The particular subject of this thesis is Housing for the Elderly. The intention is to propose an architecture which springs from an alternative attitude towards housing the elderly ... an attitude which purports that multiplicity and exchange are the elements crucial to one's well-being; in contrast to the current paradigm within the world of planning for the elderly ... one of segregation, classification and singularity. With a little license, I call this a research and design thesis, as it has been difficult to define. As a 'research' paper, it entails the use of a particular method of selecting, understanding, and (finally) using a range of references in order to distill from them some underlying principles of form. Yet unlike a true research thesis, it is loosely structured and left open-ended ... intentionally so! The 'design' work provides the testing ground for the principles gleaned from those references. It also allows me the opportunity to exercise myself in synthesizing and arranging architecture. Yet as a design thesis, the work is only the start of an architecture process ... far from being complete. In essence, the thesis is an endeavour in knowing a little more about the 'dancing' between referencing and designing.

This thesis describes the design of an apartment building in Roznov pod Radhostem. It is a detached building on a large and gently sloping land. The building block of flats has five above and consists of a total of 25 residential units. The flat on first floor is designed as a barrier-free. On first floor are situated two mass garages (for 18 cars). The building is designed of structural systém of ceramic blocks, except first and second floor, which has walls and columns of reinforced concrete. The ceilings are from reinforced concrete and the roof is designed as a flat surcharge. The work includes project documentation for the construction and specialization.

The thesis contains a barrier-free apartment building with a rehabilitation center in the administrative area Brno - Židenice. There are two separate buildings. The building block of flats (SO01) has two above, one underground floor and consists of a total of 11 residential units, garages and also has available for residents of social service. The building is constructed of structural system of ceramic blocks (Porotherm), except basement, which has walls and columns of reinforced concrete. The ceilings are from reinforced concrete and the roof is designed as a flat surcharge. The second object (SO02) is a single-storey and is also built from the system ceramic block with reinforced concrete ceilings and flat roof vegetation. The whole complex is insulated contact system. Both buildings are designed as a barrier-free, which is an ideal place to stay for the disabled, who can easily use the services of a rehabilitation center.

Abstract:
With rights to access now become basic human rights, it demands a tool for building disability inclusiveness assessment to tell how far we have gone to include persons with disabilities (PWDs) in buildings. Calling for more researches in disability inclusive facilities and inclusive education in various international conventions and statements such as the UN Convention on the Rights of Persons with Disabilities (2006) and the UNESCO Salamanca Statement (1994), the Physical Disability Inclusion Sub-score (PDIS) and the Visual Impairment Inclusion Sub-score (VIIS) as simple, quantitative and more objective tools for assessing higher education buildings were developed here. Other than that whether building professionals have knowledge of the way PWDs access and use buildings were at the same time examined. This study consists of four parts with (1) conception, (2) the PDIS and the VIIS for assessing the disability inclusiveness of buildings, (3) main survey and (4) conclusion. By way of literature review, the PDIS and the VIIS frameworks were constructed and they were fine-tuned with inputs from building professionals and users with impairments in the pilot phase. NSFDSS but not the far more popular AHP was applied to weight the elements under the PDIS and the VIIS for both credibility and practicality reasons. In all, between March and July 2012, 20 building professionals, 22 persons with physical disability and 21 persons with visual impairment were surveyed. The PDIS and the VIIS then developed were much simplified with around 200 items under about 20 categories. Design was weighed by all to be more important than Management. Following that 48 higher education buildings from four universities in Hong Kong were assessed in March to September 2013. The dispersal of the PDIS and the VIIS were found largely due to Design rather than Management. In the disability inclusion performance of different categories, Operations and Maintenance, and Management Approaches were respectively the best and the least well performed categories, and Vertical Circulation and Entrance were the more disability inclusive Design categories. As for hypothesis testing, 13 working hypotheses were developed from 4 main hypotheses. By Spearman’s rank correlation test or the t-test, it was found that building professionals and both persons with physical disability and persons with visual impairment did not weigh the elements under the PDIS and the VIIS differently, and the mean values of the standard deviation of the weightings given by users with impairments were not greater than those given by building professionals. It is evidenced that building professionals somehow have knowledge of the way the physically impaired and the visually impaired access and use buildings, and impaired users are not biased on their experience. Having the PDIS and the VIIS developed, it is in pole position to adjust and apply them to study other buildings such as health care facilities and office buildings. Towards a more progressively aggressive step is to make changes to them to examine the more complex issue of ageing friendliness of buildings for the grey population following WHO Age-friendly Environments Programme.

Resumo: O reaproveitamento de resíduos na construção civil tem sido uma alternativa viável para diminuir o consumo de materiais naturais e a disposição inadequada dos resíduos no meio ambiente. Neste trabalho avaliou-se o reaproveitamento de resíduo de borracha de pneus, proveniente do processo de recauchutagem, em substituição parcial do agregado miúdo natural, para a produção de pisos táteis intertravados de concreto. O piso tátil de concreto é uma peça utilizada na pavimentação, que permite a percepção do ambiente ou rotas acessíveis, proporcionando mais segurança e autonomia para as pessoas com deficiência visual. A substituição foi feita em relação à massa da areia nas proporções de 10%, 20%, 30%, 40% e 50%. As seguintes propriedades do concreto foram investigadas: consistência no estado fresco, resistência à compressão, resistência à tração na flexão, absorção de água, índice de vazios, massa específica do concreto endurecido, resistência à abrasão, resistência ao impacto e análise de microestrutura. Embora a grande limitação do uso da borracha de pneus como agregado no concreto seja a redução das resistências mecânicas, os traços com até 50% de substituição atingiram ótimos valores de resistência à compressão e resistência à tração na flexão e apresentaram melhores resultados de resistência à abrasão. A utilização do resíduo de borracha de pneus, em substituição parcial da areia natural no concreto para a produção de piso tátil, além de contribuir com a sustentabilidade na construção civil, por meio da economia de extração de matérias-primas e redução do descarte e acúmulo inadequado de pneus inservíveis, proporcionou melhorias a algumas propriedades importantes para a eficiência e qualidade do piso tátil de concreto
Abstract: The reuse of waste in construction has been a viable alternative to reduce the consumption of natural materials and the improper disposal of waste on the environment. In this work recycled tire rubber (crumb rubber) was used as aggregate in concrete to produce tactile paving block. The concrete tactile paving block allows perception of the place or accessible routes, providing more security and independence for people with visual disabilities. The crumb rubber was used to replace sand by mass at the level of 10%, 20%, 30%, 40% and 50%. The concrete characterization was performed by testing its consistency, compressive strength, flexural strength, water absorption, porosity, density, abrasion resistance, impact resistance and microstructure analysis. Although the major limitation using the crumb rubber as aggregate in the concrete is to reduce the mechanical strength, the mixtures with up to 50% of substitution reached optimal values ??of compressive strength and flexural strength and showed a better abrasion resistance. The use of crumb rubber in partial replacement of natural sand in concrete to produce tactile paving block, proved to be a viable alternative. Besides contributing to construction sustainability, minimizing the extraction of raw materials, and reducing improper disposal and accumulation of scrap tires, provided improvements to some important properties that assure the efficiency and quality of the concrete tactile paving block

Many countries in the world have in recent years developed measures to increase accessibility to the built environment for persons with disabilities. Of particular concern are facilities such as roads, railways and public premises. The United Nations Convention on the Rights of Persons With Disabilities (CRPD) confers accessibility as a right and gives responsibility to state parties to ensure to persons with disabilities (PWDs) a barrier free environment. The Constitution of Kenya (2010) states that PWDs have a right to facilities including educational that integrate their needs. The Person With Disabilities Act (2003) provides for mechanisms through which such enforcements can be enacted. The body responsible for implementing the Act has developed minimum accessibility guidelines to inform this endeavor as part of Kenya‟s dream of becoming a middle income economy by the year 2030. This research report/treatise details the findings of a pilot baseline survey study conducted in Nairobi, Kisumu and Mombasa Cities.

The project involves the design and solution of restaurant with microbrewery and accommodations. This is a new building on the land plot no. 2739, which is located in Golčův Jeníkov and situated in the middle of plat. Entrance to object and disposition inside the building is has barrier-free solution. Restaurant with microbrewery is designed for a capacity of 120 people in restaurant and 30 places to sit in lounge bar. Total capacity of boarding house is 21 beds. One double room is designed has barrier-free solution. Structural system of restaurant with microbrewery is combined, which is formed in one part of precast concrete frame S 1.2 and in other part of wall structural system. They are designed reinforced concrete columns about dimensions 0,4x0,4 m with axial distance 6x8 m. Masonry part of the building and infill wall in above-ground floors is lined with ceramic blocks of the type therm. Infill wall in the basement is formed of permanent formwork. The building is insulated a contact thermal insulation with an insulation of thickness 130 mm. Internal loadbearing and non-load-bearing wall in basement and in first floor are lined with ceramic blocks type therm and in second floor they are designed plasterboard partitions. The building is covered with a warm flat roof. Loadbearing structure of roof and ceilings structure are formed prestressed concrete floor slabs SPIROLL. Floor assembly is burdened with river stones of thickness 120 mm.

In my thesis I have dealt with a building plan of a winery and a boarding house located in South Moravia. It is a detached house which is embedded in a mildly steep land. The building itself is barrier free. There are two floors and a basement. There is a production of wine in the basement. It is separated into several parts such as a clean preparation room, a storeroom for wine bottles and storeroom for Nitrogen bottles, hall, emploees´area, and export. The basement and the first floor are conected with an elavator. The first floor is supposed to serve the visitors. There is a reception, a large degustation room, bar, kitchen and the sanitary facilities on the first floor. On the second floor there is acommodation for visitors. There are seven rooms adapted for two or three people. The vertical brickwork in the basement is formed by concrete blocks 50 by producer BEST. The above - grade vertical brickwork is made of ceramic blocks POROTHERM PROFI 44. The bulding is insulated with thermal insulation system Baumit open Premier. The horizontal construction is made of ceiling panels SPIROLL. A roofing above the second floor is made of nailed ties. The roof has saddle shape and is double skinned. Total height of building is thirteen metres. In front of the building there is parking lot for twelve cars and one place for disabled.

The new building of a university dormitory with workshops is the content of the presented thesis. The building consists of fifty-two beds for students’ accommodation with complete equipment in eight cells, three workshops and a technical support. This is a combination of reinforced concrete prefabricated skeleton and classical masonry building construction with insulation. The building has four floors. It is designed as seven towers with flat roofs, which protrude from a ground floor with a vegetative roof. Paved and parking areas are adjacent to the building. The project is designed into an urban area of Nový Jičín. Glass atrium and overall shape solution are the distinctive features of the proposal.

Abstract:
This thesis deals with the reconstruction of the Adamov municipality,based on a solution of barrier-free building use, overall improvement of the energy performance of the building and creation of new office spaces in the form of a loft. The object is located on a building site in the town Adamov. The object is currently connected to a III. road, parking space and utilities. It is a building with three above-ground floors and one basement floor. The ground plan of the municipality is rectangle-shaped, the maximum outline dimensions of the rectangle are 28.38 x 16.70m. Existing vertical supporting constructions are mason made of fired bricks. The roof frame structure is made of wood, construction framework stagnant stool, fired tiles are used as roofing. Floor surfaces are formed by ceramic tiles or vinyl. The entrance part is covered with a flat roof. The entrance area will be redesigned as a barrier-free, with a connection to the elevator that goes through the entire object. The sanitary facilities in the first and in the second floor will be renovated. Newly created attic floor will be – except for the lift - connected to the interior of the building by a new steel staircase and the walls on this floor will be of a light type. Holes fillings will be changed in the perimeter walls. A thermal insulation of the entire object by a contact heating system will take place. This thesis consists of preparatory work and studies, implementing documentation, text reports, calculations of the thermal technical assessment and fire safety solutions. Project documentation is made in accordance with currently valid laws, regulations and standards.

The project documentation, processed in the framework of the diploma thesis, solves the new building of the administrative building of the building company in the village Lukov u Moravských Budějovic. The building is made of traditional brick technology therm tl. 50 cm, without insulation, ceilings are reinforced concrete, flat roof, vegetation. Vegetation is also part of the facade of the building, which at the same time serves as a root cleaner. The philosophy of the whole design is to create a high-quality working environment for building company employees, a pleasant environment for customers and to best solve the environmental footprint of the building. The topic of this dissertation is to elaborate the building-technical part of a project documentation for a realization of a new building „old people’s home“ in Trutnov. This building will be used for old people who have various health problems or who have to rely on other people’s help. From the top view the building is divided into two parts – part A and part B that have a different functionand are connected with a linking passage. There are two floors in the building. The roof construction is designed flat withoutside and inside drain pipesfor the draining off water. The architectural concept of the building fits in the nearby built-up area. This includes a new building on land plot 389/1, 389/3, 389/4, 1632/2, 1632/3, 1634/9, located in the town of Čáslav. Access to the building and layout inside the building is barrier-free. The restaurant is designed for a capacity of 120 people to sit. The total bed capacity of the pension is 14 beds. One double room is designed for barrier free use of the accommodation unit. The structural system of the object is masonry, with additional elements of the cast-in-place concrete frame. At the site of the largest span are designed reinforced concrete columns and dimensioned 0.3 x 0.3 m with a maximum centre to centre spacing of 5.31 x 5.775 m. Basement masonry is supposed to be from permanent shuttering. The masonry part of the building at the groundfloors is made from ceramic blocks of type POROTHERM with 300 mm thickness. Internal loadbearing masonry and not loadbearing masonry walls are built from ceramic blocks of POROTHERM with thickness 250, 150, 80 mm, or plasterboard partition with thickness 155 mm. The building is insulated with a contact insulation system. The (exterior) building envelope is designed with a ventilated air gap. The floor structure is supposed to be from reinforced concrete monolithic slab. The building is roofed with a flat roof with a single-layer flat roof with a classical layout. Above the restaurant will be an extensive green roof.

The thesis deals with new building of the basement multifunctional building with flat roof in town Klatovy. The building has four aboveground and one underground floor. The whole building offers barrier free access. The entrance to the residental part of the building and the stores are on the east side. The entrance to the wine is situated on the west. There are collective garages on the first basement floor. On the first abovegroung floor are selling space, a wine and technical facilities of the building. On the second floor one flat for disabled people and five flats. Six flats are situated od third floor and four flats on fourth floor. The combined construction is made from support system Porotherm and reinforced concrete. The building is based on grillage base from reinforced concrete. The structure of ceiling is made from reinforced concrete. Two elevators and two reinforced concrete monollithic staircases can be found in the building. The roof over the whole building is single-layer with aggravating gravel. The parking is situated in the undergroung part and on the plot belonging to the building and is designed for physiccally disabled people.

The diploma thesis discusses a formation of the Generel barrier-free routes in Šlapanice. The first theoretical part consists basic information about barrier-free use of a building for people with limited movement and orientation. There are elements which need to be placed in the building or on a route for smooth movement of people with limited mobility, peoples with a stroller and people with visual impairment. Furthermore, there is a focus on technical requirements that ensure barrier-free use of roads and public spaces. Important buildings in Šlapanice are selected in the second practical part. Among the chosen objects there are designed routes with assessing terms of barrier-free. The set of proposed routes connects 24 selected important buildings in the city. It is divided into six parts, one of them leads to the outskirts of Šlapanice towards Bedřichovice. Following is a detailed analysis of these routes, a comparison with a decree, a methodology and a proposal for repairs.

The thesis deals with the issue of protection of Prague's main train station as a soft target and it's regular operation, mainly by using evacuation model with emphasis on barrier-free issues. Mapping of the building was conducted by using Decree No. 398/2009 Coll. general technical requirements ensuring the barrier-free usage of buildings and their parts. Adapting the environment to people with reduced mobility is not always axiomatic, especially in terms of evacuation. For the movement of these persons it is necessary to take into account their needs and possibilities in normal traffic and during evacuation. The sociological and psychological aspects of crowd and individuals have also significant impact on evacuation. For identifying critical points of the main train station, it has been used knowledge of local research, knowledge of barrier-free buildings, sociology and psychology, and special simulation tools for modeling the movement of people. It has been found that space can be optimized by detailed analysis of simulation outputs to meet all expected requirements without negative impact on barrier-free domain. Thanks to this, it was possible to achieve a new design, which accomplishes higher safety of people with movement and orientation disabilities, especially during emergency situations in building of main train station Prague.

Diploma thesis describes the design and processing of project documentation of the apartment building. The apartment building is located in the central part of the city of Brno, in the district of Štýřice. The building has 5 floors. Its basementless with flat roof and it is based on the footings of plain concrete. Load-bearing, peripheral walls and partitions are designed from ceramic blocks POROTHERM. Ceiling construction is designed to be assembled of ceramic ceiling fittings MIAKO built on POT supports. Peripheral walls of all floors are insulated with external thermal insulation composite system ETICS with thermal insulation of mineral wool. In the place of the plinth is wool replaced by XPS polystyrene. In the facade there are anchored wooden lattice constructions using ProPasiv anchors. These constructions are covered by façade cladding sheets CEMBRIT METRO and they devide whole building into separate units. There is housing and communal part of the building. On the first floor there are storage areas, the main service room, utility room and two barrier-free apartments. In the second to the fifth floor there are 9 residential units, one of which is designed as duplex apartment . All floors are connected by staircase and wheelchair lift. Parking for 17 cars is designed in front of the building . Two parking spaces are wheelchair accessible.

The focus of this creative project is the interior rehabilitation of Renaissance Place, a historic alley-type structure in Downtown Muncie, Indiana, circa. 1895. The emphasis is on the rehabilitation of three of the six units with sensitivity to Americans with Disabilities Act (ADA) and Leadership in Energy and Environmental Design (LEED). Digital lighting studies of the interior space are completed for different times of the year by using a program called Accurender 3. The techniques and products introduced through this project will be presented to the owner. The final product is also intended to be inspirational for other individuals rehabilitating similar structures with desire to incorporate ADA and LEED guidelines.

Parallel to this increase, special projects have been developed for aged people in the developed countries, but with these projects aged people were often excluded from society. People with disabilities were already living isolated from society. With the effect of raising awareness in the public after the adoption of the Universal Declaration of Human Rights in 1948, in the course of the last sixty years studies have been realized and new standards and principles have been developed for elderly people and people with disabilities to benefit from the social life equally together with everyone and to raise their quality of life. Starting with the barrier-free design approach, a new period improving and changing the view point of design from general and private design to design for all, to inclusive and/or the universal design has begun. In the thesis, this period has been reviewed through the summarized definitions of these stages. The effects of these improvements have been related to the design and construction of the built environments and buildings. Therefore, people with disabilities started to participate in the society more than ever. The implementation of principles of the Universal Design in the public buildings, especially to hospitals, cultural centers and shopping centers has gained more importance in order to advance full social integration of people with disabilities to the society. Number of shopping centers in Turkey increased rapidly after 1995. In this thesis, two examples were examined and evaluated in the light of universal design principles. The problems faced in these buildings were examined in order to design more inclusive buildings and environments. A brief history of shopping centers was presented. Brief information about some examples of old bazaars from Anatolia and shopping centers from different countries were given.

The diploma thesis deals with the design and elaboration of the project documentation of a polyfunctional house with a café in Kyjov. The new building is located in the northern part of the city. It is a 4 floor object, partlial basement building with a saddle roof. The house is based on plain concrete slabs. The supporting peripheral and internal masonry is designed from POROTHERM brick blocks. In the cafeteria, an open layout is proposed using beams and columns. Ceiling structures are designed from the POROTHERM MIAKO system. The roof structure is designed with a truss with sheet metal cover. The perimeter walls in the 1PP are designed from blocks of loose formwork filled with concrete, which are insulated with extruded polystyrene. The building is functionally divided into 2 parts, each with its own entrance. The café is equipped with a vestibule, its own café, toilet for women and men with cabins for handicapped visitors and a background with a storeroom, dressing room and WC with a hall. The residential part consists of 4 garages and 6 apartments, 2 of which are adapted for the handicapped. The object is designed with natural ventilation. The object is barrier-free. In front of the building is proposed a parking space for 9 seats, 2 of which are designed for handicapped and 2 for apartment owners.

The diploma thesis is elaboration of project documentation of the object Housing for seniors in Brno - Dolní Heršpice. The site is located un the area with the planned development of the city. The object is detached, three-story with a partial basement. The building is divided into five parts. The building is based on concrete foundation pads and strips. The structural construction is a combined column and wall system in technological design as monolithic concrete. The building is designed as a low energy building, with contact insulation (ETICS). The whole building is designed with forced air exchange. An extensive and intensive walkable flat roof is designed. The aim is to create small, barrier-free, community housing with affordable services and support, with a possible life expectancy. Services for the elderly with reduced self-sufficiency and with mild health and mental dysfunctions are considered. The building is equipped with space for accommodation with a capacity of 48 beds, space for eating with a separate kitchen, space for leisure and physical activities, space for basic health and social care and space for administrative and technical facilities. The construction is divided into several buildings, the subject of the thesis is primarily the solution SO.01 - Housing for seniors

Diploma thesis describes the design and processing of project documentation of the multifunctional building. The multifunctional building is located in the central part of the town Náměšť nad Oslavou. The building has 4 floors. It is partly cellared building with flat roof and walkable terraces. This building is consisted of 2 functional parts, the first part is designed for living and the second one is designed for contact with the customer. There are shops and offices. The first floor is wheelchair accessible. In the basement there is a technical background of the building and cellars for housing units. In this multifunctional building we can find 13 residential units and five offices. All of the floors are connected with staircase and lift. The Carpark and the private garden with playground are also part of this residential area. This building is based on concrete blocks. Load-bearing, peripheral walls and connecting walls are made of ceramic blocks. A monolitic ceiling construction is the combination of the iron and the concrete. Two types of insulation are used in peripheral walls. The first one is called ETICS, external thermal insulation composite system, made of polystyrene. The second type of insulation is facade cladding system where the main insulation layer is made of mineral wool. The insulation layer is replaced by XPS polystyrene where facade is in contact with the ground. Facade cladding panels are made of cement and wood fibers called Cembrit.

Thesis on "Planetarium with coffee" is processed in the form of project documentation for construction. The proposed facility is designed as a two-storeyed without basement with the main ground plan dimensions of 52,8 x 27,47 m and is located near the village Lošov close to Olomouc. The building is operationally divided into a part intended for public entrance and a part for operation and maintenance. Loadbearing structural system is reinforced concrete monolithic skeleton based on monolithic reinforced concrete foundation footings. Ceiling structure consists of reinforced concrete, monolithic, locally supported, cross reinforced floor slab. Vertical external walls are made of ceramic blocks with contact thermal insulation system. Part of the front rounded facade is designed as glass fronted. The building is covered by a warm flat roof. Roof cladding consists of vegetation layers, walkable terrace or non-walkable structure of roof cladding. The planetarium itself is covered by a reinforced concrete dome with a thermal insulation layer of plates of foamed glass. Fillings of doors and windows are made of aluminum profiles with isolating triple glazing. The building meets the requirements for barrier-free use of buildings.

With growing concern for living and working environment, people demand more functions from architectural environment. Recently, the Ministry of Interior developed 8 evaluation indicator for newly built residential apartments, including structure safety, emergency fire escape, barrier-free environment, air, light, and sound environments, energy-saving and water conservation, apartment maintenance. From 2004 to 2006, Changhwa County government inspected barrier-free architectural environment in the existing public buildings. The first three types of public buildings that facilitate the most barrier-free environment are 168 government agencies, 224 financial institutions (post offices, banks, and cooperatives), and 228 schools. Government agencies where people often go for business rank the lowest in certification of barrier-free environment. Hence, it is proven that government does not pay enough attention in promoting public barrier-free architectural environment. With a scope of research in 168 administrative government buildings in Changhwa County, this study investigated the relationship between space management of barrier-free environment and its obstacles, and the situation that the availability of barrier-free space for handicapped. This study also proposed suggestions after comparing the two with research results as follows: (1) lack of management system for streets and routes of police buildings and ground surface of every buildings; (2) cognitive difference to ground surface skidproof measures; (3) limited budget for streets and routes around police building, slopes, stairways of sub-level units buildings (household registration office, land administration office, health station, police office), customer service and communication facility in every buildings; (4) stairways, restrooms, elevators of sub-level units buildings (household registration office, land administration office, health station, police office) are restricted by current regulation; (5) elevators in the sub-level units buildings (household registration office, land administration office, health station, police office) are restricted by building structure; (6) manpower and experiences are limited for streets and routes of police buildings and emergency facility; (7) instruction and signs of every buildings and meeting space lack accurate concept for maintenance. Based on the above conclusion, suggestions are proposed as follows: (1) loosen the rules and regulation; (2) establish standard and principle; (3) set up a comprehensive maintenance system; (4) organizational adjustment; (5) establish a single window to deal incidents; (6) staff training; (7) collect sufficient fund for expenses.

The barrier-free environment provides a convenient environment not only for handicaps but also for people with disabilities(ex: temporary physical disability patients, elderly, women with infant, fracture patients). The people with disabilities can also have appropriate assistance in built environment . It must to hold the site meeting with the local barrier-free environment review panel before applying the using license for public architecture’s new construction and expansion. The review panel should make up with local competent authority of buildings’ engineers, handicaps welfare groups, architect association’s engineers. The study investigates the Taichung City Goverment review panel’s suggestion and opinion on The Building Acts and in the site meeting process. To understand what issues should be promoting or improving with review panel’s members interviews. And take the recommendation at last to improve the completeness for barrier-free environment’s facilities review. The purpose of the study including 3 points: 1. Investigate the review acts of barrier-free environment. 2. understanding the review panel &;#39;s suggestion and opinion on The Building Acts. 3. understanding the review panel &;#39;s suggestion and opinion in the site meeting process. The research methods use the document reviewing to review the barrier-free environment’s item in domestic. Then propose nine main items to design the questionnaire survey after arrange the barrier-free environment’s item in domestic. Besides, the questionnaire survey will investigate the review panel’s suggestion by descriptive statistics and cross-analysis methods. The study found three conclusions: 1. The review member’s composition will have different opinion in barrier-free environment’s appropriate analysis 2. Question 1 investigates the most improper two items in The Building Acts are “bathroom” and “wheelchair seating”. Those two items are “free setting” by rules. 3. The review member’s suggest two opinions by review The Building Act and the site meeting process: (1) The installation can’t comply with the existing standards. (2) Some installations don’t have the installation standards that make the facilities constructin more difficult.

With the coming of an aged society and the increasing number of the disabled, the establishment of barrier-free facilities is generally approved. However, as far as the current situation in our country is concerned, we place more emphasis on the deconstruction of the fixed regulations, frequently bringing into existence some barrier-free facilities that are inconvenient and unsafe for the elders and the disabled in governmental buildings. National Freeway Service Area is an indispensable facility in the highway system. It is designed to serve for the public extensively. In order to maintain the basic human right of users, National Freeway Service Area should be equipped with barrier-free construction so that users can make use of the facilities with more independence, convenience, and safety. The major subject of this research is the newly built Service Areas along the NO. 3 National Freeway. The aims of this research are as follows: 1. To collect and organize the basic information about the barrier-free facilities in Nation Freeway Service Area as the reference for the researchers in the future. 2. To explore the perspectives of barrier-free facilities. To induce and analyze the deficits of barrier-free facility norms as the reference for designers. 3. To discuss the need of barrier-free facilities and the design directions for different public spaces. 4. To examine the advantage and disadvantage of the current barrier-free environment in National Freeway Service Areas and propose suggestions for improvement. The methodology of this research is Literature Review. I will collect the Disabled People’s Protection Law, The Building Technique Regulation, The Barrier-free Facility Establishment Principles, together with local and foreign thesis, to understand the definition and categorization of the disabled and to analyze the norms and construction methods of barrier-free facilities. I will investigate the existing situation and draw a general picture of the research subjects. I will see into the current state and time of using the barrier-free facilities, concluding the peak-hour and foot-hour of the exercise of barrier-free facilities, and recording the result with figures. Finally I will adopt questionnaires and interviews to investigate the disable people in the study cases to know the disabled people’s viewpoints about the barrier-free facilities. The result of this study: 1.The barrier-free facilities in the service areas of No.3 National Freeway are set up so fixed and stiff that the spots of those facilities, like barrier-free elevators, parking spaces and toilets, are not so well for using and planning according to the laws and regulations. Especially for the barrier-free path, the linear-setting facilities, there is also not so completed in the laws and regulations for disabilities. So that the architects or designers just plan and set up barrier-free facilities according to laws without think about the real using behaviors of disabilities when they come to service areas. 2. The barrier-free signs show the facilities are barrier-free not just ban symbols mean that anyone could use those, but now in the service areas these signs actually refer to barrier-free facilities are just provided for the disabilities with legal licenses. Absolutely it only makes the disabilities more particular and distinctive. 3. After observing, this research finds that most drivers have to use the barrio-free parking because there are old passengers or disabilities with licenses in cars, not disabilities them self. The drivers can’t use the barrio-free parking in the service areas of No.3 National Freeway if they have no disability licenses. Therefore the barrio-free parking should not open just according to if the drivers or users have disability licenses.

Accessibility in the built environment has always created barriers for persons with disabilities. Accessibility in public buildings is a key factor for persons with disabilities in achieving livelihoods and independence. However, inaccessible public buildings limits the rights of persons with disabilities to equal participation and prevents them from being equal citizens. Persons with disabilities are often faced with barriers that limit them from actively participating in social and economic life. Many of these barriers are related to accessibility in the built environment. This research report looked into the Department of Public Works’ Accessibility Programme. The accessibility programme intends to make all state-owned buildings accessible for persons with disabilities. The participants of the study were mostly implementers of the accessibility programme and participants from organisations of persons with disabilities. Most of the participants acknowledged the work the Department of Public Works has done. However, they also noted shortcomings in implementing the accessibility programme. The lack of knowledge on disability issues and understanding on how to address accessibility in the built environment was a contributing factor to the ineffective and efficient accessibility programme. The recommendations of the study include inclusive disability programmes in the built environment in the planning, policy development, designing and completion stages. Education and advocacy are highly recommended at all stages of the implementation of the accessibility programme.

Since the first convenient store opened in Taiwan in 1979, various brands of convenient stores of the enterprises vigorously growing at the streets and the lanes, there were 4,000 convenient stores in Taiwan until 1992, which means every store serves 5,200 people in average. The operating mode of convenient stores has transformed from quantity to quality. People can even pay all kinds of the bills in the convenient stores, which makes people are more rely on them. But the insufficient public utilities problems emerged when the incapacities entering the stores, the entrances and the indoor paths. Most of the convenient stores have the barrier-free environment problems, only a small number of them are qualified. This research aims at the buildings for convenient stores in Keelung city (in Taiwan), discussing the reason of the inconvenient entrances of the convenient stores through history researching, environment observing, questionnaire survey and analyzing the standard and law of the barrier-free building design. Investigating the inconvenience of the entrances of convenient stores, analyzing the problems of the unqualified entrances, the sidewalks and the overhang to the path and bring up the improvement solution. This research could be the references of the user, the supervisors, the designer, the structure and materiel, as a standard reference for barrier-free environment According to the investigation and statistic, the route defects are divided into three parts: 1.From road into sidewalk In this item, there are 147 stores without setting indication signs; 51 stores without flat and skid-proof floors; 24 stores with the paths which are under 1.3 meter in width; 2 stores without guiding facilities; 2 stores without continuous guiding borders. 2.From sidewalk into arcade In this item, there are 138 stores without setting indication signs; 65 stores with improper slope ratio; 51 stores without flat and skid-proof floors; 1 store without skid-resistant strips; 17 stores without both-sided handrails; 1 store with improper-caliber handrails. 3.From arcade into store In this item, there are 153 stores without setting indication signs; 18 stores with the clear width which under 80 cm; 74 stores without flat and skid-proof floors; 26 stores without audio-visual indicators; 1 store without the caution zone as wide as the width of the entrance, 30cm (from the entrance) * 60cm in scope. The investigation shows the structure of the path and the elevation of arcades of the buildings cause the problem, the improvement suggestions as below: 1.Establish the details of the building non-barrier environment in the initial designing period. 2.Propagandize the importance of non-barrier environment of the convenient stores, and incorporate it with the estimation when spreading branch stores. 3.Accelerates to direct and assist the ones who don’t reach the standard of the barrier-free environmental improvement plan. This research reveals that constructing the barrier-free environment makes more physical barrier and mentally challenged citizens can pass in and out of the convenient stores more freely and with respect, which also makes the stores make more profit from it. Hoping this research could be the improvement reference of the non-barrier environment of convenient stores for the government, which helps to build the barrier-free environment, to promote the public security and create the friendly metropolis in Taiwan.
