Abstract:
The provision of bibliographic resources for individual branches of science and / or practical activity is traditional and now it is one of the most developed areas of bibliography. The library and information sphere, including library, bibliographic and scientific information activities and the scientific disciplines that study them needs (library and information sciences) it as well. These areas are characterized by the proximity and significant concurrency of goals, objects, processes, methods, and results of activities. At present, their further integration, transformation of traditional libraries (first of all, scientific ones) into library and information centers is underway.The bibliography of library and information science and practice includes: 1) bibliography of literature on history, theory, methodology, organization, methodology and technology of these activities, 2) bibliography of publications and electronic resources of library and information institutions; for bibliography as such bibliography of bibliography is also of particular importance, 3) bio-bibliography of branch leaders (polybiobibliographic and monobibiographic (personal) resources).Since the 1940s the Russian State Library is the main center of the current bibliographic registration of literature on librarianship and bibliography (until 2015 – the release of current indexes, since 1989 – the formation of a thematic abstract bibliographic database). The library prepared many printed retrospective indexes and lists on the problems of library and bibliographic science and practice, which creation not only its bibliographic, but also research, methodical and production structural units took active part in.In the XXI century, the Library activities in the field of retrospective branch bibliography are limited to the creation of a series of indexes “Bibliography. Bibliographic science”, reflecting the scientifically significant array of native bibliographic literature in Russian since 1959. The main attention is paid to bibliographic registration of publications and electronic resources of the Library and about it, as well as works of its staff.Electronic catalogs and bibliographic indexes are being created that take into account the products of libraries of the Russian Federation, as well as countries – the former Soviet republics. Polybiobibliographic and personal indexes are being prepared.

Abstract:
The lexicographical information resources are being studied by many scientific disciplines: the library science, bibliography, bibliology, lexicography, etc. The author examines the polar-opposite opinions regarding the terms “typo­logy” and “classification”, i. e. their synonymity or absolute demarcation. As a result of scholarly discussions, the terms “bibliotypology” and “typological classification”, “typology of classification”, “typology of typologies”, etc., emerged. The major problems of classification/typology of lexicographical information resources are analyzed. These problems hinder the reference and bibliographic user services. The problems embrace comprehension of modern lexicographical processes, diversity of classifications/typologies, dictionary boom, rise in the number of dictionaries, their types and genres, typological and aspectual synonymity of dictionaries, etc. The solutions for these types of information resources are suggested (integrated studies by lexicographers, linguists, information and library scientists; identification of major groups of characteristics to be used in classification/typology of lexicographical information resources, etc.). The author’s alphabet explanatory synonymic glossary “The vectors of modern national lexicography” [in Russian] and the alphabet union synonymic bibliography “The modern dictionaries of the Russian language” comprise the terms essential for reference and bibliographic services when executing queries of lexicographical and socio-humanitarian character.

Abstract:
One of the priority areas of the research activity of the Russian State Library (RSL), in particular its scientific bibliographic activity, is currently the study “Information and bibliographic activity of Russian libraries (theoretical and practical aspects)”. Relevance of the research is caused by the fact that information and bibliographic activity refers to the main activities of libraries of various types and kinds. Libraries create bibliographic information for wide distribution, provide bibliographic services to their readers (subscribers). Bibliographic information is also used in various particular library processes (acquisition, library and information services, organization of mass events, etc.). The article considers the results of the analysis of the R&D object — bibliographic (information and bibliographic) activity of libraries as a system object (essence, boundaries, objects and subjects of activity, internal structure, etc.). The analysis was carried out on the basis of theoretical concepts developed by the domestic bibliography science, as well as the modern terminological system of the library and information sphere, fixed in national standards. The author identified and analysed the main directions of bibliographic activity in the library (library bibliography): bibliographic processing of library collections (library bibliographic cataloguing); formation of reference and bibliographic tool; creation of bibliographic resources and products of “non-catalogue” type (indexes, lists, reviews, etc.); bibliographic service; bibliographic education; scientific and methodological activities in the field of bibliography.

Abstract:
The article considers the bibliographic database “Librarianship and Bibliography”, developed by the specialists of the Russian State Library in the context of other libraries and institutions that distribute resources related to library science. The author reveals the specifics of structure and composition of databases with similar resources, created by some central regional libraries of Russia and federal libraries of other departments. The authar touches upon the issue of foreign companies’ information support of studies in library science. This database was created using many years, experience in formation of information resources on culture and art, which have no analogues in Russia. The article presents the search capabilities of this bibliographic online resource and the practice of user interaction with it in 2016—2017. The author notes that the main body of records includes articles from monographs, scientific collections, conference proceedings and other publications. The article outlines the features of working with the database. The resource interface and the structure of its search fields are described. There are given some examples of its search fragments and navigation capabilities. Using statistical data, the author analyses the resorce access dynamics, user requests and the geography of user access to the database. The access leaders among the eight regions of the Russian Federation are Ural, Northwestern and Siberian Federal Districts. There is a stable interest observed in Siberian, Volga and Central Districts. The rating of the most popular search terms is made. The results of the study confirm the demand for the online resource among users. This is especially important in the conditions of low circulation of Russian scientific publications that significantly decreases their accessibility and reduces the ability to disseminate scientific knowledge among specialists.

The author analyzes the scientific legacy of Arkady Sokolov, an outstanding Russian information scientist, bibliographer, and philosopher. She follows the evolution of scholar’s theoretical concepts in the context of history and philosophy of library and information sciences. The article is based on the analysis of Sokolov’s key works, i. e. the textbook «The introduction into social communication theory”, professional conceptual publication “The philosophy of information”, his theses, and program articles. The author discusses A. V. Sokolov’s contribution into building of the methodological tradition in the library and information sciences. She focuses, in particular, on her own realization of the information approach and its transfer into the research field of library and information sciences. The author explores A. Sokolov’s philosophical concepts and their significance for solving the current problems in the field: development of human resources, defining the status and positioning of library, bibliography and bibliology sciences within the modern system of sciences. The author also expands on her personal memories of Arkady Sokolov.

In modern conditions of unstable socio-economic situation caused by the threat to human health due to the pandemic of coronavirus infection, the need for psychological information is significantly increasing. The need to assist modern readers in finding and choosing meaningful, scientifically reliable and accessible psychological information among a huge number of books and online resources has determined the relevance of the topic of the article. The article discusses popular bibliographic resources on psychology, prepared by the Research Department of Bibliography in the Russian State Library (RSL) and posted on the RSL website in the “Bibliographic publications” section: “Psychology for everyone. Index of the best books”, “Psychology. Internet Resources”, including “Psychology on the Websites of Russian Universities”. A scientific and methodological analysis of these resources is given: the criteria for their selection are shown, a variety of forms of presentation of materials is noted, accessibility for a wide range of readers is emphasized. The potential of popular bibliographic resources on psychology in the formation of a holistic view of psychological science among users and providing easy access to high-quality information on psychological issues is considered.

The article reveals the current state of local lore bibliography in the Republic of Sakha (Yakutia), the main types of bibliographic indexes: scientific-auxiliary, recommendation. The author gives the examples of specific bibliographic manuals, which allow to determine the existing system of local lore bibliography, its methodological, organizational and technological development.The article notes the leading centres involved in the creation of local lore bibliographic manuals, considers the principles of creating bibliographic resources through the organization of local lore scientific-auxiliary bibliography.The author presents the analysis of “Bibliography of Yakutia” by N.N. Gribanovsky as one of the samples of bibliographing for all the time of development of local lore bibliography in Russia and gives information about the reconstruction work of this publication. In 2016, the National Library (NL) of the Republic of Sakha (Yakutia) started preparing for the publication of multi-volume universal scientific-auxiliary bibliographic work “Bibliography of Yakutia (1932—2022)” on all the main branches of knowledge: Yakut language, Literature, Literary Criticism, Folklore, Economy and Demography, State and Law, Political Science, History, Archaeology and Ethnology, Culture and Arts, Health Care, Medicine, Education, Physical Culture and Sports, National Economy and Industry, Agriculture, Minerals and Geology, Cryology. It is expected that the publication will consist of 15 volumes and in general will close the existing gap in bibliographing of documents on all the major branches of knowledge for the years 1932—2022.The author presents detailed characteristics of the main bibliographic indexes published by the NL of the Republic of Sakha (Yakutia), the Scientific library of the North-Eastern Federal University named after M.K. Ammosov, the Central scientific library of the Yakut Scientific Centre of the Siberian branch of the Russian Academy of Sciences, the Scientific library of the Yakutsk Agricultural Academy.The article reveals the new opportunities in bibliographic activity of municipal libraries of the Republic, analyses the base for compilation of bibliographic resources of the regions (uluses) of the Republic. The author pays special attention to the activities on creation of recommendation bibliography on “Yakut Studies”. Abstract:
This article is devoted to the standardization of bibliographic terminology. All Soviet and Russian standards , containing the terms in the field of bibliography are considered. The characteristic of the structural and content changes are given. The results of the studying existing domestic SIBID standards, including bibliographic terms are presented. The analysis of their content is carried out, approaches to systematization and terms definition are studied. The development of standardized bibliographic terms were traced through the normative documents. It is concluded that a number of terms are present in the two standards and have different definitions. At the same time, they have not been abolished, that leads to conflicting interpretations in various fields of activity. The lack of bibliographic terms that take into account the features of modern information and communication technologies is indicated. The content of these existing standards is illustrated by specific examples, that today certainly need to be updated. As a result, it was found that the basic standards reflecting the bibliographic terminology are largely outdated and do not correspond to the conceptual apparatus of modern library and information science and practice. The need to develop a national standard «Library and information activities. Terms and definitions» in which is proposed to include only general concepts relevant to the field of bibliography, becomes evident. At the same time, a specialized national standard “Bibliographing. Bibliographic resources. Terms and definitions», that should accumulate all the terms that reflect the processes of creating bibliographic information (bibliography, a special case of which is cataloguing) and diverse forms and types of its existence (bibliographic record, bibliographic reference, bibliographic resource), is being developed. The key term is “bibliographic resource” – the term, which has never been presented in the SIBID terminology standards before. An attention to the controversial issues of terminology is paid. The structure of the standard under development is proposed.

Abstract:
The article describes the history of the State Public Scientific and Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) — firstly the State Scientific Library (SSL), established in 1918 in Moscow and transformed into SPSTL SB RAS in 1958. The authors present the stages of its development and main achievements. The library developed its collections, publishing and educational activities, created the network of its branches practically in all industrial regions of the country. During the Great Patriotic war, the Library based its work on the priority satisfaction of the defence information needs. Despite the loss of holdings on the occupied territory, it developed the network of branches, setting the task of bibliographic service for the defence industry.In 1946, given general scientific importance of the Library, it was transferred to the USSR Ministry of Higher Education. The new status of the Library has forced to expand significantly its acquisition to technical literature, publications on natural science, social science and humanities. In 1958, the Library was transferred to Novosibirsk. Its main task became information support of scientific research; it developed its forms and methods, generated its own resources and actively engaged in the automation and informatization of library and information processes. Here the Library began to develop library science, bibliography, book science and applied informatics. In fact, the communication between the user and the library, the librarian and the information resource moves exclusively into the electronic environment. Over 60 years of activity in Siberia, the Library has become a unique scientific and cultural Siberian phenomenon, combining the features of the universal public library, the centre for scientific and technical information and the unified centre for automation of library and information processes of the Siberian Branch of the Russian Academy of Sciences.

The article provides a brief overview of library local lore activity with an emphasis on the local lore direction in book studies and bibliography of the Siberian- Far Eastern region; names organizations providing information support for local lore activities of libraries; lists local lore resources on the websites of regional libraries in Siberia and the Far East. Special attention is paid to the resources generated by the State Public Scientific Technological Library of Siberian Branch of the Russian Academy of Sciences, which is the center for information support of local history research in Asian Russia, and obtains unique techniques to create regional databases, as well as highly qualified specialists. It presents a list of databases providing information support of theoretical and practical aspects of local history activity in the regional libraries. Authors give a detailed description of DB “Scientific Sibirika”, which includes regional material on a wide range of local history: history, ethnography, economy, nature and natural resources of certain territories of Siberia and the Far East, Arctic. It is shown that theoretical and methodological research in the field of library local history, individual persons, are presented in the “professional” DB “Librarianship and bibliography in Siberia and the Far East”, which has a special heading “Local lore activities of libraries in Siberia and the Far East”; the bibliologic direction of local lore is implemented in the bibliographic DB “History of books and book business in Siberia and the Far East”. The paper concludes about the importance of library local history in the library activities, and the need to attract information resources of large libraries for more complete implementation of local history research.

Abstract:
The thesis reviewed the changes to the role of teacher librarians and the implications of this for primary teachers. The study sought to explore the teachers’ views about information literacy skills, who should teach them and the role of the teacher librarian. This study took a mix-methods approach, i.e. quantitative and qualitative research, in which self-report data were collected through a questionnaire to classroom teachers followed by individual face to face interview with six questionnaire respondents. The findings of the study were that teachers associate information literacy skills with information technology skills. Though they said they understand information literacy skills, their understanding of information literacy skills was discrete and not systematic compared with the definition of information literacy skills in the literature. They agreed that information literacy skills were important and they have the responsibility to teach student such skills. They agreed that they have further professional development needs in terms of information literacy skills. Teachers who started teaching before 1998 reported some changes in teaching and learning made by the presence of the teacher librarian. They agreed with the provision of the teacher librarian post though they were not aware of the legislated role of the teacher librarian. They thought that awareness of the role of the teacher librarian and information literacy skills and the ability to develop students’ information literacy skills would help them utilize the skills of the teacher librarian. The findings have highlighted the implications for teacher education to train teacher information literacy skills, raise teachers’ awareness of the role of the teacher librarian especially in Cooperative Planning and Teaching with teachers to equip student information literacy skills. For serving teachers, piloting the role of the teacher librarian, Cooperative Planning and Teaching and flexible library timetable are necessary to facilitate implementation of the legislated role of the teacher librarian.

Abstract:
Design is a process of changing current situations into preferred ones, through conversations with design materials, and an understanding of the present practice of the designed artefact’s future users. Domain-relevant data, such as those generated by personal and autonomous computing systems, are an increasingly important design material presenting new ways to explore current practice. Examples of these data include that being generated by people using smartphones, health and fitness monitors, smart energy meters and social media; or that from official statistics made publicly available via Open Data initiatives. This thesis details research developing CoDesign With Data, a novel approach to collaborative early-stage design workshops in which working with domain-relevant data is the key distinguishing feature. During a CoDesign With Data workshop participants are given the tools and techniques to help them seek insight from data, gain an understanding of the context these data might come from, and to inspire creative design ideas. These tools and techniques build on an understanding of research into information visualization and applied creativity. The activities in which they are used build on the experiences reported from other approaches to creativity in collaborative requirements gathering and design workshops. The aim of this research is to support design innovation that results in new products or services appropriate to the contexts in which they will be used. To investigate the primary research question, and evaluate the tools and techniques being developed, two design experiments and three case studies were undertaken. In each study, examples of tools, in the form of workshop materials and information visualization interfaces, and techniques, in the form of workshop activities, are presented, and simple takeaways for design practice are offered. Finally, the knowledge and understanding gained during this research is presented as a series of guidelines and recommendations, and a description of the current state-of-the-art CoDesign With Data workshop.

Abstract:
Maintaining a fair balance between individuals’ interests and the public interest is arguably believed to be the most effective approach in serving the ultimate objective of copyright: to promote social, economic and cultural development for the benefit of both rightsholders and the public at large. Through this balanced approach, creativity can be maximised and thrive better than by tilting towards one or the other. In copyright law, such balance is reflected by the way in which the short-term grant of exclusive rights respects the long-term public interest represented by limitations and exceptions to copyright. Despite an unclear and non-uniform definition and scope, the importance of the public interest has been implicitly and explicitly recognised through disparate forms of safeguards in different jurisdictions. However, the last few decades have seen a rapid development of information technologies which, in turn, has contributed to an unparalleled legislative drive at international level towards overprotecting the interests of rightsholders. This has then left the public interest under-protected and now constitutes an imbalance of copyright. This thesis therefore examines legislative intervention into the international copyright regime in an attempt to ensure that the public interest is uniformly and mandatorily safeguarded at international level. In particular, it strives to establish an overarching public interest defence capable of protecting certain aspects of public values embedded in copyright works. In achieving this, the thesis examines the scope of the defence, what it should entail, and what aspects are to be taken into account in the course of formulating and giving effect to the defence. The substantive chapters investigate the public policy grounds, the right to freedom of expression and the international three-step test, i.e. the roles they play in shaping the latitude and operations of the defence, respectively. Finally, the thesis also evaluates different ways in which the defence can be incorporated into the international copyright regime in order to effectively counterbalance the rightsholder-centric tendency and restore the balance of copyright.

Abstract:
This thesis aims to create a fundamental historical and geographical framework for the study of runes written in medieval manuscripts. It does so by examining the transmission of Anglo-Saxon and Scandinavian rune-rows and runic alphabets within the wider context of contemporary medieval scholarship. The focal points of this study are the questions of the origin of the phenomenon, and how it developed between the eighth and the twelfth centuries, as evidenced by manuscripts currently held by continental and English libraries. In order to contextualise this study, a brief introduction is dedicated to the concept of runic manuscripts and to an overview of the scholarship which has been carried out on this material thus far. The observations from this discussion are then used to define the limitations of this work. Finally, a number of the issues currently faced by scholars with regard to defining the field of manuscript runology are examined, and the comparison with its epigraphical counterpart is made. The study includes thirty-nine manuscripts with alphabets or rune-rows; these are listed and described in a catalogue which comprises the main body of the thesis. Each manuscript receives a description of its history and contents, an analysis of the runic material it contains, and an examination of the immediate and wider contexts in which the runes appear. The information gathered in the catalogue is collectively analysed in the final chapter, which focuses on determining the origin and development of the phenomenon of runes in manuscripts. The examination of origin uses commonalities between the contexts of the runes to achieve insight into the medieval perception of manuscript runes, and to construct a possible point of origin. The development section then follows the evolution of the tradition and compares and contrasts its execution on the Continent and in the British Isles. Finally, these results are used to indicate the place of written runes within medieval learning, and to construct a general framework which can be used to build upon for future research.

For academic research to release its value, it has to be communicated. It is essential, if research is to flourish, that the various forms of research communication, including journal articles and similar research outputs, are as easily and widely available as possible. The publications in this submission, produced between 1998 and 2010, all discuss major aspects (managerial, technical, economic and cultural) of improving access to research outputs in order to support research activity in higher education institutions. The later works focus in particular on the issue of ‘open access’ (OA) publishing and dissemination. The publications investigate the why and how of OA. Firstly, they examine the potential benefits (and dis-benefits) of OA for the research community and other stakeholders. Secondly, they discuss how OA systems and services might operate in practice. The earlier works on OA focus on repositories, particularly institutional repositories. Some of the later publications bring into consideration OA journals and their (potential) ongoing relationship with repositories. The publications are written from the perspective of a library and information services provider in a research university. They report on ground-breaking action-based research-and-development work: setting up innovative demonstrator systems, developing new business processes, and designing novel organisational policies. Possible future scenarios are modelled and analysed. It is shown that these activities have made a significant impact on wider professional practice, as well as contributing to the research literature, as OA has became more mainstream. Major themes discussed include managerial challenges associated with implementing OA services; technical issues relating to the development of systems and standards; economic factors covering costs, funding streams and business models; and cultural issues, including disciplinary differences. These are examined in relation to different stakeholder groups at institutional, national and system-wide levels. Other key themes include intellectual property rights and quality assurance. A clearer picture of possible research-communication futures incorporating OA is developed.

People faced with infertility will often experience a strong need for psychosocial support and guidance; a need which is not always adequately met by existing sources of support. The growth in access to the Internet over recent years has opened up new opportunities for people affected by infertility to seek support, advice, and information through the means of an online support community. These online communities can potentially play an important role in addressing the support and information needs of people experiencing infertility; by improving their ability to access peer and professional support. Additionally, online communities may offer a more welcoming and comfortable environment in which these individual's can share their infertility experiences and concerns. This thesis adopted a triangulated approach to research the potential role of online communities in helping people cope with the challenges of infertility. An initial qualitative study was conducted with 95 people accessing online infertility support communities to explore their motives, perceptions, and experiences of online support seeking. Responses revealed that participants especially valued the unique characteristics of computer-mediated communication (e.g. anonymity, asynchrony etc), which appeared to facilitate their ability to access and seek support. In addition, there were a number of psychosocial benefits associated with the online support communities, which appeared to aid the participant's ability to cope with their infertility experiences. Key benefits included reduced feelings of isolation and loneliness, improvements in marital relationships and access to a unique and valuable source of emotional and informational support. This study was followed by a content analysis of the therapeutic and self help mechanisms used in 3,500 messages posted to a popular UK online infertility support community. Results from this stage suggested that the key functions of the online support community were to exchange support and empathy and provide a forum for individuals to share their personal experiences related to infertility. Results also revealed that on the whole communication within the online support community was extremely positive and constructive, offering group members the opportunity to utilise many of the therapeutic and self-help mechanisms that are known to be beneficial to people using face-to-face support networks. The issues and questions raised in these initial studies were further examined in a larger scale survey with 295 users of online infertility support communities. This study quantitatively examined the use and experience of online infertility support communities and how this relates to psychosocial well-being. Results revealed that the majority of participants considered there to be a range of important benefits from accessing online communities. However the study also identified a number of potential disadvantages to accessing online infertility support communities, which appeared to have an impact on the experiences and psychosocial wellbeing of infertile individuals. The theoretical, methodological and practical implications of these findings are discussed.

Today, the web is constantly growing, expanding global information space and more and more data is being processed and sourced online. The amount of electronically accessible and available online information is overwhelming. Increasingly, recommendation systems, which engage in some form of automated personalisation, are hugely prevalent on the web and have been extensively studied in the research literature. Several issues still remain unsolved including high sparsity situation and cold starts (how to recommend content to users who have had little or no prior interaction with the system). Recent work has demonstrated a potential solution in the form of cross-domain user modeling. This thesis will explore the design, implementation and testing of a cross-domain approach using social media data to model rich and effective user preferences and provide empirical evidence of the effectiveness of the approach based on direct real-world user feedback, deconstructing a cross-system news recommendation service where user models are generated via social media data. This will be accomplished by identifying the availability of a source domain from which to draw resources for recommendations and the availability of user profiles that capture a wide range of user interests from different domains. This thesis also demonstrates the viability of generating user models from social media data and evidences that the automated cross-domain approach can be superior to explicit filtering using self-declared preferences and can be further augmented when placing the user with the ability to maintain control over such models. The reasons for these results are qualitatively examined in order to understand why such effects occur, indicating that different models are capturing widely different areas within a user's preference space.

Since the 1980s, two paradigms have dominated the representation of formatted electronic documents: flowable and fixed. Flowable formats, such as HTML, EPUB, or those used by word processors, allow documents to scale to any arbitrary page size, but typographical compromises must be made since the layout is computed in real time, and is re-computed each time the document is displayed. Conversely, fixed formats such as SVG or PDF are afforded the potential for arbitrarily complex typography, but are constrained to the fixed layout that is set at the time of creation. With the recent surge in popularity of low-powered portable reading devices -- from tablets to e-readers to mobile phones -- there is an expectation that documents should scale to any size, maintain their high-quality typography, and not provide unnecessary strain on an already overloaded battery. This thesis defines a novel paradigm for electronic document representation -- the Malleable Document -- whereby documents are partially typeset at the time of creation, leaving enough flexibility that their content can be flowed to arbitrary page sizes with minimal computation. One tradeoff encountered is that of increased file size, and this is addressed with a bespoke, computationally-light compression scheme. A sample implementation is presented that transforms documents from a source format into Malleable Document format, alongside a lightweight display engine that enables the documents to be viewed and resized on a wide range of devices, mobile and otherwise. Reviews of the technical aspects and a user study to evaluate the quality of the system's rendering and layout show that the Malleable Document paradigm is a promising alternative to both fixed and flowable formats, and builds upon the best of both approaches.

E-books have seen a significant proliferation over recent years. In the UK, about a third of the population today owns an e-reader with about half either owning an e-reader or tablet. Nevertheless, only about 4% of readers have moved to reading e-books only. These numbers suggest that, while e-books have caught on among a large number of users, they seem to complement rather than replace books. In light of the significance of books to past and contemporary cultures and societies it is little surprising that the emergence of e-reading technologies has sparked a plethora of writing on the topic, particularly in journalism and the humanities. With a common focus on the relative merits of books and e-books, and ultimately, their respective futures (some writers go as far as either mourning or celebrating the death of the book), the debate largely suffers from a technological determinist stance, neglecting the role of social practice as a driving force in technology adoption and use. Regardless, the sheer volume of the discourse suggests that something important is at stake in the move from analogue to digital reading technologies and that books continue to be valued as physical artefacts in the digital age, if not with more fervour than ever. What is surprising then is the lack of empirical research aiming to understand how books and e-books are used and valued in everyday life. Existing work in the area is almost exclusively concerned with practices of reading, with a particular emphasis on reading in academic and professional environments, thereby not only disregarding the social and material nature of reading, but also the rich life of the book beyond its role as a reading technology. The aim of this thesis then is to provide an understanding of the practices and values surrounding books and e-books in everyday life. Based on this understanding, it further aims to explore alternatives to the current e-reading ecosystem through designs that are sensitive to some of the broader values people associate with books and e-books. To do so, it takes a situated approach to studying books and e-books as they are used over the course of their lifecycle inside and outside the home. Through a combination of a series of in-depth interviews, guided ‘home tours’, and participant diaries ‘context-rich’ data on people’s uses of, and orientations towards, books and e-books are gathered. Subsequently, design responses are iteratively developed before being returned to readers for analysis. The contribution of this thesis is fourfold: (1) an account of the socially and materially situated practices associated with books and e-books inside and outside the home, (2) an explication of the distinct, yet complementary, values reflected in and driving book and e-books use, (3) an explication of the ways in which developing a sense of self and connecting with others are actualized through the use of books and e-books, and (3) the development and in situ analysis of a design exemplar in support of these goals.

This is the thesis (critical appraisal) component of a PhD by Published Works. The overall submission was a portfolio of ten published papers supported by a critical appraisal focusing on two key areas: an exploration of the roles that Health Information Professionals (HIPs) can play within evidence based practice (EBP) and an exploration of the effectiveness and impact of the traditional supportive role played by HIPs within EBP. The published papers are listed and referenced within this document but not contained within it. The majority are available elsewhere within the University of Salford Institutional Repository. Drawing on a model developed from the library literature, the thesis highlights a wide range of supportive and active roles that HIPs can potentially play within EBP. This model is informed and illuminated by the studies within the portfolio that demonstrate how the author has fulfilled a wide range of these roles in practice, and identified a new role within systematic reviews in health and social care. This demonstrates that HIPs can transfer their skills outside their traditional library and information practice domain, thus extending their role and offering a range of professional opportunities. Using a varied range of research methodologies, the thesis also explores the effectiveness and impact of the contribution made by HIPs when using traditional skills to support EBP. Two models are used to illustrate the outcomes to which HIPs contribute. These include improving search skills and providing evidence which can, over the longer term, contribute to policy making and patient care. At present the weight of the evidence presented to support these links is weak. Methodological issues and future research that needs to be addressed to improve the strength of the evidence base are therefore highlighted and discussed.

The most rapidly changing pervasive and publicized aspects of library and information studies are e-resources. In a relatively short period of the time, e-resources have expanded drastically from the few dozen computerized bibliography databases to the overwhelming amount of information available today. Electronic resources have grown to include online library catalogues, lists of CD-ROMs, online journals, databases, newspapers, reference materials, open access journals, e-books, major publishers, and online bookshops. There is a pressing need for guidance regarding the use of such resources. The findings of this study conclude that the age-wise respondents have many problems accessing e-resources including computer viruses, having difficulty using digital resources due to lack of IT knowledge, and their limited access to computers.

Information seeking as an underlying feature in research cannot be done without an enabling environment where needed resources and services are provided. The available literature reveals that although librarians have made good progress in adapting primary values of librarianship which are to support intellectual freedom and equitable access to information, information seeking process in the Digital Libraries has, however, been found not to be without limitations. Seeking scholarly information in the Digital Libraries is limited by the availability of reliable and affordable information and communication technologies. Information seeking in the Digital Libraries has been found to be limited to those scholars who are affiliated with organisations which have the money and skills to provide access. It has been found limited to those who are literate, information literate and have a command of the major languages of commerce and scholarship (English in particular). Infrastructure, education and skills as well as content were the three spheres identified in this Chapter as preconditions that must be satisfied if broad digital scholarly information is to be sought without restrictions. Provision of effective service in the Digital Libraries as recommended in this Chapter requires sufficient understanding of the real needs of information users and making precise efforts to satisfy them. This can best be achieved through formal in–depth studies of the information needs and seeking behaviour of users. Librarians, especially those involved in bibliographic instruction should be interested in ways individuals approach the library (be it digital or physical) and the methods they use to search for needed information. Strategies intended to improve the provision of library services should be redesigned towards information skills development and information resource awareness.

Web technology provides dynamism to the electronic documents that were not possible in essentially sequential style of presentation of printed documents. Interactive hyperlinks to related resources, links to full range of multimedia, links to traditional indexing and abstracting services, etc. are some of the novelties that are common place in a Web document and that were not possible in a traditional printed document. Web publishers or e-journal publishers claim heavy investments. Publishers create not only bit-map page image but also HTML and PDF formats to provide added advantages for their electronic journals. Electronic journals can provide linking citations and references to bibliographic databases or to full-text articles (where possible), links to graphics/photographs, video or audio clippings not included in the paper, links to corrections or to articles cited in the paper, access to more detailed data or to multimedia information provided by the author, links to external databases, links to reader comments or discussion forums related to the paper, “dual publishing” in more than one electronic journal (e.g. a chemistry article of interest to biologists could appear both in a chemistry and a biology journal), a “living article” where the user could log in at any time and see an experiment on an ongoing basis showing data collected that day, embedded software programs allowing users to mirror the authors’ work by manipulating data or running simulations based on their own input.

Being a scientific institution, RNPLS&T promotes science and education and dissemination of scientific knowledge through providing access to hybrid integrated information resources. The Library delivers reliable information and offers information services to the interested divisions of the Ministry of Science and Higher Education of the Russian Federation. Researchers use the library for their studies and publications as a point of reliable access to demanded information. Traditionally, the users operate on the data they can find in the publication, including bibliographic references cited in an articles or a monograph. Unfortunately, some cited works might turn incorrect or even non-existing. Over-reliance may result in replication and multiplication of errors and dissemination of unverified information. While discussing plagiarism, we are missing no less important problem of reliability of bibliographic data on scientific publications, their accurate reflection in Russian and international databases. Within the framework of the state orders for the years 2016–2021, the RNPLS&T Working Group has accumulated experience in this area, analyzed the most critical mistakes to be avoided when preparing research articles or qualification works, independing on thematic domain. For the study, the bibliographic data of over 15,000 scientific articles and 1,200 monographs were analyzed.

Abstract:
The National Library of Belarus (originally the State Library of the BSSR named after V.I. Lenin) is a research center in the field of library science, bibliography, and book science. Besides, it is the national coordinating, scientific and methodological center in the library field. The National Library of Belarus is the leading organization in the field of information resources, which forms the intellectual potential of the Belarusian nation. In the funds of the Belarusian State Archives of Films, Photographs and Sound Recordings the history of the development of the National Library is widely represented by audiovisual documents, such as photo chronicles of the Telegraph Agency of the Soviet Union and the Belarusian Telegraph Agency; photos by the republican newspapers; short films of the 1930s. Furthermore, the information about the library can be found in film magazines “Savetskaya Belarus” (Soviet Belarus), "Naviny dnya" (News of the Day) and TV programmes “Padzeі Kulturnogo Zhyccja” (News of Cultural Life), “Kontury” (Contours), “Nedelya” (Week), in a documentary video film “Skarbnitsa Slova” (Word Treasure) and sound recordings of Belarusian radio broadcasts and radio programs from the cycle “I Love My City”, Radio Minsk.

Abstract:
The article describes the objectives of university libraries in the current context of the development of higher education in the Republic of Moldova. The library is an important part of the university infrastructure; it contributes to the development of education and science by satisfying the informational needs of users, capitalizing on document collections and modern informational resources. The current challenges in the operation of university libraries influence the quality of basic activities: acquisition of documents and resources, organization and use of collections, bibliographic and documentary information activity, cataloguing-classification activity, provision of information services, user training, etc. The place of the scientific library in the process of education and research in higher education institutions is determined by the degree of exploitation of the informational potential of the library and the accessibility of information, documents, services and resources. The library, without adequate support at the level of policies, regulations, funding, must adapt on the fly to the new social-economic realities. In order to continue implementing the mission of providing relevant information and services to its users, the university library must be connected to the trends of evolution manifested in the technological environment, while preserving the completeness of traditional functions and activities.

The indissoluble relationship, society-information sustained through the information exchange, is an essential facet in the existence of society, a reality that defines primarily the society in relation to all components of its development. With the increasing role of science in society’s development, area of scientific information was expanded, representing a wide range of communication fields. Scientific information has led to a multifaceted development of infodocumentary structures, activities and services. In the growing competition that takes place today in the university environment, a university can create its own significant advantages, relating to optimal access to the new information of its domain, based on a strong information technology infrastructure. Today, electronic materials for documentation are a bibliographic source of reference for the research process, elaboration of scientific work and teaching / learning processes. Involvement of digital libraries in e-learning process uses the Web to retrieve and access study materials. These libraries should not be treated as mere collections of digitized documents, but as an accumulation of collections, services and specialists supporting activities of creation, preservation, dissemination, and utilization of data, information and knowledge of that. The main goals of the digital library in supporting e-learning process using Web refers to improving students performance, increasing the quantity and quality of educational resources via the Internet, facilitating retrieval and access to these resources in order to optimally capitalize them and not least to ensure that these resources will be available over time. Web 2.0 Library enables users to retrieve needed information by the desired subject search, access to scientific resources and interact with experts in various fields of interest. Web 2.0 Library provides direct access to library catalogs, to scientific databases, collections of electronic books, reserved electronic courses, allowing communication through forums. It is recommended fruitful communication between the library and educational institution that it serves, the purposes of encouraging the learning process via the Internet, also involving students in this working relationship, expecting permanent feedback from them. The librarians sustain processes of selection, processing and indexing of information resources from the Web, allowing access to articles from databases, both in full-text version and the reviewed ones. The collaboration of the library with academic field that comprise it, with the researchers, the editors, will benefit in developing collections of online publications. Library involvement in electronic learning process needs library professionals that have good knowledge in IT, web, information and communication science, skills for optimal material selection, for classification of information resources into logical categories, to create indexes and search engines, for constant improvement of the classification categories. Development of web 2.0 technologies is a catalyst for libraries, in supporting e-learning processes developed in academic area. The concept created by web 2.0 determined the infodocumentary structures unit to pursue the goal: Library 2.0, as a pillar for the development of e-learning phenomenon.

Abstract:
The type structure of Electronic Educational Resources (EER) created for students, research and educational employees is considered. The development trends in the digital services of online education are presented. Open access educational materials on websites of the University libraries are analysed. A large amount of factual materials with educational content have been collected and three most common groups of EER have been identified: video-, text- and visual materials. It was found that some types of digital educational content, such as mind maps, animation, educational video games, stop motion videos, computer simulators etc., are almost not presented on the websites of the University libraries although they have significant potential for the modern educational process. The relevance of libraries' EER to the development trends in the digital services of online education is analyzed. The directions in EER development, requiring the attention of library specialists, are determined as follows: modernization of terminology and classification of EER; their verification; the enhancement of the professional competence of employees for improvement of the quality of educational materials; collaboration with the providers of tools and resources for creating educational materials.

The retrieval time is from the inception of the database to May 2022. At the same time, we will retrieve other resources to make up for the shortage of electronic database, mainly searching for the clinical trial registries and grey literature about Chinese herbal decoction containing Cortex Phellodendri for gout on the corresponding website.
