A database driven multi-agent model has been developed with automated access to US bank level FDIC Call Reports that yield data on balance sheet and off balance sheet activity, respectively, in Residential Mortgage Backed Securities (RMBS) and Credit Default Swaps (CDS). The simultaneous accumulation of RMBS assets on US banks’ balance sheets and also large counterparty exposures from CDS positions characterized the $2 trillion Collateralized Debt Obligation (CDO) market. The latter imploded at the end of 2007 with large scale systemic risk consequences. Based on US FDIC bank data, that could have been available to the regulator at the time, the authors investigate how a CDS negative carry trade combined with incentives provided by Basel II and its precursor in the US, the Joint Agencies Rule 66 Federal Regulation No. 56914, which became effective on January 1, 2002, on synthetic securitization and Credit Risk Transfer (CRT), led to the unsustainable trends and systemic risk. The resultant market structure with heavy concentration in CDS activity involving 5 US banks can be shown to present too interconnected to fail systemic risk outcomes. The simulation package can generate the financial network of obligations of the US banks in the CDS market. The authors aim to show how such a Multi-Agent Financial Network (MAFN) model is well suited to monitor bank activity and to stress test policy for perverse incentives on an ongoing basis.

This chapter recounts how, in late 2015, Governor Andrew Cuomo decided to prioritize the Second Avenue subway, pressuring the Metropolitan Transportation Authority (MTA) to complete the project by January 1, 2017. When making decisions about the Second Avenue subway, MTA officials always had to balance various factors, including budget, schedule, and quality. Cuomo changed the MTA's priorities to emphasize speed. As a result, some factors were deemphasized, such as New York City Transit's concerns about maintainability, budget officials' worries about cost overruns, and engineers' expectations that they would thoroughly test every single component. The governor's insistence on meeting the New Year's deadline would consume the MTA as it turned its attention from other projects, other escalators, and other signal systems. Ultimately, Governor Cuomo had pressed the right buttons to open up the Second Avenue subway on first day of the New Year. But New Yorkers did not realize what happens when a public agency pours too much of its attention and resources into expediting one megaproject.

Purpose: The analysis of the impact of the Covid-19 pandemic on the finances of economic entities from the perspective of the structure of financing, investments and dividend policy. Design/methodology/approach: The research covered the countries of the EU, due to the specific type of ties between these countries. Research stages: 1. Classification of countries in terms of the selected IIP and the BP statistics and macroeconomic data in 2018–2019 (pre-pandemic period), average levels for 2018–2019 in relation to GDP; 2. Presentation of the development of selected monthly BP statistics during the pandemic period (from January 2020), in terms of: (i) changes in the share of GDP (first half of 2020 in relation to the first half of 2019); (ii) year on year changes. Research methodology: data source: Eurostat, annual, quarterly, and monthly data in million EUR, the collected statistics were adjusted to the Harmonised Index of Consumer Prices (HICP). Findings: At the end of November 2020, it is difficult to identify the pattern of changes to the flows of the discussed categories based on the analysis of information from the pre-pandemic period. Practical implications: The creation of a“new” division between the EU countries as a result of Covid-19 may result in a change in the priorities of functioning within the entire Union and in a change in the rules of redistribution of the EU funds. Originality and value: An original way of framing decisions on capital structure, investment decisions and dividend policy through the prism of the Balance of Payments flows.

To read the press of recent years, one might imagine that the fate of the world rests in the hands of those who would develop the Amazon basin. Waves of incoming colonists are blamed for the bulk of the deforestation and development (Schomberg 1998), but Asian logging firms, multinational oil companies, and gold miners are also portrayed as destructive agents hacking down the forest, systematically undermining its biodiversity, and severely contaminating its myriad ecosystems (Althaus 1996, Ferreira 1996, James 1998). The effects of these varied threats are regularly broadcast in alarming tones. Rueters News Service warned in January 1998 that “Brazil’s Amazon rain forest, the world’s richest trove of biological diversity and source of much of the Earth’s oxygen, continues to be ravaged” (Craig 1998). And, in April 1999, a writer for the Associated Press communicated the “fear” of unspecified scientists that “damage to the rain forest... could throw the Earth’s climate out of balance” (Donn 1999). Clearly, the fate of the Amazon and the implications of its fate to the overall Earth system are topics of enormous scientific and popular interest. While there is little disagreement that the complete destruction of Amazon forests would be catastrophic, what about partial deforestation of the region? How much, and which parts, of the Amazon can be converted to sustainable human land uses without compromising the ecological integrity of the conserved areas? How might this development impact regional climate, adjoining coastal systems, and overall global processes? Answers to these volatile questions remain elusive and seemingly endless strands of controversy swirl about them. At the heart of the matter, yet largely beyond the public discussion, are biogeochemical cycles that support and regulate the functioning of the Amazonia’s biological systems. Moreover, it is the incomplete understanding of these cycles that promotes uncertainty and feeds the controversy. The purpose of this book is to present a coherent assessment of our current understanding of the biogeochemical functioning of the Amazon basin. Although it is surely presumptuous to assume that this presentation will shed sufficient light on the uncertainties to eliminate the current controversies, we hope that it will provide a basis for lifting the discussion to a higher level.

Service sector is marked as one of the fastest growing sectors in India, contributing more than 65 percent of GDP. The maximum share of FDI inflows in India is also captured by service sectors. So FDI inflows can have significant impacts on services. We collect quarterly data of components of services from GDP estimates of Central Statistical Office (CSO) and monthly data of sector wise FDI inflows from DIPP over the period January 2009 to March 2016 in India. After matching the data series, we form a balanced panel for four basic service sectors as classified by CSO. The stochastic properties are looked into by carrying out LLC and IPS panel unit root tests. Empirical results from the estimate of Generalised Method of Moments (GMM) suggest that FDI Inflows enhance performances of Indian services.

"Comparison of the 1947 Plan with the 1942 Plan and the CNOF Plan To facilitate the adoption of the plan, the Committee for the Normalization of Accounting did not want to upset accounting traditions unduly. Since the 1942 Plan had already been intro­ duced in some companies, it seemed natural that the committee base its work on that plan, and try to improve upon it. The com­ mittee benefited from companies’ experience with the 1942 Plan, and took into account the criticisms that had been expressed of the earlier plan. The 1947 Plan was a major advance over the 1942 Plan. First, to number the first class, the zero was dropped and replaced by the number one to facilitate the use of accounting machines. The zero was used thereafter for statistical accounts. Second, separate classes were created for fixed assets and third-party accounts (short-term receivables and payables). Third, class number 2 of the 1942 Plan, which contained the regularization and engage­ ment accounts, was abolished, and the accounts reallocated to other classes. Fourth, purchases now appeared in class 6 instead of class 3, which was reserved for inventories, and the cumber­ some accounts for purchases added to inventory were eliminated. Lastly, accounts were classified in the same order on the balance sheet and in the chart of accounts. The separation of cost accounting from financial accounting, a feature of the CNOF Plan, was retained, together with the impu­ tation of both expenses and revenues in the cost accounts. As in the CNOF Plan, contra-accounts were placed in the same catego­ ries as the accounts they corrected, and accounts that had the same function in the firm were designated by the same number of digits. The rational classification used in the CNOF Plan was adopted for the balance sheet. However, the committee did not retain the classification into ordres and categories found in the CNOF Plan, since the flexibility of decimal coding was preferred. This meant that, as in the 1942 Plan, the balances of the 1947 chart's classes were meaningless. Key Message Ontario long-term care (LTC) home residents have experienced disproportionately high morbidity and mortality, both from COVID-19 and from the conditions associated with the COVID-19 pandemic.
