Les trois auteurs font état de leur expérience et des stratégies mises en oeuvre dans la réalisation du projet collaboratif de Bibliothèque et Archives nationales du Québec (BAnQ) sur Wikimédia Commons. Ce projet vise à assurer la réalisation d’une des plus importantes missions que s’est donnée BAnQ : offrir un accès démocratique à la culture et à la connaissance. Le projet s’articule autour de quatre volets. Le premier, lancé en 2013, porte sur l’ajout de liens vers des fonds d’archives à plus de 800 articles sur l’encyclopédie collaborative Wikipédia. À l’hiver 2014, un second volet, portant cette fois sur la formation des usagers de Wikipédia, est mis en branle. Le projet Mardi c’est Wiki !, gratuit et ouvert à tous, vise à améliorer le contenu francophone de l’encyclopédie en formant les contributeurs. Le troisième volet, le projet Poirier, débute pour sa part à l’été 2014 et se veut un outil pour la sélection et la mise en ligne de centaines de photographies libres de droit sur Wikimédia. Enfin, le quatrième volet, lancé à l’automne 2014, porte sur la transcription collaborative d’ouvrages conservés par BAnQ sur Wikisource, un projet de bibliothèque numérique collaborative. Du point de vue des auteurs, ce projet et les volets qui en découlent sont des outils qui permettent le partage du patrimoine et une collaboration élargie du public. Cette participation active de BAnQ à Wikimédia Commons favorise grandement la visibilité de ses collections et, par le fait même, leur diffusion.

Cet article est tiré d’une communication présentée par l’auteure lors de la séance intitulée « Le livre ancien, de la Nouvelle-France à demain. Les collections de Bibliothèque et Archives nationales du Québec » et figurant au programme du colloque Rabelais ou « Les adventures des gens ». L’hybridité des récits rabelaisiens. Ce colloque, organisé en partenariat avec Bibliothèque et Archives nationales du Québec (BAnQ) par les professeurs Diane Desrosiers-Bonin, de l’Université McGill, Claude La Charité, de l’Université du Québec à Rimouski, et Renée-Claude Breitenstein, de l’Université McGill, a eu lieu du 27 au 31 août 2006. Les travaux dont il est ici question sont des projets de recherche, qu’il ne faut pas confondre avec les travaux bibliothéconomiques menés par BAnQ sur sa propre collection institutionnelle de livres anciens.

The rise of open data in the cultural domain is democratizing access to complex datasets usually presented as large multivariate and multilayered graphs. However, the exploration of such datasets is challenging for laypersons. The objective of this work is to develop and evaluate a new method for exploring and understanding a specific type of multilayered graph that combines a large bipartite graph with a set of tree structures. This paper proposes MuzLink, an interactive visualization tool that allows the user to navigate, search, locate, and compare collaborative and influential relationships between musical artists through the exploration of musical adaptations. The proposed tool is based on a set of connected timelines visualizing how an artist’s collaborations, inspirations, and influences evolved over time. This design study is conducted in close collaboration with BAnQ, the national library and archives agency of the Quebec government. A controlled user study, done with a group of BAnQ users, and two case studies, show how the proposed approach is capable of performing a considerable set of analytical and exploratory tasks.

Pour toute étude sur l’histoire de la caricature et de la satire graphique au Québec avant 1960, les fonds et les collections de Bibliothèque et Archives nationales du Québec (BAnQ) sont d’une richesse exceptionnelle. Ce texte présente les collections d’imprimés et les fonds d’archives utiles à la recherche en deux temps. Nous examinons d’abord les lieux de publication des documents pour faire ressortir les grandes étapes de l’évolution de la pratique caricaturale sur le territoire québécois. Ensuite, nous décrivons deux fonds d’archives pour indiquer comment des corpus très différents, composés de caricatures et d’autres documents, peuvent être utiles aux chercheurs. Premièrement, un fonds de 3600 caricatures originales signées par Albéric Bourgeois (1876-1962), véritable témoignage de l’avènement de la modernité culturelle au xx e siècle. Ensuite, un ensemble de documents associés au peintre Louis Dulongpré (1759-1843) qui montre comment la circulation de caricatures est étroitement liée aux débuts de la vie démocratique de la collectivité. Ainsi, BAnQ est riche de documents divers – originaux et reproductions – qui permettent de voir comment artistes et éditeurs ont été les artisans d’une forme d’expression qui a longtemps été au coeur de polémiques dans la société québécoise.

How are video games discussed through time in the Belle Province? Do Quebecers share a common and specific video game culture? We try to answer those two questions in this paper through an analysis of Bibliothèque and Archives nationales du Québec (BAnQ) catalogue. We compiled and analyzed a variety of discourses created and presented by (and for) Quebecers between 1978 and 2018. As we talk about different trends animating discourses on video games, we also discuss the limitations of BAnQ’s catalogue and the state of video game preservation in Quebec. We focus on a few key items pinpointed during our research at the Collection nationale.

Inspirée de la critique génétique, cette étude lève partiellement le voile sur les origines de « La batèche », l’une des plus importantes suites poétiques de L’homme rapaillé de Gaston Miron. Les transformations visibles dans la genèse de ce cycle ont été grandement influencées par le premier séjour du poète en France, moment décisif au cours duquel il prend la pleine mesure de ses racines et de la condition canadienne-française. Resté inachevé, le cycle de « La batèche » se compose uniquement de deux poèmes, mais il regroupe un nombre impressionnant de témoins génétiques en raison de toutes les modifications apportées aux textes. L’analyse de ces transformations porte sur les différents états publiés des poèmes, de même que sur l’ensemble des témoins génétiques associés à cette suite inachevée : les notes personnelles de l’auteur, sa correspondance, ses entretiens, les fragments de poèmes ou les brouillons déposés à BAnQ. Le mouvement inscrit dans le cycle s’appuie sur une relation entre la pénombre et la lumière. Ces deux pôles constitutifs de « La batèche », illustrés dans les poèmes par l’aliénation et par son dépassement grâce à la revendication, se construisent dans une optique d’affirmation de soi qui débouche sur un projet de libération collective.

Depuis l’émergence du Web au milieu des années 1990, le rôle et la place des documents traditionnels comme les livres et les périodiques sur support papier ont suscité de nombreuses réflexions chez les acteurs du développement des bibliothèques universitaires. En plus des échanges et des discussions établies dans le cadre de colloques ou de congrès, les intervenants dans les bibliothèques universitaires se sont également impliqués dans la réalisation de projets bien concrets de numérisation des collections. Cet article porte essentiellement sur les enjeux associés au passage de l’analogique au numérique et de la bibliothèque traditionnelle à la bibliothèque virtuelle dans le milieu des bibliothèques universitaires québécoises depuis la fin des années 1990. C’est principalement en faisant le compte rendu des colloques et des journées de réflexion portant sur les problèmes associés à la diffusion et à la conservation des documents numériques que nous identifions quelques-uns des enjeux induits par la numérisation des collections dans ce milieu voué à l’enseignement et à la recherche. Une présentation des principaux projets de numérisation en cours est également faite à partir d’un document rédigé par Bibliothèque et Archives nationales du Québec (BAnQ) à ce sujet.

Notre recherche, menée à l’École de bibliothéconomie et des sciences de l’information (EBSI) de l’Université de Montréal, porte sur les politiques de numérisation et sur la question de la sauvegarde et de l’accès au patrimoine numérique dans le contexte québécois. Elle a pour but d’étudier les politiques collectives de numérisation des collections patrimoniales au Québec. Notre étude s’appuie sur un corpus méthodologique exploratoire, composé de trois étapes essentielles. 1) D’abord, nous examinons les documents de l’UNESCO (1972, 1989 et 2003) sur le patrimoine en général et le patrimoine numérique en particulier. Dans le domaine théorique, notre étude met de l’avant certains concepts fondamentaux dont ceux de « collection patrimoniale » (Turcan, 2003), de « patrimoine numérique » (UNESCO, 2003a et Molinaro, 2005) et de « patrimonialisation » (Micoud, 2005). 2) Par la suite, nous analysons le contenu des documents et des comptes rendus produits par les institutions culturelles qui sont parties prenantes dans le débat sur l’information numérique, dans les contextes fédéral et provincial au Canada. 3) Et, enfin, nous présentons un modèle théorique pour les politiques concernant les programmes de numérisation et nous étudierons les projets de numérisation des collections patrimoniales mis sur pied à Bibliothèque et Archives nationales du Québec (BAnQ).

Le présent article propose un système de recommandations fondé sur le filtrage des documents associés à des notices bibliographiques MARC 21 et l’historique des emprunts de l’abonné provenant du système intégré de gestion de bibliothèque. L’expérience a été menée en 2017 à Bibliothèque et Archives nationales du Québec. Le taux de précision élevé obtenu lors de la période d’évaluation prouve le potentiel et la faisabilité du système. Les résultats obtenus montrent que l’utilisation d’un système de recommandation adapté aux bibliothèques publiques permet d’améliorer la qualité des services offerts aux usagers avec un minimum d’impact sur les systèmes opérationnels déjà en place.

La Société d’étude et de conférences, fondée à Montréal en 1933, est un regroupement féminin à l’origine de plusieurs manifestations littéraires et culturelles du milieu du xx e siècle au Québec. Privilégiant l’étude et la recherche en cercles d’une douzaine de femmes, elle invite aussi, entre 1933 et 1967, au-delà de 500 conférenciers reconnus, dont les Français Pierre Emmanuel et Jean-Paul Sartre ainsi que les Québécois Paul-Émile Borduas et René Lévesque. De 1951 à 1967, le regroupement fait paraître son Bulletin, qui propose des textes des membres et des conférenciers invités. Au sommaire, il est question de littérature, d’histoire, de critique et d’actualités littéraires et culturelles. Il s’agit d’un organe d’information, certes, mais surtout d’un lien tangible entre les membres. Pour la Société d’étude et de conférences, le Bulletin est une nouvelle façon, après les recherches personnelles, les conférences et le concours littéraire, de réfléchir et de partager des connaissances. Oublié des chercheurs, le Bulletin de la Société d’étude et de conférences mérite d’être analysé pour comprendre chacune des étapes qui ont mené les femmes à occuper l’espace public. Cette analyse a été rendue possible grâce au fonds Société d’étude et de conférences (section Montréal), conservé au Centre d’archives de Montréal de Bibliothèque et Archives nationales du Québec (BAnQ).

<span>This paper presents the Least Mean Square (LMS) noise canceller using uniform poly-phase digital filter bank to improve the noise can-cellation process. Analysis filter bank is used to decompose the full-band distorted input signal into sub-band signals. Decomposition the full-band input distorted signal into sub-band signals based on the fact that the signal to noise ratio (S/N) is inversely proportional to the signal bandwidth. Each sub-band signal is fed to individual LMS algorithm to produce the optimal sub-band output. Synthesis filter bank is used to compose the optimal sub-band outputs to produce the final optimal full-band output. In this paper, m-band uniform Discrete Fourier Transform (DFT) digital filter bank has been used because its computational complexity is much smaller than the direct implementation of digital filter bank. The simulation results show that the proposed method provides the efficient performance with less and smooth error signal as compared to conventional LMS noise canceller.</span>

This paper attempts to present an uniform digital filter bank based on linear phase FIR and IIR filters applied for Frequency Response Masking (FRM) technique in hearing aid applications.In the proposed filter bank, nine uniformly spaced sub-bands are formed with the help of half band filters and masking filters. These nine channel FIR filter bank is realized using an interpolated half band linear phase FIR filter and an appropriate number of masking FIR filters. The nine channel IIR filter bank is realized using an interpolated half band approximately linear phase IIR filter and an appropriate number of masking filters. The proposed approximately linear phase IIR half band filter bank is compared with filter bank based on linear phase FIR half band filters in terms of area, power, memory and number of gates needed for implementation. The experiment was carried on various hearing loss cases and the results obtained from these tests proves that, the proposed filter bank achieved the required matching between audiograms and magnitude response of the filter bank at very reasonable range with less computational complexity.

Concern over the use of pesticides in public areas, such as schools, daycare centers, and parks, has prompted some state and local governments to severely restrict or ban pesticides in these locations. Connecticut currently has bans for daycare centers, school grounds with kindergarten through eighth grade classes, and playgrounds in municipal parks. This study was designed to understand general public awareness of these bans and the public sentiment for these additional bans. An online survey was conducted in late 2016 asking Connecticut residents about their levels of awareness of the current pesticide bans, and whether they supported the current ban or would support additional bans. Demographics and other individual characteristics/perceptions are used to explain whether a respondent knows there is a pesticide ban and if the respondent thinks there should be a pesticide ban. Only 7% of the respondents could correctly identify where pesticide bans are currently in place, with most respondents being unsure (74%) if a ban was, in fact, in place. No respondents correctly identified the location of the ban without also identifying an incorrect location as well. A large percentage of respondents indicated the state should have a pesticide ban, with those respondents supporting a ban across all locations listed. Pesticide bans on school grounds and athletic fields from kindergarten to 12th grade were strongly supported, with scores ranging from 85.9 to 86.6 on a 100-point scale, with 100 representing extreme support for pesticide bans. The results indicate that general awareness of the current pesticide ban, as well as knowledge of where current bans are in place, is low. Most respondents support a statewide ban that exceeds current Connecticut law.

Purpose – The purpose of this paper is to report public reactions to a total workplace smoking ban, including smoking behavior, attendance at bars and clubs, and attitudes toward a broader ban. Design/methodology/approach – Surveys were conducted in two adjacent jurisdictions, one of which instituted a total workplace smoking ban. Surveys took place before (n=1,609) and after (n=1,600) enactment of the ban in the relevant jurisdiction. Findings – No change in smoking prevalence occurred in the jurisdiction enacting the ban. Strong majorities of non-smokers supported the ban, while strong majorities of smokers expressed opposition. In the jurisdiction that enacted the ban, smokers who appeared to be high-volume consumers at bars and clubs were most likely to report reducing attendance at these establishments and to oppose the ban. Research limitations/implications – Surveys depend on accurate self-reporting of behavior and attitudes. Practical implications – Some bars and clubs may incur financial losses due to smoking bans. A core of strong opponents can undermine public consensus regarding smoking bans. Licensing a limited number of bars and clubs to allow smoking can safeguard this consensus. Social implications – Limited smoking bans can serve as a means of harm reduction, as non-smokers are protected from environmental tobacco smoke, and accommodation of smokers reduces their motivation to oppose bans. Originality/value – This investigation makes use of detailed data on the public’s thinking and reactions to a comprehensive smoking ban and is a before-after study with controls.

There is global recognition that waste plastic is a ubiquitous pollutant in the built and natural environments. A component of plastic litter and debris is single-use, expanded polystyrene (EPS) food service ware. Reducing the consumption of EPS food service ware is challenging because reuse is not feasible, recycling is not economically viable, and composting is not possible. In the absence of national action to reduce EPS in the USA, local governments have taken the lead on enacting ordinances to eliminate or reduce EPS food service ware. This paper examined the variety of policy instruments that can or have been used by local governments in the USA to reduce EPS food service ware. Because of the inabilities to reuse, recycle, and/or compost EPS, the most frequently used policy instrument has been a ban. As of December 2019, there were 249 local bans in the USA covering 12.85% of the nation’s population: of these bans, 9.6% were partial bans restricting distribution only on government and public property, 65.9% were narrow bans that ban distribution by restaurants and food providers, 8.8% were full bans that include the narrow ban and also ban using EPS food packaging by grocery stores, and 15.7% adopted an expanded ban that includes the full ban and also baned other single-use plastic food ware related items including the selling or distributing of EPS coolers and single-use plastic utensils, straws, stirrers, lids, cups, plates, and containers.

Filter bank multicarrier (FBMC) is one of the effective candidates for the fifth generation of wireless communication networks. 5G (5th-generation wireless systems) is accepted as the next major stage of mobile telecommunication technology. The extent of 5G will be expanded mobile broadband services to next-generation automobiles and connected machines. In particular, filter bank multicarrier with offset quadrature amplitude modulation (FBMC/OQAM) is determined as the future generation 5G air interface by researchers recently. Filter bank multicarrier (FBMC) is admitted as one of the alternative technologies for multicarrier modulation. Compared to orthogonal frequency-division multiplexing (OFDM), FBMC has better spectrum shape and supports mobility. Therefore, efficient hardware implementations have highly interested researchers. Cyclic prefix (CP) and guard band are used for orthogonal frequency-division multiplexing (OFDM) and this causes loss of spectral efficiency, but FBMC applications do not need CP and guard band. Due to the fact that FBMC has offset QAM (OQAM) and band-limited filtering features on each subcarrier, the need for CP and guard band is eliminated. In this paper, novel pipelined hardware architecture of the filter design of FBMC/OQAM modulator has been proposed.

This study examined the effect that POS display bans have on smoking prevalence.MethodsData were sourced from Euromonitor International and the WHO MPOWER package for 2007–2014 from 77 countries worldwide. generalised linear models with country and year fixed effects were estimated to analyse the effect of POS display bans on smoking prevalence.ResultsHaving a POS display ban reduced overall adult daily smoking, male smoking and female smoking by about 7%, 6% and 9%, respectively.ConclusionsHaving a POS display ban is likely to reduce smoking prevalence and generate public health benefits.

Objective: This paper reviews the findings from 26 international studies that report on the effectiveness of smoking bans in inpatient psychiatric settings. The main aim is to identify which processes contribute to successful implementation of smoking bans and which processes create problems for implementation in these settings. Method: After performing an electronic search of the literature, the studies were compared for methods used, subjects involved, type of setting, type of ban, measures and processes used and overall results. Total bans were distinguished from partial bans. All known studies of smoking bans in psychiatric inpatient units from 1988 to the present were included. Results: Staff generally anticipated more smoking-related problems than actually occurred. There was no increase in aggression, use of seclusion, discharge against medical advice or increased use of as-needed medication following the ban. Consistency, coordination and full administrative support for the ban were seen as essential to success, with problems occurring where this was not the case. Nicotine replacement therapy was widely used by patients as part of coping with bans. However, many patients continued to smoke post-admission indicating that bans were not necessarily effective in assisting people to quit in the longer term. Conclusions: The introduction of smoking bans in psychiatric inpatient settings is possible but would need to be a clearly and carefully planned process involving all parties affected by the bans. Imposing bans in inpatient settings is seen as only part of a much larger strategy needed to overcome the high rates of smoking among mental health populations.

This paper evaluates possibility of using a new hybrid system based on variable speed diesel generator (VSDG), Li-ion battery bank and supercapacitor bank (SC) for a rubber tire gantry crane (RTGC) used in container terminals. Existing commercial hybrid systems face difficulties producing high efficiencies, higher life span, and lower initial investment cost due to inheriting characteristics of batteries and supercapacitors. In the proposed power system, a variable speed diesel generator act as the principal energy source, while a Li-ion battery bank and SC bank act as an energy storage system. The battery supports the diesel generator during steady demand and further, it absorbs a part of energy during regeneration. The energy management strategy, control the power flow from different sources while maintaining battery state of charge (SOC) level within a narrow band. Unlike most battery systems, this narrow band operation of battery system increases its life span while reducing capacity fade. The originality of this study can be emphasized from this narrow band SOC control technique. Simulation results for real operational load cycles are presented showing a stable system operating under defined current limits which can enhance lifetime of battery system and increase fuel saving by downsizing 400 kW constant speed diesel generator to 200 kW VSDG.

This paper presents a second-order tunable single-ended (unbalanced) bandpass filter (BPF) with continuous 0.4–3-GHz coverage and a tunable balun BPF with continuous 1.1–1.7-GHz coverage for software-defined radio transceivers with the use of band-switchable and radio frequency (RF)-micro-electromechanical systems (MEMS)-tuned resonators. The BPFs are realized with two pairs of RF switches for coarse-tuning and RF-MEMS-tunable capacitors for fine-tuning. On the one hand, for the tunable single-ended BPF, a transition between three bands is enabled using two pairs of RF switches. On the other hand, for the tunable balun BPF, a transition between two bands is enabled using one pair of RF switches. Furthermore, the three-band switchable single-ended BPF is constructed in a nested two-filter bank structure for expanding the tuning range without increasing the footprint. In addition, to complement the discrete band gaps, RF-MEMS capacitor-tuned resonators are used, and a continuous tuning range of nearly the entire ultra-high-frequency band is achieved. The filter bank is fabricated on a Duroid substrate with εr = 3.5 and h = 0.787 mm. The filter bank has an insertion loss of 3.2–6.8 dB and a 1-dB bandwidth of 65–450 MHz with a continuous tuning range of 0.4–3 GHz.

A pseudo cohort study using national cross-sections (2001, 2004, 2007, and 2010) was conducted to examine differences in smoking prevalence under different smoking ban policies such as a complete workplace indoor smoking ban (early or recent implementation) and a partial smoking ban among male public workers and husbands of female nonsmoking public workers. The effectiveness of smoking bans was estimated by difference-in-differences (DID) with age group stratification. The results varied considerably by age and implementation period. Although DID estimates (positive value of DID estimate represents smoking cessation percentage) for both smoking bans on total male smoking were not significant, the over-40 age group indicated a significant DID estimate of 5.0 (95% CI: 0.2, 9.8) for the recent smoking ban. For female workers' husbands' smoking, the over-40 age group indicated positive, but not significant, DID estimates for the early and recent smoking bans of 7.2 (−4.7, 19.2) and 8.4 (−2.0, 18.7), respectively. A complete indoor workplace smoking ban, particularly one recently implemented among public office workers aged over 40, may reduce male workers' smoking and female workers' husbands' smoking compared with a partial smoking ban, but the conclusion remains tentative because of methodological weaknesses in the study.

Home smoking bans can reduce tobacco smoke exposure, but little is known about the impact for Chinese American household pairs. In this study of 202 household pairs with low acculturation, 53.9% reported a home smoking ban, 31.7% had inconsistent reports, and 14.4% reported no ban. With decreasing home smoking ban enforcement, more nonsmokers had tobacco smoke exposure (66.1%–86.2%) as measured by the tobacco-specific nitrosamine biomarker urine NNAL (4-(methylnitrosamino)-1-(3-pyridyl)-1-butanol). Despite reported bans, about one-quarter of nonsmokers still reported tobacco smoke exposure at home (23.6%–30%) within the past 2 months and three-quarters reported outdoor exposure. In adjusted regression analyses of geometric mean NNAL ratios, nonsmokers in households with no ban had over two times higher levels than nonsmokers in households with a ban: adjusted log NNAL ratio = 2.70 (95% CI 1.21, 6.03). Higher smoker NNAL level and nonsmoker English fluency were also significantly associated with nonsmoker NNAL levels. Nonsmoker levels in households with an inconsistent ban were not significantly different compared to those with a ban. Although home smoking bans were generally associated with lower NNAL levels, tobacco smoke exposure in this immigrant population with low English proficiency was higher than that of the general population. From a health equity standpoint, there is a need for broader implementation and enforcement of comprehensive smoke-free policies.

The mismatch between the training and the testing environments greatly degrades the performance of speaker recognition. Although many robust techniques have been proposed, speaker recognition in mismatch condition is still a challenge. To solve this problem, we propose a sparse-based auditory model as the front-end of speaker recognition by simulating auditory processing of speech signal. To this end, we introduce narrow-band filter-bank instead of the widely used wide-band filter-bank to simulate the basilar membrane filter-bank, use sparse representation as the approximation of basilar membrane coding strategy, and incorporate the frequency selectivity enhance mechanism between tectorial membrane and basilar membrane by practical engineering approximation. Compared with the standard Mel-frequency cepstral coefficient approach, our preliminary experimental results indicate that the sparse-based auditory model consistently improve the robustness of speaker recognition in mismatched condition.

Speeding is a major contributor to deaths and serious injuries in Australia. To assist in speed countermeasure development, VicRoads commissioned an examination of speeding offenders’ characteristics, re-offence and casualty crashes during and after periods of licence sanctions. These analyses aimed to determine the effects of the following sanctions: licence bans; the increase in speeding ban periods and demerit points for higher level speeding offences; additional demerit point bans for high-range offenders in addition to a 12-month speeding ban; and the good behaviour bond available as an alternative to the licence ban after reaching the demerit point threshold. The study had several positive findings, for example licence bans from speeding offences reduced speeding re-offending and casualty crashes; and there were lower re-offence rates for those who elected to take the good behaviour bond when reaching the demerit point limit.

AbstractThis article examines school bans on the wearing of religious symbols and starts with a discussion of the arguments for the imposition of a ban and the counter arguments against these. The question whether a ban on the wearing of religious clothing in schools is a violation of the right to manifest one's religion as guaranteed by Article 9 of the European Convention for the Protection of Human Rights and Fundamental Freedoms (ECHR) is analyzed using the case law of the European Court of Human Rights and of the English courts in relation to such bans in education. The cases appear to suggest that such bans can be considered an interference with the right to manifest one's religion under Article 9(1), but that these bans can be justified under Article 9(2) in certain circumstances. Two important considerations in the decision of the courts are the way decisions to ban certain forms of religious dress are made and whether alternative ways of manifesting the religion are available.
