Full textUnited States Special Operations Command (USSOCOM) describes its vision for the global SOF network (GSN) as a globally networked force of special operations forces (SOF), interagency partners, and allies able to respond rapidly and persistently to regional contingencies and threats to stability. USSOCOM’s goals for the GSN are supported by three unique elements: capacity building, low-level presence, and the sum total of access agreements and posturing in the form of responsiveness. The command’s Special Operations Liaison Officer (SOLO) program embodies these three elements. In a time of shrinking budgets and personnel drawdowns, USSOCOM and supported special operations component commands are faced with critical decisions about shaping their respective forces for the future. This capstone focuses on the United States Army Special Forces (SF) officers’ role in the SOLO program by utilizing a multimethod approach to address concerns presented by SOLO program managers. To this end, we have presented three viable courses of action (COAs) for USSOCOM to pursue, in partnership with relevant stakeholders, for a renewed SOLO program. The COAs include: 1) enhancing the status quo, 2) capitalizing on historical lessons, and 3) aligning with current United States Army Special Operations Command (USASOC) initiatives. While current demands are significant, we can always look to our past to see our future.

Full textThis study focused on the identification of agricultural skills required to enable retrenched miners in OR Tambo District Municipality to engage in agriculture productively. This is set against the background of the history of mine labour being drawn significantly from thie area, together with recent changes in the mining industry which have resulted in many of the workers returning to the district retrneched and impoversihed. The study reviews the changing nature of work in the context of globalization and its impact on mine workers. It reviews current notions of adult education and the emrgence of such notions as the recognition of prior learning and multi-skilling as a response to these changes. There is also a review of recent policies that are meant to benefit retrenched workers in the rural areas of South Africa.

Som ett resultat av den europeiska förordningen PSD2 blir kundernas bankdata tillgängliga för tredjepartsaktörer via API:er [Evry n.d]. De traditionella bankerna utsätts nu för konkurrens från FinTechs och BigTechs [Evry 2017]. Transformationen pågår och möjliggör för ny teknik, nya regler och nya kundkrav [Tornjanski et al. 2015]. Denna studie syftar till att identifiera trendledarna, Generation Ys (18 till 30 år) natur och beteenden, och inom ramen för open banking, diagnostisera omvandlingen av banktjänsterför att möta nya digitala behov. För att uppnå detta tillämpades en sekventiell inbäddad förklarande metodik. Den kvantitativa fasen identifierade och generaliserade Generations Y: s beteende. Den kvalitativa fasen var undersökande, där flera fokusgrupper (38 individer) utvecklade de framtida banktjänster som de efterfrågar och vill ha. Detta analyserades utifrån Business Model Canvas [Osterwalder and Pigneur 2010] och ett ramverk för utveckling av ny tjänster genom kundsamverkan [Ozdemir, Trott, and Hoecht 2007]. Resultaten påvisar att Generation Y förväntar sig att bli betjänade på sina villkor och begäran. De efterfrågar en framtida expansion av bankernas operativa kontext, till att förmedla öppna plattformar som inkluderar både finansiella och icke-finansiella tjänster. För att möta efterfrågan och förbli den primära finansiella tjänsteleverantören, måste de framtida banktjänsterna transformeras till att bli mer digitala och personanpassade hjälpmedel i vardagen.

Full textOver the past 30 years, wildland fire and native bark beetle outbreaks have increased in intensity, severity, and extent across the fire-prone forests of the western United States, raising concerns about whether bark beetle outbreaks increase wildfire severity and/or wildfire occurrence. Furthermore, current estimates predict a two-fold increase in area burned by wildland fires over the next 25 years and bark beetles are forecasted to expand in the coming century, shifting toward higher latitudes and elevations. Thus, it is important to better understand how insect-driven tree mortality may affect fire risk and how these disturbance interactions may affect ecosystem structure and dynamics across biophysical settings under current and future climate scenarios.
In this dissertation, I investigated the relationships between bark beetle outbreaks, wildfire, and climate across the western United States and within subalpine forests of the Southern Rocky Mountains, CO, USA. The main research questions of this dissertation were: (Chapter II) what is the relative importance of mountain pine beetle (Dendroctonus ponderosae (Hopkins)) outbreaks versus antecedent climatic variability on the occurrence of large wildfires in the western U.S.? (Chapter III) how do pre-outbreak forest conditions mediate the effects of spruce beetle (Dendroctonus rufipennis (Kirby)) outbreaks on fuels complexes in subalpine forests of Colorado? and (Chapter IV) how do changes in fuels following spruce beetle outbreaks affect expected fire potential under current and future climate conditions?
Chapter II employed a variety of remotely sensed data and GIS products of fire occurrence, mountain pine beetle outbreaks, physiographic gradients, and climatic condition to test whether prior-disturbance or antecedent climate conditions influenced subsequent wildfire events. Extensive field surveys of stand attributes and fuel arrangements across a chronosequence of spruce beetle outbreaks in the 20th and 21st century were employed to address research questions of Chapter III. Results from Chapter III were used as base inputs for custom fire behavior models in Chapter IV, to test the sensitivity of potential fire behavior across a variety of wind speeds, weather, and climate scenarios.
Despite widespread concern that mountain pine beetle outbreaks lead to unprecedented increases in wildfire activity, results from Chapter II demonstrated minimal effects of these pre-fire disturbances on subsequent fire occurrence. Instead, occurrence of large wildfires across the western US has been driven by extreme weather (e.g., hot, dry conditions). Chapter III revealed that the changes to fuels following spruce beetle outbreaks are strongly contingent on pre-outbreak stand structure and disturbance history. For instance, we found that spruce beetle outbreaks reduce canopy fuels in all stands, yet this effect is relatively minor in old spruce-fir stands as compared to young spruce-fir stands. Spruce beetle outbreaks during the 20th and 21st century decreased canopy fuels and increased their heterogeneity, regardless of pre-outbreak conditions. Surface fuel loads were more variable with increased time since spruce beetle outbreak and did not return to pre-outbreak conditions over the 75-year period considered in this study in both young and old stands. Chapter IV concluded that under all weather and climate scenarios, stands affected by spruce beetle had the lowest potential for increased surface fireline intensities, rates of spread, and active crowning among both young and old stands as compared to endemic stands (i.e., non-outbreak). Chapter IV used future climate projections (2016-2100) of RCP 4.5 and RCP 8.5 as proxies for moderate and severe climate change and concluded that moderate climate change will not substantially increase the most important types of fire behavior among young or old stands, nor stands affected by spruce beetle outbreak as compared to current climate (1985-2015). However, under severe climate change projections (RCP 8.5) all characteristics of fire behavior will increase, regardless of stand age, spruce beetle outbreak, and wind and weather scenarios. This research provides much needed insight into the disturbance dynamics in fire-prone forests and informs forest management and policy concerns under a changing climate. Overall, this research highlights the 1) dominant effect of climate, rather than outbreaks, has on fire regimes across the western United States and 2) the importance of accounting for pre-disturbance stand structure and disturbance histories on subsequent disturbance patterns and severities.

Full textDen nya EU-regleringen, andra betaltjänstdirektivet (PSD2), kommer att förändra hur bankmarknade fungerar idag. Det kommer att förplikta banker, med konsumentens samtycke, att ge tillgång till kontoinformation och därmed öppna marknaden för nya aktörer. Denna studie syftar till att ge en förståelse för de effekter som PSD2 kommer att ha på bankmarknaden i Sverige och hur bankerna kommer att agera för att klara de förändringar som medförs. Det finns få akademiska artiklar om PSD2, och rapporterna som finns är i större utsträckning publicerad av konsulter. Därför syftar denna rapport till att bidra med en akademisk rapport som utforskar banker från en strategisk synvinkel, med utgångspunkt i teorin om konkurrensfördelar och öppen innovation, för att analysera bankernas strategier för att möta PSD2. Detta kommer att vara grunden för att få en förståelse av den framtida utvecklingen av den svenska bankmarknaden. För att få en djupare förståelse av bankernas strategier för att möta PSD2 har en fallstudie gjorts där 10 halvstrukturerade intervjuer har genomförts med 10 olika banker som är verksamma i Sverige - det motsvarar större delen av marknadsandelen på den svenska bankmarknaden. Från de empiriska resultaten i denna rapport är det uppenbart att väldigt få banker anser att endast följa PSD2 är ett bra strategiskt alternativ. I stället ser de flesta banker större affärsmöjligheter i PSD2 och från denna studie är det uppenbart att marknaden är på väg mot “open banking”. Vägen mot “open banking” skiljer sig mellan bankerna. Alla banker kommer att fokusera på att bli kompatibla men på grund av skillnader i storlek, kapacitet och resurser försöker bankerna skilja sig genom olika metoder. Vissa banker kommer omedelbart att ta sig an “open banking”, medan andra börjar med att bli en producent av tjänster och därmed bestämma huruvida de ska gå in i “open banking” eller inte. Vad som har tydliggjorts från analysen av de empiriska resultaten är att inga banker kommer att börja med att bli distributör av mer avancerade APIer till tredje parter.

Full textThis dissertation analyzes lease-back agreements under Brazilian law. Lease-back is a type of finance lease (arrendamento mercantil financeiro) wherein the seller of the asset and the lessee are the same legal entity. Since 1930s economic, political and legal theories have debated the importance of ownership and control in capitalism and nowadays it is commonly accepted that companies do not need to retain ownership of their assets to develop their business. In this context, lease-back transactions can be used by companies as an alternative source of financing, by disposing of the ownership of their assets without losing the right to use them. The focus of this dissertation is to analyze (i) what is a leaseback agreement; (ii) the elements of lease-back agreements; and (iii) the legality of leaseback agreements under Brazilian law especially in view of potential violation to rules prohibiting pactum commissorium in agreements involving in rem security interests (pledge, mortgage and antichresis) or chattel mortgage (alienação fiduciária em garantia).
