With Angela Merkel favoured to win the German election again, several political books about the German chancellor were published during 2013. Both in Germany and abroad, observers puzzled over the reasons for the on-going success of Mrs. Merkel, the scientist from East Berlin who became an internationally honoured stateswoman. One book stood out because of the label ‘authorized biography’ on the cover: Angela Merkel. The Chancellor and her world, written by Stefan Kornelius. Whether Merkel asked Kornelius, head of the international section of the Süddeutsche Zeitung, to write a book about her political career and vision, or just commented and approved a book Kornelius had written independently, is not mentioned. However, the fact is that Kornelius’ book is the first biography for which Merkel gave her consent. The question is: what new light does this authorized biography shed on the person behind the politician? This article was first published in EJLW on 14 October 2014.

Berlin was the location in which most of the intelligence operations in Europe have taken place in the first twenty years of the conquest and the Cold War. In November 27, 1958, Khrushchev issued a formal letter to the Allies, demanding that the western Allies evacuate Berlin and enable the establishment of an independent political unit, a free city. He threatened that if the West would not comply with this, the soviets would hand over to the East Germany’s government the control over the roads to Berlin. In the coming months Moscow conducted a war of nerves as the last date of the end of the ultimatum, May 27, 1959, came close. Finally the Soviets retreated as a result of the determination of the West. This event reconfirmed the claims of the West that “the US, Britain and France have legal rights to stay in Berlin.” According to Halle: “These rights derive from the fact that Germany surrendered as a result of our common struggle against Nazi Germany.” (Note 2) The Russians have done many attempts to change Berlin’s status. In 1961 Berlin Wall was constructed, almost without response on the part of the West, and by so doing, the Soviets perpetuated the status quo that had been since 1948. In July 25, 1961 Kennedy addressed the Americans on television, saying that “West Berlin is not as it had ever been, the location of the biggest test of the courage and the will power of the West.” (Note 3) On June 26, 1963, Kennedy went out to Berlin, which was divided by the wall, torn between east and west, in order to announce his message. In his speech outside the city council of West Berlin, Kennedy won the hearts of the Berliners as well as those of the world when he said: “Ich bin ein Berliner”, I’m a Berliner. The sixties were years of heating of the conflict with the Soviet Block. In 1961 the Berlin Wall was constructed. Then Kennedy came into power, there was the movement for human rights and the political tension between whites and blacks in America. The conflict increase as the Korean War started, and afterwards when America intervened in Vietnam. There was also the crisis in the Bay of Pigs in Cuba, which almost pushed the whole world into a nuclear war and catastrophe. During the 28 years of the Berlin Wall, 13.8.61-9.11.89, this was notorious as an example of a political border that marked the seclusion and freezing more than freedom of movement, communication and change. At the same time there was the most obvious sign of the division of Germany after WWII and the division of Europe to East and West by the Iron Curtain. The wall was the background of stories by writers from east and west. The writers of espionage thrillers were fascinated by the global conflict between east and west and the Cold War with Berlin as the setting of the divided city. Berlin presented a permanent conflict that was perceived as endless, or as Mews defined it: “Berlin is perfect, a romantic past, tragic present, secluded in the heart of East Germany.” (Note 4) The city presented the writers with a situation that demanded a reassessment of the genres and the ideological and aesthetic perceptions of this type of writing. This was the reason that the genre of espionage books blossomed in the sixties, mainly those with the wall. The wall was not just a symbol of a political failure, as East Germany could not stop the flow of people escaping from it. The city was ugly, dirty, and full of wires and lit by a yellow light, like a concentration camp. A West German policeman says: “If the Allies were not here, there would not have been a wall. He expressed the acknowledgment that the Western powers had also an interest in the wall as a tool for preventing the unification of Germany. But his colleague answers: If they were not here, the wall would not have been, but the same applies for Berlin. (Note 5) Berlin was the world capital of the Cold War. The wall threatened and created risks and was known as one of the big justifications for the mentality of the Cold War. The construction of the wall in August 1961 strengthened Berlin’s status as the frontline of the Cold War and as a political microcosmos, which reflected topographical as well as the ideological global struggle between east and west. It made Berlin a focus of interest, and this focus in turn caused an incentive for the espionage literature with the rise of neorealism with the anti-hero, as it also ended the era of romanticism. (Note 6) The works of le Carré and Deighton are the best examples of this change in literature. Both of them use the wall as the arena of events and a symbol in their works. Only at the end of the fifties, upon the final withdrawal of McCarthyism and the relative weakening of the Cold War, there started have to appear films with new images about the position and nature of the Germans and the representations of Nazism in the new history. The films of the Cold War presented the communists as enemies or saboteurs. Together with this view about the Soviets, developed the rehabilitation of the German image. Each part of the German society was rehabilitated and become a victim instead of an assistant of the Nazis. The critic Dwight MacDonald was impressed by the way in which the German population” has changed from a fearful assistant of one totalitarian regime to the hero opponent of another totalitarian regime”. (Note 7) This approach has to be examined, and how it influenced the development of the German representation, since many films I have investigated demonstrate a different approach of the German representation.

Zusammenfassung Dieser Artikel versteht sich als Forschungszwischenbericht sowie Kritik an bisherigen Erklärungsansätzen zur bisherigen Demokratieentwicklung in Ostdeutschland seit 1990. Am Beispiel des Ost-Berliner Bezirkes Marzahn-Hellersdorf wird auf der Basis qualitativer, narrativ-biografischer Interviews mit Bürger_innen des Bezirkes thesenartig zum einen eine Kritik traditioneller politiktheoretischer Begriffe wie privat und öffentlich, sozial und politisch am Material entfaltet. Dabei erscheinen die in der Bundesrepublik epistemisch ‚erfolgreichen‘ politikwissenschaftlichen Begriffe von Zivilgesellschaft, Engagement und Politik für Ostdeutschland unzureichend. Zum anderen wird auf der Basis des qualitativen Datenmaterials die These von der Entstehung einer ostdeutschen Öffentlichkeit, einer Ost-Sphäre vorgestellt und historisch hergeleitet. Sie verdankt ihre Existenz einem kollektiven Entfremdungsprozess des Citoyens dem Gemeinwesen gegenüber. Dabei wird festgestellt, dass populäre Diagnosen über eine unterentwickelte Zivilgesellschaft in Ostdeutschland, verursacht durch die DDR-Vergangenheit, nicht aufrechtzuerhalten sind. Abstract: The East German Citoyen. Notes on Deep Structures of Democracy Development in Marzahn Hellersdorf. Generations, Experiences, Frontiers of Perception This article is intended as an interim research report as well as a critique on previous explanatory approaches to the democracy development in East Germany since 1990. Based on qualitative, narrative-biographical interviews with citizens of Marzahn-Hellersdorf, a critique on traditional concepts of political sciences such as private and public, social and political is developed. Applied to this East Berlin district, it is shown that epistemically in West Germany ‘successful’ notions of civil society, political activism and the Political are not suitable enough for a deeper understanding of East German terms. Moreover, based on the qualitative data, the hypothesis of the emergence of an East German public, an Eastern-sphere, is presented and derived historically. It owes its existence to a collective process of alienation between the citoyen and the polity of the Federal Republic of Germany. It is claimed that currently popular notions of an alleged backward civil society in East Germany, caused by the GDR past, cannot be sustained.

The archives of the Berliner Haus für kulturelle Arbeit, an institution of the GDR charged in the 1980s to prepare the 750 years commemoration of the birth of the city Berlin, show that a lapse of memory played a significant role in the production of the past which characterized this commemoration, that we analyze, within the meaning of Paul Connerton, as a set of “commemorative practices” which form the social support of the common memory. The typical case of the GDR where the memory is shared with West-Germany is interessant, because these ceremonies are significant by their assertions but also by their silences. We show how a lapse of memory was built in the GDR, and how this lapse of memory prescribed by the Berliner House of cultural work aimed at developping a feeling of common membership, an identification with the east-german State and with the socialist ideology, while overlooking of broad sides of history. Some categories of analysis of the family memory are transposed: whereas in the case of the family memory, the rewriting of history obeys a tacit law which is that of the family unit to preserve, memory construction in the case of the Berliner House of cultural work also rests on a unit to consolidate: a national unit. The corollary of this instrumentalisation of the past is that it was necessary to describe a linear historical evolution, with a direction and a sense of history. The objective was to promote a teleological approach of history, guided by the principles of the historical materialism. However, we also show that marginal critical voices could sometimes appear, in order to denounce the aporias of this speech on the past.

The variable “actors” records individuals or collectives, who appear as a source for assertions of facts and evaluations and whose actions, interests or demands are addressed in an article (Hillebrand, 2005). In the case of media self-coverage, and especially when dealing with media policy issues, media organizations themselves might be affected by them. Hence, media organizations may strategically use their privileged access to the public to promote their own interests, for example by selecting actors and positions that will be publicly heard. Several studies have found a predominance of “opportune actors” and experts representing a position that supports media organization’s own interests (Kemner, Scherer, & Weinacht, 2008; Lichtenstein, 2011; Maier & Dogruel, 2016). Die Arbeit erforscht das Politikfeld der Auswanderungspolitik in der DDR zwischen 1949 und 1989 in Form einer Policy-Analyse. Sie untergliedert sich in drei Fragstellungen: Lässt sich eine charakteristisch auswanderungspolitische Kombination von Steuerungsinstrumenten nachweisen? Welche Funktion erfüllten spezifische Policy-Akteure? In welchem Verhältnis standen sie zu den Policy-Phasen? Quellengrundlage ist die Aktenhinterlassenschaft der Ministerien des Inneren und für Staatssicherheit einerseits sowie die Protokolle von Politbüro und Ministerrat andererseits. Untersucht wird die Darstellung des Auswanderungsproblems, der eigenen Handlungsmotive, der Wirksamkeit der Steuerungsinstrumente und anderer Akteure. Die theoretischen Folien für die Politikfeldanalyse sind die Totalitarismustheorie von Carl Friedrich, die Theorie der Coercive Persuasion (Zwangspersuasion) von Edgar Schein, sowie der Begriff des Eigen-Sinn von Alf Lüdtke. Die Arbeit legt ihren innovativen Schwerpunkt auf das Steuerungsinstrument der „Einzelpersuasion“. Damit ist der hier als totalitär qualifizierte Aufwand gemeint, mit dem das Regime versuchte, die Abwanderung durch individuelles Zureden in den Griff zu bekommen. Die Arbeit zeigt, dass während der gesamten SED-Herrschaft ein spezifisches Set weiterer Steuerungsinstrumente – im Sinne der Theorie der Zwangspersuasion – zur Unterstützung der Einzelpersuasion eingesetzt wurden. Dazu gehörten die berühmt gewordenen auswanderungspolitischen Instrumente des Zwangs wie Berliner Mauer, Schießbefehl und Republikflucht-Paragraph einerseits und der negativen Anreize durch die Diskriminierung von Auswanderungswilligen andererseits. Policy-Zyklen werden mit den Zäsuren in den Jahren 1952, 1953, 1958, 1961, 1975 und 1989 identifiziert. Mit Blick auf die Einflussnahme diverser auswärtiger Akteure auf die Policyphase des Agendasetting für die Auswanderungspolitik wird eine auswanderungspolitische DDR-Außenpolitik identifiziert.
The dissertation explores the emigration policy in the GDR between 1949 and 1989 by means of a policy analysis. It breaks down into three questions: Is it possible to detect a characteristic set of emigration policy instruments? Which policy actors can be identified and what was their relevance in specific policy phases during the policy process? The policy history is examined through an archival analysis based on the huge body of files left over from the ministries of internal affairs and state security as well as minutes from Politbureau and Council of Ministers. The study examines the presentation and perception of the emigration problem, the subjective motives, the effectiveness of policy instruments and the perception of other players. This policy analysis is based on several theories – Carl Friedrich’s Totalitarianism, Edgar Schein’s Coercive Persuasion and Alf Lüdtke’s Eigen-Sinn. The study’s innovative emphasis lies on the policy instrument of „Einzelpersuasion“ (individual persuasion). This refers to the totalitarian effort with which the regime tried to prevent emigration attempts by personal cajolery. The study will show that during the entire SED rule a specific set of additional policy instruments were used to support the individual persuasion according to the theory of Coercive Persuasion. These included on the one hand the infamous coercive emigration policy instruments such as the Berlin Wall, the shoot-on-sight order and the criminal provisions for Republikflucht (escaping GDR). On the other hand, there were always negative incentive instruments discriminating against people intending to emigrate. Policy cycles with remarkable policy reformulation are identified in 1952, 1953, 1958, 1961 with the Berlin Wall, 1975 and 1989. Referring to the influence of various foreign actors on the policy phase of agenda setting for emigration policy the study identifies an “emigration-driven foreign policy”.

“Peace Street.” As we drive up to the home of Wolfgang Harich, 72, one of the leading intellectual controversialists in postwar Germany—indeed a one-man battlefield where DDR history and identity have fought themselves out—I remark to my friend Ulrike on the ironies of his address. It seemed to evoke what Harich wished for himself, after decades of struggle to regain his good name: to rest in peace. And that he not, as he once said, “go dishonored to the grave.” Ulrike, 35, a western Berlin linguist, is interested in hearing more about Harich’s history. The DDR itself is like a dream to her, she says—let alone such distant events such as Harich’s arrest and trial for sedition in 1956/57. She doesn’t remember ever paying much attention to the DDR; East Berlin was just a few streets yet a world away. She does not know much about DDR history, but as a Berliner, she says, she has always felt some special bond to “the east.” She too is eager to meet Wolfgang Harich, the man whose comprehensive reform proposals constituted the only Party attempt at internal restructuring of the DDR before its collapse in 1989/90. I talk about Harich’s reputation as a young man—what I’ve heard of it from acquaintances, such as Monika Hüchel, wife of the poet Peter Hüchel and a former colleague of Harich at the Tägliche Rundschau. Harich was “quite a ladies’ man,” she noted, very much a bon vivant, glittering in his wit and repartee amid the rubble in postwar Berlin. Brilliant, gossipy, impulsive, principled, rational, visionary, high-minded, refractory, moralizing, self-righteous: Harich, son of the distinguished literary critic Walther Harich—who died when Harich was a small boy—came from a well-to-do German bourgeois family and seemed in the late 1940s a throwback to an earlier era of broadly cultivated European intellectuals. I had long hoped to meet Wolfgang Harich—ever since I had read the 1956 Spiegel cover story about him—in which the editor of the Deutsche Rundschau had called him “an intellectual phenomenon,” “a pure intellect on two feet,” and “a genius, an intellectual Wunderkind.”
