Full textCrossing literature and sociology, this dissertation studies the process of production of literary values through the work of books’ intermediaries, here librarians of public libraries, when they choose literary books to build collections or to point out a part of the collections. It is based on a survey conducted between 2004 and 2010 in Paris’ libraries network through observation (working sessions and meetings), interviews with librarians, quantitative analysis of parts of libraries catalog and textual analysis. The first part of the dissertation analyzes the institutional frame of public policies regarding readership development, examining the models of reading they promote and the reality of cultural democratization. The second part considers the policies of acquisition and the way they may reconfigure the scale of genres. The last part studies three promotion devices, that try to reconcile answer to demand and supply policies. The dissertation stresses the link between librarians’ choices, their relation to their profession, their conception of public reading and their position within literary field : having a double requirement for quality and accessibility, they promote middlebrow values, and books that have to provide both pleasure and knowledge. In doing so they take part to the process of “auctorialization”, pretending to discover authors and contributing to the perpetuation of their consecration

Full textEsta dissertação tem por objetivo procurar uma resposta cientificamente válida à questão de saber porque motivos, ao longo da história das bibliotecas públicas, mormente nos séculos XIX e XX, não se consolidou um sistema de bibliotecas públicas de rede nacional, pese embora terem sido envidados esforços nesse sentido, nomeadamente pela produção legislativa. Na primeira parte, o trabalho principia por analisar as políticas culturais e a sua concretização nas políticas de informação, contextualizando os sistemas bibliotecários neste âmbito. Conforme explicitamos, diferentes abordagens ideológicas e sociopolíticas das políticas culturais e de informação determinam naturalmente distintos sistemas bibliotecários. Neste quadro, foi também analisada a génese e o desenvolvimento das correntes teóricas da Ciência da Informação, procurando identificar e compreender as influências e os contributos que este hodierno campo do conhecimento recolheu das diversas correntes filosóficas e ideologias políticas através do tempo. A análise dos sistemas bibliotecários incidiu sobre os organismos internacionais que refletem, propõem, promovem e influem internacionalmente as políticas adotadas ao nível dos diversos Estados; nomeadamente a organização que congrega todas as associações de bibliotecários e o organismo das Nações Unidas que é a Unesco. É igualmente contemplada a descrição dos organismos que se encarregam da difusão destas políticas bibliotecárias internacionais. A segunda parte deste trabalho desenvolve e analisa diacronicamente o processo de implementação e crescimento das bibliotecas e da leitura pública em Portugal, desde a abertura ao público de bibliotecas privadas (nos finais dos século XVIII) ao percurso e evolução da constituição da rede de bibliotecas públicas, considerando os principais momentos históricos (Liberalismo, República, Estado Novo e Democracia). A terceira e última parte deste trabalho consistiu no estudo empírico da Rede Nacional de Bibliotecas Públicas, procedendo à respetiva avaliação. Colocados os objetivos e questões de investigação é, seguidamente, apresentada a metodologia de trabalho e a componente de estudo de caso que assentou na elaboração de duas matrizes de inquérito por questionário lançados aos responsáveis políticos e técnicos pelas bibliotecas públicas do país. Cumpridos os objetivos traçados no início deste trabalho confirmamos as questões levantadas quanto à importância da política bibliotecária e salientamos as principais fragilidades.
The aim of this dissertation is to find a valid scientific answer to the reason why, throughout the history of public libraries, particularly in the 19th and 20th centuries, was a national network of public libraries not consolidated, even though the numerous efforts made to attempt it, especially in the production of laws. In part one, the work starts by analyzing cultural policies and their impact on information policies, bringing context to library systems. As we explain in the study, different ideological approaches and social policies of the cultural and information policies naturally determine different library systems. It was also analyzed is this focus the creation and development of Information Science’s theories, looking to identify the influences and contributions that this modern field of knowledge has acquired from the different philosophical and political ideology ideas throughout time. The library systems analysis was focused on the international organizations that reflect, propose, promote and make an international influence on the adopted policies by different nations; in particular the organization that conglomerates all library associations and the United Nations division which is UNESCO. The description of organizations that divulge international library policies is also contemplated. Part two of the study diachronically develops and analysis the implementation process and growth of libraries and public reading in Portugal, from the public opening of private libraries (by the end of the 18th century), to the trajectory and evolution of the public libraries network’s creation, in context with the most relevant historical periods (Liberalism, Republic, Estado Novo and Democracy). The third and final part of this study consists on the empirical study of the Rede Nacional de Bibliotecas Públicas, through its evaluation. The objectives and hypothesis of the inquiry are introduced, followed by the presentation of the work methodology, and the study case component that consisted on two different questionnaires sent to the political agents responsible by the network and the public libraries’ technicians throughout the country. By fulfilling the objectives intended at the beginning of the study we have confirmed the hypothesis related to the importance of library policies, and we also show its frailties.
Cette dissertation a pour but de chercher une réponse scientifiquement valable à la question de savoir pour quels motifs, tout au long de l’histoire des bibliothèques publiques, surtout aux XIXème et XXème siècles, on n’a pas consolidé un système de bibliothèques publiques de réseau national, malgré tous les efforts faits dans ce sens, notamment par la production législative. Dans la première partie, ce travail commence par l’analyse des politiques culturelles et leur concrétisation dans les politiques de l’information, en mettant en contexte les systèmes bibliothécaires dans ce cadre. Tel que nous l’explicitons, des abordages idéologiques et sociopolitiques différents déterminent naturellement des systèmes bibliothécaires distincts. Dans ce cadre, on a aussi analysé la genèse et le développement des courants théoriques de la Science de l’Information, tout en cherchant d’identifier et de comprendre les influences et les contributions que cet actuel domaine de la connaissance a cueillies dans les divers courants philosophiques et idéologies politiques à travers le temps. L’analyse des systèmes bibliothécaires s’est centrée sur les organisations internationales qui reflètent, proposent et influencent internationalement les politiques adoptées au niveau des divers États ; notamment l’organisation qui regroupe toutes les associations de bibliothécaires et l’organisation des Nations Unies qui est l’UNESCO. La description des organisations qui se chargent de la diffusion de ces politiques bibliothécaires internationales est également considérée. La deuxième partie de ce travail développe et analyse diachroniquement le processus de mise en oeuvre et de croissance des bibliothèques et de la lecture publique au Portugal, depuis l’ouverture au public de bibliothèques privées (à la fin du XVIIIème) au parcours et évolution de la constitution du réseau de bibliothèques publiques, en tenant compte des principaux moments historiques (Libéralisme, République, Estado Novo et Démocratie). La troisième et dernière partie de ce travail comprend l’étude empirique du Réseau National de Bibliothèques Publiques, en faisant son évaluation. Posés les objectifs et les hypothèses de la recherche, on présente ensuite la méthodologie de travail et la composante d’étude de cas qui s’est établie sur l’élaboration de deux matrices d’enquête par questionnaire présenté aux responsables politiques et techniques des bibliothèques publiques du pays. Atteints les objectifs indiqués au début de ce travail, nous confirmons les hypothèses avancées quant à l’importance de la politique bibliothécaire et nous soulignons les principales fragilités.

Full textThis study is focussed on the evolution of the environment of librarians in the GDR between 1945 and 1989. The situation of those working in institutions of education and research has been more particularly investigated by use of archive material and interviews. The thorough description of the institutional framework comprising the profession and its goals by the East German state is completed by an analysis of the social and political background of personel recruited to the profession. This analysis shows the fundamental contradiction between the professional sensitivities of librarians and the ideological mission they were alloted. A second striking phenomenon was the rapid rise in social status from which many librarians profited because of the lack of qualified staff. This occurred even when personel were not from prescribed social backgrounds. The diffusion of responsability favoured an informal adaption to the status quo. In this context the questioning of orders occurred rarely and informal arrangements between staff and their superiors were frequent. Although the low esteem of the political powers for the profession and its activities opened a certain margin of manoever, it also lead to the material depreciation of libraries observed since the sixties. Budgetary shotfalls promoted an erosion of the consensus, respect for the GDR and precipitated conflict. Lastly professional practices are analized. The evolution of a disparity between official directives and the concrete activities of librarians can be established with respect to certain key functions (acquisitions, cataloging, bibliography, publicity, etc. ). In this context the question of censorship has been emphasized

All professionals working within the university libraries have an essential part to play in its implementation, with the students as well as within the institution. This research has a purpose: - praxeological: to study the very representations chief librarians build of their profession, and their perception of the future; - theoritical: to bring to light their practice and representation of Internet. The results, which were got following a survey combining questionnaires and interviews, make obvious the multiplicity of the chief librarians' profiles, in a context doubly characterized by the evolution of new technologies and the expectations of users. Besides, the analysis of representations (both concerning the structure and librarians stronglines) shows that thes representations are constructing, mixing social and professional elements, and also marked with a paradoxical dimension

Full textAfter its golden age (1860-1880), the "people's library" reached a profound crisis while, at the same time, the third republic included it in its educational programs as an extension of the public schools' structure. This thesis sheds light on the republican discourse and on the way it dealt with the administrative and local pratices. It focuses on the building of a cultural institution, the public library. The city of paris and the seine department started this innovative building process, which gave shape to a network of libraries. This work studies this institutional building, the material and ideological constraints it had to face. It describes the political constraints the state imposed and the way local actors tried to react. It underlines several aspects of this building process. The public library had to find its own space. Resources were allocated depending on statistical features, which brought about a particular kind of selection among libraries, and eventually imposed a municipal status and free acces to public libraries. Also, the way books were distributed led to a censorship that separated "good" books from "bad" books and homogenized the libraries' stocks. The government tried to regulate the practice of reading by touching the very mechanism of the distribution of the books. Furthermore, the thesis also describes the libraries network with its geographic, demographic and functional data. As a result, the notion of public access to reading was progressively accepted thanks to the tentative synthesis experienced by the library officials between the people's and the elite's library, between free and municipal status, and between freedom and equality. A new model emerged since the philanthropic model of reading was transformed into a public service, which also became integrated in the space of the modern city in the beginning of the 20th century. It grew distant from the school system and became an institution by itself

Full textThis study is set in the "User -oriented" paradigm in the field of communication and information sciences studies and it shows some unexplored human aspects in socio-professional and ethical searching of information and feedback process when information professionals (librarians, information scientists) are working for their users. One of the aims of this work is, by putting the "question" in the center of concerns for information professionals, to attempt showing the role and functions of the matter within its terms of access to knowledge and information in the “information and knowledge society”, and also considering how and why professionals do experience some difficulties sometimes in complex situations at work when assuming their mission of service in-or in distance- for users. In the final part, this thesis focuses on the side of professional mediators of information, more particularly on one of the obstacles we call « documentary failure » that may happen during the cognitive , documentary and communicational phases of research and restitution (answer) of information to the questioning user. We have included some diverse and significant extracts from results and analysis of our quantitative study and qualitative interviews conducted in situ with librarians and information scientists from 16 different public institutions in Paris, France and its surroundings

This delay is characterized by an inadequate number of public libraries in France, and, also, by the situation of the French network public libraries. Since the end of 60, France is developing a courageous public reading policy. Data processing is going to reveal itself a good solution at the modernization of the public library management. After some first try, in France, at the beginning of 1980, appear new software solutions for the public library management system. Our experience with the software called Tobias and the data point network computer called arcnet, conduct us to think about the problems consequent to the introduction of data processing in the public libraries in France. Full textWith the advent of information technology, the information explosion and the resurgence of media changed the practices of users of libraries that use more digital and new communication tools. These developments within the University training interrogate us on the issue that may represent the documentary training in the needs and expectations of users for a better use of the information. Our research says around digital social media that punctuate the lives of students and which raise questions on their impacts in access to academic literature. Observed that skills to master by users are still obscured in conventional formations proposed in academic libraries that are necessary to produce a better reception of documentary and informational knowledge to interact a consumerist confinement of information. Based on a methodology with exploratory talks to a questionnaire with information, communication and documentation professionals, our study shows that this is in digital convergence that a change may occur among students. This convergence is part of formations that are moving towards digital cultures combining both education media declining the critical spirit, centered learning and technical culture which must take into account both the knowledge of the tools, but also the training tools. It is this vision of the ecology of the training that foreshadowed in our analysis and looming for academic libraries as a strong axis of anchoring in higher education around a dynamic oriented towards a digital documentary convergence. These recommendations are considered in the context of collective action within the University with real mediation between the different actors of education and training, and a central place for the University Library as the place of training for digital transversalities

Full textAbstract[Insert your abstract in English here, up to 4000 characters, spaces included]The development of participatory practices in public institutions reflects both a tendency of citizens of 21st century democracies to find the system of representative democracy unsatisfactory, and a tendency of elected representatives to seek legitimacy through hyper local politics. Institutionalizing participation limits it to the development of tools and procedures, or to pre-defined spaces or on pre-ordained projects. Institutionalized participation is therefore subject to two risks: being useless for participants or turning participants into puppets of the institution. How can an institution negate these risks and be a place in which or through which citizens can gain the power to act, in the democracy and on their democracy? This dissertation examines participatory practices in municipal libraries. First, by conducting research on the librarians' intentions in the development of participatory practices and the contextualization of these intentions in relation to crises in society or in libraries, we can define the why and how of the increase of participatory practices in libraries. Second, an analysis of the limitations of participatory practices in terms of citizens' political involvement allows us to investigate the effects of participation and the political role of the library. Finally, transformations within the library profession, both completed and in progress, provide insight on the links between empowerment, and experience, prescriptive professional practices, and the preservation of memory, and lead us to think in a new way about the role of the actors of cultural policies both in space and in time. Through this research, we envision the library as capable of linking institution and event, in Merleau-Ponty's sense, and then renew in every experience of participation moments and spaces of equality and freedom, for a collective mobilization of citizens to the transformation of democracy

Full textThe phrase « lecture publique » appeared in the 1910's and spread in the following decades. It meant the activity of public libraries, libraries opened to everyone, whichever their legal status. It was a new paradigm for libraries that « modernists » advocated for ; the « modernists » were librarians who demanded public libraries' modernisation, which consisted in organizing the service and opening libraries to the general public. Nevertheless, modernists did not share the same exact motivations nor the same opinions : public libraries development was not so linear and gradual that the history of libraries led to believe. Therefore, it was important to study how this modernist ideal was created, which were its variations and limits, and how it had evolved from the First World War to the creation of the « Direction des bibliothèques et de la lecture publique » in 1945.Furthermore, defining the concept of « lecture publique » was inseparable from the process of professional identity construction which took place at this time. That is why working lives, trainings and networks of active public librarians were closely examined, in order to understand the influences at stake.This work is based on professional literature and varied archival sources (archives of the general inspection of libraries, the Association des bibliothécaires français, the Association pour le développement de la lecture publique, archives of public libraries and librarians...). Barely studied before, they allowed us to change the traditional outlook on the beginnings of modern public libraries in France

Full textAfter the realization of great projects such as the Alexandrina Library and the François Mitterrand French national Library, the case of public libraries in Antiquity has been thought to be relevant. We therefore have precisely studied the public libraries which were created by the Athenian tyrants of the 6th century B. C. , bythe hellenistic sovereigns and by the Roman emperors. We then checked if they really were public libraries. Afterwards, in studying their benefactors' profiles and the motivating forces leading to their creation, we have been able to conclude that these libraries were, in fact, state ones. We eventually observed that they mainly served the Nation's and the system of government's interest, and that, seen from the motivations of the libraries'founders, culture was subordinated to power. THus, they were rather political instruments than institutions exclusively devoted to cultural development

In nearly four centuries, as the Regionnaries said, the Roman emperors built no less than twenty-eight libraries in the City, many of which are considered to be magnificent buildings in the Roman urban space, bringing together literary, cultural and architectural prestige in a single space. This thesis deals with all the public libraries in Rome. It is based on the numerous and various sources concerning their history, their use, their operations, and their architecture. Finally, with the aid of available sources, this study provides more particularly detailed reconstruction of three libraries within their specific urban context. Using 3D digital models, as a part of the project of virtual reconstruction of the Rome of the fourth century A. D. , are tools for the research: they assist in the representation and comprehension of these places and they allow us to confirm or to infirm hypotheses relating to public libraries

Violently condemning French literature and registering its productions in the Index librorum prohibitorum, the Church, with publishers, work out on a catholic paraliterature's distribution system. In the years 1840 and 1850's, parochial libraries are built in France, Belgium and Quebec for popular reading. From a country to another, with the mediation of the Archibroterhood of the Good Books from Bordeaux, catholics share librarian's methods and books collections. Full textThe work of this thesis is focused on public libraries in the working classes district of the Seine-Saint-Denis. Based on an ethnographic survey in a public library in a working class district, the thesis analyzes the public reading policy since its development until his transposition by the librarians and its reception in a territory. In this region, public librairies are put to the test in many ways. The distance of the majority of the population and several conflicts and tensions - conflicts between librarians and public, hostility against cultural actions developed by the libraries, possible acts of voluntary malicious damage directed against the equipment, complicate the local integration of these cultural institutions. At these problems we can add specific changements of the cultural field. The actual context of the redefining of hierarchies and of the cultural legitimacy affects directly librarians and asks the question of their social legitimacy. The thesis presents how the territorial integration difficulties of public libraries are rooted in the history and evolution of public reading policy on one side and neighborhoods and working classes on the other

Full textThe depots are established to put together the books nationalized or confiscated from religious communities after their suppression but also from émigrés and condemned persons. This thesis is composed of four parts: 1 ° Organize the intlux of books in the depots : they are put up in strategic places, to facilitate the movements of books between former owners and future possessors. The types of work and the different functions determine the material organisation and the segmentation of inner spaces. 2° Actors and supervision of the project: former men of letters are employed by the public service of state education to make the inventories and move the books. As employees of the State, the payment of salaries is guaranteed and their skills acknowledged. The institutionalization of the depots retlects the political importance of the project of redistribution of the books. 3° Bibliography, an inherited science : the depots allow the transition between an operation of inventory to an instrument of perequation. 4° The destinations of the books of the depots: the function of the depots is to determine the best purpose possible, either by selling the useless books or by putting the useful ones at the disposaI of public establishments or organs of govemment. The books are shared out according to the institutional position of the future possessors

Full textThis thinking process aims at perceiving the managerial, pedagogical and communication practices introduced by the school librarians in order to create links between the material and the digital school libraries. To the end, we have proceeded with a field survey in the south east of France : 41 school librarians (39 secondary school librarians and 2 high school librarians). Our investigation is organized in two successive periods : an exporatory study followed by a semi-structured interview. The established data has been analysed « step by step », relating the important moments of the participants : those which prove the routine and those which seem unusual. We have compared the words meaning, selecting the reccuring rationales in order to define the conjonctural and particular trends in some schools, leading to a double level. The school librarians appropriate digital tools according to their needs, possibilities and resources in absence of regulatory requirements. They are also constrainted by the school libraries, real documentary spaces they depend on. The current studies are interested in the purely pedagogical or digital aspects but they rarely connect the two facets. Therefore, how may the school librarian, torn between the institutional ordinances and the particular professional necessity, offer a service that could really and efficiently respond to the needs of the users considering its general management ?

Full textThis study aims at analysing the representations and ordinary use of school librarians and students in the documentation space known as “Centre de Documentation et d’Information” (CDI) in French secondary schools. The school library is understood as a documentary space both in a physical and digital way. Its use is academic, information-related, but also social. Use and representations are studied spatially. In this dimension, the actors are seen as individuals with a spatial ability of their own, who experience the documentation space : indeed, beyond sheer visual aspects, we look into the dynamics of the space as it is said to be experienced. The methodology used is qualitative. Semi-directed interviews are carried out with school librarians and students in five middle schools. Participative photo elicitation interviews allow us to show the different visions of the documentary space that the various actors may have.The analysis of the results shows different kinds of documentation landscapes, created by both professionals and students in their everyday use

Full textInitiated and informed by years of professional experience dedicated to providing foreign language resources in a French public library, this research questions the positioning of the library as an institution anchored in the principle of equal access to public service, in the context of a decline in both attendance and enrolment as well as that of increased international migration and multilingualism. The argument focuses on the transformation of practice and professional representation generated by the introduction of foreign language material in France's municipal libraries and questions the notions of “general public,” “information,” and “institutional positioning.” A quantitative survey assesses the size of the phenomenon. The qualitative survey analyses observations collected during face-to-face interviews with professionals, with non-library users as well as with elected representatives responsible for overseeing public libraries. Results reveal a real, albeit limited evolution: while numerous libraries now provide resources in foreign languages, such offers remain small in terms of both volume and value. They also highlight a lack of understanding of the nature and expectations of target audiences, the disruption of professional practice and representation generated by the acknowledgment of language as one of the criteria to shape the offer of resources, the transformation of the positioning of public librarians, of audiences and, more generally, of an institution not yet substantially involved in the field of foreign languages. In conclusion, the results show that this question goes beyond the sole decision-making power of public libraries themselves and falls more broadly in the remit of territorial and national authorities. Whether the development of foreign language resources in French public libraries is merely a passing shadow or, on the contrary, a significant evolution remains to be determined

Full textUnderstand the meaning underlying the initiatives led in the field of reading by public local authorities in Guadeloupe since 1940, is the object ofthis research. Two local authorities are particularly studied, the "Departement" and the towns and villages. Reading is taken here in an identity function. Identity is defmed her7as a system of significations, and the point is to understand which social representations reading conveys, and thus determine its place in the identity building process. The research is carried on around two hypotheses : reading is not an issue of much importance, nor a matter of political debate ; and this because it is thought of and used as a mere tool, due to the Guadeloupe context. Answers are searched by tracing the history and analyzing the public actions, which, too, convey meanings. A speech analysis is done around four subjects : reading, books, readers, Iibraries, This work describes the making of the field in Guadeloupe, through the history of reading places and practices, Then it presents the history of the actions themselves. Last, an analysis ofthe initiatives and the social representations underlying are developed. The public local action appears to be irregular and unequal, and the positions very consensual, both aspects speaking for an absence of true policies and real questioning about reading. Though, reading, books, libraries, are wrapped up in an aura of prestige, thought ofas vectors ofknowledge and culture, complementary to school. This apparent paradox is an example ofthe still remaining conflict between written and oral traditions in Guadeloupe, an expression of a longrooted distrust towards writing

Full textServices offered to library users are important to librarianship. However, users form an heterogeneous group and the same services should be offered or, at least, be made available to all members of the community. Unfortunately, public libraries sometimes are experiencing difficulties to provide adequate and adapted services to people have disabilities those, often, are not aware of the services they could benefit from. In addition, these individuals are often not aware pf the services that are offered to them. However, people with disabilities are part of the community and their number is increasing due to the aging of the population and better diagnostic capabilities. We should also mention that those people claim their autonomy more than before as well as the right to be able to enjoy the same services as the rest of the population. This has become even more true since the introduction of different technical and technological aids and services that allow them to live their lives to the fullest. For all these reasons, library managers must ensure that the reception of these users with special needs will be adequately insured, thus enabling them to become users “like the others”. As there is a lack of studies on the subject, we have decided to examine the situation through an electronic questionnaire sent to public library employees responsible for user services. The results collected have enabled us to draw a picture of the current state of disability services in public libraries in Quebec and to provide certain recommendations. The results should help library managers to establish where and how to focus their efforts to make their institutions more welcoming to this category of users. Specifically, the research objectives were: 1. Identify services offered by public libraries in Quebec to adult users with disabilities. 2. Identify current accessibility elements present in Quebec public libraries’ infrastructure. 3. Avaluate the impact of the presence or absence of accessibility measures on the supply of services for adult users with disabilities and items related to accessibility. 4. Compare the results with those of previous surveys (Bibliothèque nationale du Canada 1976 ; Bergeron 1987) to highlight the recommendations that have been applied and those that have not.

Full textThe objective of this qualitative study is to understand the attitudes of Quebec librarians with respect to intellectual freedom and censorship in the public library arena. Data were collected through in-depth interviews with 11 librarians, including six directors. These staff were involved in varying degrees in the development process of their library collections and/or in the management of challenges. Their comments were subjected to a rigorous thematic analysis. Similar to previous studies which have focused on this topic, this research showcases the difference between participants’ attitudes regarding intellectual freedom as a concept, and intellectual freedom as an activity. In other words, the participants were in favor of freedom of expression, while at the same time being supportive, under certain circumstances, of restrictive measures. The analysis of the results shows that librarians, while proponents of intellectual freedom, serve primarly as guardians of societal consensus, continually drawing and redrawing the boundary between individual values and societal values. This research ultimately shows that Quebec librarians are less actively engaged than their Canadian and U.S. counterparts in efforts to defend and promote intellectual freedom. Analysis of the data leads to the hypothesis that this weak commitment is intimately related to cultural variables unique to Quebec. The contemporary absence of religious pressure groups and the tardy development of public libraries in Quebec have in fact been identified as two factors tied to the history of the province influencing the professional work environment and the behavior of librarians in the struggle for the defense and promotion of intellectual freedom.

Full textThe legitimacy of an organization is based on its mission, i.e. its raison d’être. Some libraries directors and many researchers fear that the legitimacy of public libraries is challenged in the information society. Moreover, official texts presenting the missions of public libraries are varied and the missions are deliberately not defined there. In Quebec, where a large majority of autonomous public libraries are directly under the supervision of municipalities, public libraries have to define and legitimate their missions with city councillors. The main objective of this research is to understand, via the discourses, the point of view of city councillors in Quebec on the missions of autonomous public libraries, compared to the libraries’ practices in their communities. Using the theory of the social construction of reality, a conceptual framework is proposed not only to study the discourses in their textual dimension, but also to contextualize them and analyze the distance between them and the libraries’practices.The research strategy adopted is that of the multiple case study. The aim is to develop an in-depth analysis of each case as well as a cross-case analysis. The twelve cases (municipalities) were selected according to two criteria of variation (size of the municipality and annual budget allocated by the municipality to the library) and a discriminant criterion (the distance from the Université de Montréal). Interviews were conducted with the city councillors who chair the commissions or the committees on which the public libraries depend. These interviews and the municipal cultural policies were subjected to a discourse analysis. The interviews with the directors of the public libraries and documents were subjected to content analysis. This made possible the triangulation of methods and data sources. Neither the city councillors in Quebec, nor the professionals have a homogenous discourse on the missions of public libraries. However, a model of discourse does emerge. It shows a “limited” discourse compared to the literature, in which a passive image of thelibrary is presented and in which the tradition continues in spite of the context of the information society. But the analysis also revealed that the city councillors base their points of view on their own convictions as individuals, on their role in the management of the municipality as elected officials, and on the image they have of the users of public libraries. Finally, the analysis revealed an axis of differentiation of the points of view according to whether the discourse was based on fundamental values or on the (real or supposed) uses of the library.

Full textThe purpose of this study is to examine the stocks of young adult and children’s literature collections with LGBTQ content made available in Québec public libraries to determine whether the population is sufficiently provided for, regardless of the location and size of the city or town where they live. To carry out this research project, we used the checklist evaluation method. Collections from a sample of 41 municipal public libraries were thus examined, using a checklist of 38 young adult and children’s literature titles with LGBTQ content, published from 2003 to 2018. The collected data was subjected to statistical analysis. As with previous studies of Canadian and American public library collections, this research has shown that the level of presence of young adult and children’s literature with LGBTQ content varies considerably in all libraries, and that the size of populations, the size of collections and the budgets for printed books can’t explain all the fluctuations. Data analysis also revealed that novels with LGBTQ content for teenagers were much more likely to be held in collections than early readers’ novels and children’s picture books. The results have also shown that male homosexuality as a theme is well represented in the collections, while same sex parenthood is significantly underrepresented. However, according to the data, the picture books for children on the topic of same-sex parenthood are exactly the type of material which was the most borrowed in the sampled libraries at the time of the study. This exploratory study alone does not entirely support the conclusion that collections of young adult and children’s literature with LGBTQ content in Québec public libraries are sufficient and appropriate. However, comparing results from this research to those from other researches suggests that, overall, Quebec libraries seem to be doing well in this regard.
