O autor chileno Carlos Cerda (1942-2001), que passou 12 anos do seu exílio em Berlin (1973-1985) - na parte que na época era a capital da República democrática alemã - publicou depois do seu regresso ao Chile Morir em Berlin (1993). O romance conta a história dum pequeno grupo de exilados chilenos para o qual Berlim é o lugar duma perda múltipla: perda da pátria, das convicções políticas e, no caso dos dois protagonistas Mario e Lorena, também a perda de sua união matrimonial. Somente o antigo membro do partido comunista, don Carlos, continua defendendo o socialismo real, negando todas as suas próprias necessidades subjetivas.A Berlim dividida - esta é a hipótese deste artigo - não é somente a cena duma grande desilusão, mas a cidade se converte num lugar mítico de perda e de passagem da vida para a morte. Consequentemente a percepção da cidade se concentra em cenas e lugares que reforçam os mitos citados no próprio texto, principalmente o Fliegende Holländer (Holandês voador) de R. Wagner e a Medéia de Eurípedes.A mitificação de Berlim - esta é outra hipótese do artigo - não é resultado dum ato arbitrário, e sim ela é provocada pelo conjunto dos discursos sobre a Berlim do século XX.

Ende 2012 hat das Zitty Magazin des Tagesspiegels seine Werbekampagne „Das ist so Berlin“ gestartet. Seither sind kleine rot-weiße Aufkleber mit dieser Aussage überall in der Stadt aufgetaucht, auf Mülleimern, U-Bahn-Schildern und Bushaltestellen. Zum Teil als Reaktion auf diese Kampagne, fragt diese kritische, bilinguale Rezension Was ist so Berlin? um die aktuellen Linien und Fragestellungen der Stadtforschung in Berlin zu diskutieren. Dazu werden die Berlin-Sitzungen zweier internationaler Tagungen des Jahres 2013 rezensiert, die Sitzungen der Jahreskonferenz der Association of American Geographers (Los Angeles 9-13 April) und es Jahrestreffen des Research Committee 21 (Berlin 29-31), sowie der Sammelband – The Berlin Reader: A Compendium on Urban Change and Activism (Transcript, 2013), herausgegeben von Matthias Bernt, Britta Grell und Andrej Holm. Im Anschluss betont die Rezension die Notwendigkeit die Vorstellungen zu Berlin und Berlins exceptionalism, die in der Stadtforschung entwickelt werden, fortlaufend so zu beleuchten, dass eine pluralistische Rhetorik, die Position und Verantwortung von Forscher_innen und wissenschaftliche Forschungslücken, berücksichtigt werden.

Resumo: Pretende-se, neste artigo, analisar aspectos dos distintos métodos narrativos com que os escritores Alfred Döblin e Walter Benjamin abordam a cidade de Berlim em suas obras, respectivamente, Berlin Alexanderplatz - a história de Franz Biberkopf, e Infância em Berlim por volta de 1900. Demonstra-se que ambos os autores logram rasurar a linha divisória entre espaços público e privado na cidade, reforçando a ideia de uma contiguidade indissociável entre estes nas obras em foco. Döblin pretende, com sua montagem literária de documentos, impregnar a Berlim ficcional de autenticidade, enquanto Benjamin se propõe, por meio de uma escrita fragmentária e errante, a abrir os acontecimentos singulares da vida citadina à dimensão histórica.Palavras-chave: representações da cidade, montagem literária, memória.Abstract: This article aims to analyze aspects of the distinct narrative methodswith which writers Alfred Döblin and Walter Benjamin approach the city of Berlinin their works, respectively, Berlin Alexanderplatz – the story of Franz Biberkopf,and Berlin Childhood around 1900. It is established that both authors manage to erase the dividing line between public and private spaces in the city, reassuring the idea of an inseparable contiguity between them in the focused works. Döblin intends, with his literary assemblage of documents, to impregnate the fictional Berlin with authenticity, while Benjamin proposes, through a fragmentary and erratic writing, to open the singular events of the city life to the historical dimension.Keywords: representations of the city, literary assemblage, memory.

Kurzfassung Berlin und Brandenburg, jahrhundertlang Landesteile eines gemeinsamen Staates, haben sofort nach der Maueröffnung die Zusammenarbeit gesucht und nach kurzer Zeit erste gemeinsame Planungsgrundlagen erarbeitet. Während man sich über die Inhalte (Leitbild und Ziele für die gemeinsame Landesentwicklung) schnell und auf Dauer einig wurde, entwickelte sich die Suche nach der geeigneten Kooperationsform zu einem “Marsch durch die Institutionen”. Letztlich hat der politische Wille zur Länderfusion die Institutionenfrage gelöst: Der Zusammenschluss der Landesplanungsbehörden beider Länder zu einer Gemeinsamen Landesplanungsabteilung sollte als “kleine Fusion” Beispiel geben für die Volksabstimmung über die große Fusion im Mai 1996. Der Kompetenzzugewinn Berlins in der Gemeinsamen Landesplanungsabteilung hat den Streit über den Zuschnitt der Regionalen Planungsgemeinschaften (Planungsverband Berlin-Umland (Berlin) versus “Tortenstückmodell” (Brandenburg)) beigelegt.

Mittels einer Untersuchung von standardisierten Praktiken (Stadtrundgängen und Stadtrundfahrten) und Dispositiven (Stadtkarten, Reiseführer) fürs „Touren“ von Städten zeigt diese Dissertation, (1) wie die Stadt Berlin in ein virtuelles Objekt, nämlich, einen touristischen Zielort, transformiert wird, ( 2) wie diese Transformation nicht nur durch die Bewegung von Touristen im Raum und das Unterwegssein ermöglicht wird, sondern durch touristische Kommunikation über die Stadt, und (3) wie diese emergente touristische Stadt in einer multiplen und polykontexturalen städtischen Öffentlichkeit eingebettet ist, wo sie in verschiedenen Typen von Beziehung mit naheliegenden Inszenierungen der Stadt eintritt, wie die der Stadt-Marketing und der kollektiven Erinnerungspolitik. Drei weitere Aspekte sind zu erwähnen, die den gesamten Text subtil anregen. Die Dissertation stellt eine neue Theorie des Tourismus als Kommunikationsform, und nicht als Form des Reisens, auf; sie integriert die Luhmannsche Kommunikationstheorie mit der Akteur-Netzwerk-Theorie, und sie ist durchaus empirisch, basierend auf einer jahrlangen ethnographischen Untersuchung (2005-2006) von Praktiken und Dispositiven des „Tourens“ im zeitgenössischen Berlin.
Through the study of standardized practices (walking tours, bus-tours) and devices (maps, guidebooks) for touring cities, this dissertation shows (1) how the city of Berlin is transformed into a virtual object, namely, an urban destination, (2) how such transformation is enabled not simply by tourist movement in space and being away from ‚home‘, but by tourist communication on the city, and (3) how this emergent tourist city is embedded in a multiple and polycontextural urban public sphere, in which it enters into different types of relationship with neighbouring enactments of the city, such as those of city-marketing and collective memory. Subtly informing the whole text there are three aspects to be mentioned: the dissertation proposes a new theory of tourism as a form of communication, not of travel; it integrates Luhmann’s communication theory with actor-network theory; and it is throughout empirical, based on a year-long ethnographic study (2005-2006) of touring practices and devices in contemporary Berlin.

Im ersten theoretischen Teil der Arbeit werden die Geschichte der Heimatmuseen sowie die Forschungsgeschichte des Heimatbegriffes vorgestellt. Neben historischen und volkskundlichen Forschungen werden hier auch soziologische und ethnologische Theorien berücksichtigt, die vor dem Hintergrund der Globalisierungsdebatte entwickelt wurden. Der Heimatbegriff wird auf diese Weise mit dem Begriff locality gleichgesetzt. Im zweiten empirischen Teil werden die Bezirksmuseen der Berliner Bezirke Köpenick, Prenzlauer Berg, Kreuzberg und Neukölln beschrieben und analysiert; hierbei liegt der Schwerpunkt auf der Untersuchung der Dauer- und Wechselausstellungen und der Analyse der materiellen Kultur im Rahmen der Museumsarbeit. Das bedeutet, dass nicht nur die thematischen Ausrichtungen der Dauer- und Wechselausstellungen analysiert werden, sondern auch die Auswahl der Exponate sowie die Präsentationsweisen. Dabei finden auch Ansätze der Forschung über materielle Kultur Berücksichtigung. Schließlich wird ausgehend von den ersten beiden Teilen ein Museumsmodell entwickelt, das die herausgearbeiteten Charakteristika der Museumsarbeit aufgreift und vor dem Hintergrund des besprochenen Heimatbegriffes erweitert. Heimatmuseen werden hier als ethnographische Museen betrachtet, die aktuelle gesellschaftliche Entwicklungen und Diskussionen widerspiegeln können.
The first part of the dissertation describes the history of local museums and the history of scientific research on the concept of Heimat. Not only historical and ethnographic studies are taken into account, but also sociological and anthropological theories which were formulated against the background of the debate on globalisation. In this way Heimat and locality are treated as equivalent terms. The second empirical part describes and analyses the local museums of the districts Köpenick, Prenzlauer Berg, Kreuzberg and Neukölln in Berlin. The focus lies on the research on main and temporary exhibitions and the analysis of the role of material culture within the framework of the museums. This means the examination of both the thematic structuring of the exhibitions and the range of objects and their presentation. In the course of this material culture studies are taken into consideration. Coming from the first two parts a museum concept is formulated. This concept takes up the characteristics of the museums and adds the considerations on the terms Heimat and locality. In conclusion local museums are regarded as ethnographic museums which are able to reflect current social developments and discussions.

Abstract: Among several urban plans designed for Berlin, we find Le Corbusier`s project for the Hauptstadt Berlin 1958 competition, which aimed at thinking the reconstruction of the city center destroyed in the II World War. Corbusier`s relation with Berlin dates back to 1910, when he arrives at the city to work at Peter Behrens` office. So, for him, the plan for Berlin was a rare opportunity to develop ideas about the city that provided one of the largest contributions to his urban design education, and also to develop ideas he formulated forty years before for Paris` center. Besides that, this project was developed almost simultaneously with CIAM`s crises and dissolution, which culminated in the 50`s with the consequent appearance of Team 10. At that moment Corbusier`s universalist approach to urbanism starts to be challenged by CIAM`s young generation, which had a critical approach towards the design methods inherited from the previous generation, associated with CIAM`s foundational moment. From the beginning of the 50`s on, this new generation balances the universalist ideals inherited from the previous generation with individualist ones they identified as necessary to face the new post war reality. Thus, the main goal of this paper is to analyse Corbusier’s design for Berlin and question whether he, at an already mature point of his career, was proposing a plan that answered only the questions that were important to CIAM and to the canonical principles of modern architecture, or if he had also addressed those that belonged to the new generation and Team 10`s agenda, both of them present in the debates of the moment, largely identified as a transitional period. Resumen: Entre varios planes urbanos diseñados para Berlín, esta el proyecto de Le Corbusier para el concurso Hauptstadt Berlín 1958, que tenia como objetivo pensar la reconstrucción del centro de la ciudad, destruida en la II Guerra Mundial. La relación de Corbusier con Berlín se remonta a 1910, cuando llega a la ciudad para trabajar en la oficina de Peter Behrens. Así que, para él, el plan de Berlín fue una rara oportunidad de desarrollar ideas sobre la ciudad que dio una de las mayores enseñanzas a su aprendizaje en diseño urbano, y también para desarrollar las ideas que formuló cuarenta años antes para el centro Paris. Además de eso, este proyecto se ha desarrollado simultáneamente con la crisis y disolución de CIAM, y con la aparición de Team 10. En ese momento, el enfoque universalista de Corbusier comienza a ser cuestionado por la generación joven de CIAM, que tenía enfoque crítico hacia los métodos de diseño heredados de la generación anterior. Desde el principio de los 50`s, esta nueva generación equilibra los ideales universalistas heredados de la generación anterior con los individualistas necesarios para hacer frente a la nueva realidad. Por lo tanto, lo principal objetivo de este trabajo es analizar el diseño de Corbusier para Berlín y cuestionar si, en un punto ya maduro de su carrera, él propone un plan que respondió sólo las cuestiones que eran importantes para CIAM y a los principios canónicos de la arquitectura moderna, o si también se trataron temas que pertenecían a la nueva generación y a la agenda del Team 10, ambos presentes en los debates del momento, en gran parte identificado como un período de transición. Mit der Eröffnung des Flughafens BER im Oktober 2020, dem Bau der Gigafactory von Tesla in Grünheide und der Microvast-Batteriefabrik in Ludwigsfelde beginnend im Sommer 2020 sind deutlich Signale für den Beginn einer neuen Phase der Entwicklung der Flughafenumfeldregion erkennbar. Konzeptionell begleitet wird dieser Prozess zunächst durch die Fortschreibung des Gemeinsamen Strukturkonzeptes der Flughafenregion. Sie wurde von der Kommunalen Arbeitsgemeinschaft Dialogforum Airport Berlin Brandenburg (KAG DF) im Jahr 2019 beauftragt und soll voraussichtlich im April 2021 abgeschlossen und bestätigt werden (vgl. Dialogforum-BER, 2020). Hinzu kommen die Grundlagenermittlung Verkehr Flughafenregion BER, die mit dem Bericht vom August 2019 abgeschlossen wurde, sowie der Dachmarkenprozess „Entwicklungsstrategie und Dachmarkenkonzeption für die Technologie- und Wissenschaftsregion Zeuthen – Wildau – Königs Wusterhausen“, der im Jahr 2019 begann und dessen Ergebnisse im Sommer 2020 veröffentlicht wurden. Schließlich beauftragte das Ministerium für Wissenschaft, Forschung und Kultur des Landes Brandenburg die Technische Hochschule Wildau Ende 2019 mit der Analyse der Flughafenumfeldregion BER, für die die Frage nach der Beschaffenheit und Ansätzen einer Stärkung des Wissenschafts- und Technologiepotenzials der Region leitend war. Mit der Analyse sollten die Perspektiven verschiedener Akteur/innen, insbesondere aus den Bereichen Wirtschaftspolitik und Wirtschaftsförderung sowie Wissenschaft, auf die Region erhoben, aktuelle Projekte gesichtet und der Stand von Entwicklungsvorhaben, die mit der Entwicklung der Region in Zusammenhang stehen, ermittelt werden.

Abstract:
The article is dedicated to the examination and comparison of the justification of occupation of a neighboring country in the German (1938) and Russian (2014) media. The objective of the study is to reveal the mechanics of the application of the classical manipulative method of substituting of aggressor and victim on the material of German and Russian propaganda in 1938 and in 2014 respectively. According to the results of the study, clear parallels between the two information strategies can be traced at the level of the condemnation of internal aggression against a national minority loyal to Berlin / Moscow and its political representative (the Sudeten Germans – the pro-Russian Ukrainians, as well as the security forces of the Yanukovych regime); the reflections on dangers that Czechoslovakia / Ukraine poses to itself and to its neighbors; condemnation of the violation of the cultural rights of the minority that the occupier intends to protect (German language and culture – Russian language and culture); the historical parallels designed to deepen the modern conflict, to show it as a long-standing and a natural one (“Hussites” – “Banderites”). In the manipulative strategy of both media, the main focus is not on factual fabrication, but on the bias selection of facts, due to which the reader should have an unambiguous understanding of who is the permanent aggressor in the conflict (Czechoslovakia, Czechs – Ukraine, Ukrainians), and who is the permanent victim (Germans – Russians, Russian speakers). The substitution of victim and aggressor in the media in both cases became one of the most important manipulative strategies designed to justify the German occupation of part of Czechoslovakia and the Russian occupation of part of Ukraine.
