Abstract:
The Auswärtiges Amt and the Quai d’Orsay Comparing the centers of diplomacy in France and Germany shows as well similarities as différences. A bill of 1990 sets the legal framework of the german foreign service. It defines the functions of the ministry, particularly its rôle as coordinator of the State’s international relations and those of other government services. The organisational structures of the Auswärtiges Amt are being constantly adapted to new facts. This is why the ministry’s organization chart is adapted once a year. Another characteristic of the ministry is that decisions are made on the basis of an internai consensus as broad as possible.

Abstract:
On 7 November 1968, the political activist Beate Klarsfeld entered the stage of a CDU party convention in Berlin, slapped the West German chancellor Kurt-Georg Kiesinger in the face and cried ‘Nazi, Nazi’. During the Third Reich, Kiesinger had worked in one of the propaganda departments of the Auswärtiges Amt (Foreign Office). The history of the German foreign office received additional attention in 1968 due to the fact that the then vice-chancellor and foreign secretary of the Grand Coalition, Willy Brandt, was a former resistance fighter, who had been stripped of his citizenship by the Auswärtiges Amt in 1938. Despite numerous scandals about the post-war careers of former Nazi diplomats in the 1950s and 60s, the Auswärtiges Amt escaped closer scrutiny until 2005, when the then foreign secretary Joschka Fischer set up a historical inquiry commission. In his memoirs, Fischer has argued that his decision was influenced by the events of 1968.

Summary All branches of modern governments struggle to adapt to social and political changes today, in an age when such changes follow each other with speed, and change the very fabric of society. Foreign ministries are doubly challenged as they not only are confronted with the changes of their domestic environment, but they also have to navigate the international arena which is another stage of frequent upheavals. As a consequence, the German Federal Foreign Office has ventured on a path of continuing reforms that have led to new structures in the organisation, human resources management and the use of new technologies. Compared to former ages, the German foreign ministry has turned into a complex, multifaceted bureaucratic apparatus with fluid borderlines, recognisably more of the same nature as German society as a whole.

AbstractEven in foreign services that, like Germany's Auswärtiges Amt, follow a generalist principle in their human resources' management, individual careers are shaped by specific experiences. The author uses his own curriculum vitae as a case in point: he served many years in Press and Public Affairs at the German Embassy in Washington DC and as Foreign Office Spokesman in Bonn; he also acquired solid expertise in Personnel and Administration and headed the German Foreign Ministry's Central Department. He was later selected for an assignment as the United Nations' Inspector-General.Paschke feels that interaction with the media, administrative matters and oversight in international organizations are as challenging and attractive as any other diplomatic activity. His professional expertise continues to be in demand even after his retirement.

John T. Lauridsen: Werner Best’s prison records 1945-51 The article provides a brief account of the content of Field Marshal for Denmark Werner Best’s prison notes with a list of those which are non-literary. Then the notes concerning Danish conditions are presented in greater detail, since they are characterized as primary defence statements with the intention of explaining and defending the politics that he wishes to present as those he conducted during his time as Field Marshal for Denmark 1942-45. There is a development in the content of the notes concerning Denmark from the first ones in 1945 to the later ones in 1948 in line with the fact that he obtained insight into the contemporary records written by himself, which the public prosecutor had managed to collect from him. The development was in the form of an adaptation of previous statements concerning the material presented or explaining the contents of it away, in the sense that a context was presented, which negated the meaning of what he had written, unless he did not openly state instead that what he had written was a lie already at the time of writing. The latter was supposedly in agreement with the Auswärtiges Amt with the common goal of preventing Hitler from intervening in Danish affairs. On the whole, Hitler is introduced in various contexts as an active party, who had exerted fundamental influence on incriminating documents drawn up by Best, while there is no contemporary documentation that Hitler exerted any influence or even had his attention focused on Denmark. This results in Best’s use of “the telephone trick”, which the author has chosen to call it, namely that Best invokes telephone calls from the headquarters of the fuhrer, from Ribbentrop’s ministerial office located there or from the Auswärtiges Amt, which make him act in another manner that justifies his actions for posterity, or ascribes an impact on posterity to himself, which he had not been able to obtain in some other way. The most obvious examples are the initiative for the action against the Jews in 1943, the April Crisis in 1944, the repercussions from the general strike in Copenhagen in the summer of 1944, and the outcome of the discussions concerning whether or not to conduct the final battle in Mürwik on 3 May 1945. An account is given of Best’s attempt to impose a general reading guide for his contemporary documents upon the reader, followed by a representation of and detailed commentary upon selected statements by Best, which illustrate Best’s form of history manipulation in detail, where he also provides guidance on how he wants specific individual documents to be read and understood. It is inspiring reading. Two records are not about his own trial, but about his relationship to DNSAP (the Danish Nazi Party) and the Schalburg Corps (the Nazi anti-sabotage corps in Denmark) and the group of people surrounding them. Here he continues to manipulate his own role, but also shows his ruthlessness towards partners who did not obey orders. This also gave him cause to dismiss the entire German Reich leadership in Denmark as being more or less amateurish.

Abstract:
The early career of Herbert Blankenhorn (1904–1991) illustrates important trends in the transition from Nazi Germany to the Federal Republic. During the 1930s and 1940s he served as a diplomat in the German Foreign Office and also joined the Nazi Party in 1938. After 1945 he would play a very public role in the creation of a new political culture in West Germany. Konrad Adenauer thought that the exceptional political sense of his young personal assistant, who also served as Secretary General of the Christian Democratic Union (CDU) in the British Zone, helped him become chancellor of the Federal Republic in 1949. Through the mid-1950s Blankenhorn remained one of Adenauer's most intimate advisors, especially on matters concerning foreign policy. From late 1949 to mid-1950, he also oversaw the creation of what became the West German Auswärtiges Amt (Foreign Office), and thereafter he was the head of its Political Division and deputy to State Secretary Walter Hallstein until 1955. He went on to serve as West German ambassador to the North Atlantic Treaty Organization (NATO) (1955–1958), France (1958–1963), Italy (1963–1965), and the United Kingdom (1965–1970). After retiring from the diplomatic service in 1970, Blankenhorn functioned as the West German representative in the United Nations Educational, Scientific, and Cultural Organization (UNESCO) Executive Council until 1976.

Jesper Düring Jørgensen: The role of Gustav Meissner in the so-called New Year crisis The article looks at the role of the German press attaché Gustav Meissner (1910–1995) during the so-called New Year crisis, which unfolded between the German occupying administration and the Danish government from December 1940 to the end of January 1941. The crisis started in autumn 1940 as a reaction to the unsuccessful monetary and customs union negotiations between Germany and Denmark, and as a result of the Danish Nazi party’s failed propaganda offensive. Another factor that contributed to exacerbating the crisis around Christmas 1940 was a protracted attack on Prime Minister Thorvald Stauning, with the intention of removing him from his post as prime minister of Denmark. In addition, conflicts of interest and expectations regarding the occupation of Denmark existed both at the German Federal Foreign Office (Auswärtiges Amt) and at the German Embassy in Copenhagen. In Copenhagen, the German ambassador Cecil von Renth-Fink tried to implement a pragmatic policy towards the Danish Government to ensure the greatest possible peace and order in the country for the safety of the German troops, and to safeguard the Danish agricultural and industrial exports to Germany, but in Berlin this policy was subtly opposed by the powerful Under Secretary Martin Luther and by his henchman at the embassy in Copenhagen, Gustav Meissner, who, partly behind Renthe-Fink’s back but with the assistance of Louis von Kohl, initiated several intrigues to topple the prime minister in Copenhagen. However, the demands to replace Stauning met with widespread opposition from the Danish government and the trade unions, and the crisis petered out. Stauning remained at his post, but party leader Hans Hedtoft and H. C. Hansen were forced out of office by the Germans.

Abstract:
Seit 1954 fördert die Alexander von Humboldt-Stiftung, finanziert durch das Auswärtige Amt (AA) und das Bundesministerium für Bildung und Forschung (BMBF), mit dem Humboldt-Forschungsstipendien-Programm (HFST-Programm) Studien- bzw. Forschungsaufenthalte von hoch qualifizierten Wissenschaftler*innen aus dem Ausland an deutschen Hochschulen und Forschungseinrichtungen. Überdurchschnittlich qualifizierte Wissenschaftler*innen aus dem Ausland bewerben sich je nach Karrierestufe entweder in der Förderlinie für Postdoktorand*innen (Abschluss der Promotion nicht länger als vier Jahre vor der Bewerbung) oder in der Förderlinie für erfahrene Wissenschaftler*innen (Abschluss der Promotion nicht länger als zwölf Jahre vor der Bewerbung). Die HFST-tipendiat*innen erhalten die Möglichkeit, ein selbst gewähltes, langfristiges Forschungsvorhaben gemeinsam mit einer / einem wissenschaftlichen Gastgebenden in Deutschland durchzuführen. Zweck der Evaluation war es zu überprüfen, inwieweit es der Humboldt-Stiftung gelingt, mit der Durchführung des HFST-Programms die angestrebten Ziele zu erreichen. Diese sind: 1. Gewinnung von wissenschaftlich hoch qualifizierten Bewerber*innen; 2. Initiierung dauerhafter Forschungskooperationen; 3. Dauerhafte Nutzung des Kooperationsnetzwerks für internationale Forschungskooperationen; 4. Zugang zu internationalen Expert*innen und Entscheidungsträger*innen aus Wissenschaft, Politik, Kultur und Wirtschaft für Partner aus Deutschland; 5. Ermöglichung eines persönlichen und differenzierten Einblicks in die Wissenschaft, Forschung, Gesellschaft und Kultur Deutschlands.

Abstract:
Gefördert durch das Auswärtige Amt unterstützt der DAAD auf Basis des Programms Dhoch3 seit 2015 die universitäre Ausbildung künftiger Dozentinnen und -Dozenten im Fach Deutsch als Fremdsprache (DaF) an internationalen Hochschulstandorten. Die Inhalte der Dhoch3-Online-Studienmodule, die von Expertinnen und Experten an deutschen Hochschulen konzipiert wurden, sind weltweit in bestehende Deutsch- und Germanistikstudiengänge integrierbar und ergänzen das bestehende Angebot im Hinblick auf die Qualifizierung künftiger Lehrender. Der vorliegende Sammelband ist der ersten wissenschaftlichen Dhoch3-Konferenz gewidmet, die vom 1. Bis 3. Juni 2022 stattfand. Entlang des Konferenzthemas „Deutsch als Fremdsprache in der digitalen Welt“, kamen Vertreterinnen und Vertreter der Nutzergemeinschaft von Dhoch3, die in fast 30 Ländern als DaF-Dozierende ihre Wirkung entfalten, im virtuellen Raum zusammen, um die fachlichen und wissenschaftlichen Beiträge zu verfolgen und sich zu den Möglichkeiten des Programms Dhoch3 ebenso austauschen und vernetzen wie zu grundsätzlichen Fragestellungen welche die Potenziale der Digitalisierung im Fach Deutsch als Fremdsprache betrafen. Etwas mehr als ein halbes Jahr nach Abschluss der Konferenz ist nun der vorliegende Sammelband entstanden, für den insgesamt 16 fachliche und wissenschaftliche Konferenzbeiträge verschriftlicht wurden. Der Sammelband ist in fünf Abschnitte untergegliedert. Im ersten, einführenden Teil werden die Leserinnen und Leser mit dem Programm Dhoch3 vertraut gemacht. Im zweiten Abschnitt folgen drei „Werkstattberichte“, die sich der Fragen der Implementierung von Dhoch3- sowie den anwendungsbezogenen Programmkomponenten „Praxiskomponente“ und „Lehr-Lern-Bereich Blended Learning“ widmen. Im dritten Teil werden die Konferenzbeiträge zusammengefasst, die unmittelbar dem Programm Dhoch3 gewidmet sind, in den Beiträgen des vierten Teils werden Fragestellungen thematisiert, welche verschiedene, grundsätzliche Aspekte der Digitalisierung des Fachs Deutsch als Fremdsprache betreffen. Abgerundet wird der Konferenzband durch die Verschriftlichung der Podiumsdiskussion mit dem Titel „Mit den Partnerinnen und Partnern sprechen, und nicht nur über sie. Über die Beteiligung der internationalen Germanistik an Dhoch3.“ Für das Zustandekommen des vorliegenden Bands richtet sich unser Dank an alle Autorinnen und Autoren, die durch die Verschriftlichung ihrer Beiträge zum Gelingen der Publikation beigetragen haben, sowie an alle Beteiligten, die uns bei Konferenz- sowie im Zuge der redaktionellen Arbeit auf verschiedensten Wegen tatkräftig unterstützt haben.
