Abstract:
The article deals with the situation of bilingualism in the Kabardino-Balkar Republic, which is organically inscribed in the global context. The authors consider some of the most representative criteria that indicate the objective state of the state languages of the CBD - Russian, Kabardian, Balkar, the classification of “risk groups” of UNESCO, as well as facts illustrating the crisis of native languages of the indigenous peoples of the Republic. In addition to the communicative, considered the most important functions of the language, which allow to act including as a basis for concluding philosophical concepts.

Abstract:
Lending to individuals remains popular among residents of Russia, even in the financial crisis. The development of these types of banking services is c restrained by factors such as high risks of loan default, lack of effective credit management, weak credit infrastructure, lack of information support of banks, high interest rates. In these circumstances, there is a need to develop new approaches to lending to individuals by banks in promoting economic, political and social development of Kabardino-Balkar Republic. The article is aimed at investigation the current state and identifying trends in lending. In the research process the authors have investigated the current state of analyzed services and systematized data on the status and trends of the lending market in the Kabardino-Balkar Republic. The article presents results of a comparative analysis of features of lending to individuals by banks of the republic. As a research result, the authors have identified promising areas of lending and offered changes in the system of consumer crediting. The scientific works of domestic and foreign scientists in the field of financial, credit systems, economic analysis and marketing research were used in the research. The authors used such general scientific methods, as analysis, synthesis, analogy. The method of analytical groupings and comparative analysis were used to process bank statements. The graphical method were used for visual interpretation of the research results. As a result of the marketing study, the authors have revealed prefer-ences of consumers of Kabardino-Balkar Republic in the field of lending, as well as the factors affecting the choice of bank. The results of the study can be used by banks in Kabardino-Balkaria to improve activities in the field of lending to individuals. The authors have also discovered the most popular types of loans in residents of Kabardino-Balkaria. high interest rates, long procedure of loans, lack of risk insurance are the main reasons that reduce the de-mand for loans.

Abstract:
The paper is based on evidence collected from Balkar speakers during the authors’ field trips to Verkhnyaya Balkariya village, Kabardino-Balkarian Republic in August of 2021. The study addresses semantics of the suffix -š- in Balkar. This marker has three basic meanings: reciprocal, sociative, and competitive. Reciprocal denotes simultaneous mutual action by two or more participants, each (or most) performing more than one semantic role. Sociative describes collective or distributive plural actions. Competitive interpretations refer to situations when two or more people are trying to surpass each other in some activity. All of the basic meanings can be confined to verbal plurality. The suffix also manifests some scalar properties. For each of the basic meanings we reveal certain restrictions on the semantic class of the base verb. Apart from that, a range of additional meanings sometimes manifest in -š-derivates: durative, iterative, and excessive plurality.

Abstract:
paper deals with high ecological risk situation caused by the hydraulic structures state in the Tyrnyauz tailings dam (Gizhgit River valley mouth part), conditions of the water and debris flow discharges passing. Using publications and multi-temporal satellite images analysis authors provide data on the Fundão and Córrego do Feijão (Minas Gerais, Brazil) tailings dam disasters with human losses in 2015 and 2019. Based on this background, it’s described specific features of the situation developing around the Tyrnyauz tailings dam, which has not been functioning since 1997 and contains finely dispersed and toxic products of tungstenmolybdenum ore processing. It’s characterized possible, but not previously taken into account results of the impact of Gizhgit River debris flow and suspended flow on the tailings dam. Analysis of 2002 and 2014 critical situations is conducted. State of hydraulic structures not adapted to the current situation is assessed. It’s noted that there is a high degree of general risk. There are recommendations for preventing an unforeseen but real ecological catastrophe danger. Possibility of dam and banking stability loss during seismic impact is shown. Authors noted that inflow of seepage toxic waters into the Baksan River cannot be allowed. It’s concluded that there is the necessity to develop the comprehensive project for solving the problem and priority measures for its implementation. Authors emphasize the possibility of more significant consequences for the population and infrastructure in the Baksan River valley, downstream the Gizhgit River mouth (Bylym village) in comparison with the Brazilian events of 2015 and 2019.

The article attempts to conduct a content analysis of literary texts about the Great Patriotic War in Karachai-Balkarian literature. The relevance of the study is based on the demand for works on a military theme in modern society. The article uses hermeneutic, cultural research methods, undoubtedly contributing to the statement of the moral and psy- chological aspect of the studied texts. The main conclusions drawn in the work include the statement that the literary texts of the Karachai-Balkarian authors about the Second World War are characterized by an anti-war humanistic orientation, representation of valor and courage, psychologism and drama.

Abstract:
The purpose of the work is to comprehend the folklore-literary continuum in the major epic works of national writers. The relevance of the research is due to the scientific and cognitive interest in folklore aesthetics, which determined the dynamics of the development of artistic thought. The novelty of the research is to study the specifics of the inseparable interaction of oral literature and literature within the chronological period of the 1960s-1990s. The main attention is projected on the novel prose of the classics of Ingush and Karachay-Balkar literature Idris Bazorkin (1910-1993) and Alim Teppeev (1937-2010), who made a significant contribution to the development of artistic and intellectual thought of the North Caucasus region. The creative nature of the connection of these aesthetic systems contributes to the philosophical understanding of the historical events recreated by the authors in the life of an ethnic group, the comprehension of national psychology. The appeal to the images of the Ingush and Karachay-Balkar Nart epos, folklore motives is due to the solution of the problems of the spiritual evolution of the literary hero in the context of time. The conducted research allowed us to conclude that the continuity of folklore and literature gives prose works a high aesthetic beginning, the factor of creative evolution contributes to the creation of a national picture of the world, the achievement of artistic expressiveness.

В центре исследования лежит феномен бандитизма, под которым традиционно понимают как уголовные преступления, так и политически мотивированное антисоветское вооруженное подполье в контексте Великой Отечественной войны. Методы исследования базируются на анализе советской политико-юридической терминологии 1920–1940-х гг., оценочных позиций и количественных данных в документах и справках. Изучение кейса Кабардино-Балкарии, республики, претерпевшей прифронтовые боевые действия, нацистскую оккупацию и депортацию одного из титульных народов, открывает возможность проследить факторы влияния на динамику преступности и учет ее численности. Авторы демонстрируют противоречия в количественных данных по бандитизму в документах органов безопасности и армейских сводках. Показано, что до и в период Великой Отечественной войны не сложилась четкая грань между политическим бандитизмом и преступлениями против управленческого и хозяйственного порядка, а условия войны в значительной степени политизировали проявления локальной преступности. По мнению авторов, смешение уголовного и политического бандитизма повлияло на структуру и содержание справок о политическом состоянии в национальных автономиях. В случае с обвиненными в массовом предательстве и депортированными балкарцами оценка численности бандитизма сопряжена с рядом факторов – проживание балкарцев в горной части республики, которая традиционно привлекала правонарушителей разных национальностей; влияние планирования депортации на процесс составления документов по бандитизму. Обоснованно то, что в тыловой зоне Кабардино-Балкарии немецкие диверсии не смогли оказать существенного влияния на развитие вооруженного подполья в наиболее активной фазе его развития в 1942–1944 гг. The article investigates the phenomenon of banditry, which is traditionally understood as both criminal offenses and the politically motivated anti-Soviet armed underground in the context of the Great Patriotic War. The research methods are based on the analysis of the Soviet political and legal terminology of the 1920s – 1940s, as well as estimated positions and quantitative data in documents and references. The exploration of the case of Kabardino-Balkaria, a republic that suffered front-line hostilities, Nazi occupation, deportation of one of the titular ethnic groups, opens up the possibility of tracing the factors influencing both the dynamics of crime and accounting for its number. The authors demonstrate contradictions in quantitative data on banditry in the documents of the security agencies and army reports. In view of the fact there was no clear line between political banditry and crimes against the management and economic order before and during the Great Patriotic War, the conditions of the war largely politicized the manifestations of local crime. The authors point out that mixing of criminal and political banditry influenced the structure and content of information on the political situation in Soviet national autonomies. In the case of the deported Balkar people, the accusations of mass betrayal and the estimation of the banditry levels are associated with certain factors – the residence of Balkars in the mountainous part of the republic, which traditionally attracted offenders of different nationalities; the impact of deportation planning on the process of drafting documents on banditry. It is argued that in the rear front in Kabardino-Balkaria, Nazi German sabotage groups did not have a significant impact on the development of the armed underground in the most active phase of its development in 1942-1944.

Abstract:
Introduction. As is well known, the three Turkic dialectal continua — Tatar-Bashkir, Shor-Khakass-Chulym, and Karachay-Balkar ones — have developed quite distinctive reflexes of proto-Turkic palatal *j- and *č-, *-č(-). While compiling the Dialectological Atlas of Russia’s Turkic Languages, the authors were able to compose exact isoglosses of *j- and *č change in members of the mentioned continua, which made it also possible to partially reevaluate genetic clusterization on the basis of this data. Materials and Methods. Apart from the available publications and archival sources on the three areas in question, the analysis is based on the authors’ extensive field work that involves the use of a set of lexical questionnaires compiled in accordance with known aspects of the Turkic linguistic history. The source recordings for every speaker were turned into idiolectal audio-dictionaries and are linked to an electronic etymological database of the Turkic languages, each elicitation analyzed both with the comprehension method and the software for experimental phonetics. Results. As it turns out, this methodology of field work and post-analysis provides information crucial for detailed linguistic clusterization of dialectal continua in particular and any dialectal system in general. Traditionally, subtle problems of divergence and convergence, problems of archaic and innovative phenomena receive their solutions. The results are as follows. Palatal *j- and *č in the languages of the Khakass-Shor-Chulym group have changed by a strict series of rules none of which could be simultaneous, nor could follow each other in a different order. Thus, the two Middle Chulym dialects — Melet and Tutal ones — prove to lack an immediate linguistic ancestor, the Tutal ‘dialect’ is an archaic version of Mrassu Shor, while Melet is closely related to Kyzyl Khakass. Reflexes of *j- and *č are also principal isoglosses for a previously undocumented Khakass dialect, which does not have any specific affinity with Saghai, Kyzyl and Kachin dialects. Areal analysis of KarachayBalkar shows that dz < proto-Turkic *j- is a secondary development, while, on the other hand, it is finally proven that reflexes *j- > dz~dʑ and *j- > ʑ~z form a more significant isogloss. And for the Tatar-Bashkir dialectal continuum, there were identified three main types of proto-Turkic *jreflexation; a chronology for these three types intermixing during the early period of the continuum is also proposed.

Abstract:
The problem of stroke is currently one of the most urgent both in our country and abroad. Every year more than 6 million people are down with stroke worldwide. In the United States stroke is the third leading cause of mortality, in Europe it is the second, and in Russia – the first. In Russia, 450 000 patients are diagnosed with stroke annually. The prevalence of this disease among able-bodied people under 65 increases the cost of the health care budget [1–3]. Currently, ischemic strokes (IS) prevail, their proportion is 80 %. In 2 % of patients, a recurrent stroke develops by the end of the first year after the previous one, in 30 % of patients it happens by the end of the fifth year. In case of a recurrent stroke, the mortality rate increases by 1.5 times. The main task is stroke prevention in order to reduce morbidity, mortality and disability [4]. The purpose of the paper is to study IS risk factors (RF), their frequency, contribution to the disease development and prediction of outcomes of acute cerebrovascular events. Materials and Methods. The authors studied the prevalence of risk factors in 696 patients. They used the hospital registry in the patient cohort in the Kabardino-Balkar Republic (KBR), the city of Nalchik, during 2016–2017. They analyzed the data from the current registration of IS over the period of two years in patients over 25 years of age, hospitalized to the primary vascular department of the City clinical hospital No. 1 and the Regional Vascular Center of the Republican Clinical Hospital. In general, the authors analyzed 696 cases of ischemic stroke in patients over 25 years of age, and created an electronic data bank. Results. By means of hospital registry method the most significant risk factors for ischemic stroke were identified in the studied patient cohort. Their effect on the lethal outcome was determined. Conclusions. The authors identified the risk factors that increased the mortality risk. These are chronic heart failure, atrial fibrillation, asequence, cardiac arrhythmias, diabetes mellitus, and dyslipidemia. Smoking, arterial hypertension, angina pectoris alone do not affect the mortality risk. Keywords: ischemic stroke, risk factors, atrial fibrillation, arterial hypertension, diabetes mellitus. Проблема инсульта в настоящее время является одной из приоритетных как у нас в стране, так и во всем мире. Ежегодно в мире инсультом заболевает более 6 млн чел. Церебральный инсульт в США является третьей по частоте причиной смерти, в Европе – второй, в России – первой. В России инсульт случается у 450 тыс. пациентов в год. Распространенность этого заболевания среди лиц трудоспособного возраста до 65 лет повышает затраты бюджета здравоохранения [1–3]. Преобладают ишемические инсульты (ИИ), доля которых составляет 80 %. У 2 % пациентов повторный инсульт развивается к концу первого года с момента инсульта, у 30 % – к концу пятого. При повторном инсульте отмечается повышение показателя смертности в 1,5 раза. Основополагающей задачей является профилактика инсульта в целях снижения заболеваемости, смертности и инвалидизации [4]. Цель исследования – изучить частоту встречаемости факторов риска (ФР) ИИ, их вклад в развитие заболевания и прогнозирование исходов острых нарушений мозгового кровообращения. Материалы и методы. Изучена распространенность факторов риска у 696 пациентов по данным госпитального регистра в когорте больных по Кабардино-Балкарской Республике (КБР) на примере г. Нальчик за период 2016–2017 гг. Использованы данные, полученные при текущей регистрации случаев ИИ на протяжении двух лет у лиц старше 25 лет, госпитализированных в первичное сосудистое отделение городской клинической больницы № 1 и Региональный сосудистый центр Республиканской клинической больницы. Проанализировано 696 случаев ИИ у лиц старше 25 лет, создан электронный банк данных. Результаты. В исследуемой когорте больных методом госпитального регистра определены наиболее значимые факторы риска ишемического инсульта. Определено их влияние на развитие смертельного исхода. Выводы. Были выявлены факторы риска, которые повышают риск развития смертельного исхода. Такими являются хроническая сердечная недостаточность, фибрилляция предсердий, нарушения проводимости и нарушения сердечного ритма, сахарный диабет, дислипидемия. Курение, артериальная гипертония, стенокардия изолированно не оказывают влияния на риск развития смертельного исхода. The ways of representing the Balkan Peninsula that existed in Russia in the first half of the 19th century are analyzed in the article. The sources for the study were encyclopedic dictionaries of the first half of the 19th century. (A.A. Plyushar, L.I. Zeddeler, A.V. Starchevsky), as well as an unpublished work by I.P. Liprandi “The Experience of the Word Interpreter of the Ottoman Empire”. The author argues that for a long time the Balkan Peninsula was not perceived as a single region with a set of historically deter-mined features. Arguments are presented confirming that certain areas of the peninsula were elements of different discourses. The relationship between the choice of a particular register of descriptions by the authors of the dictionaries and the political affiliation of the described regions of the Balkan Peninsula is shown. Abstract:
Introduction. The article discusses the practices of implementing a multilingual model of multicultural education in the Russian Federation. The Russian Federation is a multinational and linguistically diverse country. The official language of the country is Russian; 37 state languages are spoken in the republics of the Russian Federation; more than 15 languages have an official status. For a number of regions of the country, the model of multilingual learning is extremely relevant. The purpose of the article is to study the practices of implementing a multilingual model of multicultural education in the territory of the Russian Federation and to conduct their comparative analysis. Materials and Methods. Within the framework of the study, the analysis of legislative documents regulating the processes of multicultural and multilingual education in the Republic of North Ossetia-Alania, Kabardino-Balkar Republic, Chechen Republic, Republic of Sakha (Yakutia), Republic of Tatarstan, Chuvash Republic, Republic of Bashkortostan (state programs, concepts, regulations, etc.) was carried out. Data gathering included round-table discussions and interviews with the representatives of academic and teaching communities of the regions; analyses of curricula, syllabi and teaching materials on language disciplines; lesson observations; questionnaires and language assessment of primary (4th grade) and secondary schoolchildren (8th grade) in foreign and native languages; analysis of academic performance and attainment (e.g. the results of the All-Russian Olympiad of schoolchildren in Russian and Foreign Languages, national assessment, state final certification, and final national examinations). Results. The research team of Bashkir State Pedagogical University named after M. Akmulla, in accordance with the state task in the field of science of the Ministry of Education of the Russian Federation, has been implementing a research investigation ‘Comparative analysis of the practices of implementing a multilingual model of multicultural education (with the main focus on the Republics of Bashkortostan, Tatarstan, North Ossetia-Alania, Sakha (Yakutia), etc.)’ since 2021. The authors have determined the main types of models of multilingual education implemented in the studied regions. In particular, the models presented in the Republic of North Ossetia-Alania, the Republic of Tatarstan and the Republic of Sakha (Yakutia) are reported to be the most developed as they have been implemented for several years. The findings in this study contribute to a greater understanding of the specifics of multilingual education in Russia and the study makes a theoretical contribution to multilingual education in general. Conclusions. The article concludes that currently there is no a single coordinated model for multilingual education in Russian schools. The analysis of the works of Balkan writers such as Ivo Andric, Niko Kazantzakis, and Ismail Kadare takes on a special significance in terms of assessing cultural Balkanism and its implications. The purpose of this paper is to understand if there is a common theme or shared elements in the literature and the three abovementioned writers of the Balkan countries. The review is based on the qualitative approach of the study, combining analytical method, which is used to collect data from the works of three authors from three different countries of the Balkan Peninsula to better understand the common social, cultural, and literary elements and motives of their work, followed by the comparative method, which is used to further analyze the topic and find counteracts regarding the hypothesis of the existence of the concept of Balkanism in the literature of the different countries of the Penninsula. Each of the authors has created his own reality. The redemption and construction of the ruins are associated with the traditional sacrifice of immurement. The work of Kazantzakis and Andric conveys the fundamental state of pessimism or skepticism towards the new history of mankind. The three authors, share elements in their work, which appears not only as similar literary motifs between them, but also between the Balkan culture from which the authors come from, reflected in modern literature. There is a relationship and interaction between the culture, folklore and mythology of the various countries of the peninsula, thus giving support to the idea of the development of Balkanism.

The article attempts to assess the importance of informal networks in achieving internationally recognised academic standards set in four Balkan countries by the reform of higher education institutions and the International Relations (IR) profession in particular. Starting from the core-periphery division of the Global IR, the authors are examining the results of these reforms by focusing on the neoliberalisation of the university and the professional subordination of peripheral IR communities to the Western-dominated epistemic community (including ‘brain drain’ and recruitment of ‘organic’ intellectuals). Based on the interviews conducted with Balkan IR scholars, the authors conclude that informality is viewed as social capital, that is, a means of acquiring benefits by virtue of personal ties with the ‘gatekeepers’ of core IR. In that respect, interviewees suggest three possible solutions for overcoming the epistemic dependence of the Balkan IR community: development of local standards, stimulation of critical approach and better preparation for international standards, while the authors of the article also propose the fourth possibility: abandoning the core-periphery division, and thinking beyond geopolitical and geocultural divisions – the main idea behind the Global IR project.

This article intends to approach the phenomenon of population aging within the conceptual framework of structural transition. In this work the authors put forward a method of defining the variety of evolutionary trajectories – the result of different sets of fertility-mortality interactions – on the global level and hence identify the position of each Balkan country within the worldwide demographic order of the past four decades (1971–2015). The authors then propose a specific index – the structural dissimilarity index – to measure the corresponding transformations inherent to the population age structure and link the results with the prospects that emerge on the basis of the interaction between fertility and mortality. This has finally enabled the authors to formulate some broad assumptions regarding the current and future intensity and trends of structural transformations. For this purpose, the authors have gathered a sample of 142 national populations, including all Balkan countries, with the exception of Montenegro, and employed different techniques such as Partial Order Structuple (Scalogram) Analysis with Coordinates (POSAC) and the cohort-component population projections for the timeframes 1971–2015 and 2015–2060.

Purpose The aim of this study is to evaluate the entrepreneurship activity in Turkey and the Balkan countries and to show in which fields they can cooperate in the future. Design/methodology/approach Document analysis was used in the research. In this context, taking into consideration the Global Entrepreneurship Index data published in 2019, the entrepreneurial potentials of Balkan countries, its current status was examined. Therefore, Turkey’s contribution to the development of entrepreneurial activities in the Balkan countries is shown in the study. Findings The results of the research show that entrepreneurship activities in the Balkan countries are not at the expected levels. In addition, it is determined that Turkey is in a central position in the Balkan’s entrepreneurship ecosystem in subjects such as especially, product innovation, risk capital, the ability of entrepreneurial start-up and its enterprises show high growth. Other Balkan countries may cooperate with Turkey about the production of technological products and technology transfer issues. Partner incubation programs can be formed. Training activities related to the entrepreneurship ecosystem can be organised together. Originality/value To the best of the authors’ knowledge, this paper is one of the first study that addresses the current situation of Balkan countries by analysing the entrepreneurship index scores of Turkey and Balkan countries (Albania, Bulgaria, Bosnia and Herzegovina, Montenegro, Romania, Croatia, Serbia, northern Macedonia, Greece and Slovenia). It also formulated suggestions on establishing cooperation with Turkey.

The names of Illyria and Dalmatia are associated with the representation of warlike peoples (Ardians, Pirustae…), piracy in the Adriatic, the figures of queen Teuta and of the last king Genthios, the vision of snowy mountains, the mention of famous resources such as precious metals or pitch (asphalt), the stereotypical sturdy worker. All these evocations and formulas conveyed by Latin literature have marked Roman mentalities and work as references in the memory of the Balkan that they have helped to build. Abstract:
Purpose The purpose of this paper is to analyze the impact of logistics performance on the carbon (CO2) emissions of Balkan countries. Design/methodology/approach Fixed-effects panel regression analysis is used to estimate the causal relationship between CO2 emissions and logistic performances of Balkan countries. Logistics performance is measured by logistics performance index (LPI) which was published by the World Bank in 2007, 2010, 2012, 2014 and 2016 and used for ranking countries by means of their logistics performance. LPI is based on six main indicators: customs procedures, logistics costs and the quality of the infrastructure for overland and maritime transport. As a measure of carbon emissions of sampled countries, the natural logarithm of carbon dioxide emission per capita is used in this study. Findings The results obtained reveal that there is a positive and significant relationship between logistics performance and CO2 performances of the sampled Balkan countries. Research limitations/implications This study is based on only 11 Balkan countries. In this sense, the data used in the analysis is limited. Originality/value Considering the important geostrategic position of the Balkan region, logistics sector has an important role for the development of the countries in that region. In this sense, the findings of this study may provide useful insights for policymakers to achieve sustainable economic development. Furthermore, as far as the authors know, this is the first study that focuses on the relationship between logistics performance and carbon emissions of Balkan countries.

Abstract:
The article reflects on the issue of the foreign policy strategy of modern Russia in the Balkans region. One of the most significant aspects of this problem is the difference in views between Russia and the West. Authors show how different interpretations of the events in former Yugoslavia in the 1990s and the beginning of the 2000s predetermined the sense of mutual suspicion and mistrust which spread to other regions such as the post-Soviet space. Exploring differences between the Russian and the Western (Euro-Atlantic) views on the current matters, authors draw attention to fundamental differences in terminology: while the Western narrative promotes more narrow geographical and political definitions (such as the Western Balkan Six), traditional Russian experts are more inclined to wider or integral definitions such as “the Balkans” and “Central and Southeast Europe”. Meanwhile none of these terms are applicable for analysis of the current trends such as the growing transit role of the Balkans region and its embedding in the European regional security architecture. Therefore, a new definition is needed to overcome the differences in vision and better understand significant recent developments in the region. Conceptualizing major foreign policy events in Central and Southeast Europe during the last three decades (the 1990s, 2000s and 2010s), authors demonstrate the significance of differences in tools and methods between the Soviet Union and the modern Russia. Permanent need for adaptation to changing political and security context led to inconsistence in Russian Balkan policy in the 1990s. Nevertheless, Russia was able to preserve an integral vision of the region and even to elaborate new transregional constructive projects, which in right political circumstances may promote stability and become beneficial for both Russia and the Euro-Atlantic community.

Формирование Российского государства в его пространственном и социально-культурном аспектах шло на протяжении нескольких столетий, в течение которых в административные пределы страны постепенно включались различающиеся по социально-политическим характеристикам этносоциальные системы, в том числе северокавказские. Сложный международный контекст в течение веков определял жизнеустройство местных обществ и различные модели их взаимодействия с внешними окружением – конкурирующими за регион государствами (Крымским ханством, Московским царством, Османской империей, а позднее – с Российской империей). Появление на Северном Кавказе славянских переселенцев, вхождение региона в состав Российской империи, процессы интеграции в экономику, общественную и культурную сферы привели к существенной трансформации адаптационных стратегий народов Северо-Кавказского региона. Исследование региональных особенностей военно-политических, экономических, административно-правовых условий вхождения Северного Кавказа в состав Российского государства, во всем многообразии традиционных форм и практик самоуправления, их взаимодействия с нормами политической и правовой культуры Российской империи, актуально как в теоретическом, так и в прикладном отношении, выявляя специфику интеграционных процессов и их исторической роли в формировании поликультурного пространства современной России. The formation of the Russian state in its spatial and socio-cultural aspects took place over several centuries, during which the administrative boundaries of the country gradually included ethno-social systems differing in socio-political characteristics, including the North Caucasian ones. For centuries the complicated international context determined the way of life of local societies and various models of their interaction with the external environment – the states competing for the region (the Crimean Khanate, the Moscow Kingdom, the Ottoman Empire, and later with the Russian Empire). The appearance of Slavic settlers in the North Caucasus, the entry of the region into the Russian Empire, the processes of integration into the economy, social and cultural spheres led to a significant transformation of the adaptation strategies of the peoples of the North Caucasus region. The study of regional features of the military-political, economic, administrative and legal conditions for the entry of the North Caucasus into the Russian state, in all the variety of traditional forms and practices of self-government, their interaction with the norms of the political and legal culture of the Russian Empire, is relevant both in theory and in applied relation, revealing the specifics of integration processes and their historical role in the formation of the multicultural space of modern Russia. The monograph under review continues the traditions of Russian Caucasian studies, offering a methodologically new interpretation of one of the “difficult issues” of regional history related to the evolution of the forms of socio-political organization of the multi-ethnic space of the Central Caucasus, to which Kabardino-Balkaria belongs. Using the concept of inter-social interaction and attracting wide documentary and historiographical material, the authors conduct a meaningful analysis of the factors that determined the future of the peoples of the Central Caucasus as part of the Russian state, consistently reveal the mechanisms for creating a united Soviet autonomy of the Kabardian and Balkar peoples, explore the mechanisms of transition from Soviet to modern political regime in the Kabardino-Balkarian Republic in terms of the influence of ethno-political factors on the process of democratization.

The analysis of average FDI inflows includes following country groups: Visegrad States, Baltic States, Western Balkan and eleven new EU member states with regard to the structural break of Global Financial Crisis (GFC). The results suggest that the Visegrad States (particularly Poland) were the top locations for foreign investors in the analyzed time period. Having in mind a positive correlation link between significant FDI inflows, especially greenfield FDI inflows and economic growth, we suggest that Western Balkan countries should implement adequate measures to attract greater greenfield FDI inflows in order to stimulate real convergence towards developed European economies. Therefore, recommendations are directed towards economic policy of less developed countries of Western Balkan that need to continue to improve the quality of public institutions and infrastructure, as well as business environment and implementation of nonfinancial measures of promotional activities, in order to raise attractiveness of national market for foreign investors.

For the analysis of the syntaxonomic problem of Illyrian fir-beech forests (Abieti-Fagetum dinaricum (illyricum) s. lat.), we selected the most important authors or researchers of these forests in the Dinaric mountains of the Central Balkan Peninsula and Slovenia. These authors are Blečić, Fukarek, Glavač, I. Horvat, Pelcer, Puncer, Stefanović and Tregubov. The analysis revealed floristic and ecological similarities and differences of Illyrian fir-beech forests. They can be classified into a single association Rhamno fallaci-Fagetum. This article analyses economic development in five western Balkan countries - Albania; Bosnia and Herzegovina; Montenegro; North Macedonia; and Serbia - between 2008 and 2018. Data on the status of the economy and on the situation of wages were provided for the study by trade union economic experts from each of the countries in the region and based on a questionnaire, for which the data was collected in December 2018 and then supplemented by the authors during 2019. In most western Balkan countries, the economic situation may be characterised, among others, by low salaries and low purchasing power, a high unemployment rate, plenty of corruption, a considerably-sized grey economy, a low GDP growth rate, massive participation of public and foreign debt in GDP, the widespread phenomenon of the non-payment of taxes and contributions, low economic competitiveness, sizable inequalities in pay between men and women, a high poverty rate and other social disparities. The authors conclude that, in such circumstances, the need for an effective worker voice, and for true social dialogue, remains as important as ever.

– The authors report on 579 cases of hypospadias operated between 1975 and 1995 (405 Balkan, 112 penile and 62 with involvement of the scrotum). The first 90 cases were treated with traditional techniques (45 Ombredanne, 25 Matthieu, 15 Duplay-Marion, 5 Brown), the most recent, from 1979 to 1995, by urethroplasty with pedunculated island strips. The authors describe these techniques applied to the various kinds of hypospadias and conclude that modern techniques (modified MAGPI, modified Standoli, Micali) permit reconstruction in one session with few complications.

Balkan melting pot of cultures and denominationsin light of the 19th-century works of Polish travellersOut of numerous available Polish trip descriptions written at the end of the 19th century we have chosen the works by three Jesuits, Marcin Czermiński, Jan Badeni, and Julian Antoni Łukaszewicz, and a historian and ethnologist Aleksander Jabłonowski. Those works were by no means accidental: all the authors were experts in the matter of specific Balkan culture. We particularly analyse the authors’ interesting remarks on different denominations: Catholicism, Greek Orthodox Church, Islam and Judaism and relationships between members of these denominations. In their works the Polish authors frequently referred to the existing feeling of Slavic unity. At the same time they noticed the complexity of historical and political backgrounds which were then easily perceived in the region. This review is devoted to the book “Lakes and Empires in Macedonian History: Contesting the Waters” by James Pettifer and Miranda Vickers. Two British authors who are world famous specialists in Balkan history (Oxford University Professor J. Pettifer and M. Vickers, now a “free agent”) present to the public the history of the Prespa Lake region, which gained some fame after the signing of the Prespa agreement. This agreement ended the Macedonian name dispute, which dated back to 1991. The authors, who have an impressive scholarly background, show the results of more than 30 years of study of the region. The review provides an overview of the book, the translation of which into Russian is not only the desire of the monograph’s authors, but also our recommendation. The book makes a successful attempt to trace the complex history of a multi-ethnic and multi-religious microcosm around the lake owned by three countries: Albania, Greece, and North Macedonia. Primary attention is paid to the history of the inhabitants of the village of Psarades / Nivitsi in Greek Macedonia. This small settlement on the shores of the Prespa, with a long history of political upheavals, now, like the entire region, also faces environmental diffi culties – the problem of the lake’s shallowing clearly demonstrates new challenges for the inhabitants of this Balkan microcosm, which traditionally has been oriented towards fi shing. The authors use a wide variety of scientifi c methods for the description, analysis, and study of the Prespa region. Specifi c attention in this review is paid to the methods of studying ecological history.

The syntaxonomic differentiation and nomenclature of beech forests in Serbia is analyzed. Based on 75 phytocoenological tables of numerous authors and this author?s, from different parts of Serbia, 7 synthetic tables were constructed, one for each of the suballiances in the alliance Fagion moesiacae Blecic et Lakusic 1970. By the introduction of the unique criteria of International Phytosociological Nomenclature only 20 basic syntaxonomic categories (associations) were formed and denominated, distributed into 7 suballiances. In this way, the nomenclature and classification of beech forests in Serbia has been harmonized with the international standards.

The taxonomic status of beech from the Balkan Peninsula is not yet clearly defined. There is no agreement among different authors about the morphological characteristics discriminating between the Balkan and European and/or Eastern beech. For most characteristics, the mean values are different but the ranges of variation overlap considerably. Provenance trial of beech established in Serbia, at the locality Debeli Lug, has provided an opportunity for research of interprovenance variability at the level of leaf morphometric characteristics in juvenile development stage. Research included 10 provenances originating from the Western Balkans (Serbian provenance 36 and 38; Croatian provenance 24 and 25; Bosnian provenance 30 and 32) and from Central Europe (German provenance 47 and 49; Austrian provenance 56 and Hungarian provenance 42), where following morphometric characteristics were analyzed: leaf length (Ll), leaf width (Lw), petiole lenght (Pl), leaf base width on 1 cm (Blw), number of veins - left (Vl), number of veins - right (Vr), distance between 3rd and 4th vein - left (Dv 3-4). The results of this research show existence of clear differentiation among provenances from the Western Balkan and from Central Europe, from the point of leaf dimensions, number of veins and leaf base width.

Abstract Serbia (as well as other countries of the Western Balkan region) recently adopted the new General Administrative Procedure Act (gapa). The drafting and adoption process was strongly influenced by the European Union and its experts from the sigma organization. The paper first analyzes the novelties introduced and improvements made under European influence. The authors then go on to analyze deficiencies of European influence in the drafting process. Two main shortcomings thereof were the false deregulation and debureaucratization of gapa and the ‘one-size-fits-all’ approach applied in all the countries of the Western Balkan region, in spite of inherent differences in their legal systems. The purpose of the criticism given in the paper is to avoid the same issues in the future, during the process of harmonization of Serbian law with the acquis communautaire.

Between the years 1870 and 1914, leftist intellectuals in the Kingdom of Serbia theorized and promoted a project of Balkan Federation as a strategic priority in the social, economic, and political transformation of the region. This article offers a genealogy of these federalist ideas and places them in dialogue with rival projects of regional unification in the Balkans and Eastern Europe during the long nineteenth century. It begins by developing a typology of federalist projects in Europe, categorizing these according to the underlying models of sovereignty upon which they were founded. I identify four categories: revolutionary-republican, imperial-reformist, imperial-irredentist, and revolutionary-social. Instead of organizing these federalisms according to their authors’ ideological commitments (socialist, nationalist, pan-Slavic) or their geographic scope (Balkan, Danubian), the article argues that examining their respective models of sovereignty offers intellectual historians a more productive approach to identify the unexpected convergences and divergences of federalist projects during this period. The article then moves into a discussion of the development of Serbian socialist ideas of Balkan Federation, beginning first with the work of Svetozar Marković (1846–1875) and then turning to the writings of the fin de siècle Social Democratic Party in the decade before World War I. Situating this genealogy of socialist Balkan federalism in its broader European intellectual milieu, I use the above typology to identify the ways in which Serbian socialists converged and diverged from contemporary federalist projects, including the reformist ideas of the Austro-Marxists, the irredentist strategy of the Serbian Progressive Party, and the republican ideas of Karel Kautsky.

This paper is a study on the poetics of madness and prophecy in Allen Ginsberg’s poem, “Howl.” The poem is considered to be one of the principal works of the Beat Generation, which was a literary movement started by a group of authors in the fifties in America. The Beats have been reputed as new bohemian hedonists who celebrated non-conformity and spontaneous creativity. “Howl” is famous for being born under William Blake’s most powerful influence. This study focuses on the causes and sources of the insanity of the Beats and identifies how their insanity develops into a poem of prophecy. In the process, this study also analyzes the poet’s madness as both a consequence of social stigma and a source of prophetic self-confidence.

The subject of this paper is four Balkan countries (Albania, Serbia, Macedonia, and Montenegro) that are determined to join the European Union. More particularly, it looks at their work towards accomplishing the political, legal and economic requirements for the EU. Thus, the legislation with the EU Fiscal Compact is the prime focus. Methodologically, the research is based on an assessment of fiscal and monetary legal documents, evaluating the stages of accomplishing the harmonization with the EU’s conditions. Further, cross‑section analyses are made by in putting selected indicators; additionally, the authors compare the four countries’ achievements. The EU’s rigorous fiscal rules are being quietly bypassed, but more frequently by existing member states than the candidate states; this statement is founded on legal and economic arguments, with mathematical estimations. Consequently, the authors question the political courage and financial capacity of the examined countries to cope with the fiscal compact of the superior EU 28 members. The answers are supported with numerous analyses of EU Reports for each country, as well as tables and figures that compare the states’ results and economic achievements vs. EU fiscal consolidation rules. The EU 28 average is givenin addition as a comparison. The conclusion gives across analysis between the four countries and the EU 28 member states, with accompanying argumentation to the main statement about the legal and economic developments of the examined Balkan countries as well as a future prognosis.

After a thorough survey of former research and several Chinese sources, the authors came to the conclusion that this expression must be a euphemistic expression for being beheaded in a battle. The authors found also that kog säŋün was Guo Yingjie 郭英傑. In sum, the sentence in question is to be read as ulug oglum agrïp yok bolča kog säŋünüg balbal tikä bertim ‘When my oldest son died of a disease, I readily erected General Kog as a balbal (for him).’ The expression agrïp yok bol- is to be regarded as a euphemistic expression for being beheaded in a battle.

Naziha Azar wrote many great literary works throughout her entire life. (Ballar Balını Buldum) is, without doubt, considered one of the most remarkable and valuable plays among her various theatrical works. It was written in a small size with an emotional style, based on the poems of Yunus Amira, who is the most prominent name of Tekke literature (Tekke -Tasavvuf Edebiyatı). In this work, many details concerning the structure of Turkish language have been revealed. In this paper, we will study how pronouns in this play are utilized. As known, In Turkish, (Adıllar) is another term employed to indicate pronouns (Zamirler). Pronouns are words that stand for any entity. If the subject is omitted, pronoun can replace it in a sentence. In addition, we will examine pronouns which can be a single word form or a suffix added to the ending of a noun. In this study, we briefly tackle the author's biography, literary style and works. Then, pronouns, which is the main theme in our study, are defined and surveyed within the context of (Ballar Balını Buldum).
