Abstract:
An analysis of the literature has shown that the human capacity for physical achievement can be significantly improved through regular exercise. These exercises, focusing on the development of endurance or strength, allow you to adapt to different types of physical load, which contributes to achieving high sports results and maintaining optimal physical condition. It is important to understand that the human body responds to exercise by changing the phenotype of muscle tissue, which depends on many factors, including frequency, intensity of exercise, age, genetics, gender, nutrition and previous training experience. In the context of physical therapy, the use of high-intensity interval training, plyometric training, aquatic therapy, circuit training, breathing exercises, and functional movement exercises promote endurance and adaptation to daily physical tasks. Importantly, these methods are adapted to the individual needs and health status of patients, emphasizing the importance of a personalized approach in physical therapy. Thus, the development of endurance is a key element in both sports and physical rehabilitation. In sports, it focuses on achieving high results and improving the general physical condition, while in physical therapy, it focuses on adapting to the individual needs of patients, ensuring their recovery and maintaining activity. The article presents the rehabilitation program for patients with coronary heart disease, which presents the developed rehabilitation route, physical exercises developed taking into account the needs of cooperation with various specialists. The results shown indicate the effectiveness of established rehabilitation programs.

In addition, it is written that Islam was brought down to earth together with man and that Allah renewed Islam four times. It is stated that these updates were during the time of Safiyullah, Noah, Ibrahim and Muhammad (pbuh). It is mentioned that the people living on earth now spread from Noah&#39;s three sons, Som-Abulajam, Hom-Abulhind, Yofas-Abutturk. It is stated that Jofas (Tur), who received the blessing of the father, was given Turan and Turkestan, and his descendants were called Turs. It is explained that the ancestors of the species are the Uzbeks, and the Ain, who are the basis of the Japanese, belong to the species. It is noted that Sun (Sun) was created as a source of energy in the constellation we live in, and the second source of energy on Earth is fire, so the descendants of Safiyullah and Hayotbakhsh felt the taste of food and the power of protection. It is stated that there are five points of latitude (latitude) on the earth where the blue planet and stars are clearly visible, all of them are in the habitat of the species, when the points are combined, a circle is formed, and the latitude is the mark of the boxes. It has been mentioned that Buddhism is widespread after Islam and Christianity, and that the ancient monuments related to Buddhism during the Kushon era were preserved in the Surkhandarya region of Uzbekistan. The Kushan rulers were called Jabagu/Yabu, three branches of the Great Silk Road passed through the territory of the Kushan kingdom, the Japanese scholar Kato Kyuzo, who actively participated in the study of Buddhist monuments, commented on such monuments as Dalwarzintepa, Holchayontepa, Fayoztepa, and Karatepa.</em>

Abstract:
Sanat, bireylerin toplumsal yaşama dair duygu ve düşüncelerinin bir yansımasıdır ve aynı zamanda ruhların tatmini ve bilinçlendirilmesidir. Hüseyin Akkaya, “Siyah Ayna” şiirinde bu yansıma işlevini, ayna metaforunu kullanarak gerçekleştirmektedir. 2010 yılından itibaren ayna metaforunu şiirlerinin merkezine alan Akkaya, bu metaforu işlediği şiirlerini Aynadan Geçen Şiirler adlı kitabında toplamıştır. Kitapta bulunan şiirlerin tümünde ayna metaforu ortak bir öge olarak yer alırken, “Siyah Ayna” şiiri, Platon’un Mağara Alegorisi ile kurduğu bağlantı sayesinde diğer şiirlerden ayrılır. Bu bağlantı, şiirin derinliğini artırmakta ve arka yapısına katkıda bulunmaktadır. Sanat eserlerinin anlam ve değerini ortaya koymak için farklı inceleme yöntemleri kullanılmaktadır ve bu yöntemlerden biri ontolojik yaklaşımdır. Ontolojik inceleme yöntemi, Roman Ingarden ve Nicolai Hartmann gibi teorisyenler tarafından geliştirilmiş, bu isimlerin görüşlerini esas alarak İsmail Tunalı da Sanat Ontolojisi adlı çalışmasında bu yöntemi detaylandırmıştır. Ingarden, sanat eserlerini varlık tabakalarına ayırırken, Hartmann bu tabakaları ön yapı ve arka yapı olarak ikiye böler. Ontolojik yöntem, edebi eserlerin estetik yapısını tabakalara göre ele alarak, görünenin ötesinde yer alan unsurları ve metnin derin yapısındaki anlamları ortaya çıkarmayı hedefler. Bu çalışmada, Hüseyin Akkaya’nın “Siyah Ayna” şiiri, Tunalı’nın varlık tabakaları kuramına göre analiz edilmiştir. Şiirdeki ayna metaforu, bireyin içsel dünyasını simgelerken, Platon’un Mağara Alegorisi ile şiirdeki ruhsal dönüşüm teması güçlendirilmiş ve içsel aydınlanma arayışını derinleştiren bir arka yapı oluşturulmuştur.

This study aims to uncover the relationship of the objectivist philosophy of Ayn Rand with architecture. After examining the philosophical bases of Randian objectivism, and how the philosophy is related to architecture via contemporary modernism, especially the modern architectural understanding of Frank Lloyd Wright, the study concentrates on how objectivism interprets architecture. The aim here is to describe what kind of an architectural aspect inspired Rand and how Rand used architecture in order to propagate her philosophy. Objectivist interpretations of architecture simply means how objectivism&rsquo<br>s basic assumptions perceive and respond to architecture as revealed in Rand&rsquo<br>s writings. In order to understan the architectural interpretations, the focus of analysis is the objectivist literature by Rand such as fictions, movies and articles. The resultant emphasis of the analysis on the relationship between Rand&rsquo<br>s objectivism and architecture, is on the tension in architectural relations between the individual and the state, the individual and the society, and the individual and history, which are defined as against settled social and traditional values

La tesis siguiente tiene por objetivo principal realizar una comparación de la viabilidad económica de un proyecto con certificación PLATINIUM en la categoría “CORE & SHELL” de LEED como parte del plan de desarrollo de infraestructura del promotor: Pontificia Universidad Católica del Perú. Debido a la naturaleza del promotor, el proyecto debe estar alineado a la misión y visión de esta institución privada. El Proyecto mixto único ubicado en la zona más exclusiva del distrito de San Isidro - Golf, promovida por la PUCP sobre una terreno de 2,701 m2, área construida 26,826m2 con un valor de construcción de S/92 MM. El proyecto contempla la operación de 4 actividades: académica, cultural, eventos, oficinas: todo bajo un concepto de Hub de excelencia, concentrar lo mejor de nuestra producción como Universidad y brindarlo a nuestra sociedad, Esta tesis presenta un estudio mercado mixto, un análisis de competidores directos e indirectos para centro de convenciones existentes y teatros, así como mercado actual de oficinas en la zona de influencia del proyecto con la finalidad de determinar el costo de alquiler competitivo y la proyección de la tasa de vacancia en los próximos años. El valor de diferenciación será la sinergia entre toda nuestra actividad generando una mayor productividad y experiencia de nuestros usuarios. Como estrategia de marketing se lanzara el concepto de Hub de Excelencia al conjunto de edificios que cuenta la PUCP en la Cuadra 10 de la Av. Camino Real. Además, es un centro donde confluye una estación común con diferentes servicios para la empresa. Dichos servicios van desde aulas de formación ejecutiva, alquiler de oficinas y despachos, salas de reunión, zonas comunes, locales comerciales de servicios complementarios y un auditorio. El proyecto es analizado en el escenario con certificación LEED PLATINIUM en horizonte de evaluación de 20 años, donde se considera 1 año para las gestiones pre operativas, 2 años para la construcción y una explotación de 16 años; del análisis se obtiene para el proyecto VAN S/.17MM, TIR de 10.5% anual y el valor financiero a 20 años es de S/. 134 (US$ 40 MM). Los factores de riesgo en el cumplimiento del pago de la deuda financiera están sujetas a tres factores: ciclo inmobiliario de la renta de oficinas, capacidad de producción académica de la Universidad y el rubro de eventos muy conservador. Como conclusión podemos afirmar que es una inversión de riesgo controlado que generará un impacto de posicionamiento institucional innovador en el mercado; contribuirá a través de sus beneficios económicos a los fines de la Universidad que es la formación, investigación y cultura a la sociedad.<br>Tesis

El presente trabajo analiza el proceso de internacionalización de las micro y pequeñas empresas (mypes) de salsas gourmet naturales, destacando las actividades y recursos claves para dicha internacionalización. A partir del enfoque de la empresa basado en los recursos, se analizaran que problemas, obstáculos y barreras que se pueden presentar en el camino para la internacionalización. A partir de ahí, se confirma la búsqueda de nuevos recursos, actividades, tanto a través de la incorporación de estrategias de marketing, benchmarking, modelos de exportación, como también aplicando las etapas de la internacionalización en el caso de las pequeñas empresas; para lograr una exportación exitosa.<br>This paper analyzes the process of internationalization of micro and small companies (mypes) of artisanal gourmet sauces, highlighting the activities and key resources for this internationalization. En el desierto, especialmente en el más árido del mundo, el recurso más escaso y preciado es el agua. Es gracias al agua que germinan la agricultura, los asentamientos y por lo tanto, la cultura. En Quillagua, pueblo de origen aymara y parte del camino del Inca, la contaminación del tramo inferior del río Loa - a causa de la minería - interrumpió dramáticamente la actividad agrícola, degradando el poblado. A partir de esta “competencia” entre la minería y la agricultura, y la necesidad del agua para todo quehacer humano, el proyecto plantea una solución para la coexistencia de ambas actividades: una planta depuradora de agua que permita restablecer la actividad agrícola y de paso poner en valor el patrimonio cultural del pueblo, al mismo tiempo que se rescata el río más importante del desierto chileno.

Abstract:
Since the late 1950s, Russian-American novelist and philosopher Ayn Rand has been “the ultimate gateway drug to life on the right.” Her philosophy – “Objectivism” – combined militant atheism, libertarian natural rights, and a philosophical commitment to what she called “the virtue of selfishness,” and earned her the admiration of such luminaries as Alan Greenspan: a remarkable achievement for an immigrant woman who learned to speak English in her late 20s. What is less-often observed is that Rand’s work, especially her mature novels The Fountainhead (1943) and Atlas Shrugged (1957), bear a close stylistic resemblance to the Soviet Socialist Realist novel. This thesis identifies these similarities and attempts to answer the question of why a heavily Soviet-inflected writer was able to reach such cultural and political prominence in, of all places, America.

Abstract:
Atatürk Dönemi’nin en önemli yayın organlarından birisi Hâkimiyet-i Milliye’dir. Millî Mücadele sonrasında da reformların en etkili savunucusu oldu. Bu gazetenin 1923 yılından başlayarak en önemli isimlerinden birisi Mahmut Soydan’dır. Soydan, gazetenin başyazarlarından ve yöneticilerinden birisiydi. 1926 yılında Milliyet gazetesini kurdu, yönetti ve başyazarlığını yaptı. 1929 yılında Politika gazetesini yayınladıysa da ömrü kısa oldu. 1935 yılında Milliyet’i Tan’a dönüştürdü. Gazetelerinde rejimin sözcülüğünü yaptı. Aynı zamanda milletvekilliği ve İş Bankası yönetim kurulu başkanlığını sürdürdü. Soydan, Millî Mücadele yıllarında Atatürk’ün emir subaylığını yapmıştı. Reformlar döneminde de Atatürk’ün yakın çevresinde yer aldı. Bu görevlerinden daha çok gazeteciliği ile tanındı. Atatürk Dönemi basın hayatında bazı demokratik dönemler oldu. Büyük ölçüde tek partili rejimin kısıtlamalarına maruz kaldı. Yeni rejimin sözcüsü olan Hâkimiyet-i Milliye Anadolu’da etkindi. Muhalefet eden İstanbul gazeteleri ise yargı yoluyla hizaya getirilmişti. Soydan, Milliyet’i yeni rejimin İstanbul’daki en güçlü sesi haline getirdi. İstanbul’da çıkardığı Politika gazetesi de aynı çizgideydi. Giderek okuyucu kaybeden Milliyet 1935 yılında Tan adını aldı. Soydan Milliyet ve Tan’daki sıkıntıları İş Bankası’nın desteği ile aşmaya çalıştı. Kamu kaynaklarından yararlanan bu gazeteler, rejimin savunucusu ve inkılapların yayıcısıydılar. Soydan ölmeden önce Atatürk’e yazdığı mektubunda bankanın imkanlarını kullandığı suçlamalarını reddetti. Aynı zamanda dönemin basın hayatında üstlendiği rolü anlattı.

Abstract Understanding the actual effect of stress distribution within longitudinally submerged-arc welded (SAWL) large-diameter pipe is essential for reliable and practical execution of sulfide stress cracking (SSC) tests. To qualify SAWL pipe as SSC resistant, SSC tests are typically performed on four-point bend specimens pre-stressed to a certain level within the elastic regime. For a detailed evaluation of stresses present in pipe and in four-point bend specimens, subjected to typical loads with respect to AYS and SMYS, the local stress at the unmachined part of the inner weld was simulated by a FEM approach indicating local plastic strain in the heat-affected zone (HAZ) of the longitudinal weld. In the same approach, the stress distribution was compared to that of laboratory-scale four-point bend specimens subjected to typical loads defined with respect to actual yield strength (AYS) as well as to stresses in a full pipe body pressurized up to 72 % of specified minimum yield strength (SMYS). It is shown that stresses found in four-point bend specimens when loaded up to 90 % of AYS exceed the stresses in a pressurized pipe by up to 60 % and that residual stresses have a beneficial effect. The findings from the FEM simulation were backed up by experimental internal loading of a full ring test specimen according to ISO 3845 to different stress levels up to 100 % of AYS. For a SAWL large-diameter pipe of grade X65 with a diameter of 864 mm and a wall thickness of 30.4 mm, all strain gauge positions referenced in the standard and additional locations throughout the ring specimen length and circumference were considered to gain detailed understanding of the overall stress distribution and to identify potential local overstressing in base material and along the longitudinal weld. The observed effects of local stress variation should be considered in a performance analysis when defining suitable stress levels for SSC laboratory tests, depending on the type of test, such as four-point bend or full ring test.

Abstract Formate brines first entered into service as high performance High Pressure High Temperature (HPHT) drilling, completion, and workover fluids in the mid 90's. Over the years the range of applications has extended to include use as long-term HPHT well suspension fluids and HPHT well packer fluids. Throughout this time there have been no reported occurrences of Stress Corrosion Cracking (SCC) failures, despite lengthy exposures to acid gases under extreme hydrothermal conditions. This field experience, however, has unfortunately not always been replicated in the laboratory. For example an API(1) task group has reported instances of SCC failures of samples of martensitic stainless steel (MSS) tubing materials after 90-days exposure to formate brines in the presence of acid gases at high temperatures. This discrepancy between laboratory test results and field experience triggered a review of the test conditions used by the API group. It was noticeable that the API group stressed their MSS samples to 100% of actual yield stress (AYS) at ambient temperature. This represents a stress level well above 100% AYS at actual test temperature. Such over-stressing means that the material is tested in the plastic region, which is not where it is designed to be used. This paper describes a laboratory investigation into the effect of stress level on the 90-days SCC behavior of 13Cr MSS exposed to formate brines and CO2 at high temperature. The SCC tests were conducted at stress levels ranging from 60 to 100% AYS measured at test temperature. Tests were also included where the 13Cr MSS alloys were ‘over-stressed’, i.e. stressed to 100% AYS measured at ambient temperature. All tests were performed for 90 days at a temperature of 177°C (350°F). The test results showed clear evidence that stress levels are very important when testing SCC behavior in formate brines, and it is highly recommended to take stress-levels into consideration when designing the test.

25 Nisan 2023 tarihinde Ermenistan’ın başkenti Erivan’da Nemesis Terör Örgütü üyelerine ait bir anıtın törenle açılması, Türkiye ile Ermenistan arasındaki ilişkileri gergin bir ortama sürükledi. Bu durum aynı zamanda Nemesis hakkında birçok soruyu da gündeme getirdi. Birinci Dünya Savaşı’nın sonunda Taşnaksutyun Cemiyeti’nin bir organı olarak kurulan Nemesis, savaş sırasında Ermeni Tehcirinden sorumlu tutulan Osmanlı Devleti yöneticilerine ve Azerbaycan Cumhuriyeti devlet adamlarına suikast ve intikam duyguları ve planları ile kurulmuş ve bu konuda da maalesef başarılı olmuştur. Nemesis’in arkasında yer alan Taşnaksutyun Cemiyeti aynı zamanda 1918-1921 yılları arasında yaşamış olan Ermenistan Cumhuriyeti’nin kurucusu ve idarecisi konumundaydı. Bu cumhuriyet kendisine Batı Ermenistan olarak tanımladığı Doğu Anadolu bölgesine yerleşme hedeflerini de koymuş ve bu amaçla hem doğu sınırlarında hem de Osmanlı Devleti’nin kaderinin belirleneceği Paris Barış Konferansı’nda ardından Lozan Barış Konferansı’nda etkin olarak çalışmıştır. Bütün bunların yanında, Meşrutiyet döneminde legal bir hale dönüşen ve parti hüviyetine bürünen Taşnaksutyun, Milli Mücadele yıllarında Anadolu’da ve İstanbul’da da faal olarak çalışmıştır. Bugüne kadar Milli Mücadele Döneminde Ermeniler üzerine çeşitli çalışmalar yapılmakla beraber, özelde Taşnaksutyun’un faaliyetleri, planları ve Osmanlı topraklarındaki eylemleri üzerine teferruatlı ve yeterli çalışmalar yapılmadığını ifade etmek gerekir. Bu tebliğde, Türkiye arşivlerinde yer alan istihbarat yazışmaları üzerinden, Taşnaksutyun Cemiyeti/Partisi’nin 1918-1922 yılları arasındaki faaliyetleri, cemiyetin gerçekleştirdiği kongrelerde aldığı kararlar ve bu kararların uygulanması, buna karşı Mustafa Kemal Paşa ve TBMM’nin aldığı tedbirler üzerinde durulacaktır.

İpek Film Şirketi ile Cumhuriyet gazetesi 1934 yılında bir senaryo yarışması düzenleme kararı alırlar. Amaçları, ilhamını büyük Türk İnkılabı’ndan alan bir film çekebilmek için iyi bir senaryo yazılmasını teşvik edebilmektir. 500 lira ödüllü yarışmanın ilanları Şubat 1934 tarihinden itibaren Cumhuriyet gazetesinde yayınlanmaya başlar. Şubat ayı sonuna kadar katılımcıların senaryo özetlerini gazeteye göndermeleri istenir. Bir ön elemeden geçen bu özetlerden otuz tanesi 19 Mart tarihinden itibaren gazetede yayınlanır. Sonraki süreçte okuyucuların oyları ile bu özetlerin içinden seçilen on tanesi jüri heyetine sunulur. Nihayetinde 6 Ocak 1935 tarihinde gazetede jüri heyetinin Şevket Süreyya’nın metnini birinci seçtiği duyurulur. Böyle bir müsabaka açılması Batı taklitçiliğinin, biçim ve içerik olarak da tiyatro tekniğinin etkisindeki sinemayı yerli ve daha yetkin hale getirebilmek kaygısı ile doğrudan bağlantılıdır. Yerli olabilmenin temel ölçütü ise o dönemde Türk İnkılabı gibi önemli bir hadiseyi sinema dili ile yaratıcı bir şekilde anlatabilmektir. 1932 yılında Muhsin Ertuğrul Bir Millet Uyanıyor filmini çekmiş ve film halktan yoğun ilgi görmesine rağmen istenilen sanatsal ve teknik yeterliliğe sahip olmadığından çokça eleştirilmiştir de. Türkiye’de de milli bir film yapabilmek için yazılan senaryolar basit ve yetersiz görüldüğünden İpekçi Kardeşler ve Cumhuriyet gazetesi yönetimi bu sorunun çözümüne bir katkı sunabilmek adına bu senaryo yarışmasını tertip etmişlerdir. Sinema, Türk İnkılabı’nın tarihsel öneminin ve başarılarının dünya kamuoyuna tanıtılmasında ve ayrıca Cumhuriyet rejiminin değer ve ideallerinin topluma benimsetilmesinde önemli bir araç olarak görülmektedir. Bu dönemde kültür, dil ve tarih çalışmalarına ağırlık vererek yeni bir Türk kimliğinin inşası için çaba harcayan ve aynı zamanda iyi bir film izleyicisi de olan Mustafa Kemal film ve senaryo çalışmalarını da bu bağlamda yakından takip etmiştir. 1930’lu yıllar Cumhuriyet Halk Partisi’nin ideolojik, siyasal ve toplumsal olarak yeniden örgütlendiği ve Türk İnkılabı’nı yorumlama ve sistematize etmeye yönelik entelektüel çabaların yoğunlaştığı bir dönemdir. Onuncunu yılını henüz doldurmuş rejim kendi icraatının bir muhasebesini yaparken aynı zamanda kendisini tanımlamaya, anlamaya ve nihayetinde iç ve dış kamuoyuna anlatmaya yönelik bir faaliyet içine de girmiştir. Sinema da bu anlatım vasıtalarının en önemlilerinden birisidir. Bildiri senaryo yarışmasını bu bağlamda değerlendirecektir. Basın ve sinema literatürü tarandığında birincilik ödülü alan senaryonun filme çekildiğine dair bir malumata rastlanamamıştır. Dolayısıyla bildirinin ana malzemesini gazetede yayınlanan senaryo özetleri oluşturacaktır. Bildiri bu özetleri Cumhuriyet’in sinemaya yönelik yaklaşımı ve politikaları ekseninde ele alırken aynı zamanda senaryo yazarlarının Türk İnkılabını ve Milli Mücadele’yi nasıl kurguladıklarını da sorgulayacaktır.

Abstract The ripple-slow strain rate (R-SSR) technique is an alternative screening test to the conventional-SSR (C-SSR) method. Both methods assess susceptibility to environmentally assisted cracking (EAC) of corrosion resistant alloys (CRAs) and involve loading a NACE TM0198-compliant tensile specimen to 100% AYS (0.2% proof stress of actual yield strength) at a slowly applied extension rate. While the C-SSR specimen is monotonically strained to failure, a R-SSR tensile specimen is typically loaded to 100% AYS and subsequently cycled between 80% and 100% AYS until failure or for up to 250 cycles or 1 week of exposure. This paper will provide a comprehensive review of the current understanding of the R-SSR technique. There are only a limited number of publications discussing the utility of the R-SSR technique, because running a R-SSR test is more complicated than a C-SSR test, and the added phenomenological/ mechanistic value of performing a R-SSR test is unclear. On the one hand, cycling loading may be more representative of certain in-field service conditions. On the other hand, there is evidence to suggest that cyclic loading facilitates film rupture during the tensile loading part of the cycle and repassivation of passive and/or protective film during load reversal, which may influence crack propagation. R-SSR may also be a better approach for martensitic stainless steels than C-SSR where cumulative strain in the conventional test may be detrimental to material performance. Regardless of the motivation, there is not a clearly defined and universally recognized acceptance criteria for assessing EAC resistance/ susceptibility by R-SSR. A pilot research program was initiated to better understand the value of results generated by R-SSR in comparison to C-SSR. For this study, mod13Cr-110 alloy was used to evaluate and benchmark the two techniques. The overall goal of the project was to provide guidance on when to use R-SSR and how to interpret the test results.

Birinci Dünya Savaşı, dünya genelinde büyük huzursuzluklara ve mutsuzluklara yol açtı. Uzun yıllar savaşan Türk halkı da bu hızlı değişim, dönüşüm ve olumsuzluklardan fazlasıyla etkilendi. Yeni Türkiye’nin huzursuz, mutsuz ve idealsiz bir toplumdan ziyade sağlıklı, çalışkan ve ülküsü olan insanlara yani “ideal vatandaşlara” ihtiyacı vardı. Buradan hareketle, 1920’lerin sonlarından itibaren bu topraklarda yaşayan insanların aynı dili konuşması, aynı kültürü paylaşması ve aynı ülküye sahip olması amacıyla bir vatandaşlık politikası yürütüldü. CHP’nin bu siyasetine Gayrimüslimlerden de destek geldi. Çalışmamızda, Rum ve Ermeni cemaatlerin CHP politikasına verdiği destek, kurdukları iki sıra dışı cemiyet üzerinden incelenmektedir.

El fomento de la innovación en el sector de agua, saneamiento y residuos sólidos (AyS) en América Latina y el Caribe (ALC) resulta esencial para contribuir de forma rápida y eficiente a la efectiva consecución de los Objetivos de Desarrollo Sostenible vinculados al AyS. Por tal motivo, entre los caminos de acción para impulsar la innovación se incluyen actividades centradas en comunicar la potencialidad y los beneficios que le genera al sector de AyS, así como también en resaltar la importancia de la toma de conciencia por parte de los líderes, encargados de la toma de decisiones de nivel ejecutivo y equipos operativos en el sector de política pública, en el regulador y en el prestador de servicios de AyS, entre otros. El principal reto es promover un círculo virtuoso que se retroalimente en el tiempo, es decir, que la innovación se mantenga asociada estrechamente a la visión del día a día en AyS en ALC. Para ello, es fundamental contar con una cultura sectorial que catalice el correr riesgos más allá de los cotidianos, inhibiendo la tendencia al statu quo. Este documento tiene como principal objetivo proveer elementos clave para abordar de forma pragmática aquellas acciones que podrían promover la cultura de innovación en las entidades de AyS en ALC.

Sin embargo, el sector en América Latina y el Caribe enfrenta una serie de desafíos para innovar que se concentran en los ámbitos de gobernanza sectorial; investigación, desarrollo e innovación (IDi), o ecosistema de innovación sectorial; y prestación del servicio. El presente documento aborda los indicadores de la gestión de innovación para facilitar su comprensión y su implementación en el prestador de servicios de AyS de la región. La innovación en el sector de agua, saneamiento y residuos sólidos (AyS) constituye una oportunidad, aún no aprovechada, para mejorar el acceso a agua y saneamiento, la gobernanza sectorial, la eficiencia en la prestación de los servicios y la sostenibilidad ambiental. Para satisfacer las demandas, el sector de AyS de la región debe adoptar y difundir innovaciones, tanto tecnológicas como no tecnológicas, de manera urgente, puesto que escalar estas innovaciones contribuirá a asegurar el acceso universal y de calidad a agua y saneamiento, y a cumplir los Objetivos de Desarrollo Sostenible (ODS). A tal efecto, los actores del sector, especialmente los prestadores de servicios, deben cambiar el enfoque y adoptar estas nuevas soluciones de un modo rápido y eficaz. El presente trabajo propone un enfoque del escalamiento de la innovación en el sector de AyS centrado en aquellos aspectos que promueven una dirección prometedora e incluye la experiencia de los actores de la región y los factores que los llevaron al éxito. En este documento se busca responder a tres preguntas esenciales para América Latina y el Caribe: ¿Cuál es la situación actual de la innovación en el sector de AyS? ¿De qué manera la innovación a escala puede mejorar los servicios de AyS? ¿Cómo se puede impulsar el escalamiento de la innovación en el sector de AyS? Las respuestas a estas preguntas fueron elaboradas a partir del relevamiento de fuentes primarias, basadas en entrevistas a referentes, y fuentes secundarias constituidas por bibliografía especializada.

El sector de agua y saneamiento (AyS) en América Latina y el Caribe ya evidencia iniciativas innovadoras que tienen el potencial de contribuir a alcanzar sus metas. Aun cuando estas iniciativas son alentadoras, la innovación en el sector de la región se considera incipiente. Esto pone en manifiesto una debilidad en las condiciones del entorno que la fomentan, tales como políticas, regulación, cultura, etc., así como la falta de articulación de los agentes, quienes interactúan en el desarrollo y la adopción de nuevos productos, servicios y procesos en los llamados ecosistemas de innovación. Para llegar a mecanismos de políticas y herramientas que faciliten a los hacedores de políticas del sector de AyS la gestión estratégica de la innovación, el fomento de una cultura de innovación y el diseño de una política de innovación sectorial, es fundamental contar con un modelo conceptual del funcionamiento y la evolución de ecosistemas de innovación específicos para el sector de AyS. Esta nota técnica presenta los resultados de una extensa investigación que se nutre del conocimiento existente en ecosistemas de innovación en general y reúne las pocas evidencias y aprendizajes de ecosistemas de innovación en el sector de AyS en particular. El objetivo es contribuir al conocimiento estructurado sobre el tema, proponiendo un modelo conceptual del funcionamiento y la evolución de los ecosistemas de innovación en AyS. El documento se centra en responder las siguientes preguntas de investigación: 1) ¿Cómo funcionan los ecosistemas de innovación en AyS? y 2) ¿Qué características presentan los ecosistemas de innovación en AyS a medida que van evolucionando? Para esto, se hace uso del método de investigación de estudio de caso, con el cual se pretende conseguir un acercamiento entre la realidad del objeto de estudio, que en este caso son los ecosistemas en Perú, Chile, San Pablo (Brasil) e Israel, y las proposiciones teóricas adscritas al marco teórico.

La integridad en la gobernanza del agua, definida como o el uso ético y honesto de los poderes y recursos conferidos para la prestación sostenible y equitativa de los servicios, es crucial para garantizar el derecho humano al agua y saneamiento. La aplicación de estos principios en la gestión de las entidades del sector de agua y saneamiento (AyS) contribuye a su buen desempeño y a un mayor rendimiento. Un elemento clave al momento de aplicarlos es tener datos precisos e información estandarizada y transparente. La información proveniente de una medición creíble de los riesgos de integridad, con base en indicadores cuantitativos y cualitativos y en la percepción de las partes interesadas, ayuda a cuantificar y calificar con claridad los problemas del sector AyS. A partir de esta información, se puede convocar a diferentes actores, con un entendimiento común, para priorizar los riesgos relevantes que deben ser tratados. Con el objetivo de apoyar al sector AyS en la evaluación y la gestión de sus prácticas de gobernanza, WIN, en colaboración con el Banco Interamericano de Desarrollo (BID) y sus socios, ha desarrollado e implementado un grupo de herramientas destinadas a promover una cultura de transparencia, integridad y rendición de cuentas en las entidades relacionadas con agua y saneamiento en América Latina y el Caribe (ALC). El objetivo es que estas herramientas conduzcan al desarrollo de políticas y a la toma de decisiones informadas en los distintos niveles de responsabilidad en el sector AyS. Asimismo, el propósito de los mecanismos de datos abiertos es ayudar a los usuarios y a las organizaciones de la sociedad civil a comprender con mayor claridad las áreas en las que pueden existir fallas de integridad o donde es preciso trabajar de forma más adecuada para evitar que los riesgos de integridad se materialicen. El presente documento, que está dirigido a todos los actores del sector AyS que buscan metodologías para mejorar las prácticas de integridad al interior de sus organizaciones, describe las herramientas para la evaluación de la integridad (primera sección), las herramientas para la gestión de la integridad (segunda sección), los cursos en línea sobre integridad (tercera sección) y la metodología InWASH (cuarta sección). Por último, se reseñan las conclusiones.

Un ecosistema de innovación en agua y saneamiento (AyS) es un sistema de colaboración formado por diferentes agentes que interactúan e intercambian recursos tangibles e intangibles, en un entorno que propicia el desarrollo y la adopción de innovaciones, que resultan en el aumento de la cobertura, la eficiencia y/o la sostenibilidad, y, por lo tanto, en la mejora de la prestación de servicios de AyS a la población. Estos ecosistemas desempeñan un papel fundamental en la búsqueda de soluciones sostenibles para los desafíos hídricos y de saneamiento en todo el mundo, y ahora tú serás parte de este movimiento. La herramienta de diagnóstico y fortalecimiento de ecosistemas de innovación en AyS es una metodología participativa que te permitirá elucidar el estado de madurez del ecosistema de un lugar (ciudad, estado, región o país), y diseñar e implementar estrategias para desarrollarlo. Esta ha sido desarrollada para aquellos interesados en iniciar y facilitar el proceso de diagnóstico y fortalecimiento de dichos ecosistemas, ya sea a nivel nacional o local. Puede ser utilizada por diferentes actores, como representantes de la autoridad sectorial nacional, entidades nacionales que promueven la adopción de nuevas tecnologías en sectores clave, autoridades regionales y locales, así como los proveedores de servicios de AyS, e incluso un representante de una universidad, un centro de investigación o una incubadora o aceleradora, pueden aplicarla para comprender y desarrollar el ecosistema de innovación en sus respectivas localidades. La herramienta se basa en los siguientes principios: 1) la recolección de evidencias para la toma de decisión informada, 2) la participación de los agentes del ecosistema, y 3) la innovación en procesos participativos, para generar así el compromiso de los involucrados. Por tanto, se decidió proponer un escenario simplificado e innovador, que pueda cautivar y comprometer a los agentes del ecosistema. Se trata de hacer la analogía entre los ecosistemas de innovación en AyS y los clubes de fútbol. Esta herramienta ha sido desarrollada gracias a una extensa investigación, en la que se estudió cómo funcionan estos ecosistemas y qué características presentan a medida que van evolucionando. Los resultados, con todas las bases conceptuales, se encuentran en la nota técnica “Una aproximación a los ecosistemas de innovación en agua y saneamiento. Con diagnósticos en Perú y Chile”, la cual recomendamos leer para prepararte para la implementación de esta herramienta.
