This paper uses a structural gravity approach, specifying currency movements as trade cost component to derive an empirical trade balance model, which incorporates multilateral resistance terms and accounts for the cross-country variation in the exchange rate pass-through into import and export prices. It examines data on international trade flows desegregated to the CCC commodity code level. Our analysis reveals a striking absence of dynamic change in most industries. For example, almost all goods that were classified as net export in 1981 were still net export in 1997. Similarly, almost all goods that were classified as net import in 1981 remained in the category of net import in 1997. On the other hand, the trade balances do reveal major changes
