Full text
Abstract:
While worker flow analysis has grown in importance in many countries, Austria still lacks a specific longitudinal dataset as a prerequisite to perform similar analyses. For this reason, this article provides a coherent procedure to construct a longitudinal dataset based on the rotational panel structure of the Austrian quarterly LFS from 2004 to 2014. The procedure, which is available for researcher, is grounded on the discussion of several related and important issues inherent in constructing this sort of longitudinal data: First, it deals with the construction of the quarterly-matched dataset and the quality-of-measurement of several labour market variables. Second, the paper analyses non-response as a sample selection process, and shows that the selected (quarterly-matched) dataset causes biased estimates of worker flows. Third, the article proposes an iterative raking procedure to obtain survey weights as a bias-correcting device for any future analysis. Based on these adjustments, we present unbiased time-series of worker flows and transition rates, and conclude that the employment-unemployment margin is highly sensitive to economic shocks and that the Austrian labour market is additionally shaped by large movements within the participation margin. Havinga, Anna Dorothea. "Invisibilising Austrian German : on the effect of linguistic prescriptions and educational reforms on writing practices in 18th-century Austria." Thesis, University of Bristol, 2016. http://ethos.bl.uk/OrderDetails.do?uin=uk.bl.ethos.687812.

Full text
Abstract:
This thesis investigates the invisibilisation of Austrian German features in 18th_and early 19th-century texts. The term invisibilisation refers to a process of implicit or explicit stigmatisation, which prevents the use of certain varieties and variants in writing (cf. Langer & Havinga 2015). Since written sources are the only source available to historical linguists any features not used in writing remain literally invisible to researchers. In this thesis, the role of language ideologies, 18th-century grammarians, and Empress Maria Theresa's school reform (1774) in the invisibilisation of a number of Austrian German variants is examined. In the period under investigation (1744--1834), the majority of these variants were replaced by their East Central German (ECG) equivalents, which were prescribed by 18th -century grammarians, in formal writing. The thesis offers a comparison between top-down language policy and language use, as evidenced in three divergent text types. A quantitative and qualitative study of reading primers, issues of the Wienerisches DiariumlWiener Zeitung, and handwritten petitionary letters revealed that the e-apocope in feminine and plural nouns and Upper German variants of the verb to be in the 1st and 3rd person plural present active indicative (wirlsie seynd) disappeared from these formal text types in the second half of the 18th century. The dative -e was, in comparison, implemented later and less consistently, particularly in the Wienerisches Diariuml Wiener Zeitung and in the petitions. The absence of the prefix ge- in past participles, on the other hand, was clearly avoided by the mid-18th century, while the development of the ending -t in regular past participles was not completed by 1834. The differences in the development of these features indicate that there was not one single factor that led to the invisibilisation of Austrian German variants. It was rather the interplay of Empress Maria Theresa's appeal for a language reform, the normative work of 18th -century grammarians, the implementation of educational reforms, and the early introduction of ECG variants in newspaper issues that resulted in the disappearance of these variants from formal writing.

Abstract:
The purpose of the graduation thesis "Position of Austria in the world's economy" is to analyse the Austrian economy and its development in the light of basic macroeconomic aggregates in recent years in detail. It also desribes the situation of the country in a global financial crisis and its reaction. The thesis tries to reveal the strongpoints and weakpoints of Austrian economy. Austria is always compared to other countries, to the world and European economy. This thesis is divided into five chapters, which closely deal with following subjects: gross domestic product, labour market, emloyment and education, monetary policy, balance of payments and eventually the financial crisis from Austrian view. The content of this thesis is purely economic. It goes into other subjects only marginally.

Kersting, Stefan. "Modelling industry dynamics in agriculture." Doctoral thesis, Humboldt-Universität zu Berlin, Lebenswissenschaftliche Fakultät, 2017. http://dx.doi.org/10.18452/17680.

Full text
Abstract:
The agricultural industry in Western countries has undergone a substantial structural change. In West Germany, for instance, the number of farms declined notably during the last decades while the average farm size increased from 7.4 ha in 1950 to 42.9 ha in 2013. A factor that needs to be considered when explaining this development is the limited sectoral production capacity, which exists in terms of agricultural land or the former milk quota regime. This limited capacity generates a direct interrelation between farm growth and farm shrinkage as a single farm''s investment option depends crucially on the possible release of production capacity by competitors. The contribution of this thesis is twofold: First, a dynamic stochastic equilibrium model is developed that accounts for microeconomic decision-making and represents an industry operating at an upper capacity limit. The capacity price is determined endogenously such that it offsets the mass of entering and exiting firms in an equilibrium. It is proven that the industry tends to a stationary equilibrium in the long-run, in which entry and exit still occur but the firm size distribution remains constant. Moreover, the adjustment speed to this steady state increases if either the discount factor or the fixed entry costs decrease. Second, the impact of a production quota on industry dynamics is assessed with regard to the former milk quota regime. After calibrating the model to the West German dairy sector, the quota constrained industry performance is compared to a quota free setup. While a non-tradable quota slows down the adjustment processes within the industry, a tradable production quota can stimulate firm turnover and lead to a higher average productivity level. If the entry costs are rather low, the transition phase after a quota removal is characterised by an enormous expansion of production capacity and a considerable output price drop. This development is less pronounced though for higher entry costs.

Abstract:
Despite the recent increase in scholarship on the subject of the female experience in exile, there is still much to be done. Exile scholars now have at their disposal an abundance of broad, general overviews of the circumstances and fates of displaced women writers, but a dearth of scholarship that considers specific literary works in an individualised fashion still exists. This is especially true of those female writers who have only recently been 'rediscovered', such as the three under discussion in this thesis. This thesis explores in detail the exile writings of Veza Canetti, Anna Gmeyner, and Lili Korber, about which little scholarship exists, and uses them as case studies to illuminate the situation of exiled women writers in general The exile works of these three authors repay study both for their own literary merits and for what they can tell us about the individual experience of exile. In their broad similarities, these writers also provide us with case studies of the larger experience of authorial exile - particularly, but by no means exclusively, the gendered experience - that allow us to derive more general lessons about the influence of forced flight on literary art. By giving due consideration to work produced in exile, this thesis calls into question some of the generalisations commonly found in recent scholarship and demonstrates that, despite hardsrnps and setbacks and contrary to common scholarly contention, all three women continued to write well into their exile years and that in those years they took their writing in new, skilful, and creative directions.

Abstract:
This diploma thesis focuses on Austrian foreign direct investments and more specifically on the internalization of Austrian companies into the Czech Republic. The aim is to thoroughly display the Austria's outward foreign direct investments, introduce the internationalization models and apply them in an analysis of Austrian companies present in the Czech Republic. The first step towards answering research questions is the presentation of a short theoretical background on foreign direct investment. Further, the main characteristics of Austrian investments are stated. Chapter two starts with term definitions. Thereby, a common under-standing of the most relevant terms is established. The thorough literature review illuminates the theories behind each model and its development. In the following step, the practical part of the paper is introduced. At first, assumptions from the internationalization models are derived. Afterwards, these assumptions serve as a foundation for the questionnaire's framework. The primary part of this chapter displays results of the empirical study. Finally, a conclusion is presented summing up the thesis's core findings. These findings are primarily direct answers to the research questions seeking to fulfill the main objective of the diploma thesis.

Abstract:
The Austrian school of economics is an unorthodox approach to economics whose adherents have mostly been libertarian in their political outlook. This dissertation explores the connections between Austrian economic theory and libertarian political philosophy, and casts doubt on the claim often propounded that Austrian economics itself naturally leads to libertarianism. Instead it is claimed here that Austrian economics is an open-ended theory that can lead to very different political conclusions, depending on the normative principles with which it is combined. Therefore it is crucial to analyze both the economic theory and the ethics of any political thinker of the Austrian school, and the bulk of the analysis must lean on the latter since the economic theory itself does not lead to the types of libertarianism that is put forward by the most famous economists and philosophers of the Austrian school. The ethical theories of four Austrian school proponents are analyzed in this dissertation: Ludwig von Mises, F. A. Hayek, Murray Rothbard and Hans-Hermann Hoppe. The conclusion is that there are several problems with their theories, although the problems are of different kinds, ranging from metaethics to empirical application and operationalization.

Abstract:
The aim of the diploma thesis is to characterize the development of Austria after World War Two, to chart its progressive integration into Europe and to evaluate its present position in the European Union. The first chapters of the thesis describe the economic and political development of Austria from 1945 to 2000; attention is paid to the gradual integration of Austria into the European Communities. Furthermore, the thesis concentrates on the development of Austria after 1995. It analyses the economic impact of its entry into the EU as well as its present position in the Union. It also discusses selected themes such as the first and second Austrian presidency of the EU, sanctions on Austria, the Austrian approach to the eastern enlargement of the EU and the Austrian citizens' view on the EU. It shortly addresses the contemporary relations of Austria and the Czech Republic.

Abstract:

Abstract:
This paper uses a dataset of first-time students in Austria, which shows among other information the home location and the university location of those students. Since Austria has a free access university system, where universities have to accept high school graduates, these data reflect the preferences of these students. From a university's point of view, the data reflect the area from where they can attract students, i.e. the market areas of the universities. Currently, the market areas of Austrian universities are largely unknown. It is also unknown whether the universities serve spatial markets like a spatial monopolist or compete on a national scale. This information, however, is of crucial importance for the future strategies of the Austrian universities who are in a process of restructuring from a bureaucratically governed system to one of independence and autonomy. For universities who have to develop their own strategies information about their market is essential.

Abstract:
In this contribution, we investigate the relationships between paid and unpaid work in the lifeworlds of employed informal carers against the background of the Austrian long-term care regime. We pursue a twofold argument: On the one hand, we emphasize that combining paid and unpaid work currently poses serious difficulties for employed family carers in their everyday lives and impacts their current and future financial and social security. On the other hand, we argue that the relationships between employment and informal care are in fact not well understood by the common concepts of "reconciliation" or "work-life balance". These concepts are not able to explain the complexities of employed carers' lived realities and fail to adequately address the fundamental contradiction in the idea of a "reconciliation" of paid and unpaid work.

Abstract:
Within the last years organizations are enriched by a further age cohort that is entering the working environment. The demands and backgrounds of generation Y have changed many aspects within the organizational environment especially in terms of employee retention. Research has provided insights into the values, backgrounds and beliefs of this cohort. Yet, the importance of requirements towards the leadership dimension of generation Y in Austria is not quite clear. In order to sharpen the understanding of the leadership related perspective, a thorough literature review is provided. Afterwards a quantitative research study examined factors ascribed to generation Y employees. The analysis of the gathered data outlined that the expectations and disfavoured behavioural patterns for generation Y in Austria are in line with other sources of research. Furthermore, existing differences between disfavouring certain factors and factors of demotivation could be identified. Also in terms of expectations and motivations such differences could be observed. The strong demand and deprecation of certain behaviours revealed that it is crucial for business leaders to understand the requirements of the generation Y age cohort, in order to foster motivation and commitment.

Abstract:
BACKGROUND Although cohabitation has spread rapidly in Austria during the past decades, it is more a prelude than an alternative to marriage. The individualization thesis serves as a conceptual framework for explaining the rise of cohabiting unions. OBJECTIVE Our aim is to understand what motivates people to cohabit and marry from an individualization perspective. The present study was designed to investigate in which ways key notions of the individualization thesis such as commitment, romantic love and risk are reflected in discourses on cohabitation and marriage. METHODS Research is based on data from eight focus group discussions (71 participants) conducted in Vienna, Austria, in 2012. This data was analyzed with the help of qualitative methods. RESULTS The focus group participants regarded cohabitation and marriage as different life course strategies. They felt that young adulthood is a period characterized by uncertain external circumstances, in which people build up commitment in cohabitation without feeling limited in terms of opportunities. As dissolving a cohabiting union entails lower costs, the risk posed by this type of union was considered low. The respondents associated marriage with security and long-term commitment and saw it as an ideal for a later stage in life. They argued that romantic love and individual satisfaction should prevail throughout the entire marriage. Core terms of the individualization thesis - commitment, romantic love, and risk - were perceived differently between cohabitation and marriage. We conclude that the individualization thesis best fits young adulthood and is less relevant for later life stages.

The objective of the thesis is to identify specific features of the German and Austrian cultures and to examine how the cultural differences are reflected in a mutual cooperation with representatives of the Czech culture. The thesis also contains an introduction into intercultural management and methodology of cultural dimensions and standards and their most popular representatives. Cultural standards of Germans and Austrians were examined by means of an interview and questionnaire research among Czechs who have been repeatedly and on a long-term basis in contact with either of the mentioned cultures. In order to get a better understanding of the other parties the research was also conducted among Germans and Austrians who have been in contact with representatives of the Czech culture. The thesis is recommended to businesspeople, managers, workers and any other individuals who are about to cooperate with Germans or Austrians.

Abstract:
Current demographic developments in industrialized countries and their consequences for workforce ageing challenge the sustainability of intergenerational transfers and economic growth. A shrinking share of the young workforce will have to support a growing share of elderly, non-working people. Therefore, the productivity of the workforce is central to a sustainable economic future. Using a new matched employeremployee panel dataset for Austrian firms for the period 2002-2005, we study the relationship between the age structure of employees, labour productivity and wages. These data allow us to account, simultaneously, for both socio-demographic characteristics of employees and firm heterogeneity, in order to explain labour productivity and earnings. Our results indicate that firm productivity is not negatively related to the share of older employees it employs. We also find no evidence for overpayment of older employees. Our results do not show any association between wages and the share of older employees. Furthermore, we find a negative relationship between the share of young employees and labour productivity as well as wages, which is more prevalent in the industry and construction sector. Abstract:
We explore some empirical properties of Austria's "Investment Development Path" (IDP) on the macro level as well as on the structural and the bilateral level. Three dimensions are analyzed, namely the growth, the stability, and the sign of the Net Outward Investment Position (NOIP). While the NOIP on the macro level has been negative throughout the last two decades, there is considerable variation on the industry and the bilateral level. Given the small domestic market size, the NOIP of Austria does not reflect the high level of development in terms of GDP. Several explanations for the below-average NOIP of Austria are provided.

Abstract:
The Austrian army played a crucial role in Napoleon's decisive defeat during the War of the Sixth Coalition. Often considered a staid, hidebound institution, the army showed considerable adaptation in a time that witnessed a revolution in the art of war. In particular, changes made after defeat in the War of the Fifth Coalition demonstrate the modernity of the army. It embraced the key features of the new revolutionary way of war, including mass mobilization, a strategy of annihilation, and tactics based on deep echelonment, mobility, and the flexible use of varied formations. While the Austrians did not achieve the compromise peace they desired in 1814, this represented a political failing rather than a military one. Nevertheless, the Austrian army was critical in securing the century of general European peace that lasted until the dawn of the Great War.

Abstract:
This article presents an econometric analysis of the maintenance costs for the Austrian railway system. The data contain observations of track maintenance costs from 1998 to 2000. Our analysis identifies the cost driving factors in order to determine estimates of marginal costs, as required by the infrastructure provision principles of the European Union. The analysis identifies the variables "track length" and "transported gross-tons" as the principal cost determinants. Furthermore, we observe that total costs as well as marginal costs increase with (i) a high proportion of the track occupied by train stations, (ii) the number of switches within a track, (iii) narrow bends, and (iv) considerable slopes. Moreover average as well as marginal costs for secondary lines are significantly higher than for main lines. (author's abstract)

Abstract:
This thesis examines constructs of Österreichertum promoted by Austrian conservatism in the years 1918-38. It is an interdisciplinary examination of political discourse, as well as of intellectual and literary formulations of Austrian identity. It considers why, in the majority of cases, the idea of Austrian nationhood was rejected in the inter-war era, and explores the Austro-German synthesis of identity that acted as a substitute for an independent national consciousness. The work focuses on the personality and politics of Ignaz Seipel; the Ständestaat regime and Vaterländische Front; the Heimatschutz and the legitimists; and literary and historical constructs of Austrian identity. Among these last constructs can be found those few publicists of the period who affirmed the existence of an Austrian nation. Their ideas did not bear fruit until after World War II, when Austrian political leaders took the country on the path to independent nationhood.

Abstract:
The following articles submitted in partial fulfillment of the requirements for the degree of PhD by published works attempt to restate, refine and extend various themes in the tradition of the Austrian School of Economics and their relationship to selected topics in political economy. It is argued that two traditions developed out of the "marginal revolution" in economic theory, beginning in the 1870s: the Neo-Classical and Austrian approaches. In the Neo-Classical tradition, a theory of economic equilibrium is formulated on the basis of a "static" view of man and the market, in which actors are assumed to have a "given" ends-means framework in which agents narrowly maximize to attain "optimal" results within their respective decisions and across individuals for determination of interpersonal equilibrium. The Austrians, on the other hand, developed a more dynamic process theory of market activities based on a conception of man as an intentional being who creates his ends-means framework and initiates actions to improve his circumstances. The Austrian framework emphasized the role of time, uncertainty and imperfect knowledge, with a focus on the temporal-sequence of market interactions that may tend to bring about a pattern of interpersonal coordination of individual plans. It is also explained how the Classical Economists' concept of man and the market was much closer to the Austrian perspective than to that of the Neo-Classical Economists. The Austrian approach is extended by showing a "phenomenological foundation" to Austrian Economics in the writings of Edmund Husserl and its influence on the methodological works of Ludwig von Mises. The sociological contributions of Max Weber are shown to be the starting point for Mises' theory of "action," and how Weber's conception of the Ideal Type was adopted by Mises as a tool for understanding the process of expectations-formation in the market. The writings of Austrian sociologists, Alfred Schutz, are used to explain the reasoning behind the Austrian theory of action and the mental processes through which the social actors creatively imagine what becomes the endsmeans framework, which the Neo-Classical Economists assume are "given." Schutz's refinement of Weber's Ideal Typification schema is reformulated to explain the process through which individuals in the social and market arenas construct situational and personal ideal types that create the structures of intersubjective meaning enabling expectations-formation and the potential for interpersonal plan coordination. Lastly, the Austrian theme of acting man and the market process are applied to the issues of economic calculation under socialism, problems with Neo-Classical assumptions concerning government intervention in the market economy and the limits of economic policy within the market order.

Caspar-Bures, Bettina. "The criminal responsibility of associations under Austrian Law." Universität Leipzig, 2020. https://ul.qucosa.de/id/qucosa%3A72842.

Full text
Abstract:
The Austrian Act of Corporate Criminal Liability came into force on January 1, 2006. Since then, associations can be penalized for judicially criminal acts of their decisionmakers and / or employees. A criminal liability of the association presupposes that the offense was committed in favor of the association and, that the criminal offense violates the duties determined by the association (association duties). In the case of a violation against the VbVG, the court will impose an association fine, which depends on the annual yield of the association. In addition, an instruction can be issued for compensation for damage. In 2018 there were counted 341 preliminary investigations against associations, of which only 28 resulted in an indictment. Only in five cases, there was a conviction, and an association fine was imposed.
