Kader Attia lives and works in Berlin and Algiers. His first solo exhibition was held in 1996 in the Democratic Republic of Congo. Abstract:
The Life of Others (2006) has been a successful film, winning the Oscar for Best Foreign Feature in 2007. It is a film about surveillance, but also about the lives of artists and writers in East Berlin in the middle of the 1980s, and about what role literature and art played in the GDR and in the events of autumn 1989. The article focuses on the way the film portrays Wiesler’s transformation from hard-boiled Stasi officer into the guardian angel of his target, and shows how art – both literature and music – plays an important role in this process.

Bis zum Beginn des Zweiten Weltkrieges hatte man in den wissenschaftlichen Bibliotheken der nunmehr neuen Bundeslanäer, besonders aber in Sachsen, ausgezeichnete Bestände an Kunstliteratur zur Verfügung. Der Krieg brachte mit Zerstörung und Abtransport von Kriegstrophäen schwere Verluste. In den folgenden Jahrzehnten behinderte vor allem Devisenmangel den Anschluß an die internationale wissenschaftliche Literatur. In dieser Zeit konzentrierte die Sächsische Landesbibliothek in Dresden ihre Mittel auf ihr spezielles Sammelgebiet bildende Kunst und ist ein Erwerbungs- und Informationszentrum, besonders für die Universitäten des Landes, gewesen. Seit 1990 fließen aus verschiedenen Quellen Gelder, um neueste Literatur zu erwerben und die störendsten Lücken nach Möglichkeit zu schließen. Gleichzeitig wurden vor allem die Bibliotheken der Universitäten und Kunsthochschulen mit moderner Technik ausgestattet und die Vernetzung in Angriff genommen, hinweg über die verschwundene innerdeutsche Grenze.Until the beginning of the Second World War the scholarly libraries of what is nowadays known as the ‘New Länder’ (‘new federal states’), and especially those in Saxonia, had excellent collections of art literature. The war brought severe losses through devastation and transportation of war booty out of the country. In the following decades, lack of foreign currency impeded the acquisition of international academic literature. The Sächsische Landesbibliothek in Dresden concentrated its budget on its focal collection subject, fine arts, and it has ever since been a centre for acquisition and information, in particular for the universities of the country. After German reunification, since 1990, there has been a flow of money from different sources to enable the acquisition of the most recent literature and to complete most of the inconvenient gaps. Simultaneously, libraries, especially those belonging to universities and art academies, have been equipped with modern technology, and have been integrated into a library network which unites the formerly divided nation.

In December 1945, less than six months after the unconditional defeat of the Third Reich and the military occupation of Germany, two anti-Nazi German intellectuals, Herbert Sandberg and Günther Weisenborn, launched the bimonthly journal, Ulenspiegel: Literatur, Kunst, und Satire (Ulenspiegel: Literature, Art and Satire), in the American sector of Berlin. Sandberg, the art editor, was a graphic artist. He was also a Communist who had spent ten years in Nazi concentration camps—the last seven in Buchenwald. Weisenborn, a Social Democrat and the literary editor, was a playwright, novelist, and literary critic. He had been a member of the rote Kapelle resistance group, was captured and imprisoned by the Gestapo in 1942, and was liberated by the Red Army in 1945.

Les études nabokoviennes témoignent de la tendance à laisser de côté la possibilité de l’influence de la culture allemande sur l’œuvre de Nabokov. Ce principe est surtout né des propos mêmes de l’écrivain qui insista à maintes reprises sur le fait que, bien qu’il vécût en Allemagne, il ne savait pas parler allemand et évitait tout contact avec l’univers allemand. Il est vrai que l’émigration russe à Berlin représentait un État dans l’État. Cependant, les frontières entre les mondes russe et allemand n’étaient pas si étanches. Nabokov passa quinze ans à Berlin et ses livres furent traduits et publiés en allemand par une maison d’édition allemande. Des projets d’adaptation à l’écran de ses œuvres se présentèrent plusieurs fois, en particulier pour le roman Roi, dame, valet. Parmi ses œuvres composées à Berlin se trouvent au moins deux romans, Roi, dame, valet et Chambre obscure ainsi qu’une série de nouvelles décrivant l’univers allemand. Tout cela contribue à supposer que le principe établi au sujet de l’ignorance de l’influence allemande sur son œuvre n’est pas si incontestable. Notre travail a pour objectif de lire l’œuvre de Nabokov dans le contexte de l’art allemand contemporain, notamment de l’esthétique expressionniste dont nous étudions trois thèmes majeurs : la déformation du psychisme humain conduisant au dédoublement de soi, l’ambivalence de l’image féminine et la représentation de la grande ville. Un examen approfondi permet de découvrir des liens avec le cinéma muet et la peinture. Le présent travail vise à introduire un nouveau niveau de lecture des œuvres de Nabokov et à reconstruire le contexte culturel berlinois dans lequel ces dernières furent créées<br>The Nabokov studies have tended to ignore the possible influence of the German culture on Nabokov’s works. This position springs from the writer’s often quoted words, which stress that, although he lived in Germany, he could not speak German and avoided any intercourse with the German world. Russian emigration certainly constituted a state within the state but the borders between the Russian and German worlds were not so impenetrable. Nabokov spent fifteen years in Berlin and his books were translated and published in German by a German publishing house. There were several projects for screen adaptations of his works, in particular for the novel King, Queen, Knave. While in Berlin, he wrote at least two novels, King, Queen, Knave and Kamera Obskura (Laughter in the Dark for the revisited version by Nabokov), and a series of short stories which describe the German world. All this undermines the principle established about the ignorance of German influence.Our thesis aims at reading Nabokov’s works in the context of the German contemporary art, in particular Expressionist aesthetics. We consider three major issues, namely the distortion of the psyche, which leads to an inner division of the self, the ambivalence of the female figure and the representation of the big city. Thus an extensive analysis allows us to reveal links with German silent cinema and with painting which had eluded researchers so far. The present work aims at introducing a new dimension in the reading of Nabokov’s works and at restoring them to the cultural context of Berlin in which they were created

La thèse porte sur le work in progress de Raoul Hausmann, "Hylé", dont la genèse exceptionnelle s'étend sur plus de 30 ans (1926-58). "Hylé I" (inédit) et "Hylé II" (2006) traitent des années 1926-33 (Allemagne) et 1933-36 (Ibiza) de la vie de Hausmann. Ces ensembles textuels, qui résultent tous deux du montage d'une centaine d'unités textuelles, transcendent les appartenances génériques au profit d'une identité transgénérique, plurielle et mobile. Au regard du rôle majeur de Hausmann dans le mouvement Dada à Berlin, tant sur le plan théorique que par sa production plastique et poétique, le présent travail pose la question de la continuation d'un projet d'avant-garde dans "Hylé". L'exploration des relations intermédiales entre Hylé et le photomontage, la poésie visuelle et la photographie – formes d'expression investies par Hausmann pendant ou après Dada – permet d'éclairer la permanence de son projet utopique d'une augmentation de la perception sensorielle humaine. L'analyse comparée de "Hylé I" et "Hylé II" s'appuie sur la reconstruction de la genèse du texte à partir des deux grands fonds d'archives français et allemand. Elle montre d'abord, au niveau macrostructurel, que le montage crée un mode de cohérence spatial et dynamique qui concurrence celui de la linéarité narrative, soutenu en cela dans "Hylé II" par une véritable poétique de l'espace. Elle fait ensuite ressortir l'ambivalence d'une entreprise autobiographique qui se forme au cours de la genèse et oscille entre la constitution rétrospective du moi et sa dissolution (ou sa fragmentation). Enfin, elle s'attache à l'expérimentation langagière conçue comme le projet utopique de mettre en mouvement les limites rigides imposées à notre connaissance par le langage, projet qui culmine dans l'écriture multilingue de l'exil dans "Hylé II"<br>This thesis discusses Raoul Hausmann's work in progress, Hyle, whose genesis lasted over 30 years (1926-1958). "Hyle I" (unpublished) and "Hyle II" (2006) both have strong autobiographical character and deal with the years 1926-33 (Germany) and 1933-36 (Ibiza). Each consists of approximately a hundred units combined together into a textual ensemble, which goes beyond traditional genre classifications and produce a transgeneric, plural and mobile textual identity. Taking into account Hausmann's crucial importance in Berlin Dada both on the theoretical field and for his artistic and poetical production, this thesis looks into the question of the continuation of an avant-garde project within "Hyle". In order to understand what remains of Hausmann's utopian project of an enlargement of human perception, it is most helpful to explore the intermedial relations between the work in progress and Hausmann's practice of photomontage, visual poetry and photography. The comparative analysis of "Hyle I" and "Hyle II" is based on an extensive genetic enquiry using the two principal Hausmann archives in Germany and France. It first focusses on the macrostructural level and highlights how the technique of textual montage creates a spatial and dynamic coherence mode, which is conflicting with that of narrative linearity – this being supported in "Hyle II" by a comprehensive poetics of space. The analysis then sheds some light on the ambiguity of an autobiographical project which forms itself in the course of the genesis and oscillates between retrospective subject constitution and subject fragmentation or dissolution. It finally analyses the language experiment in Hyle as a utopian attempt to shift the verbal bondaries which limit our understanding – culminating in "Hyle II" with the multilingual writing influenced by the exile years<br>Die Dissertation untersucht Raoul Hausmanns Work-in-progress "Hyle" unter Berücksichtigung seiner mehr als 30 Jahre umfassenden Textgenese (1926-1958). "Hyle I" (unveröffentlicht) und "Hyle II" (2006) handeln von Hausmanns Leben in den Jahren 1926-33 (Deutschland) und 1933-36 (Ibiza). Diese jeweils aus ca. 100 zusammenmontierten Einheiten bestehenden Textensembles gehen über traditionelle Gattungszugehörigkeit hinaus zugunsten einer transgenerischen, pluralen und beweglichen Identität. Ausgehend von Hausmanns wesentlicher Rolle in Dada-Berlin – im theoretischen wie im künstlerischen und poetischen Bereich – wird in dieser Arbeit der Frage nach der Fortschreibung eines Avantgarde-Projekts in "Hyle" nachgegangen. Das vielfach intermediale Verhältnis des Schreibprojekts zu den Ausdrucksformen der Fotomontage, der visuellen Poesie und der Fotografie wird herausgearbeitet und in Beziehung zu Hausmanns utopischem Projekt einer Erweiterung der menschlichen Wahrnehmung gesetzt. Die vergleichende Analyse von "Hyle I" und "II" erfolgt anhand einer fundierten, sich auf den beiden Haupt-Nachlässen in Deutschland und Frankreich stützenden Rekonstruktion der Textgenese. Sie zeigt zuerst auf makrostruktureller Ebene, wie die Text-Montage einen räumlich-dynamischen, im Spannungsfeld mit einem linear-narrativen stehenden Kohärenzmodus stiftet, und wie sich dies zudem in "Hyle II" in einer umfassende Raumpoetik artikuliert. Die Analyse hebt dann das Ambivalente eines autobiographischen Unternehmens hervor, das sich erst im Laufe der Genese entwickelt und zwischen retrospektiver Ich-Konstitution und Subjekt-Auflösung bzw. -Fragmentierung oszilliert. Sie befasst sich schließlich mit dem Sprachexperiment als einem utopischen Projekt, das den starren, unsere Erkenntnis beschränkenden Grenzen der Sprache erneut Beweglichkeit zu verleihen sucht – und im mehrsprachigen, durch Exil-Erfahrung geprägten Schreiben in "Hyle II" seinen Höhepunkt erreicht

It acts as a mediator between inside and outside space, between art and technology and creates a connection to the ‘understanding’ of our society.This paper is presented in five parts. The first part is the introduction to my thesis and the theoretical research about art and technology. Second is the process which I used for this project. The project is the third part. The fourth part is about glass, which represents my way of exploring the convergence of art and technology within architecture today. AbstractThis chapter analyses socioeconomic segregation and segregation by migration background for Berlin, Germany. Berlin’s history of division and reunification affected suburbanization patterns and the unequal economic restructuring of the city over time. Within this historical context, we present our empirical results on segregation, and we reflect on the implications of segregation for the daily use of the city. Arguments that segregation affects access to amenities (as in the literature on ‘food deserts’) or reduces access to jobs (as in spatial mismatch theories) are not so useful for Berlin with its strong public transport infrastructure. We find that socioeconomic segregation was moderate and stable for the working-age population between 2007 and 2016, whereas segregation of poor children increased. At the same time, segregation of foreigners and segregation by migration background strongly declined. And yet, even though segregation levels are low and public services are present everywhere, the social use of the city, we argue, may be more segregated than statistical indicators suggest. Drawing on various case studies, we suggest that the use of the overall city reflects segregation patterns of the use of space for other reasons than commonly suggested.

Abstract:
The paper provides a bibliographic overview of Tibetan literary works published in both the People’s Republic of China and by Tibetans in India after the Second World War. The basis for the observations presented here are the holdings of the Staatsbibliothek zu Berlin (Berlin State Library), which has a relatively comprehensive Tibetan collection from the said period. It can be seen that literary works in the modern sense can only be observed to a considerable extent in China in the 1980s. This emerging modern Tibetan literature seems to be closely linked to the reception and publication of epic literature of the Gesar genre. In the 1990s, the new literary movement, which emerged in particular from the Amdo region, spread to the Indian subcontinent among exiled Tibetans, as the publication figures show. In addition, the article provides a general overview of literary works that have been translated from other languages into Tibetan, as well as an overview of the main publishers of the People’s Republic.

Abstract:
This paper presents a series of investigations performed at the Hermann Fo¨ttinger Institute of TU Berlin. The initial scope of the investigations was the identification of Active Flow Control (AFC) solutions with significant implementation potential on wind turbine rotors. Several Active Flow Control solutions were thoroughly investigated based on extensive literature research. The performance of all the investigated solutions was ranked according to objective performance criteria and then the best performing solutions were selected for further numerical and experimental investigation. The selected Active Flow Control solutions were experimentally investigated with steady state wind tunnel measurements as well as steady state CFD simulations. The results of these investigations and the potential of each AFC solution are presented and discussed. The steady state tests were followed by a dynamic wind tunnel test campaign where the performance of one AFC solution (active Gurney flap) on a pitching test wing was investigated. The results of the static and dynamic investigations were very positive and proved the large load reduction potential of AFC on wind turbines.

During the last decade, several Public Transportation Operators have started to test and implement technical equipment that shall detect passengers or objects intruding the clearance profile of trains in the station area. The deployed or tested systems typically supervise the track area of subways or light rails and shall stop incoming trains if an obstacle has been detected on the tracks (Guideway Intrusion Detection System, GIDS). While some scientific and operational publications can be found in the literature for Onboard Obstacle Detection Systems and on different technical solutions for Guideway Intrusion in general, there are virtually none on planning and operations experience for Wayside GIDS in transit applications. The paper therefore reports on the basic intention and operation of (wayside) GIDS in Unmanned and Driver Operations and findings about detection efficiency and feasibility. Some critical issues had been observed in most implementations and will be discussed in this overview paper. TelSys GmbH has been working with researchers from TU Dresden on Video GIDS Technology in multiple installations, accumulated substantial statistics of GIDS behavior in diverse field demonstrators (Prague, Berlin, New York City, Munich) and assessed the operational results of GIDS technologies over the years. The Video GIDS is therefore introduced as an illustration example, while the considered aspects are applicable to all GIDS Technologies.

Together with the destruction of Berlin Wall in 1989 and fall of The Soviets 1991, one of the basic problems of transition economies is the matter of high inflation. The underlying factor of the high and/or hyperinflation process is the rupture of input relations and its negative supply shocks. Emergence of inflationary structure brought irregularity in macroeconomic indicators, too. Many structural adjustments were created in order to lighten the effects of transition process; and improvements were tried to be done in economic indicators such as inflation interest, budget balance and foreign debt which is the reflection of current deficit. In efforts for improving basic economic indicators Maastricht criteria were accepted as the basic criteria due to the fact that they are compulsory for membership process for some transition economies and others optionally accepted them as they are examples. Therefore, in this study based on Maastricht criteria, the convergence of transition economies to these criteria were accepted as success indicator and concordantly it was studied in which proportion the policy implementations are/aren’t successful or whether they correspond to theoretical expectations. In this study it was aimed to test the matter of fact which is accepted as criteria convergence in literature and with panel data analysis it was tried to reveal whether convergence come true in terms of criteria. Hence, the difference between the countries that provided discipline and those do not provided it is found and its effects to development performance is clearly determined.

Abstract During the development of sewage pumps their functionality and efficiency have been continuously improved. Different impeller types have been developed; types to reduce clogging, types for associated maintenance during the various stages of the wastewater transport system, and types to increase the efficiency of the pumps. In the current market, energy requirements and efficiency play an increasingly important role. The design of pump impellers with the aim of improving efficiency may increase the susceptibility of clogging. So far there is no test describing both the energy efficiency and the wastewater pumping functionality. Operators can only describe in tenders, a desired efficiency and the indication of plausible experience with respect to the impeller geometry: the impeller shape and the ball passage. It is generally assumed that the susceptibility of clogging can be derived from the impeller shape and the ball passage (or freely passable space). Under this assumption, the vortex impeller should have the lowest susceptibility to clogging. With single and dual-channel impellers, accordingly, the largest possible ball passage points to a low susceptibility of clogging. Both, the hydraulically disadvantageous form of the vortex impeller and an enlargement of the ball passages beyond the hydraulic requirements leads to a significant reduction of efficiency. Generally, it is inferred from these circumstances that clog-free pumps are associated with low efficiency. This assumption, which is also found in the literature, requires a uniform test procedure for the objective assessment of the clogging behavior of sewage pumps. Such a test did not exist. At the Chair of fluid system dynamics, TU Berlin a test stand was developed to examine such assumptions to investigate the functionality and the clogging behavior of sewage pumps. More than 30 different wastewater pumps were tested in this procedure. The results may suggest a correlation between the susceptibility to clogging and the shape of the impeller or ball passage of various sewage pumps. Based on investigations already carried out at the Chair of fluid system dynamics, TU Berlin, the following conclusions are drawn from the measurements: • the superordinate impeller form (Vortex, Channel, etc.) gives no evidence about the susceptibility to blockages, • the ball passage does not indicate the susceptibility to blockages. From these observations it can be deduced: • a sewage pump with an appropriate efficiency may have a low susceptibility to clogging. It can therefore be concluded that the ball passage and the type of impeller are not appropriate parameters to characterize the functional performance of a sewage pump.

Countries in the Western Balkans have engaged in various transitional justice and reconciliation initiatives to address the legacy of the wars of the 1990s and the deep political and societal divisions that persist. There is growing consensus among scholars and practitioners that in order to foster meaningful change, transitional justice must extend beyond trials (the dominant international mechanism in the region) and be more firmly anchored in affected communities with alternative sites, safe spaces, and modes of engagement. This rapid literature review presents a sample of initiatives, spanning a range of sectors and fields – truth-telling, art and culture, memorialisation, dialogue and education – that have achieved a level of success in contributing to processes of reconciliation, most frequently at the community level. It draws primarily from recent studies, published in the past five years. Much of the literature available centres on Bosnia and Herzegovina (BiH), with some examples also drawn from Serbia, Kosovo and North Macedonia.

The article analyzes some theoretical and practical aspects of creativity. The author shares his opinion that the concept of creativity belongs to the fundamental concepts of philosophy, psychology, literature, art, pedagogy. Creativity is one of the important concepts of the theory of journalism. The author does not agree with the extended definition of creativity. He believes that journalistic activity becomes creativity when it is free and associated with the creation and establishment of new national and universal values, with the highest intensity of intellectual and moral strength of the journalist, when journalism is a manifestation of civic position, when this activity combines professional skills and perfect literary form.The author also believes that literary skill and the skill of a journalist are not identical concepts, because literary skill is a component of journalistic skill.

The details of the research are presented in two volumes. Volume 1 provides the details of a study conducted to (1) summarize the state-of-the-art methods for the application of FRP to concrete bridges, (2) identify successful examples of FRP implementation for concrete bridges in the literature and examine past applications of FRP in Indiana through case studies, and (3) better understand FRP usage and installation procedures in the Midwest and Indiana through industry surveys. Volume 2 presents two experimental programs that were conducted to develop and evaluate various repair and strengthening methodologies used to restore the performance of deteriorated concrete bridge beams. The first program investigated FRP flexural strengthening methods, with a focus on adjacent box beam bridges.
