Abstract:
The article examines translation flows from Slovenian into German in the last hundred years (1921–2020), focusing on children’s and youth literature, especially prose as the most frequently translated literary genre. There are several reasons for choosing this research topic. First, although translated children’s and youth literature in general accounts for a large share of world publishing (Prodanović Stankić and Begonja 2021, 332), a detailed analysis of translated Slovenian children’s and youth literature has not yet been conducted. Second, German was chosen as the target language because Slovenian-speaking territory is most closely connected to German-speaking territory due to its active cultural, historical, political, and economic contacts. Third, over the centuries of translation into Slovenian, German language and literature had a great influence on the development of standard Slovenian, specialized terminology, and the emergence of new literary forms and genres (Kocijančič Pokorn 2008; Žigon, Almasy, and Lovšin 2017; Maček 2018; Žigon 2020). German as a foreign language continues to play an important role in Slovenia today. It is taught in schools as a second foreign language, right after English, and it is the second most common source or target language for the translation of literary works into or from Slovenian (Zlatnar Moe, Strsoglavec, and Žigon 2017, 172; JAK 2019, 24). Given Slovenia’s upcoming appearances as Guest of Honor at the Frankfurt Book Fair in 2023 and the Bologna Children’s Book Fair in 2024, the number of translations from Slovenian into German has increased significantly in recent years. Among them, translations of children’s and youth literature account for a considerable part of the translated works. In the last decade (2011–2020), translation production has greatly increased in view of the two major book fairs in Frankfurt and Bologna. This focus on the German-language book market is also clearly expressed in the national strategy as part of Slovenia’s cultural policy since 2014 (Republika Slovenija 2013). Contemporary authors are being translated, including a rising star who was first discovered abroad through translations into Chinese: Manica Musil with her creative children’s books.

The article discusses, through conceptual elaboration and empirical investigation, the interplay between the perception of smallness and the concept of national identity in the case of Slovenia’s integration into the European Union. Unlike the prevailing literature on Slovenia, the authors do not take Slovenia’s smallness for granted. They argue that, in the particular case of Slovenian identity-building, smallness as an independent variable does not feature frequently at all. The research is based on methodological pluralism, with a special emphasis on political discourse, the mass media and public opinion in Slovenia

Abstract:
In this paper the authors present the tracking and monitoring of Slovenian guest workers, who were temporarily living and working in the Federal Republic of Germany in the 1970s, by the State Security Service. By analysing archival material of the Slovenian political police about the activities and associations of Slovenes in the Federal Republic of Germany, which is kept by the Archive of the Republic of Slovenia and using a selection of scientific works of domestic and foreign historiography, the authors present the process of emigration from the Socialist Republic of Slovenia to the Federal Republic of Germany from a west German and Yugoslav perspective. They also present how the State Security Service tracked Slovenian guest workers in the FRG during the 1970s and which groups of emigrees it paid special attention to. Here the authors concentrate on the tracking of Slovenian emigree clergy and emigree press, both groups having had large cultural influence on other Slovenian guest workers while they lived and worked in the Federal Republic of Germany.

DIFFICULT PATH TO DEVELOPING THE IDEA OF A NATION IN THE 20TH CENTURY: PROBLEMS IN FORMING A NATION IN SLOVENIA AND UKRAINE AS SEEN BY AN UKRAINIAN HISTORIANThe article presents the development of the idea of a nation by comparing constitutional and social processes in Slovenia and Ukraine from the second half of the 19thcentury to the end of the 20thcentury. Upon examining the documentary and narrative sources on the formation of the Ukrainian and Slovenian nations, the authors point out that both Slovenians and Ukrainians co-existed within one country – the Austro-Hungarian Empire – as well as to the chronological and thematic similarity of historical independence movement processes in both countries, focusing on the period of Austria-Hungary, as well as on the time after World War I and World War II. The emphasis is on defining the following terms: What is a “national idea” compared to the political and state-related idea? What is the difference between the Slovenian and Ukrainian national idea? How should we define the “Slovenian nation” and the “European nation” today?

AbstractIn this article, the authors define and analyze the legal framework for public-private partnerships (PPP) as a new institution under Slovenian law. In the first part of the article, the authors discuss the legal definition of PPP in the European Union. In the authors' opinion, the EU's concept of PPP can be defined and regulated in several ways. As a result, the understanding of PPP differs from one member state to another. A related issue is the question of the definition of 'public service'. Before defining and discussing new forms of PPP as determined in the 2006 Slovenian Law on PPP, the authors discuss the economic rationale for implementing the two types of PPP in Slovenia: special contractually based partnerships and corporate-based partnerships. The former can be a concession agreement or public-procurement agreement, while the latter is a type of newly established or newly transformed legal entity. In the next part of the article, the authors describe new legal procedures governing PPP arrangements in the future and and offer some limited empirical evidence on those concession agreements that already exist in Slovenia. The authors conclude the article with some open questions about the legal regulation of PPP in the Slovenian legal system as well as an international comparison.

Abstract:
Slovenia is among the few European states that explicitly do not allow religious education in public schools. This rule is prescribed by the Organization and Financing of Upbringing and Education Act (Education Act), which explicitly prohibits all religious activities in public schools. It prohibits any other kind of denominational activity in public schools and kindergartens. Several Slovene authors have argued that the area of education runs a high risk of either remaining or becoming a battlefield for ideological disputes. This study analyses the Slovenian legal regulation of religious education in public schools. First, the Slovenian model of state–church relations is explained. Then, a brief overview of the historical regulation of religious education in Slovenia’s public schools is provided in order to enable a clear understanding of current regulations.

The scientific monograph “Literary Multilingualism in the Slovenian and Austrian Context” (2020) is a collective work of nineteen researchers from five countries. The subject of their analysis was the theoretical, methodological and contextual aspects of literary multilingualism within the framework of the concept of a “supra-regional sphere of literary interaction”. They were regarded through the prism of small, immigrant, transcultural literatures and literature of national minorities. Among them are the Slovenian minority in Austrian Carinthia and Italy, the Italian minority in Croa- tian and Slovenian Istria, as well as the literature of multilingual authors and immigrant authors in Austria and Slovenia, both in modern times, in the 19th century, and during the First World War.

SPANISH CIVIL WAR IN SLOVENIAN HISTORY TEXTBOOKSThe article examines the image of the 1936–1939 Spanish civil war as presented in Slovenian history textbooks for primary and secondary schools 75 years after the war. In textbooks, this topic is important for presenting the period before World War II in Europe as well as the social and political differences present in Europe at that time. The Spanish civil war raises questions of democracy, fascism, communism, social reforms, violence and revolution in Europe. Initially, the textbook authors briefly discussed the Popular front, democracy and elections, communists and revolution, as well as the support of Fascist Italy and Nazi Germany to Franco’s Nationalist faction and the support of Soviet Union to the Republican faction. After 1980, textbooks included a more detailed presentation of the broader social situation, the attitude of artists towards the Spanish civil war, and the impact of war on political divisions in Slovenia during World War II. The first textbooks generally mentioned that a number of Yugoslavs were fighting for the Republican faction, whereas later authors provided more information in accordance with research studies, i.e. that 500 Slovenians participated in the International Brigades.

Based on the analysis of selected preserved materials housed in the Archive of the Republic of Slovenia the present contribution discusses "self-evaluations" of the Slovenian State Security Service with respect to monitoring the activities of the British Intelligence Agency on the territory of the Socialist Republic of Slovenia in the period between the 1960s and the late 1980s. The authors analyse those intelligence reports which pertained to reporting on the agency’s own activities and could thus be described as assessments of the (un)successfulness in its surveillance of British diplomats, media, and citizens visiting Slovenia at the time, and the Slovenian/Yugoslav emigrants in Great Britain.

Abstract:
In Slovenia (as well as throughout Europe), conditional release (parole) is becoming an increasingly important means of obtaining early release from prison. The authors consider the Slovenian legal regime for conditional release from the perspective of European prison law and policy. They argue that the Slovenian parole system, which has remained practically unchanged since the 1950s, needs certain improvements, especially regarding procedural safeguards in the decision-making process. Deciding whether to grant parole remains, for the time being, an administrative procedure without real possibilities for the prisoner to appeal when parole is refused. As there is hardly any decision of greater importance to imprisoned persons than that which determines the date of their release, the authors argue that the safeguards to the procedure by which prisoners “get out” should in principle be taken as seriously as those which govern the manner in which they “get in.” Good practices derived from comparative law are also discussed and taken into consideration in the authors’ proposals for possible improvements to the Slovenian parole system de lege ferenda.

Abstract:
The chapter deals with the constitutional development in Slovenia from the end of World War I to the present day, covering roughly a century. This is the period of time during which Slovenia went from belonging to the Habsburg monarchy to being a part of the inter-war monarchy of the South Slavs, experienced the trauma and devastation of World War II and then became a part of the Yugoslav federation. Thirty years ago, in 1991, it gained statehood and adopted a liberal constitution still in force today. The chapter discusses these periods and sees the different changes and upheavals as milestones that helped shaped Slovenian constitutional identity. It also presents an overview of the constitutional order under the 1991 Constitution and finally, discusses what the authors suggests are some of the elements of the constitutional identity of Slovenia.

In this research, the authors discuss the mass media from the point of view of economic interest versus corporate social responsibility. The authors prepare a high-quality sociological comparison of the three most important Slovenian print journals from the point of view of articles that contain covert advertisements. The chapter indicates that it is more desirable for the media industries to make a profit than to be a socially responsible company. The results of this research provide insight into covert advertising in Slovenian daily newspapers and show several unique features that characterize an objective picture of a daily newspaper.

Abstract:
This chapter deals with the use of advanced manufacturing technologies in Slovenian manufacturing companies in the light of Industry 4.0. The main objective of the chapter is to determine the adoption of technologies in manufacturing companies, and to analyse how selected technologies affect different company characteristics. The authors have analysed the differences in the use of technologies, depending on the company size, technological intensity, product complexity, ability to introduce new products, etc. Results are based on a sample of 118 Slovenian manufacturing companies, whose data were obtained through the 2018/19 European Manufacturing Survey edition. The results are presented with the use of descriptive statistics, and they show that the use of specific technologies in Slovenian manufacturing companies is quite diverse. They found out that the number of technologies used and the potential of their use have a positive impact on the product characteristic in terms of increasing the ability to manufacture complex products and to introduce new products to the market.

This chapter examines the relationship between welfare policies, job conditions, and employee well-being. The main objective is to determine the welfare policies and identify the most useful measures for improving employee well-being and identify workplace conditions that affect employee well-being. Existing research in employee well-being focuses on identifying how one of the main areas (welfare policies or job conditions) affects an employee's well-being. However, there is a gap in research on employee well-being and the relationships between welfare policies, job conditions, and employee well-being in Slovenia. Therefore, this chapter aims to provide an overview of how welfare policies and job conditions influence employee well-being in Slovenian organizations. Descriptive quantitative research method was used for the study. Data collection of a survey instrument took place from March to July 2020. The authors used a convenience sampling method to recruit the companies. Results of this research show high levels of job satisfaction related to all aspects.

Plesničar and Šarf’s chapter considers the backlash to hate speech occurring on social media in the Slovenian context. When seemingly public content on Facebook was republished on a denunciatory Tumblr page, it was re-contextualised, and its authors came under greater public scrutiny. Yet when physical posters of the denunciations appeared in the nation’s capital, a counter-denunciation arose against the anonymous authors of the Tumblr page, and a broader debate emerged about the appropriateness of these tactics. This chapter draws upon a range of data to consider the socio-cultural as well as legal contexts of republishing as weaponised visibility. Not only does this case raise the issue of who is entitled to denounce, but also how the notion of ‘the public’ itself may be context-specific and contested.

Abstract:
The purpose of the chapter is to study the history of collaborative learning, its personal and social benefits for all participants, basic tools and to share the experiences in the area of project-based collaborative learning. Additional positive characteristics of intercultural interaction in the process of collaborative learning are also described in the chapter. As a successful example of project-based intercultural collaborative learning, the authors analyze the learning outcomes of an interdisciplinary educational project being run at NTU KhPI and the University of Maribor. The obtained results show that dealing with a set of common tasks Ukrainian and Slovenian undergraduate students have wider opportunities to use various forms of interaction during the learning process.

Abstract:
The authors employed traditional and novel machine learning to improve insight into the connections between the quality of an organization of enterprises as a type of formal social units and the results of enterprises’ performance in this chapter. The analyzed data set contains 72 Slovenian enterprises’ economic results across four years and indicators of their organizational quality. The authors hypothesize that a causal relationship exists between the latter and the former. In the first part of a two-part process, they use several classification algorithms to study these relationships and to evaluate how accurately they predict the target economic results. However, the most successful models were often very complex and difficult to interpret, especially for non-technical users. Therefore, in the second part, the authors take advantage of a novel general explanation method that can be used to explain the influence of individual features on the model’s prediction. Results show that traditional machine-learning approaches are successful at modeling the dependency relationship. Furthermore, the explanation of the influence of the input features on the predicted economic results provides insights that have a meaningful economic interpretation.

The aim of the chapter is to present stereotyping as an important discourse strategy and culture-specific linguistic phenomena in tourism advertising discourse. Stereotyping in tourism advertising occurs when the authors of advertisments generalise underlining only those qualities that make a competitive advantage of the advertisied product. Stereotypes therefore play the key role in constituting the identity of tourism product. Besides the tourism product, also the addressee is stereotyped, since the persuasion strategy of the tourism advertising should be adapted to a generalised representation of the specific target audience. In the chapter the stereotyping in the tourism advertising discourse is observed regarding the choice of arguments and modification of their intensity. Further, the intercultural comparison is made between the arguments and their modification in Slovenian and Italian tourism advertising texts. In the final part of the chapter the metaphorization is shown as a discourse strategy complementary to stereotyping.

Abstract:
This chapter relates to digital transformation and its impact on the labor market, with a focus on the emergence of new business models characterized by less reliance on physical elements-the “gig economy.” As a result, new forms of work such as freelancers are taking an increasingly large share of the labor market, characterized by self-directed and independent career development. Although global leaders face the challenge of harnessing this trend and promoting its economic benefits while ensuring an inclusive society by preventing social polarization in labor markets, findings suggest that social protection and appreciation for new forms of work are still low. Using 200 Slovenian freelancers, the authors examine demographic characteristics, motivation for freelancing, and their subjective well-being. Accordingly, the implications for policymakers are to invest more effort in creating a supportive ecosystem that is open not only to “standard” but also to new contemporary and digitally enabled careers.

Abstract:
This paper provides a study about the factors influencing the purchasing of low emission vehicles. In order to achieve the objectives of the paper, and in the light of the pool of literature and availability of data, the authors relied on qualitative methods to offers a comparison between Egypt as a developing country and Slovenia as a developed country, through analysing a survey that involves an Egyptian sample and Slovenian samples, it also studies the effect of different push and pull methods on different buyers in order to help the governments as well as the manufacturers to understand the most significant factors that affects the purchasing behaviour of LEV in the future. The results of this paper show the important vehicle performance factors, financial considerations and Environmental considerations along with the gender and age of the consumer and show that consumers are more interested in the total price of the car than in different taxes.

Abstract:
Non-financial reporting is undoubtedly an essential institutional measure aimed at socially responsible corporate governance and thus at the sustainable development of corporations and society in general. Large corporations were required to disclose information on non-financial performance in their 2017 financial report for the first time. The COVID-19 pandemic has caused socio-economic damage, exposed workers' vulnerability, and highlighted the fragility of supply chains. In this paper, the authors have analysed the practice of selected Slovenian corporations in non-financial reporting by observing the companies' disclosed non-financial data during the 2020 epidemic. The aim of this study is to consider how well corporations have adapted to the challenges of the COVID-19 epidemic. The results of the case study will show how the selected Slovenian corporations are striving to consider the interests of workers in their governance in times of emergencies such as the COVID-19 epidemic. Moreover, in light of the new Corporate Sustainability Reporting Directive (CSRD), these results will provide a good starting point for future research into whether the selected Slovenian corporations are on the right path towards sustainable corporate governance and/or what they need to change in this area to achieve their goals.

Abstract:
In the Slavic grammar books of the 16th-17th centuries, the category of dual was represented in the fi rst Slovenian grammar book «Arcticae horulae succisivae» (1584, Wit-tenberg) by the Protestant grammarian A. Bohorič (1520 –1588) and in the grammar book of the Church Slavonic lan-guage «Slavonic Grammar with Correct Syntax» (1619, Jevje) by M. Smotrytsky (1578–1633 (?)).It was assumed earlier that the Slovenian grammar had had a possible impact on Smotrytsky’s Grammar. However, the analysis of the dual forms in Bohorič’s G r a m m a r and Smotrytsky’s Grammar showed that such an impact was most likely impossible. When creating their gram-mar books, the authors were guided by different aims: if A. Bohorič was following the practice of using the forms of a living language, then Smotrytsky was orienting towards the fi xed stable forms of dead written language.

Abstract:
The novel by Slovenian writer Goran Voinovi ć (1980) “ Đorđić Returns” (2021) is a sequel to the author’s debut novel “Southern Scum Go Home!” (2008), which turned to the life of first and second generation immigrants from the southern republics of the former Yugoslavia in Slovenia, and became a cult book. The author refers to the same characters and their evolution over the past ten years, a special place in the text is given to Bosnia and the life of the main protagonist there. The clash and overlap of different cultural spaces leads to complex forms of transculturalism, which are re flected in the work in the form of various forms of linguistic hybridity, bifurcated, nomadic identity of characters, actualization of the problem of migration as such.

Abstract:
The urban population represents the smallest share of the people in Slovenia, as most of them live in rural areas. Despite the migration of people from rural to urban areas, which increased in the period after the Second World War, Slovenia did not develop large urban centres as Western countries. Slovenia followed the idea of polycentric development with moderate urban population growth in smaller urban centres. The primary purpose of this text is to present the essential characteristics of rural, urban and suburban communities in Slovenia and understanding of solidarity and communal life of diverse social groups? The author uses a literature review and a secondary analysis of already collected data in two surveys (Safety in Local Communities, 2017; Slovenian Public Opinion 2016/1) to present the characteristics. With the help of these research data, the author explains the structure of the population in urban, suburban and rural areas (education, employment, religion, ethnicity), and further analyses interpersonal relationships, connections, mutual assistance, acceptance of diversity and perceptions of security/threat.

Abstract:
From the creation until the adoption of the Constitution of 1921 (the so-called Vidovdan Constitution), the Kingdom of Serbs, Croats and Slovenes wandered aimlessly in the constitutional provisional for almost three years. The Vidovdan Constitution finally established some kind of legal organization of the newly formed state. However, the subject of this paper will not be the analysis of social and political circumstances before and after the adoption of the Vidovdan Constitution, but the author will analyze different views on the Vidovdan Constitution from the pens of the most important Serbian, Croatian and Slovenian constitutional lawyers. In that way, through a comprehensive comparative legal analysis, a big step will be made towards shedding light on all the problems that burdened the newly formed kingdom from the start, and which were a stumbling block in building stable relations between Serbs, Croats and Slovenes. Based on the analysis of the mentioned different points of view on the Vidovdan Constitution, the author will point out the most controversial elements of the biggest names in the constitutional law of Serbia, Croatia and Slovenia and report certain conclusions about the nature and character of the Vidovdan Constitution.

Abstract:
Authors are analysing the extent of acceptance of rule on mandatory presence of two witnesses during a home search in national criminal proceedings in EU Member States. While some police powers in Croatia are regulated using modern forms of protection of suspects’ rights, some other investigative actions are regulated using rules that are uncommon in EU. Home search has a historic model of obligatory presence of two witnesses. These witnesses are often randomly selected among citizens, they are not legal professionals. A suspect has no right to reject witnesses if he considers that they could violate his privacy or health rights. Besides that, the Two-witness Rule has a peculiar impact on the evidence law. Items found during home search cannot be legally used if only one witness was present. According to such consequence, this rule actually requires a certain number of witnesses to prove a fact. Such requirements on number of witnesses have been abandoned in modern evidence law. The results of the analysis of the EU Member States show that the rule on the mandatory presence of two witnesses is widespread only in some post-communist systems. When it comes to EU criminal procedure codes (CPCs), the mandatory presence of witnesses exists in Croatian, Slovenian and Bulgarian CPC. The study is showing influence of former Russian CPC in post-Soviet era as well as the influence of former Yugoslav CPC. Regarded as the relic of the past, these procedural guarantees of home inviolability in the cases of home search should be reassessed and improved. In the context of COVID crisis, mandatory presence of witnesses presents challenge for the protection of suspect’s and witnesses’ health. Observed from the suspect’s right to protect his health or the witnesses’ right not to expose themselves to potentially health endangered situations, finding witnesses presents even more complexed mission. If the suspect is in COVID quarantine and the search must be conducted, can witnesses be forced to enter such premises? In case that suspect requires fully vaccinated witnesses who can present valid COVID Certificate or negative PCR test, how could his requirement be fulfilled? The possible solution for both evidence law and health reasons could be the use of modern technologies such as video recording that could replace mandatory witnesses presence. Finally, it would be more appropriate to respect the suspect’s choice on protection of his rights or to use modern technical means or defence lawyer, as in other investigative actions in criminal procedure.

Abstract:
The present paper illustrates an evaluation method developed by the authors to quantify the index of motion sickness incidence (MSI) in railways motion conditions. This index is formerly defined in literature to quantify diseases coming from low frequency motions (kinetosis). The proposed method, suggested as alternative to the only one existing in reference norm, involves PCT index, well known in railways context, and weighting curves for accelerometric signals, which are also specified in railways regulations. The approach of the method, consistent with the theoretical model, developed by the authors themselves in previous works, allows to obtain MSI index versus time and/or track progressive distance. The model is validated through comparison with experimental data available in literature and with measures recorded and obtained on regular trains during tests performed in Slovenia (EU).

Abstract:
In the paper, the author analyzes one of the basic starting points of the theory of constitutional law, according to which the constitution as the highest formal legal act simultaneously represents a symbol of unity and vitality of a state, a sign of its identity and a factor of social integration. If it succeeds in constituting a legal and socio-political order, the constitution has its future. From the aspect of such a theoretical definition, the Vidovdan Constitution has only partially fulfilled its function. Created three years after the unification into a common state of peoples of the same ethnic, but completely different cultural, religious, economic and historical origin, it has become more a symbol, and less a factual and legal reality. The paper will analyze the socio-political circumstances that led to its enactment and adoption, as well as the reasons that opened the question of its change from the moment it was adopted and entered into force. If we know that the quality of a constitution is crucial for its internal properties, its content, the circumstances under which it was adopted, the manner in which it was adopted, the intentions and goals of the constitution maker, it is clear that the Vidovdan Constitution, apart from becoming a formal legal symbol of unification, could satisfy the opposing aspirations of the Serbian and Croatian, as well as the Slovenian political establishment, the intellectual elite, but also the population itself. The Serbian political course of unification included a unitary system, a monarchical form of government led by the Karadjordjevic dynasty and a state that would have all members of the Serbian people within its borders. The Croatian political elite saw the new state as a transitional solution on the path to independence and the realization of a centuries-old dream of an independent Croatian state, based on the ideology of historical and state law. Slovenians perceives the idea of unification primarily as protection from Germanization, to which it was constantly exposed within Austro-Hungary. Thus, differences in the approach to the idea of unification will become the germ of conflict in the future common state. The Vidovdan Constitution could not resolve the antagonisms and mutually opposing views, but further deepened them. However, its importance is reflected in the fact that it shows that law is powerless in the face of socio-political reality if it does not primarily represent its framework, and that this thesis is current a century earlier, equally relevant today
