Abstract:
This article discusses the strengths and weaknesses of the bibliographic coverage of the Indian National Bibliography, with its multiplicity of languages and scripts, and compares INB with a number of prominent bibliographies around the world. The Indian National Bibliography is affected with the disease of sluggishness in publication and incomplete coverage. The author describes the application of ICT and the level of success that INB has achieved with regard to its timeliness and comprehensiveness. The publication's workflow uses a customized version of the library system Libsys, version IV, with transliteration using diacritical marks and GIST (Graphics and Intelligence based Script Technology) to overcome language problems. The Central Reference Library, Kolkata, which compiles the bibliography, is currently working towards implementation of UNICODE and discarding GIST to facilitate international cooperation and data exchange. The author examines a number of aspects of the bibliography's production, with special emphasis on remedial measures to be followed to improve currency and coverage.

Abstract:
The outcome of the International Conference on National Bibliographic Services held in November 1998 was a set of revised recommendations for the national bibliography, its basis, scope and production. The recognition of the national bibliography as a bibliographic system or as a national bibliographic service (NBS) listing all the different types of document published in a country is fairly recent, being based primarily on the recommendations from two conferences on bibliographic services in 1950 and in 1977, which have had a strong influence on the development of NBSs around the world. Major changes were introduced by the new recommendations, which emphasize the importance of legal deposit regulations as the basis for NBSs, and take into account today's new technologies and media with respect to coverage as well as to production and publication of the national bibliography.

The Bulgarian National Bibliography has been based on a tradition related to the normative support of its creation, development and potential for international cooperation. The Bulgarian National Bibliography has been created by law, which is strictly observed by St. Cyril and Methodius National Library. The rules and standards of bibliographic records and authority control, reviewed in the report, have been applied to the Bulgarian National Bibliography bulletins according to the IFLA international requirements. They give a good opportunity to the Bulgarian National Bibliography to participate in the international exchange of bibliographic and authority data.

Abstract:
National bibliographies serve a variety of functions, but act essentially as archival records of the national imprint. A number of factors may, however, alter our views of their purpose and affect our expectations of their long term future. Coverage and currency are often constrained by inadequate legal deposit mechanisms, but it may be questioned whether the national bibliography needs to include all publications or whether the national bibliographic agency (NBA) should act as a coordinator of current bibliographic data. Some NBAs have been driven to reduce the bibliographic content of their records as a result of declining income and increases in publishing output. Such measures have not met with universal approval, but appear to have resulted in improved currency. Technology continues to have an impact on the production of national bibliographies, with CD-ROMs, the UNIMARC format and, particularly, networking initiatives all facilitating greater availability of and access to bibliographic information. Networking may well render less relevant the local basis of national bibliographies, with possibilities for supranational coverage and the linking of document supply to bibliographic access. Closer cooperation with the book trade should result in the reuse of publishers' bibliographic data, rather than the NBA having to create bibliographic records from scratch. Politically, the concept of what constitutes a national grouping is evolving, with new alliances between countries as well as the disintegration of former federal states taking place. Important questions arise as to the future purpose of the national bibliography, the potential for cooperation with other producers of bibliographic data and whether the role of the national bibliography is likely to be usurped at the international level. NBAs must view these questions as an opening up of opportunities rather than as threats to their existence.

Abstract:
The national bibliography is a comprehensive and systematic catalog that gathers and records the information of all the publications in a country, and serves as the base for monitoring and managing all the information related. China National Bibliography in modern times has been continuously developed and improved, thanks to the legacies from its past and the experiences of other countries. The present paper first reviews the past and the present of China National Bibliography, then discusses the progress of researches on the application of Functional Requirements for Bibliographic Records (FRBR), and finally explains the survey on the feasibility of adopting the new cataloging standard RDA in China. Although the FRBRization of China National Bibliography, to a certain extent, facilitates the readers’ use, we argue that the FRBRization of the existing MARC data cannot realize all the ideas FRBR creates. There are some problems, such as the distinctions between works and expressions, the construction issues of the bibliographic and authority data. In the process of implementing localized RDA in the cataloging of foreign materials of all languages and types, the National Library of China conducted an investigation into the feasibility of implementing RDA in the cataloging of Chinese literature, finding that although there is not a vast gulf between RDA and current Chinese cataloging standards, a lot of problems do need to be resolved both theoretically and practically. First, the Chinese national standard “Resource Description” of the day and the CNMARC standards need to be improved. Second, it is urgent to reduce the increasing manual workload of the catalogers caused by adopting RDA. Third, both the staff force and the system reserve ability of the member libraries under Online Library Cataloging Center of China should be taken into account. Fourth, RDA would add new data elements, thus the initiation of this new standard simultaneously requires updating and transforming the integrated library system. Last but not the least, the application of RDA also requires the development of corresponding online toolkits to improve the cataloging efficiency.

Abstract:
This thesis is a case study of the Swedish American Bibliography (SWAM), a special subject database in the Swedish Royal Library’s library information system, LIBRIS. The research intentions are to explore and define the bibliography, and, by resolving issues concerning the responsibility for the bibliography, to fulfill the broader intention of clearing the way for its continuation. During the academic year 2006/2007 the qualitative methods of literature analysis, website analysis, email interviews and correspondence were used for investigating the bibliography. Results of research question one showed the SWAM bibliography’s beginnings and its basis in Swedish cultural heritage. Results of research question two showed the bibliography’s relationship to the Royal Library’s duties and instructions. Results of research question three showed the organization of knowledge in the bibliography’s scope, its digital structure and its accessibility. Results of research question four compared the bibliography to similar Nordic bibliographies. Results of research question five covered the Swedish and North American institutions collaborating on the project to keep the bibliography going and addressed the project member institution representatives’ ideas for the bibliography’s future. In addition to the bibliography material’s significance for Swedish cultural heritage, the conclusions revolved around the need for a combination of open communication channels among the member institutions, a sound financial base of operations and strong leadership and around the Royal Library’s ultimate head responsibility for the SWAM bibliography’s continuation.

Vor 40 Jahren, im Jahre 1969, begann die Deutsche Forschungsgemeinschaft (DFG) das „Verzeichnis der im deutschen Sprachgebiet erschienenen Drucke des 16. Jahrhunderts (VD16)“ zu fördern. Damit setzten die Bibliotheken und die DFG ein Zeichen für einen Neuanfang bei der nationalbibliographischen Erfassung des historischen Buchdrucks in Deutschland. An das bis 1999 geförderte VD16 schloss sich seit 1996 das große Nachfolgeprojekt VD17 an, dessen Hauptphase bis 2010 abgeschlossen wird. Und noch in diesem Jahr hat ein weiteres, noch größeres Vorhaben begonnen: die Erschließung und Digitalisierung der im deutschen Sprachgebiet erschienenen Drucke des 18. Jahrhunderts (VD18). BIS will in diesem und in den folgenden Heften die bislang erreichten Ergebnisse vorstellen.

Nach dreizehn Jahren wurde das Ziel erreicht, mindestens 265.000 Drucke der Jahre 1601 bis 1700 aus deutschen Bibliotheken in einer modernen Datenbank mit hoher Recherchequalität nachzuweisen (www.vd17.de). Der Dresdner Anteil ist jetzt erfolgreich abgeschlossen – ein guter Grund, die Datenbank vorzustellen.

Cet ouvrage constitue une contribution a la recherche bibliologique internationale et plus particulierement a la bibliologie dynamique. La globalite de la production des imprimes non periodiques au liban de 1733 a 1920 est apprehendee et deux fluctuations a caractere cyclique ont ete degagees. La premiere couvre les annees 1733-1839 et presente une tendance a la stagnation. La deuxieme couvre les annees 1840-1920 et presente une tendance a la croissance. Cette derniere se decompose en plusieurs cycles d'environ quinze ans: 1847-1861, 1862-1878, 1879-1893, 1894-1905 et 1906-1918. Cette these devoile le centre d'interet des libanais pour les differentes classes representatives du savoir humain. La religion monopolise 39,40% de cette production, ce qui laisse supposer que l'esprit libanais pour le xviiie, xixe et debut du xxe siecle est totalement immerge dans ses croyances. La litterature occupe la deuxieme position avec 25,22% de la production. La linguistique arrive en troisieme position avec 12,33%. Les autres matieres viennent tres loin derriere. Les statistiques par lieux d'edition demontrent que la geographie de l'edition est presque inexistante au liban. Beyrouth domine la production des imprimes non periodiques avec 86,60% des ouvrages. L'etude par imprimeur-editeur complete l'histoire de l'imprimerie au liban par des donnees numeriques. Trois imprimeurs-editeurs controlent cette periode a savoir par ordre d'importance l'imprimerie catholique avec 27% de la production, l'imprimerie americaine avec 15% et l'imprimerie des belles-lettres avec 11%. Le deuxieme tome est une contribution a la bibliographie nationale des imprimes non periodiques au liban de 1733 a 1920. Il constitue un ouvrage de reference assez important pour les chercheurs qui s'interessent au liban
This work constitutes a contribution to the international bibliologic research and more particularly to the dynamic bibliology. All the production of non-periodics printed in lebanon between 1733 and 1920 is apprehended. Cyclic fluctuations appeared in the evolution of this production. The first covers the period 1733-1839 and presents a tendency towards stagnation. The second covers the period 1840-1920 and presents a tendency towards growth. The latter is composed of several cycles of approximately fifteen years: 1847-1861, 1862-1878, 1879-1893, 1894-1905 and 1906-1918. This thesis unveils the center of the lebanese interest in the different classes that represent human knowledge. The religion monopolizes 39,40% of this production. This make us suppose that the lebanese spirit of the xviiith, xixth and the beginning of the xxth century is completely immersed in its beliefs. The literature occupies the second position with 25,22% of the production. The linguistic is placed in the third position with 12,33%. Other subjects fall far behind. Statistics by places of publication reveal that the geography of the publishing is almost non existent in lebanon. Beirut dominates this production with 86,60% of printed works. The study by printer-publiqher completes the history of the press in lebanon by numerical data. Three printers-publishers control this period namely by importance order the catholic press with 27% of the production, the american press with 15% and the press of the belles-lettres with 11%. The second volume is a contribution to the national bibliography of non-periodics printed in lebanon between 1733 and 1920. It constitutes an important reference work for researchers who are interested in lebanon

Abstract:
This research was carried out in order to gather information on the current situation and practices of libraries in Kuwait so as to investigate the possibly of designing a model for establishment of a national bibliographic network in the State of Kuwait. As context for the research, background is provided on national bibliographic networks in developed countries and in the Arab World, together with consideration of the role of a national library in such a network. In order to gather data, three questionnaire surveys (for library administrators, cataloguers and automation specialists) were distributed to all types of libraries in Kuwait. Information was sought on the composition and training of staff, the nature and extent of library resources and databases, the degree of automation of systems and services, and the nature of co-operation and resource sharing. Opinions were also sought on the feasibility of establishing centralised cataloguing and the implementation of a national bibliographic network. Follow-up interviews were also carried out, and professionals in both Kuwait and Saudi Arabia were consulted for advice on practical solutions and recommendations for an effective national bibliographic network. The findings of the questionnaire surveys indicated some deficiencies that Kuwait libraries face: the absence of a leadership role by the national library; lack of a deposit law for national publications that would ensure a collection that would provide central focal point for a national information infrastructure; coverage by the national bibliography is neither comprehensive nor adequate; there are no formal systems of co-operation for resource sharing; implementation of standards for bibliographic services has been ineffective; many libraries still lack automated systems; lack of professional staff was noted by all sectors. Nevertheless, respondents were positive in their concern for needing strong leadership, adequate financial support for the national library, and expressed a desire for co-operation, which was felt to be possible even under the current circumstances. Based on the findings of the survey and experience described in the literature, it is concluded that a national library is the most appropriate body to develop and maintain the bibliographic databases that would be the centre of national bibliographic network. A model for such a network is presented, discussing the links to different libraries in the country and the duties and responsibilities of the national and other libraries in attaining successful functioning of the network. Recommendations are made for the functioning of the proposed national bibliographic network.

In order to save human resource and budget, library cooperates and shares resources with each other, in which NBINet is the best model in Taiwan. The way of resource sharing has changed and adjusted with time, and problems have also arised at the same time. This research aims to discuss the current execution and issues of Chinese bibliographies resource sharing in Taiwan libraries, in which NBINet was used as a case study target to investigate Chinese bibliographies resource sharing process, bibliographic record quality control, and problems occurred during bibliographies resource sharing via NBINet members, ISBN agency and bibliographic utility. In addition, this study was conducted by “interview” method in qualitative research area. In 77 NBINet members, 14 were chosen by purposive sampling, and 27 librarians are interviewed whereas one staff is interviewed in ISBN agency and bibliographic Utility, respectively. There are 16 organizations and 29 objects involved in this study, and they came from NBINet members, ISBN agency, and bibliographic utility. According to the analysis of interview results and related literatures, the conclusions are drew as below: 1. The process of Chinese bibliographic resource sharing of NBINet members divides into three parts, including bibliographic records download, cataloging copy, and bibliographic records upload. 2. The bibliographic record quality control of NBINet members includes consistence, correctness, completeness and standardization. 3. The main issues of NBINet members come from contrived problems and automatic system during Chinese bibliographies resource sharing. 4. NBINet members agree with the goal of “one library cataloging, multiple libraries sharing” and also provide some suggestions for bibliographic utility. 5. The process of CIP bibliographic records of ISBN agency divides into two parts, including CIP cataloging and CIP returned pass. 6. The bibliographic record quality control elements of CIP bibliographic records of ISBN agency include consistence, correctness, completeness, standardization and efficiency. The situation and issues of ISBN agency are miscommunication, varied CIP control depending on applicants, cataloging policies difference, time pressure and man-made mistake. 7. The sources of bibliographic records of bibliographic utility come from NBINet members and ISBN agency. The process of bibliographic utility divides NBINet members’ bibliographic records into three parts, including before changing into NBINet, during changing, and after changing. Bibliographic utility downloads CIP bibliographic records from ISBN agency regularly. 8. The main problems of NBINet are repeated, erroneous, non-real time, and incomplete bibliographic records. 9. Bibliographic utility solves problems of bibliographic resource sharing by standard cataloging, manual processing, and system upgrading. Finally, as a reference for promoting bibliographic resource sharing of Taiwan libraries in the future , suggestions to bibliographic utility, ISBN agency, and NBINet members are provided according to the research results. Suggestions to bibliographic utility: 1. Understand the NBINet members’ situation of copy cataloging actively. 2. Develop transformable bibliographic records platform for diversified application systems. 3. Increase human resource and budget of bibliographic utility. Suggestions to ISBN agency: 1. Refrigeration processes that contain more than 10,000 lb of anhydrous ammonia refrigerant are subject to a number of environmental and safety regulations, including the following: ▪ Occupational Safety and Health Administration’s (OSHA’s) Process Safety Management of Highly Hazardous Chemicals (the PSM Standard), 29 CFR 1910.119 ▪ Environmental Protection Agency’s (EPA’s) Risk Management Plan (RMP) Rule, 40 CFR, Part 68 ▪ EPA’s Emergency Planning and Community Right to Know Act (EPCRA), 40 CFR parts 350 to 372, ▪ Department of Homeland Security’s (DHS’s) Chemical Facility Anti-Terrorism Standard, 6 CFR Part 27. These regulations require periodic reporting and other actions, such as employee training and the implementation of hazard prevention programs and emergency response plans. This paper provides a brief summary of the listed rules, as they apply to ammonia refrigeration processes, and describes the following regulatory changes and trends: ▪ OSHA 2009 PSM Covered Chemical Facilities National Emphasis Program, which will include a focus on ammonia refrigeration facilities ▪ EPA’s recently implemented RMP e*Submit procedure ▪ Recent changes to the Tier II reporting for Florida facilities ▪ Rulemaking related to the DHS chemical facility antiterrorism standard. This paper should be helpful to ammonia refrigeration facility owners and operators who are struggling to stay in compliance with the many regulations applicable to their process. Additionally, the references and website links listed on the bibliography of this paper will serve as resources to further assist such owners and operators in the future, as regulations continue to change. Abstract:
Autism Spectrum Disorder (ASD) affects children s neurodevelopment, impairing the ability for social interaction, communication and generating repetitive behavior. The treatment is performed according to specific methods, to practice social interactions, emotions and basic activities of daily living. Augmented Reality (AR) and Virtual Reality (VR) are collaborating as a complement to existing methods practiced by psychologists/therapists. Thus, this research seeks, through literature review, to find out what are the gaps in this theme and to know the applications of AR and VR concerning the treatment of children with ASD at national and international levels. The method chosen was the systematic literature review (SLR) and the narrative literature review. The database used was Scopus, where 39 articles were obtained, revealing a gap due to the low number of results, and finally, after using the filters, 19 articles were analyzed. The result shows great potential for using the technologies mentioned in support of the allowed therapeutic methods, allowing the treatment to evolve more efficiently.
