This paper considers whether company decisions on their advisors promote efficiency in the market for business advisory services. We employ a fixed effects measure of advisor quality and find that no fine-grained measure of performance seems to influence separation and hiring decisions. We do find that, under a rule of thumb measure of advisor performance, firms are more likely to ditch “bad” and “neutral” advisors than “good” ones. Unfortunately, using the same rule of thumb measure, firms appear no more likely to hire “good” quality new advisors than could be expected by chance. As a result,

As an advisor, you may have heard one, or both, of these statements: It has been said that 1) anyone can advise; or, more generously, 2) anyone can advise if he/she is given a copy of a university/college catalog. Most advisors know, however, that this is not exactly accurate. In most cases, it isn't even remotely close to the truth. Here, the author shares with us his reactions to what many of us would consider a challenging statement: “All I need is a copy of the catalog to advise my students!”

Abstract:
AbstractSouthern Groundnut Platform (SGP) was established in 2016 to enhance seed access and adoption of improved groundnut varieties by farmers. The platform serves all districts in Lindi and Mtwara regions and Tunduru district in Ruvuma region. The platform has 53 members of which 22 are females and 31 are males. Since its establishment, there has been a marked increase in farm advisory services using government extension officers, community extension services and lead farmers. Groundnut seed production and distribution networks have increased to include more actors such as NGOs, seed companies, farmers groups and individual seed entrepreneurs. The increased seed access to farmers in the southern zone has contributed to 11% increase in area under cultivation resulting in 15% increase in groundnut production in Nanyumbu district between 2012 and 2018. New market linkages formed helped improve farm gate prices by 80% (from Tshs. 1000 to 1800). The platform also introduced 29 new labour saving technologies reducing women drudgery and increasing farmer improved varieties choice from 3 to 11 new varieties released between 2009 and 2018.

Abstract:
AbstractThe chapter aims to analyse the recent reform of the EU regulatory framework as regards insurance-based investment products (IBIPs). The current regime provided for IBIPs offers stronger protection to all customers, regardless of the channel of distribution. In line with the EU plan to provide consistent cross-sectorial investor protection across all Member States, many IDD provisions are based on the corresponding MiFID II rules, even though some differences remain and should be further elaborated in connection with the inconsistencies, overlaps and gaps in the investor protection as far as the distribution of the IBIPs is concerned. Furthermore, several Member States have exercised the discretions recognised by the IDD as regards IBIPs mainly to gold plate investor protection measures. However, such an uncoordinated approach undermines the internal market’s objectives. Therefore, the chapter advises EIOPA to use its powers to coordinate Member States’ measures and ensure transparency about National Competent Authorities’ measures in this respect.

Abstract:
Robo-advisors are online services that use computer algorithms to provide financial advice and manage customers’ investment portfolios. This chapter describes the development of the robo-advisor industry and compares robo-advisors to traditional human financial advisors. Robo-advisors emerged in response to people’s need for financial advice and the high cost of obtaining that advice from human advisors. Pure robo-advisors, which offer no direct human contact, are generally substantially less expensive than human advisors, and the use of computer algorithms allows for an increasing degree of personalization of the advice. Nevertheless, robo-advisors do not provide customers with all of the services offered by human advisors and, in particular, human contact. In response, some firms are offering hybrid robo/human services that combine cost savings from a robo-advisor with some human input.

This final chapter aims to show that the actions of those who trust moral advice can have moral worth. Some adviser-advisee duos are joint agents. The activity of this joint agent displays moral understanding, autonomy, and all the other goods had by individual moral agents. To show this, this chapter argues 1) that highly informal duos can exhibit joint agency, 2) that joint agents can be constituted by individuals whose contributions are highly idiosyncratic, 3) that a commander and a commandee can exhibit joint agency, 4) that an adviser and an advisee can likewise exhibit joint agency, and finally 5) that their actions can be morally evaluated and have moral worth. This chapter ends with a conclusion about the value of studying plural agency.

Abstract:
The rapid development of computing technology has facilitated its use in engineering design and manufacturing at an increasing rate. To deliver high quality, low cost products with reduced lead times, companies are focusing their efforts on leveraging this technology through the development of knowledge-based systems such as an IDA. An IDA, which can also be referred to as a design information system, is a part of the overall enterprise information system framework, and plays an important role in improving competitiveness in product development oriented companies. Not only must such a system utilize human expertise and address CE issues in decision making, it must also lead to the preservation and transfer of technical knowledge to minimize the knowledge loss from organizational moves such as personnel retirements and company relocation. The emphasis in CE is to consider downstream aspects of different phases in the product life cycle as early as possible in the design stage. These aspects include production process planning and realization, manufacturing and assembly resources, maintainability, costing and other factors. Both human expertise and downstream aspects predominantly consist of information that is descriptive. This paper discusses the structure and development of a knowledge-based design information system that can convert this descriptive information into forms that are suitable for embedding within decision-making algorithms. Information in such a system is sorted in terms of its nature into three groups: input data information, constraint information, and objective information, all having different representations. Information is also mapped to the relevant design objectives and ranked in importance to facilitate the trade-off analysis.

Abstract:
Edge lane roads (ELRs), also known as advisory bike lanes or advisory shoulders, are a type of shared street where two-way motor vehicle (MV) traffic shares a single center lane, and edge lanes on either side are preferentially reserved for vulnerable road users (VRUs). This work comprises a literature review, an investigation of ELRs’ operational characteristics and potential road user interactions via simulation, and a study of crash data from existing American and Australian ELRs. The simulation evaluated the impact of various factors (e.g., speed, volume, directional split, etc.) on ELR op

Abstract:
This report is not an in-depth nor exhaustive analysis of the many indirect impacts of the pandemic on LMICs. The content is purely based on the requests from FCDO to the K4D services on this topic, and as such can only give an illustrative overview of the findings from these requests. Furthermore, insights are also taken from the data that K4D collects for each request based on the information provided by advisers and FCDO (e.g. purpose of the request, adviser’s cadre), hence, the data is limited to the information available to the K4D team at the time of the request and the level of details

Abstract:
Emergency Relief (ER) is a Department of Social Services (DSS) funded program, delivered by 197 community organisations (ER Providers) across Australia, to assist people facing a financial crisis with financial/material aid and referrals to other support programs. ER has been playing this important role in Australian communities since 1979. Without ER, more people living in Australia who experience a financial crisis might face further harm such as crippling debt or homelessness. The Emergency Relief National Coordination Group (NCG) was established in April 2020 at the start of the COVID-19 p

Kinsman, N. E. M. Unambiguous vertical datums in the coastal environment are critical to the evaluation of natural hazard vulnerability in support of local and regional planning. Appropriate tidal data must be considered in the siting, design, construction, and operations of development projects to ensure protection of human life, property, and the coastal environment. This conversion calculator is provided as a convenience to facilitate access to vertical measurements that have been independently verified and are freely available from either NOAA CO-OPS or NOAA NGS. For rigorous emergency, planning or construction purposes, users are strongly advised to consult these original sources to ensure accurate and up-to-date transformations. All calculations are based on single tide station offsets, elevations obtained using this method are only valid in the immediate vicinity of the original tide station.
