THE BRITISH-IRISH COUNCIL SPRINGS FROM AND IS PROVIDED FOR IN the Belfast Agreement signed on Good Friday 1998. Its coming into force depends upon the implementation of the Agreement. The Council is established, however, not by the 1998 Northern Ireland Act, which gives legislative expression to the bulk of this Agreement, but by an international treaty, the British–Irish Agreement, attached to the Belfast Agreement.The Belfast Agreement together with the legislation providing for devolution to Scotland and Wales establishes a new constitutional settlement, both among the nations which form the United Kingdom, and also between those nations and the other nation in these islands, the Irish nation. The United Kingdom itself is, as a result of the Scotland Act and the Government of Wales Act, in the process of becoming a new union of nations, each with its own identity and institutions – a multi-national state, rather than, as many of the English have traditionally seen it, a homogeneous British nation containing a variety of different people.

By the Belfast Agreement of 1998, the major parties involved in the Northern Ireland conflict agreed that the territorial status of Northern Ireland would be determined by the Northern Irish people and the people of the island of Ireland collectively. Although this Agreement is significant in shaping the right to self-determination in the all-Irish context, it contains within it many ambiguities. Many questions as to the nature, extent and effects of the right to self-determination in the all-Irish context still remain. These questions and issues which arise within the Agreement are resolvable with recourse to the customary international law of self-determination, particularly the law and practice relating to referenda. The Belfast Agreement is not simply of relevance in the Irish context. Rather, it offers an understanding of the limitations which may be imposed on the right to self-determination, and serves as a model for the resolution of self-determination disputes.

The 1998 Good Friday/Belfast Peace Agreement was almost universally supported by nationalists in Northern Ireland, and Sinn Féin’s high-profile role in the discussions was the foundation upon which it would transform itself from the political wing of the Provisional Irish Republican Army to second biggest party at Stormont. However, dissidents pointed out that the compromises made by Sinn Féin during the Peace Process were a sell-out of the political and ideological aspirations held by republicans for at least a century. New dissident groups emerged in opposition to the course taken by Sinn Féin, and the period since 1998 has been one of the most dynamic in republican history since the Irish Civil War. New political parties and organisations like the 32 County Sovereignty Movement, éirígí, Republican Network for Unity and Saoradh emerged reflecting this state of flux and the existential fears felt by those for whom the Good Friday Agreement fell far short of delivering the republican aspiration of a united Ireland. Although Brexit provided a curious and fortunate opportunity for momentary public attention, these groups have remained peripheral actors in the Irish and British political public spheres.

They positively seethe with gruesome assassinations, indiscriminate bombings and deliberate shootings, while resonating with a veritable cacophony of deep-seeded ethnic rivalries and genocidal, religious hatreds, which are interlaced with poverty, social deprivation and dis-function, migration and emigration.

This paper examines how policy has developed and its effectiveness. The paper highlights new developments since the Belfast Agreement of 1998 and examines in particular new attempts to mainstream equality in the policy process. The paper concludes by suggesting that the Northern Ireland experience has much to offer students of social policy elsewhere.

Annual public attitudes surveys are important tools for researchers, policy makers, academics, the media and the general public, as they allow us to track how – or if – public attitudes change over time. This is particularly pertinent in a society coming out of conflict. This article highlights the background to the creation of the Northern Ireland Life and Times Survey in 1998, including its links to previous survey research. Given the political changes after the Good Friday/Belfast Agreement in 1998, the challenge was to create a new annual survey that recorded public attitudes over time to key social issues pertinent to Northern Ireland’s social policy context. 2018 marks the 20th anniversary of the survey’s foundation, as well as the 20th anniversary of the Agreement. Thus, it is timely to reflect on the survey’s history and impact.

Devolution in Northern Ireland followed directly from the 1998 Belfast (Good Friday) Agreement which provided, inter alia, for a democratically elected Assembly “inclusive in its membership, capable of exercising executive and legislative authority, and subject to safeguards to protect the rights and interests of all sides of the community”. More than six years on, the Northern Ireland Executive and Assembly are in suspension for the fourth time (the latest since October 2002). The conjunction of devolution and the implementation of the Agreement mean that the former is wholly dependent on the vagaries of the latter and, as a consequence, has devalued the potential of devolution to improve the governance of Northern Ireland.

AbstractThis article is broadly based upon a presentation given by Gordon Anthony, which was given at the annual conference of the British and Irish Association of Law Librarians on 15 June 2012 in Belfast. Its purpose is to outline some of the ways in which public law in Northern Ireland is unique within the wider setting of the UK. Although it is true that the law of Northern Ireland shares much in common with principle and practice elsewhere in the UK, there are some notable differences that are attributable to the fact that Northern Ireland has its own court system and legal and political history. The article thus examines some of the differences that exist at the constitutional level and which can be associated with, most famously, the Belfast Agreement 1998. It also summaries some of the differences that can be found at the level of legal citation, for instance of case law and statute law for the jurisdiction.

Since 2006, according to the Northern Ireland Life and Times Survey, the largest portion of people in Northern Ireland identify themselves not as Unionist nor Nationalist but as Neither. This fact is difficult to tally with the patterns of polarised election results and the narratives of a ‘culture war’ that dominate most analyses of contemporary Northern Ireland. This article examines the existence of this large portion of the population in Northern Ireland who reject the identities upon which the 1998 Good Friday (Belfast) Agreement is centred. We find that those identifying as neither Unionist nor Nationalist are predominantly female, they come from all religious backgrounds, all age groups, and both British and Irish national identities. The majority of those who identify as Neither appear to do so as a statement of rejection of what is on offer from the political parties in Northern Ireland; rather than supporting a centrist party, they support no party at all. The article concludes that the 1998 Agreement has created the conditions for a growing number of people to identify as neither Unionist nor Nationalist, but at the same time it makes the emergence of any strong alternative, ‘third way’ type of politics difficult to envisage.

Many commentaries on social policy in the UK assume that policy as developed in England applies to the constituent countries of Wales, Scotland and Northern Ireland. However, the advent of political devolution in the last five years is slowly being reflected in the literature. This paper takes education policy in Northern Ireland and discusses recent policy developments in the light of the 1998 Belfast Agreement. The Agreement, it is suggested, is providing a framework which promotes equality, human rights and inclusion in policy making. Some early indications of this are discussed and some of the resultant policy dilemmas are assessed. The paper concludes that accounts of policy development in the UK, which ignore the multi-level policy-making contexts created by devolution, do a disservice to the subject.

The 1990s have been of utmost importance for Ireland and the Irish as this decade is characterised by a great diversity of problems: economic problems, unemployment and migration which came as a result of these problems, racial harassment experienced abroad, psychological problems, the Troubles whose serious impact was felt not only in Northern Ireland but also in the Republic of Ireland, which emerged as a consequence of the conflict between the Catholics and the Protestants because of the political status of Northern Ireland and which began at the end of the 1960s and ended in 1998 with Belfast Agreement; self-centeredness emerging as a repercussion of the Celtic Tiger period which was witnessed between 1995 and 2000 and which means economic development in Ireland, and, lastly, the problem of violence. Martin McDonagh, an Anglo-Irish playwright represents these problems emphasising the problem of violence encountered in this decade in a satirical but grotesque way particularly in The Pillowman.

This paper is concerned with the extent to which the state offers potential for furthering farm women's status and rights. Using case studies of Australia and Northern Ireland, it examines the extent to which the state has intervened to address gender inequality in the agricultural sector. These two locations provide a particularly rich scope for analysis because while Australia has a long history of state feminism and an extensive legislative framework for pursing gender equity, this is not the case with Northern Ireland. At the same time, the restructuring of the state in Northern Ireland, following on from the Belfast Agreement of 1998 and the Northern Ireland Act of 1998, has generated new opportunities for state intervention regarding gender equality. Moreover, while gender is now for the first time being placed on the state agenda in Northern Ireland, gender reform is being wound back in Australia, as equity discourses are subsumed by the hegemonic discourses of neo-liberalism.

The 1998 Good Friday (Belfast) Agreement that cemented the peace process formalized Northern Ireland’s position as a region integrally connected to both Great Britain and the Republic of Ireland. The multilevel governance and cross-border cooperation this entailed was enabled by common UK and Irish membership of the European Union. The UK’s decision to leave the EU posed risks to this settlement. In response, they engaged in a quest for ‘flexible and imaginative solutions’ to this conundrum. The unique arrangements established through the Protocol on Ireland/Northern Ireland in the UK–EU Withdrawal Agreement (2019) mark an innovative and ambitious development for the EU. First, it de facto includes a region of a non-member state within its internal market for goods and, second, it delegates the enforcement of its rules to that non-member state. The Protocol represents a significant departure for the EU in terms of its typical engagement with external actors. Most significantly, it will not only represent a ‘live’ concern for the EU but a unique type of responsibility.

Few Irish men and women can have escaped the mighty wave of anniversary fever which broke over the island in the spring of 1998. As if atoning for the failed rebellion itself, the bicentenary of 1798 was neither ill-coordinated nor localised, but a genuinely national phenomenon produced by years of planning and organisation. Emissaries were dispatched from Dublin and Belfast to remote rural communities, and the resonant names of Bartlett, Whelan, Keogh and Graham were heard throughout the land; indeed, the commemoration possessed an international dimension which stretched to Boston, New York, Toronto, Liverpool, London and Glasgow. In bicentenary Wexford — complete with ’98 Heritage Trail and ’98 Village — the values of democracy and pluralism were triumphantly proclaimed. When the time came, the north did not hesitate, but participated enthusiastically. Even the French arrived on cue, this time on bicycle. Just as the 1898 centenary, which contributed to the revitalisation of physical-force nationalism, has now become an established subject in its own right, future historians will surely scrutinise this mother of all anniversaries for evidence concerning the national pulse in the era of the Celtic Tiger and the Good Friday Agreement. In the meantime a survey of some of the many essay collections and monographs published during the bicentenary will permit us to hazard a few generalisations about the current direction of what might now be termed ‘Ninety-Eight Studies’.

AbstractDespite the narrative of success surrounding the Northern Ireland peace process, which culminated in the 1998 Good Friday Agreement, there remain significant humanitarian consequences as a result of the violence. The International Committee of the Red Cross (ICRC) has opened an office in Belfast after its assessments demonstrated a need for intervention. While a two-year ‘dirty protest’ in Northern Ireland's main prison has been recently resolved, paramilitary structures execute punishments, from beatings to forced exile and even death, outside of the legal process and in violation of the criminal code. This article examines the face of modern humanitarianism outside of armed conflict, its dilemmas, and provides analysis as to why the ICRC has a role in the Northern Ireland context.

If students of world politics can be reasonably accused of ignoring the Troubles in Northern Ireland—in part because they seemed to have little to do with the larger East-West confrontation and partly because they were so obviously about something distinctly national in character—then by the same token specialists on Northern Ireland can justly be accused of a certain intellectual parochialism and of failing to situate the long war within a broader global perspective. The quite unexpected outbreak of peace however only emphasizes the need for a wider understanding of the rise and fall of the Northern Irish conflict. This article explores the relationship between the partial resolution of the Irish Question—as expressed in the Good Friday Agreement of 1998—and the changing character of the European landscape. Its central thesis is that while there were many reasons for the outbreak of peace in the 1990s, including war weariness, it is difficult to understand what happened without situating it in a larger European framework and the new definition of sovereignty to which the EU has given birth.

This paper presents the results of the ‘Beyond the Peace Walls’ pilot project, which examined the role of urban parks in Belfast, a city marked by a history of sectarianism. It explores the interface of culture, inclusivity and belonging through the concept of ‘shared spaces’ following the rationale that has guided policy-making in Northern Ireland since the signing of the Good Friday Agreement in 1998. By examining the alternative narratives of the historical role of public parks, as spaces of community making, alongside recent efforts to overcome sectarianism, it investigates how the lived experience of parks articulated through the concept of ‘shared spaces’ is understood by policy-makers and local communities. The research draws on material collected in conversations with park goers framed by comparative analysis of research undertaken in other segregated cities to explore the extent to which urban design curbs or reinforces segregation. Findings reveal ongoing tensions between the neutralisation and the signification of space underlying place restructuring in Belfast rejecting the claim that parks are ‘neutral’ compared to other ‘interface’ locations. We argue that parks are not neutral spaces: people have very clear understandings of the demarcation of space within parks, even if the markers are not visible for all to see. Signifiers are perceived through gestures, language, names and activities, while shared spaces embody historically informed values and constraints. We also suggest that formal planning and management of shared spaces in Belfast need to be constantly evolving to meet the fluid needs and aspirations of the city’s population, while taking into account the historical and affective relevance of physical and ethno-political segregation.

The article is devoted to the analysis of the interaction of the UK government with the leading regional parties of Northern Ireland to address issues of border regulation and prevention of the negative consequences of Brexit. The aim of the article is to comprehend the official line of T. May’s conservative cabinets to maintain a transparent border between Northern Ireland and the Republic of Ireland established by the Belfast Agreement of 1998, as well as to overcome the political crisis within the Northern Ireland Assembly, which has continued since January 2017. During the negotiation process between London and Brussels interests of Euroskeptics and Eurooptimists clashed in the UK Parliament and Government, which directly influenced the political processes in the regions of the United Kingdom. Disagreements between the DUP and Sinn Fein created additional socio-economic tensions in Northern Ireland, which made the Brexit negotiation process difficult.

Abstract Northern Ireland has now moved from ‘negative’ peace (the absence of violence, largely) to ‘positive’ peace (confidence-building measures to consolidate gains in voting practice and in reducing discrimination against the minority community in employment and housing allocation). This transition has involved funders at the European, regional and local levels investing in peace and reconciliation measures to consolidate political gains made since the Belfast (Good Friday) Agreement in 1998. This paper examines the achievements made to date, the extent to which they have resulted in a peace dividend for those most impacted by the violence, and whether the focus of peace-building interventions should shift away from the traditional community relations model. It finds that the reformed local authorities in Northern Ireland and the border regions could play a pivotal role in making a significant difference to peace-building through new legal powers in community planning.

This essay explores the changing place of the 1641 rebellion in the memory cultures of Ulster loyalist communities before and after the Good Friday Agreement of 1998. Focusing on the loyalist centres of Portadown and West Belfast, I show that commemorative activities particularly flourished during periods of crisis in these communities as they moved (or were moved) towards compromise. The 1641 Depositions Project has argued that the ‘memory’ of 1641 must be replaced by ‘history’. The potential for the transformation or dissolution of loyalist memories depends on the willingness of these communities to forget a long-established element of the expression of a ‘besieged’ Ulster Protestant identity, which in turn depends on their investment in the peace process. Nascent attempts to accommodate the history and memory of 1641 in post-conflict Northern Ireland suggest that perhaps the fledgling peace is not yet secure enough for such divisive memories to disappear.

Two qualitative data sets from 2010 and 2016 are compared to explore the respondents’ perceptions of peacebuilding in the wake of the 1998 Belfast Agreement (BA) and the ensuing peace process. Fifty-two Civil Society Organization (CSO) leaders from Londonderry/Derry were interviewed during the summer of 2010 to delve into their perceptions of the BA, and building cross community contact through peacebuilding and reconciliation processes. The International Fund for Ireland and the European Union Peace Fund funded these respondents CSO peacebuilding projects. They held many viewpoints on peacebuilding. Seven grassroots peacebuilders from Derry/Londonderry were interviewed in 2016. These peacebuilders revealed that Northern Ireland has a long way to go to build an authentic and genuine peace. A key stumbling block to the Northern Ireland peace process is heightened societal segregation that results from the BA institutionalizing sectarianism, and the recent fallout from Brexit. Politicians continue to refuse addressing the past that has long-term implications for peace.

Focusing on the post-accord generation in Northern Ireland, this study aimed to examine the role of intergroup contact in promoting support for peacebuilding and youth civic engagement. The sample comprised 466 youth (aged 14-15; 51% Catholic, 49% Protestant) who were born after the 1998 Good Friday/Belfast Agreement and therefore represent a ‘post-accord’ generation. Recruited through their schools, youth completed scales on intergroup contact (quality and quantity), support for peacebuilding, and civic engagement. Hypotheses were tested using structural equation modelling and bootstrapped mediation in MPlus. Results found that support for peacebuilding partially mediated the association between higher quality and higher quantity contact and greater civic engagement (volunteering and political participation). Findings demonstrate that youth who are living with the legacy of protracted intergroup conflict can support peacebuilding and engage in constructive behaviours such as civic engagement. By recognising the peacebuilding potential of youth, especially in a post-accord generation, the findings may inform how to promote youth civic engagement and social reconstruction after conflict.

For many decades, Northern Ireland has been characterized by a tense conflict of identities with frequent outbreaks of political and religious violence. At the end of the 20th century, a consensus was reached between the opposing sides on the need for a peaceful settlement of the contradictions, which was reflected in the 1998 Belfast Agreement. The most important part of the agreement was a transition to the consociational model of governance. Consociationalism was assumed to “cure” the Northern Irish region, save it from violence and antagonism, and help to establish a dialogue between the representatives of the region’s key collective identities — unionists and nationalists. However, although 22 years have passed since the introduction of the consociational system, the settlement of the conflict has not seen any obvious progress. The article attempts to trace the reasons for this state of affairs and, in particular, to find out whether consociational model could, in principle, live up to the expectations. Based on the analysis of the fundamental characteristics of this model, as well as the institutional patterns in the Northern Irish politics, P.Maksimova comes to the conclusion that consociational practices not only failed to contribute to the elimination of the antagonistic moods in the society, but also helped to preserve them. According to the author, consociational system is merely an instrument of crisis management, which, if misinterpreted, can only intensify confrontation and block the final settlement of the conflict. This is exactly what happened in Northern Ireland, where the specific features of the consociational system made it almost impossible to abandon group identities.

The globalisation of transitional justice as a framework for the resolution of conflicts is a remarkable phenomenon of the post-Cold War era (Bell and Craig, 2000). In different contexts this framework has significant consequences for women’s equality. This article asserts that a conceptualisation of gender that intersects with other dimensions of inequality in state formation provides an important tool for understanding contemporary transitional justice processes. This complex tool of intersectional analysis is used to explore the issue of women’s equality in Northern Ireland’s transition. This is applied to the problems of women’s absence from negotiations and the silence in these negotiations on matters to do with women’s day-to-day lives. The Good Friday/Belfast Agreement and the enactment of the equality legislation enacted in the Northern Ireland Act 1998 are the textual sites of analysis. These documents comprise the formal transitional framework for Northern Ireland. The article examines the theoretical tensions and practical implications inherent in universal claims for women’s equality in a situation where recognition of ‘difference’ is enshrined in both the equality legislation and the mechanisms for future democratic representation. The article concludes by suggesting that transitional justice discourse can benefit from the theoretical challenges posed by intersectionality and that social stability in NI and in other conflicted societies may be strengthened through addressing the corrosive impacts of inequality.

For those who spoke on behalf of Leave voters, the result on 23 June 2016 meant the people of the United Kingdom were taking back ‘control’ or getting their ‘own country back’. However, two parts of the United Kingdom did not vote Leave: Scotland and Northern Ireland. Here, the significant counterpoint to ‘taking back control is “waking up in a different country”’, and this sentiment has unique political gravity. Its unique gravity involves two distinct but intimately related matters. The first concerns the politics of identity. The vote was mainly, if not entirely, along nationalist/unionist lines, confirming an old division: unionists were staking a ‘British’ identity by voting Leave, and nationalists an Irish one by voting Remain. The second concerns borders. The Good Friday/Belfast Agreement of 1998 meant taking the border out of Irish politics. Brexit means running the border between the European Union (EU) and the United Kingdom across the island as a sovereign ‘frontier’. Although this second matter is discussed mainly in terms of the implications for free movement of people and goods, we argue that it is freighted with meanings of identity. Brexit involves a ‘border in the mind’, those shifts in self-understanding, individually and collectively, attendant upon the referendum. This article examines this ‘border in the mind’ according to its effects on identity, politics and the constitution, and their implications for political stability in Northern Ireland.

The International Fund for Ireland (IFI) was established by the Irish and British governments as part of the Anglo-Irish Agreement of November 1985. In 1994 the total resources available to the Fund were approximately £280 million. Both Unionists and Nationalists have expressed opposition to the Fund and concern over the Fund's objectives. Despite the considerable degree of controversy which surrounds the Fund, there has been no systematic analysis of the Fund's expenditure. This article begins such an analysis by presenting findings on the geographical distribution of the Fund's expenditure over the period 1986/87–1994. Findings on the distribution of the Fund's expenditure by the various initiatives and programmes which it sponsors (eg Business Enterprise, Tourism, etc) are also presented. The article also presents detailed findings on the allocation of the Fund's expenditure in one particular area of Northern Ireland, West Belfast. A number of policy recommendations are made on methodological issues surrounding the evaluation of the Fund and measures which the Fund could implement to reduce the suspicion and controversy which surround it.

AbstractThe 1998 Belfast Agreement concluded by most of the political parties in Northern Ireland and the British and Irish Governments is a very sophisticated blueprint, which attempts to deal with the various facets of a political entity in which a sizeable minority of the population wish to belong to another state. The structures and processes devised in the Belfast Agreement must cope with the so-called 'double minority' problem, ensuring that while Northern Ireland remains in the UK, it is on terms which respect and safeguard the members of the nationalist community who wish to be in a united Ireland, but also provide for the change in constitutional status from the UK to Irish unification in a manner which respects and safeguards the members of the unionist community who are opposed to that change. The Belfast Agreement, particularly in the reformulated Articles 2 and 3 of the Irish constitution, would appear to place primacy upon people and their diversity of identities and trad itions over territory. The Belfast Agreement also operates within a special framework which accommodates national identities through sub-state and inter-state relationships in which law seeks to protect human rights, both individual and collective.

The past two decades have produced extensive criticism of the Good Friday/Belfast Agreement’s (1999) progressivist logic in its proposal of a “fresh start” as the best way to honour the victims of the armed conflict that took place during the Troubles (1968-1998). In this paper, we argue that, by refusing to forget and to move on without exposing its grief, Anna Burns’s novel Milkman (2018) mourns the Troubles in the public arena, undoing the Agreement. With special interest in Burns’s narrator and protagonist who evades the reality of violence by “reading-while-walking”, we read Milkman as a gendered response to this enforced forgetfulness. If walking the city frames this young woman’s trauma within the collective trauma of the Troubles, it also offers the nomadic possibility of refusing the sectarian identities available to her.

This paper employs the hypothesis that one of the functions of political discourse is to legitimise a perceived point of view by promoting certain representations of a socio-political reality. It could be argued that the 1998 Good Friday (Belfast) Agreement creates a paradoxical reality in Northern Ireland because its language is so vague that it can be interpreted in different ways. This paper analyses linguistic categories used in the text of the Agreement to reveal the type of peaceful reality promoted and the constructive ambiguity used to facilitate agreement. It argues that the success of the peace process depended to a large extent on the particular nuances of discourse in and around this crucial document.

Alterations in public discourse towards multiculturalism, reconciliation and liberal democracy at the national level in Northern Ireland are evident from 1998 - 2002, but to what end? To what extent did language play a positive role in the Northern Ireland peace process? Recognizing that language does not tell the whole story of the Northern Irish experience of the Troubles or current peace process, the author highlights how language, as a transmitter and constitutor of culture, has played a role as a signifier of potential conflict, peace and progress (or lack thereof). In particular, the author considers several texts including excerpts from speeches given by Noble Prize Winners—the former First Minister David Trimble and former SDLP leader, John Hume; an IRA apology, Bloody Sunday Inquiry and the Belfast Agreement; and several selections from the work of Northern Irish poets Seamus Heaney and Eavan Boland.

Within the United Kingdom (UK), many of the arguments driving devolution and Brexit focused on equality. This article assesses how notions of equality have been shaped over the past two decades. Using a chronology of theoretical, political and public interpretations of equality between 1998 and 2018, the article highlights the shifting positions of Northern Ireland (NI) and the rest of the UK. NI once led the way in relation to equality legislation, and equality was the cornerstone of the Good Friday/Belfast peace agreement. However, the Equality Act 2010 in Great Britain meant that NI was left behind. The nature of future UK/EU relationships and how these might influence the direction and extent of the equality debate in the UK is unclear. While this article focuses on the UK, the questions that it raises have global application, due to the international influences on equality discourse and legislation.

Following the 1998 Belfast/Good Friday Agreement many community-based organizations became involved in localized peace-building activities in Northern Ireland and the Border Counties. Drawing financial support from the EU Programme for Peace and Reconciliation and the International Fund for Ireland, these organizations adopted various strategic mechanisms to implement their projects –synchronizing bottom-up development initiatives with top-level government policies. Their effectiveness has already been felt in Northern Ireland as reduced political violence and improved socioeconomic conditions. However, the long-term sustainability of this work is questionable, affected as it is by continued intercommunity segregation, low macro-level political support, and global economic instability. This article explores the perceptions of 120 civil society leaders regarding the peace-building practices employed by community-based organizations in Northern Ireland and the Border Counties. Key elements of an effective peace-building model are suggested that may contribute to the improvement of peace-building and reconciliation efforts in other contexts affected by ethno-political conflict.

This paper investigates postverbal imperative subjects (e.g., get you to school), ungrammatical in standard English but grammatical in certain contexts in dialects of Scottish and Belfast English. Henry (1995) reports that unaccusative verbs generally allow postverbal subjects in Belfast English, but in the Scottish English (ScotE) dialect considered here, only a very restricted subset of verbs allow it. Moreover, in ScotE, the preposition away can appear without an overt verb (I’ll away to my bed); this also allows a postverbal subject in imperatives (away you to school). The ScotE data cast doubt on Henry’s (1995) proposal that the licensor of postverbal subjects is weak agreement. The paper argues that the subjects in these constructions are actually external arguments of small clauses (of which goal PPs are taken to be a subset following, e.g., Beck & Snyder 2001). The differences between dialects are located in the structure of resultatives; Belfast English allows Case to be assigned to the subject of small clauses in resultative constructions via a functional head endowed with a causation feature, allowing them to remain in situ in imperatives. In standard English, the causation feature is directly merged onto the verb, not allowing for Case assignment and forcing raising of the subject of the small clause. The ScotE data is argued to arise from the availability of a very ‘light’ verb which is realized as get in some contexts and as silence in others.

IntroductionFirmly located within the discourse of visible culture as the lofty preserve of art exhibitions and museum artefacts, the noun “curate” has gradually transformed into the verb “to curate”. Williams writes that “curate” has become a fashionable code word among the aesthetically minded to describe a creative activity. Designers no longer simply sell clothes; they “curate” merchandise. Chefs no longer only make food; they also “curate” meals. Chosen for their keen eye for a particular style or a precise shade, it is their knowledge of their craft, their reputation, and their sheer ability to choose among countless objects which make the creative process a creative activity in itself. Writing from within the framework of “curate” as a creative process, this article discusses how the state banquet for Queen Elizabeth II, hosted by Irish President Mary McAleese at Dublin Castle in May 2011, was carefully curated to represent Ireland’s diplomatic, cultural, and culinary identity. The paper will focus in particular on how the menu for the banquet was created and how the banquet’s brief, “Ireland on a Plate”, was fulfilled.History and BackgroundFood has been used by nations for centuries to display wealth, cement alliances, and impress foreign visitors. Since the feasts of the Numidian kings (circa 340 BC), culinary staging and presentation has belonged to “a long, multifaceted and multicultural history of diplomatic practices” (IEHCA 5). According to the works of Baughman, Young, and Albala, food has defined the social, cultural, and political position of a nation’s leaders throughout history.In early 2011, Ross Lewis, Chef Patron of Chapter One Restaurant in Dublin, was asked by the Irish Food Board, Bord Bía, if he would be available to create a menu for a high-profile banquet (Mahon 112). The name of the guest of honour was divulged several weeks later after vetting by the protocol and security divisions of the Department of the Taoiseach (Prime Minister) and the Department of Foreign Affairs and Trade. Lewis was informed that the menu was for the state banquet to be hosted by President Mary McAleese at Dublin Castle in honour of Queen Elizabeth II’s visit to Ireland the following May.Hosting a formal banquet for a visiting head of state is a key feature in the statecraft of international and diplomatic relations. Food is the societal common denominator that links all human beings, regardless of culture (Pliner and Rozin 19). When world leaders publicly share a meal, that meal is laden with symbolism, illuminating each diner’s position “in social networks and social systems” (Sobal, Bove, and Rauschenbach 378). The public nature of the meal signifies status and symbolic kinship and that “guest and host are on par in terms of their personal or official attributes” (Morgan 149). While the field of academic scholarship on diplomatic dining might be young, there is little doubt of the value ascribed to the semiotics of diplomatic gastronomy in modern power structures (Morgan 150; De Vooght and Scholliers 12; Chapple-Sokol 162), for, as Firth explains, symbols are malleable and perfectly suited to exploitation by all parties (427).Political DiplomacyWhen Ireland gained independence in December 1921, it marked the end of eight centuries of British rule. The outbreak of “The Troubles” in 1969 in Northern Ireland upset the gradually improving environment of British–Irish relations, and it would be some time before a state visit became a possibility. Beginning with the peace process in the 1990s, the IRA ceasefire of 1994, and the Good Friday Agreement in 1998, a state visit was firmly set in motion by the visit of Irish President Mary Robinson to Buckingham Palace in 1993, followed by the unofficial visit of the Prince of Wales to Ireland in 1995, and the visit of Irish President Mary McAleese to Buckingham Palace in 1999. An official invitation to Queen Elizabeth from President Mary McAleese in March 2011 was accepted, and the visit was scheduled for mid-May of the same year.The visit was a highly performative occasion, orchestrated and ordained in great detail, displaying all the necessary protocol associated with the state visit of one head of state to another: inspection of the military, a courtesy visit to the nation’s head of state on arrival, the laying of a wreath at the nation’s war memorial, and a state banquet.These aspects of protocol between Britain and Ireland were particularly symbolic. By inspecting the military on arrival, the existence of which is a key indicator of independence, Queen Elizabeth effectively demonstrated her recognition of Ireland’s national sovereignty. On making the customary courtesy call to the head of state, the Queen was received by President McAleese at her official residence Áras an Uachtaráin (The President’s House), which had formerly been the residence of the British monarch’s representative in Ireland (Robbins 66). The state banquet was held in Dublin Castle, once the headquarters of British rule where the Viceroy, the representative of Britain’s Court of St James, had maintained court (McDowell 1).Cultural DiplomacyThe state banquet provided an exceptional showcase of Irish culture and design and generated a level of preparation previously unseen among Dublin Castle staff, who described it as “the most stage managed state event” they had ever witnessed (Mahon 129).The castle was cleaned from top to bottom, and inventories were taken of the furniture and fittings. The Waterford Crystal chandeliers were painstakingly taken down, cleaned, and reassembled; the Killybegs carpets and rugs of Irish lamb’s wool were cleaned and repaired. A special edition Newbridge Silverware pen was commissioned for Queen Elizabeth and Prince Philip to sign the newly ordered Irish leather-bound visitors’ book. A new set of state tableware was ordered for the President’s table. Irish manufacturers of household goods necessary for the guest rooms, such as towels and soaps, hand creams and body lotions, candle holders and scent diffusers, were sought. Members of Her Majesty’s staff conducted a “walk-through” several weeks in advance of the visit to ensure that the Queen’s wardrobe would not clash with the surroundings (Mahon 129–32).The promotion of Irish manufacture is a constant thread throughout history. Irish linen, writes Kane, enjoyed a reputation as far afield as the Netherlands and Italy in the 15th century, and archival documents from the Vaucluse attest to the purchase of Irish cloth in Avignon in 1432 (249–50). Support for Irish-made goods was raised in 1720 by Jonathan Swift, and by the 18th century, writes Foster, Dublin had become an important centre for luxury goods (44–51).It has been Irish government policy since the late 1940s to use Irish-manufactured goods for state entertaining, so the material culture of the banquet was distinctly Irish: Arklow Pottery plates, Newbridge Silverware cutlery, Waterford Crystal glassware, and Irish linen tablecloths. In order to decide upon the table setting for the banquet, four tables were laid in the King’s Bedroom in Dublin Castle. The Executive Chef responsible for the banquet menu, and certain key personnel, helped determine which setting would facilitate serving the food within the time schedule allowed (Mahon 128–29). The style of service would be service à la russe, so widespread in restaurants today as to seem unremarkable. Each plate is prepared in the kitchen by the chef and then served to each individual guest at table. In the mid-19th century, this style of service replaced service à la française, in which guests typically entered the dining room after the first course had been laid on the table and selected food from the choice of dishes displayed around them (Kaufman 126).The guest list was compiled by government and embassy officials on both sides and was a roll call of Irish and British life. At the President’s table, 10 guests would be served by a team of 10 staff in Dorchester livery. The remaining tables would each seat 12 guests, served by 12 liveried staff. The staff practiced for several days prior to the banquet to make sure that service would proceed smoothly within the time frame allowed. The team of waiters, each carrying a plate, would emerge from the kitchen in single file. They would then take up positions around the table, each waiter standing to the left of the guest they would serve. On receipt of a discreet signal, each plate would be laid in front of each guest at precisely the same moment, after which the waiters would then about foot and return to the kitchen in single file (Mahon 130).Post-prandial entertainment featured distinctive styles of performance and instruments associated with Irish traditional music. These included reels, hornpipes, and slipjigs, voice and harp, sean-nόs (old style) singing, and performances by established Irish artists on the fiddle, bouzouki, flute, and uilleann pipes (Office of Public Works).Culinary Diplomacy: Ireland on a PlateLewis was given the following brief: the menu had to be Irish, the main course must be beef, and the meal should represent the very best of Irish ingredients. There were no restrictions on menu design. There were no dietary requirements or specific requests from the Queen’s representatives, although Lewis was informed that shellfish is excluded de facto from Irish state banquets as a precautionary measure. The meal was to be four courses long and had to be served to 170 diners within exactly 1 hour and 10 minutes (Mahon 112). A small army of 16 chefs and 4 kitchen porters would prepare the food in the kitchen of Dublin Castle under tight security. The dishes would be served on state tableware by 40 waiters, 6 restaurant managers, a banqueting manager and a sommélier. Lewis would be at the helm of the operation as Executive Chef (Mahon 112–13).Lewis started by drawing up “a patchwork quilt” of the products he most wanted to use and built the menu around it. The choice of suppliers was based on experience but also on a supplier’s ability to deliver perfectly ripe goods in mid-May, a typically black spot in the Irish fruit and vegetable growing calendar as it sits between the end of one season and the beginning of another. Lewis consulted the Queen’s itinerary and the menus to be served so as to avoid repetitions. He had to discard his initial plan to feature lobster in the starter and rhubarb in the dessert—the former for the precautionary reasons mentioned above, and the latter because it featured on the Queen’s lunch menu on the day of the banquet (Mahon 112–13).Once the ingredients had been selected, the menu design focused on creating tastes, flavours and textures. Several draft menus were drawn up and myriad dishes were tasted and discussed in the kitchen of Lewis’s own restaurant. Various wines were paired and tasted with the different courses, the final choice being a Château Lynch-Bages 1998 red and a Château de Fieuzal 2005 white, both from French Bordeaux estates with an Irish connection (Kellaghan 3). Two months and two menu sittings later, the final menu was confirmed and signed off by state and embassy officials (Mahon 112–16).The StarterThe banquet’s starter featured organic Clare Island salmon cured in a sweet brine, laid on top of a salmon cream combining wild smoked salmon from the Burren and Cork’s Glenilen Farm crème fraîche, set over a lemon balm jelly from the Tannery Cookery School Gardens, Waterford. Garnished with horseradish cream, wild watercress, and chive flowers from Wicklow, the dish was finished with rapeseed oil from Kilkenny and a little sea salt from West Cork (Mahon 114). Main CourseA main course of Irish beef featured as the pièce de résistance of the menu. A rib of beef from Wexford’s Slaney Valley was provided by Kettyle Irish Foods in Fermanagh and served with ox cheek and tongue from Rathcoole, County Dublin. From along the eastern coastline came the ingredients for the traditional Irish dish of smoked champ: cabbage from Wicklow combined with potatoes and spring onions grown in Dublin. The new season’s broad beans and carrots were served with wild garlic leaf, which adorned the dish (Mahon 113). Cheese CourseThe cheese course was made up of Knockdrinna, a Tomme style goat’s milk cheese from Kilkenny; Milleens, a Munster style cow’s milk cheese produced in Cork; Cashel Blue, a cow’s milk blue cheese from Tipperary; and Glebe Brethan, a Comté style cheese from raw cow’s milk from Louth. Ditty’s Oatmeal Biscuits from Belfast accompanied the course.DessertLewis chose to feature Irish strawberries in the dessert. Pat Clarke guaranteed delivery of ripe strawberries on the day of the banquet. They married perfectly with cream and yoghurt from Glenilen Farm in Cork. The cream was set with Irish Carrageen moss, overlaid with strawberry jelly and sauce, and garnished with meringues made with Irish apple balsamic vinegar from Lusk in North Dublin, yoghurt mousse, and Irish soda bread tuiles made with wholemeal flour from the Mosse family mill in Kilkenny (Mahon 113).The following day, President McAleese telephoned Lewis, saying of the banquet “Ní hé go raibh sé go maith, ach go raibh sé míle uair níos fearr ná sin” (“It’s not that it was good but that it was a thousand times better”). The President observed that the menu was not only delicious but that it was “amazingly articulate in terms of the story that it told about Ireland and Irish food.” The Queen had particularly enjoyed the stuffed cabbage leaf of tongue, cheek and smoked colcannon (a traditional Irish dish of mashed potatoes with curly kale or green cabbage) and had noted the diverse selection of Irish ingredients from Irish artisans (Mahon 116). Irish CuisineWhen the topic of food is explored in Irish historiography, the focus tends to be on the consequences of the Great Famine (1845–49) which left the country “socially and emotionally scarred for well over a century” (Mac Con Iomaire and Gallagher 161). Some commentators consider the term “Irish cuisine” oxymoronic, according to Mac Con Iomaire and Maher (3). As Goldstein observes, Ireland has suffered twice—once from its food deprivation and second because these deprivations present an obstacle for the exploration of Irish foodways (xii). Writing about Italian, Irish, and Jewish migration to America, Diner states that the Irish did not have a food culture to speak of and that Irish writers “rarely included the details of food in describing daily life” (85). Mac Con Iomaire and Maher note that Diner’s methodology overlooks a centuries-long tradition of hospitality in Ireland such as that described by Simms (68) and shows an unfamiliarity with the wealth of food related sources in the Irish language, as highlighted by Mac Con Iomaire (“Exploring” 1–23).Recent scholarship on Ireland’s culinary past is unearthing a fascinating story of a much more nuanced culinary heritage than has been previously understood. This is clearly demonstrated in the research of Cullen, Cashman, Deleuze, Kellaghan, Kelly, Kennedy, Legg, Mac Con Iomaire, Mahon, O’Sullivan, Richman Kenneally, Sexton, and Stanley, Danaher, and Eogan.In 1996 Ireland was described by McKenna as having the most dynamic cuisine in any European country, a place where in the last decade “a vibrant almost unlikely style of cooking has emerged” (qtd. in Mac Con Iomaire “Jammet’s” 136). By 2014, there were nine restaurants in Dublin which had been awarded Michelin stars or Red Ms (Mac Con Iomaire “Jammet’s” 137). Ross Lewis, Chef Patron of Chapter One Restaurant, who would be chosen to create the menu for the state banquet for Queen Elizabeth II, has maintained a Michelin star since 2008 (Mac Con Iomaire, “Jammet’s” 138). Most recently the current strength of Irish gastronomy is globally apparent in Mark Moriarty’s award as San Pellegrino Young Chef 2015 (McQuillan). As Deleuze succinctly states: “Ireland has gone mad about food” (143).This article is part of a research project into Irish diplomatic dining, and the author is part of a research cluster into Ireland’s culinary heritage within the Dublin Institute of Technology. The aim of the research is to add to the growing body of scholarship on Irish gastronomic history and, ultimately, to contribute to the discourse on the existence of a national cuisine. If, as Zubaida says, “a nation’s cuisine is its court’s cuisine,” then it is time for Ireland to “research the feasts as well as the famines” (Mac Con Iomaire and Cashman 97).ConclusionThe Irish state banquet for Queen Elizabeth II in May 2011 was a highly orchestrated and formalised process. From the menu, material culture, entertainment, and level of consultation in the creative content, it is evident that the banquet was carefully curated to represent Ireland’s diplomatic, cultural, and culinary identity.The effects of the visit appear to have been felt in the years which have followed. Hennessy wrote in the Irish Times newspaper that Queen Elizabeth is privately said to regard her visit to Ireland as the most significant of the trips she has made during her 60-year reign. British Prime Minister David Cameron is noted to mention the visit before every Irish audience he encounters, and British Foreign Secretary William Hague has spoken in particular of the impact the state banquet in Dublin Castle made upon him. Hennessy points out that one of the most significant indicators of the peaceful relationship which exists between the two countries nowadays was the subsequent state visit by Irish President Michael D. Higgins to Britain in 2013. This was the first state visit to the United Kingdom by a President of Ireland and would have been unimaginable 25 years ago. The fact that the President and his wife stayed at Windsor Castle and that the attendant state banquet was held there instead of Buckingham Palace were both deemed to be marks of special favour and directly attributed to the success of Her Majesty’s 2011 visit to Ireland.As the research demonstrates, eating together unites rather than separates, gathers rather than divides, diffuses political tensions, and confirms alliances.
