Abstract:
This article discusses the strengths and weaknesses of the bibliographic coverage of the Indian National Bibliography, with its multiplicity of languages and scripts, and compares INB with a number of prominent bibliographies around the world. The Indian National Bibliography is affected with the disease of sluggishness in publication and incomplete coverage. The author describes the application of ICT and the level of success that INB has achieved with regard to its timeliness and comprehensiveness. The publication's workflow uses a customized version of the library system Libsys, version IV, with transliteration using diacritical marks and GIST (Graphics and Intelligence based Script Technology) to overcome language problems. The Central Reference Library, Kolkata, which compiles the bibliography, is currently working towards implementation of UNICODE and discarding GIST to facilitate international cooperation and data exchange. The author examines a number of aspects of the bibliography's production, with special emphasis on remedial measures to be followed to improve currency and coverage.

Abstract:
The outcome of the International Conference on National Bibliographic Services held in November 1998 was a set of revised recommendations for the national bibliography, its basis, scope and production. The recognition of the national bibliography as a bibliographic system or as a national bibliographic service (NBS) listing all the different types of document published in a country is fairly recent, being based primarily on the recommendations from two conferences on bibliographic services in 1950 and in 1977, which have had a strong influence on the development of NBSs around the world. Major changes were introduced by the new recommendations, which emphasize the importance of legal deposit regulations as the basis for NBSs, and take into account today's new technologies and media with respect to coverage as well as to production and publication of the national bibliography.

The Bulgarian National Bibliography has been based on a tradition related to the normative support of its creation, development and potential for international cooperation. The Bulgarian National Bibliography has been created by law, which is strictly observed by St. Cyril and Methodius National Library. The rules and standards of bibliographic records and authority control, reviewed in the report, have been applied to the Bulgarian National Bibliography bulletins according to the IFLA international requirements. They give a good opportunity to the Bulgarian National Bibliography to participate in the international exchange of bibliographic and authority data.

National bibliographies serve a variety of functions, but act essentially as archival records of the national imprint. A number of factors may, however, alter our views of their purpose and affect our expectations of their long term future. Coverage and currency are often constrained by inadequate legal deposit mechanisms, but it may be questioned whether the national bibliography needs to include all publications or whether the national bibliographic agency (NBA) should act as a coordinator of current bibliographic data. Some NBAs have been driven to reduce the bibliographic content of their records as a result of declining income and increases in publishing output. Such measures have not met with universal approval, but appear to have resulted in improved currency. Technology continues to have an impact on the production of national bibliographies, with CD-ROMs, the UNIMARC format and, particularly, networking initiatives all facilitating greater availability of and access to bibliographic information. Networking may well render less relevant the local basis of national bibliographies, with possibilities for supranational coverage and the linking of document supply to bibliographic access. Closer cooperation with the book trade should result in the reuse of publishers' bibliographic data, rather than the NBA having to create bibliographic records from scratch. Politically, the concept of what constitutes a national grouping is evolving, with new alliances between countries as well as the disintegration of former federal states taking place. Important questions arise as to the future purpose of the national bibliography, the potential for cooperation with other producers of bibliographic data and whether the role of the national bibliography is likely to be usurped at the international level. NBAs must view these questions as an opening up of opportunities rather than as threats to their existence.

Abstract:
The national bibliography is a comprehensive and systematic catalog that gathers and records the information of all the publications in a country, and serves as the base for monitoring and managing all the information related. China National Bibliography in modern times has been continuously developed and improved, thanks to the legacies from its past and the experiences of other countries. The present paper first reviews the past and the present of China National Bibliography, then discusses the progress of researches on the application of Functional Requirements for Bibliographic Records (FRBR), and finally explains the survey on the feasibility of adopting the new cataloging standard RDA in China. Although the FRBRization of China National Bibliography, to a certain extent, facilitates the readers’ use, we argue that the FRBRization of the existing MARC data cannot realize all the ideas FRBR creates. There are some problems, such as the distinctions between works and expressions, the construction issues of the bibliographic and authority data. In the process of implementing localized RDA in the cataloging of foreign materials of all languages and types, the National Library of China conducted an investigation into the feasibility of implementing RDA in the cataloging of Chinese literature, finding that although there is not a vast gulf between RDA and current Chinese cataloging standards, a lot of problems do need to be resolved both theoretically and practically. First, the Chinese national standard “Resource Description” of the day and the CNMARC standards need to be improved. Second, it is urgent to reduce the increasing manual workload of the catalogers caused by adopting RDA. Third, both the staff force and the system reserve ability of the member libraries under Online Library Cataloging Center of China should be taken into account. Fourth, RDA would add new data elements, thus the initiation of this new standard simultaneously requires updating and transforming the integrated library system. Last but not the least, the application of RDA also requires the development of corresponding online toolkits to improve the cataloging efficiency.

INFORMATION RESOURCES OF THE NATIONAL LIBRARY AS A SOURCE FOR THE STUDY OF THE ELECTRONIC BOOK MARKET IN POLANDThe aim of the article is to present publications and databases based on legal deposit copies sent to the National Library as potential sources for the study of books on electronic media. The authors carry out a critical analysis of, above all, the statistics provided by Ruch Wydawniczy w Liczbach [Polish Publishing in Figures] 2001–2014 as well as inventories making up the national bibliography system, Bibliografia Dokumentów Elektronicznych [Bibliography of Electronic Documents] 2001–2015 and Bibliografia Dokumentów Dźwiękowych [Bibliography of Sound Documents] 2009–2011. The data obtained as a result of the analysis have been confronted with information contained in the basic component of the national bibliography system — Przewodnik Bibliograficzny [Bibliographic Guide]. The analysis has demonstrated that the statistics provided by the National Library’s publications are not useful to the study of the electronic book market owing to the fact that the data overlook the aspect of the medium. The analysis has also shown that the bibliographic information about the current production of e-books and audiobooks is incomplete. Drawing on the results of the analysis, the authors have concluded that the incompleteness of the National Library’s sources stems partly from the methodology used in their compilation and partly from problems with obtaining legal deposit copies from publishers. In addition, other National Library resources — the main catalogue, digital repository or e-ISBN service — do not, in their present form, constitute alternative sources of information about electronic books published in Poland.

The Russian State Library has made significant contribution to the development of Russian bibliographic thought, starting from the period of the Great Patriotic War (holding scientific conferences, defending PhD theses on bibliography topics by library employees). The major achievement is the development of problems of recommendatory bibliography: the works by B.A. Smirnova of the 1940s through 1960s, major collective studies conducted in 1967—1989 under supervision of the V.I. Lenin State Library of the USSR on the problems of “Effectiveness of recommendatory bibliography in reading guidance” and “Recommendatory bibliography as means of promoting books and reading guidance”. In 1976—1989, the sector of bibliography theory played the significant role in the development of Russian bibliography (since 1983 — the sector of general problems of theory, methodology and organization of bibliography). The release of the serial collection of scientific works “Voprosy bibliografovedeniya” [Questions of bibliography science] (1976—1990) was of great theoretical and organizing value. In the 1990s, when there were no divisions on bibliography science, a number of monographs and dissertations on bibliographic topics were created by individual Library employees. In the Scientific research department of bibliography, established in 1999, there was organized the bibliography science sector (existed until 2015), where famous bibliographic scholars V.A. Fokeev and B.A. Semenovker worked. Within the framework of the sector, G.L. Levin researched on the problems of the national bibliography of Russia. Studies in bibliography science were also created by the other employees of the Department (S.P. Bavin, A.V. Teplitskaya). In 2001, there were resumed publication of the collection “Voprosy bibliografovedeniya” and the activity of the Dissertation Council, where seven dissertations on bibliographic topics were defended by the RSL employees. At present, both researchers and bibliographers of the Scientific Research Department of Bibliography carry out scientific research in parallel with the compilation activities. The authors of bibliographic publications are also employees of other scientific and library divisions of the Russian State Library. Of great importance is the activity of the Scientific Research Department of Bibliography on the information support of bibliographic science, such as creation of indexes of bibliographic literature and bibliographic production of libraries.

The mission of the Institute for Hebrew Bibliography (IHB), located at the Jewish and National University Library (JNUL) in Jerusalem from the early 1960s to the present, is to describe all of the books printed in Hebrew characters since the invention of printing to 1960. The ambitious scope of the project was set only after discussions between historians and catalogers. The IHB created two card catalogs, one for bibliographic descriptions, and a second for biographies of Hebrew authors. The release, in 1994, of The Bibliography of the Hebrew Book CD-ROM, followed in 2002 by an Internet-accessible database (updated in 2004), are benchmarks that allow the public to assess the work of the IHB. Technological advances can be used to deliver a clean and easily searchable database only when basic concepts of cataloging/database retrieval have been fully addressed.

The article reveals the current state of local lore bibliography in the Republic of Sakha (Yakutia), the main types of bibliographic indexes: scientific-auxiliary, recommendation. The author gives the examples of specific bibliographic manuals, which allow to determine the existing system of local lore bibliography, its methodological, organizational and technological development.The article notes the leading centres involved in the creation of local lore bibliographic manuals, considers the principles of creating bibliographic resources through the organization of local lore scientific-auxiliary bibliography.The author presents the analysis of “Bibliography of Yakutia” by N.N. Gribanovsky as one of the samples of bibliographing for all the time of development of local lore bibliography in Russia and gives information about the reconstruction work of this publication. In 2016, the National Library (NL) of the Republic of Sakha (Yakutia) started preparing for the publication of multi-volume universal scientific-auxiliary bibliographic work “Bibliography of Yakutia (1932—2022)” on all the main branches of knowledge: Yakut language, Literature, Literary Criticism, Folklore, Economy and Demography, State and Law, Political Science, History, Archaeology and Ethnology, Culture and Arts, Health Care, Medicine, Education, Physical Culture and Sports, National Economy and Industry, Agriculture, Minerals and Geology, Cryology. It is expected that the publication will consist of 15 volumes and in general will close the existing gap in bibliographing of documents on all the major branches of knowledge for the years 1932—2022.The author presents detailed characteristics of the main bibliographic indexes published by the NL of the Republic of Sakha (Yakutia), the Scientific library of the North-Eastern Federal University named after M.K. Ammosov, the Central scientific library of the Yakut Scientific Centre of the Siberian branch of the Russian Academy of Sciences, the Scientific library of the Yakutsk Agricultural Academy.The article reveals the new opportunities in bibliographic activity of municipal libraries of the Republic, analyses the base for compilation of bibliographic resources of the regions (uluses) of the Republic. The author pays special attention to the activities on creation of recommendation bibliography on “Yakut Studies”. The conclusions present the results of the development of the system of local lore bibliography in the Republic of Sakha (Yakutia).The author highlights that the characteristic feature of the modern system of bibliographic indexes of the region is the integrity of the major types and kinds of bibliographic indexes; the organizational, technological and scientific components are identified in general; and the bibliographic provision of science and practical activity of the Republic is increasing. This article aimed to investigate the bibliography of the Study of Brazilian Problems (PBS) discipline at the Federal University of Paraná (UFPR) between 1971 and 1984. It was used primary and secondary sources, which unveiled the theoretical corpus that supported BPS teaching at UFPR. Some methodological elements of Cultural History were mobilized based on the understanding that individuals and groups grasp the social world and share it in a particular way, producing strategies and practices (political, social and educational) (Chartier 2002). Finally, the analysis revealed that BPS’ teaching programs were based on a bibliographic diversity, marked by books that were aligned with the Doctrine of the National Security and Development (DNSD), but which appeared alongside the works of some anti-regime authors. And that bibliographic focused on national problems denoted adherence to a larger DNSD policy aimed at encouraging the participation of university youth in the national political and economic plan. My Purpose in this brief presentation is to offer a summary of developments in the field of Middle Eastern and Islamic bibliographic studies. Examples (and they are only examples of what is a widespread recognition of the importance of bibliography in the scholarly enterprise) are drawn from various fields of activity, from the immense Library of Congress to the efforts of a lone bibliographer at her PC in Denver. I have also tried to give an international flavor with an example of the important work being done in Istanbul. I have appended the names and addresses of the bibliographic projects to which I refer in this presentation.The jewel in the crown, so to speak, of the bibliographic effort of the Library of Congress is the Near East National Union List, a catalogue of Arabic, Persian, and Turkish language books and serials in libraries in the United States and Canada.

Abstract:
This article is devoted to the standardization of bibliographic terminology. All Soviet and Russian standards , containing the terms in the field of bibliography are considered. The characteristic of the structural and content changes are given. The results of the studying existing domestic SIBID standards, including bibliographic terms are presented. The analysis of their content is carried out, approaches to systematization and terms definition are studied. The development of standardized bibliographic terms were traced through the normative documents. It is concluded that a number of terms are present in the two standards and have different definitions. At the same time, they have not been abolished, that leads to conflicting interpretations in various fields of activity. The lack of bibliographic terms that take into account the features of modern information and communication technologies is indicated. The content of these existing standards is illustrated by specific examples, that today certainly need to be updated. As a result, it was found that the basic standards reflecting the bibliographic terminology are largely outdated and do not correspond to the conceptual apparatus of modern library and information science and practice. The need to develop a national standard «Library and information activities. Terms and definitions» in which is proposed to include only general concepts relevant to the field of bibliography, becomes evident. At the same time, a specialized national standard “Bibliographing. Bibliographic resources. Terms and definitions», that should accumulate all the terms that reflect the processes of creating bibliographic information (bibliography, a special case of which is cataloguing) and diverse forms and types of its existence (bibliographic record, bibliographic reference, bibliographic resource), is being developed. The key term is “bibliographic resource” – the term, which has never been presented in the SIBID terminology standards before. An attention to the controversial issues of terminology is paid. The structure of the standard under development is proposed.

Books and periodicals published during the First World War are expressive witnesses of heroism and suffering of our people, of the patriotism and the vitality, of the victims and the superhuman efforts in fighting for freedom. Publications dedicated to the small Serbian nation, whose heroism was admired not only by friends but also by foes, were published in Serbian language, as well as in major world languages across Europe, North and South America and Africa. The data on books and periodicals published in Corfu, Thessaloniki and in Bizerte were collected, written materials bibliographically described and systematized and will soon be published in a book under the title Publikacije objavljene tokom Prvog svetskog rata na Krfu, u Solunu i Bizerti: bibliografija (Publications published during the World War I in Corfu, Thessaloniki and in Bizerte: a bibliography). In this article the author of the bibliography presents the results of the research that resulted in a detailed list of over 300 monographs and 16 periodicals. The interdisciplinary character of the science of language causes great difficulties in bibliographic support in this field. The object of bibliographing in linguistics is not only literature on the language, but also a variety of linguistic resources, which represent a special object to study a branch of linguistics - lexicography. Bibliography of linguistics is the least studied field by specialists among humanitarian bibliographic complexes. The paper first studied the array of domestic bibliographic sources for more than 150 years; the most significant of them are shown. The subject of research is national bibliographic resources in the linguistics field. The objective is to characterize the historical development of the linguistic bibliography in Russia. To achieve this goal we had to solve a number of tasks: identify existing sources for ongoing historical research; to trace the history of forming bibliographic sources, bibliography of bibliographies of linguistics; to form and analyze the body of bibliographic materials; to characterize the problematic areas in the bibliographic software of linguistics. Using the bibliometric analysis it was studied an array of bibliographic products published between 1860 and 2013, the dynamics of bibliographic resources formation was determined, the degree of bibliographic support of some topics and issues in linguistic science and prior directions of their development were revealed. The main results of the study should be considered: 1. The nuclear of fundamental indices on general and applied linguistics is singled out in analyzed literature sources covering the period 1918-1977, as well as in Slavic linguistics for 1825-1981. The complex of current and retrospective bibliographic products was formed and replenished in the country in 1963-1988. 2. The largest share of bibliographic sources in linguistics is presented by book and article bibliography (over 70%), many of which remain bibliographically unrecorded and unused. 3. The following subject areas of linguistics are considered to be bibliographically supported: inter-linguistics, culture of speech and language norms, lexicography, linguistic geography, linguistics regional geography, onomastics. 4. An obvious need to continue the index or database of bibliographic aids in the field of linguistics over the past 50 years is marked. 5. Further development of the linguistics bibliography is impossible to imagine without creating an electronic guide on the bibliographic resources of linguistics, which would reflect the diversity of bibliographical resources and provide their rich information potential for professionals and remote users

In the time perspective, the paper presents the activities of DSB on automation of bibliographic processes, the formation of databases (bibliographic, full-text), current and retrospective indices, creation of the scientific base of Siberian bibliography and informing of subscribers in the mode of selective dissemination of information (SDI) and differentiated services for executives (DSE).The authors highlight the Department activity for the preparation of Union catalogues of books and periodicals of Siberia and the Far East, in particular, the Union catalogue of Siberian and Far Eastern books, which is included in the list of core projects of the “Program of National Bibliography Development in the Russian Federation for the period up to 2020”. The article presents the main indicators of the research activities of the Department (publications in journals and collections of studies, presentations at international, national and regional conferences), successful cooperation with science supporting foundations, participation in integration projects; methodical assistance in holding seminars and consultations on bibliographic description, methods of bibliometry, altmetry. In November 2007, l’École nationale supérieure des sciences de l’information et des bibliothèques—France’s national school for information and librarianship—launched an ambitious project, following William Kemp’s proposal: establishing, in electronic form, an exhaustive, retrospective bibliography of books printed at Lyons during the sixteenth century. The implementation of this project was the object of numerous reflections, mostly upon the way the history of the book and the history of philology complement each other. Professional and disciplinary specificities concerned the identification of the types of users of such a base, the needs of these users, the norms regularly used, and the different levels of description considered to be necessary. This article recounts these conceptual progressions as they helped define bibliography in the twenty-first century. With precise comparisons to existing databases, and with concise and detailed definitions of methodology and issues, the author exposes the necessary decisions required of any bibliographic undertaking. Public, descriptions, corpus, standardization, and use are approached with reference to both conception and concept.

The article highlights the research work “Information and bibliographic activities in the modern electronic environment”, “Electronic bibliographic products in the structure of information resources of Federal and Central regional libraries” carried out by the Scientific research Department of bibliography of the Russian State Library in 2017 — the first half of 2018. The author considers a number of general theoretical and methodological issues: what are the library’s information resources; what is the place of bibliographic resources in their structure; and what is the type-specific structure of bibliographic resources of library, including electronic ones. The important part of the library’s information resources are bibliographic resources, including electronic of two main types (classes): innovative (bibliographic databases, electronic catalogues), and traditional (bibliographic catalogues-inventories, indexes, lists, reviews, etc.). The article presents the results of the comparative analysis of resources of the second type created in the Russian State Library and the National Library of Russia in 2009—2017.The websites of both libraries contain digital copies and electronic versions of printed bibliographic publications, as well as original bibliographic products (which have no printed analogues). Online bibliographic products have firmly taken their place in the structure of information resources of national libraries, somewhere supplementing them and somewhere replacing the printed format.

The Sorbian bibliography – its history and futureThe first Sorbian bibliographic registers were compiled in the 18th century and also became a tool for the growing national­historical awareness of the Sorbian intelligentsia. In 1847, the society named Maćica Serbska was founded to promote scholarly and cultural discussions for a national-­cultural discourse. In this function, it also made publication activities possible. In addition, the society founded a central Sorbian library and recorded all new Sorbian-­language books in its journal. A genuine Sorbian bibliography was compiled by Jakub Wjacsławk in 1929 (re-­issued and supplemented in 1952). The Institute for Sorbian People Research, founded in Bautzen in 1951 (since 1992 called the Sorbian Institute) continued this work. Predominantly in five-­year intervals, altogether ten volumes of this bibliography were published in the period 1945–2005. Since 1986, this was done electronically, establishing a database, which has been made available on the website of the Sorbian Institute since 2003 and also forms part of the German-language virtual library Slavistik, the so called Slavistik-­Portal.

Transcarpathian journals of the first half of the XX century are of interest to researchers both as a scientific and periodical heritage as well as an object of bibliographic research. The article deals with the «Svoboda» magazine published in the Transcarpathian terrains, including Uzhgorod in the 1922―1938s. The latter is stored in the holdings of The Vasyl Stefanyk National Scientific Library of Ukraine in Lviv. Based on the combination of logical (analysis, synthesis, generalization) and specific methods (biographical, bibliographic, statistical), the author conducted research on rediscovering little-known ordinary people by retrieving their obituaries in the journal. Subsequently, all issues of the magazine were carefully analyzed. The obituaries were grouped and separated from common prosopography content, names were put alphabetically, and analytical publications published by authors, directly, indirectly or related to research, were established. The rediscovered bio-bibliography material is of great value to researchers and searchers of information about known and forgotten individuals who lived upon the terrains of the Transcarpathia in the 20th century or related directly or indirectly to the territory during the indicated period. The follow-up studies are further research on rediscovering, systematizing and grouping of bio-bibliographic materials in other Transcarpathian journals of the first half of the XX century. The lexicographical information resources are being studied by many scientific disciplines: the library science, bibliography, bibliology, lexicography, etc. The author examines the polar-opposite opinions regarding the terms “typo­logy” and “classification”, i. e. their synonymity or absolute demarcation. As a result of scholarly discussions, the terms “bibliotypology” and “typological classification”, “typology of classification”, “typology of typologies”, etc., emerged. The major problems of classification/typology of lexicographical information resources are analyzed. These problems hinder the reference and bibliographic user services. The problems embrace comprehension of modern lexicographical processes, diversity of classifications/typologies, dictionary boom, rise in the number of dictionaries, their types and genres, typological and aspectual synonymity of dictionaries, etc. The solutions for these types of information resources are suggested (integrated studies by lexicographers, linguists, information and library scientists; identification of major groups of characteristics to be used in classification/typology of lexicographical information resources, etc.). The National Library of Jamaica, created in 1979 from the West India Reference Library (WIRL), had to define its role and functions in the light of the existence of a well developed public library system which served the entire island, as well as a university library system and a fair number of small special libraries. Staff first had to be made aware of how the newly designated library differed from the old WIRL, which although well known for its outstanding collection of ‘Westindiana’ was primarily an urban-based library. The media were used to present information on the role and functions of the new library, which would perform all the accepted fundamental functions of national libraries in developed countries, except that relating to the coverage of foreign literature; in addition it would also be involved in interlending and document supply. Jamaica is a small developing country in which the European/North American-based culture and the African-influenced folk culture coexist. The library therefore recognizes the importance of developing collections of ephemera, oral history and folklore. There is a small preservation and conservation facility. In serving as the national bibliographic centre, it produces the national bibliography and creates various other bibliographic tools of national use. As the focal point of the national information system, it has developed a national referral service to aid interlending. Current awareness services are offered to library and information professionals, there is a programme of mounting exhibitions, and strong international links are maintained. Growth and development have been severely hampered by dwindling financial resources, which have resulted in some cutbacks to services. Nevertheless, the library has firmly established itself as an important cultural institution and as a leader in Caribbean library and information work.

Planning for the Turkish National Library (TNL) began in 1946, and the library was opened in 1948. It outgrew its first building, and in 1983 moved to a new one which contained several new facilities. Its main functions are to collect works produced in and relating to Turkey, to record them and produce bibliographies of them, to establish an information network in Turkey, and to perform a leadership role. The collection numbers 1,500,000 items, including non-book materials; the TNL has two thirds of all Turkish books published in the old script. Last year there were 222,000 users. The library's Bibliographical Institute issues monthly the national bibliography and a bibliography of articles in Turkish periodicals, as well as other bibliographies, and constructs union catalogues. Work on automation started in 1987, and the TNL's computer-based information system, with an OPAC (containing records of a third of the library's stock), information networks and various CD-ROMs, was opened to the public in 1993. Future projects include an online union catalogue of foreign language books, digitization of manuscripts and rare books, a conservation laboratory, and an improved automatic conveyor system. Main barriers to progress are the inadequacy of the Free Copy Act and insufficient numbers and quality of staff.
