Abstract:
The article is dedicated to the history of the development of public education in Altai in the late 19th and early 20th centuries. The authors focus on the process of establishing primary and secondary schools and vocational education institutions in the region. Economic processes (the decline of mining production in Altai, the intensification of resettlement processes in the region) and sociocultural changes in the country and the region - the growth of the number of educated people in Siberia and democratization of the education system in the Russian Empire as a whole - are considered as objective conditions for the development of education. The authors show the role of the public in the formation of primary schools in Altai. Speaking about the development of primary education in the region, such as the resettlement process, the authors of the article referred to the analysis of the activities of schools in the context of changing ethnic and religious composition of students and to the characterization of the educational policy of the State with regard to migrants of non-Russian origin. Studying the process of formation of gymnasium education in Altai, the authors focused on the opening of a men's gymnasium in Barnaul, considering that this event became a landmark for the development of the city. According to the authors’ opinion, studying the process of opening this gymnasium makes it possible to understand the dialectic of relations of the state and the society, the center and the regions. The article gives special attention to studying the impact of the military situation on the activities of educational institutions, for solving new tasks operating in wartime. In the end of the article, it was concluded that power institutions pursue utilitarian goals in the implementation of educational policy in remote regions.

Abstract:
The article presents the concept and main provisions of the bill of the Altai Territory on the leadinguniversities of the Altai Territory. The authors note the desire of the federal government to isolate a specialpool among regional universities in order to retain talent in the regions and reduce migration outflows.At the first stage, the so-called core universities in the constituent entities of the Russian Federation were selected, which received additional financing for development programs. The status of supportinguniversities was never developed in educational legislation, although a number of constituent entitiesof the Russian Federation adopted laws on supporting universities, emphasizing their importance forregional development. Within the framework of the priority national project, it is supposed to be selectedin 2020–2024. 80 educational institutions of higher education that provide training for the basic sectorsof the economy and social sphere of the subject of the Russian Federation. The article proposes a draftlaw of the Altai Territory on the interaction of state authorities of the Altai Territory and educationalinstitutions of higher education, providing training for basic sectors of the economy and social sphere ofthe Altai Territory.

The authors study the problem of volunteerism in modern society. The paper provides a theoretical analysis of scientific and methodological works on the phenomenon of volunteerism, identifies and describes the most important approaches, reveals the factors and conditions that contribute to the effective process of organizing volunteer activities in modern society. The article summarizes the features of organizing volunteer activities in the territory of the Altai Republic. The purpose of the article is to determine the resources, mechanisms and prospects for the development of volunteer activities in the Altai Republic. The authors‘ research methodology is based on the theoretical analysis of scientific papers devoted to the problem under consideration. The methods of theoretical research are used: comparison, generalization and system analysis. The research is based on the following theoretical and methodological approaches: socio-cultural, system and activity. Research results: the mechanisms of increasing social activity of young people are identified, and the experience of organizing volunteer activities in the Altai Republic is presented. Conclusion. The study made it possible to update, compare, generalize, systematize and highlight important provisions concerning the phenomenon of volunteerism.

Abstract:
Mountainous natural complexes of Altai cross-border territory is a unique object of studies into their durability against an external impact since they represent a complex mosaic structure. Authors used an integral characteristic as an assessment factor, which allowed to determine the durability of their soil cover. First, the river layer was converted into the scanning pattern. Next, all characteristics were translated into relative values, During the research, it was established that those ecosystems that formed on terrain consisting of steep slopes were more susceptible to adverse natural phenomena. It was discovered that the landscape is an optimal unit for determining the durability of ecosystems. The article provides results of an integral assessment of the degree of ecosystem’s ecological durability against an external impact.

Abstract:
The dynamics of the memory policy aimed at forming in the historical memory of the readership of the Siberian Lights Magazine of the 1920s-1940s ideas about the historical past and traditional culture of Altai people is traced in the article. The relevance of the study is due to the growing attention to the features of historical knowledge in the public space, its structuring, the means of conceptual interpretation and the use in the processes of political self-regulation of society at various stages of development. The novelty of the research is seen in the fact that the history of the state policy of memory in relation to the past of Gorny Altai in its substantive and procedural aspects has not yet become the subject of independent scientific research. The contexts and conditions of creating journal representations of the historical past of Gorny Altai are revealed. The list of the authors covering this topic is characterized, as well as the factors that influenced the creation of journal representations of the history of the Altai people. The stages of this representation are established and characterized. It is shown how the memory policy techniques used by the authors of this journal at different stages changed. It is proved that at the stage of the 1920s, the Siberian Lights served as a platform for polemics of historians and subjects of regional politics, relatively independent in relation to the central government. At the second stage of the 1930s - 1940s, the authors of the journal were included, first of all, in the process of implementing the policy of memory of the central authorities.

Abstract:
<p>The topical issues of formation and development of agriculture, based on the production of organic products were considered in the article. The article presents the concept of "organic agriculture", "agriculture, focused on the production of organic products", and explains the author's understanding of their content. Specific background of involvement in agricultural production turnover of fallow and unused land for the purpose of organic agriculture was justified and grounded. It is important to note that the special importance of the problem of fallow and abandoned land noted the Russian Federation Vladimir Putin in the annual message of the President to the Federal Assembly in 2016. The article substantiates the main directions of formation and implementation of the concept-oriented agriculture to organic production, the level of subjects of the Russian Federation in the framework of the strategy of food import substitution.</p><p>The authors proposed the methodology of formation and realization of regional targeted programs of agricultural development, on its basis was developed a project of the regional target program "Involvement in agricultural production is not used for the intended purpose of arable and fallow agricultural lands of the Altai Krai for the production of organic products for 2017–2022". The prognosis of production of agricultural products of the Altai territory, the allocation of shares of organic agricultural products and performance assessment was calculated from the strategic plans of development of the organic sector of agriculture of the Altai territory and the project of the regional target program already developed by the authors.</p>

Abstract:
In contemporary Russia, in the conditions of polyethnicity and multiculturalism, it becomes necessary to form civil and ethnic identities of its citizens. This problem is becoming one of the main directions of the state social policy of the Russian Federation, as there is an active migration within the country, which causes the relocation of Russian citizens from their native region. This circumstance prompted the authors of the article to turn to this topic. In the article, the authors reveal the importance of preserving the identity of the indigenous peoples of Altai (Altaians, Telengites, Tubalars, Kumandins and Chelkans) in the conditions of a large metropolis. They also present the historical facts of preserving their ethnic identity, emphasizing the importance for these peoples of obtaining a new status for their ancestral territory of residence in the 90s and being allocated to the national republic as part of the Russian Federation. They reveal the role of ethnic public organizations in the preservation and development of the culture, traditions and language of the Altai peoples, using the example of the activities of the NROO "TSKN "Tuulu Altai", as well as the formation of ethnic and civil identity in a multicultural society. The purpose of the article is a historical description (way of life, places of traditional residence, etc.) of the indigenous peoples of the Republic of Altai and a description of the role and activities of the non-profit public organization "Tuulu Altai Cultural Heritage Center "for the formation of ethnic and civil identity among the representatives of the indigenous peoples of the Republic of Armenia. The scientific novelty of the provisions proposed in the article is to identify the features of the formation of ethnic and civil identity of representatives of the indigenous peoples of the Altai Republic living in Novosibirsk. The practical significance lies in the possibility of using the materials of the article in organizing the activities of non-profit public organizations for the formation of ethnic and civic identity among young people.

To determine the specificity of the socio-cultural, legal, economic and confessional adaptation of the members of ethnic communities, the authors used the method of focused interview, which allowed determining the position of the leaders of ethnocultural communities with regards to the aforementioned indexes, as well as acquire relevant information pertaining to prevention of extremist behavior. The article presents the analysis of the influence of ethnocultural organizations upon the process of social, legal, economic, and confessional adaptation of the representatives of ethnic communities. A hypothesis is supported that the problems of adaptation in the designated spheres produce strive towards extremist behavior. The scientific novelty consists in the fact that the empirical framework is comprised of results of interviews of the leaders of Jewish, Armenian, Kazakh, Uzbek, Tajik, and Chechen, and Azerbaijan ethnocultural organizations of Altai Region.

Abstract:
This paper is devoted to the methodology for assessing the development of extra- and intra-integration structures. This methodology consists of three levels of economic assessment of the agro-industrial sector: the regional level, the economic sector level, and the enterprise level. The agro-industrial complex of the Altai Republic has positive business dynamics due to the development of the livestock industry. Through assessing the business outlook for agro-industrial integration using the three levels, it has been determined that the livestock industry has the greatest potential for creating large integrated structures in the Altai Republic. The study justifies the need for creating an internal cluster (intra-cluster) in the maral deer breeding sphere of the Altai Republic, and an external cluster (extra-cluster) in the sphere of meat-and-dairy cattle breeding in the Altai Republic and the Altai Territory. The authors propose a ‘business-as-usual’ and a target scenario for the development of the agro-industrial complex of the Altai Republic until 2025. The target scenario reflects the effectiveness of the proposed measures for the development of the agro-industrial complex of the Altai Republic. According to this scenario, the formation of intra-clusters and extra-clusters in 2025 will lead to an increase in total profits of the livestock industry enterprises under analysis by 451 million rubles and of budget allocations by 194.3 million rubles. The goal of this study is to develop theoretical and methodological guidelines for shaping and developing integrated structures in the agro-industrial complex.

Abstract:
The authors explored the situation in vegetation on hay harvesting areas and pastures in the mid mountain areas of Central and South-Eastern Altai in 2016-2017. The authors investigated 22 communities of various types of meadows and steppes; 8 cenoses were investigated twice. The vegetation of forage lands indicates moderate or high grazing of animals. 2016 was a wet year and it led to pasture degradation and progressive succession. 2017 was a dry year and grazing led to acute pasture degradation and reducing of surface phytomass in 2.2 – 3.6 times in comparison with the previous year. At the same time, the part of mortmass in the stand grass increases. The researchers investigated the perennial leguminous grasses of Astragalus austriacus, A. austrosibiricum, A. tibetanus, Hedysarum gmelinii, H. gmelinii subsp. setigerum and Oxytropis argentata and found out them to be preserved in grasslands and restored in many cenopopulations when grazing is reduced or stopped.

Abstract:
The article publishes a series of bone (horn) girth buckles from the necropolis of the Rouran time of the Choburak-I archaeological complex, located in the Chemal district of the Altai Republic. The authors present a detailed description of the main morphological features of six well-preserved products which were found in four male (mounds №30a, 31, 32, 34a) and two female (mounds №32a, 34) burials with a riding horse. The classification of published girth buckles made it possible to divide them into three types. The dated analogies of the considered finds from the Altai complexes dating back to the 4th-5th centuries AD are presented. For the studied specimens, general and special design details were revealed in comparison with the already known girth buckles from other sites of the Bulan-Koby culture of Altai. It was established that products from the Choburak-I complex demonstrate the development of local modifications of items of the group in question during the period of the Rouran Khaganate. Published archaeological materials expand the source base for a comprehensive study of the equipment of the riding horse of the Altai population at the turn of late Antiquity and early Middle Ages.

Abstract:
The article is devoted to a comprehensive examination of theoretical approaches to the study of the history of Altai in the 18th century, developed by Russian specialists over the past three decades. The relevance of the study is associated with the emerging trend in domestic science towards a holistic understanding of the retrospective of individual regions, including through understanding the interdependent role of various social and administrative factors in the colonization process. Special attention is paid to the conceptual assessment of the nature of the initial development of Altai. The methodological grounds for applying the theories of military colonization, frontier, frontier modernization to the history of the region are outlined. The authors state the presence in the scientific literature of two non-identical approaches to the characterization of the Russian border in the south of Western Siberia. The authors demonstrate the obvious desire of historians to carry out comprehensive studies of regional and local levels of civil and mining management, which has emerged against the background of the preservation of the heuristic significance of microhistorical analysis of the role of individual fortified (fortresses, forts) or production facilities (factories). The diversity and conceptual heterogeneity of modern Russian historiography of the history of Altai in the 18th century is summarized. Some forecasts of the development of the historiographic situation are formulated.

Abstract:
The article is devoted to the urgent problem of the revived Burkhanism formation in the Altai Republic. The authors came to the conclusion that the historical path of Burkhanism from the ban to the post-Soviet rehabilitation led it to the ambiguous comprehension. The main theories about Burkhanism given in the reports of the scientific conference held in the year of its one hundredth anniversary are highlighted. It is noted that modern Burkhanism is supported by the southern Altai people, namely the Altai-Kizhi that live in the Burkhanism places of the Ongudai and Ust-Kan regions of the Altai Republic. Against the background of the revival of the Oyrot heritage, the post of Zaisan as head of a clan, the confrontation between the adherents of Altai jan (Altai faith), that represent a mixture of “old” Burkhanism and Shamanism, and a group of Altai Buddhists, who interpret Burkhanism as the periphery of Lamaism, appeared. Based on the ethnographic data the ritual practice of «feeding» the fire of the hearth, sprinkling sacred objects with milk and cleansing by fumigation with juniper are represented, which expresses the key idea of Burkhanism ‒ the reverence of the upper heavenly world that gives life to man, the well-being to his family and his clan. It was revealed that Burkhanism consolidated the people spiritually and ethnically; therefore, observance of ritual symbolism in everyday life contributes to the preservation of the life values: peace, grace, happiness, luck. In ritual life, Burkhanism symbols and attributes are observed spatially and temporarily. The period of the young moon and sunrise, as well as the time of the birth of the sun (day), are considered the most “favorable” time to initiate ceremonies in honor of the living. Ritual actions are performed according to the sun and an even number of times. Everything connected with the “world of the living” honoring ritual should be white. The very existence of the world depends on proper observance. According to the norms of modern Burkhanism, it is considered that the one who observes the ritual symbolism approved by Burkhanism is one of the «True» Altaians and this certain standard of “Altai” based on the traditional worldview.

Abstract:
The article presents the characteristic of medieval metal mirrors in the collection of the Altai State Museum of Local Lore (Barnaul). The analysis of three items (two fragments and one complete product) has been carried out. The authors reviewed the history of the formation of this small collection, and also provided a detailed description of each mirror. It has been established that the find from the Kirillovka-V complex is a part of an eight-bladed artifact, which, judging by the recorded characteristics, is an original Chinese mirror of the late Tang time. The fragment discovered during the excavations of the Khoroshonok-I necropolis has no analogies in the sites of North and Central Asia. The dating of both designated objects is determined by the last centuries of the 1st millennium AD. The third mirror was made during the Yuan Dynasty and belongs to a very rare type of product. The analysis of the considered group of objects from the Altai State Museum of Local Lore collection demonstrates a significant informational potential for further study of metal mirrors from museum collections, some of which have not yet been published and are not included in the context of modern research. Twelve species are recorded for the first time from the Altai Republic, Russia, based on the materials collected by authors in the vicinity of the northern part of Lake Teletskoye in the southern taiga of Western Siberia. Nabis (Dolichonabis) americolimbatus (Carayon, 1961) is recorded for the first time for the Western Siberia. Seven species, Pachycoleus pusillimus (J. Sahlberg, 1870) (and family Dipsocoridae Dohrn, 1859), Saldula orthochila (Fieber, 1859), Xylocoris cursitans (Fallén, 1807), Acalypta carinata (Panzer, 1806), Empicoris vagabundus (Linnaeus, 1758), Drymus brunneus (R.F. Sahlberg, 1848), Scolopostethus thomsoni Reuter, 1875 are recorded for the first time from the Russian Altai. Four species are recorded for the first time from the Altai Republic – Phytocoris longipennis Flor, 1861, Nysius helveticus (Herrich-Shaeffer, 1850), Kleidocerys resedae resedae (Panzer, 1797), Cymus glandicolor Hahn, 1832. For each species the general distribution, the detailed distribution in the adjacent territories of Siberia, and the data on the biotopic confinement are provided. Abstract:
The authors see their task in creating an analytical procedure for historical and geographic images connected with a certain area. The concepts of Altai shaped by scientists and explorers serve as an example. One of the parameters required by such a procedure is "the location of the person in the social structure." This term refers to a large variety of factors related directly to the personality of the author of the source and his position in the society. To illustrate this option, the article analyzes the experience of numerous Altai travelers and scientists, with emphasis on positive reviews of mining and metallurgical area and its administration. It was found out that most characteristics of local orders and Cabinet officials in the end of the XIXth – beginning of the XXth century were negative, which still affects the objectivity of modern scientific research. The authors conclude that it is necessary to take into account different historical and geographical images, analyze the place of their creators in the social structure and not to allow images to replace scientific research.

The synopsis for each species contains a nomenclature name, a brief description, a note on taxonomy, flowering period and typical habitats. In addition, it presents the distribution of species in the territory of the krai in the form of an administrative districts list and point maps. Moreover, satellite imagery can be used for detailed mapping of remote areas, so that a topographic map or Digital Elevation Model can form the background for the archaeological information. However, images seen on the photographs may not be immediately recognisable as sites, and sites on the ground may escape detection from a satellite. In a current project in south Siberia the authors test the visibility of the one against the other.

Abstract:
The article is devoted to the analysis of contemporary ethnopolitical processes in the Altai Republic. It is based on a polyparadigm approach and a wide range of sources. In the 1980–1990s, a number of organizations emerged in the Altai Republic; they represented the interests of the region’s minorities: the Kumandins, Chelkans, Tubalars, Teleuts. These groups, which were assessed as subethnoses in the academic and social-journalistic discourse, had crisis parameters in the preservation of languages and cultures, but demonstrated a high level of political activity. In the 2000s, the Kumandins, Chelkans, Tubalars, and Teleuts’ political choice was made in favor of the status of indigenous small peoples, which did not prevent them from considering themselves as a part of the Altai community as a whole. The authors’ study showed that the priorities of ethnic structuring of the Altai’s ethnopolitical space in the 2000s combined with integration trends. The realization of the rights of the indigenous peoples of the Altai Republic formed a new socio-cultural and ethno-political reality. The characteristic features of this reality are: activation of the national and ecological-cultural movement of indigenous small peoples and mobilization of ethnicity, cultural and linguistic identity; multi-level nature of identity. By analyzing the socio-cultural and ethno-political practices of the indigenous small peoples of the Altai Republic, the article demonstrates that despite all the difficulties associated with preserving the unity of the republican community, the movement of the region’s indigenous minorities has built a system of effective dialogue with the state and the regional community, taking into account Russian and international political and legal support.

A promising direction for solving the problems of improving life in rural areas is the implementation of the Local Initiatives Support Project, which is the most common and popular practice of initiative budgeting on the whole territory of Russian Federation. The theoretical basis of participatory budgeting is the republican theory of the organization of society and participatory democracy, which assumes a decentralized collective decision-making that affects the life of the community. The article considers the history of the development of participatory budgeting in the world, the Russian Federation and the Altai Region in particular, describes the applied procedure of initiative budgeting, and analyzes the implementation of the Local Initiatives Support Project on the example of the Kosikhinsky district, Altai Region. The performed researches indicate the expansion of the practice of realization the LISP in the Altai Territory. But already at this stage the authors note the need to improve relations between the project participants and suggest using the experience of implementing the adapted methodology developed by the European University in St. Petersburg and the Committee of Civil Initiatives in the cities of Cherepovets (Vologda region) and Sosnovy Bor (Leningrad region) for this purpose.

The tourism sector is becoming an increasingly significant component of the economy of many regions of Russia. However, the lack of the necessary infrastructure does not fully utilize its potential. The pandemic has become an incentive for the development of domestic tourism and at the same time exposed many problems. So, on the materials of the Altai Territory, the authors gave an assessment of the state of the tourist infrastructure of the region, as the basis of the tourist sphere. The most important recreational zones of the Altai Territory were considered. It was revealed that most of the tourist zones of the region face many infrastructure problems — the lack of accommodation, lighting, social infrastructure, poor-quality roads. At the same time, solving these problems is a prerequisite for the sustainable development of the region’s industry. To develop a strategy for the further development of the tourism sector, the authors carried a SWAT analysis of the tourism sector of the region, proposed ways to solve the identified problems. The developed proposals will improve the state of the industry as a whole (primarily the infrastructure component), as well as increase its contribution to the regional economy.

This article studies the phenomenon of social protest in the Altai Territory. The authors present the data from a sociological study on this issue conducted in 2018-2020. The main method of empirical research was a survey of the population in various territories of the region, which revealed the real and potential level of protest activity of citizens. This article considers the process of formation and development of protest as a special form of social conflict, studying the influence of a complex of factors on the formation of protest moods, as well as the real protest behavior of the population. The authors show the social nature of protest, which is based on contradictions in the interests of various social groups in the regional society. In the authors’ understanding, the protest behavior is represented as individual or collective actions of subjects demonstrating dissatisfaction with the existing situation in society. The significance of the research lies in the understanding of social protest as a form of conflict. This article deals with problems related to various scientific interpretations of the essence and content of social protest, traditional and non-classical methodological approaches to determining its essence and content. Attention is paid to the functions of protest, the constructive orientation of some protest actions of civil activists, and the extent to which the protest behavior of the population affects various aspects of the life of the regional society. In the course of the research, the following components of social protest in the region were analyzed: the real and potential level; causes; and the forms of manifestation, among others. As it turned out in the course of the study, social protest actions in regional society are one-time and situational in nature, and they can be prevented and regulated. The authors conclude that the lack of effective mechanisms for managing the protest behavior of social actors in regional society can lead to the most unfavorable social consequences — an increased conflict between different levels of subjects, increased tension, aggravation of social problems and other crisis phenomena in society. The conclusions are also formulated, according to which the reason for the protest is the rejection of certain subjects of the current social situation in society, dissatisfaction with various aspects of their life.

Authors analyzed the influence of state policy of the Soviet rule in 1917-1927 on the economy of communes in the Altai villages. The emergence of the first communes dates back to the end of 1917, but they were not registered. At various stages of state policy, there were many motivations for the formation of communes, but all of them can be reduced to the following: economic and non-economic motives. The creation of communes in Siberia in general and in the Altai region in particular had a number of peculiarities. Unlike the processes in the European part, where communes were created on the former landlords, allotments, church and state lands, in Altai this process took place on new uninhabited places. The mass guerrilla movement, together with a large number of refugees and displaced persons, intensified the processes of collective entities. Low degree of security of inventory and livestock of the communes (especially in the period of NEP), climatic conditions and other factors were the prerequisites to the disintegration of the Kommunar movement. The author stresses the dependence of communes from state policy of soviet leadership and concludes that the commune was a basis for further collective-farm construction of the 1930ies.

It has been established that the materials of the works of A.P. Kirshevsky in the Biysk region, finds from a destroyed object near the Novoobinka village, several ceramic items from the third cultural-chronological complex of the Elbanka settlement, as well as fragments of a ceramic vessel discovered during exploratory excavations by V.A. Mogilnikov and B.Kh. Kadikov near the village Surtayka could be correlated with the Bystryanka archaeological culture. Despite the comparative fragmentation, these collections allow us to consider various, including poorly studied, aspects of the history of the population of the northern foothills of Altai at the Scythian-Saka time, and also provide an opportunity to demonstrate their material culture in the framework of exposition and exhibition activities.

Abstract:
The paper describes a bronze plaque, made in Perm animal style by method of one-side casting. It depicts a rampant winged bear with its paws on the shoulders of a standing man. Being an accidental finding, the plaque comes from the northern regions of the Altai Territory (the village of Vysokaya Griva, Pankrushikhinskiy District). The paper features its composition and plot, which has a complex semantic content. Following other researchers, the authors consider such products a metal reflection of the three-part world structure, characteristic for the peoples at a certain level of social development, and a myth about the origin of the people. A comparative analysis with both neighboring and quite remote areas made it possible to assume that there were different totem animals, ancestors of the major ethnic groups of different Finno-Ugrian peoples. Thus, a bird of prey was the most typical totem animal for the western territories representing a Finnish-speaking population that lived in the European part of Russia. The bird was both the ancestor and the guardian spirit of the ethnic group. A bear was the totem for the eastern territories of the Finno-Ugrian peoples living in Siberia, in the Asian Russia, that represented the Ugrian-Samoyedic population. It is evidenced by the absence of bears on the plaques with encoded myths about the origin of the kindred in Western European regions, and on the contrary, a practically complete absence of birds on similar plaques in the Asian regions. The finding is published for the first time.

Abstract:
This article presents the results of sociological research dedicated to the assessment of conflict literacy of the population of Barnaul. Methodological framework is comprised of the key provisions of conflict paradigm, and definition of literacy as a structure that consists of the three interconnected elements: knowledge, skills and, competences. In the authors&rsquo; opinion, conflict literacy implies a combination of basic knowledge, skills and competences of population with regards to the mechanisms of constructive conflict resolution. For the assessment of conflict literacy, the authors used the following indicators: attitude towards emerging conflicts, information sources on competent conflict resolution, most acceptable methods of conflict resolution among the respondents, personal experience of respondents associated with insufficient knowledge on conflict resolution, evaluation of the level of knowledge and skills of population on conflict resolution, and the need for their improvement. The applied method is the mass survey of population in form of questionnaire. The acquired results demonstrate the low level of public awareness in the area of scientific fundamentals of efficient resolution of conflicts, and negative attitude of respondents towards conflicts. The majority of respondents assess their level of knowledge and competences in the area of conflict resolution insufficient, and would like to improve it. The conducted analysis underlies the formulation of recommendations in improvement of conflict literacy of population, which first and foremost include educational activities om conflict resolution provided by specialists either in-person or remotely &nbsp;for population of various age groups.

Abstract:
The article is focused on the analysis of the statutory legal acts of Altai Krai for physical training and sports from the standpoint of compliance with the rules of legislative technology. The authors note that there is no single abridgement of such rules, and this, in particular, is the cause of many technical defects in the legislation. Therefore, the position of those researchers who propose to pass a special act is supported, which would enshrine in law the proper requirements and rules of legislative technology. The study has considered the criteria often mentioned by researchers in the relevant literature.Some of them are: compliance with the distribution of the jurisdiction of the Russian Federation and the subjects of the Russian Federation established by the Constitution of the Russian Federation, lack of excessive duplication of federal legislation, provision of consistency, completeness and detail of legal regulation, present norms regulating relations with reference to regional specificity. The analysishas been applied to: Act of Altai Krai of 11.09.2008 N 68-ЗС «On Physical Training and Sports in Altai Krai» and Statutory Order of Altai Krai Administration dated 04.03.2011 N 100 «On the Strategy for the Development of Physical Training and Sports in Altai Kraifor the Period up to 2020».Overoll, they have received a positive assessment, both in terms of content and writing technique. Yet some problems have been identified. An inconsistency with the distribution of the jurisdiction of the Russian Federation and the constituent entities of the Russian Federation established by the Constitution of the Russian Federation has beennoted, and a proposal has been formulated to exclude the corresponding provision from the regional act. There has been revealed the presence of duplications of federal legislation that do not carry amessage. Examples of norms with their detailed analysis have been given, where the consistency, completeness and detail of legal regulation are not provided. Proposals have been formulated to expand the provisions aimed at addressing issueswith reference to regional specificity.

The authors study burials of the medieval period in western Mongolia shortly before emergence of Genghis Khan. They find that both inhumation and cremation are practised, with a variety of accompanying rituals. Systematic micro-analysis of bone fragments on the one hand, and the accounts of early travellers on the other, allow these researchers to propose detailed explanations of mortuary practice in thirteenth century Altai that will be highly suggestive to prehistorians working elsewhere.

Abstract:
The ecological and economic preconditions for the tourist development of the Republic of Altai are considered in this article. The cultural-historical, socio-economic and infrastructure resources and conditions are assessed in terms of accessibility, quality and completeness of the spectrum. The data are illustrated by the chart and the diagram. The strengths and weaknesses of each component of the tourist potential of the Republic of Altai are analyzed. The results of the analysis are presented in the succinct tabular form. The tourist specialization is defined for each administrative district of the republic and the recommendations for further development are given. In the study, the authors express the measures required in their opinion to activate the development of rural and therapeutic-resort types of tourism. The republic is also interesting from the point of view of ethnography, which is also given attention herein. However, the territory with rich natural, cultural-historical resources and a developed infrastructure may remain at the level of prospects without a proper marketing strategy. Therefore, much attention is paid to the marketing strategy. The successful communication policy should cover several areas, which are discussed in detail herein. Based on the experience and recommendations of this study, it is possible to build a literate and effective way for the establishment of tourist territories in the Republic of Altai.

Abstract:
The article considers the state and prospects of the Russian grain market, taking into account export opportunities, since the cultivation of grain crops is a system-forming for the economy of the Altai territory, on the state and development of which depends both the efficiency of enterprises associated with this industry, and the level of development of rural areas in General. The Altai territory is one of the ten largest grain-producing regions in Russia and has the largest areas of grain and leguminous crops in Russia. The share of grain production reaches 4.5% of the Russian indicator. Traditionally, in the region, the largest part of the grain production structure is wheat, but the demand in the interregional and global markets makes increasing demands on the quality of grain, the range of cereals, including those with improved environmental characteristics. In this regard, the authors of the article justify the appropriate adjustment of production, stimulating mechanisms for the development of export activities of agricultural and processing enterprises. It is shown that the natural — climatic and resource potential of the region allows growing rye, barley, buckwheat, soy, and others in demand on the world markets to produce organic products with the brand “Product of Altai”, which has proven itself in the markets as organic, environmentally friendly, natural products with high taste and useful properties for human health.

International migration is an important vehicle for achieving geopolitical, economic, and demographic interests, strongly embedded into the Russian society. Orientation of the Russian state on the support of migrants either highly motivated to integrate or at least “obedient” and ready to follow legal and socio-cultural norms raises a number of questions. How prepared is the Russian society to digest migration flows and accept new members? How do migrants perceive the Russian reality? What kinds of relationships do they seek to establish with local population? To what extent do they rely on the state and public systems? This article presents the results of formalized interviews with migrants in seven Russian border regions: the Altai Territory (n=319), Orenburg Region (n=100), Murmansk Region (n=100), Pskov Region (n=100), Republic of Altai (n=20), Republic of Dagestan (n=51), and Rostov Region (n=94). Guided by the integrative theoretical-methodological approach (including contemporary concepts of migration and trust) and using path analysis, the authors suggest a complex model, where the migrants’ trust is linked with life stance and social-psychological determinants. Among the latter, a crucial role belongs to the perceived discrimination and attitudes of the local population, moderated by perception of security. The authors show that the trust is an important factor, determining the level of satisfaction with different aspects of the life in Russia.

The article discusses the development of rural tourism. Attention is drawn to the forms and methods of promoting services in this sphere of tourism, which is especially important during a period of growing relevance of domestic tourism and a change in the paradigm of recreation. The authors point out that the promotion of rural tourism should be associated not only with the search for technical methods of promotion, but also with a change in the socio-cultural paradigm of perception of rural tourism as a sphere of organization of recreation and recreation. The authors attach great importance to rural tourism as a business sector capable of exerting a positive influence on the rural economy in the conditions of a general crisis in rural areas and the degradation of rural settlements. Today as never before conservation of rural space as economically active and socially sustainable is the most important task. This is especially true for the Altai Territory. The agrarian-industrial region is experiencing serious economic and social problems related both to changes in the structure of the regional economy and degradation of rural areas. One of the tools tactive for optimizing the state of rural areas in the Altai Region can be rural tourism, which is actively developing and requires high attention from both science and government agencies, the sphere of activity.

Abstract:
Purpose. The modern learning process is impossible to imagine without the involvement of local lore knowledge. The article is devoted to summing up the results of the implementation of the project ‘Science to School’. The article summarizes the experience of integrating the object of archaeological heritage – the Novotroitsky necropolis, into the educational and tourist space of the Talmensky district of the Altai Region. In the process of implementing the project, a set of activities was carried out, including lectures, ‘live lessons’, master classes on the reconstruction of ceramics, clothing, jewelry, a scientific and practical conference, a photo exhibition, an expedition to the excavation sites, and the installation of commemorative signs. Results. The educational and methodological manual ‘Archaeology at School’ prepared within the framework of the project for teachers and students provides a short, illustrated glossary that gives an idea of the appearance and location of various archaeological sites in the Altai territory and educational and methodological developments applicable in the preparation of school research projects on archaeology. It contributes to the expansion of historical and local lore knowledge about the archaeology of the Altai territory and gives them an actual voice in the modern development of the region. In educational activities, the training manual is used as additional literature for the courses ‘Archaeological tourism’, ‘Archaeology of the Altai region’. Alongside the main and additional literature, the educational and methodological manual is recommended for students preparing final qualifying works in pedagogical archaeology. Conclusion. The authors come to the conclusion that a comprehensive museumification of the entire ensemble of the studied site should serve as a full-fledged prospective integration into the tourist space of the Novotroitsky necropolis area. The educational potential of an object of archaeological heritage can be revealed through the use of a meta-subject approach.

Abstract:
The paper features the problem of identification of natural-historical shrines in the case of petroglyphs of Mount TuruAlty in Kosh-Agachsk district of the Altai Republic. Currently, all rock art sites in Southern Siberia are considered in scientific literature as rock art monuments. The authors studied the Mount Turu-Alty, the location of the petroglyphs, and other archaeological monuments in the neighborhood. As a result, they offer a different scientific interpretation of the monument as a natural-historical shrine. On the mountain top there is a rocky platform with a vertically standing large stone that faces the south and is completely covered with images. In the vicinity, there are several stone mounds. The mountain top is clearly visible from the foot on the sides of the southern slope. From this center, there are two ridges of large stones extending down to the right and left: they go round the terrace-like platforms of the steep southern slope. This natural formation has the shape of an amphitheater. On its top, there is an altar-like large stone. Standing at the foot of the southern slope, one cannot but feel the sacredness of this natural formation. On the large boulders that frame the southern slope, there are grouped and single etchings of animals. The field studies revealed images on 271 stones; 97 of the images are grouped, most are thematic. According to the plots, most of the images refer to the first millennium BC and the first half of first millennium AD. At the beginning of the first millennium BC, in the early Saka period, Mount Turu-Alty obviously acquired a special sacred status and began to function as a natural-historical shrine. The "altar" stone played a special role in this geological composition. It stands vertically on the top of the mountain, and its southern side is covered with 101 images of stylized deer, sheep, and goats. The stone is the main symbol of Turu-Alty. In the center, there are two large figures of deer flying to the east. All the other silhouettes are much smaller; all but one face the east. The animals are subject to eastward movement towards the sun. The authors consider the Turu-Alty complex as a natural-historical shrine from the period of the first millennium BC – first millennium AD.

This paper considers the significant changes that have occurred in the tourist space of the Altai-Sayan mountainous region. In fact, it is a cross-border area and an important tourist region in the Russian Federation. It should be mentioned that the structure of the tourist space can be studied properly while using the model of the territorial tourist system. The authors examine the common features of tourism systems in the mountainous environments of the region. The study examines the tourist infrastructure, organizers of tourist services, local people’s attitudes and tourists’ preferences in the tourist industry. Studies in the field of tourist space enable to distinguish the types of tourism and their distribution in the Altai-Sayan region. It is worthwhile noting that health tourism has become one of the fastest growing subfields in the tourist industry of this region. The tourist development projects such as the economic zone of “Turquoise Katun” and shore development projects of warm lakes have also encouraged this process. Moreover, ecotourism development is of great importance to this area because there are many protected natural areas and some of them are under UNESCO protection. Also, tourism development outlooks are associated with cross-border cooperation and sustainable economic development of the region.

Abstract:
The relevance of the topic stems from the increase of uncertainties and risks witnessed in the Russian regions during last decades. The scientific discourse is characterized by the lack of studies about factors and conditions, responsible for optimal level of security in society. The purpose of the research consisted in the revelation and the analysis of factors, determining the subjective feeling of security among population from the Altai region as one of the border regions of Russia. Based on the data of the sociological survey, conducted in 2019 in the Altai region (n = 621) and binary logistic regression method, the authors have found that the high satisfaction of population with the security of life, recreational activities, remuneration and material position, level of social solidarity, the male gender and high level of generalized trust increase the likelihood of formatting the sense of security. In contrast, the high level of education and satisfaction with situation in the country, possibilities of professional growth, self-realization, and residence in urban area are key factors decreasing the sense of security.

In modern conditions, the development of agriculture is possible only with the availability of personnel who have a high professional level. The problem of attracting highly qualified specialists to the industry who are able to use the achieved scientific, technical and innovative potential of agricultural producers remains very urgent at the moment. Financial support from the state, stimulating payments, diversification of production, the emergence of digital technologies increase the prestige of work in agriculture, thereby making the agricultural sector attractive. The article assesses the formation of a complex of measures to organize a system of educational support for the agro-industrial complex on the materials of the Altai Territory. The authors disclosed the reasons for the «staff shortage» in the region’s agriculture, analyzed the financing of measures aimed at increasing the personnel potential of the agro-industrial complex of the region. The role of the Agrarian University and the Altai Institute for Advanced Studies in the training of highly qualified personnel for agriculture through state funding of educational programs is noted. Recommendations on the formation of staffing for innovation in the agro-industrial complex with the use of tools of comprehensive state support, which will improve the competitiveness and attractiveness of the agrarian sector in the region, are proposed.

Abstract:
The paper is devoted to the generalization and characterization of random finds from the territory of the Charyshsky district of the Altai Territory. The summary includes both previously published items and new artifacts, information about which was received by the authors during the archaeological research of the Ust-Teplaya burial ground in 2020. The collection of artifacts published for the first time consists of three items. This is a double-headed iron psalium with sculptural design of the tips in the form of the heads of mythical birds with an elongated beak, a horn double-headed psalium and a bronze knife with a ring pommel. These items supplement the body of random finds from the area under consideration, which includes items already published in the scientific literature, such as stone drilled axes belonging to the Afanasyevo culture of the Eneolithic era of the 31st — 27th centuries BC, stone mace pommel and bronze dagger of the early and Middle Bronze period of the 22nd — 15th centuries BC and bronze bits of the Early Scythian time of the 8th — 6th centuries BC. The paper also presents the results of X-ray fluorescence analysis of a metal knife and bit, which showed that the objects were cast from a copper-tin alloy. The analyzed artifacts, random finds from the territory of the Charyshsky district of the Altai Territory, reflect various historical and cultural stages of the development of the population of Northern Altai. The artifacts add to the collection of archaeological sources on the ancient history of the region, from the Eneolithic to the early Middle Ages inclusively. Abstract:
Contemporary Russian social policy is marked by intensive development of state-public partnership as an important instrument for identifying and responding to social issues, improving quality of social services, protecting rights and freedoms of the Russian citizens. Shouldering some of the state functions on the provision of social services, organization of socially significant events and activities, NPOs are often more efficient and effective, they react faster on social needs and provide population with opportunities to participate in resolution of their problems and change their lives for the better way. The analysis of dynamic characteristics of civil society, fulfilled by the authors on the base of expert evaluations in the three border regions of the Siberian federal district (the Altai region, the Novosibirsk oblast, the Republic of Altai, n = 180), allowed to reveal their structure and relationships with peculiarities of the functioning and interaction with other NPOs and governmental bodies at different levels. Our findings suggest that processes in civil society are strongly interconnected, and that the assessment of their actual state and dynamics is very subjective, affected by professional experience and peculiarities of expert organization.
