Abstract:
The work is devoted to the grounding of the scientific and methodological aspects and forming the practical recommendations for evaluation of national economy’s development balance. Assessment’s results are aimed at strict explanation of real economic dynamics to find relevant instruments and impact mechanisms to target national economic development to the mainstream. Structural and dynamic approach to the estimation gives an opportunity to neutralize the complexity of national economy as an object for the evaluation by means of building the phase portraits of national economic sectors’ movements in two-dimensional phase space structured with the balanced lines. Practicability of the “balanced growth concept” implementation as a part of the national economy’s balance development evaluating is scientifically proved. Using of the concept’s mechanisms and principles at the macro level of national economic systems’ evolution is proposed. The structural and logical schema of balanced indicators is formed. Empirical research of Ukrainian national economy’s balance development is done during 2008-2012’ period. Matrix of growth quality assessment is built for the main sectors of national economy. The conclusions about security, sustainability and expediency of national economic growth rates, its structural components are made. The national economy’s sectors characterized with the most sustainable and regular behavior according to assessment based on indicators of a Balanced Growth Rate and Sustainable Development Index are picked out. General results of balance and prospects of national economy’s development are formed.

Subject. This article discusses the issues of balanced development of regions as socioeconomic systems. Objectives. The article aims to search for tools to ensure balanced spatial development of regions that differ in economic potential. Methods. For the study, I used the abstract-logical and axiomatic research methods. Results. The article presents an author-developed definition of balanced development, and it finds that the concepts of Balance and Sustainability should be clearly distinguished. Conclusions. The definition of balanced development should be included in the Spatial Development Strategy of the Russian Federation, which is currently being developed.

In today’s conditions of global challenges (Russia’s war against Ukraine, the coronavirus pandemic, the economic and energy crisis), the tourism industry is one of the first to experience the most significant negative impact. Recently, the field of tourism and resort-recreation is in a certain decline, due to a decrease in tourist flows, damage to the tourist and resort-recreational infrastructure, and the danger of tourists. In general, under such conditions, the question of developing strategic guidelines for the balanced regional development of the tourism and resort-recreational sphere is acute. The purpose of writing the article is to study the conceptual foundations of strategic guidelines for balanced regional development of the tourism industry. The conceptual foundations of strategic guidelines for balanced regional development of the tourism industry have been studied. The essence of the concept of “balanced development” is summarized. It is emphasized that most scientists consider development as “stable”, and “balanced” is an action that characterizes the socio-economic system in the process of its development. It was determined that the balanced development of tourism is a process in which all interested parties interact, taking into account the demand and supply of tourist services, under the conditions of resource conservation for future generations. The main components of balanced regional development of tourism include: socio-cultural, ecological, economic, financial balance, as well as institutional stability. A flowchart of the conceptual foundations of balanced regional development of tourism has been formed, the main part of which is a system of effective management that ensures a positive cultural impact and resource-saving impact on the environment, the result will be socio-economic growth for the region and the country as a whole. The main principles of balanced regional development of the tourism industry have been determined: optimal use of resources, consideration of socio-cultural authenticity of host communities, provision of socio-economic benefits, high level of tourist satisfaction, continuous process of impact monitoring, introduction of necessary preventive and/or corrective measures.

The paper is aimed at studying the influence of balanced housing sector development on the cohesion level of the socio-economic space (SES) in agglomerations. Statistical and comparative analytical techniques are used as the basic methods in this research. The paper presents indicators that measure the level of integration and balance in the housing sector. It proposes a set of mechanisms aimed at promoting a more balanced development of the housing sector in order to achieve SES cohesion in the Tomsk agglomeration. The relevance of the study is associated with intensification of agglomeration processes and the need for new methods and techniques to assess the balanced state of housing sector development in agglomeration SES.

Abstract:
Current research indicates that when properly implemented, professional development (PD) can positively affect teaching practice and student academic achievement. However, teachers at Lincoln High School (pseudonym) questioned the effectiveness of their district's PD: Balanced Assessment. Given the paucity of research on teachers' viewpoints of PD and how it impacts implementation, the purpose of this qualitative case study was to examine teachers' perspectives of Balanced Assessment as it relates to implementation in the classroom. Guided by Knowles adult learning theory, which states that adults need to make a connection to what they are learning to real life, this study examined 4 English language arts teachers and their perspectives of Balanced Assessment. The guiding research questions explored teachers' perspectives of Balanced Assessment, PD, and ways to enhance the training. The research design was a case study of 4 English language arts teachers and data collection included interviews and classroom observations. The data were analyzed by using HyperRESEARCH, and 4 themes emerged: voice, follow-up, same strategies but different names, and trust, results consistent with Knowles adult learning theory. Findings indicated that teachers' perceptions impact implementation and led to the creation of a 3-day PD plan. This PD incorporated the study's finding, and therefore provided teachers relevant sessions that incorporated teachers' voices and included follow-up. Social change implications include creating PD that includes the tenets of adult learning theory which could improve teacher instruction and increase academic achievement for all students.

Housing Partnerships (HPs) are collaborative arrangements that assist communities in the delivery of affordable housing by combining the strengths of the public and private sectors. They emerged in several states, counties, and cities in the eighties as innovative solutions to the challenges in affordable housing resulting from changing dynamics of delivery and production. My study examines HPs with particular emphasis upon the identification of those factors associated with the successful performance of their mission of affordable housing. I will use the Balanced Scorecard (BSC) framework in this study. The identification of performance factors facilitates a better understanding of how HPs can be successful in achieving their mission. The identification of performance factors is significant in the context of the current economic environment because HPs can be viewed as innovative institutional mechanisms in the provision of affordable housing. The present study uses a mixed methods research approach, drawing on data from the IRS Form 990 tax returns, a survey of the chief executives of HPs, and other secondary sources. The data analysis is framed according to the four perspectives of BSC: the financial, customer, internal business, and learning and growth. Financially, revenue diversification affects the financial health of HPs and overall performance. Although HPs depend on private and government funding, they also depend on service fees to carry out their mission. From a customer perspective, the HPs mainly serve low and moderate income households, although some serve specific groups such as seniors, homeless, veterans, and victims of domestic violence. From an internal business perspective, HPs’ programs are oriented toward affordable housing needs, undertaking not only traditional activities such as construction, loan provision, etc., but also advocacy and educational programs. From an employee and learning growth perspective, the HPs are small in staff size, but undertake a range of activities with the help of volunteers. Every part of the HP is developed to maximize resources, knowledge, and skills in order to assist communities in the delivery of affordable housing and related needs. Overall, housing partnerships have played a key role in affordable housing despite the housing market downturn since 2006. Their expenses on affordable housing activities increased despite the decrease in their revenues.

Abstract:
The study of service improvement within healthcare is no longer in its infancy. A plethora of books and journal publications have presented their own interpretations of the meanings, significance and application of service improvement. Despite such endeavours, there are still few studies that look at how we measure the impact of such service improvement to quantify the practical effect of improvement. At organisational level, organisations and project leaders often undertake evaluation in a piecemeal way, as part of a project or initiative. Whilst this can help assess the benefits or otherwise of a particular piece of work, the findings of the evaluation often remain within the project and are not disseminated across the wider organisations. This, in turn, means that opportunities for learning are diminished. This project builds on previous work and adds a new and unique contribution to the body of service improvement knowledge. It critically reviewed existing evaluation frameworks to inform the development of a unique balanced framework for service improvement initiatives, which is accessible and usable for change agents and their colleagues to evaluate effectiveness. The project began with an examination of the political environment surrounding the evaluation of service improvement, followed by a review of both existing service improvement evaluation frameworks. The review yielded few resources and highlighted a gap in the body of knowledge. Following this, primary data was collected from the organisation, which led to the following research questions: – What is understood by measurement and evaluation? – Are measurement and evaluation, interdependent, or mutually exclusive? – What elements are missing from the current evaluation models presented? – Could an evaluation framework model work in practice? This led to a qualitative action research, which used focus-group meetings and one-to-one discussions to provide observation, reflection and feedback, in order to develop an understanding of measurement and evaluation, in relation to organisational improvement and to provide a robust evaluation framework for organisational use. The findings were analysed, using thematic analysis and revealed the need for an evaluation framework that is user-friendly, replicable and incorporates the views of users and carers. On the basis of the findings, recommendations are made for the improvement of practice and also the need for further longitudinal research, in relation to embedding and evaluating the impact of the framework within the organisation.

Research confirms that strategic planning is essential for the improvement of business performance in both small and large organisations. Organisations around the globe all follow similar tactics, namely to attempt to execute a strategy to differentiate themselves from their competitors. A popular instrument used to support the strategic–management process in organisations is the Balanced Scorecard (BSC). The BSC is a popular performance–management framework strongly associated with managing the implementation of strategic plans. There is a difference between known performance–management programmes and the BSC. The BSC is a full, multi–perspective approach to achieving long–term, sustained growth, viewed more as a strategy–formation system than a pure measurement system. Constructing the first BSC of a Strategic Business Unit (SBU) is accomplished by a systematic process that builds consensus and clarity about how to translate the mission and strategy of the SBU into performance objectives, measures, targets and initiatives in four balanced perspectives: Financial, Customer, Internal Processes, and Employee Learning and Growth. The aim of the scorecard building and implementation process is to cascade strategy down to the operational level where real value is added. This process is also called "strategic alignment". The arguments presented in this dissertation are based on a combination of general literature research on performance management, the BSC and the development, strategic implementation and management of the BSC. The selection process of an SBU, and the rationale for the choosing to construct a BSC as a performance–measurement tool has been addressed. The dissertation further addressed the objectives and principles governing the BSC for the specific, chosen SBU. The development of the BSC comprises of ten steps, from the assignment of the scorecard champion or architect to the senior executive management meeting. Information gained from research done on the South African company under review, GP Retail Operations (Pty) Ltd, and more specifically the SBU of the Ackermans Distribution Centre in Durban together with the literature research have been used to develop the BSC within the specific SBU of the organisation. The BSC was tailor made for the specific requirements of the specific SBU in GP Retail Operations (Pty) Ltd. The results of the study on the SBU, Ackermans DC, have been summarised in the performancerecord sheet and an audit sheet derived from the literature overview and applied practical in–house research. The record sheet was created for each perspective of the BSC. The development of the BSC involved several challenges in embedding the information systems and the culture that helped receive, process, and analyse information for the creation of the performancerecord sheet and audit sheet. This method has two pillars: First one is Economic Development and another one is Social Development (Tangible and Intangible Needs of Human Beings), essentially include the development of both the elements in an equivalent manner. Here the demanding theory is of “Maslow’s Need Hierarchy” which contains a set of Tangible needs like food, shelter, clothing’s etc.at the grass root level of hierarchy (closer to animals) and a set of Intangible needs like self-esteem, belongingness, love etc. at the top. In a society charged with more Economic Development, which has feature of ‘economic growth’ like accumulating wealth more than basic needs, adoption of illegal means is controlled by Social Values of an individual. Here the operating question is ‘why does an individual withhold wealth after the fulfilment of his basic needs? Keeping in view, we need to draw the Total Development Process as a system, in which both the elements of ‘Sustainability’ will work in an integrated manner. Because the Economic Development (Economic Behavior) of peoples makes them habitual of capturing economic power, this is the point of misbalancing which need to be correct as it creates lots of serious problems with many faces like poverty, hinder redistribution of wealth, wastage of environmental property, non-realization of their social duties towards nature, lack of Social Development. So, we must need to establish a balancing approach between the two i.e., Tangible (Economic Development) and Intangible need (Social Development). This will result in ‘Balanced Sustainable Development Model’.

Abstract:
Considerable effort has been put forth to develop an automated method for balancing the power cylinders of reciprocating integral engines used in the natural gas industry. The benefits to power cylinder balance include reducted emissions and improved cylinder component mechanical integrity (which should lead to reductions in repair costs). The current approach to automate engine balancing uses pressure transducers to measure cylinder pressure, then integrate the signals into the engine fuel /timing management controller to achieve engine balance. Each power cylinder must be instrumented, which quickly leads to an expensive installation package. For large units (12 to 16 power cylinders), the likelihood of transducer failure and / or calibration changes will be problematic to reliable operation of this autobalancing system. A potential alternative to multiple transducers measuring power cylinder pressure is to use a single transducer to measure instantaneous shaft rotational velocity. Instantaneous shaft rotational velocity is driven by engine / compressor torque loads, and therefore is sensitive to changes in both power and compressor cylinder operation. This report summarizes the results of an investigation into the possible use of the flywheel rotational velocity as a surrogate for power cylinder pressure measurements in an autobalancing arrangement, or as a balanced/need-to-balance indicator for integral engines. A fundamental model of the rotational kinetics/dynamics was developed and used to predict the flywheel rotational acceleration. The model was validated and enhanced with data acquired as part of this study. The model was then extended to establish a sensitivity matrix, which established the change in predicted torque as a function of power cylinder imbalance. Using the sensitivity matrix, an algorithm was developed to predict the change in power cylinder peak pressures as a function of the change in the measured shaft rotational velocity.

The main goal of this study was to improve the performance of cold in-place recycling (CIR) mixtures by using a balanced mix design (BMD) approach. This study involved preparing and testing CIR mixtures in the lab at varying contents of bituminous additives and constant content of 1% ce-ment and 3% water. Eight combinations of CIR mixtures were produced for this study using two binders (emulsion and foamed asphalt), compaction efforts (30 and 70 gyrations), and curing processes (72 hours at 140°F and 50°F). Results showed that asphalt pavement analyzer, semicircular bend, and indirect tensile strength tests presented the highest correlation with the change of binder contents. The study successfully used the developed BMD for designing CIR mixtures and selecting their optimum binder contents. It then used three balanced CIR mixtures to construct full-scale pavement sections to validate the BMD approach in the field. A heavy vehicle simulator was used to apply different accelerated loadings on each section. Results showed that the CIR section with 2% binder presented the best rutting performance under truck loading and the highest rutting susceptibility under aircraft loading. Conversely, the CIR section with 3% binder presented the highest cracking resistance under both truck and aircraft loading.

Abstract:
The public-private collaboration (PPC) for productive development policies (PDPs) implemented in Uruguay in recent years have provided fertile ground for research. Many have achieved results that can be analyzed within the scope of their respective histories and institutional settings. The study inquires about what PPCs maximize the benefits of PDP results and minimizes rent-seeking behavior or the capture of government. In other words, it wants to disentangle how did the PPCs selected balanced these two apparently conflicting goals. The results show that some PPCs managed these matters better than others did. A history of private-public collaboration at the sectoral level was a key factor in understanding the different results. The imposition of foreign regulations to export-intensive sectors is another factor that reduces the imbalance. Additionally, the PPCs' degree of sophistication and the lower risk of one-sidedness depend on the capacities of public and private actors. Finally, the study found that the PPC design that most likely has better results has to be consistent with the kind of good, that is, the public, club, or private good, the PDP is providing.
