This paper attempted to educate the reader about the shortage of nursing staff and how it affects Bayelsa State’s health sector. Bayelsa State like any other state in Nigeria has enormous health challenges associated with manpower shortage. Bayelsa’s situation is unique because of its terrain. Some factors such as cost of river transport, insecurity of lives and properties due to incessant attacks from sea pirates, poor housing, lack of portable water, deplorable state of hospitals and health centres, erratic or lack of power supply, inadequate nursing personnel, and uneven distribution of the

We propose nonparametric hierarchical Bayesian models for multi-stage finite population sampling to robustify the inference and allow for heterogeneity, outliers, skewness, etc. Bayesian predictive inference for SAE is studied by embedding a parametric

Abstract:
Abstract The gas rich Iseni field is part of the Okpokunou Cluster (OML 35) located in Sagbama Local Government Area (LGA) of Bayelsa State that was discovered in the 1970's by four exploration wells. The cluster has the potential to deliver significant gas volumes to the Nigerian domestic gas market but to date has been undeveloped due to its remote location and lack of facilities in the area. In 2015, SPDC partnered with a reputable indigenous company (BlueStar Gas Limited (BGL) and executed a gas sales agreement for the development of the field. This partnership is poised to support Nigeria

Abstract:
As components in an actual nuclear system have multi states and are dependent on each other, a method for system reliability analyse based on Markov theory and Bayes network is presented in this paper. The method resolves the problems of multi-state and dependence simultaneously, by utilizing Markov theory and Bayes network synthetically. Applying the method to analysing reliability of power-supply system in nuclear power plant, the system failure probability, RAW and posterior probability of each component are obtained, which are useful for system reliability evaluation, improvement of weakne

Abstract:
Edge lane roads (ELRs), also known as advisory bike lanes or advisory shoulders, are a type of shared street where two-way motor vehicle (MV) traffic shares a single center lane, and edge lanes on either side are preferentially reserved for vulnerable road users (VRUs). This work comprises a literature review, an investigation of ELRs’ operational characteristics and potential road user interactions via simulation, and a study of crash data from existing American and Australian ELRs. The simulation evaluated the impact of various factors (e.g., speed, volume, directional split, etc.) on ELR op
