In early 2021, Rhodri Talfan Davies was appointed Director of Nations, a role which would see him lead all the BBC’s work across Scotland, Wales, England and Northern Ireland, alongside his responsibilities as Director of BBC Wales. Shortly after this appointment, and the announcement of further commitments by the BBC to nations and regions, the authors interviewed Talfan Davies to understand the decisions that flow from translating the often abstract concept of national regions and English regionalism into a coherent set of organisational strategies, commissioning priorities and local production. A second purpose was to explore the value of local programming in an era of global television.

The production of television history programming is a rich site for examining the dynamic relationship between history and memory. This article approaches these dynamics through original, empirical research of a specific case study, BBC Wales’ The Story of Wales (Green Bay for BBC Wales 2012). It analyses the commissioning, production and presentation of a landmark national history programme within the specific context of a small nation (Wales) and provides insights into how television intervenes in the construction, revision and remembering of the national past. The role of national histories in the construction of memory and national identity is importance at a time when the legitimacy of nations and states is under question and when governmental and political settlements are under construction as is the case in the post-devolutionary United Kingdom.

Abstract During the summer of 2012, and to coincide with the Olympics, BBC2 broadcast a series called The Hollow Crown, an adaptation of Shakespeare’s second tetralogy of English history plays. The BBC commission was conceived as part of the Cultural Olympiad which accompanied Britain’s successful hosting of the Games that summer. I discuss the financial, technical, aesthetic, and political choices made by the production team, not only in the context of the Coalition government (and its attacks on the BBC) but also in the light of theatrical and film tradition. I argue that the inclusion or exclusion of two key scenes suggest something more complex and balanced that the usual nationalism of the plays'; rather, the four nations are contextualised to comprehend and acknowledge the regions - apropos not only in the Olympic year, but in 2014's referendum on the Union of the crowns of England/Wales and Scotland.

This article will take an historical view on the BBC’s relationship with the nations, beginning with a discussion of the pre-television era, and then considering how the Corporation introduced television to the ‘national regions’ in the post-war period before focussing on Wales as a case study, ending with the establishment of the Welsh Fourth Channel, S4C. The aim is to underline the often complex historical relationship between the BBC as a UK-wide broadcaster and its role as a means of reflecting the life of a small nation such as Wales both to itself and to the rest of the United Kingdom.

Abstract:
The history of the BBC's regional programming is one of perennial tension between representing and reflecting the diversity of the UK's nations and regions and what is often perceived as an unrelenting ‘metropolitan centricity’. Through charting the mixed fortunes of English-language arts television for and about Wales, this article examines how the narrow range of cultural representation available on BBC television is situated within a public service broadcasting strategy that continues to regard regional arts as inherently ‘provincial’ and as such, inferior to that of London. The data and analysis presented derives from a broader study based on 21 qualitative interviews conducted with key figures directly involved in the production and commissioning of arts content across the BBC's television, radio and online services. The accounts provided by these interviewees are also contextualised by analysis of broadcasting policy and internal BBC documents, including annual yearbooks and reports. The article concludes by arguing that if the BBC is to reflect more adequately the true diversity of the UK's nations and regions and the distinct arts and cultures constituted within them, it must start by devolving its commissioning powers more equally. Rather than merely shifting centralisation from London to allocated ‘centres of excellence’ such as Scotland in the case of arts broadcasting, an effective public service arts proposition should strive to give greater autonomy and agency to the nations and regions so that they might build their arts strategies in their own image as opposed to that of the capital.

This sociophonetic study is concerned with the relationship between attitude and behaviour in language. A two-fold research design investigates the English accent spoken in and around Bangor, North Wales and the influence of Liverpool English on that accent in relation to people's attitudes. The speech of adolescents and elderly participants from higher and lower socioeconomic backgrounds has been recorded. Participants' linguistic behaviour, categorized through accent judgements, has been compared to their attitudes toward two accents from the area, Welsh English and Liverpool English, as expressed in an attitude questionnaire. Phonetic measurements investigate whether affrication of ,/t/ in North Wales English is a result of Scouse influence. The study has found the Welsh English accent to be a lower class norm, whereas among higher class speakers BBC English is the popular (prestige) norm. A clear influence of Scouse has been found, although only in the speech of lower class teenagers. Affrication of /t/ is shown to be a characteristic of a North Wales English accent. The study confirms the strong relationship between affective attitude and (linguistic) behaviour. Interestingly, it has been found that people's accents are not always congruent with their attitudes.

Mark Anthony Turnage's Frieze – performed by the National Youth Orchestra of Great Britain, conducted by Vasily Petrenko, on 11 August – and Nashit Kahn's The Gate of the Moon, a concerto for sitar and orchestra – performed by Kahn himself with the BBC National Orchestra of Wales, conducted by David Atherton on 12 August – both raise the question of how, in a new piece, one can meaningfully reference other music. Turnage's work was commissioned by the Royal Philharmonic Society to celebrate the organisation's bicentennial and to share a programme as their most famous and, probably, greatest commission, the Beethoven Ninth Symphony; this shorter work, which is clearly modelled on the Beethoven in its general layout, is a sort of gloss in Turnage's own language on the older one. Kahn's concerto brings together an orchestra of western instruments and a single Indian one and aims at joining their indigenous musical languages in a meaningful way.

Abstract This article examines the changing nature of public protection police work in a climate of continued austerity and increasing prosecutions for sexual offending, which have made a significant impact on the workloads of police teams who manage and monitor registered sexual offenders in the community. This increase has run parallel to a decrease in the general policing budget, which has seen it cut by an average of 22% across England and Wales [BBC. (2017). Utilizing data from observations and in-depth qualitative interviews with police officers from a force in England, this article highlights the effect which cost-saving measures have had on the professional standards of the police service in the management of sex offenders; how collaborative working practices have been hindered by these austerity measures, and finally how continual cuts have had a detrimental effect on the police’s ability to protect the public.

Abstract:
The research shows that the actuality of being 'captured' as a part of Capture Wales is neither standard to all participants, nor easy to evaluate in terms of measures of success. Most participants display a positive attitude to the process that is often explained by the perceived therapeutic nature of the workshop, and as a result of the experience, many participants enjoy a relationship with technology that is vastly advanced from their prior use. But on the whole the project has not changed Wales into a nation of Digital Storytellers. The limited numbers of people involved, coupled with the fairly limited space allowed by the BBC for the stories' display mean that the true public service'ness' of the project must be called into question.

Abstract:
This thesis is a detailed examination of the films of Swansea-born poet and BBC Wales documentary filmmaker John Ormond. It examines the uses of the documentary form within the context of a broadcasting institution that many have argued has been one of the central agents in the political and cultural development of this small nation. Given that the thesis is concerned with the work a decidedly creative figure, it seeks throughout to keep in focus Ormond's unique contribution to the documentary form. It begins with an interpretation of Ormond's broad cultural and philosophical framework as embodied in his poetry, and from here goes on to explore the ways in which this thinking impacted upon his approach to film as a medium and, particularly, the documentary as a cultural form. It positions Ormond's approach to documentary within the tradition of the Griersonian 'British Documentary Movement', in particular its post-war manifestations on British television as pioneered by producers such as Denis Mitchell, Norman Swallow and Philip Donnellan. Indeed, the thesis is, in part, an attempt to align Ormond's work with these better-known figures in British television history. The major aim of the thesis, however, is to explore the uses of this peculiarly civic cultural form within a minority national broadcasting context. To this end, it utilizes Jurgen Habermas's notion of the 'public sphere' as a lens through which to examine the ways in which Ormond's wide-ranging oeuvre interacted with and impacted upon a Welsh public sphere at a time of unprecedented political, economic, social, and cultural change. It distinguishes three broad areas of thematic concern - "culture", "historiography" and the "ethnographic" - and examines the ways in which Ormond's films reflect and contribute to a wide and shifting range of national discourses in this pivotal era in the history of Wales.

Abstract:
The present thesis investigates the music and career of Jeffrey Lewis (born 1942). The thesis is broadly divided into three sections. First is an account of the composer’s life, told mainly through an overview of his works, but also through a sketch of his early years in South Wales, his studies in Cardiff, Darmstadt, Kraków and Paris, his academic career in Leeds and Bangor, and his subsequent early retirement from academia. There follows a more detailed study of six works from the period 1978 – 1985, during which certain features of Lewis’s musical language came to the fore, perhaps most notably a very individual and instantly recognisable use of modal language. After an Epilogue, the thesis concludes with an Appendix in the form of a Catalogue in which all Lewis’s known compositions are listed, together with details of performances, broadcasts and recordings. Lewis’s music often plays with our temporal expectations; the close interrelationship between texture, structure, harmony and melody, and its effect upon our perception of the passage of time, are explored in the main analyses. These are conducted partly by means of comparison with other works by Lewis or his contemporaries. Memoria is examined in relation to a similarly tranquil score, Naaotwá Lalá, by Giles Swayne. The following chapter discusses the extra-musical inspiration for Epitaph for Abelard and Heloise, whose relationship to Tableau is then explored in the next. The difficulties of creating a large-scale structure that unifies the work’s various harmonic elements are also investigated. The analysis of Carmen Paschale considers it in relation to Lewis’s other choral music, whilst the final analytical chapter compares and contrasts two three-movement works, the Piano Trio and the Fantasy for solo piano. Lewis’s melodic writing in the Piano Trio is discussed in relation to that of James MacMillan, and the origins of the first movement of Fantasy in Oliver Knussen’s Sonya’s Lullaby are explored. In the Epilogue, the possible reasons for Lewis’s current neglect are explored, various influences on Lewis’s musical thinking are laid out, and his achievements are assessed.

Abstract:
This doctoral thesis consists of a literature review, presented in two papers, and another six papers describing experimental studies of the influence of different kinds of wax and polyphosporic acid on bitumen and asphalt concrete mixture properties. The literature review should give an extensive description of the field of knowledge concerning wax in bitumen. Effects of wax in crude oil, bitumen and asphalt concrete as well as test methods for studying these effects are described. Theories behind possible mechanisms are also discussed, and commercial wax as additive to bitumen for different purposes included. The experimental parts comprise laboratory studies involving totally five 160/220 penetration base bitumens from different sources, two isolated bitumen waxes, five commercial waxes and one polyphosphoric acid. Asphalt concrete slabs, containing base or modified bitumen were prepared and tested. Binder properties were evaluated using different types of laboratory equipment, such as dynamic shear rheometer (DSR), bending beam rheometer (BBR), differential scanning calorimeter (DSC), force ductilometer, as well as equipment for determining conventional parameters like penetration, softening point, viscosity, and Fraass breaking point. Fourier Transform Infrared (FTIR) spectroscopy and Thin Layer Chromatography (TLC-FID) were used for chemical characterization. The binders were aged by means of the rolling thin film oven test (RTFOT) and pressure ageing vessel (PAV) in combination. Asphalt concrete properties were evaluated at low temperatures using the tensile strain restrained specimen test (TSRST) and creep test at -25°C. Dynamic creep testing was performed at 40°C, as well as complex modulus tests between 0 and 20°C. Binder test results indicated that the magnitude and type of effect on bitumen rheology depend on the bitumen itself, type of crystallizing fraction in the bitumen and/or type and amount of additive used. Bitumen composition was found to be of decisive importance. Adding polyethylene wax or polyphosphoric acid, especially to a non-waxy 160/220 penetration grade bitumen, showed no or positive effects on the rheological behaviour at low temperatures (decrease in stiffness) as well as medium and high temperatures (increase in complex modulus and decrease in phase angle). However, the corresponding positive effects could not be shown in dynamic creep testing (at 40°C) of asphalt concrete mixtures containing these modified binders. Adding FT-paraffin decreased the physical hardening index for all bitumens. Also polyethylene wax and montan wax showed this effect for some bitumens. Slack wax showed a large increasing effect on physical hardening, and polyphosphoric acid none or a minor negative effect. No correlation between physical hardening index (PHI) and wax content by DSC was found in this study, involving both natural bitumen wax and commercial wax. Addition of the commercial waxes used showed no or marginally positive influence on bitumen ageing properties for the bitumens and test conditions used. Comparing asphalt mixture test results to the corresponding binder test results, the effects on asphalt mixtures from adding commercial wax or polyphosphoric acid were less evident. Significant binder physical hardening by BBR could not be confirmed by TSRST.<br>QC 20101006

Abstract:
Bose-Einstein condensation (BEC) is a phenomenon in which identical bosons occupy the same quantum state below a certain critical temperature. A hallmark of BEC is the coherence between particles every particle shares the same quantum wavefunction and phase. This coherence has been demonstrated for the external (motional) degrees of freedom of the atomic condensates by interfering two condensates. In this thesis, the coherence is shown to extend to the internal spin degrees of freedom of a spin-1 Bose gas evidenced by the observed coherent and reversible spin-changing collisions. The observed coherent dynamics are analogous to Josephson oscillations in weakly connected superconductors and represent a type of matter-wave four-wave mixing. Control of the coherent evolution of the system using magnetic fields is also demonstrated. The studies on spinor condensates begin by creating spinor condensates directly using all-optical approaches that were first developed in our laboratory. All-optical formation of Bose-Einstein condensates (BEC) in 1D optical lattice and single focus trap geometries are developed and presented. These techniques offer considerable flexibility and speed compared to magnetic trap approaches, and the trapping potential can be essentially spin-independent and are ideally suited for studying spinor condensates. Using condensates with well-defined initial non-equilibrium spin configuration, spin mixing of F = 1 and F = 2 spinor condensates of rubidium-87 atoms confined in an optical trap is observed. The equilibrium spin configuration in the F = 1 manifold confirms that 87Rb is ferromagnetic. The coherent spinor dynamics are demonstrated by initiating spin mixing deterministically with a non-stationary spin population configuration. Finally, the interplay between the coherent spin mixing and spatial dynamics in spin-1 condensates with ferromagnetic interactions is investigated.

第一章陳述周代酒禮的研究狀況。當時的酒禮的類別、內容、程序等都有很大的探討空間,但是首先要打破銘文釋讀的障礙。我提出從古文字形構的角度考察禮儀的雛形,隨即在第二章實踐。經過考察與祼禮有關的瓚、將等字的本義,勾勒字義的引申關係,用來訓釋銘文語境中的具體含義,以此為基礎來說明了瓚、將兩種事物的禮儀用途,結果得出銘文瓚字既是表示飲酒的工具也是表示獻酒的動詞,其中瓚字由於詞性變換而孳乳出「口+瓚」、「吅+瓚」的寫法,為 、 字。銘文「口+瓚」、「吅+瓚」的寫法,按辭例都表示讓人酒飲義,兩字是在「瓚」字的基礎上添加了「口」或「吅」,屬標示動詞用法的表義符號。至於祼將的將則屬於同源分化,由本指奉持的將字添加瓚形,產生了專指祼將(獻酒)的 字。第二章又牽涉到「X+某+出入/逆洀+事/將令」的辭例,X位置皆有供酒食之意,不應籠統以協助義當之,將命明顯是傳話之意。在飲食禮中設有訝者,兼任迎賓並傳達主賓之言。出入/逆洀乃形容傳命之行為,學者以為是名詞,指王的使者,非是。透過《儀禮》飲食禮儀程序的展現,可以反映這種套語所描述的實際內容。第三、四章討論「饗禮」,以主題用品劃分饗禮的類別,可以分為饗酒和饗醴兩種。在歸納銘文有「饗」字的辭例時,我發現了「饗醴」有「侑」,「饗酒」無「侑」的現象。侑是勸的意思,因飲料的種類有別,而有勸和不勸之別,反映了周初飲酒觀念對後來用酒制度的影響。類似的辭例用字上的差別未盡被揭櫫,而這些差別是還可以解決一些文字釋義的問題,例如飲、厚、懿、莤等字被討論過不少,可是還未算審諦。重新考察辭例後,可見飲不用於醴,厚、懿和醴、醫等事物有關,藉此對個別經傳文句提出新見,也進一步瞭解飲酒禮儀的內涵。第五、六章圍繞�字的本義、辭例、禮制、思想等各個方面做討論。�字形義蘊涵了飲酒行為,也是飲酒禮的基本模式,字中每一個部件,都可以在三《禮》所見的飲酒禮中找到實物,而�字包含了招待的義項,也和文獻以酒作為招待賓客的主要用品相符。 Documents from the early Western Zhou already indicate significant ideological differences between the Shang and Zhou dynasties. Instructions and commands written down in the da yu ding bronze inscription and the jiu gao ("royal mandate regarding drunkenness") chapter of the Shangshu, for example, show that the Zhou believed that the downfall of the Shang dynasty was brought on by their excessive indulgence in alcohol, and that they intended to admonish their own people for this behavior. However, the widespread use of bronze drinking vessels up until the mid-Western Zhou period suggests that this idea was only held up by the ruling elite of the early Western Zhou and did not expand throughout the entire territory. Only when the Zhou developed their own distinctive culinary and ritual culture from the mid-Western period on, bronze drinking vessels started to disappear from daily use. But the decrease of bronze drinking vessels does not necessarily mean that drinking alcohol for ritual purposes had been banned. From the mid-Western Zhou throughout the entire Eastern Zhou period characters related to these rituals--e.g. jiu酒(wine), yin 飲 ("to drink"), xiang 饗 ("to offer food and drinks"), guan 祼 ("to pour out libation") and zan 瓚 ("libation cup")--continue to appear on bronze inscriptions and show that the use of alcohol was still an indispensable part within court meetings. Only the form, quantity and quality of the alcohol vessels and drinking habits underwent changes, but they had not been forbidden categorically. The aim of this thesis is to outline the evolution of ritual ceremonies involving the use of alcohol vessels during the mid-Western Zhou period. By this, I attempt to demonstrate that the importance of offering alcohol drastically declined during this era. One indicator for this development is the decline in offering jiu 酒 ("wine") and its replacement with li 醴 ("sweet wine"). Due to its lower levels of alcohol, a higher amount of "sweet wine" could be consumed without becoming intoxicated and was therefore more suitable in the effort to abide the instructions given by the founding fathers of the dynasty. Besides a comparison of the terms jiu 酒 and li 醴, this thesis also offers new paleographic and phonologic analyses of related characters--e.g. suo 縮 ("filter"), yin 飲 ("to drink"), hou 厚 ("richness"), yi 懿 ("fine"), zan 瓚 ("libation cup"), guan 祼 ("to pour out libation"), etc.--to contrast the ritual system as described in the old texts with the bronze inscriptions according to the shape and sound of the character as well as the actual artifact.

Abstract:
The primary study of this thesis is spin-nematic squeezing in a spin-1 condensate. The measurement of spin-nematic squeezing builds on the success of previous experiments of spin-mixing together with advances in low noise atom counting. The major contributions of this thesis are linking theoretical models to experimental results and the development of the intuition and tools to address the squeezed subspaces. Understanding how spin-nematic squeezing is generated and how to measure it has required a review of several theoretical models of spin-mixing as well as extending these existing models. This extension reveals that the squeezing is between quadratures of a spin moment and a nematic (quadrapole) moment in abstract subspaces of the SU(3) symmetry group of the spin-1 system. The identification of the subspaces within the SU(3) symmetry allowed the development of techniques using RF and microwave oscillating magnetic fields to manipulate the phase space in order to measure the spin-nematic squeezing. Spin-mixing from a classically meta-stable state, the phase space manipulation, and low noise atom counting form the core of the experiment to measure spin-nematic squeezing. Spin-nematic squeezing is also compared to its quantum optics analogue, two-mode squeezing generated by four-wave mixing. The other experimental study in this thesis is performing spin-dependent photo-association spectroscopy. Spin-mixing is known to depend on the difference of the strengths of the scattering channels of the atoms. Optical Feshbach resonances have been shown to be able to alter these scattering lengths but with prohibitive losses of atoms near the resonance. The possibility of using multiple nearby resonances from different scattering channels has been proposed to overcome this limitation. However there was no spectroscopy in the literature which analyzes for the different scattering channels of atoms for the same initial states. Through analysis of the initial atomic states, this thesis studies how the spin state of the atoms affects what photo-association resonances are available to the colliding atoms based on their scattering channel and how this affects the optical Feshbach resonances. From this analysis a prediction is made for the extent of alteration of spin-mixing achievable as well as the impact on the atom loss rate.

Abstract:
När byggnader projekteras används klimatfiler från 1981-2010 för att dimensionera konstruktionen och energisystemet. Detta leder till att byggnader dimensioneras för ett klimat som varit och inte ett framtida klimat. SMHI har tagit fram olika klimatscenarier för framtiden som beskriver möjliga utvecklingar klimatet kan ta beroende på fortsatt utsläpp av växthusgaser. Dessa scenarier kallas för RCP (Representative Concentration Pathways). I denna studie används två olika klimatscenarier, RCP4,5 och RCP8,5. Siffran i namnet står för den strålningsdriving som förväntas uppnås år 2100. I RCP4,5 kommer medelårstemperaturen öka med 3 °C fram till år 2100 jämfört med referensperioden 1961-1990.  För samma tidsperiod sker en ökning på 5 °C enligt RCP8,5.  Ett flerbostadshus certifierad enligt Miljöbyggnad 2.2 nivå silver placerat i Vallentuna i Stockholms län används i denna studie som referensbyggnad. Byggnaden simuleras i programmet IDA ICE där den utsätts för RCP4,5 och RCP8,5. Resultatet visar att byggnaden inte skulle klara av kraven för Miljöbyggnad 2.2 gällande termiskt klimat sommar i något av de två klimatscenarierna. De operativa temperaturerna blir för höga i byggnaden utan att tillsätta komfortkyla.  Byggnaden ändras för att se vilka faktorer som kan förbättra resultatet gällande det termiska klimatet. Resultatet visar att värmelagringsförmåga hos byggmaterial och solavskärmning har störst påverkan på det termiska klimatet.  I studien gjordes flertal olika kombinationer av byggnadsutformningar. Enbart kombinationen av en tung stomme av betong tillsammans med fönster med lägre g-värde klarar kraven för Miljöbyggnad 2.2 i RCP4,5 och RCP8,5 utan komfortkyla. Kombinationen får lägst energianvändning i RCP8,5 av de olika kombinationerna som testats i studien.  En kombination av tung stomme av KL-trä med lågt U-värde, fönster med lägre g-värde och komfortkyla får lägst energianvändning i grundklimatet och RCP4,5 av de olika kombinationerna som testats i studien trots användningen av komfortkyla.  Frågan om vilket alternativ som är bäst ur ett hållbarhetsperspektiv är svårt att svara på. Det finns många aspekter som behöver tas i hänsyn till som byggnadens totala klimatavtryck både i tillverkning och användning. Oavsett val av konstruktion är det viktigt att projektera för att komfortkyla och solavskärmning skall kunna appliceras när ett varmare klimat råder.<br>When buildings are designed climate files from 1981 to 2010 are used to construct the building and its energy system. This leads to building being designed to a climate that has been and not to a future warmer climate that will come. SMHI has developed different climate scenarios for the future that describe different paths the climate can take depending on continued emissions of greenhouse gas. This climate scenarios are called RCP (Representative Concentration Pathways) In this study two of the climate scenarios, RCP4,5 and RCP8,5 are used. The number in the name stands for the radiation forcing that is expected in the year 2100.  In RCP4,5 the mean average air temperature will increase with 3 °C until year 2100 compared to the reference period 1961-1990. In the same time period RCP8,5 will increase with 5 °C.  An apartment building certified according to Miljöbyggnad 2.2 level silver placed in Vallentuna, Stockholms län is used as a reference building. The building is simulated through the simulation software program IDA ICE where it´s exposed to RCP4,5 and RCP8,5. The results demonstrate that the reference building would not meet Miljöbyggnad 2.2 requirement in the indicator about thermal comfort during summer. The operative temperature in the building is too high unless comfort cooling is used.  The design of the building changes to see what factors can improve the results regarding the thermal comfort. The results demonstrate that thermal conductivity and solar shading has the greatest impact on thermal comfort.  In this study several combinations of different building designs were made. Only the combination of a concrete frame with windows with low g-value met the requirement of Miljöbyggnad 2.2 regarding the thermal comfort during summer without using comfort cooling in RCP4,5 and RCP8,5. The combination had the lowest energy demand in RCP8,5 of all the combinations tested in the study.  A combination of cross laminated wood frame with low U-value, windows with low g-value and comfort cooling had the lowest energy demand in the original climate file and RCP4,5 despite the use of comfort cooling.  The questing about which building construction is the best from a sustainable perspective is difficult to answer. To answer that question the building´s total climate footprint in both production and use must be calculated. Regardless of the choice of building construction it is important to have in mind when designing a building that comfort cooling and solar shading should be easily applied when a warmer climate will prevail.

This chapter discusses the role of public service broadcasting and its broadcasters in Wales. Public service broadcasting plays a crucial role in enhancing citizens' understanding of their culture, history, and political system. In Wales particularly, there is a limited range of news sources about devolved politics. A 2016 survey in Wales found that many readers relied on news produced in England, or UK-wide news, which has limited information about Welsh affairs. Therefore, while the provision of an effective public service broadcasting service is crucial throughout the UK, it is central to the future of a well-informed citizenry and publicly accountable government in Wales. One of the biggest changes in television provision in Wales relates to English-language programming. With the significant decrease within both the BBC and ITV in terms of both output and spend, there has been a narrowing of programmes and genres in Wales.

This chapter examines a partnership project in the West Midlands region which developed prison radio beyond Radio Feltham. It particularly analyses the role of the BBC in the process and the impact of the activity on establishing and formalising the Prison Radio Association (PRA). Developed through the combined influence of national broadcaster and independent prison radio activity, the chapter argues that the PRA is representative of new forms of Public Service Broadcasting (PSB) within changing media and institutional environments, achieved in partnership, and demonstrating the enduring importance of PSB values. It is evident that the partnerships and relationships forged during this period played a major role in the establishment and ongoing development of the PRA.

During the German occupation of France (1940-44), in addition to the broadcasts of the British Broadcasting Corporation (BBC), shortwave broadcasters in the United States, such as NBC, and later, the U.S. government’s Voice of America (VOA) and Office of War Information (OWI) supplied broadcast news, entertainment, and moral support to French listeners living under the Vichy regime. This chapter explores U.S. and Allied international broadcasting to France between 1937, when daily transatlantic French-language programs began in earnest from America, through D-Day, to the liberation of Paris coordinated in part via radio broadcasting. The chapter analyzes the programs and strategies of broadcasters, Nazi and Vichy propagandists, and clandestine listeners during the Occupation.

In 1942, Val Gielgud and John Dickson Carr wrote and produced a pair of plays: Inspector Silence Takes the Air and Thirteen to the Gallows. Both are set in the British Broadcasting Corporation (BBC) studios during wartime, and both dramatized dead air and dead bodies. Gielgud, as a high-level radio-producer, feared that the BBC was broadcasting into a void. The emergence of the Listener Research Department, a unit designed to assess listener sentiment about BBC programming, promised to usher in an institution with a more responsive relationship to its audience. But these plays, featuring BBC technicians as villains, criticize the BBC’s Reithian self-conception as an unliteral force to produce and manufacture public taste, a tendency in constant tension with the burgeoning science of listener research. This chapter traces the ambivalent responses to the wireless as both a method of controlling public opinion and a medium with the potential to facilitate psychographic congruity across populations. Those outside the BBC expressed equal parts concern and optimism about the ability of wireless technology to shape its audiences. Recognizing the BBC’s power to move listeners, Olaf Stapledon’s short story “A World of Sound” is the first of his works to theorize the sonic sphere as a means of transcending individual consciousness; radio-centric telepathy would later become a crux to his aesthetic project, with novels like Star Marker imagining radio waves as a means of decentralizing authority and enabling individuals to access the public consciousness directly and make collective decisions.

Abstract:
In this study, numerical computation was carried out for evaluating the effects of the design parameter variations on the added resistance of Aframax tanker in head seas. The design of experiments (DOE) was used to efficiently conduct the numerical simulations with the hull form variations and save computational resources. A computational fluid dynamics (CFD) code based on the continuity and Reynolds averaged Navier-Stokes (RANS) equation was used for the numerical simulation. The simulation was performed in a short wave condition where the wave length was half of the ship length, which is expected to be most frequent in the vessel operation. Five design parameters of fore-body hull form were selected for the variations: design waterline length (DWL), bulbous bow height (BBH), bulbous bow volume (BBV), bow flare angle (BFA) and bow entrance angle (BEA). Each parameter had two levels in the variations, thus total 32 cases were designed initially. The results of the numerical simulations were analyzed statistically to determine the main effects and correlations in the five design parameters variations. Among them, the most significant parameter that influences on the added resistance in waves was DWL, followed by BBV and BEA. The other parameters had little effects on the added resistance in waves. By the computations, it was revealed that Extending DWL and decreasing BEA promoted the reflection of waves more toward the side than forward. In addition, there existed two-way interactions for the following two-factor combinations: DWL-BFA, DWL-BEA, DWL-BBV, BBH-BBV.

Interdepartmental Memorandum of Understanding (IMOU) 5170 between Natural Resources Canada (NRCAN), the Geological Survey of Canada (GSC) and Transport Canada Innovation Centre (TC-IC) aims to gain new insight into slow-moving landslides, and the influence of climate change, through testing conventional and emerging monitoring technologies. IMOU 5107 focuses on strategically important sections of the national railway network in the Thompson River valley, British Columbia (BC), and the Assiniboine River valley along the borders of Manitoba (MN) and Saskatchewan (SK). Results of this research are applicable elsewhere in Canada (e.g., the urban-rural-industrial landscapes of the Okanagan Valley, BC), and around the world where slow-moving landslides and climate change are adversely affecting critical socio-economic infrastructure. Open File 8931 outlines landslide mapping and changedetection monitoring protocols based on the successes of IMOU 5170 and ICL-IPL Project 202 in BC. In this region, ice sheets, glaciers, permafrost, rivers and oceans, high relief, and biogeoclimatic characteristics contribute to produce distinctive rapid and slow-moving landslide assemblages that have the potential to impact railway infrastructure and operations. Bedrock and drift-covered slopes along the transportation corridors are prone to mass wasting when favourable conditions exist. In high-relief mountainous areas, rapidly moving landslides include rock and debris avalanches, rock and debris falls, debris flows and torrents, and lahars. In areas with moderate to low relief, rapid to slow mass movements include rockslides and slumps, debris or earth slides and slumps, and earth flows. Slow-moving landslides include rock glaciers, rock and soil creep, solifluction, and lateral spreads in bedrock and surficial deposits. Research efforts lead to a better understanding of how geological conditions, extreme weather events and climate change influence landslide activity along the national railway corridor. Combining field-based landslide investigation with multi-year geospatial and in-situ time-series monitoring leads to a more resilient railway national transportation network able to meet Canada's future socioeconomic needs, while ensuring protection of the environment and resource-based communities from landslides related to extreme weather events and climate change. InSAR only measures displacement in the east-west orientation, whereas UAV and RTK-GNSS change-detection surveys capture full displacement vectors. RTK-GNSS do not provide spatial coverage, whereas InSAR and UAV surveys do. In addition, InSAR and UAV photogrammetry cannot map underwater, whereas boat-mounted bathymetric surveys reveal information on channel morphology and riverbed composition. Remote sensing datasets, consolidated in a geographic information system, capture the spatial relationships between landslide distribution and specific terrain features, at-risk infrastructure, and the environmental conditions expected to correlate with landslide incidence and magnitude. Reliable real-time monitoring solutions for critical railway infrastructure (e.g., ballast, tracks, retaining walls, tunnels, and bridges) able to withstand the harsh environmental conditions of Canada are highlighted. The provision of fundamental geoscience and baseline geospatial monitoring allows stakeholders to develop robust risk tolerance, remediation, and mitigation strategies to maintain the resilience and accessibility of critical transportation infrastructure, while also protecting the natural environment, community stakeholders, and Canadian economy.
