMF’s program engagement has been positively associated with increased tax revenue, higher GDP growth, and greater official aid inflows. Even so, the IMF’s business model, focused on short-term macroeconomic stabilization, has a tendency to treat fragile states like any other country and does not always fit well with their long-term sustained development needs. The chapter argues that the IMF’s support for fragile states has yet to achieve its full potential and identifies areas where effectiveness can be strengthened.

The more than 100 million patents registered in the European Patent Office provide an unprecedented source of scientific and technological information in the history of mankind. The technological management of this information is exploited to develop technological advances in scientific, technological, and educational organizations and companies. New standards of product and process safety and effectiveness have been introduced across the world, and public and private business strategies are under constant review to comply with the prevailing paradigm. The health sector releases more than 1 million papers a year on scientific progress, while technological (patents) advance 10% per year. Therefore, updating the contribution of the information science through scientific and technological knowledge in intellectual property, a case study, will provide a contribution to reflection for the business in research, development, and innovation in health. These facts lead to constant adjustments of business in companies, universities, and government actions. In 2017, three lists of strategic products for the Brazilian Health System were changed. Using new intelligence systems, the government has adopted new strategic partnerships with the private sector, and were conceived in 2017 (others replaced) with budgets of more than US$ 2 billion. This chapter explores the contribution of information science through scientific and technological knowledge in intellectual property.

The study examines the peculiarities of the implementation of gender policy in the field of security and defense by the example of the UN and NATO. To achieve this goal, we considered the legal regulation of gender equality in the field of security and defense of the UN and NATO; analyzed the work of institutional mechanisms for the implementation of gender policy in the field of security and defense by the example of the UN and NATO; characterized the peculiarities of cooperation between Ukraine, the UN and NATO in ensuring gender equality in the field of security and defense. The legal regulation of gender equality at the UN and NATO levels was considered, in particular a number of resolutions (UN Security Council Resolutions on Women, Peace and Security No. 1325, No. 1820, No. 1888, No. 1889, No. 1960, No. 2106, No. 2122, No. 2422, No. 2467, No. 2493), which recognizes the importance of involving women and gender mainstreaming in peace negotiations, humanitarian planning, peacekeeping, post-conflict peacebuilding, governance, and equal participation of women at all levels of conflict prevention or protection from sexual violence. Also the authors analyzed the work of institutional mechanisms responsible for the implementation of gender policy of the UN and NATO, in particular, their expertise and scope of activities. It was clarified that the following persons responsible for the implementation of UN Security Council Resolutions in NATO: Special Representative of the Secretary-General for Women, Peace and Security; NATO Gender Office; Gender Adviser at the International Military Staff; a number of advisory committees and working groups led by NATO Strategic Command; Civil Society Advisory Council on Women, Peace and Security. At the same time, the UN has seven expert institutions and regional independent human rights experts to combat discrimination and gender-based violence against women and girls: UN Special Rapporteur on Violence against Women; UN Committee on the Elimination of Discrimination against Women; UN Working Group on Discrimination against Women and Girls; Committee of Experts on the Follow-up Mechanism to the Belem-Par Convention; Expert Group on Combating Violence against Women and Domestic Violence; Special Rapporteur on Human Rights in Africa of the African Commission on Human Rights; Human Rights Rapporteur. In addition, a number of sub-organizations and programs have been established at the UN level to achieve gender equality in all spheres of life, such as the United Nations Development Program (UNDP), the HeForShe IMPACT 10x10x10 movement and the UN-Women. Aspects of Ukraine's cooperation with the UN and NATO in ensuring gender equality in the field of security and defense are highlighted separately. The importance and effectiveness of cooperation between Ukraine and the Alliance during the war in Eastern Ukraine have been established. The support by the UN of Ukraine in fulfilling the obligations within the international regulatory framework on the introduction of gender equality and women’s rights was also analyzed.

Abstract:
The aim of this study was the identification of spatial differentiation of agricultural productive potential and the assessment of effectiveness of its use in Poland. According to the EUROSTAT data in 2011 Polish agriculture comprised 8.35 % of agricultural area of the European Union and 20 % of the labour force of the EU agricultural sector. At the same time Poland’s share in the EU agricultural production was only 5.79 %. In order to evaluate the differentiation level of agricultural productive potential as well as the effectiveness of its use a synthetic measurement was employed that used the TOPSIS method. The research was based on the statistical data obtained form the Main Statistical Office for the year 2011. Based on the synthetic measure 4 typological groups of regions were singled out due to their productive potential. The measure used ranged from 0.27 to 0.63 and for the majority of voivodships it did not exceed the average value for Poland. The research shows that Poland is also a country that is extremely diverse as regards the effectiveness of use of production capacity of agriculture. The synthetic measures showed here a strong differentiation ranging from 0 to 0.86. Moreover, the research findings indicate that the effectiveness of productive potential in agriculture in the highest in the regions characterised by a high socioeconomic development.

Office-based endoscopic procedures are becoming an increasingly attractive option for the treatment of laryngeal abnormalities, but their effectiveness is limited by the lack of articulation in currently available surgical instruments. In this paper, we propose the development of novel miniaturized steerable instruments aimed to overcome this limitation and extend a surgeon’s reach inside the larynx. To guide the designs of these new instruments, we report on a simulation study which uses image-based anatomical models to derive the kinematic requirements to operate inside the laryngeal cavity.

AlliedSignal Engines is addressing critical concerns slowing the commercialization of structural ceramics in gas turbine engines. These issues include ceramic component reliability, commitment of ceramic suppliers to support production needs, and refinement of ceramic design technologies. The stated goals of the current program are to develop and demonstrate structural ceramic technology that has the potential for extended operation in a gas turbine environment by incorporation in an auxiliary power unit (APU) to support automotive gas turbine development. AlliedSignal Engines changed the ATTAP ceramic engine test bed from the AGT101 automotive engine to the 331-200[CT] APU. The 331-200[CT] first-stage turbine nozzle segments and blades were redesigned using ceramic materials, employing design methods developed during the earlier DOE/NASA-funded Advanced Gas Turbine (AGT) and the ATTAP programs. The ceramic design technologies under development in the present program include design methods for improved resistance to impact and contact damage, assessment of the effects of oxidation and corrosion on ceramic component life, and assessment of the effectiveness of nondestructive evaluation (NDE) and proof testing methods to reliably identify ceramic parts having critical flaws. AlliedSignal made progress in these activities during 1993 ATTAP efforts. Ceramic parts for the 331-200[CT] engine have been fabricated and evaluated in component tests, to verify the design characteristics and assure structural integrity prior to full-up engine testing. Engine testing is currently underway. The work summarized in this paper was funded by the U.S. Dept. of Energy (DOE) Office of Transportation Technologies and administered by NASA-Lewis Research Center, under Contract No. DEN3-335.

The AlliedSignal/Garrett Model 331-200[CT] Auxiliary Power Unit (APU) is being used as a ceramics test bed engine. For this program, the APU First-stage turbine blades and nozzles were redesigned using ceramic materials, employing the design methods developed during the earlier DOE/NASA funded Advanced Gas Turbine (AGT) and Advanced Turbine Technologies Application Project (ATTAP) programs. The present program includes ceramic component design, fabrication, and testing, including component bench tests and extended engine endurance testing and field testing. These activities will demonstrate commercial viability of the ceramic turbine application. In addition, manufacturing process scaleup for ceramic components to the minimum level for commercial viability will be demonstrated. Significant progress has been made during the past year. Engine testing evaluating performance with ceramic turbine nozzles has accumulated over 910 hours operation. Ceramic blade component tests were performed to evaluate the effectiveness of vibration dampers and high-temperature strain gages, and ceramic blade strength and impact resistance. Component design technologies produced impact-resistance design guidelines for inserted ceramic axial blades, and advanced the application of thin-film thermocouples and strain gages on ceramic components. Ceramic manufacturing scaleup activities were conducted by two ceramics vendors, Norton Advanced Ceramics (East Granby, CT) and AlliedSignal Ceramic Components (Torrance, CA). Following the decision of Norton Advanced Ceramics to leave the program, a subcontract was initiated with the Kyocera Industrial Ceramics Company Advanced Ceramics Technology Center (Vancouver, WA). The manufacturing scaleup program emphasizes improvement of process yields and increased production rates. Work summarized in this paper was funded by the U.S. Dept. The fabrication processes for these components provide the framework for demonstration of ceramic manufacturing process scale-up to the minimum level for commercial viability. Ceramic engine components have been fabricated and are now being evaluated in laboratory engine testing. This testing is helping to refine the component designs and focus the development of ceramic component technologies. Extended engine endurance testing and field testing in commercial aircraft is planned, to demonstrate ceramic component reliability. Significant progress was made during 1996 in the ceramic component manufacturing scale-up activities. The CTEDP ceramics subcontractors, AlliedSignal Ceramic Components (Torrance, CA) and Kyocera Industrial Ceramics Corporation (Vancouver, WA) demonstrated increased capacity and improved yields of silicon nitride materials. Planned ceramic turbine nozzle manufacturing demonstrations were initiated by both companies. Ceramic design technology was further refined in several areas. Work continued in defining boundary conditions for impact modeling of ceramic turbine engines, including completion of a three-dimensional trajectory analysis for combustor carbon particles in the engine flowpath. Contact rig tests and supporting analyses helped define the effectiveness of compliant layers in reducing ceramic turbine blade attachment contact stresses, and the results are aiding the evolution of more effective compliant layer configurations. This work supported evaluation of various ceramic turbine blade attachment designs in subelement and engine tests. Thin-film strain gage technology for measuring vibratory levels at high temperatures was successfully applied on ceramic turbine blades. Ceramic materials were screened for susceptibility to cyclic hot corrosion fatigue at the conditions affecting turbine blades. Stress rupture testing in support of the proof test methodology development was completed. Engine endurance tests with ceramic turbine nozzles accumulated over 482 additional hours of successful operation. Ceramic turbine blades were successfully demonstrated in over 190 hours of engine operation. This work brought the combined ceramic component engine test experience to over 1500 operating hours. Work summarized in this paper was funded by the DoE Office of Transportation Technologies, as part of the Turbine Engine Technologies Program, and administered through Fiscal Year 1996 by the NASA Lewis Research Center, Cleveland, OH under Contract No. OEN3-335.

The task of mapping the existing procedures and methodologies of subsidies provided from the state budget in terms of efficiency, transparency and effectiveness and proposing their evaluation, the Office of the Plenipotentiary of the Government of the Slovak Republic for Civil Society Development resulted from the Strategy of Civil Society Development in Slovakia Action Plan 2019-2020. The analysis is based on research solved for the needs of practice and focuses on ministries, central state administration bodies and funds of the Slovak Republic, which is a total of 21 institutions that provide subsidies for non-governmental organizations as carriers of innovative solutions to regional disparities. The aim of this paper is to review all subsidy schemes of the ministries and evaluate them in terms of efficiency, transparency and effectiveness, ie. to map existing procedures and methodologies for providers of public resources in the form of subsidies provided from the state budget, which determine how goals / measurable indicators proving the meaning of provided public resources are to be set and at the same time enable them to be evaluated. Based on the mapped and evaluated state, we propose additional procedures and methodologies that will allow a comprehensive evaluation of the effectiveness, transparency and efficiency of spent funds of individual subsidy programs provided from the state budget and which can also be used to provide subsidies at regional and local level.

The inventory, evaluation and treatment of cultural resources represent a significant challenge for siting and permitting natural gas pipelines. Project sponsors assist the Federal Energy Regulatory Commission’s Office of Energy Projects with meeting its obligations under Section 106 of the National Historic Preservation Act. The increasing sophistication of compliance with Section 106 is reflected in the Office of Energy Project’s 2002 Guidelines for Reporting on Cultural Resources Investigations for Pipeline Projects. Recent pipeline projects in the United States have involved environmental study corridors that are both wide and extensive, a combination that results in the identification of large numbers of cultural properties. The process of cultural resources management begins in the project planning stage with the development of site location modeling, analysis of previous investigations within or near Areas of Potential Effect, and consideration of the likelihood for encountering potentially eligible National Register of Historic Places properties. Using this information, site detection survey strategies can be developed that intensively target only sensitive portions of the Area of Potential Effect. During the survey, identification of archaeological sites, historic structures, or cultural landscapes requires prompt evaluation of National Register eligibility status for the purposes of avoidance or development of treatment plans. This presentation considers the Section 106 compliance process and how project sponsors can effectively manage cultural resources to ensure cost effectiveness and maintenance of restricted project schedules, while meeting the objectives of the National Historic Preservation Act.

The Office of Research and Development of the Federal Railroad Administration (FRA) and the Volpe Center are continuing to evaluate new technologies for increasing the safety of passengers and operators in rail equipment. In recognition of the importance of override prevention in train-to-train collisions in which one of the vehicles is a locomotive, and in light of the success of crash energy management technologies in cab car-led passenger trains, the Volpe Center seeks to evaluate the effectiveness of components that could be integrated into the end structure of a locomotive that are specifically designed to mitigate the effects of a collision and, in particular, to prevent override of one of the lead vehicles onto the other. A research program has been conducted to develop, fabricate and test two crashworthy components for the forward end of a locomotive: (1) a deformable anti-climber, and (2) a push-back coupler. Detailed designs for these components were developed, and the performance of each design was evaluated through large deformation dynamic finite element analysis (FEA). Designs for two test articles that could be used to verify the performance of the component designs in full-scale tests were also developed. The two test articles were fabricated and dynamically tested by means of rail car impact in order to verify certain performance characteristics of the two components relative to specific requirements. The tests were successful in demonstrating the effectiveness of the two design concepts. Test results were consistent with finite element model predictions in terms of energy absorption capability, force-displacement behavior and modes of deformation.

Abstract:
One of the critical aspects of athletes’ fitness for effective competitive performance is the development of special cognitive qualities, in particular attention deficits. The development and enhancement of attention is important for increasing the effectiveness of sporting activities, and above all as a tool for controlling what happens when playing sports. However, original techniques of attention improvement in children are, to date, insufficient. The age of 8-10 is known to be a sensitive period for attention development. In our opinion, these are all strong arguments for developing a comprehensive methodology for developing young badminton players’ attention. During the pedagogical experiment, standard tests were used: the application of Gorbov’s tables, ‘Pyramid-tunnel’, the application of a Correction table; pedagogical observation and mathematical processing of the results using Microsoft Office Excel 2007. The credibility of disparities was calculated against Student’s criteria at significance level р . 0.05. The main constituents of attention for being successful in badminton are the scope, capability for shifting and keeping focus. The proposed integrated technique of attention improvement in young badminton players at the age of 8-10 caused a substantial improvement of sports achievements in the test group compared to the reference group. This shows that our methodology has a positive trend in the development of attention functions and is effective for young athletes.

This report summarizes the results of the Office of Evaluation and Oversight's (OVE) annual validation of the self-assessments of project performance and results completed by the Inter-American Development Bank (IDB) and IDB Invest in 2019-2020. The IDB and IDB Invest have systems in place to measure the development effectiveness of their operations. These systems use a number of instruments to assess projects at the design, implementation, and completion phases. The design-phase assessment uses a “Development Effectiveness Matrix” (DEM) for sovereign guaranteed (SG) operations. The effectiveness of non-sovereign guaranteed (NSG) operations is measured with a “Development Effectiveness Learning, Tracking, and Assessment tool” (DELTA). Implementation-phase assessments measure SG operations with “Project Monitoring Reports,” while NSG operations are assessed with “Project Supervision Reports.” Upon completion, SG projects are self-evaluated with “Project Completion Reports,” or PCRs. NSG operations, use “Expanded Supervision Reports,” or XSRs when they reach early operation maturity (EOM). OVE validates Managements self-evaluations (PCRs and XSRs) and assigns a final project performance rating to each operation. As part of the 2020 validation cycle, OVE reviewed PCRs for 63 operations, 62 with operational closure (CO fully justified) in 2018 and one in 2013. XSRs were reviewed for 36 IDB Invest operations that had reached early operating maturity (EOM) in 2018.

This paper discusses how ALRE has applied the COM-B (Capability, Opportunity, Motivation and Behaviour) (Mayne 2018; Mayne 2016; Michie, van Stralen and West 2011) model of behaviour change to explore the interactions and influencing strategies between researchers and policymakers in the context of agricultural policy research in Africa. These insights have produced the Diamond of Influence, a new ALRE-adapted model, which applies each of the COM-B elements to discuss the different aspects of research to policy processes, drawing on examples of how researchers in each of the APRA focus countries (Ethiopia, Ghana, Malawi, Nigeria, Tanzania and Zimbabwe) are engaging in policy spaces.

The “leave no one behind” principle of the 2030 Agenda for Sustainable Development requires appropriate indicators for different segments of a country’s population. This entails detailed, granular data on population groups that extend beyond national trends and averages. The Asian Development Bank (ADB), in collaboration with the National Statistical Office of Thailand and the Word Data Lab, conducted a feasibility study to enhance the granularity, cost-effectiveness, and compilation of high-quality poverty statistics in Thailand. This report documents the results of the study, providing insights on data collection requirements, advanced algorithmic techniques, and validation of poverty estimates using artificial intelligence to complement traditional data sources and conventional survey methods.
