A newborn Belgian Blue calf that succumbed shortly after caesarian section was submitted for necropsy at the diagnostic lab of the ARSIA (Association Régionale de Santé et d’Identification Animales). In this chapter, the authors analyse the role of Belgian news media in policy-making. The chapter starts with a characterization of the Belgian media landscape, with its absence of ‘national’ media, a strong public service broadcast and an increasing degree of media concentration. Next, by analysing the ways in which the media report on and define issues, the chapter explores how the media are generators of knowledge, what their resources are, and what influence they have on decision-makers. What is the current role of the Belgian news media as policy players; how are policy problems framed; and what is their role as advocates, investigators and evaluators? To answer these questions, the authors rely on empirical research on Belgian media, agenda-setting, and framing.

In the last two decades of the twentieth century, think tanks proliferated dramatically. Once a predominantly American and British phenomenon, the think tank model is now globally dispersed. Think tanks appear in great diversity, with varying size, legal forms, policy ambit, organizational structures and political significance, leading to many hybrid forms, rather than one dominant model. In this chapter, the authors take a closer look at the organization of think tanks in Belgium, address how they organize themselves against the background of the Belgian (neo-corporatist) political system and clarify the nature of their policy work. Via a charting of the most well-known think tanks, the authors analyze which types of think tanks are active in the Belgian political arena, the resources that they have at their disposal and the policy output they generate. Are they serving as a bridge between knowledge and power, or are they themselves rather a manifestation of the knowledge-power nexus?

In this chapter the authors discuss the establishment of the Belgian ‘Coordination Unit for Threat Analysis’ (CUTA), its remits and fields of competence and how its scope was widened in the last few years because of changes in the threat landscape of problematic radicalization, extremism and terrorism and the changing tactics of the Belgian government to tackle them. In the second part of this chapter the authors elaborate on ‘RooT37’, a risk assessment tool that was tailor-made by CUTA to address its newly assigned tasks in the framework of the revised Belgian Action Plan on Radicalism. The tool takes several risk indicators into account to aid CUTA’s experts in making structured professional judgments about threats and risks posed by monitored individuals, and semi-automatically produces a threat level. Furthermore, it provides CUTA’s support agencies with clues for further investigation based on discovered information gaps through the assessment. Finally, it also points out opportunities for coordinated intervention by partner services to reduce the risk posed by monitored individuals. Certain characteristics of the methodology of the tool are described in more detail, as well as its advantages and some challenges for the future.

Quantum structure or scattering calculations often belong to a class of computational problems involving the aggregation of a set of matrices representing a linear problem to be solved. The authors discuss a number of approaches based on cluster and grid computing, and discuss the implementations and the respective merits and shortcomings. The authors consider MPI-based cluster computing in a self-scheduling paradigm, CoBRA (a cpu-harvesting desktop grid) in a farmer-worker paradigm, and a batch-computing paradigm on BEGrid (the Belgian research grid facility). It is observed that for all paradigms an efficient implementation is possible, yielding results within a comparable time frame.

The present chapter turns to the revolutions of 1830. Although events in France, Germany, and Italy are taken into account, the Belgian and Polish cases are treated with greatest depth. In doing so, the chapter explores the diverse sources of discontent – national, constitutional, and urban social distress – evoked in the concept of composite revolution. The chapter also describes significant developments in the evolution of nationalist thought during the period. In this paper, the authors investigate the role of and relationship between creative production practices (e.g. problem-solving and self-evaluation) and cooperative learning mechanisms (e.g. building trust and group processing) in a case of game co-design. 21 Belgian school children created game concepts together with a game designer, their teacher, and co-design facilitators. During a project week at school, participants moved from idea generation to presenting game concepts through collaboratively created prototypes. This case study, combining observation and survey methods, reveals that self-evaluation and openness to sharing ideas emerged spontaneously, but the critical analysis of digital games and crediting existing work require support. Moreover, as creative choices become part of group deliberation, progress in the creative production process critically depends on group functioning. The authors conclude that by grounding co-design in theory on cooperative learning and media literacy, co-design activities may be better understood and new avenues for supporting co-creators can be identified.

This chapter demonstrates the influence of the socio-emotional quality of small-group functioning in a collaborative learning setting. It reports a case study from a sophomore class at a Belgian university. The subjects were 142 undergraduates subdivided into 12 project groups of about 12 students each. Following a description of the collaborative learning setting, a longitudinal survey study focusing upon the evolution of the learners’ perception of their own group’s socio-emotional functioning is presented. The aims of the study were to map group members’ perception of the socio-emotive quality of their own group functioning and to examine if and how problems in groups of learners can be detected as soon as possible. Having demonstrated that dysfunctionalities within groups can be detected rather early, the authors hope that corrective interventions can be implemented when they can still have an effect.

BELGONUCLEAIRE has been operating the Dessel plant from the mid-80’s at industrial scale. In this period, over 35 metric tons of plutonium (HM) has been processed into almost 100 reloads of MOX fuel for commercial west-european light water reactors. In late 2005, the decision was made to stop the production because of the shortage of the MOX fuel market remaining accessible to BELGONUCLEAIRE.
