Full textThe red suburbs are a belt of municipalities surrounding Paris that have been conquered by the Communist party from the 20's. For a long time, they have been characterized by social redistribution policies in favour of the working class, especially in the housing field. Since the 70's, the red suburbs have known intense economic and social transformation that destabilized the municipal communism. This thesis deals with the interactions between local housing policies in the red suburbs and residential strategies and territorial integration of middle classes, in a socio-spatial context where they are in minority. Since the 80's, social mix is a main objective of local housing policies in the red suburbs; those municipalities chose to diversify the housing stock, within die social housing stock, but also in developing private houses. The will to attract and stabilize middle classes contends with the necessity of offering dwellings to working classes and destitute populations. This thesis shows that communist municipalities still distinguish themselves by a strong regulation and by innovative practices in the housing policies field. The field survey with middle classes in two municipalities (Bagnolet, Saint-Denis) allows to moderate the role of economic constraints in their residential strategies : settling in the red suburbs give them opportunities to satisfy their aspirations about the dwelling but also about the residential neigbourhood Furthermore, some households show a preference for working class districts, and have a positive attitude towards social mix. In some cases this goes with personal commitment in direction of destitut populations. Some others are more reserved towards social mix, and use territorial conquest strategies, or choose to leave the red suburbs in direction of more wealthy districts. We analyze the functioning of local anchorage and of die attitude towards social mix of middle classes, in relation with their social and residential trajectories

Full textMy thesis focuses on the comparative study of three artistic configurations located in spaces historically run by communist elected representatives (Saint-Denis, Nanterre, General Council of Seine-Saint-Denis). In these configurations, I uncover the social and historical logics leading to the recognition of certain art forms (mainly theater, municipal festivals, circus, street arts, hip hop, music). My approach is based on a dispositional and relational analysis of individuals involved in these processes of artistic legitimization (or delegitimization). The study of these processes is conducted by analyzing individuals’ schemes of perception of the social world and the contexts in which these schemes are used. This analysis identified the existence of politicized individuals committed in the worlds of art or in the political field in order to subvert the dominant social relations. In addition to analyzing the impact of these commitments on the artistic landscape, my thesis focuses on the study of their biographical, territorial and political consequences. Social position, commitment and local institutions are dialectically linked. Through their commitment, these individuals reach the middle class and constitute a very specific stratum thereof: politicized, indigenous and possessing cultural capital that is not certified by diplomas. The existence of this social stratum, in the studied areas, has implications for the local social structure. I mainly studied two dimensions of these implications, namely Indigeneity and the definition of a postcolonial national narrative

Full textFor decades, Ivry-sur-Seine was seen as a model Communist stronghold within the Paris ‘Red Belt'. The particular brand of communism practiced by Ivry's municipal government had turned its working-class housing estates into laboratories directed towards the production of a singularly efficient political affiliation system. Until the watershed of the 1980s, electoral results for the various communist representatives in the Maurice Thorez and Yuri Gagarin housing estates seemed to corroborate this. The decline of the politicization model born of industrialization as well as the generation gap have radically undermined the conditions in which a socio-political affiliation system favourable to communist representatives can survive, however. The choice of a long-term ethnographic approach can give us insight into this phenomenon. Since the middle of the 1980s, the contrasting socio-political evolution of the Thorez and Gagarin allotments has testified to the intra-municipal disruption that affects this type of suburban Parisian territory. In the Yuri Gagarin area, the majority of older working-class families have been replaced with a new working-class population essentially stemming from immigration. Often unaware of the rich history of communism in their municipality, these new generations are sometimes actively involved in the challenging of the older local political authority. Downtown, on the contrary, the descendants of the families that were closest to the local party machine have maintained residency in the Maurice Thorez area. Community links have survived around a local political “endocracy” that works relatively independently from the older partisan frame. For many middle-class families living in Ivry, the maintenance of a certain communist authority makes it easier to accept the social, political, and electoral transformations of contemporary municipal communism

Full textLocated some 15 kilometers from Bangui, the capital of Central African Republic, the Mpoko's valley is becoming the area of preferred urban expansion near the capital city. The urban exodus which has resulted has seen dramatic growth in the peripheral suburbs, notably those in the southwest because of the favourable physical conditions. The birth of these new agglomerations starts with the planting of crops. Housing structures are built later. Although geographically near the existing urban center, the Mpoko's valley retains much of its rural aspect. One visible urban trait is the construction of houses using permanent materials. Because of the continuing urban exodus born of the economic crisis, we can now affirm that the true center of economic is to be found in the expanding outliving areas. It is the Mpoko's valley which is the principal suburb of Bangui. The underscores the rapid growth in the peripheral urban areas and the subsequent move away from the center. The peripheral urban areas of Bangui now comprise the essential regions of the city. It is in these areas where the growth is occurring. The Mpoko's valley is where the future will be found to take place

Full textThe multipolar radial-concentric urban structure of Paris, spreading out from the centre along divergent ancient roads through what was once a series of encircling walls, and the urban structure of Seoul that is characterised by the multiplication of pericentres in a pattern known as "multipolar dispersion", necessitate contrasting approaches to urban planning analysis . First of all, when looking at urban planning in the city of Paris, we try to grasp the spirit of the old faubourgs, assuming that the specific character of a historic neighbourhood is rooted in the collective experiences of all those who have lived in the same place over time. Attempts to solve urban problems faced by populations from varying social strata living side by side, a challenge that each city faces, have inspired alternatives that take this juxtaposition into account. This amounts to rebuilding “a city upon the city” whilst losing none of its human value. Ideally at least. We enrich this approach through a consideration of the theories advanced by Paul-Henri Chombart de Lauwe, Gaston Bardet, Robert Auzelle and others, which value the concept of the "essential city" as opposed to the "formal city". Seoul, on the other hand, continues to grow a “city with no soul”, concentrating essentially on the multiplication of apartment blocks with little regard for any spirit of neighbourhood. However, unlike Paris's renunciation of collective housing estates, marked by a return of individual housing developments from the late 1970s, apartment block development in the South Korean capital is much appreciated as a successful means of rapidly enriching the wealthiest classes, who invest heavily in such speculation. As a result, we are witnessing an acceleration of a well-known social phenomenon whereby the rich get rich and the poor get poorer. In this thesis, we examine the renovation (French concept of renouvellement) of three Parisian districts, namely the Marais, the Goutte d'Or and Château-Rouge, on the one hand, with the redevelopment project (refondation) of two districts of Seoul, Seochon and Wangsibri, on the other. This allows us to compare opposing approaches to urban planning. Beyond the geographical, historical and cultural determinants of the two situations, we hope to provide useful elements of reflection that might abet the evolution of the current urban planning approach in our own city of Seoul

Full textThis study focuses on the journey to crime of the offenders who have committed a crime in Gatineau in 2006. There are only a few recent Canadian studies on the subject. In addition there is a vacuum of knowledge on the journey to crime in smaller cities and suburbs. This research is designed to compare three different measures of distance, to check if the distance varies depending on the type of crime and see if the variables of time (day of week, time of day and season) as well as some characteristics of suspects (age, sex and place of residence) have an impact on the distance traveled. For each crime, the address of the suspect and the crime location were geocoded then, the distance between the two points was calculated. An analysis of the shapes curves pattern of the distances indicates that sexual assault is the only type of crime which possesses a buffer zone. The results of statistical analysis show that young people are more mobile than older suspects and that men travel a greater distance than women. Surprisingly, the distance does not differ significantly according to season and time of day. Finally, compared to the other criminal offenders, those who have committed a robbery traveled the greatest distances.
