Full textThe cultural sector is known for its economic fragility. Thus, being the first sacrificed because of the budgetary constraint, the libraries are regularly face financial problems with which they must adapt. Librairies have therefore to introduce changes, to adopt new approaches and methods of management. Decision makers have many alternative choices and methods of management. They can either drawback and try to face the budgetary changes by internal rehandlings or they can decide to tariff the services to ensure of the financial re-entries. They can also prefer to seek financial and other kinds of assistance from outside ; to share certain services and resources with other organisations and thus to cooperate ; or to entrust in subcontracting certain tasks to a public or private independent entity. Our investigation into the French libraries of the average cities (of 20 000 to 100 000 inhabitants) shows that all of these administrative choices are implemented. The reasons are multiple and vary from one library to another. But the decisions seldom depend on managerial reasoning. Managerial tools and actions still remain ambiguous concepts for the professionals. For a number of them, there remains an inadequacy between culture and economy. Consequently, the way of managing their establishment relies more on intuition, bias, than on a true economic rationalisation. On the basis of this report, this work concludes on the proposal of the construction of a decision-making aid tool which would allow the decision makers to consider the real opportunity of the choices they have in the field of library management

Full textThis dissertation consists of an analysis of the Babylonian libraries. The first chapter is concerned with those lots of texts which were identified as parts of collections already by the excavators. The finds from Sippar allow us to picture the material organization of an actual room in the library, which functioned as storage for the tablets. At Uruk two private archives belonging to exorcists were discovered. The typology of the texts reinforces the link which exists between the collections of the temples and the privates, the former feeding the latter. The two libraries were used for training scholars and exorcists. The next section of this study contains a discussion of the largest temple of Babylonia, the Esagil. More than 10,000 scholarly tablets were excavated and sent to the British Museum; however, in a way which does not allow texts from Babylon to be distinguished from texts from neighboring cities. For example, there exists an astronomical corpus of texts from the Esagil, which entered the museum together with other scholarly texts having no context or date. The study of their place in the collections of the Museum has made it possible to reconstitute the library of the Esagil, the largest of the Mesopotamian libraries together with that of Ashurbanipal. We conclude with a study of the foundation, the use, and the disappearance of the collections. The library of the Esagil—thought to have been founded sometime during the 7th century BC, and to have disappeared as late as 75 AD—was the longest living learning center in Mesopotamia. It is possible that it influenced the foundation of the library of Alexandria, through its encyclopedic nature. The reason for the disappearance of the temples is clear: in the first and second century BC the dynamics of the Sumero-Akkadian culture began, for political reasons, to break down, and the culture entered into a period of survival which lasted until the second century AD

Full textToday, in Syria, university libraries are facing an actual change in their environment. This change is largely due to the evolution of higher education and the advent of new technologies. In this context, university libraries have to question the relevance of their services. Indeed, information needs have evolved and are no longer the same as before hence libraries need to adapt to evolution by meeting new needs in a context where they are no longer the only source of information. This thesis aims at contributing to reflection on adequacy between supply and service needs. To achieve this goal, a quantitative and a qualitative survey was conducted among students, professors, managers and librarians in Syria to have a clear understanding of the current situation of university libraries and information needs of their publics. We then expanded and diversified the group of services and provided the academics with the basis of their stated and implied needs

Full textThis study is focussed on the evolution of the environment of librarians in the GDR between 1945 and 1989. The situation of those working in institutions of education and research has been more particularly investigated by use of archive material and interviews. The thorough description of the institutional framework comprising the profession and its goals by the East German state is completed by an analysis of the social and political background of personel recruited to the profession. This analysis shows the fundamental contradiction between the professional sensitivities of librarians and the ideological mission they were alloted. A second striking phenomenon was the rapid rise in social status from which many librarians profited because of the lack of qualified staff. This occurred even when personel were not from prescribed social backgrounds. The diffusion of responsability favoured an informal adaption to the status quo. In this context the questioning of orders occurred rarely and informal arrangements between staff and their superiors were frequent. Although the low esteem of the political powers for the profession and its activities opened a certain margin of manoever, it also lead to the material depreciation of libraries observed since the sixties. Budgetary shotfalls promoted an erosion of the consensus, respect for the GDR and precipitated conflict. Lastly professional practices are analized. The evolution of a disparity between official directives and the concrete activities of librarians can be established with respect to certain key functions (acquisitions, cataloging, bibliography, publicity, etc. ). In this context the question of censorship has been emphasized

Full textPhotography in France, after a long period of silent accumulation in public cultural institutions, became the object of specific collecting in the second half of the twentieth century. This had a bearing on its status. From the late 1930s onwards, curators in the print cabinet of the Bibliothèque Nationale in a process of re-evaluation at last came to consider the photograph as an object for collection. They set out therefore on a daring collection program with a double focus: documentation and artistic quality. With this the BN declared its ambition to become the leading museum of photography in France. Alongside documentary photographs, which remain a priority, conservatorial interest centered on both large groups of 19th century photographs intended to inaugurate a history of photography modeled on art history, and on contemporary creators. This was a pioneering, and durable approach, but insufficient for a recognition of photography as a national art. Some forty years later, in 1976, the secretariat of Cultural Affairs took over questions concerning photography. But the four ministerial branches concerned by photography reacted in an unequal manner. In a photographic environment evolving towards a cultural orientation, national collections were initiated at the Fondation National de la Photographie, Lyon (FNP), in the Musée National de I' Art Contemporain (MNAM), at the Fonds National d'Art Contemporain (FNAC) and at the Musée d'Orsay. At last photography was recognized as an art. During the 1980s, thanks to the combined effect of the City of Paris, 'Month of the photo', and the favorable policy towards contemporary art of Jack Lang's ministry, one of the major artistic events of the late 20th century took place: photography entered the realm of the plastic arts
