Full textIf they constitute about 15% of the number of professional football players in France, Africans are almost absent from management positions. Very visible on the pitch, what are the reasons why former African players are so invisible in these positions that constitute the bulk of the internal reconversion (Hugues, 1958, Becker 1985)? Our work based on the articulation of the Big Man as an institution of influence tends to demonstrate that African players can have a different socialization and perception of success than their professional environment. On the basis of a multi-located survey (Marcus, 1995), a participating observation on several sites between France, Belgium and Germany, and netnography, our work shows that through the practice of football, play with the mechanisms of representation allowing a hierarchy at the top of which are Big men, these people who combine symbolic, economic and political wealth. By the extraversion, the use of resources from the international system, these Big men monopolize pockets of accumulation allowing them to put under their authority groups of dependent. Originally, only the modern state offered the possibility of accessing these statutes, now accessible by migration. Football offers players the opportunity to represent their country, allowing them to enter the competition for prestigious positions in their national environment. But, if the sports results and the salaries received from their professional clubs offer them symbolic and economic wealth, they do not have the same recognition as the Big men from the state configuration. Similarly, they cannot always maintain a catch differential on the people closest to them, who benefit from means of unfolding and can compete with them. The end of their career on the fields creates a tension between the impossibility of being a former Big Man, and the end of the important revenues produced by the player contracts. To maintain their place in high positions, the former internationals create new alliances in diaspora and maintain together in position to play meetings, hoping to maintain a position allowing them to negotiate a pole of accumulation between football and the country of origin

Full textCollegiate secret societies, as distinguished from Greek-letter fraternal organizations, enjoyed prominence within many American campus communities from the early nineteenth century through the mid-twentieth century (Baird, 1879; Hitchcock, 1863; Slosson, 1910; Veysey, 1965). The establishment of these elite groups preceded the maturation of university administrative structures responsible for managing students’ extracurricular life, as well as the mass democratization of American higher education which occurred after World War II (Rudolph, 1990; Cohen, 2010). The presence of prestigious secret societies is documented and celebrated in college yearbooks and newspapers, reflecting a period in higher education's past when the hegemony of the white, male prevailed in student culture and fostered the composite ideal of the “Big Man on Campus” (“B.M.O.C.”) – the handsome varsity athlete, fraternity man, and club president destined for success in American public life.
Although collegiate secret societies “disappeared” on many campuses in the Civil Rights Era amidst accusations of elitism and reactions against established white, Anglo-Saxon Protestant norms, their legacy lingers into the twenty-first century, along with many unanswered questions about their historical role as a source of student power on campus. Their roots can be traced to the prestigious all-male boarding schools of the Northeastern United States in the late nineteenth century where patterns of upper-class masculine socialization developed. Due to a dearth of historical research on this topic, however, institutional leaders are challenged to understand the origins, purpose, and legacy of this type of student association that still holds meaning for students and other stakeholders in some campus communities.
This study utilized critical social theory from Bourdieu and Gramsci and the emerging scholarship of whiteness studies to provide an historical analysis of the rise and fall of the Order of Red Friars senior class secret society that was active at Duke University (Trinity College prior to 1924) between 1913 and 1971. Student leaders who manifested the “B.M.O.C.” ideal were tapped for membership in this group and collaborated with presidents, trustees, administrators, and select faculty on an agenda for student life (Durden, 1993). Utilizing archival research methods and oral history interviews, I was able to explore the involvement of the Order of Red Friars in the administration of student affairs at Duke University for sixty years during the twentieth century. This study provided basic knowledge about the phenomenon of the collegiate secret society and a deeper understanding of the cultural hegemony from which they emerged that continues to influence campus cultures today.
The history of American higher education literature documents how faculty discarded their in loco parentis responsibilities for managing student behavior as their field professionalized in the late nineteenth century (Rudolph, 1990; Thelin, 2011; Veysey, 1965) and how specialization of the student affairs profession coalesced four decades later in the 1930s (ACE, 1937; Biddix & Schwartz, 2012; Lloyd-Jones, 1934; Schwartz, 2003). Yet, the historical role of students in the campus power structure of the early twentieth century, and particularly their role in sustaining their extracurricular affairs during this period, has been largely unexamined. This study addresses the gap that exists in the history of higher education literature about collegiate culture in the early twentieth century in the South, as well as the phenomenon of the collegiate secret society as a source of power on campus. (Thelin, 1982; Veysey, 1965).

Full textIn 2010, the population of Douala was estimated at more than 3 million in habitants. As a result of a combined effect of rural urban migration and a high natural rate of population increase, the average population growth rate was 6.3% per year. Population growth and the expansion of the city have led to an increase in the demand for water by the urban population. Paradoxically, from the second half of the 1980s, (in a context of the economic crisis), the State has significantly cut down on construction and development in the city suburbs, most particularly with regard to investment in water services (CUD, 2011 ). The State faces many challenges such as ; (i) how to reduce the socioeconomic disparities, in an urban context where the majority of the people are poor and Jack access to basic public services (ii) how to ensure social equity in the distribution of drinking water and finally, (iii) how to balance these two fundamental aspects and ensure economic growth. The Urban authorities cannot ensure the continuity of the basic services. As a result, access to drinking water by the urban people represents a key public policy challenge. As a consequence, the past decade, has seen the emergence of largely informal private water providers, in the periphery of the city in a bid to enable access to water to an increasingly larger urban population. The study focuses on the private alternatives of water production and distribution developed by small local operators and the consequences of this on urban area production

Full textThe present thesis lights the intelligibility of gabonese political regime under OMAR BONGO (1968-2009). More precisely, it notices that personal domination and elitist analysis are two supplementary approaches in the understanding of politics in Gabon and in sub-Saharan Africa. It shows with this effect that OMAR BONGO could not count that on itself to stay in power during almost half a century. He must also have leaned on a group of actors, called political elite, of which the organization and functioning being imprinted by its personal power. Indeed, access to this elite was governed by clientelism and nepostism, two reports of exchange which OMAR BONGO had established in principle of management of the upper personnel of the State. The first allowed him to build up clients able of working on the instructions or in an autonomous manner in his political longevity. Because of that, the actors who composed these clients were endowed to each of a capital of various resources which they activated and made bear fruit in order to help him to keep its scepter. The promotion of this capital to OMAR BONGO led them besides to devote themselves a persevered conflict. As for nepotism, it brought to OMAR BONGO to make members of its official family and those of its semiofficial family his close collaborators in the government, the presidential administration and the PDG, the party in power. Policy of affection, it allowed him so to have a more important hold on political elite and on State apparatus. Because, by making of his power a family business, OMAR BONGO knew how he will count on actors among whom fidelity and determination would be also a trump for his political longevity

Full textCurrent tendency in wireless communication networks (EDGE/EGPRS, WLAN, AdHoc…) is focused on the study of cross-layer interaction mechanisms. This thesis concerns the study of interaction mechanisms between transport and link layers, and their applications to transmission control parameters (as congestion and flow control parameters). After a detailed description of the basic SCTP functionalities and its additional extensions defined to adapt SCTP to wireless contexts, we investigate the influence of multi streaming when used to transport web pages in HTTP 1. 0 transactions over SCTP in EDGE environment. SCTP does not suffer from the head of line blocking issue inherent to TCP due to its multistreaming functionality. The results show that SCTP performs better than TCP when several streams are activated at SCTP level. The second contribution relates to intra and inter radio access technologies data handover performance improvement. We propose a new SCTP control chunk, QoS_Measurement_Chunk. It allows the transmission of radio QoS measurements from the mobile to its SCTP peer. These information can be used by the SCTP layer to adapt the transmission rate to current radio transmission conditions (particularly useful in handover/reselection situation). The combined use of Qos_Measurement_Chunk with multihoming feature provide a data handover (EDGE/EDGE, EDGE/WLAN) with performance improvement. The obtained simulation results are compared to the standard SCTP presenting so better performance in terms of data throughput over the access network. The third contribution of this thesis is on cross-layer modeling (transport : SCTP/link Layer EDGE)

Full textThe Bit Rate Agile Onboard Telemetry Formatting (BRAOTF) system was developed by Killdeer Mountain Manufacturing to address increasing demands on the efficiency of telemetry systems. The BRAOTF thins and reorders data streams, adjusting the bit rate of a pulse code modulation (PCM) stream using a bit-locked loop to match the desired information rate exactly. The BRAOTF accomplishes the adjustment in hardware, synthesizing a clock whose operating frequency is derived from the actual timing of the input format. Its firmware manages initialization and error management. Testing has confirmed that the BRAOTF implementation meets its design goals.

Data is generated all the time over Internet, systems sensors and mobile devices around us this is often referred to as ‘big data’. Tapping this data is a challenge to organizations because of the nature of data i.e. velocity, volume and variety. What make handling this data a challenge? This is because traditional data platforms have been built around relational database management systems coupled with enterprise data warehouses. Legacy infrastructure is either technically incapable to scale to big data or financially infeasible. Now the question arises, how to build a system to handle the challenges of big data and cater needs of an organization? The answer is Lambda Architecture. Lambda Architecture (LA) is a generic term that is used for scalable and fault-tolerant data processing architecture that ensures real-time processing with low latency. LA provides a general strategy to knit together all necessary tools for building a data pipeline for real-time processing of big data. LA comprise of three layers – Batch Layer, responsible for bulk data processing, Speed Layer, responsible for real-time processing of data streams and Service Layer, responsible for serving queries from end users. This project draw analogy between modern data platforms and traditional supply chain management to lay down principles for building a big data platform and show how major challenges with building a data platforms can be mitigated. This project constructs an end to end data pipeline for ingestion, organization, and processing of data and demonstrates how any organization can build a low cost distributed data platform using Lambda Architecture.

Nas ?ltimas d?cadas, grande aten??o tem sido dada a este efeito n?o somente devido ? sua contribui??o para o entendimento da f?sica associada ? din?mica da magnetiza??o, mas ? possibilidade de aplica??o de materiais magn?ticos como elemento sensor para dispositivos de detec??o de baixos campos magn?ticos com r?pida resposta a campos magn?ticos alternados. Embora os materiais magn?ticos macios sejam altamente sens?veis a pequenas varia??es de baixos campos magn?ticos, muitos deles apresentam, essencialmente, um comportamento de magnetoimped?ncia n?o linear em campos magn?ticos pr?ximos a zero, dificultando uma deriva??o simples e direta de um sinal apropriado para aplica??es em sensores. Nestes materiais, os efeitos assim?tricos s?o obtidos atrav?s da indu??o de uma configura??o magn?tica est?tica assim?trica, geralmente feita por meio de intera??es magnetost?ticas, {\it exchange bias}, ou modificando a orienta??o entre o campo magn?tico externo e a anisotropia magn?tica. Neste trabalho, s?o investigadas propriedades estruturais, propriedades magn?ticas quase est?ticas e a din?mica da magnetiza??o em sistemas nanoestruturados, com ?nfase no efeito magnetoimped?ncia em filmes finos e multicamadas ferromagn?ticos bif?sicos, ou seja, com estrutura na forma NiFe/NM/Co, onde NM ? o espa?ador met?lico n?o magn?tico. Como resultados, estes filmes possuem comportamento magn?tico bif?sico e efeito magnetoimped?ncia assim?trico. Neste caso, verificou-se que a resposta da magnetoimped?ncia ? dependente da espessura do material espa?ador n?o magn?tico. Foi poss?vel ajustar a regi?o linear das curvas de magnetoimped?ncia assim?trica em torno do campo magn?tico zero atrav?s da varia??o de espessura do material espa?ador e da frequ?ncia da corrente de sonda, e otimizar a sensibilidade atrav?s da considera??o de filmes na forma de multicamadas. Os resultados de din?mica s?o discutidos em termos dos diferentes mecanismos que governam a din?mica da magnetiza??o em diferentes intervalos de frequ?ncia, propriedades magn?ticas quase est?ticas, espessura do espa?ador e tipo de intera??o magn?tica entre as camadas ferromagn?ticas. Assim, estes resultados colocam filmes com comportamento magn?tico bif?sico que exibem efeito magnetoimped?ncia assim?trico com candidatos promissores para aplica??es como elementos sensores no desenvolvimento de sensores de campo magn?tico autoinduzidos.
