Abstract:
This article considers the changing relationship between Balzac and theory from the 1970s onwards when Balzac was a favoured, if disparaged, object of theorization, as in Barthes's S/Z. More recent critics, however, see the multi-layered énonciations of/in his texts as evidence of their ability to theorize their own relationship to history, society, sexuality — and literature. In the same way, moreover, as texts such as Sarrasine and Une passion dans le désert critique their own relation to literature, ostensibly theoretical Balzac texts such as Une théorie de la démarche turn theory into a form of fiction. Whether moving from literature to theory or from theory to literature, Balzac — or ‘Balzac’/Balzac — is thus shown to be (at) a nexus of literature, theory and literary theory.

Abstract:

The purpose of this thesis was to from a Swedish perspective investigate the fantastic growth rates of Estonia and Latvia and why it became such a massive collapse when the world economy was slowing down.

To build a theoretical foundation for the investigation several international macroeconomic theories such as the Mundell-Flemming model, the fundamental national income equilibrium, and international parity relations were used.

The empirical section shows that Estonia and Latvia have based much of their growth on imports from their Baltic and especially their Nordic neighbours. At the same time they have been highly dependent on continuously growing Nordic stock markets and high risk appetite from investors to be able to keep the fabulous growth figures.

The conclusions drawn are that it has been possible for Estonia and Latvia to grow at fast rates, by running large current accounts deficits, as long as the world was in a boom. But when the world economy is slowing down they are now forced into the very painful process of re-establishing a more balanced current account.

Abstract:
This research work is driven by a desire to improve status quo in the area of New Zealand’s political, business and person-to-person relations with the post-Soviet Baltic Republics of Estonia, Latvia and Lithuania (the Baltics or the Baltic States), which by now represent an integral part of the European Union (EU). The example of Estonia will be tested as a possible ‘gateway’ for New Zealand trying to undertake its most recent endeavours towards discovering the Baltic region. The dissertation’s response variable can be outlined as ‘New Zealand multi-dimensional interactions with the post-Soviet Baltic Republics, particularly with the Republic of Estonia’. At the same time, the descriptive nature of the dependent variable is planned to be expanded with the help of the manipulated variable that will lead this research work. The latter variable will be formulated as ‘Estonia, a democratic, transparent, free-market state, can be chosen as a ‘gateway’ for New Zealand politics, business circles and the public in their endeavours to succeed in the post-Soviet Baltic region of the EU’. Such an approach will give a chance to scrutinise the studied issues comprehensively, from several angles (such as ‘theoretical’, ‘operational’ and ‘structural’), and by answering the following three research questions: is it necessary for New Zealand to promote its interests and values in the region of the Baltic States; does an idea to choose one of the three Baltic States as a ‘hub’ for promoting New Zealand interests and values in the Baltic region of the EU have a perspective; and can Estonia be considered/recommended to become such a ‘hub’? This dissertation is among the first attempts to address a deficit of scholarship studying New Zealand relations with the post-Soviet Baltic region. Its findings could be used by both New Zealand and the Baltics’ decision-makers in the field of international relations.

"Balzac et l'architecture", l'intitulé est large. Le corpus ne se restreint pas à la Comédie humaine : on a tenu compte des œuvres de jeunesse, des articles, du théâtre et de la correspondance. Par ailleurs, la discipline architecturale a été située par rapport à l'archéologie, l'urbanisme, l'art des jardins, l'histoire de l'art et, en ce début de XIXème siècle, le métier de l'ingénieur. Cela nous a amenée à aborder des aspects biographiques, socio-historiques (l'historien des mœurs considère l'architecture comme un des moyens de comprendre la société de son temps), mais aussi à nous intéresser à la dimension narrative des descriptions architecturales ; enfin, nous avons envisagé le rôle métalinguistique de la métaphore appliquée à une œuvre "monument" et réfléchi en termes d'esthétique sur la création balzacienne. Cependant, il ne pouvait être question de nous contenter de juxtaposer les deux domaines en cherchant d'éventuelles intersections. Notre recherche prend son intérêt dans la mesure où elle pose la question de la transposition entre littérature et architecture : que transpose l'auteur ? A quelles fins ? Et surtout, de quelle(s) manière(s) ? Il a donc fallu enquêter sur la façon dont Balzac s'est familiarisé avec cette discipline afin de découvrir ses modèles. "Balzac and architecture": on purpose, this title wasn't precise. The corpus includes la Comedie humaine, the works of the young novelist, texts published in news-papers, theater and letters. Architecture has been studied in relation with archeology, urbanism garden art, art history and engineering. We tackled biography, sociology, history (Balzac thought that architecture is a means to understand society); we also studied the narrative values of architectural descriptions. We had then to try to understand how works the metaphor, when it is used to qualify the work thought as a "monument": we had aesthetics in view. Our study tries to consider how architecture is transposed in literature: what is chosen by the novelist? On what purpose and last but not the least how does he proceed?

Abstract:

The Baltic Sea is a sensitive and unique ecosystem that has been strongly affected by human activity in the area. It is an important cultural and natural resource that contributes with several economic benefits. Among the many documents aiming to protect the Baltic Sea, this thesis concerns two of the action plans; An Agenda for the Baltic Sea Region – Baltic 21 and HELCOM Baltic Sea Action Plan, which are two of the most recognised documents aiming at protecting the Baltic Sea area. The two documents was analysed using three different types of text analysis.

As the main goal in all environmental protection is to urge preventive action in protecting the environment, the two documents will be analysed with the aim of investigating whether preventive action is advocated in the protection of the Baltic Sea, even though the region is threatened and have many problems from an environmental point of view.

The two documents differ structurally as their approaches differ. The HELCOM Baltic Sea Action Plan (BSAP) has an ecosystem approach, whiles the Baltic 21 has sustainable development as its primarily approach. The results of the study further show that preventive action is advocated in both documents. However, the BSAP presents a cleared preventive approach and suggests more preventive action than Baltic 21. Baltic 21 lack a clear connection to the Baltic Sea and instead focus in the whole Baltic Sea area. There are few clearly preventive action presented in the protection of the actual Baltic Sea in Baltic 21. Instead the Baltic 21 shows a vague argumentation and few actions aiming at preventing environmental harm to the Baltic Sea.

Abstract:

The Baltic Sea is the one of the most studied seas area in the world and it is severely affected by human activities where eutrophication is the overall environmental problem. Although there is an international agreement that nutrient input to the Baltic should be reduced, the measures taken so far have not resulted in major reductions in nutrient inputs nor in environmental improvements. Sewage reduction is the most important factor for transparency improvement of the Baltic Proper and wetland restoration and change of N spreading time have no effective role in this aspect. Within the Baltic area, establishment of sewage treatment technology in Russia and Poland is more cost-effective than it would be in Sweden. Without this measure transparency improvement would be expensive. In Sweden NOx reduction is most cost-effective measure for transparency improvement in the Baltic Proper and without this measure the total cost would be ~ 58.5 million euro.

Cette these se compose de quatre parties. Dans la premiere, nous avons cherche a mettre en lumiere les liens entre l'oeuvre romanesque de balzac et son theatre par une etude du vocabulaire de la cousine bette et l'utilisation des techniques dramatiques dans le cousin pons et la rabouilleuse. En degageant une "perspective de theatre" dans le roman, nous mettons en valeur la creation d'effets auditifs et visuels qui entrainent le lecteur au coeur de la scene. La deuxieme partie est consacree essentiellement aux personnages "comediens" et "comediens qui s'ignorent" (cf. Les comediens sans le savoir, 1846) dans la duchesse de langeais, le cousin pons et la cousine bette. Nous suivons vautrin du pere goriot a splendeurs et miseres des courtisanes afin de decouvrir le visage du "criminel-farceur". Nous nous interessons egalement aux acteurs reels mentionnes dans la comedie humaine : a frederick lemaitre et a ses roles de robert macaire ou de georges de germany. Dans la troisieme partie, nous avons examine s'il existait des traits communs entre les personnages de mercadet, vautrin et robert macaire, et recherche des convergences de themes entre le faiseur et l'oeuvre romanesque. La derniere partie de notre etude concerne differentes adaptations sceniques et filmiques de six grands romans de balzac. Nous avons considere leur aspect dramaturgique, et constate a quel point l'adaptation met en relief des differences de perception et de lecture selon les epoques. Certes, balzac est considere comme l'un des plus grands romanciers de tous les temps, neanmoins il nous a paru indispensable de decouvrir en lui un "homme de theatre", un dramaturge du "theatre du monde".

Au nom d'une conception classique du discours, fondee sur l'ordre, l'unite et la brievete, la digression est generalement consideree comme un defaut, et non comme un procede. Notion floue, elle a longtemps ete saisie a travers un systeme axiologique fortement polarise - stigmatisee par la rhetorique classique, pratiquee par la litterature parodique. Balzac a ainsi ete critique pour ses nombreusesdigressions. Notre hypothese de recherche est la suivante : en contribuant a l'elaboration d'un nouveau roman " serieux ", l'ecriture balzacienne de la digression est radicalement nouvelle par rapport a la conception anterieure de ce procede. Tenter d'approfondir la poetique romanesque balzacienne, et donner par la meme un nouvel eclairage sur la notion de digression, voila donc l'enjeu de cette recherche. Dans une premiere etape indispensable, en partant du point de vue de la rhetorique et de la pratique anti-romanesque, nous nous attachons a montrer l'originalite de la digression balzacienne par rapport a la tradition anterieure, et a preciser son lien avec une esthetique du roman " serieux ", que nous definissons plus precisement. Une telle mise au point nous permet, dans un deuxieme et troisieme temps, d'etudier la digression comme double pilier de ce " nouveau " roman : son role dans la structuration de la diegese, et la maniere dont elle constitue un mode privilegie d'insertion du savoir. Nous sommes amenee a nous interroger, au cours d'une quatrieme partie sur les destabilisations (jeux et derives) occasionnees par la digression au sein d'une poetique du roman " serieux " dont elle est par ailleurs l'instrument - tout en nous attachant a montrer les limites d'une telle mise en danger. Enfin, dans un dernier point plus pragmatique, nous etudions les strategies enonciatives visant a assurer la reception de ce procede, erige en " regle generique " par le roman balzacien, mais qui est susceptible de deranger l'horizon d'attente du lecteur.

AbstractIn 2017 NATO initiated Enhanced Forward Presence (eFP) in the Baltics to deter Russia. While most studies analyse eFP from the perspective of NATO or the troop contributing countries, this chapter addresses the question how the host nations, i.e. in this contribution Estonia, Latvia and Lithuania, perceive the deterrence strategy underlying eFP as well as their own strategies. In doing this, the chapter emphasizes how strategic culture influences the Baltic countries’ behaviour towards deterrence. We found that in Estonia perspectives on eFP were ambiguous. While official documents reflect the official NATO narrative based on deterrence by punishment other sources stress the illusion, expectation or aspiration of deterrence by denial. In Lithuania, documents, officials and experts emphasize deterrence by denial as opposed to deterrence by punishment. Latvia considers the strategy behind eFP as deterrence by punishment. The strategic cultures, the history and threat perceptions of the Baltic states explain these differences to a large extent. In particular the presence of Russophone minorities in Estonia and Latvia, lead to some reluctance in fully embracing NATO’s strategy, while at the same time both countries prepare to counter Russia’s threat with their allies.

Abstract:
Purpose – the purpose of the research paper is to observe and analyse how major companies in the the Baltic States behave during the last business cycle in terms of inventory management in order to identify different inventory management strategies. Research methodology – statistical analysis from year 2007 to year 2012 encompassing 1387 largest businesses in the Baltics by their operating revenue. In the research paper clustering and mainly comparison methods are applied. Findings – research paper shows that major companies in Baltic States mainly behave cyclically and there has been little evidence of industries behaving counter-cyclically during anticipation of recession however there has been some indication of industries that increase inventories in anticipation of recovery mainly in Latvia. Research limitations – time, geography and scope limitations in terms of financial indicator that in the future research by the author needs to be addressed in order to provide a holistic view on the issue. Research implications – research paper demonstrates that various industries adapt different strategies during the business cycle and there are differences both on country and industry levels. Originality – first paper that analyses in-scope major Baltic state companies behaviours during the last business cycle on both country and industry level.

The article examines the historical and literary significance of the memoirs of a Baltic German about Latgale. The space between Ilukste and Daugavpils has been little studied. The data about individual estates and their owners is fragmentary. The study is a separate part of a large regional and literary study dedicated to the Baltic Germans living in the territory of Latgale and in Daugavpils region. The aims of the study are to establish a connection between the text of the book and geographical and personal realities, as well as to reveal the relationship of the Baltic Germans with the population of Latgale from a perspective of self-reflection. Understanding “myself” in the eyes of others and “others” in one’s personal perception is getting more relevant as studying these interactions on the basis of literary texts opens for understanding of the current processes in modern society. The specific tasks are to promote a national issue on the material of the given text as well as to determine a link between the memoir text and the jokes of the Baltic Germans (Pratchen), the features of which have been defined in the authorized studies. The text is understood as an object of scientific cognition in which there are no random linguistic or substantive units. The methodology of research is based on the interpretation of a literary text as well as the synthesis of statistical analysis, immanent critique and content analysis. In the course of the study, it was possible to establish a structural and substantive link between individual episodes of the book with the Baltics jokes (Pratchen). For the peoples who inhabited Latgale (southeastern part of Latvia) in the 18th and 19th centuries, the national issue was not decisive, especially among rural people. Difference in perception of oneself and “myself” in the eyes of others was determined by different social status: Germans are the landowners, the rest are servants and badgers. The mental character of the Baltic Germans was shaped, first and foremost, by the family upbringing and education level, commonly university. The key values were love for their native land, pride for their ancestors, honor and service to the state, and faithfulness to the word. On the basis of the life realia described in the book, it is possible to reconstruct the way of life of the people who disappeared from the map of modern Latgale. Abstract:
In this paper we aim to cover the gap in analysis of functional distribution of National income at the macroeconomic level and personal income distribution at the microlevel. We compare the information provided in the National Accounts and in the EU Survey on Income and Living Conditions (EU-SILC) for the three Baltic states and in a wider EU context to establish the links between the economic prosperity at the macro level and income distribution at individual level. Comparative design helps identify differences in income structure and inequality within similar socio-economic conditions. As demonstrated, similar levels of per capita disposable incomes in the National Accounts in the Baltics hide higher levels of income inequality than conventionally shown in the EU-SILC. This is to a large degree due to high level of under-reporting of property income and is most acute for Lithuania.

The Baltic Sea level fluctuations have significant trends. The sea level rises in all Baltic coastsb with at different rates. Sweden coast "breathes" as well as the World Ocean level. Sea level rising on the south and the north-east coast of the Baltic Sea is lower. The trend component is not determined by interannual variations of steric sea level, the vertical water exchange and baltic river runoff. Consequently, the secular trends in sea level are caused by long-term changes in the resulting flow of water through the Danish straits. This is confirmed by changes in salinity of the Baltic Sea.

With the formation of the Parliamentary Republic of Latvia in the early 1920s, higher education in Latvia underwent the changes that affected the Baltic Germans. The necessity to obtain higher education in the Latvian language was perceived with mixed feelings, and the interest in the establishment and development of the University of Latvia (UL) and involvement in the reorganisation of the Riga Polytechnic Institute (RPI) went hand in hand with the reluctance to accept the full Latvianization of higher education. In the circumstances, the students used contacts established by their student corporations and sought for higher education in Germany, where it could be obtained in German but later equated to the higher education obtained in Latvia. Thus, the aim of the article is to evaluate the possibilities for the Baltic German students from the parliamentary state of Latvia (1920–1934) to study in German universities. The research is based on the documents of UL and Baltic German student corporations from the Latvian State Historical Archive (LVVA), Baltic German student corporation press (journals and anniversary books) kept in the UL Library, UL activity reports (1924–1931) stored in UL Museum history collection and available research on the Baltic German minority in the Parliamentary Republic of Latvia. The study showed that during the parliamentary period, the Latvian Baltic Germans used the state granted minority rights to find alternative ways to obtain higher education in German. The parliamentary system did not discriminate against the Baltic Germans for their use of the German language and allowed them to study in Germany but demanded that their diplomas be equated with the diploma obtained at the UL. The contacts established by student corporations helped Baltic German students to better integrate into the German study environment offering accommodation on the premises of student corporations in Germany. At the same time, additional knowledge through lectures on the political situation of Baltic Germans in the parliamentary state of Latvia did not allow them losing their historical connection with the Baltic region.

The aim of the paper is to review the use of European Union (EU) structural funds (SF) for promotion of use of renewable energy sources in Baltic States and compare Baltic States in developing use of renewable energy sources after EU accession. The main tasks to achieve this aim are: to present Renewable Energy utilisation targets in Baltic States; to analyse EU structural funds allocated for renewable energy sources in Baltic States in 2007–2013; to compare Baltic States in terms of implementing renewable energy targets set by EU energy policy documents and to draw conclusions based on analysis conducted. The performed analysis revealed that Latvia has allocated the biggest share of means from EU structural funds and also has achieved the best results in increasing use of Renewable Energy sources during second financing period.
