Cette recherche s'organise autour de trois points: tout d'abord nous allons nous intéresser au regard posé par nos sources sur ces individus. interroger l'identité de ces personnes autour du champ de l'ethnicité et la mettre en relation avec toutes ses variables, origine sociale entre autres ; il faudra également interroger l'opinion portée par les auteurs antiques sur la valeur militaire, les mœurs et les trahisons des chefs et officiers barbares de la militia armata. Une seconde partie envisagera en quoi les chefs et officiers barbares ou d'origine barbare font partie des élites de ma militia armata, et des élites de la société romaine de l'Antiquité tardive, pour les officiers principalement, et participent au renouvellement de celles-ci Une troisième partie s'intéressera au degré de participation des chefs et officiers barbares dans la militia armata de Constantin à Anastase, et ce, dans une continuité temporelle afin de mesurer les effets de la conjoncture historique sur le recrutement ethnique de la militia armata. From the 3rd to the century, the Late Roman Empire faced a massive Barbarian immigration movement, even within the Sacrum Palatinum. That immigration wave brought with it a form of integration wbich evolved throughout time: a “Romanization” that was wanted but still remained partial and incomplete from the late 3rd century until the late 4th century; then from the late 4th century until the mid 5th century a full Romanization took place which was made ambiguous by the competition with Ancient Christianism; and finally a Romanization, regarded as a secondary matter because of the Christian integration pattern, occurred from the mid 5th to the early 6th century

Dans le cadre chronologique du quatrième siècle après J. -C. , à partir des sources littéraires, épigraphiques, juridiques, iconographiques, et numismatiques, deux problèmes sont étudies: la définition des barbares: l'attitude des romains face aux barbares libres et impériaux. Les critères sont divers: extériorité, absence de vie organisée, infériorité morale et intellectuelle: tous les jugements ne sont pas négatifs, et des peuples extérieurs peuvent ne pas être définis comme barbares. Les comportements sont variables dans l'espace et dans le temps à côté de la fuite ou de la trahison, des phénomènes de résistance ont existé, surtout en Orient. L'emploi de barbares dans l'Empire a rencontré des réserves grandissantes, mais rarement une hostilité totale. Le thème de l'assimilation des barbares n'a jamais disparu, mais la crainte de la barbarisassions n'a cessé d'augmenter
The barbarian problem may be examined in two different ways in the fourth century a. D. : the definition of the barbarian: the study of roman attitudes towards the barbarians living inside and outside the empire. Source material is to be found in writings, inscriptions, laws monuments and coins. Various criteria are to be considered: a situation beyond roman frontiers, a lack of organized social life, or moral and intellectual inferiority: not every roman judgment is systematically pejorative, and some foreign peoples may be perceived as not barbarian. Roman attitudes vary according to space and time: there were flights and treasons, but also popular resistance, especially in the eastern part of the empire. Employing barbarians has encountered more and more suspicion, but has hardly ever been fully condemned. The notion of assimilation has never disappeared, but the fear of barbarizations has never ceased growing

Malgré le redressement accompli par les Tétrarques et Constantin, les relations avec les barbares restent un problème essentiel pour Rome. En témoignent les 25 séquences de pourparlers de paix engagés le long du limes rhéno-danubien entre la mort de Constantin (337) et celle de Valentinien (375). Après une typologie des circonstances dans lesquelles s'engagent ces pourparlers, la thèse analyse la façon concrète dont ils se déroulent. Ils s'organisent en deux étapes : premiers contacts par l'intermédiaire de délégués puis cérémonie de conclusion de la paix. Tout se passe en général dans le barbaricum, quand les barbares, impressionnés par l'adversaire, terrorisés par les ravages subis ou vaincus, envoient des délégués au camp romain pour solliciter la paix. Les sources les présentent en suppliants, mais loin de faire leur deditio, ils viennent discuter les clauses de la paix. Lors de la deuxième phase, chefs et guerriers doivent se livrer à une supplicatio, rappelant le rituel de deditio. Puis ils jurent de respecter la paix et fournissent des otages en garantie. En échange, Rome offre sa fides probablement par un traité (foedus), qui fait du chef barbare un " client ", à qui est sans doute remis un document écrit. Deux fois la cérémonie dérape et se termine par le massacre des barbares. Plus rarement, les pourparlers se déroulent dans l'Empire, alors que les barbares y sont encore. Rome se contente alors d'obtenir leur départ (sans conclure semble-t-il de foedus), ou accepte leur deditio et renonce à les expulser. Enfin, quand Rome accepte de conclure la paix en terrain neutre en 369 et en 374, et de traiter le barbare en " ami ", c'est le signe d'une détérioration du rapport de forces entre les deux parties, dont les effets se font sentir en 376 quand Valens doit accepter l'entrée des Wisigoths dans l'Empire.

Abstract The education system of the province of Ontario, Canada ranks among the best in the world and has been touted as a model of excellence for other countries seeking to improve their education system. In a system-wide reform, leaders used a political and professional perspective to improve student performance on basic academic skills. The school system rose to renown after this reform which moved Ontario from a “good” system in 2000 to a “great” one between 2003 and 2010 (Mourshed M, Chijioke C, Barber M. Premier Dalton McGuinty arrived in office in 2003 with education as his priority and was dubbed the “Education Premier” because of this mandate. His plan for reform had two primary goals: to improve student literacy and numeracy, and to increase secondary school graduation rates. McGuinty also wanted to rebuild public trust that had been damaged under the previous administration. The essential element of Ontario’s approach to education reform was allowing educators to develop their own plans for improvement. AbstractAntigua and Barbuda is currently experiencing an expansion in integrated waste management driven by local community groups. These events are catalytic and transformational, fit well into SEPLS methodologies, and contribute to many of the biodiversity targets and Sustainable Development Goals (SDGs). With waste being a direct driver of and major challenge for biodiversity, climate change and land degradation, many positive multi-dimensional impacts are being seen, realised and manifested that contribute positively to reducing land-based sources of pollution through community stewardship. Such local actions positively impact the sustainable management of natural resources and the protection of habitats. Likewise, they support land degradation neutrality, protection and safeguarding of the ecosystems that provide our soil, air and water resources, sustain livelihoods, and facilitate transfer of knowledge to children and youth.This attempt to pilot a circular economy approach is providing vocational and life skills training, as well as income generation for the local community, including new forms of capacity building and development, while reducing soil, water and air pollution. Public-private partnerships built through this project are motivating other groups to follow a similar path to biodiversity transformation. Changes in attitudes and behaviours, and the building of knowledge and capacities in the next generation, is taking place through school and community outreach programmes.The project has led to community empowerment in understanding that everyone has a role to play in sustainable development and that through collective actions, changes to improve public health can be made.

This chapter details the ancestry of Reatha Watson (a.k.a. Barbara La Marr), born July 28, 1896, in Yakima, Washington, to William Watson and Rose (Contner) Watson. Her father and mother’s life histories, as well as her father’s noteworthy career as a newspaperman, are presented, and her brother and half-siblings, paternal and maternal grandparents, and various extended family members are discussed. The stage for Reatha’s nomadic childhood, prompted by her father’s career and inborn restlessness, is set. Factors that will give rise to and condition certain of Reatha’s predominant personality traits are established. The chapter concludes with Reatha’s birth.

Abstract:
Over the last 50 years, solid state physics and technology have blossomed through the application of modern quantum mechanics to the real world. The intimate relationship between basic research and application has been highlighted ever since the invention of the transistor in 1947, the laser in 1958 and the subsequent spawning of the computer and communications revolution which has so changed our lives. The awarding of the 2000 Nobel Prize in Physics to Alferov, Kroemer and Kilby is another important recognition of the unique interplay between basic science and technology. Such advances and discoveries were made in major industrial research laboratories — Bell Labs, IBM, RCA and others. Today many of these industrial laboratories are in decline due to changes in the regulatory environment and global economic competition. In this talk I will examine some of the frontiers in technology and emerging policy issues. My talk will be colored by my own experiences at Bell Labs and subsequently at a major U.S. national laboratory (Sandia) and at universities (University of California at Santa Barbara and Harvard). I will draw on experiences from my role as the Chair of the National Research Council (NRC) panel on the Future of Condensed Matter and Materials Physics (1999) and as a reviewer of the 2001 NRC report, Physics in a New Era. The growth rates of silicon and optical technologies will ultimately flatten as physical and economic limits are reached. If history is any guide, entirely new technologies will be created. Current research in nanoscience and nanotechnology is already leading to new relationships between fields as diverse as chemistry, biology, applied physics, electrical and mechanical engineering. Materials science is becoming even more interdisciplinary than in the past. Different fields of engineering are coming together. The interfaces between engineering and biology are emerging as another frontier. I will spend some time in exploring the frontier where quantum mechanics intersects the real world and the special role played by designer materials and new imaging tools to explore this emerging frontier. To position ourselves for the future, we therefore must find new ways of breaking disciplinary boundaries in academia. The focus provided by applications and the role of interdisciplinary research centers will be examined. Strangely, the reductionist approach inherent in nanoscience must be connected with the world of complex systems. Integrative approaches to science and technology will become more the norm in fields such as systems biology, soft condensed matter and other complex systems. Just like in nature, can we learn to adapt some of the great successes of industrial research laboratories to a university setting? I will take examples from materials science to delineate the roles of different entities so that a true pluralistic approach for science and technology can be facilitated to create the next revolution in our field.

Towers, corsairs and smugglers in Calabria Ultra during the French Decade (1806-1815)At the beginning of the nineteenth century, even if the phenomenon of running war had subsided, the watch towers still had an active role in controlling the coasts of Southern Italy. Under the French administration some of them were assigned to customs posts, others continued to report the corsair boats always ready to carry out incursive actions. Merchant ships, fishermen and peasants were still struck by the devastating Turkish-Barbarian cruises, but also by corsairs armed by the British in an eternal struggle against the French. The towers are regularly guarded by sentinels armed with non-military weapons, which are not functional to the increasingly sophisticated assaults of the Corsair marines. The people in charge of the customs had to manage a staff often absent from the guardhouse due to malarial fevers, especially during the summer when the coasts were excessively hot. The customs documentation shows the economy of a Southern Italy still rooted in the classic export products: oil, dried figs, cotton, cheese, wine and coarse wool cloths. Raw silk is absent from the market, one of the most exported products until the second half of the eighteenth century and supplanted by the olive tree.

Abstract:
Channel Island National Park (CHIS), incorporating five islands off the coast of southern California (Anacapa Island, San Miguel Island, Santa Barbara Island, Santa Cruz Island, and Santa Rosa Island), has an outstanding paleontological record. The park has significant fossils dating from the Late Cretaceous to the Holocene, representing organisms of the sea, the land, and the air. Highlights include: the famous pygmy mammoths that inhabited the conjoined northern islands during the late Pleistocene; the best fossil avifauna of any National Park Service (NPS) unit; intertwined paleontological and cultural records extending into the latest Pleistocene, including Arlington Man, the oldest well-dated human known from North America; calichified “fossil forests”; records of Miocene desmostylians and sirenians, unusual sea mammals; abundant Pleistocene mollusks illustrating changes in sea level and ocean temperature; one of the most thoroughly studied records of microfossils in the NPS; and type specimens for 23 fossil taxa. Paleontological research on the islands of CHIS began in the second half of the 19th century. The first discovery of a mammoth specimen was reported in 1873. Research can be divided into four periods: 1) the few early reports from the 19th century; 2) a sustained burst of activity in the 1920s and 1930s; 3) a second burst from the 1950s into the 1970s; and 4) the modern period of activity, symbolically opened with the 1994 discovery of a nearly complete pygmy mammoth skeleton on Santa Rosa Island. The work associated with this paleontological resource inventory may be considered the beginning of a fifth period. Fossils were specifically mentioned in the 1938 proclamation establishing what was then Channel Islands National Monument, making CHIS one of 18 NPS areas for which paleontological resources are referenced in the enabling legislation. Each of the five islands of CHIS has distinct paleontological and geological records, each has some kind of fossil resources, and almost all of the sedimentary formations on the islands are fossiliferous within CHIS. Anacapa Island and Santa Barbara Island, the two smallest islands, are primarily composed of Miocene volcanic rocks interfingered with small quantities of sedimentary rock and covered with a veneer of Quaternary sediments. Santa Barbara stands apart from Anacapa because it was never part of Santarosae, the landmass that existed at times in the Pleistocene when sea level was low enough that the four northern islands were connected. San Miguel Island, Santa Cruz Island, and Santa Rosa Island have more complex geologic histories. Of these three islands, San Miguel Island has relatively simple geologic structure and few formations. Santa Cruz Island has the most varied geology of the islands, as well as the longest rock record exposed at the surface, beginning with Jurassic metamorphic and intrusive igneous rocks. The Channel Islands have been uplifted and faulted in a complex 20-million-year-long geologic episode tied to the collision of the North American and Pacific Places, the initiation of the San Andreas fault system, and the 90° clockwise rotation of the Transverse Ranges, of which the northern Channel Islands are the westernmost part. Widespread volcanic activity from about 19 to 14 million years ago is evidenced by the igneous rocks found on each island.
