Abstract:
The main idea of this article is that the Supreme Otaman Symon Petliura School (alias "Svitlana") attached to the "Sich" (later Ivan Bogun) Ukrainian Insurgent Army (UPA) Detachment was one of the first non-commissioned officers schools within the UPA created to reinforce its troops with combat leaders independently. The author's purpose was to understand how the partisan army trained its NCOs at early stages of its development. The article illustrates that the Symon Petliura NCOs School was established on May, 30 1943 and operated until January, 18 1944. In the course of this period, it managed to train two classes of cadets of about 150 men, who subsequently became section and platoon leaders, and military instructors. The training was conducted in Svynaryn Forest on the edge of Verba and Turiysk districts in Volhynia Oblast (guerilla camp "Sich"), and lasted for 10 hours daily. It included: drill, marksmanship and weapon studies, tactical training, guard service, military discipline and army regulations studies. Cadets with best results were taken to continue their studies in UPA officers schools. Not only did cadets study theory but also they had to engage in warfare along with UPA combatant forces. The "Svitlana" School took part in fights of Antonivka, Koniukhy and Radovychi (with Nazi troops); Stavky (with Soviet partisans) and Dominopol, Zasmyky and Kupychiv (Kupiczów, with Polish partisans). When the tension of warfare was at its peak, the NCOs School stopped its educative process and operated as fighting element. During its lifetime, the NCOs School was subordinate to the "Sich" Detachment staff, Prince Sviatoslav Battalion of the Ivan Bogun Detachment and Ivan Bogun Detachment staff directly. After the detachment had been defeated by the Soviet partisans in January, 1944, the NCOs School ceased to exist. Supreme Otaman Symon Petliura NCOs School became a part of UPA training system and provided combat leaders for insurgent units operating within Volodymyr and Gorokhiv OUN District area.

Abstract:
Indonesian Naval Academy (AAL) is the educational institution that serves to educate Navy officer cadets into future leaders of the Navy to support the main tasks of the Navy in the future. Battalion Commander is a very important position in the organizational structure of the Naval Academy Midshipman educate. In military Commander Regulation no.138/XII/2011 confirms the necessity of each military personnel has soft and hard competencies. Therefore, this study focuses on the analysis and determination of criteria for the post of Batalyon commander of Naval Academy, includes soft and hard competencies and personality using PAPI Kostick, DEMATEL, ANP to get the best commander that is able to realize the basic tasks of the Navy. PAPI Kostick Personality Methods is a personality test on the employment situation. Along with other criteria such as Knowledge, Skills, Health, Phisic test, and Konduite, PAPI Kostick Personality criteria will be examined interrelationships among criteria and sub-criteria therein between using DEMATEL questionnaire. The results of DEMATEL is then drawn into a model of ANP. Furthermore structured questionnaire ANP. Then the results of questionnaires that have been processed, will be used as input in the software Superdecision. The results of the software is the weight of each sub-criteria that can be used in the assessment of the commander of selection . And in the example section assessment , the results of Superdecision software , it can be seen on the ranking of alternative commander’s candidate models have added alternative cluster .Keywords : Soft and Hard Competence, PAPI Kostick Personality, DEMATEL, and Analytic Network Process.

Abstract:
The situation in Ukraine as a result of Russia's armed aggression has led the President of Ukraine to approve the National Security and Defense Council's decision on a road map for defense reform, defining ways of its implementation on the basis and principles guided by NATO member states. The algorithm of the work of the governing bodies of the NATO Armed Forces according to their standards during the decision to conduct combat operations is presented. Proposed to automate the work of governing bodies in the Ground Forces of the Armed Forces of Ukraine by NATO standards in deciding to conduct hostilities. Suggestions have been made on the algorithmization of the functional activities of governing bodies in the Army of the Armed Forces of Ukraine from the battalion and above the standards of the United States Armed Forces, which are identical to NATO standards, using specialized software and for its implementation in the training process of officers and cadets Hetman Petro Sahaidachnyi National Army Academy. In accordance with the algorithmization of the functional actions of the officials of the management bodies, software has been developed that has the following functional capabilities: providing information about the algorithm (procedure) of the officials of the management bodies; making calculations that are required when planning combat operations; ensuring the development of formalized documents; providing useful information in a convenient form; creation of an electronic map of operational (combat) situation on the ground of warfare. The proposed automation of the decision-making process for combat operations and the algorithmization of the work of officials of the ground forces of the Armed Forces of Ukraine from the battalion and above can later be used in training centers and troops, as well as a prototype of the subsystem of the future automated ground control system of the Armed Forces of Ukraine. Therefore, the main purpose of automation of the Armed Forces of Ukraine control system should be considered to ensure the guaranteed fulfillment of tasks by the troops to counter modern threats and challenges to the national security of the state, to improve and develop new algorithms and methods of work of commanders and staffs in deciding to conduct combat operations, their planning and management based on widely deployed information and telecommunications technologies in accordance with NATO standards.

Abstract:
The article is devoted to the well-known serial edition “Soldatskaya Biblioteka” [Soldiers’ Library] of V.A. Berezovsky, the commission agent of the Ministry of Defence, private publisher and bookseller of military literature. Since 1888, most of the works were published and republished under the title “Reading for Soldiers and People” and from 1894 to 1915 — “Soldiers’ Library”. The purpose of this large publishing project of V.A. Berezovsky was to promote intellectual and spiritual moral development and self-education of the lower military ranks. By 1915, twenty-five serial sets of “Soldiers’ library” — twenty stories in each — were published. Separate sets and works were repeatedly republished. The aim of the study is to show the noticeable role of cheap illustrated “military and moral” books in the acquisition of libraries for the lower ranks and company book collections of military educational institutions. The author collected the data about all serial sets and runs of “Soldiers’ Library” by 1915, its acquisition and distribution. The article presents the analysis of the authors and the content of the library, its presence in military and civil book collections.Commercial entrepreneurial spirit, common sense and taste of V. Berezovsky himself, the appropriate choice of authors and their works, low prices, design, accessibility and accuracy of the publications were of great importance in gaining the great popularity of the “Soldiers’ Library”. Its active advertising campaign, conducted through the official structures of the military and other Departments, as well as through the printed publications owned by V. Berezovsky, contributed to its promotion to soldiers-readers. Therefore, some of the works from the “Soldiers’ Library” were purposfully admitted for acquisition of book collections of lower schools, free folk libraries and reading rooms and were recommended for home reading for cadets of primary schools.The results of study demonstrate that the “Soldiers’ Library” was available in the catalogues of book collections for lower ranks, in company schools, in battalion, squadron, crew, battery and regimental educational teams of military units and military schools. The experience of edition of “Soldiers’ Library” was popular in the years of Soviet power: it was used in the series “Library of Red Army Soldier”, “Popular Scientific Library of Soldier” and “Bibliotechka of the ‘Sovetsky Voin’ magazine” [Library of the “Soviet Soldier” Magazine].

Abstract:
The author of the article investigates the merits and remuneration of employees of the regional and city depatments of the NKGB-MSS in the Ternopil region in the 1945-1948 on the basis of a considerable circle of historical sources and monographs. The author identifies the main type of remuneration for NKGB-MSS employees - gratitude announcement. The author of the article indicates the main type of remuneration for NKGB-MSS employees - the announcement of gratitude, and the main merit was the successful participation in the chekist-military operation. It was considered successful if it resulted in the killing or detention of a person or a group of people involved in a particular case. Often during such operations, various trophies were taken, such as assault rifles, guns, pistols, machine guns, grenades and ammunition. However, internal documentation of the OUN or UPA was of the greatest operational value, since the documents served as the basis for the development of new operational cases. The author notes that NKGB-MSS security officers, their families, and agents received compensation. To substantiate this thesis, the author provides two examples. After the death of a security official, the family of the deceased received a lump sum compensation of 3,000 rubles. A security agent received 2,000 rubles for the reconstruction of the house and manor buildings because during the chekist-military operation, the rebels hid in her house and set it on fire, and not only the house but also the manor buildings. The author allocates arms and money as a reward to separate unit. The author emphasizes the receipt of the prize weapon for two reasons: firstly, as a rare event, and secondly, as irresponsible act of the state security officers, since the TT combat weapon was presented to a minor schoolboy who had joined the military unit. The author of the article emphasizes that most of the cash prize was received only by fighters of fighter battalions, recruited agents and cadets of militant squadron. They earned cash prizes for successfully conducted chekist-military operations.The author of the article also notes the amount of cash prizes was from 250 to 500 rubles. The amount of remuneration often varied depending on the rank and significance of each individual operation.

Abstract:
The existing model of professional training of police officers in Ukraine by many criteria does not meet the growing needs of society and generally accepted international democratic standards in this area. In these conditions, there is a growing need to reform the education system of future police officers in the Free Economic Zone of Ukraine. The purpose of the study was to clarify the components of the professional competence of instructors in physical training and sports of law enforcement agencies. Materials and methods. Theoretical analysis and generalization of data of special scientific and methodical literature were used in the work, monitoring of information resources of the Internet was carried out. It is established that the current problems that need to be addressed are the lack of a system of centralized training of instructors in physical training and sports, imperfection of the system of implementation of scientific developments in the field of physical culture and sports in practical service and combat activities and failure to take into account the initial level of training of cadets. Results and discussion. The analysis of experience of armies of the leading countries of the world shows that one of characteristic aspects in the organization of preparation of experts in physical training and sports is a combination in performance of tasks of physical training and mass sports. As part of the centralized training of personnel, the practice of using simulation centers and the Joint Conflict and Tactical Simulation software is widespread at the training courses for personnel of brigade headquarters (battalions). Promising areas for improving the professional training of instructors of physical training and sports are the use of distance, simulated learning, interactive, situational, game and project methods. Conclusion. Education of physical training and sports instructors requires a comprehensive approach and is carried out by a rational combination of basic types of training. It is established that the components of professional training of instructors of physical training and sports in military institutions are communicative, methodical, organizational-managerial and leadership competencies. The key issues of professional competence of instructors of physical training and sports are organizational and managerial skills. Organizational and managerial competence involves the formation of information-analytical, organizational, control and diagnostic skills. Important functions of heads of departments, instructors of physical training and sports are planning, definition of the purposes, coordination and the logical organization of professional activity of subordinates
