Austria perceives itself as “cultural superpower”. Therefore, it seems fairly surprising that an own fundamental rights provision to protect the arts was positivised only in 1982. The socio-political situation in the perished Austrian Empire and the Weimar Constitution had a decisive impact on attempts to adopt a corresponding provision after World War One. Following the horrors of World War Two, the young Second Republic of Austria used arts and culture as tool to draw the picture of a peace-loving “Kulturnation” sui generis. In the following years a significant cleavage between the Austrian self-perception and the legal-political reality can be observed (also) in regard to Artistic Freedom. Neither Austria’s authoritarian past nor its Nazi past and related crimes had a significant impact on the legislative process.

WIP-Austria is an internet portal developed by Austrian Research Centers and by HM&S GmbH Graz. It gives access to databases, electronic and printed documents as well as to consultancy and services. The WIP database is based on “knowledge objects”: the contents of a document or service are defined by a two dimensional matrix (knowledge map) based on a decimal classification scheme and a set of pragmatic attributes. WIP is accessed by posing questions; questions are interpreted as linguistic variables which can be used to build an “interrogation map”. Pattern matching together with a Fuzzy Logic reasoning process leads to best fits. The WIP prototype is in pilot use by the Austrian Research Centers.

Abstract:
Austrian part of the Austrian-Slovak cross-border region in the hinterland of Bratislava is attractive for life to many Slovaks who have decided to move in here in recent years. The aim of the paper is to present the issue of cross-border residential suburbanization and transnational migration on the example of the Slovak population living in the Austrian border municipality of Kittsee. Through a questionnaire survey, we were trying to find out in which of the two countries (Slovakia and Austria) the respondents most often perform selected activities of everyday life, and what the reasons for and intensity of their trips to Slovakia are. The results of the survey showed that the majority of respondents carry out work activities and participate in cultural and sporting events mainly in Slovakia. On the contrary, in the municipality of residence or other Austrian municipalities, they mainly purchase daily consumer goods and their children attend pre-school and school facilities. The most common reason for traveling to Slovakia among the respondents is visiting family, friends and acquaintances. Based on the results, it is possible to state that in the Austrian-Slovak cross-border region there are tendencies of the phenomenon of transnational migration, in which the inhabitants enjoy the benefits of living in the area near the border.

This transborder regional plan represents the final result of the collaboration of three universities: Faculty of Architecture, Technical University of Bmo – Czech Republic, Institutes of Regional and Landscape Planning TU Vienna – Austria and the Institute of Regional and Environmental Planning, University of Kaiserslautern – Germany. All the participants, students and teachers, architects, urban and regional planners enjoyed the four common workshops – both on the Czech and on the Austrian territory, which was divided till 1989 by the “iron curtain”. They compared the differences of the local culture in architecture, urban and landscape structure, but found the majority of similar ways of life. This was what created the idea of the transborder zone.

Abstract The Austrian Research Centers Seibersdorf (ARCS) serve as the country’s centralised facilitiy for the treatment, conditioning and interim storage of low- and intermediate level radioactive waste (Radwaste). All Radwaste originating in Austria is transferred to ARCS and comes from one or several sources: The former operation of a research reactor, the application of radioactive materials in medicine, R&D, industry, IAEA Laboratories at Seibersdorf, and technically enhanced natural radioactive materials, such as by-product at industrial metallurgical processes and other processes, is transferred to ARCS for treatment, conditioning and interim storage. Dependent on the waste category, the relevant treatment technology is applied. In total more then 6900 m3 of low and intermediate level radioactive solid wastes originating from Austria were treated in the period 1976 to 2000. The aim of treatment and conditioning is the safe enclosure of the Radwaste by the use of barriers to surround and isolate the waste and transform it to an insoluble form. At the same time it is important to reduce the volume of the raw waste by applying appropriate treatment technologies, in order to save space in the storage facilities and thereby achieving a cost savings.

Abstract:
Much of the literature that emerged in the 20th century about relationships between Serbia and the Republic of Austria, is marked by emotional guilt assigning and political or nationalist influences. That is why, since the beginning of the 21st century, a group of European historians researched events in the Balkans in the first third of the 21st century. The results of this research are partly contrary to all previous theses on the completion of the First World War II and its influence on the creation of Yugoslavia. In addition to South Slavic experts, the authors of this paper also belong to this group of researchers. Our own analyzes and conclusions, as well as quotes from colleagues show how often partial information were consciously taken from archival material, from which (sometimes voluntarily), distorted overall picture were made. This article tries to, through additional source material and contemporary literature on the years 1914-2021, acts enlightening in areas where percepciones of Austrian and Serbian authors differ in most cases.

In recent years, mission-oriented approaches have received growing interest in science, technology and innovation (STI) policies against the background of two developments. First, while so-called “horizontal” or “generic” approaches to research, technology and innovation policies have largely been successful in improving the general innovation performance or the rate of innovation, there are perceived limitations in terms of insufficiently addressing the direction of technological change and innovation. Second, “grand societal challenges” emerged on policy agendas, such as climate change, security, food and energy supply or ageing populations, which call for thematic orientation and the targeting of research and innovation efforts. In addition, the apparent success of some mission-oriented initiatives in countries like China, South Korea, and the United States in boosting technological development for purposes of strengthening competitiveness contributed to boosting the interest in targeted and directional government interventions in STI. Against the backdrop of this renewed interest in mission-oriented STI policy, the OECD has addressed the growing importance of this topic and launched a project looking into current experiences with Mission-Oriented Innovation Policy (MOIP). The present study on MOIP in Austria was commissioned by the Austrian Federal Ministry for Climate Action, Energy, Mobility, Environment, Innovation and Technologiy (BMK) and comprises the Austrian contributions to this OECD project. Abstract:
This study examines science diplomacy in Austria. ZSI was commissioned by the BMBWF between February and September 2021 to research how science diplomacy is currently understood and implemented and how the concept can be better anchored and promoted in Austria. Using literature and desktop research, an online survey, interviews and a focus group, this report answers the following key questions: how does the Austrian science diplomacy ecosystem looks like, who are its actors, what are the challenges and how could they be addressed? The complex task of presenting the current practical implementation of science diplomacy was carried out in this study in a survey that includes more than 150 actors and ranks them according to their importance in the system. Interviews with representatives of these organizations revealed that the term is well known. The actors note that they are already carrying out activities in the direction, and are also interested in intensifying this. However, there are concerns about using the term without a specific context. Accordingly, the concept is often not explicitly mentioned in institutional presentations and activities, and practices are often in other contexts. Furthermore, actors in the system are of course aware of each other, but there is no exchange on the topic of science diplomacy in particular. The corresponding (explicit) competencies and financial resources are lacking. This study also includes case studies that look at other countries' approaches: Perspectives from Japan, Finland, and Switzerland on science diplomacy are described. These and outstanding practices from other countries, as well as interviews and findings from a focus group with Austrian stakeholders, inspire five recommendations that conclude the report.

Abstract:
In the spring of 2008, WIFO, KMU Forschung Austria, Prognos AG in Germany and convelop were jointly commissioned by the Austrian Federal Ministry for Transport, Innovation and Technology and the Austrian Federal Ministry of Economy, Family and Youth to perform a systems evaluation of the country's research promotion and funding activities. Based on their findings, six recommendations were developed for a change in Austrian RTDI policy as outlined below: 1. to move from a narrow to a broader approach in RTDI policy (links to education policy, consideration of the framework for innovation such as competition, international perspectives and mobility); 2. to move from an imitation to a frontrunner strategy (striving for excellence and market leadership in niche and high-quality segments, increasing market shares in advanced sectors and technology fields, and operating in segments of relevance for society); 3. to move from a fragmented approach to public intervention to a more coordinated and consistent approach(explicit economic goals, internal and external challenges and reasoning for public intervention); 4. to move from a multiplicity of narrowly defined funding programmes to a flexible, dynamic policy that uses a broader definition of its tasks and priorities (key technology and research segments as priority-action fields, adequate financing of clusters and centres of excellence); 5. to move from an unclear to a precisely defined allocation of responsibilities between ministries and other players in the field (high-ranking steering group at government level, monitoring by a Science, Research and Innovation Council); 6. to move from red-tape-bound to a modern management of public intervention (institutional separation between ministries formulating policies and agencies executing them, e.g., by "progressive autonomy").
