Abstract:
IntroductionThe Western Australia (WA) Acute TeleStroke Programme commenced incrementally across regional WA during 2016–2017. Since the introduction of the TeleStroke Programme, there has been monitoring of service outputs, including regional patient access to tertiary stroke specialist advice and reperfusion treatment; however, the impact of consultation with a stroke specialist via telehealth (videoconferencing or telephone) on the effectiveness and cost-effectiveness of stroke care and the drivers of cost-effectiveness has not been systematically evaluated.Methods and analysisThe aim of the case study was to examine the impact of consultation with a stroke specialist via telehealth on the effectiveness and cost-effectiveness of stroke and transient ischaemic attack care using a mixed methods approach. A categorical decision tree model will be constructed in collaboration with clinicians and programme managers. A before and after comparison using state-wide administrative datasets will be used to run the base model. If sample size and statistical power permits, the cases and comparators will be matched by stroke type and presence of CT scan at the initial site of presentation, age category and presenting hospital. The drivers of cost-effectiveness will be explored through stakeholder interviews. Data from the qualitative analysis will be cross-referenced with trends emerging from the quantitative dataset and used to guide the factors to be involved in subgroup and sensitivity analysis.Ethics and disseminationEthics approval for this case study has been granted from the Western Australian Country Health Service Human Research and Ethics Committee (RGS3076). Reciprocal approval has been granted from Curtin University Human Research Ethics Office (HRE2019-0740). Findings will be disseminated publicly through conference presentation and peer-review publications. Interim findings will be released as internal reports to inform the service development.

Oil and gas projects inherently require significant sums of capital investments. Uncertainty in the global financial climate, coupled with volatile commodity prices and unrelenting cost escalations, is contributing to the risk of a world-wide credit crunch. In an ever-tightening capital market, investors are forced to compete globally for equity amidst rising costs of capital and an unprecedented demand for accountability by capital providers. Despite tough economic times, Australia has remained one of the world’s leading centres for raising capital for global oil and gas exploration and development exploits. Many players increasingly access Australia’s liquid capital markets to fund emerging oil and gas ventures in locations including Africa, Asia and the Americas. Australia has conducive regulatory and fiscal rules, which make it an attractive holding company jurisdiction to locate either global or regional oil and gas headquarters. There are, however, many aspects of Australia’s fiscal rules that are often overlooked and can prove costly for the global tax effectiveness of investing through Australia and the flow-on impact on global after-tax funding costs in a capital-constrained environment. This peer-reviewed paper seeks to canvass the following: overview of Australia’s holding company tax regime, including Australia’s participation exemption, branch profits exemption and controlled foreign company rules; accidental permanent establishment risks for Australian entities operating abroad; treatment of equity-raising costs; cost allocations for management, technical services and head office support; funding of foreign operations and subsidiaries; holding intellectual property rights and conducting research and development in Australia versus abroad; and Australia’s arm’s length rules.

IntroductionSchool canteens are the most frequently accessed take-away food outlet by Australian children. The rapid development of online lunch ordering systems for school canteens presents new opportunities to deliver novel public health nutrition interventions to school-aged children. This study aims to assess the effectiveness and cost-effectiveness of a behavioural intervention in reducing the energy, saturated fat, sugar and sodium content of online canteen lunch orders for primary school children.Methods and analysisThe study will employ a cluster randomised controlled trial design. Twenty-six primary schools in New South Wales, Australia, that have an existing online canteen ordering system will be randomised to receive either a multi-strategy behavioural intervention or a control (the standard online canteen ordering system). The intervention will be integrated into the existing online canteen system and will seek to encourage the purchase of healthier food and drinks for school lunch orders (ie, items lower in energy, saturated fat, sugar and sodium). The behavioural intervention will use evidence-based choice architecture strategies to redesign the online menu and ordering system including: menu labelling, placement, prompting and provision of feedback and incentives. The primary trial outcomes will be the mean energy (kilojoules), saturated fat (grams), sugar (grams) and sodium (milligrams) content of lunch orders placed via the online system, and will be assessed 12 months after baseline data collection.Ethics and disseminationThe study was approved by the ethics committees of the University of Newcastle (H-2017–0402) and the New South Wales Department of Education and Communities (SERAP 2018065), and the Catholic Education Office Dioceses of Sydney, Parramatta, Lismore, Maitland-Newcastle, Bathurst, Canberra-Goulburn, Wollongong, Wagga Wagga and Wilcannia-Forbes. Study results will be disseminated through peer-reviewed publications, reports, presentations at relevant national and international conferences and via briefings to key stakeholders. Results will be used to inform future implementation of public health nutrition interventions through school canteens, and may be transferable to other food settings or online systems for ordering food.Trial registration numberACTRN12618000855224.

This study investigated guidance officer and school counsellor perceptions of the effectiveness of expressive therapies as used in Australian schools. The question was posed as to whether the use of expressive therapies — also know as emotional release counselling (ERC) — can be effective in promoting positive emotional and behavioural outcomes for student clients. The literature and the results of this study point to the overall effectiveness of ERC, with significant increases noted in positive emotional and behavioural outcomes and in motivation to attend counselling. Improvements, after the implementation of ERC, were also apparent in the counsellor and client relationship.

The complexity of the socio-economic situation at all levels requires a detailed study of the regional development strategy issues and monitoring the implementation of presidential and government decrees. Various approaches to management were considered, for example, the national projects development implementation issues. National projecting, as a new tool for implementing state concepts, is an effective management method. The set of the project office functions provides control over the implementation of national projects at the level of development of municipalities of the Russian Federation. Historically, the level of socio-economic development of the territory has been measured and is measured using the identification of long-term trends in the development of key socio-economic indicators. The article presents a methodology that allows you to evaluate the effectiveness of project management tools since based on the results of its assessment, you can make informed management decisions and judge the effectiveness of the work of local authorities. Therefore, the aim of the scientific article was to develop an effective methodology that allows us to evaluate the effectiveness of the project office functions implemented in the management of the socio-economic development of the municipality. As a result of the study, systemic relationships were revealed of the impact of the project office on the indicators of the socio-economic development of the municipality, which was presented in the work as an important aspect of the study, the significance of which is due to the priorities of sustainable, balanced, competitive, integrated development of the Russian regions. In connection with the socio-economic policy pursued by the state, which requires speedy acceleration of the socio-economic development of municipalities, the effectiveness of the result of the application of the project approach in the municipal authorities was studied in detail.

The article deals with the clarification of the essence of professional development of public servants of the State Employment Service of Ukraine. The article proves that the requirements, which society nowadays places in the professional activity of public servants, envisage not only increased responsibility and effectiveness in its implementation, but also continuous improvement of the level of its professional qualification by civil servants. For public servants to qualify for their duties today it is not enough to possess only narrow-profile knowledge, they need the knowledge and understanding of the mechanisms of interaction of the state, society and individual citizens. It is established that for today professional development of public service is fundamental in the context of postgraduate education of civil servants, because any political strategies are formed and implemented through the human prism. The review of professional development is outlined as: systematically organized process of continuous professional training of the personnel for its preparation for implementation of new production functions, professional qualification promotion, formation of reserve managers and improvement of personnel structure; providing and organizing the learning process to achieve the goals set by the organization; improving skills and competences, expanding knowledge, raising competency, inclining and learning enthusiasm at all levels of the organization, contributing to continuous growth.

School districts increasingly push school leaders to utilize multiple measures of teacher effectiveness, such as observation ratings or value-added scores, in making talent management decisions, including teacher hiring, assignment, support, and retention, but we know little about the local conditions that promote or impede these processes. We investigate the barriers to principals’ use of teacher effectiveness measures in eight urban districts and charter management organizations that are investing in new systems for collecting such measures and making them available to school leaders and the supports central offices are building to help principals overcome those barriers. Interviews with more than 175 central and school leaders identify barriers in three main areas related to accessing measures, analyzing them, and taking action based on their analysis. Supports fall into four categories: professional development, connecting principals to sources of expertise, creating new structures or tools, and building a data use culture. Survey analysis suggests that indeed principals in high support systems perceive lower barriers to data use and report greater incorporation of teacher effectiveness measures into their talent management decisions.

The whole article aims to explore the interdependency among both incitation and organization effectiveness and to study the relevance between recompense structures on business reputation. The pattern of stimulation at task has a straightforward effect on the quality of employees. Employees are more productive and essential parts of managing health perform their duties to their fullest extent and thus increase their work statistics. For leadership and management, inciting employees was already a core issue. Low motivation workers can make almost no commitment, escape the office as often as practicable, resign if another option is provided and effectively delegate task. Managers must get to train their customers quite well, while using multiple strategies to encourage also every staff according to individual specific needs and desires. In the present post, we want to appreciate the importance of motivating workers to boost efficiency and productivity in their office. Even the ideas and methods of employee sedition should be presented. The key objective is to achieve a connection between both the incentive and success of workers and the effectiveness of certain firms. Issues concerning inciting hatred and quality of work life were established, as well as the connection between staff was narrowly explained in the scientific report and many were addressed in the last few days documentation and reporting.

Numbers of women in public representative office have increased dramatically in Uganda since the introduction of the National Resistance Movement's ‘no party’ system, because affirmative action measures have been taken to reserve seats for them in Parliament and local government. This article offers an assessment of the impact of these measures on women's political effectiveness, examining how far women in Parliament have been able to advance gender equity concerns in key new legislation. The article suggests that the political value of specially created new seats has been eroded by their exploitation as currency for the NRM's patronage system, undermining women's effectiveness as representatives of women's interests once in office. This is because the gate-keepers of access to reserved political space are not the women's movement, or even women voters, but Movement elites. The women's movement in Uganda, though a beneficiary of the NRM's patronage, has become increasingly critical of the deepening authoritarianism of the NRM, pointing out that the lack of internal democracy in the Movement accounts for its failure to follow constitutional commitments to gender equity through to changes in key new pieces of legislation affecting women's rights.

In this paper, we will describe the results of traditional work behavior patterns, especially the use of wasteful paper, and how to make the most of information technology that has been owned to change traditional behavior patterns into modern ones which will result in a maximum reduction in paper use. Thus the achievement of work productivity is not only in the form of work effectiveness, but work efficiency can be achieved by applying modern work behavior. This change in work behavior indirectly plays a role in helping to improve the environment, because each sheet of paper used is the result of logging as the main ingredient. The application of modern work behavior patterns will have a significant impact if carried out jointly and thoroughly at each office.

This study deals with the problem of communication management system in Project Management Office (PMO) in Iraqi construction sectors. The main objective of this study was to estimate and develop the Communication Management System (CMS). Methodology: Visual basic language has been used to build analytical software which is (Communication Management Software). This software displays the overall information in every single project management office followed by the evaluation of the actuality of communication methods with two arithmetic equations so that estimate the effectiveness and barriers of Communication Management System. Statistical Package for the Social Sciences, SPSS vr.23.0 was used for Data analysis and determining the equations to calculate the efficiency and barriers of PMO; Developed Computer Software: Based on the data analysis results, it will provide computer software to calculate the efficiency and barriers of PMO and validation and verification of computer software followed by the discussion of the results. CMS was weighed depending on a questionnaire of ten project management engineers in Iraqi construction zones. Results showed that 100% stated to the simple usage of the software, and 75% of the research sample proven that the software discussed three matters which are cost, time, and performance. The result expressed that the half of the studied sample proved the CMS accuracy to valuation certainty of CMS. The 55% of the resulting sample expressed is very good software for both increasing the performance in the middle of the members of the Project Management Office. Evaluation of the proposed software indicated that it is effective in communication management in Project Management Office (PMO).

Employees are one of the elements of the apparatus that institutionally becomes part of government management to carry out the main tasks and functions in government, development, and community service. This study aims to determine the effectiveness of employee performance at the Bulupoddo District Office in Sinjai Regency. The research method used is descriptive qualitative. Sources of data in this study are primary data sources and secondary data sources. The results of the interviews were obtained from primary data sources referred to as informants, while the main informants, namely the Bulupoddo Sub-District Head while supporting/ordinary informants, namely the staff of the general subdivision and staffing and the people of the Bulupoddo sub-district. The results showed that the effectiveness of employee performance at the Bulupoddo District Office in Sinjai Regency if seen as a whole was effective. This can be seen from the quantity of work, quality of work, knowledge of work, cooperation, determination in work, and initiative.

ABSTRACTThe purpose of this study is to examine the influence of the appropriateness of compensation, the effectiveness of internal control systems and the organizational ethical culture on fraud in government agency. The dependent variable used in this study is fraud in government agency, while the independent variables used are the appropriateness of compensation, the effectiveness of internal control systems, and the organizational ethical culture. This study uses a sample of 105 respondents at BPKP Jakarta Representative Office. Sampling technique is conducted using convenience sampling method. Data analysis method used is multiple linear regression statistical analysis. Results of regression analysis show that the appropriateness of compensation has positive effect on the occurrence of fraud in government agency, the effectiveness of internal control system has negative effect on fraud in government agency, and the organizational ethical culture has no significant effect on fraud in government agency.

This article contributes to literature assessing power dynamics in the emerging global migration governance. Drawing on Barnett and Finnemore’s analysis of bureaucratic culture in international organizations, it investigates inter-agency cooperation between the Office of the United Nations High Commissioner for Refugees and the International Labour Organization in the promotion of refugees’ right to work in the last two decades. While the mandate and activities of both organizations appear to significantly intersect in the promotion of this right, practical constraints related to states’ diverging interests, differences in institutional structure, and discursive ambivalence in the situation of the refugee worker limit coordination and effectiveness.

This research aimed to describe the development of public relations and protocol office administration teaching material based on the 2013 curriculum in Vocational School (thereafter called SMK). This study was a Research & Development (R & D) using Borg & Gall’s model. This research involved Public Vocational School with Office Administration Specialty in Ex-Surakarta Residency area. Technique of collecting data used was interview with informants related to Office Administration teaching material. Meanwhile for the trial, technique of collecting data used was questionnaire survey distributed to teachers and students. The effectiveness of data collection was tested using test. Technique of analyzing data used was mix method, the combination of qualitative and quantitative methods. The result of analysis using 2-way anava obtained Fstatistic­ value of 0.829 in Vocational School with probability (sig.) value of 0.438. F test results are seen in the anova table in the sig column. This study aims to explore the information about industry needs for office communication competence in the 4.0 industrial revolution era. Competency suitability is one of the things supporting objective achievement of vocational education implementation. The development of office communication competencies also needs to be scrutinized and adjusted so that students can learn both at school and industry. This research is a case study research conducted using a descriptive method with qualitative approach and analyzed using the Miles & Hubberman model which includes stages of data reduction, data presentation, data verification, and data inference. The results of this study indicate that office communication competencies explicitly contained in the 2013 revised edition of the 2017 curriculum are still relevant to be taught in schools and are still needed in the industry. Several competencies need to be updated and added to support students' skills in dealing with the development of work in the industry related to office communications in the 4.0 industrial revolution era to improve the office work effectiveness, such as (1) information management using social media, web, and online application of goods or services sales; (2) mastery of communication using social media, the web, and online application of goods or services sales; and (3) mastery of international languages.

The objectives of this research were to: 1) create and specify the achievement goal of developing the innovation for enhancing the learning achievement of schools, 2) develop the potentiality of teachers and educational staffs in enhancing learning achievement of schools with the application of the ESC in coaching and mentoring, 3) monitor and enhance learning achievement of schools, The development and participatory action research were employed through the application of ESC. Research tools consisted of the learning activity package, teaching observation forms, narrative recording form, lesson plan analysis recording form, teaching reflection recording form, and criteria of activity implementation. Statistics used were percentage, mean, standard deviation, effectiveness index and the statistics in hypothesis testing. The results revealed that: 1) The school performed learning transformation project to enhance students’ learning achievement in terms of memorandum of cooperation with the networking schools. 2) The results of the overall development of the potential of teachers and school administrators showed: (1) the efficiency of both activities and tests were 90.96/81.02 which were higher than the committed standard 80/80, (2) the effectiveness index after training was higher than before at 0.7480 showing an increase of knowledge of 74.80%, (3) the mean score of after training was significantly higher than before at the level of 0.01, and (4) there were no statistically significant differences in mean scores on learning retention. 3) The monitoring performance of co-researchers showed the increase in knowledge, practicing, and feeling. 4) The Professional Learning Community building started up with (1) collaboration of all stakeholders, (2) studying and analyzing information, (3) specifying target and indicator, (4) planning and building up a network, (5) presenting learning co-design, (6) trying out innovation after the ESC actions, and (7) sharing the ESC in the school and school network.

AbstractInstitutional effectiveness varies widely across Chile's 346 municipalities. Whereas some local governments seem to work with impeccable precision, others struggle to deliver basic services and welfare benefits to the population. This article seeks to explain why such variation exists; it combines quantitative and qualitative evidence to show how mayors can play a crucial role in building institutional effectiveness. The study focuses on the administration of Chile's municipal job placement offices. It finds that municipalities where mayors have held office for three or more consecutive terms exhibit stronger institutional capacity than those localities where electoral turnover is the norm. The analysis, therefore, underscores an interesting finding: electoral competition has the potential both to improve and to undermine administrative capacity.

The development of technology-based home fitness has emerged from the booming digital healthcare market and recent demands for at-home fitness and health equipment due to the COVID-19 pandemic. Digital healthcare company Alyce Healthcare recently developed Weelo, which is a web-based online fitness program. Weelo recommends an exercise protocol through machine-learning-enabled recognition of the user’s motion and provides visual and auditory feedback. We evaluated whether Weelo improves physical and mental well-being to assess its capabilities and effectiveness. Thirty-two participants performed a total of 20 exercise sessions following the Weelo guide on a laptop. The participants were evaluated using a before and after exercise program, body composition, handgrip strength, six-minute walk test, modified star excursion balance test, short form 36, fatigue severity scale, Beck depression index, and a satisfaction survey. Overall, there was a significant improvement in muscle strength, endurance, and balance ability, as well as an improved quality of life and significant reduction in fatigue and depression. Participants showed high motivation to continue following the Weelo exercise program. In conclusion, utilizing Weelo improved physical and mental well-being and is considered to be an individual-use indoor exercise program that serves as an alternative to traditional face-to-face exercise.

Purpose – This is an analysis of modern office buildings with high energy efficiency. The purpose of this paper is to focus on how such buildings affects usability for the organizations occupying the buildings. Design/methodology/approach – The analysis combine results from studies of two case projects with a literature review. Case studies include qualitative interviews with key informants, internal post-occupancy evaluations and annual reports from the user organizations. The two buildings are Norwegian pioneers regarding energy efficiency. Findings – The new buildings provide a high degree of usability for the user organizations, including user satisfaction, efficiency and effectiveness. The case projects illustrate the potential in combining improvements for energy efficiency and the usability of buildings. There are synergistic effects in a mutual process of development for the buildings and organizations based upon strategic business goals. Management of the process is crucial in order to succeed. Research limitations/implications – The study applies the approach of usability to an analysis of energy efficient buildings. Two case projects exemplify potentials and challenges. Practical implications – Office buildings can be developed to a high degree of energy efficiency by considering the many aspects of usability for the user organizations. Integrating constructing projects into organizational development processes is crucial for the result. Originality/value – This study contributes to the emerging field, analyzing effects on usability for the organizations occupying energy efficient office buildings. The study also adds to the young field of analyzing the integration of the development of buildings into processes of organizational development by enlightening the potential regarding buildings with high energy ambitions.

Many technical solutions have been developed to enhance the energy efficiency in buildings. However, the actual effectiveness and sustainability of these solutions often do not correspond to expectations because of the missing perspective of design, user’s real needs, and unconsidered negative side effects of their use (rebounds). With the aim to help address these challenges, this paper presents results of a longitudinal living lab study and proposes a user-centered building management system (UC-BMS) as a prototype for office buildings. Based on mixed methods, UC-BMS was co-developed, tested, and evaluated in Germany in up to six office buildings, 85 offices, and within two heating periods. The results demonstrate that such user-oriented approach can save up to 20% of energy while maintaining or even improving comfort and work productivity. The findings show three main areas of intervention and elements of UC-BMS: (1) How interactive design and feedback systems (e.g., air quality) can stimulate ventilation practices and energy efficiency in offices and (2) supporting heating system optimization e.g., by better understanding office behavior. (3) Finally, an office comfort survey was conducted to enable communication between facility management and office users and thus limiting complaints and adapting the heating system towards actual office user needs.

The study of music teachers' soft skills development in the process of their involvement in project activities was carried out through a pedagogical experiment. 76 students (3-4 years) of the Institute of History and Culture, 15 teachers and 12 social partners took part in the research. The conducted research confirmed the effectiveness of developing soft skills of future music educators in the process of involving students in project management. The implementation of this activity began with the creation of student project office, which is a necessary tool to organize project management in the student environment.

The type of data used consists of primary and secondary data, by library research data collection tool, observation, interview, and questionnaire. Data were analyzed usingboth of qualitative analysis method and quantitative analysis. For statistical analysis use the Statistical Program for Social Sciences (SPSS) Release 20.0. Based on thetable of One-Sample Kolmogorov-Smirnov Test can be explained that the variabledata of discipline (X1), motivation (X2), and performance (Y) can be said normal.The heteroskedasticity test can be concluded that there is no heteroscedasticity in the regression model. The multicollinearity test concluded that there is multicollinearity among independent variables in the regression model. Since all variables have tolerance values > 0.10 and VIF values < 10, and is therefore in accordance with the assumption. The results of this research can be concluded:There is a significant effect between motivation on employee work effectiveness of in the Office of Ciputat Sub-District TangerangCity. To improve health development in Jambi Province, it needs to be supported by qualified human resource that can improve performance of employees. The decrease in performance might be caused by no work satisfaction among them. One of the problems faced by Health Office of Jambi Province was decreasing a level of work satisfaction among employees from time to time. Promotion, equity in sharing either financial or non-financial incentive, and sharing tasks equally needed to be done in order improve their work satisfaction. The aim of this study was to figure out the influence of promotion, effectiveness in sharing tasks, and equity in sharing incentive towards work satisfaction of employees at the Health Office of Jambi Province. This was an observational study using cross-sectional approach. Number of population was 277 employees of the Health Office of Jambi Province. Meanwhile, number of samples was 74 persons. Data were collected using a questionnaire and analysed quantitatively using methods of univariate, bivariate (a Chi Square test), and multivariate (a Logistic Regression test). The results of this research showed that more than half of the respondents were satisfied (56.8%), had perception of balanced promotion (50%), had good effectiveness in sharing tasks (55.4%), and felt equal in sharing incentive (51.4%). There were any significant relationships between these three variables and work satisfaction of the employees. The results of multivariate analysis demonstrated that variables of promotion (p=0.015) and equity in sharing incentive (p=0.151) jointly influenced work satisfaction of the employees. As suggestions, employees need to pay more attention to the factors of promotion, effectiveness in sharing tasks, and equity in sharing incentive.

Tall buildings are being designed and built across a wide range of cities. A poorly designed tall building can tremendously increase the building's appetite for energy. Therefore, this paper aims to determine the design strategies that help a high-rise office building to be more energy efficient. For this purpose, a comparative study on twelve case buildings in three climate groups (temperate, sub-tropical & tropical) was performed. The exterior envelope, building form and orientation, service core placement, plan layout, and special design elements like atria and sky gardens were the subject of investigation. effectiveness of different design strategies for reducing the cooling, heating, ventilation and electric lighting energy usage. Finally, lessons from these buildings' were defined for the three climates. Furthermore, a comparison of building energy performance data with international benchmarks confirmed that in temperate and sub-tropical climates sustainable design strategies for high-rise buildings were performing well, as a result leading to lower energy consumption. However, for the tropics the design of high-rise buildings needs additional consideration.

Functional Position Information System is an information system application that is indispensable in Pekanbaru City Personnel and Human Resources Development Agency. This information system has not been implemented so that it needs to be designed and developed to determine its success and effectiveness. This becomes something very interesting to be the object of research, using quantitative research methods and using primary and secondary data as samples. Primary data were taken from field surveys, namely carrying out observations, interviews, case studies of selected samples. Secondary data were taken from available data by carrying out a documentation study at the Pekanbaru City Personnel and Human Resources Development Agency as needed. The data obtained were then analyzed descriptively with the waterfall modeling method. The results of hypothesis testing indicate that the functional position information system has not yet been implemented as an effort to facilitate civil servants to obtain services and information related to functional positions. Hypothesis testing also shows that there is no difference in the acceptance of the information system based on the diversity of functional groups and the length of their service life. For this reason, every civil servant who holds a Functional Position is obliged to take care of a Decree application at the Human Resources Development Personnel Agency Office, abbreviated as BKPSDM Pekanbaru City and to facilitate this, is designed a system called the Functional Position Information System Using the framework Laravel so that the user can easily easy to understand and use the application in the form of a website.

Based on the results of the discussion on the effectiveness analysis of the entertainment tax in the city of Jambi, the period 20102-2016 shows that the development of entertainment tax in Jambi City continues. experiencing changes every year. In 2010 amounted to 6.14% from the previous year, the smallest development in 2011 was 6.14% and the largest in 2012 was 66.45%. This research implies that the development of entertainment tax in Jambi City in the 2010-2016 period has an average development of 25.065% of each year. This entertainment tax can be increased again by providing guidance and counseling activities by related parties to owners or managers of entertainment venues in Jambi City to be active in making tax payments and further improving services. Educational development must be carried out thoughtfully, following the principles of good governance which is transparent, effective, and efficient. Education becomes a solution for the intellectual life of the nation and a key enabler for sustainable development. Realizing this principle of efficiency and effectiveness, the government adopted a policy of merging 15 Education Technical Implementation Units (UPTD) at the North Aceh Education and Culture Office. The research found that in North Aceh District, 15 UPTD were merged into the Education and Culture Office, which disrupted 30 structural officials losing their positions, and 90 honorary staffs are no longer receiving salaries. The study suggests that the local government should carefully and well-designed the regulations regarding the merging 15 Education Technical Implementation Units at the North Aceh regency. The accurate implementation of the policy will not sacrifice many teaching staff and administrative officers. However, we realize that the principle of efficiency for this task is to save the use of the education budget.

Existing buildings consume most of our non-transportation related energy and are a major contributor to the emission of greenhouse gases. Improving their energy efficiency by applying energy conservation measures (ECMs) remains a major challenge. This paper presents computational tools developed to screen office buildings for retrofit and to select specific ECMs for each building. This selection process accounts for climate, occupancy, building operation, heating and cooling systems, distribution systems, envelope properties, building geometry, and cost of ECMs. The tools screen the complete building set for optimal retrofit opportunities. The methodology adopted in developing the computational tools includes characterization of the office building stock into a manageable set of archetypes; simulation of building operation using specific occupancy characteristics and local climate data; development of energy prediction models for lights, equipment, pumps, fans, domestic hot water, chillers, and boilers; and application of present value analysis to evaluate the cost effectiveness of ECMs.

Abstract:With regulatory reform again on the presidential agenda, the history of the Office of Information and Regulatory Affairs (OIRA) provides a useful case study of organizational effectiveness. In 1981, President Ronald Reagan charged OIRA with imposing cost-benefit analysis on agency regulations, formalizing a new process of centralized regulatory review. But OIRA’s effectiveness flowed less from a single executive order than from the previous decade of presidential experimentation with regulatory review and Reagan’s continued investment in its institutionalization. This article draws extensively on archival documents to understand how regulatory review established itself as a constant of presidential management through the development of attributes such as staff capacity, organizational complexity, bureaucratic leverage, and reputation. Today’s policymakers should heed broader lessons for enhancing organizational effectiveness: singular structural and procedural changes are necessary, but not sufficient, for achieving reform.

Concerned about neck/back pain and diminished alertness attributed to awkwardness of AC-130U Spectre Gunship aft-scanner workstations, the Special Operations Forces Development System Office (SOF DSO) requested that the Crew System Ergonomics Information Analysis Center (CSERIAC) review the literature for design solutions. Aft-scanners recline face-down toward the aircraft's tail while leaning downward into a bubble window to detect launches of Surface-to-Air Missiles (SAMs). To scan territory below and to the sides of the Gunship, numerous head/neck movements are required. No neck/head rests exist to support the scanner during long missions over hostile territory. Diminished visual alertness can result from fatigue of maintaining the “unnatural” prone position. Long-term back and neck discomfort may follow. The comprehensive CSERIAC literature review verified adverse physiological effects and identified specific design solutions, including ones used during World War II flight tests. The DSO has already implemented several of these solutions and may implement additional solutions to increase mission effectiveness.

Abstract:
This paper examines the effectiveness of South Korea’s policy for reducing greenhouse gas (GHG) emissions in office buildings and evaluates if national targets can be met. A sample of office buildings was categorized into two groups—conventional (Group A) and new (Group B)—based on when their construction was approved. Furthermore, data regarding the three design elements of the building envelope, that is building form, window systems, and U-values were collected. By statistically processing data of each element, reference building models were developed and a case study was conducted for each building. Design changes that were incorporated, keeping in mind the GHG reduction policy, showed 13.1% of saving energy in case 8 (reference building of Group B) than case 1 (reference building of Group A). The savings in case 8 were more than the average GHG reduction rate (12.8%) compared to business as usual (BAU). However, case 4 (a conventional (Group A) building form with new (Group B) window systems and U-values) achieved the greatest savings in building loads. The policy to enhance insulation in new buildings to reduce GHG emissions in the building sector has prompted changes in building forms and window systems and has reduced emissions by 10%, that is 3% more than the expected value. Thus, new innovations in building envelope design could achieve an average 12.8% reduction in emissions in buildings.

The development of an accurate control system for shading devices, essentially motorised Venetian blinds, relies on the rational use of daylight in buildings. This study proposes a control strategy for building lighting components, both daylighting and artificial lighting, to automatically adjust the light level in an office building as required and to block direct sunlight from entering the office, when necessary. The proposed control strategy is based on a hybrid statecharts model mainly consisting of a supervisory control system that chooses appropriate control actions for a current sky condition depending on the sky ratio and clearness index. These control actions are implemented to automatically adjust the blind height and slat angle, and turn on the artificial lighting only when needed. Real experiments in a test-cell demonstrate the effectiveness and flexibility of the proposed control strategy.

A well-designed energy efficient building provide long term building optimisation while minimising the energy. Site planning and orientation of the building plays an important factor at the early stage of any development. Especially to determine the best location for the building opening and windows and also the suitable materials to enhance comfort to the occupants and reduce the energy consumption. Thus, the aim of this study was to identify the site planning and orientation of the selected office building. The benchmark for the analysis will be based on the architectural and passive design component provided in MS 1525:2007 for the site planning and orientation through comparative analysis. Three energy efficient office building in Kuala Lumpur were selected in this research. This case study is important in helping to understand the relationship between site planning, building orientation, energy efficiency and cost effectiveness.

Human Resources (HR) development through education and training is not effective in shaping the character of the technology-based State Civil Apparatus. Technology-based human resource development, the Ministry of Law and Human Rights (Kemenkumham) built a Personnel Management Information System (SIMPEG). This study aims to determine how the effectiveness of SIMPEG at the Regional Office of the Ministry of Law and Human Rights of North Sumatra and how to realize e-government at the Regional Office of the Ministry of Law and Human Rights of North Sumatra, precisely at the Class II Immigration Office of TPI Belawan. The research approach used is a qualitative approach, which focuses on problems that exist at the time of the research or actual problems, and describes the facts about the problem being investigated along with their interpretation. Based on the research, it is found that SIMPEG of the Ministry of Law and Human Rights in its implementation has not been effective in improving employee professionalism, has not been used in the context of assigning employees according to their competence, and has not been used in the context of making employee transfer decisions and making decisions for promotion. The use of the Ministry of Law and Human Rights Simpeg is one form of e-government implementation at the Ministry of Law and Human Rights, especially the Class II TPI Belawan Imgrasi Office, where all employment processes are carried out electronically through the Ministry of Law and Human Rights Human Rights Management Information System application.

PurposeProjects are an inherent part of implementing strategies. Still, the challenge is to connect a long-term strategy for larger ecosystem development to the individual projects being undertaken. The purpose of this paper is to test the ability of seven project management office (PMO) roles to achieve strategic planning in large society development public organisations in the United Arab Emirates (UAE).Design/methodology/approachThe questionnaire survey that was employed for data collected from 450 project members in 19 project-based public organisations having PMO unit had a response rate of 60 per cent. The received data analysed quantitatively by using multiple regression.FindingsThe survey data revealed that PMO enhanced the achievement of the strategic plan for better development of the business ecosystem. The analysis outputs, as expected, have indicated that 95 per cent of the targeted organisations established their own PMO for developing business ecosystem.Research limitations/implicationsDespite there are PMOs hosted by private organisations, the study is limited to the PMO within the context of the government and semi-government organisations in the UAE.Practical implicationsThese findings further utilised in developing the conceptual PMO model that would be flexible to be applied to similar project management methodology in various business settings, as well as pave the way for further scholarly investigations.Originality/valueThis work is both exploratory and causal study, which concentrates on investigating the effectiveness of seven proposed PMO roles (as independent variables) in carrying out the strategic plan (as the dependent variable) of the public-sector organisations in the UAE for the development of business ecosystem.

Website development needs to pay attention to usability aspect which consist of four factors: efficiency, effectiveness, satisfactions and error rate. The website of International Office of Diponegoro University provides academic information for Indonesian students and foreign students. The website still has some problem, especially on searching certain information. This research aims to evaluate the design of the existing website and measures the usability. A well-designed website will help users to meet theirs needs and purposes. The methods used in this study are Scenario-Based End-User Evaluation and WAMMI (Website Analysis and Measurement Inventory). Users perform a number of task on the existing website and on the redesigned website and then provide feedback for each task they have done and fill a WAMMI questionnaire as a test of memorability. This questionnaire used to test users’ memory on access process of a page from the site. The results of the data processing of usability test show that redesigned website has better value than existing website on effectiveness, efficiency, memorability and error rate.

Lembaga Pembinaan Khusus Anak (LPKA) Class I Palembang is a pilot LPKA throughout Indonesia that has successfully implemented distance learning / filial schools with the same standards as the main schools (technical learning management schools) in collaboration with the Palembang City Education Office, Palembang City Government and Provincial Government of South Sumatra. LPKA Class I Palembang organizes formal education (filial schools) starting from elementary, middle, and high school levels. The purpose of this study is to build an e-school system as an alternative in overcoming problems in the teaching and learning process and academic administration of schools. The system development method used in this study is the Rapid Application Development (RAD) method, with the following stages: Requirements Planning, RAD Workshop Design, and Implementation. The results of this study are children's e-school systems so that it becomes a solution for LPKA Class I Palembang in implementing learning and improving the quality of children's learning.

AlliedSignal Engines is addressing critical concerns slowing the commercialization of structural ceramics in gas turbine engines. These issues include ceramic component reliability, commitment of ceramic suppliers to support production needs, and refinement of ceramic design technologies. The stated goals of the current program are to develop and demonstrate structural ceramic technology that has the potential for extended operation in a gas turbine environment by incorporation in an auxiliary power unit (APU) to support automotive gas turbine development. AlliedSignal Engines changed the ATTAP ceramic engine test bed from the AGT101 automotive engine to the 331-200[CT] APU. The 331-200[CT] first-stage turbine nozzle segments and blades were redesigned using ceramic materials, employing design methods developed during the earlier DOE/NASA-funded Advanced Gas Turbine (AGT) and the ATTAP programs. The ceramic design technologies under development in the present program include design methods for improved resistance to impact and contact damage, assessment of the effects of oxidation and corrosion on ceramic component life, and assessment of the effectiveness of nondestructive evaluation (NDE) and proof testing methods to reliably identify ceramic parts having critical flaws. AlliedSignal made progress in these activities during 1993 ATTAP efforts. Ceramic parts for the 331-200[CT] engine have been fabricated and evaluated in component tests, to verify the design characteristics and assure structural integrity prior to full-up engine testing. Engine testing is currently under way. The work summarized in this paper was funded by the U.S. Dept. of Energy (DOE) Office of Transportation Technologies and administered by NASA-Lewis Research Center, under Contract No. DEN3-335.

The study was carried out to evaluate the effectiveness of developed worksheets as an instructional material for teaching specific concepts in science 9. In particular, the aim of the study is to analyze the evaluation ratings of the worksheets produced and the effect of its implementation. It also examines the significant difference between the respondents' academic performances when supported by the developed worksheets. The primary instrument of the study is a standardized evaluation tool for printed materials from the Department of Education, Learning Resources Management and Development System (LRMDS) Office. Results showed that the validated worksheets are identified as appropriate and commendable by the validators. The achievement performance of the respondents has improved substantially. There is a significant difference between the students' academic achievement using established worksheets compared to conventional approaches. In teaching Science 9 concepts, the developed worksheets are appropriate to use as a material and greatly enhanced the students' efficiency.

Few local governments in the U.S. have faced the difficult task of managing catastrophic disaster recovery and there are equally few training guides geared toward improving local government's recovery management capacity. Our limited "toolkit"for local recovery management mostly reflects the learning from more moderate disasters. This paper reports on New Orleans' experiences in managing recovery from a truly catastrophic disaster. In particular, it describes two efforts: the 5-month Unified New Orleans Plan process, initiated in September 2006, and the city's Office of Recovery Management (now Office of Recovery Development and Administration), established in December 2006. It analyzes New Orleans' use of seven strategic recovery management practices that are proposed to enhance local management capacity and effectiveness following a disastrous event. Given the scale, complexity and multiple agencies involved in New Orleans recovery, this analysis is by no means exhaustive. It does, however, illustrate some of the areas where New Orleans' recovery management efforts have been effective as well as areas that could be strengthened.
