Abstract:
This study resulted from years of interest in the singer Jane Bathori and from a desire to blend the contrasting disciplines of scholarship and musicianship. To that end, this document is a study of music and performing style from the standpoint of an artist who participated in the early performances of selected literature. Bathori is unique in at least two aspects. She sang the first performances of well over one hundred melodies, by more than forty different composers, and she is the author of a book about vocal interpretation, Sur l'interpretation des melodies de Claude Debussy, 1953. This study seeks to examine her work and that of three of her singer colleagues from the standpoint of her book, appearing in its first translation into English in this document.

Abstract:

Joaquín Sorolla (1863-1923) painted numerous works of children bathing and playing on Spain's Mediterranean shores. This life-affirming subject allowed Sorolla to participate in the broad cultural discourse in Spain concerning cultural regeneration. Sorolla's work with the subject of the child bather intensified in the decade following the Crisis of 1898. Sad Inheritance! , his first monumental work on a child bather subject, directly engages the Theory of Degeneration, and the degeneration of Spain itself. While creating this work, Sorolla also developed paintings of child bathers that moved decisively toward a vision of regeneration. It was this regenerative vision that the artist would pursue in a number of complex and shifting ways, until creating a series of large child bather paintings in 1909. This thesis takes an episodic approach, studying key works from a decade of Sorolla' s output.

The study deals with the implementation of the Batho Pele principles in the Greater Tzaneen Local Municipality. Literature review was conducted as a secondary source of information and primary information was collected from a sample of 23 respondents. The study used qualitative (semi-structured questionnaire, observation and document analysis) in data collection and analysis. The findings revealed that the root causes of the challenges and the challenges themselves that the Greater Tzaneen Local Municipality is facing, are mainly internal and include the following: Low morale, budget constraints, lack of enforcement of the Batho Pele principles by both employees and their supervisors, poor employee attitudes, unwillingness to improve towards service delivery, lack of monthly and quarterly meetings where review of all programmes and projects is done. Instead review is done at the end of the year, shortage of human resource in the Community Services Directorate to effectively and efficiently implement systems, lack of sufficient performance incentives to reward those who perform well or exceed the set performance target or halo effect, focusing on the quantity of the end-product (output) rather than on the quality.

Abstract:
The main objective of the study is to explore the accountability of the ward councillors through the application of the Batho Pele principles in Lukhanji Municipality. Accountability is regarded as the key aspect for any government in which it should be monitored and maintained. The main problem to be addressed by this study is the ways in which the ward councillors can improve accountability applying the Batho Pele principles. To address the research problem and to achieve the aims of this study, an empirical research was done by distributing self-administered questionnaires to the participants in Lukhanji Municipality. The research findings revealed that in Lukhanji Municipality poor accountability of the ward councillors in which it needs improvement. Another finding is that poor accountability is caused by the lack of understanding of the Batho Pele principles, lack of understanding of the accountability mechanisms and poor relations between the community and ward councillors. The research findings of the study pointed to the necessity to make a set of recommendations on improving accountability through the application of Batho Pele principles in Lukhanji Municipality.

Abstract:
The new political dispensation has posed many challenges and opportunities to South Africa's national, provincial as well as local government. The democratic breakthrough of April 1994 signalled the government's commitment to society. This is namely a commitment to create a space for every member of society to participate in building a new democratic state, a state whose foundation is the respect for human rights and human development. In these times and climate that compels all public institutions, elected representatives and public officials to execute the constitutional mandate, the North West Province government, as part of a broader strategic component of service delivery, has been facing complex challenges since its inauguration in 1994. The North West Province adopted the Batho Pele programme in 1998 after it was introduced in 1997 by the national Department of Public Service and Administration (DPSA). This programme was aimed at improving service delivery levels countrywide. The challenge for the North West provincial government in determining its performance in relation to satisfy the ever-escalating community demands and needs, is increasingly not only about the resources it dispenses from a limited public purse. Its policy-making process in the context of the Batho Pele programme remains crucial. In this respect, the primary focus of this study was therefore to offer public policy guidelines to strengthen the implementation, evaluation and monitoring of the Batho Pele programme as a policy statement of the North West Province government. This was a limited study with subsections intended essentially to elaborate and supplement the emphasis of the main chapters. The method of investigation was primarily based on the literature, which played a pivotal role in the process to complete the project. In addition, informal and formal interviews were conducted with public officials to seek clarity on certain issues. It hugely assisted in fortifying the information already acquired. From the analysis, the following issues for consideration emerged. The observation, over and above the conventional limitations associated with any public policy analysis, and the integrated and comprehensive approach of policy management and development, dominated the entire project. The next point of analysis of the Batho Pele programme in the North West Province indicated that it was important to treat the four traditional elements of public policy as interdependent aspects of public policy-making. However, having observed all these defects, pockets of success in ensuring that the North West Province meet its constitutional mandate of providing goods and services such as housing, education, transportation, electricity, employment opportunities, infrastructure development, health-care and sanitation, have been noted. Simply, the management of the Batho Pele programme has not been entirely unsuccessful. Finally, the hypothesis that for the successful execution of the Batho Pele programme a holistic and integrated public policy-making is necessary was tested.

The under-resourced and overused public health sector of South Africa has been the subject of national policy reform initiatives and frequent government led investigations. Subsequently, in October 1997, the government introduced eight Batho Pele principles to serve as acceptable policy and legislative framework regarding service delivery in the public service. However the media has constantly criticised the public health system for their pathetic service delivery. Hospitals and clinics have been portrayed as being overburdened and under-productive. Multiple efforts by the government to remedy (and rescue) the situation have not decreased nor diminished the problems. The primary goal of this study is to examine the current quality of service offered by the public health system in South Africa especially in terms of service delivery proposed by the Batho Pele principles. More importantly, how the Batho Pele principles are communicated to the external publics will be evaluated to ascertain the challenges key government sectors face in the adoption and application of these principles. The participation of patients and staff members of two public health facilities in KwaZulu-Natal provided this study with valuable information on which this study is based. The data was collected through the use of structured interviews of in-patients and questionnaires for both outpatients and staff members. A total of 255 patients and 92 staff members participated in this study. Further, the study exposes provocative and controversial issues in the public health system and hopes to stir awareness amongst its respective leaders and its publics. This study demonstrates how challenges faced by the public health organisations through poor ineffective communication techniques caused it to fail to meets its intended purpose. This study also exposes provocative and controversial challenges which place our health care system at risk of total annihilation if left unattended. The study speaks to issues of accountability such as: planning, budgeting and decision making and the plight of the people of our nation.

Abstract:
In this study the focus is on Batho Pele (a Sotho translation for 'people first'), an initiative to get people that work in the public services to be service orientated and to strive for excellence towards continuous service delivery improvement (SA, 2004a:8). Batho Pele consist of a framework with two primary functions that apply to this study; service delivery to people as the customers (patients in this study) and the possibility to hold individual public servants (health care personnel in this study) accountable for poor service delivery. This, in fact, implies that poor performance lead to poor service delivery; thus, compliance with the Batho Pele principles plays a pivotal role to improve quality health care service delivery. The purpose of the study was to make recommendations to enhance the current compliance with the Batho Pele principles in a Primary Health Care (PHC) context that would positively improve quality care and patient satisfaction. A non–experimental, quantitative, descriptive study was undertaken within the philosophical framework of the Batho Pele principles as well as the Patients‘ Right Charter. All participants completed a structured questionnaire to determine the level of compliance with the Batho Pele principles as experienced by the patients and viewed by the health care personnel in a PHC context. The data collected, was analysed using descriptive statistics. Four PHC clinics were involved, situated at Umzinyathi District Health in the Kwazulu Natal (KZN) Province of South Africa. The study included two patient–population samples, based on convenience; the participants that visited the clinics (n=132) and the participants visited by the researcher at home (n=101). Fifty– six (n=56) health care personnel who voluntary agreed to participate in the study were an all–inclusive sample. The findings revealed that the patients in the study felt more secure to answer the questions on their experiences regarding compliances with the Batho Pele principles at home and this could be an important consideration when conducting patient satisfaction surveys. It was also clear that patients were more dissatisfied than health care personnel in most questions asked regarding their experience on the compliance with the Batho Pele principles in a PHC context. Recommendations were made in the light of what was contained in the study that can serve as a starting point to address identified shortcomings in nursing practice, nursing education and nursing research.

This paper is concerned to show that seminal public policy principles have sometimes failed to translate into improved customer service in South Africa and to discover why this should be so. After discussing various dimensions of public policy formulation and implementation, the article cites instances whereby service levels are seen to be compromised by poor execution of policy. It is submitted that inappropriate criteria for the recruitment of office bearers, and a worrying tendency to fail to distinguish adequately between public and private goods, have contributed to degraded levels of customer service which violate the spirit of Batho Pele. It is concluded that government needs to 'walk the talk' with respect to Batho Pele by ridding its administration of officials who have shown themselves to be either incompetent or corrupt.

Abstract:
Esta tese apresenta os resultados dos estudos petrográficos, geoquímicos e de química mineral dos enxames de diques ácidos e básicos e suas encaixantes graníticas associadas ao Batólito Pelotas nas regiões de Piratini e Pinheiro Machado, RS. Os dados obtidos apontam para a existência de dois tipos de diques contemporâneos, ácidos e básicos, gerados aparentemente por processos e fontes magmáticas distintas, com os primeiros sendo associados ao magmatismo da fase final (Granitos da Suíte Dom Feliciano) do Batólito Pelotas, desenvolvido já em regime tectônico extensional. Os diques básicos, apesar da composição distinta, mostram evidências de campo e petrográficas da existência de mistura de magmas, sugerindo contemporaneidade com os diques ácidos. A biotita é o principal mineral máfico dos diques ácidos, enquanto o piroxênio ao lado do plagioclásio mais cálcico (conteúdos mais elevados em moléculas de anortita) aparece associado aos diques básicos, sugerindo que o magmatismo de cada dique foi gerado em condições termodinâmicas e níveis crustais bastante diferentes. Os aspectos de campo e as texturas observadas nos granitos encaixantes mostram a existência da superposição de deformação no estado sólido, tanto em condições dúcteis quanto em condições rúpteis, deformações estas que não foram observadas nos diques. Contudo, as texturas observadas nos diques (micrográfica, mirmequítica, dentre outras) sugerem a presença de líquido residuais ricos em sílica interagindo com minerais de mais alta temperatura já cristalizados. Os dados geoquímicos caracterizam para a região de Piratini diques de composição riolito, traquito e basalto, enquanto para a região de Pinheiro Machado caracterizam diques de composição riolito, traquidacito, dacito, latito e basalto. O mg# revela que os diques ácidos da região de Piratini são mais evoluídos do que as demais rochas estudadas. Os riolitos e traquitos de Piratini têm características de um magmatismo alcalino, e os basaltos, de magmatismo transicional com afinidade alcalina. Os riolitos, dacitos, latitos e traquidacitos de Pinheiro Machado caracterizam-se como magmatismo cálcio alcalino alto-K e, moderadamente alcalino, com o basalto mostrando-se cálcio alcalino. Os diques ácidos de ambas as regiões estudadas representam um conjunto relativamente homogêneo com relação aos conteúdos dos elementos terras raras, e mostram conteúdos mais acentuados em ETR leves, anomalias fortemente negativas de Eu e valores baixos de ETR pesados, sugerindo fracionamento pelo feldspato alcalino. Os diagramas multi-elementares mostram padrão similar entre os diques ácidos e os granitos, com anomalias negativas em Ba, Sr, Eu, Ti, Sc e Ni, enriquecimento em relação ao condrito em K, Rb, Zr, Y e Tb, enquanto o padrão dos diques básicos apresenta anomalias positivas em Ba, Ti, Sr, Eu e La, sendo levemente enriquecidos em relação ao condrito em K, Nd e Zr. A anomalia positiva em Eu pode ser explicada pela presença de anfibólio. A provável correlação dos diques ácidos com as suítes graníticas mais jovens do Batólito Pelotas sugere tratar-se de um magmatismo com características tectônicas tardi-a póscolisionais ao ciclo brasiliano.
New petrographic, geochemistry and mineral chemistry data from acid and basic dyke swarms, associated to the Pelotas Batholith in the Piratini, Pinheiro Machado regions, within the Rio Grande do Sul state are presented in this work. The obtained data suggest that the two types of dykes were generated by different magmatic sources and processes, within an extensional setting that was linked to the Pelotas Batholith. These data suggest also an affinity between the acid dykes and granites from the Dom Feliciano Suite. The basic dykes show different compositions. Field and petrographic evidences shown the existence of magma mixing, suggesting contemporaneity with the acid magmatism. Biotite is the mafic mineral of the acid rocks, whereas pyroxene and calcic plagioclase are the minerals of the basic rocks and together suggest that the magmatism was formed within different thermodynamic and crustal level situations. Field and structural characteristic of the host granitoids show solid-state superimposed deformations within ductile and ruptil regimes, a situation that was not seen in the dykes. Some dykes shown textures mirmekite and graphic suggesting the presence of residual liquid in contact with already crystallized higher temperature minerals. Geochemical data shown that the Piratini dikes are ryholites, trachites, and basalts, whereas of the Pinheiro Machado are ryholites, trachyandesites, dacites, lathites and basalts. Mg# suggest that Piratini acid dikes are more evolved than the other rocks. Ryholites and trachites from Piratini have alkaline to transitional characteristics. Ryholites, dacites, lathites and trachyandesites from Pinheiro Machado are high-k calc-alkaline to moderately alkaline, with the basaltic types showing calc-alkaline nature. The acid dykes of both regions up present one group of rocks relatively homogeneous with relation the rare earth element (REE) values, showing values more pronounced in light RRE, largely negative Eu anomalies and values low in heavy REE, suggesting fractionation of alkaline feldspar. Multielementary diagrams of the studied rocks shown similar pattern between the acid dykes and granites, with negative anomalies in Ba, Sr, Eu, Ti, Sc and Ni, and enrichement in relation to the chondrite in K, Rb, Zr, Y and Tb, whereas the basic dykes pattern shown positive anomalies in Ba, Ti, Sr, Eu and La, being lightly enriched in K, Nd and Zr. Positive Eu anomalies may be interpreted by presence of amphibole. The probable correlation of acid dykes with newer granitic suites of the Pelotas Batholith suggests magmatism with tectonic characteristics late and post-collisionals the Brasiliano Cycle.

Abstract:
The objectives of this research were to investigate the experiences of adult basic education and training educators and learners in their teaching and learning centres; and to develop a humanistic programme infused with Batho-Pele principles for use in adult basic education and training in South Africa. Both the literature review and the qualitative empirical research methods were used to achieve these objectives. The literature review revealed that Batho-Pele is a South African public service initiative to get public servants to be service orientated, to strive for excellence in service delivery and to commit to continuous service delivery improvement. It allows South African citizens to hold public servants accountable for the level of services they deliver. These two statements make it clear that Batho-Pele is not an "add-on" activity, but it is a way of delivering services by putting citizens at the centre of public service planning and operations, which also means that Batho-Pele seeks to include all citizens for the achievement of a better-life-for-all through services and programmes of a democratic nature. The literature review also revealed that Batho-Pele encapsulates ubuntu/botho ideals. Interdependence, communalism, sensitivity towards others and caring for others are some of the aspects of ubuntu as a way of life. The community and belonging to a community is part of the essence of traditional African human life. Humanness is very important in Batho-Pele and Ubuntu way of life in the sense of seeing human needs, interests and dignity as fundamental to human existence. It was evident from the literature review proceedings that traditional Africans believed that these ideals are communally accepted and desirable ethical standards that a person acquires throughout his/her life. From the foregoing paragraph it is clear that for Batho-Pele service to succeed in communities, management culture in adult basic education and training centres in communities has to be changed to accommodate Batho-Pele as a way of life. This means that adult basic education and training centres should take stock of their educational values, as well as behaviours and attitudes of people they serve. In this way, adult basic education and training centres would then be able to take necessary steps to prepare their educators for the revitalized Batho-Pele Culture of responsiveness, efficiency and effectiveness in delivering services to the adult learners. This research was conducted from an andragogical (an approach to education and training) based on assumptions of learner-as-adult) and ubuntugogical (an approach that emphasizes African way of life that promotes the common good of society and includes humanness as an essential element of human growth. An essential element of human growth, according to this approach, is that the community always comes first. The individual is born out of and into the community, therefore will always be part of the community) paradigms. A humanistic programme infused with Batho-Pele principles for use in adult basic education and training in South Africa was developed.

Abstract:
After 1994, the democratic South Africa passed a number of legislations in order to address the imbalances of the previous apartheid regime. The new South African government had a special mandate to provide appropriate services to all the citizens of the country. In 1995 the government formulated the White Paper on the Transformation of the Public Service. The aim was to transform the South African public service, which is the indication of the importance of service delivery, as the key machinery of the government to equalize service delivery to all citizens. In 1996 the Constitution of the Republic of South Africa anchored the Bill of Rights as the cornerstone of democracy that enshrines the rights of all people and affirms the democratic values of human dignity, equality and freedom. In chapter ten of the Constitution stipulates the basic values and principles governing public administration. The White Paper on Transformation of Public Service was followed by White Paper on Transforming Service Delivery in 1997 (Batho Pele White Paper) which provided a policy framework and practical implementation strategy for the more efficient , effective and equitable provision of public service. The Batho Pele White Paper signalled the adoption of a citizen oriented approach on service delivery informed by eight principles: consultation, service standard, access, courtesy, information, openness and transparency, redress and value for money. This study focuses on the investigation on the implementation of Batho Pele Principles in the Department of Labour: Port Elizabeth. The main objectives of the study are: To provide an overview of the Batho-Pele principles in relation to service delivery. To investigate the importance of implementing the Batho-Pele principles in the department of Labour, Port Elizabeth. To identify challenges affecting the implementation of the Batho-Pele principles in the Department of Labour, Port Elizabeth. To investigate the importance of implementing the Batho Pele principles in the Department of Labour: Port Elizabeth and to identify challenges affecting the implementation. In this study a sample of three units was selected to conduct research in the Department of Labour, Port Elizabeth. The units were frontline Services, Beneficiary Services and Enforcement Inspection Services. The reason for choosing these sections is because they are directly involved in serving clients. A sample of 20 officials was drawn from these units. A quantitative method of data collection and analysis was followed. The main findings of the study were firstly, that the Department of Labour officials are aware of the Batho Pele principles. Based on the findings, they are not sure of the compliance of the policies. This means that the implementation of the Batho Pele principles has gaps that need to be addressed. Officials indicate that they need attention because they are the tools of operation. They register a low morale that needs to be addressed by the Department. The dissemination of information needs to be improved and communication with the clients of the Department should be done oin all languages so that clients can clearly understand the services offered by the Department of Labour.

This dissertation examines the meaning of the African philosophy of Ubuntu in an emerging multi-racial community within the new context of democracy in South Africa from a narrative research perspective. South Africa has been embedded with notions of tribalism, homelands, segregation, racism, violence which have origins and ethnological prejudices mirrored in colonialism and apartheid. This dissertation is broadly shaped by the following three questions: • Is the concept of Ubuntu applicable in a multiracial community? • South Africa is viewed as an unequal society in terms of socio-economics, racial prejudice and resulting in political instability. How does this inequality affect people's relationships with one another and with the leaders in a diverse community? • How do people living in a multi-racial society in a post-democratic country perceive peace, forgiveness, the ideal of a Rainbow Nation and reconciliation in their communities? To appropriate the meaning of Ubuntu through narrative research in a multiracial community, the researcher embarked on a qualitative research, social constructionism, postmodernism and postfoundationalism in specific reference to the community of Olievenhoutsbosch Township. This is one of the rare urban townships in South Africa where almost all the races, classes, socio-economic statutes, ethnic groupings and foreigners are found. This study proceeded from a narrative research approach to listen to the stories of people living in this township. The aim of the research was to understand how meaning was being constructed with regard to Ubuntu. Ubuntu was frequently mentioned by the co-researchers as the African philosophy embracing 'Batho Pele' (People first), Rainbow Nation, peace, forgiveness and reconciliation in South Africa. The study traces the historical experiences of human settlement from colonialism, apartheid to post-apartheid. The research proceeded to transversal interdisciplinary conversation where academics from the fields of Clinical Psychology, Political Sciences and Education, reflected their voices. The study concludes with findings, reflections and recommendations that Ubuntu is essential for human beings and the lack of Ubuntu results to corruption in South Africa.

The objective of this research was to evaluate the district office budgeting process of the Department of Education, Port Elizabeth District, in terms of the Batho Pele principles. The aim of district offices is to satisfy the most basic education needs of people in their respective areas of jurisdiction. Improving service delivery is one of government’s eight priorities as set out in the White Paper on the transformation of the Public Service (South African Government, 1995: 4). The initiative to improve service delivery is called Batho Pele. The main research question to be addressed by this research is: Does the Department of Education experience any problems with its budgeting process to address service delivery? Through a literature survey and empirical study, various conclusions were reached and recommendations made. The bulk of education expenditure takes place within education districts but the controlling, forecasting and budgeting of expenditure takes place at the Provincial Head Office. Most high schools surveyed experience problems with the current funding policy of the Department of Education. The relative poverty of the community around the school impacts negatively on the parent’s ability to support the school. iv The budgeting process of the Department of Education should follow a bottom-up approach to budgeting. Therefore, the district office budget should be informed by the needs of the school and the provincial budget be informed by the district office budget. The management and administrative capacity at the district office need to be developed to ensure effective budgeting.

After 1994 with the inception of the South African Democratic Government, the health care delivery system was one of the areas that had to be reviewed. The vehicle for a comprehensive health care system was based on primary health care which encouraged people and patients to take responsibility for their health by being involved in all aspects of their care. For this purpose the Batho Pele principles were introduced, a concept which is informed by 8 principles, namely: consultation, service standards, access, courtesy, information, openness and transparency, redress and value for money. These principles are meant to restore the dignity and the rights of patients which are paramount in the Constitution of South Africa. (Constitution of South Africa 108 of 1996 Chapter 2) The nurses claim that since the introduction of the Batho Pele Principles, patients and their families have been “impossible” towards nurses, making unnecessary and sometimes impossible demands. The nurses also experience patients and their families as being informed of their “rights” but not of their responsibilities as patients. They were also unaware of the rights of the nurses. The objectives of the study were:- To explore and describe the experiences of professional nurses working in the outpatient departments of the introduction of the Batho Pele principles in state hospitals, and to Recommend guidelines that will enhance better understanding and implementation of the Batho Pele principles by the professional nurses. The study is founded on a qualitative research paradigm based on explorative, descriptive and contextual framework. The data was collected from focus groups from each hospital of the Port Elizabeth Hospital Complex. Each group consisted of four to six willing participants all of them were professional nurses who have worked at least five or more years in the outpatient department of the Port Elizabeth Hospital Complex. Data was collected via semi-structured audio-taped interviews together with the researcher’s field notes. Data analysis was done using Tesch’s data analysis spiral. The assistance of independent coder reinforced the truth value of the findings. Themes and subthemes emerged from the data that was collected and revealed that the professional nurses experienced that the Batho Pele Principles as a good policy, but that it was difficulty to uphold due to inadequate planning of health services prior to implementation of the Batho Pele Principles. They experience not getting from their management and they also experience that there was lack of discipline in their institutions. Based on these findings, guidelines that will recommend better implementation of the Batho Pele Principles by nurses were compiled by the researcher and future research in this regard was recommended.

The Batho-Pele programme is a prescribed national government initiative which must be implemented by all government departments. The objective of this prescribed programme is across the board improved service delivery. It is the objective of this research to describe and analyse the progress made by the North West Department of Social Services, Arts, Culture and Sport in the implementation of the Batho-Pele programme since 1998. The basis assumption is that the Department has thus far been unsuccessful in terms of effectively establishing this programme within its functional activities. This severely hampered the Department's ability to render effective services to the public and identified beneficiaries. The inefficiencies in the departmental implementation process can be narrowed down to the following aspects: A lack of integrated planning The absence of effective communication links The failure to improve the quality of live of beneficiaries A lack of standard departmental implementation procedures Inefficient evaluation and monitoring mechanisms Research will be structured by measuring the departmental implementation procedure against the prescribed national government implementation steps to realise the objectives of the Batho-Pele programme. In this regard the departmental Service Delivery Improvement Plan, as introduced in 1998, will be analysed. Such an approach will firstly enable the researcher to establish what the shortcomings within the implementation procedure are. However this approach will secondly also highlight the positive aspects of the programme. In other words a balanced perspective of the implementation procedure will be provided. Through identifying the shortcomings and linking it to the positive outcomes of the programme it would be possible to come to specific conclusions regarding the shortcomings of the programme. On the basis of these conclusions it would be possible to make specific recommendations on how to refine and improve the service delivery process to the benefit of the public.

The study investigates the integrated development plan as a public policy model and public participation tool, with reference to Fetakgomo Local Municipality in Limpopo province of South Africa. The researcher conducted the study through qualitative and quantitative research methods. Furthermore, triangulation research methods have been also taken into consideration with the aim of achieving the objectives of the study in applying a variety of data collection techniques. The study involved a number of data collection techniques, namely a desktop study, literature review, case study and documetary review. Specifically, the study focused on the following objectives: i. To assess how the municipality develops and presents the Integrated Development Plan to the community; ii. The structures promoting IDP, good governance and public participation; iii. To bring to light any political inteferences which may hamper municipal service delivery; iv. To critically analyse the implementation of Batho Pele principles as a way of community involvement; and v. To identify and assess the challenges faced by both the community and the municipality during public paticipation in IDP processes. Throughout the study, Fetakgomo Local Municipality was found to have some strengths, but it was also found that there is room for improvement in terms of providing a better and more understandable integrated development plan. In conclusion, meaningful public participation in the IDP process requires that citizens should be afforded an opportunity to raise their concerns and be taken into consideration, that they should be informed and be knowledgeable about municipal activities. The community must be willing and able to be involved. Community members must have the interest, time, opportunity and access necessary to participate. The community must take responsibility for the quality of their participation and be accountable to each other for effective and efficient use of time and other resources. Concluding the study were reccommendations to improve the state of IDP and public participation in the municipality.

Batho Pele Principles are the most fundamental policy guide-lines of the public sector administration and service delivery. The government uses these principles in improving the service delivery outcomes. The principles are meant to transform the hearts and the minds of public servants and put the citizens at the core of operations. The study succeeded to establish the understanding and implementation of these principles at SASSA Amathole Region. This study was able to determine the level of good governance in the public sector, its transparency, efficiency, effectiveness and accountability. SASSA committed themselves to the agenda of social transformation that is embodied in the principles of Social Justice and Bill of Rights contained in the South African Constitution. The study also looked at other previous literatures that were conducted which sought to better explain the Batho Pele principles and also looked into describing different demographic characteristics and the process of grant application at SASSA. The study looked at the important aspects that the public servants have to know with regards to the understanding and implementation of the Batho Pele principles. These principles came with responsibility and one has to be alert of their vitality in the realisation of rendering a public service that is sound. These principles were measured through grant application at SASSA in Eastern Cape at Amathole District Municipality. The study determined the level of commitment SASSA has in transforming service delivery. Improving service delivery is the ultimate goal of public service transformation programme and every government’s success depends on its effectiveness and efficiency delivery of services to citizens. The study concluded with the emphasis on the need for effective implementation of Batho Pele policy by government agencies such as SASSA.

The Batho Pele principles can be seen as a tool to help transform the South African public sector by making it more responsive to the needs of its citizens. The White Paper on the Transformation of the Public Service strives to enhance service delivery to all South Africans (Taylor,2007).The role of the Batho Pele principles is to improve service delivery within the public sector and to assist with the transformation of a public sector that is more effective and people centred. However, if these principles are ignored, it will lead to a public sector that only caters to the needs of the middle class and higher-income groups, thus leaving the lowerincome citizens with a substandard of service delivery. Batho Pele means to put the people first; however, that can only take place if these principles are implemented correctly and continuously and their successes and challenges monitored and addressed (RSA, 1997b). If the people are not valued, it will lead to a scenario where citizens lose trust in government. This in turn, could lead to a decrease in active public participation. By not engaging and consulting with the people, government will not adhere to the very first of the Batho Pele principles. Service delivery to all citizens and a responsive public sector are yet to be achieved (Taylor, 2007. Matas argues that the South African public sector lacks effectiveness and efficiency and as a result of this, unequal service delivery is experienced by millions of South Africans (Matas, 1994. The main research objective of this study is to examine the implementation process of the Batho Pele principles through the case of the Western Cape Department of Agriculture, Forestry and Fisheries (DAFF) and how it influences its interactions with relevant clients/citizens. The reason why this department was selected was due to the fact that this department within the Western Cape was solely responsible for assisting wine farm owners across the country with the necessary submissions of wine samples and scientific laboratory reports. This process facilitates the testing, approval and marketing of the wines produced.

Throughout the history of art, the pastel medium has been considered a medium of secondary interest. Despite its pulsating textures, vibrant colors, and unique receptivity to touch, this medium has been recognized above all for its swiftness in stroke and subsequent ability of the artist to record images of fleeting moments and ideas almost instantaneously. The focus on the advantageous rapidity of the pastel, however, hindered the pastel medium's potential as a mere preliminary technique to working with grander mediums, such as oil paint, thus failing to recognize the prominence of pastel in capturing character. This research endeavor focuses on a very specific era with comparably high usage of pastel-- late nineteenth-century Paris--and the distinctive characteristic that defines said era--the hyper-sexuality of the Parisian prostitute. The eminent presence of prostitution and the consequential iconography of female sexuality in late nineteenth-century Paris defined the world of French Bohemia and seeped into the artistic exchange of the era. Although holding a traditionally subsidiary position to other historically primary mediums, the pastel medium prevailed in communicating the sexuality, sensuality, and promiscuity of the sinful female in Paris at the close of the century. The pastel works of prominent artists in the nightlife milieu such as Henri de Toulouse-Lautrec and Edgar Degas which revolve around the theme of prostitution serve as key illustrations of the distinctive ability of the ephemeral medium to capture the mood and personality--and therefore the sensual quintessence--of its subject. Through contextual and visual analysis, this research endeavor thus ultimately aims to lift the traditionally secondary pastel medium to one of impressive proportions, emphasizing its unique advantages and raising its overall credence.

En Grèce ancienne, femmes et filles de citoyens, issues généralement des élites, accomplissaient de nombreux services religieux pour leurs communautés. Ces fonctions, observées du Vème av. J.C. au II/IIIème ap. J.C. en Grèce, Etolie, Thessalie, Epire, Macédoine, îles des Cyclades et de l’Egée et littoral Est d’Asie Mineure, se construisaient et évoluaient avec leur société. Elles permettaient aux femmes de se mouvoir dans la sphère publique, en corrélation avec leur position sociale, et contribuaient à valoriser leur parentés. Beaucoup de ces services s’inscrivaient dans une sphère féminine où le sexe déterminait les rites accomplis, établissant une certaine image de la femme que les pratiques initiatiques accomplies par leurs filles, via ces services, reconduisaient. Toutefois, tous les services religieux ne se définissaient pas par rapport à ce monde féminin, mais tous se lisaient dans un ensemble subtil où il n’est pas toujours aisé d’établir les prérogatives de chaque service par rapport aux autres. In ancient Greece, Thessaly, Aitolia, Epiros, Macedonia, Cyclads, Aegean’s Islands and the eastern coast of Asia Minor, citizen’s wives and daughters, stem from the élite, could carry out religious functions for their people. These functions, influenced by the evolution of the society and observed from the 5th BC to the 2nd/3rd AD, were an opportunity for women to act in the public field, according to their social status, and a way to increase the value of their relatives. Many of these offices were determined by the gender and included in a women’s world. They played a part to create a greek ideal of woman, and the initiatory rites performed by their daughters contributed to carry on this image. However, all the women’s religious functions were not in this women’s world but all formed a group in which they are closely related to each other. The priestess got the most prestigious office but the others functions, usually named by a specific term which indicate its most important sight, were not just only sub-offices. All these offices were part of a complex group with some diversity and fine distinctions and it’s not easy to understand each function and its prerogatives, but this group was still homogeneous and coherent

Integrative Summary In 1997 the Minister of Public Service and Administration of South Africa, Zola Skweyiya, introduced the White Paper on Transforming Public Service Delivery(Department of Public Service and Administration(DPSA,1997: 1). It was premised on what was called Batho Pele (DPSA, 1997: 9), giving effect to Section 197 of the Constitution, Act 108 of 1996 as amended. A linkage to performance management can be found from the assertion made in the White Paper that in future the Batho Pele would form the basis of any assessment of the performance of individual staff and that would contribute to improving the delivery of service (DPSA, 1997:16). Another factor that contributed to the utilisation of a performance management system was the recommendation put forward by the Public Service Commission of South Africa( PSC,2004: 16),that called for public institutions to adopt a clear, comprehensive performance management and evaluation framework for the delivery of public service. That was expected to turn around the ailing public institutions whose record of serving the public with pride and dignity was on the decline. The research aim was to evaluate the effectiveness of the performance management system in creating and resolving role conflict with health professionals employed by the Buffalo City sub-district. The research goal was divided into three objectives, namely: evaluation of the effectiveness of the performance management system as a managerial tool for health managers to manage their subordinates including both professional and support staff, evaluation of the effectiveness of the performance system from the perspective of the health professional as a subordinate and to analyze the functioning and effectiveness of the system in creating and resolving role conflict between professional conduct and organisational requirements. The respondents noted that the implementation of the system was not matched with appointment at managerial level with officials having relevant managerial capacity. Further to that resources at the coal face of service delivery continued to deteriorate and became very scarce and there is no documented proof that has been found of an effort made to check the compatibility of the system to health professionals. The literature identified negative effects that have emanated from the implementation of the performance management system. The study was conducted by interviewing health professionals from the entry level to the management level within the Buffalo City sub-district from three mini hospitals or Health Care Centres. The respondents indicated that there are positives that have been achieved by the implementation of the system, such as the skills gap identification as well as specific targets contained in annual performance contracts. These targets help motivate health professional to focus on that particular direction of activities. Unfortunately it has been clearly documented that the performance management system has also contributed to the development of role conflict in a number of professionals. It has been documented that the system has not been crafted with a health professional in mind and, as such, appears to favour quantity rather than quality of health services as advocated by the codes of practice of different health professionals. There are a number of recommendations that were put forward by the respondents to try to salvage the system and in mitigation of the identified negative factors. For the improvement of the system, the Eastern Cape Provincial Department of Health has to firstly customise the annual contracts to contain only the fundamental information. Secondly need to improve the transparency pertaining to financial pressures facing the Health Department. Thirdly the provision of essential enablers, need to be prioritised. Fourthly there is a need to upgrade the system to incorporate 360 degree feedback. Further research recommendations include a bigger sample incorporating different research methods and to also incorporate searches for measures that can be implemented to improve the system to be more relevant to health professionals. This document is organised and presented in three sections. The first section is the evaluation report with a review of literature, research methodology, findings, discussion and conclusion. The second section is where an indepth literature review is located and the last section details the research methodology.

The purpose of this quantitative, descriptive study was to identify shortcomings in the implementation of the Batho Pele Principles in a public hospital. Findings were obtained from a range of patients who had been admitted to specific units for three or more days, and more evidence was gathered from articles in mass media. Data was collected through a structured questionnaire from one hundred respondents (n=100) and analysed by means of descriptive statistics. The research findings revealed that none of the Batho Pele Principles were implemented effectively and that patients in general were not satisfied with treatment in public hospitals. Shortcomings are attributed to insufficient management skills and knowledge on different levels of the health care system, as well as a lack of awareness among patients of their rights and responsibilities in health care.

The Batho Pele principles provide a framework about how public services should be provided for improving the efficiency and effectiveness of the Public Service. Adherence to these principles will guarantee the provision of excellent services that meet the people’s needs and expectations, enhance customer satisfaction, while upholding the government’s promise that access to decent public services is no longer a privilege to be enjoyed by a few, but the rightful expectation of all citizens. From the literature review, it was evident that improved public service delivery depends on several aspects ranging from Human Resource Development to performance measurement and accountability. The need for improving efficiency and effectiveness of the Public Service is emphasized through the various pieces of legislation. Interviews and questionnaires were used to gather data and to get an understanding of data from the point of view of the participants. Analysis of collected data revealed that there is an average compliance of 51, 5% to the principles. Batho Pele principles should be incorporated in the performance contracts of all employees in the department so that periodically performance against them is assessed and ultimately all employees will become Batho Pele champions.

The hot spring public bathhouse in Taiwan was originally set up for the purpose of improving Taiwanese life habits and caring for people’s health. During the observation in various places, it was found that the number of users of hot spring public bathhouse is far beyond the imagination. The bathhouse provides the public with the functions of bathing, rest and health care and meanwhile some of them play an indispensable social role in the local resident’s life. During the on-the-spot interview in the hot spring public bathhouse of Sihchong River, the significant changes in interviewees can be observed before and after the hot spring bathing. The interviewees believed that long-term hot spring bath can not only relax themselves mentally but also help themselves a lot. The interviewees thought that we must try our best to preserve the public bathhouse properly. Nowadays, compared with the past, the governmental units attach greater importance to the utilization of hot spring resources, but they emphasize the management and utilization of the hot spring resources. On the other hand, the promotion and marketing in resting value of the hot spring is insufficient to preserve the whole hot spring culture in a systematic way, which also needs to be strengthened by the government in the future.

This study assesses agricultural planning and production perspective on smallholder farms of Boschplaats 91 JR using an integration of a geographic information system (GIS) and remote sensing (RS). The main objective was to evaluate the use of agro-ecological zoning (AEZ) in planning and its role in promoting sustainable agricultural production on a smallholder farm. This was achieved through processing, analysis and interpretation of satellite images together with in situ spatial data for land suitability evaluation. SPOT-5 images, which were acquired from 2006 through to 2011 were used to detect change that took place in the study area. Agro-ecological parameters such as soil, climate and terrain are limiting factors that would have a negative impact on agricultural production. Soil degradation is also a major problem to food security in Thaba Ya Batho smallholder farms and presents environmental constraints to agricultural expansion. Suitable land that could increase food production was identified and mapped. This contributes to delineation of the suitability of the land and demarcating areas of high agricultural potential. The results show that a GIS and RS make it possible to plan and monitor the use of the environment on Thaba Ya Batho smallholdings. The analysis of climate, soil and terrain has shown that more than 80% of the study area is suitable for both irrigated and dryland production. A number of key constraints faced by smallholder farmers are presented. Lack of experience and poor agricultural planning were found to be among limiting factors to production. Despite the scale at which agro-ecological zones are generated, they still play significant role in planning of agricultural production

The Low-cost housing delivery programme was launched at the dawn of democracy under the negotiated housing policy in year 1994 with the aim of addressing the backlog in housing provisioning. The programme was also meant to address the past injustices. The democratic government launched Batho Pele Principles in the year 1997 as a framework within which public services would be provided. The purpose of the study was to evaluate the impact of adherence to Batho Pele Principles in the provisioning of low-cost housing services by the Cooperative Governance Human Settlements and Traditional Affairs Department in Limpopo Province.The qualitative research methods were applied to generate data relevant for the study. The study involved the reviewing of secondary data available in the department in the form of Annual performance plans, Annual performance reports, Service delivery improvement plan, Service standards, Citizens’ report and minutes taken during departmental self-evaluation meetings. The findings reveal that CoGHSTA underperformed on delivery of low-cost houses targets for three consecutive years. The underperformance was attributed to protracted procurement of service providers and non-approval of application forms due to insufficient/irrelevant information provided by the applicants. Inadequate consultation and involvement of beneficiaries prior to and during the implementation of low-cost housing projects appeared to be a major issue of concern. The adherence to Batho Pele Principles was not adequately implemented. The study recommends that enhancement of housing consumer education will help a great deal in reducing the number of application forms with insufficient/irrelevant information being submitted for processing. The appointment of service providers during the year preceding the implementation year would provide ample time for planning.

The purpose of the study was to describe and explore the provision of quality care in the primary health care clinics of Limpopo within the framework of the Batho Pele principles' service standards by determining the level of implementation of these principles. The aim was to improve compliance with the Batho Pele principles. The researcher conducted a quantitative, exploratory and descriptive study in four selected primary health care clinics. Data collection was done using structured questionnaires for interviews and observation. Two groups of respondents participated in the study, namely patients (n=185) and nurses (n=21). The study highlighted the level of implementation of the Batho Pele principles in four primary health care clinics in the Capricorn District, Limpopo. The findings revealed that the Batho Pele principles were regarded as important criteria to assess quality care. Recommendations were made to improve the level of implementation of some of the principles.

The purpose of this study was to assess perceptions of the Lichtenburg community regarding service delivery and communication by the Department of Home Affairs (DHA) in The Lichtenburg municipality. A structured questionnaire was used to gather data from a sample of 80 respondents. The questionnaire consisted of four sections that the respondents were to answer. The study revealed that DHA officials in Lichtenburg are trained, that they adhere to the Bathe Pele Principles, are good communicators and that they also maintain high ethical standards. Officials also have access to the necessary equipment, and have the necessary time and support to render services to the public. Although there are some shortcomings among officials - such as the absence of name tags, office cleanliness and the unfriendliness among some officials - respondents are still happy to conduct business with the DHA in Lichtenburg. Some of the shortcomings identified can be addressed within a short space of time, such as consistently wearing name tags. Addressing other shortcomings, such as the provision of human resources, will require the attention of the top ranks of government leadership, who will need to incorporate these into their planning processes. In general, the DHA in Lichtenburg is trying its best to render efficient and effective services to its clients. The study found that the public knows what is expected from the DHA when they require its services, and they are able to express these views freely. The DHA interacts with the public on a daily basis in rendering essential services such as the issuance of identification documents, passports, birth, marriage and death certificates; and its clients cannot obtain these anywhere else. Consequently, it is essential that the DHA maintains high ethical standards. It is important for the DHA to provide regular training and workshops to help its employees to keep abreast of new developments. This will help to ensure that the department maintains a high level of service delivery. The study's findings should serve as a guide to measure the performance of other DHA offices. It is recommended that regular studies of this nature be conducted to help identify any gaps in service, and to address them accordingly.

The Batho Pele principles provide a framework about how public services should be provided for improving the efficiency and effectiveness of the Public Service. Adherence to these principles will guarantee the provision of excellent services that meet the people’s needs and expectations, enhance customer satisfaction, while upholding the government’s promise that access to decent public services is no longer a privilege to be enjoyed by a few, but the rightful expectation of all citizens. From the literature review, it was evident that improved public service delivery depends on several aspects ranging from Human Resource Development (HRD) to performance measurement and accountability. The need for improving efficiency and effectiveness of the Public Service is emphasised throughout the various pieces of legislation. Interviews and questionnaires were used to gather data and to get an understanding of data from the point of view of the participants. Analysis of collected data revealed that there is above average compliance to the principles evidenced by the modernised queuing system at the office of study. Batho Pele principles should be incorporated in the performance contracts of all employees in the department so that periodic performance against them is assessed and ultimately all employees will become Batho Pele champions. The findings of this study is not only beneficial to the case study institution, but to all public sector institutions.

Pietermaritburg Electricity provides electricity to all residents living within its area of license which is mainly within the Msunduzi Municipality boundary. PE has in excess of 66 000 customers, 600 of which are industrial and commercial. PE customers service is regulated by the Batho Pele - 'People First' White Paper on Transforming Public Service Delivery published on 18 September 1997. This White Paper dictates how the service will be provided by public service institutions to public members. This research will endeavour to investigate customer care offered to industrial and commercial customers by Pietermaritzburg Electricity within the context of Batho Pele Principles. A sample size of 242 was chosen and 238 of the sample responded 10 of which were spoilt. 228 responses were analysed and an attempt to understand the performance of PE as far as customer service is concerned was made. A meeting was held with PE's senior management to understand their commitment as far as customer service offered to industrial and commercial customers is concerned within the context of Batho Pele Principles. The survey responses as well as the management responses were analysed and conclusions and recommendations were drawn.

The poor functioning of a large number of the black schools and the urgent need to transform them was identified as a problematic phenomenon particular to post apartheid South Africa. Notwithstanding various government interventions/initiatives (COLTS, Tirisano, Call to Action, Batho-Pele) for the improvement of schools aimed at correcting this situation, many schools remain dysfunctional and/or operate within a negative culture of teaching, learning and services. The purpose of the study was to determine whether or not the adoption of a TQM philosophy that complemented previous interventions could rectify the current situation. To this end, an exhaustive literature review was conducted on COLTS, Tirisano and TQM prior to and during the empirical survey of dysfunctional schools in District D3 - Tshwane-North schools. The empirical design is eclectic in the sense that it includes both qualitative and quantitative elements. Survey questionnaires, semi-structured interviews and unstructured observation were used to collect data in a case study of the District D3-Tshwane North schools, a triangulation process that enhanced the reliability and validity of the research findings. Emerging from the survey and the literature review was the need for a different intervention strategy, one that would accommodate differences in and between schools rather than assuming the appropriateness of a ‘one size fits all’ intervention model. Based on the research findings emerging from the literature review and empirical survey it was concluded that such a model should be integrated into a TQM intervention framework that would be flexible enough to accommodate differences in schools with regard to contexts, needs, strengths and weaknesses. Drawing role players into new managerialism - and so into the new episteme may enhance the improvement of schools. The primary outcome of this research project, and the contribution made to new knowledge in the field, is the development of such an integrated framework, one which is not only theoretically sound but one which has been customised for South African conditions.

The first chapter focuses on literature, as a source of meanings for fine art. There are in detail described beginnings of literature about turtles and development of the dominant lines of their symbolism until 17th century. It is about "Tortoise-Lady", "Tortoise-Beast & Heretic" and "Slow Tortoise". Within the second part there are briefly mentioned the shades of turtle meanings that were not specified in the previous chapter due to the time period limitation. The third section includes a case study of the painting "Bathers with a Turtle" by Henry Matisse. It contains also occurrence of "Tortoise-Lady" within the history of art.

This study gives guidelines to enhance online service delivery by the South African Police Service (SAPS by means of its website. It makes various recommendations to achieve this, following various investigations. The SAPS describes its primary goal as “service to the public”. This is in line with the South African government’s Batho Pele (“People first”) initiative to improve the delivery of public services. However, as society is changing in response to the demands of the Internet Age, service providers (for the purpose of this study, police agencies) must, too, adjust. The application of e-Governance will enable these agencies to serve the public with a wide variety of information and services. This study makes recommendations in this regard as well. In the initial study for this work user needs regarding the establishment of the SAPS website were assessed. Subsequently a study was conducted to determine best practices in various English-speaking countries, using an evaluation framework compiled for this purpose. Based on the results gained a measuring instrument was designed to evaluate the SAPS website. Four expert evaluators were then requested to do so. This resulted in an assessment of possible shortcomings of the SAPS website and recommendations for enhancing online service delivery and e-Governance.

The challenge of satisfying the demand for basic services in the current dispensation has intensified. It is anticipated that once this initial challenge has been overcome, the tide will turn and secondary services such as transfer of ownership of forestry plantations will become the new challenge. The quest for efficient and effective service delivery is paramount, regardless of whether services delivered are basic or not. This research investigation puts performance management (which focuses on individual and organisational performance), as a necessity for service delivery. The focus was on service delivery within the Chief Directorate: Forestry in the Department of Water Affairs and Forestry. The findings demonstrated that the presence of performance management and other supporting systems does not guarantee automatic improvement in service delivery. The distinction is how effective an organisation can apply performance management in conjunction with a complete set of functional policies, systems and instruments to improve its impact on service delivery.

The adoption of the constitution in 1996 has opened a new era of establishing a local government system that recommended that municipalities be established for the whole territory of the republic of South Africa. The white paper on “Local Government adopted by Cabinet in March 1998 outlined framework and programmes to guide municipalities to commit to work with citizens and groups within the communities to find sustainable ways to meet their social, economic and material needs to improve the quality of their lives”. Since 2007 epidemic service delivery protests started to be a national problem where 80 percentages of service delivery protests between the periods of 2007-2014 were violent. For instance, Musina Municipality experienced violent service delivery during the period of 2007-2014 where its properties, economy and people’s lives were in stake. Therefore, this study was driven by the need to analyse the implications of service delivery protests on the economy of Musina Municipality. A qualitative method approach to investigate the problem of service delivery protests implications on stability and economy in Musina Municipality will be used. A case study regarding service delivery effectiveness and violence used by people as a response and expression of a plea to be heard by their municipality will be investigated.

This study was conducted to generate an in-depth understanding of key internal audit function (IAF) customers’ perceptions of the work performed by the Department of National Treasury’s IAF. This study was further intended to address the absence of any qualitative study of IAF customers’ experiences and expectations, and their perceptions of the challenges the IAF faces. The study had five research objectives, namely: to identify the role of the IAF in the public sector in relation to its customers; to discuss strategies to meet the expectations of IAF customers; to determine the experiences of the identified key IAF customers of the work performed by the IAF in the National Treasury; to determine the expectations of the identified key IAF customers of the IAF in the National Treasury, and to ascertain what the identified key IAF customers perceive to be challenges facing the IAF in the National Treasury. In order to achieve the research objectives, the study implemented a qualitative research design using the National Treasury as a case study. Data were collected through semi-structured interviews with participants selected from the key IAF customers’ categories (comprising the audit committee (AC), executive and senior managers, programme and operating managers, and external auditors). Three main themes emerged from the identified key customers’ views. These were (1) Experiences, which revealed that the participants were reasonably satisfied with the work of the IAF in the National Treasury. Participants from the AC, the executive and senior managers, and the Auditor General of South Africa (AGSA) felt that the IAF does add value, while the programme and operating managers participants indicated that the IAF does not demonstrate a holistic view when it conducts evaluations. (2) Expectations, the AC participants expected the AGSA to be able to rely on the work of the IAF, that the IAF should maintain a findings register, and that it should demonstrate IT skills. Executive and senior managers participants expected the IAF to add value to the strategic direction of the National Treasury. Programme and operating managers participants expected the IAF to be open and consultative, to set realistic audit plans, to provide regular feedback, and to demonstrate knowledge of the business. The AGSA participants called for the IAF to demonstrate technical competencies as well as independence and objectivity. (3) Challenges, participants perceived the IAF’s lack of knowledge of the business, the limited reliance placed on its work by the AGSA, the lack of audit action monitoring processes and the lack of management support for the IAF as its biggest challenges. This study could benefit the National Treasury’s IAF by helping it to understand the changing needs and expectations of its customers, and to identify areas for improvement. It may also benefit professional audit bodies and the newly-established National School of Government by providing them with insights into the training needs of internal auditors, and the necessity of providing continuing professional educational programmes.

The research study investigated management strategies through which school effectiveness could be enhanced in primary schools situated in Gauteng Province. The enhancement of school effectiveness necessitated the discussion on school improvement to find ways to turn around the situation in dysfunctional schools in the province. The province is characterised by urban and suburban areas, townships, and informal settlements. Teachers in schools in these areas are well qualified. However, different challenges in these areas impact upon the enhancement of school effectiveness. A literature review was conducted to provide a conceptual framework and explain concepts such as effective management, administration, leadership, principal effectiveness, and teacher effectiveness. The literature review also investigated the factors that impact upon school effectiveness and school improvement and explored the historical development of School Effectiveness Research (SER) in the United States of America, Europe, Australia, and Africa to expound the problem investigated. An empirical investigation using a qualitative approach was conducted. Six primary schools were selected using purposive sampling to ensure that different demographic areas were covered in the research. Purposive sampling allowed the researcher to target schools from high and low socio-economic areas because they often experience different challenges concerning to school effectiveness. Data were collected through individual interviews with principals and officials from the Gauteng Department of Education (GDE) at the district and teachers in focus groups. Key findings were identified. Participants from the three categories respectively identified several characteristics of effective schools which concurred with the literature on school effectiveness. They also identified two features of effective schools which were unique to the study: in effective schools, there is little or no learner and teacher absenteeism; and school values which shape the behaviour of learners are clearly articulated. School values include trustworthiness, respectfulness, honesty, responsibility, striving for excellence and good leadership. School effectiveness is hindered by the current process of appointing principals which does not always succeed in selecting principals with the required leadership qualities and management skills. Further, the incorrect implementation of the Integrated Quality Management System (IQMS) in schools hinders teacher development and leads to poor teacher performance.

Ses primêre skole is gekies en doelgerigte steekproefneming is gebruik om te verseker dat verskillende demografiese gebiede deel was van die navorsing. Doelgerigte steekproefneming het die navorser toegelaat om skole van hoë en lae sosio-ekonomiese gebiede te teiken omdat hulle dikwels verskillende uitdagings aangaande die effektiwiteit van skole ervaar. Data is versamel deur indivduele onderhoude met skoolhoofde en amptenare van Gauteng Onderwys Departement (GDE) by die distrik en deur fokusgroep onderhoude met onderwysers. Sleutelbevindinge was soos volg. Deelnemers uit die drie kategoriëë het onderskeidelik geidentifiseer met verskeie eienskappe van effektiewe skole wat ooreenstem met die literatuur op effektiwiteit in skole. Hulle het ook twee kenmerke van effektiewe skole wat uniek was tot die studie geïdentifiseer: in effektiewe skole is daar min of geen afwesigheid van leerders en onderwysers; en skoolwaardes wat die gedrag van leerders vorm word duidelik verwoord.
