This case comment offers a new perspective on the Bank Melli decision of the CJEU by integrating the missing discussions on SWIFT. This is a crucial element that was merely referred to in the Opinion of the Advocate General as oppose to full ruling by the CJEU. A crucial part of the comment is the role of the Iran Threat Reduction and Syria Human Rights Act of 2012 (US) and how it enfolden SWIFT and therefore the implications in other legislations that are used to apply secondary sanctions. The comment also use material from the US Treasury to add context in terms of the Bank Melli decision and how international law underperforms when financial sanctions touches and concerns the United States. Abstract:
The purpose of this study is to change huge structures such as the banking sector of a country needs special innovative methods. This paper shows how we can manage change in a banking sector of a country. Grafting novel efficient processes, and pruning old inefficient ones, and harmonising the organization with new processes and empowering the staff through apprenticeship and knowledge management can put forward the change management. The proposed method of “Prune and Graft of Process” similar to grafting a shoot or bud of a sweet-fruited tree to a bitter-fruited base tree is significant in change management. Accordingly, new processes should be grafted to the system, and all processes that are theoretically or practically against the goals of the organisation should be pruned. New processes and innovations could automatically change the bank performance. Apprenticeship and knowledge management are highly effective in all stages of forming and implementing the change. This plan was formed and tested in Bank Melli Iran in order to propose a model for other banks as well. In a view to explain the applied method of change management in the banking system, we study the steps that Rastin Banking was formed in Bank Melli Iran as a sample. Efficient changes and reforms of large organizations can prevent the society from enormous hurts.

Abstract:
This paper presents a triobjective model for optimization of allocated exchange portfolio. The objectives of this model are minimizing risk and investment initial cost (by adopting two synchronic policies of buying and selling assets) and maximizing return, to optimize allocated portfolios (APs). In an AP, an investor by considering previous investment experiences and market conditions selects the within portfolio assets. Then, considering proposed model, the assets proportion of AP is optimized for a limited time horizon. In optimizing a multiobjective problem of an AP, risk and return objectives are measured on the basis of standard deviation of assets dairy return and dairy return mean within AP assets, respectively. We present a set of interobjectives trade-offs along with an analysis of Iran Melli bank investment in an exchange AP, using Weighted Global Criterion (WGC) method with assumption p=1, 2, and ∞ to optimize the proposed model. Results of WGC model (in all p=1, 2 and ∞) represent that US dollar exchange in comparison with other exchanges, was rather the fewest exchange proportion in Iran Melli bank exchange AP which this is consistent with Iran exchange investment policy of more concentration on other exchanges.

Abstract:
The present study aims to investigate the impact of brand experience on brand engagement with mediating role of brand love and brand trust. Within the literature, there have been a select few studies that have focused on these factors in case of Bank Melli Iran. To this end, a case study approach was utilized in which 384 customers of Bank Melli Iran in Sari (both male and female) were selected based on available non-random sampling method and the formula of Cochran to participate in this study. Data collection method was library and field type. In the field method, we used the standard questionnaire. To evaluate the validity while using content validity, structural validity (convergent, divergent validity and composite reliability) was also used. The reliability of the questionnaire was assessed by Cronbach's alpha test. The results of convergent, divergent and composite reliability studies showed a good fit of measurement models, and also the results of Cronbach's alpha study showed a good reliability of each variable. After ensuring the validity and reliability of the research questionnaire, the final data collection was performed and the results were analyzed using structural equation modeling under partial least squares (PLS). Finally, the results showed that brand experience, both directly and indirectly, mediated by brand love and brand trust, has a positive effect on brand engagement.

Abstract:
With new digital technologies, the consumer decision-making process is a continuous and interactive activity that requires sellers to adopt a more comprehensive mindset, and marketers to develop more creative strategies to outperform competitors in a competitive environment. This study aims to design a model of factors influencing customers' purchase intent by elucidating the role of electronic word-of-mouth advertising in Bank Melli Iran. Since the bank's marketers seek to establish profitable relationships with customers, advancements in technology provide them an opportunity to offer new services through better understanding and increased interactions with customers. The research methodology is a mixed-methods approach with inductive reasoning in the qualitative section and deductive reasoning in the quantitative section, and it is fundamental in terms of its objective. In the qualitative section, grounded theory was employed. Data in the qualitative section were obtained through 14 semi-structured interviews with experts from Bank Melli, including managers, heads of the bank, and marketers, selected using purposive sampling and snowball sampling until theoretical saturation was reached. In the quantitative section, data were collected from 417 customers of selected branches using a researcher-made questionnaire based on non-probability convenience sampling. To analyze the data, MAXQDA software was used in the qualitative section, and SPSS23 statistical software was employed for descriptive statistics, while Smart PLS3 statistical software was used for inferential statistics through partial least squares structural equation modeling (PLS-SEM). Using grounded theory, a model of factors influencing customers' purchase intent was presented. The model includes causal factors, contextual factors, intervening factors, strategies, and outcomes of purchase intent. Causal factors encompass quality factors and attitudinal factors; contextual factors include hardware and software capabilities; and intervening factors influencing customers' purchase intent consist of structural barriers, contextual barriers, and behavioral barriers. In the quantitative section, the model was tested in the sample population. The results indicated that the model has an appropriate fit. Bank Melli managers and decision-makers can use the findings of this study to develop more effective marketing communications to attract and retain customers, leading to positive and effective outcomes for Bank Melli.

Abstract:
The aim of this study is to investigate the role of influential factors on transformational organizational leadership with a strategic thinking approach and prevention of elitism rejection (Case Study: Bank Melli Iran). In this regard, structural equation modeling (SEM) was employed to examine the factors influencing transformational organizational leadership. The study population included employees of Bank Melli Iran with at least a bachelor's degree. The statistical population consisted of 5,314 individuals, and based on Krejcie and Morgan’s table, the sample size was determined to be 361 individuals. The data collection tool was a questionnaire, whose content validity was confirmed by experts, and its construct validity and structure were verified through confirmatory factor analysis (CFA) using SmartPLS software. The reliability was assessed using Cronbach’s alpha coefficient. Additionally, the Friedman test was applied in SPSS software for ranking the components and indicators. For data analysis, the Kolmogorov–Smirnov test was used to assess normality, and CFA along with structural equation modeling were used to validate the model in SmartPLS. The results indicated that strategic thinking in leadership and the motivation to foster innovation lead to the creation of organizational opportunities and the provision of resources and support for talents. This, in turn, facilitates employee engagement and participation, enhancing their expertise and skill levels. Furthermore, the component ranking results revealed that “supporting talents and providing resources” received the highest rank, while “creating organizational opportunities” was ranked lowest by the statistical sample.

Abstract:
Banks entering a developing market face a lot of uncertainty about the risks involved in lending. This paper models the effective factors on default rate (DR) loans to small and medium size enterprises (SMEs) in Iran based on the case study of branches of Melli Bank in Khorasan Razavi province. For this purpose a set of data about loans made to 300 SMEs between years 2004 to 2015 and Delphi, SEM and Tobit models were applied. Results of Delphi technique indicated that 48 factors affect the DR. The structural equation model (SEM) estimations showed that between 10 latent variables which describe the DR, the “loans properties” latent variable have the most effect. Also, findings of Tobit econometric model stated that between 48 variables which affect the DR, “loan volume” variable has the most effect. These and other factors emphasize the need for SMEs credit scoring in developing countries.

Abstract:
To design an operational Islamic banking system, we tried to mix theoretical and experimental knowledge to develop Rastin Banking. Rastin Banking is a completely new solution to banking based on Islamic and ethical teachings with the scientific and technological approach. Some parts and modules of Rastin Banking have been implemented in Bank Melli Iran. The installed parts of the system had well-functioning and attracted depositors and investors, and since the procedures and instructions are well defined, the bank's staff executed its procedures easily. The results of the test system were very satisfactory and more than expectation. Rastin Banking is a nationwide project with lots of subtle technical points. This system is an open-source banking model, and all banks around the globe can easily install and use it. We wish Rastin Banking could put important steps to remove Riba and establish Islamic banking throughout the globe.

Abstract:
International banking and its associated enterprises have experienced significant growth in recent times. As a result of this expansion, bank personnel must possess the ability to communicate appropriately, and effective English for Specific Purposes (ESP) programs need to be implemented accordingly. The present study investigated the language needs of bank employees in the International Banking Division (IBD) of Bank Melli Iran (BMI) using Dudley-Evans and St. John's (1998) needs analysis model. The research adopted a quantitative and descriptive methodology (1) to adequately describe the intended population's situation and (2) to design an ESP course for them. Of 130 bankers (<em>N</em>=130), finance professionals, and bank managers as the whole population, 90 participants accepted to take the proficiency test, and 88 participants returned the questionnaire. Interviews were conducted with 18 selected interviewees to collect in-depth data and triangulate the questionnaire and English proficiency test results. The results indicated that, although the participants' needs in English language skills did not differ significantly, it is imperative to prioritize them in ESP courses to meet bankers' language needs in the bank's international departments. It is also recommended that ESP teachers employ a range of pedagogical and teaching strategies to assist learners in overcoming their barriers to communication.

Abstract:
Background and Objectives: The present study examined the relationship between the total score of the voice handicap index (VHI) and the total score and scores of the three factors of the vocal fatigue index (VFI) with the medical history of Melli bank workers working in Tehran and Kurdistan privences. Methods: The research is a descriptive-analytical cross-sectional study that was conducted on 444 clerks of Melli Bank branches in Iran (76% male and 24% female with a mean age of 42.3). A demographic questionnaire, the medical history checklist, and the Persian version of VHI and VFI were used to collect data. Results: The voice handicap index had a significant relationship with a history of neurological (P=0.030) and head and neck (P=0.048) disorders, speech and language disorders (P=0.001), and reflux (P=0.041). Regarding vocal fatigue index, the total score had a significant relationship with head and neck (P=0.006) and speech and language disorders (P&lt;0.001); the first factor with diseases of the head and neck (P=0.018), pharynx and larynx (P=0.005) and speech and language disorders (P=0.001), the second factor with neurological (P=0.020), head and neck (P=0.006), and speech and language disorders (P&lt;0.001), and allergies (P=0.032), and finally, the third factor with neurological (0.044), pharynx and larynx (P=0.031), speech and language disorders (P=0.044), and reflux (P=0.021). Conclusion: Regardless of the respiratory system, suffering from diseases of the speech and language system can have a significant effect on the scores of the VHI and VFI indices. Meanwhile, the history of speech and language problems and head and neck disorders affect the total score of most factors of the VFI.

Abstract:
In Space, Time, and Architecture, Sigfried Giedion identified Jørn Utzon as one of the proponents and leaders of what Giedion regarded as the Third Generation of modern architecture in the 20th century. This article considers how Utzon subsequently further exemplified in later works the principles Giedion had identified as essential to that Third Generation and discusses, as Giedion did not explicitly, the significance of light in Utzon’s architecture, which plays a key role in underpinning and articulating these defining principles. This article addresses how the principles Giedion attributed to Utzon and his defining consideration of light, derived from his interpretations of his many transcultural sources of inspiration, notably including from, China, Iran, Japan, Hawaii, Mexico, and Morocco, as well as from his own Nordic realm and Europe, as can be seen in the Sydney Opera House, Can Lis in Mallorca, Melli Bank in Tehran, Kuwait National Assembly, and Bagsværd Church in Denmark, among others.

Abstract:
Purpose: This paper aims to explain the organizational structure of Rastin Profit and Loss Sharing (PLS) Banking. Rastin Banking is a full Islamic Banking System with all necessary parts for banking operations that can be installed in conventional and Islamic banks both.&#x0D; Design: Rastin Banking complies with the nature of the financial intermediary activity (the partnership of depositor in the yields of the fund receiver via the bank). To fulfill this goal, particular organizational structure, accompanying with instruments and workflow are defined.&#x0D; Findings: To handle Rastin Banking, particular theoretical and operational regulatory frameworks should be defined to fulfill the participation operations. In this paper, we will have a look at the necessary organizational structure to setup Rastin Banking.&#x0D; Research limitations: This plan was formed and tested in Bank Melli Iran in order to propose a model for other banks as well.&#x0D; Practical implications: In this system, the investment return of the participation is distributed to the parties of the financial partnership (depositor, entrepreneur, and bank), and it is done by eliminating fixed interest rate, and it is based on the real economy profit (return) of the activity.&#x0D; Social implications: Rastin Banking can lead to important positive effects on growth and economic welfare through money and capital markets. Interest rate as an essential factor in conventional banking is not usable in Islamic banking and other similar institutions that work based on partnership, such as mutual funds and saving and loan associations.&#x0D; Originality/value: Approach of this system is entirely different from conventional banking. In addition to removing usury in banking activities, Rastin Banking uses the best practical ethic finance to creating safe and public confidence environment for banking operations.&#x0D; Article Type: Technical paper&#x0D;

Abstract:
Credit is one of the most significant elements in banks and financial institutions. It can also be described as unpredicted events, which mainly occur in the form of either assets or liabilities. The risk occurrence is that the facility recipients have no willingness and ability to repay their debt to the bank, which is a default that is synonymous with credit risk. Credit ratings are a way to decrease and measure credit risk and, therefore, manage it appropriately. Credit rating is an approach for estimating the features and recipients of facilities’ performance based on quantitative criteria, including the company’s financial information. The anticipated future performance allows the applicants to obtain facilities with the exact specifications. In this study, due to the need and significance of calculating the credit risk concept, a novel method based on the hybrid method of artificial neural networks and an improved version of Owl search algorithm (IOSA) and forecasting of C5 risk of decision tree credit is done. This algorithm has two major parts. The decision tree runs based on an IOSA to provide the best weighting of the neural network. The weights created along with the problem data are then given as the input to the main network, and the data are classified. The algorithm has the highest level of accuracy, 96% that is much higher than other algorithms. The results also show a precision of 0.885 and a recall of 0.83 for 618 true positive samples. The proposed method has the highest accuracy and reliability toward the other comparative methods. The study is based on actual data noticed in one of the branches of the Bank Melli, Iran.

Abstract:
The aim of this study is to design a transformational leadership model with a focus on increasing productivity and preventing elitism through a qualitative method. In this regard, using qualitative methodology and conducting interviews, we identified the components and indicators of the transformational leadership model with a productivity enhancement and anti-elitism approach at Bank Melli Iran. The study population included experts, bank managers, professionals, and also university professors specializing in transformational leadership. The sample size was determined to be 10 individuals using the snowball sampling method and theoretical saturation. Data collection was conducted through interviews, carried out by experts using the Delphi technique. For data analysis, MAXQDA software was employed. The results of the coding process identified 8 components and 72 indicators. Furthermore, the results indicated that the components of the transformational leadership model with a productivity enhancement and anti-elitism approach include: (1) strategic leadership thinking, (2) motivation for transformation and innovation, (3) creation of organizational opportunities, (4) an appropriate organizational environment, (5) support for talents and provision of resources, (6) skills, expertise, and competencies, (7) interaction and participation with employees, and (8) organizational transformational leadership. Among the most important identified indicators are the creation of an appropriate learning environment, satisfaction of employees’ job needs and group organization, opportunity creation, increasing production and innovation opportunities, training, provision of necessary resources for employees and motivation generation, support for professionals and elite human resource talents, the quality of relationships, and the creation of opportunities for interaction with employees.

Abstract:
Abstract. Employee turnover is one of the most important phenomena in the study of individuals' organizational behavior. For this reason, organizations able to identify effective factors in employee turnover are more likely to employ more effective policies and methods to maintain their human resources before they leave the organization. This study aims to investigate the impact of corporate social responsibility and internal marketing on employee turnover intentions, considering the mediating role of organizational commitment. The present research is practical in purpose, descriptive in data collection methodology and a survey research in type. The research population consisted of all employees in all Tehran branches of the Melli Bank of Iran, amounting to 9405 people. The Cochran formula was used to determine the sample size, which yielded a sample size of 369 people. This research employs the clustering method for sampling and a standard survey for data collection. The statistical method utilized in this study is the structural equation method and all statistical analysis was performed using SPSS19 and AMOS23 softwares. Testing the research hypotheses revealed that social responsibility and internal marketing have a positive and significant effect on organizational commitment and organizational commitment has a significant negative impact on employee turnover intentions. Also, organizational commitment completely mediates the negative impact of social responsibility and internal marketing on the employee turnover intentions.

Abstract:
Background and Objectives The patients undergoing lower limb fracture surgery face with several complications and problems. One of these complications is related to use of urinary catheters and their indwelling which may affect the patients’ satisfaction. This study aims to determine the effect of urinary catheter removal time on the satisfaction of patients undergoing lower limb fracture surgery. Subjects and Methods This is a non-randomized clinical trial that was conducted during 2018-2019 in Tehran, Iran. By using a convenience sampling method, 84 patients undergoing lower limb fracture surgery in the orthopedic department of Imam Khomeini and Bank Melli hospitals were selected and divided into three groups of 28: Catheter removal after 24 hours, catheter removal after 48 hours, and catheter removal after 72 hours. The data were collected through self-reporting and interview. 72 hours after catheterization and voluntary urination, they completed a demographic form and a patient satisfaction questionnaire. The gathered data were analyzed by using descriptive and inferential statistics in SPSS software, version 16. Results All three groups showed high satisfaction with their urination and there was no significant difference among the groups (P=0.86). Regarding overall satisfaction, there was a significant difference among three groups (P=0.031), where the overall satisfaction was higher in patients with 24-hour catheterization. Conclusion Early removal of urinary catheters in patients undergoing lower limb fracture surgery is associated with their higher overall satisfaction.

Abstract:
Purpose This study aimed to provide a model for evaluating organizational agility in the banking industry in Isfahan using the data envelopment analysis (DEA) approach. Design/methodology/approach This research’s population consists of selected first-class branches of Saderat, Melli, Shahr, Maskan, Keshavarzi, Refah and Tejarat banks. Five branches of each bank and Bank Shahr as a newly established bank with two branches were included in the study. First, a suitable DEA model was selected and then agility inputs and outputs for designing the model were extracted from the literature. The selected model is an output-oriented returns to scale model. Inputs were agility enablers extracted from the A.T. Kearney model, whereas agility results were considered as the output. Findings The results showed that of the 32 selected branches, 4 were efficient and 28 were inefficient. In the end, the efficient branches were ranked using the Anderson–Peterson ranking model. Originality/value This study tries to provide a model for evaluating the efficiency of bank branches in terms of agility (relative agility) through the DEA technique, considering inputs and outputs of the organizational agility system. Accordingly, the managers can identify the efficiency of bank branches and also they can improve the inefficiency of bank branches.

The installed parts of the system had well-functioning and attracted depositors and investors, and since the procedures and instructions are well defined, the bank&#39;s staff executed its procedures easily. The results of the test system were very satisfactory and more than expectation. Rastin Banking is a nationwide project with lots of subtle technical points. This system is an open-source banking model, and all banks around the globe can easily install and use it. We wish Rastin Banking could put important steps to remove <em>Riba</em> and establish Islamic banking throughout the globe.
