Abstract:
The provision of bibliographic resources for individual branches of science and / or practical activity is traditional and now it is one of the most developed areas of bibliography. The library and information sphere, including library, bibliographic and scientific information activities and the scientific disciplines that study them needs (library and information sciences) it as well. These areas are characterized by the proximity and significant concurrency of goals, objects, processes, methods, and results of activities. At present, their further integration, transformation of traditional libraries (first of all, scientific ones) into library and information centers is underway.The bibliography of library and information science and practice includes: 1) bibliography of literature on history, theory, methodology, organization, methodology and technology of these activities, 2) bibliography of publications and electronic resources of library and information institutions; for bibliography as such bibliography of bibliography is also of particular importance, 3) bio-bibliography of branch leaders (polybiobibliographic and monobibiographic (personal) resources).Since the 1940s the Russian State Library is the main center of the current bibliographic registration of literature on librarianship and bibliography (until 2015 – the release of current indexes, since 1989 – the formation of a thematic abstract bibliographic database). The library prepared many printed retrospective indexes and lists on the problems of library and bibliographic science and practice, which creation not only its bibliographic, but also research, methodical and production structural units took active part in.In the XXI century, the Library activities in the field of retrospective branch bibliography are limited to the creation of a series of indexes “Bibliography. Bibliographic science”, reflecting the scientifically significant array of native bibliographic literature in Russian since 1959. The main attention is paid to bibliographic registration of publications and electronic resources of the Library and about it, as well as works of its staff.Electronic catalogs and bibliographic indexes are being created that take into account the products of libraries of the Russian Federation, as well as countries – the former Soviet republics. Polybiobibliographic and personal indexes are being prepared.

Abstract:
The lexicographical information resources are being studied by many scientific disciplines: the library science, bibliography, bibliology, lexicography, etc. The author examines the polar-opposite opinions regarding the terms “typo­logy” and “classification”, i. e. their synonymity or absolute demarcation. As a result of scholarly discussions, the terms “bibliotypology” and “typological classification”, “typology of classification”, “typology of typologies”, etc., emerged. The major problems of classification/typology of lexicographical information resources are analyzed. These problems hinder the reference and bibliographic user services. The problems embrace comprehension of modern lexicographical processes, diversity of classifications/typologies, dictionary boom, rise in the number of dictionaries, their types and genres, typological and aspectual synonymity of dictionaries, etc. The solutions for these types of information resources are suggested (integrated studies by lexicographers, linguists, information and library scientists; identification of major groups of characteristics to be used in classification/typology of lexicographical information resources, etc.). The author’s alphabet explanatory synonymic glossary “The vectors of modern national lexicography” [in Russian] and the alphabet union synonymic bibliography “The modern dictionaries of the Russian language” comprise the terms essential for reference and bibliographic services when executing queries of lexicographical and socio-humanitarian character.

Abstract:
One of the priority areas of the research activity of the Russian State Library (RSL), in particular its scientific bibliographic activity, is currently the study “Information and bibliographic activity of Russian libraries (theoretical and practical aspects)”. Relevance of the research is caused by the fact that information and bibliographic activity refers to the main activities of libraries of various types and kinds. Libraries create bibliographic information for wide distribution, provide bibliographic services to their readers (subscribers). Bibliographic information is also used in various particular library processes (acquisition, library and information services, organization of mass events, etc.). The article considers the results of the analysis of the R&D object — bibliographic (information and bibliographic) activity of libraries as a system object (essence, boundaries, objects and subjects of activity, internal structure, etc.). The analysis was carried out on the basis of theoretical concepts developed by the domestic bibliography science, as well as the modern terminological system of the library and information sphere, fixed in national standards. The author identified and analysed the main directions of bibliographic activity in the library (library bibliography): bibliographic processing of library collections (library bibliographic cataloguing); formation of reference and bibliographic tool; creation of bibliographic resources and products of “non-catalogue” type (indexes, lists, reviews, etc.); bibliographic service; bibliographic education; scientific and methodological activities in the field of bibliography.

Abstract:
The article considers the bibliographic database “Librarianship and Bibliography”, developed by the specialists of the Russian State Library in the context of other libraries and institutions that distribute resources related to library science. The author reveals the specifics of structure and composition of databases with similar resources, created by some central regional libraries of Russia and federal libraries of other departments. The authar touches upon the issue of foreign companies’ information support of studies in library science. This database was created using many years, experience in formation of information resources on culture and art, which have no analogues in Russia. The article presents the search capabilities of this bibliographic online resource and the practice of user interaction with it in 2016—2017. The author notes that the main body of records includes articles from monographs, scientific collections, conference proceedings and other publications. The article outlines the features of working with the database. The resource interface and the structure of its search fields are described. There are given some examples of its search fragments and navigation capabilities. Using statistical data, the author analyses the resorce access dynamics, user requests and the geography of user access to the database. The access leaders among the eight regions of the Russian Federation are Ural, Northwestern and Siberian Federal Districts. There is a stable interest observed in Siberian, Volga and Central Districts. The rating of the most popular search terms is made. The results of the study confirm the demand for the online resource among users. This is especially important in the conditions of low circulation of Russian scientific publications that significantly decreases their accessibility and reduces the ability to disseminate scientific knowledge among specialists.

Abstract:
The author analyzes the scientific legacy of Arkady Sokolov, an outstanding Russian information scientist, bibliographer, and philosopher. She follows the evolution of scholar’s theoretical concepts in the context of history and philosophy of library and information sciences. The article is based on the analysis of Sokolov’s key works, i. e. the textbook «The introduction into social communication theory”, professional conceptual publication “The philosophy of information”, his theses, and program articles. The author discusses A. V. Sokolov’s contribution into building of the methodological tradition in the library and information sciences. She focuses, in particular, on her own realization of the information approach and its transfer into the research field of library and information sciences. The author explores A. Sokolov’s philosophical concepts and their significance for solving the current problems in the field: development of human resources, defining the status and positioning of library, bibliography and bibliology sciences within the modern system of sciences. The author also expands on her personal memories of Arkady Sokolov.

In modern conditions of unstable socio-economic situation caused by the threat to human health due to the pandemic of coronavirus infection, the need for psychological information is significantly increasing. The need to assist modern readers in finding and choosing meaningful, scientifically reliable and accessible psychological information among a huge number of books and online resources has determined the relevance of the topic of the article. The article discusses popular bibliographic resources on psychology, prepared by the Research Department of Bibliography in the Russian State Library (RSL) and posted on the RSL website in the “Bibliographic publications” section: “Psychology for everyone. Index of the best books”, “Psychology. Internet Resources”, including “Psychology on the Websites of Russian Universities”. A scientific and methodological analysis of these resources is given: the criteria for their selection are shown, a variety of forms of presentation of materials is noted, accessibility for a wide range of readers is emphasized. The potential of popular bibliographic resources on psychology in the formation of a holistic view of psychological science among users and providing easy access to high-quality information on psychological issues is considered.

The article reveals the current state of local lore bibliography in the Republic of Sakha (Yakutia), the main types of bibliographic indexes: scientific-auxiliary, recommendation. The author gives the examples of specific bibliographic manuals, which allow to determine the existing system of local lore bibliography, its methodological, organizational and technological development.The article notes the leading centres involved in the creation of local lore bibliographic manuals, considers the principles of creating bibliographic resources through the organization of local lore scientific-auxiliary bibliography.The author presents the analysis of “Bibliography of Yakutia” by N.N. Gribanovsky as one of the samples of bibliographing for all the time of development of local lore bibliography in Russia and gives information about the reconstruction work of this publication. In 2016, the National Library (NL) of the Republic of Sakha (Yakutia) started preparing for the publication of multi-volume universal scientific-auxiliary bibliographic work “Bibliography of Yakutia (1932—2022)” on all the main branches of knowledge: Yakut language, Literature, Literary Criticism, Folklore, Economy and Demography, State and Law, Political Science, History, Archaeology and Ethnology, Culture and Arts, Health Care, Medicine, Education, Physical Culture and Sports, National Economy and Industry, Agriculture, Minerals and Geology, Cryology. It is expected that the publication will consist of 15 volumes and in general will close the existing gap in bibliographing of documents on all the major branches of knowledge for the years 1932—2022.The author presents detailed characteristics of the main bibliographic indexes published by the NL of the Republic of Sakha (Yakutia), the Scientific library of the North-Eastern Federal University named after M.K. Ammosov, the Central scientific library of the Yakut Scientific Centre of the Siberian branch of the Russian Academy of Sciences, the Scientific library of the Yakutsk Agricultural Academy.The article reveals the new opportunities in bibliographic activity of municipal libraries of the Republic, analyses the base for compilation of bibliographic resources of the regions (uluses) of the Republic. The author pays special attention to the activities on creation of recommendation bibliography on “Yakut Studies”. The conclusions present the results of the development of the system of local lore bibliography in the Republic of Sakha (Yakutia).The author highlights that the characteristic feature of the modern system of bibliographic indexes of the region is the integrity of the major types and kinds of bibliographic indexes; the organizational, technological and scientific components are identified in general; and the bibliographic provision of science and practical activity of the Republic is increasing. Abstract:
This article is devoted to the standardization of bibliographic terminology. All Soviet and Russian standards , containing the terms in the field of bibliography are considered. The characteristic of the structural and content changes are given. The results of the studying existing domestic SIBID standards, including bibliographic terms are presented. The analysis of their content is carried out, approaches to systematization and terms definition are studied. The development of standardized bibliographic terms were traced through the normative documents. It is concluded that a number of terms are present in the two standards and have different definitions. At the same time, they have not been abolished, that leads to conflicting interpretations in various fields of activity. The lack of bibliographic terms that take into account the features of modern information and communication technologies is indicated. The content of these existing standards is illustrated by specific examples, that today certainly need to be updated. As a result, it was found that the basic standards reflecting the bibliographic terminology are largely outdated and do not correspond to the conceptual apparatus of modern library and information science and practice. The need to develop a national standard «Library and information activities. Terms and definitions» in which is proposed to include only general concepts relevant to the field of bibliography, becomes evident. At the same time, a specialized national standard “Bibliographing. Bibliographic resources. Terms and definitions», that should accumulate all the terms that reflect the processes of creating bibliographic information (bibliography, a special case of which is cataloguing) and diverse forms and types of its existence (bibliographic record, bibliographic reference, bibliographic resource), is being developed. The key term is “bibliographic resource” – the term, which has never been presented in the SIBID terminology standards before. An attention to the controversial issues of terminology is paid. The structure of the standard under development is proposed.

Abstract:
The article describes the history of the State Public Scientific and Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) — firstly the State Scientific Library (SSL), established in 1918 in Moscow and transformed into SPSTL SB RAS in 1958. The authors present the stages of its development and main achievements. The library developed its collections, publishing and educational activities, created the network of its branches practically in all industrial regions of the country. During the Great Patriotic war, the Library based its work on the priority satisfaction of the defence information needs. Despite the loss of holdings on the occupied territory, it developed the network of branches, setting the task of bibliographic service for the defence industry.In 1946, given general scientific importance of the Library, it was transferred to the USSR Ministry of Higher Education. The new status of the Library has forced to expand significantly its acquisition to technical literature, publications on natural science, social science and humanities. In 1958, the Library was transferred to Novosibirsk. Its main task became information support of scientific research; it developed its forms and methods, generated its own resources and actively engaged in the automation and informatization of library and information processes. Here the Library began to develop library science, bibliography, book science and applied informatics. In fact, the communication between the user and the library, the librarian and the information resource moves exclusively into the electronic environment. Over 60 years of activity in Siberia, the Library has become a unique scientific and cultural Siberian phenomenon, combining the features of the universal public library, the centre for scientific and technical information and the unified centre for automation of library and information processes of the Siberian Branch of the Russian Academy of Sciences.

The article provides a brief overview of library local lore activity with an emphasis on the local lore direction in book studies and bibliography of the Siberian- Far Eastern region; names organizations providing information support for local lore activities of libraries; lists local lore resources on the websites of regional libraries in Siberia and the Far East. Special attention is paid to the resources generated by the State Public Scientific Technological Library of Siberian Branch of the Russian Academy of Sciences, which is the center for information support of local history research in Asian Russia, and obtains unique techniques to create regional databases, as well as highly qualified specialists. It presents a list of databases providing information support of theoretical and practical aspects of local history activity in the regional libraries. Authors give a detailed description of DB “Scientific Sibirika”, which includes regional material on a wide range of local history: history, ethnography, economy, nature and natural resources of certain territories of Siberia and the Far East, Arctic. It is shown that theoretical and methodological research in the field of library local history, individual persons, are presented in the “professional” DB “Librarianship and bibliography in Siberia and the Far East”, which has a special heading “Local lore activities of libraries in Siberia and the Far East”; the bibliologic direction of local lore is implemented in the bibliographic DB “History of books and book business in Siberia and the Far East”. The paper concludes about the importance of library local history in the library activities, and the need to attract information resources of large libraries for more complete implementation of local history research.

Abstract:
The article is devoted to the modern period of research activity of the Russian State Library ‒ one of the Russian Federation’s national libraries, which, in accordance with the current legislation, are research institutions in library science, bibliography and book studies, and methodological, scientific-information and cultural centers of federal importance, participating in development and implementation of the federal policy in the field of librarianship. The article presents the main directions and subjects of the RSL’s research work in 2015–2018. In addition to traditional areas (the history, theory and practice of librarianship, the disclosure of collections, and the study of monuments of book culture), there have also been developed some research projects aimed at solving current issues of library development in the digital environment (the formation and organization of access to electronic information resources, the creation of digital services, etc.). The article demonstrates major publications of the RSL employees, representing the research results (monographs and articles, catalogues, bibliographic indexes, manuals and reference books). The article analyzes the innovations in organizing scientific activities and the achieved results (including scientometric characteristics), which confirm the status of the Russian State Library as a leading research center in the field of library science, bibliography and book studies.

Abstract:
The article presents the work in Bulgaria on the preparation and publication of the Cyrillo-Methodian bibliography. It has been highlighted that since 1980 the Cyrillo-Methodian Research Centrе at the Bulgarian Academy of Sciences has been the institution responsible at international level for the collection, processing and publishing of the Cyrillo-Methodian Bibliography. The stages of automation of the bibliography are traced and the need to convert the records from the bibliographic database to a machine-readable format for data exchange is justified. The main prospects for the development of the electronic Cyrillo-Methodian Bibliography are outlined as follows: full-text presentation of the publications described therein; application of bibliographic citation measurement software; constructing an application in which users can add bibliographic records and electronic resources in the field of Cyrillo-Methodian studies.

Abstract:
The study of the current state of biobibliography of Buryatia, presented in the library web envi-ronment, was the purpose of this article. The author used methods of comparative analysis, monitoring of the web environment, bibliographic. The research results should include a representation of the forms of bio-bibliographic information that exists in the library web environment. The comparative characteristics of Internet resources contributes to the discovery of specifics in the creation of infor-mation products by libraries of various types and types. Links to websites identified in the process of studying the electronic environment can be used as a guide to the bio-bibliographic resources of the libraries of the republic. The article reflects bio-bibliographic information on library websites, which is publicly available. Traditional bio-bibliographic indexes are reviewed – digital copies and electronic versions of printed publications, original bibliographic products, complex electronic resources, databases that combine elements of bio-bibliographic, reference, full-text materials. Data on information products of scientific and public libraries was revealed: the National Library of the Republic of Buryatia, universities, the Buryat Scientific Center of the Siberian Branch of the Russian Academy of Sciences (BSC SB RAS), the Republican Library for Children and Youth, centralized library systems of the city of Ulan-Ude and the republic. Bibliographic information in the form of indexes, dictionaries (“Who's Who”), databases (“Teachers' Works”, etc.) has a special place on the websites of scientific libraries of universities: Buryat State University, East Siberian State University of Technology and Management, Buryat State Agricultural Academy, East-Siberian State Institute of Culture. The website of the Central Scientific Library of the BSC SB RAS reflects the “Works of the BSC SB RAS employees” in the same heading, information on memorial libraries of prominent scientists in the field of physical and mathematical sciences, literary criticism, art history, ethnography, oriental studies. The website of the National Library of the Republic of Buryatia provides the most valuable edi-tions of local history topics: electronic versions of printed publications, reference and bibliographic databases, and electronic collections dedicated to prominent figures of the republic. Republican library for children and youth, Central City Library named after I.K. Kalashnikov, the centralized library sys-tems of Ulan-Ude and the republic are created and distributed in the Internet space, mainly bio-bibliographic information of recommendatory nature, in order to popularize the personality of the writer, public figure, war hero, historical character. Conclusions are made about the diversity of forms of bio-bibliographic information in the library web environment and, at the same time, the need to achieve common organizational and methodologi-cal approaches of libraries to create bio-bibliography in the republic and its presentation in the Internet space. The general picture of the state of biobibliography considered in the article, the mentioned names of famous figures of the republic give a curtailed knowledge about of the development of science, culture and other areas of public life in the past and in modern times.

In 1985 the dual master’s degree program in art librarianship was developed at Indiana University by the head of the Fine Arts Library, working with faculty members in the School of Fine Arts/Art History and the School of Library and Information Science. This program is designed to prepare students in the United States for professional library and information specialist positions in fine arts libraries and information centers. The student is offered a coordinated approach to achieving two masters degrees — one in art history and the other in library and information science — and must be admitted to both schools. For this program the course ‘Seminar in Art Librarianship’ was devised, covering topics such as administration, collection development, reference services, and visual resources management. Further requirements include a research bibliography course in art history and fieldwork experience in the Fine Arts and Slide libraries. This program seeks to meet the need for a marketable combination of subject–specific and library/information science education for art library and visual resources professionals.

The aim of the article is to make an analysis of the frequently used concepts of “information pro-vision” (IP), “information support”, and “research support”. Among the first terms in the draft of the GOST “Library and information activity one can see its key concept, but there are no the definitions of “IP”, “informational support”, “research support”, which are widely used to refer to information ser-vices for scientists. The absence of these concepts does not mean that they will no longer be used in special literature. To determine their place in the new paradigm of concepts, the definitions of “IP” proposed in 1974–2018 were collected. In the article they are systematized in the form of a table. The-se definitions show that even in the early 2000s, the domestic concept of “IP” was associated with the preparation of special publications – first bibliographic indexes, then databases, as well as the organi-zation of the remote access to full-text resources. It follows that the domestic concept of “IP” was formed in the field of bibliography. (Although it should be noted that providing copies or originals of primary sources – that is library activities – has always been the part of the IP tasks.) But then, under the influence of electronic resources and information technologies, the concept of “IP” began to be included in the activity that has always been related to librarianship. Moreover, there appeared elec-tronic resources (initially bibliographic) that provide various services. And these services are not only bibliographic (informational), but also library ones. This led in the late 1990s and early 21st century to the emergence of a new term – “information support”, which is used in several paradigms. Contextual analysis of this concept has shown that it is firstly used in a very close meaning to “IP”, retains its direction – from a library (information center) to a user, but emphasizes that a user can himself access resources and services specially provided for him via Internet (the first paradigm). The other is related to the mass media, not to the infrastructure of science. The third one is related to the organizational activities of information structures, that is, in the paradigm of modern administrative activity. A completely different picture is in the English terminology: it was supported by the examples of the use of this phrase as a term in foreign publications and by the analysis of universities library sites. It can be seen that this concept includes bibliographic and library activities, all possibilities for trans-mitting information to support a special group of users -scientists, specialists, and young researchers. This is also a good fit for a variety of activities (but not yet mastered by Russian research libraries), the work with initial research data and checking the reproducibility of research. The authors conclude that at the conceptual level, it is necessary to retain the term “information provision” to reflect the processes of providing information for research in the pre-Internet era, to provide information only for the work on research at the research stage. The term “research support” can be used conceptually to reflect preparing and providing information at any stage – from the idea cradle to publishing and research results implementation.

This article describes the experience of using and subscribing to new electronic resources from the Digital Medical Library (BMD) of the Faculty of Medicine (FacMed). Its structure and function are explained, as well as the support received by the General Directorate of Libraries and Digital Services. The backgroundof BMD, created in 1998, is presented. In addition, the development and scope of remoteaccess is explained. In 2021, it becomes the main source of information for the FacMed community. It is made up of 5 sections: electronic resources; electronic book platforms; dictionaries, encyclopedias and reference works; bibliography, catalog and electronic books; electronic journals. Since 2020, the bibliography of all the undergraduate study plans in this entity has been updated and reviewed, thus making it possible for it to be used by the undergraduate community in an unprecedented number during the COVID-19 pandemic. In addition, the resources most used by the entire community, the process of evaluation and integration of new resources are described. The article is a tribute to the prominent Soviet and Ukrainian documentologist and bibliography scientist Galina N. Shvetsova-Vodka. Upon her graduation from the East-Siberian State Institute of Culture (Ulan-Ude) in 1966, Galina Shvetsova-Vodka studied at Leningrad State Institute of Culture under Master’s Program (1967–1971), and taught at the Institute’s bibliography chair till 1979. She moved to the city of Rovno, Ukrainian SSR, and served as an assistant professor at the bibliographic studies chair of Rovno State Institute of Culture (1979– 1987), and headed the chair till 1995. In 1995–1998, Galina Shvetsova-Vodka served as the professor of the chair, and then, to the end of her life – the professor of Rovno State Humanitarian University. In 2002, she defended her doctoral thesis “The document and book within the system of social communications” and thus became the first Doctor of Science in documentology in the Commonwealth of Independent States. She became a professor in 2005. Galina N. Shvetsova- Vodka died on May 1, 2023, in Rovno, Ukraine. The range of her interests in science, as reflected in her 260 publications, comprised documentology, bibliography, library science, bibliology. Her principal works are “Defining the document in the documentary and information studies” (1991), “The general theory of document and book” (2009), “The document in the light of noocommunicology” (2010). In the area of documentology, Galina Shvetsova-Vodka was a pioneer in many senses. She was one of the first of those who supported the idea of document – noosphere interconnection, and the concept of Bibliologos introduced by Arkady V. Sokolov. She made a significant contribution to the bibliographic science by publishing the textbook “The general bibliographic science: The basics of the theory of bibliography” (1995); “The bibliographic resources in Ukraine” (2000); “The introduction to the bibliography” (2004) (2004). She also studied the history of critical bibliographic periodicals of 1920s, many other aspects of the bibliography theory, history, and practice.

The article gives a brief overview of research on the problems of preparing union catalogs; it shows that the creation of the national union catalogs’ system is a strategic direction for the library and information science development in Russia. The paper characterizes Database (DB) «Siberian and Far Eastern book. XVIII century - 1930: a union catalog» as an integral part of the Russian national bibliography created by the Department of Scientific Bibliography of the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences. Providing information on the availability of publications in the collections of book depositories, the DB opens access to the collections of libraries and archives of Siberia and the Far East for a wide range of researchers-historians. Union catalogs of Siberian and the Far Eastern books as a part of the Russian retrospective national bibliography contribute to preserving the cultural and intellectual heritage of the country, making it accessible to modern and future users. The article demonstrates possibilities of DB using as a research tool, and a historical source. The authors present the analysis results of the DB documentary flow, some comparative results of studying book business development in Asian Russia in preand post-revolutionary periods.

ABSTRACT This study investigates the business models practiced by open access scientific journals in the area of Library and Information Science, indexed in the Directory of Open Access Journals (DOAJ). We did an exploratory study of the theme, combining quantitative and qualitative approaches, and applying the documentary method. The data were collected in the DOAJ, retrieving the journals of Library and Information Science that are indexed in the filter "Bibliography. Library science. Information resources", followed by a visit to each journal's website to identify descriptive characteristics. Content analysis was used to evaluate and categorize the data collected. As a result, it was verified that most of the journals retrieved in the filter do not charge Article Processing Charges (APCs), and that of those that do, a considerable portion use the 'Publishing Rates' business model with discount policies and/or fee exemptions. It is concluded that this theme has different perspectives when considering the financial sustainability of a journal, with advantages and disadvantages, mainly regarding the authors of articles to be submitted in journals that use APCs.

The author presents the problems of general library science that need profound development. First, it is necessary to determine the relationship between the concepts of “library science” and “general library science”, as well as the content of the concepts of “partial library science”, “special library science”, “electronic library science”, etc. The author emphasizes to bring the Standard GOST 7.0—99 “Information and library activities, bibliography. Terms and definitions or coming to replace it the State Standart GOST “Library and information activities, bibliography. Terms and defenitions” into compliance with the Federal Law No. 78-FZ of 29.12.1994 “On Librarianship”, primarily in terms of the relationship between the concepts of “information and library” and “library and information”. Both of these terms are incorrect. Then, it is necessary to give the scientific definition of the concept of “library”, which differs from its normative-legal definition, as well as to abandon the terms and concepts artificially introduced into the library science thesaurus. It is required to separate the concepts of “librarianship” and “library activity”, to abandon the idea of library as a social institution for the provision of services. The existing approach leads to the steady displacement of cultural activities from the sphere of government responsibility into purely market relations, forms a false understanding of the phenomenon of cultural values, from which the spiritual component is derived. In the field of services, being a type of marketing, albeit non-commercial, as it is in librarianship, the preservation, production, transmission and dissemination of spiritual values cannot be carried out. The author proposes in place of the concept of “service” as the ultimate goal of librarianship to put the concept of “goodness” and to understand the library as a social institution providing socially significant goodness. The system approach requires the development of each of the library components as a four-element system. The author declares the need to correct almost the entire conceptual apparatus of library stock studies and catalogue science, littered with the introduction of the term “information resource” instead of the concept of “document”, which, in turn, needs considerable clarification. The author makes proposal for the implementation of the current actual tasks of general library science.

Three major library information science (LIS) databases were searched for publications meeting the study criteria, and then manual bibliography searches were performed on all those included. Findings Twenty-one of the 23 included publications were papers published in scholarly journals. There was a slight growth in number of publications by year between 1990 and 2014. Most of the research was conducted in the USA, Australia or Canada. Surveys and interviews were the most commonly used research methods, and nine of the studies used mixed methods. “Library experience” and “information seeking” emerged as the most common research topics. Key findings presented in these papers were often related to library and non-library resources, library instruction, language issues and research difficulties experienced by international students. Author recommendations were generally related to campus collaboration, staff training, assessment, cultural awareness and library instruction. Practical implications The findings of this study will be of value for LIS practitioners who wish to develop or improve information literacy training for the international student populations on their campuses. Originality/value Systematic review is a useful and rigorous method that can be of value in LIS research. This paper provides a thorough review and assessment of the original research related to international students and information literacy, and summarizes the resulting recommendations.

Abstract:
The article objective is to show the bibliographic activity development on information research support in the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS). Namely, changes in the technology of creating information resources of own generation due to computers and software; to represent the product types created by employees during 1958–2021; to highlight topics of traditional bibliographic current and retrospective indexes, bibliographic and full-text databases. The paper presents quantitative characteristics of the generated electronic resources; shows the forms of bibliographic services: information selective dissemination, differentiated services for managers, electronic thematic exhibitions of literature based on the databases; gives a brief description of bibliometric research. The authors determine prospects to develop the number of SPSTL SB RAS information and bibliographic complex. They are growing the authoritative data files in bibliographic databases, expanding the repertoire of Open Access sources to select information for regional bibliographic resources, developing interactive forms of information services for scientists and specialists; participating the semantic web through linked data technology based on authoritative files as an object (predicate), improving the service capabilities of the information search system (access to full texts).

Abstract:
Purpose – This paper aims to explore the advantages of applying best pedagogical practice to library-based teaching, using targeted content in order to contextualise the teaching within a performing arts curriculum. The author, dual-qualified in music and librarianship, is responsible for providing library user education and instructing readers in the use of electronic resources, literature review, related research and bibliographic skills and Scottish songbook history in a performing arts institution. A recent opportunity to take a short course, The Teaching Artist, prompted the author to re-examine her approach to such library-based teaching. Her observations arise from the reflective practice that was a core component of The Teaching Artist course. Design/methodology/approach – The main focus of this concept paper is a consideration of best pedagogical practice, and a discussion of how best to embed it in a curriculum designed for performers and other creative artists. Turning from a role as a bibliographic instructor to that as an academic adjunct, the author addresses similar pedagogical issues in a session on Scottish songbooks, which is delivered each year to second-year undergraduates. Findings – The author wrote a paper on user education for a librarianship journal in 1991. The present paper reflects upon the discernible differences in approach between then and now, and finds that gaining pedagogical expertise has enabled significant improvements. Originality/value – There is comparatively little published about user education in music libraries, about pedagogical training for librarians working in this field, or about scholar-librarians availing themselves of suitable training to improve their delivery of academic course components.

Coastal access has been, and continues to be, a controversial issue with both beachgoers and adjoining property owners having equally compelling legal rights to use and enjoy the shore. Federal, state and local governments have tried to provide for the high demand for recreational coastal access while accommodating the shorefront property owners through legislation, regulation, land use planning programs, and technical assistance. Budget cuts and reduction of resources experienced by most governments require that they create or adapt low cost and effective public access programs. This selective annotated bibliography highlights a variety of resources that describe or advocate successful public coastal access policies and programs which may be utilized by government entities or other public policy making bodies in implementing their own access programs.

Abstract:
Enhancing content description of specialized resources, particularly astronomical resources, is a matter that is still unresolved in library and information science. In this paper, the authors outline deficiencies in some fields and elements of cataloging standards for description of historical astronomical resources, mainly star atlases and catalogs. Furthermore, they review their recent proposal of astronomical parameters for a better description and propose an approach for accommodating these parameters in the current criteria of MARC 21, the International Standard Bibliographic Description, and Resource Description and Access. Fourteen new parameters are considered, and recommendations are provided to standards developers for the addition of elements to accommodate attributes of celestial cartographic resources. This would improve bibliographic records for such resources in astronomical libraries’ OPACs, which will have a beneficial effect on information retrieval.

Purpose – The purpose of this paper is to get an insight in users’ opinion on library resources/services on small screen mobile devices. Objectives were to establish which types of small screen mobile devices are used and to find out is there a tendency for using academic and educational contents on such devices. Furthermore, aim was to identify whether the users need mobile friendly library web site and services at all. Also, what library resources/services and to what extent respondents consider as the important ones for mobile friendly customization. Finally the results would serve as an orientation in building mobile friendly library web site and services. The author believed that the users were still unaware of the possibility of accessing library web sites and services through mobile devices in general; therefore, this survey also had a role of raising awareness and stimulating their interest. Design/methodology/approach – The survey was focussed on small screen mobile devices with screen size up to seven inches (17.1 cm). Data collection was performed through a questionnaire containing ten questions. The questionnaire was created by LimeSurvey tool, and for mobile optimized version SurveyMonkey.com service was used too. The authors received 295 questionnaires, out of which 285 were taken into account. Findings – The survey found that the largest number of respondents own smartphone/tablet/phablet. The results show that small screen devices are, to some extent, used for educational, academic and informational purposes (reading of e-books and e-journals, education, data checking, internet searching and searching of handy information), but non-academic purposes still predominate (texting, reading e-mails, phone calls, taking pictures). Overall 64 percent of the respondents has expressed need for small screen mobile devices customized library resources/services, but there are 30 percent of undecided respondents. Croatian Scientific Bibliography, e-journals database (EZB), online databases, contact information and lecture halls reservations, has been resources/services requested by respondents to be available in a mobile friendly mode. Originality/value – The survey examines users’ opinion on a new library service before its implementation. Besides giving us a precise insight into the Rudjer Bošković Institute library users’ interest and needs for mobile friendly customization of existing library resource/service, survey gives a unique insight into the correlation of age and gender of the respondents and their answers to the question about having a small screen mobile device and opinion about the customization of library resources and services. To the author’s knowledge, this is the first users’ survey on this topic in Croatia.
