Abstract:
AbstractThis paper examines the history of ‘Hindi’1 as a modern Indian language in Bihar between 1850 and 1900. It looks beyond the North-Western Provinces, hitherto the focus of most studies of Hindi, and issues that were important here but not in Bihar like, for example, the ‘Hindi’-Urdu conflict. Instead, it looks at how the ways in which the history of ‘Hindi’ unfolded in Bihar and was distinct from that in other parts of North India. It demonstrates how the regional languages of Bihar were more crucial to the development of ‘Hindi’ in this region than standardized ‘Hindi’, at least until the early twentieth century. A prime focus in this paper is Sir George Abraham Grierson who postulated the theory of an independent ‘Bihari’ language and collected materials to support it. These materials reflect the continuing popularity of Bihari cultural traditions throughout the nineteenth century despite the avowed support for a standardized ‘Hindi’ by the colonial government and the intelligentsia of Bihar. They add a dimension to the historical development of ‘Hindi’ that was distinctive to Bihar. Focussing on this, this paper stresses the part played in the history of ‘Hindi’ by an agent whose voice was marginalized and later ignored or suppressed in canonical accounts of its development as a modern Indian language.

The research explores the children-related literature of Bihar, an eastern state of India, in order to find their impact on the perception of the listeners. There is a range of research on folklore from India; however, there has yet to be much research on children-related folklore in Bihar. Considering this research gap, the present research intends to study the effect of children’s folklore on shaping their psyche. Through a qualitative analysis, the research attempts to find answers to questions such as: how do the verbal elements of the Bihari folklore affect children’s way of thinking; do these folk genres always boost their wisdom or at times question their sense of perceiving morality; does folklore play any role in spreading awareness. We recorded rare folklore and folk beliefs and interviewed the natives of three districts as representatives of the ancient Magadh, Mithila, and Anga regions of Bihar. We concluded that folklore and folk beliefs could be important tools in spreading wisdom, humanitarian perspectives, and environmental consciousness among children. Therefore, the folk genre contributes to raising awareness of cultural norms within society.

AbstractThis article explores how local lived experiences and nationalist sentiments converged to shape a regional literati's conception of the province of Bihar in late nineteenth- and early twentieth-century colonial India. Following the formation of the separate province of Bihar in 1912, certain very powerful Indian-nationalist and cultural-historical factors were deployed to create a much-needed cultural-historical past for Bihar. In this project of territorial self-fashioning, institutions such as the Bihar and Orissa Research Society (1915) and the Patna Museum (1917) became crucial to the new political-cultural configuration of the region. Additionally, they also made Bihar's ancient past visible in a deliberately nationalist narrative. Projecting its rich ancient past onto a national framework provided Bihar with the possibility of overcoming its characterization as ‘backward’ and provincial. This article therefore moves beyond analytic frameworks of nationalism which emphasize particularities of regional identity by framing them in perpetual antagonism to the efforts of Indian national integration. By looking at the construction of narratives of an ancient past that straddled the region and the nation, I argue that the emergence of an entity called Bihar was braided into India's nationalist imagination.

Abstract:
Presently, reservation stands as one of the significant issues in Indian politics. Its relevance has heightened with political mobilisation centred around reservation politics, particularly in Bihar politics. Bihar, one of the most diverse states in terms of population, is stratified based on caste and class consciousness. The distribution pattern of the reservation system in Bihar has always held a unique position in the prospects of reservation politics in India. The present paper focuses on the historical evolution of the reservation pattern in Bihar. Furthermore, it analyses how socio-political mobilisation has occurred in the shadow of reservation politics. This study also highlights the role of reservation politics in shaping political consciousness. It discusses the pivotal movement on mobilisation in Bihar's social justice policies and emphasises the long-term influence of reservation politics on the state's political environment.

Yes<br>Abstract: The aim of this paper is to examine the alleged association between urbanisation and violence and to take some preliminary steps towards an exploration of the role of trust in improving urban governance and thus reduce violence. In this paper, violence is interpreted broadly to include both active or direct violence but also passive and social violence in terms of lack of voice, and as a symptom of governance failure. The paper includes a cross section analysis based on data for some 123 countries and an in-depth case study of India. I will also examine what may be termed as the Kerala-Bihar paradox. Kerala is well-known for its achievements in human development and according to India human development report of 2001, Kerala is ranked 1 on human development indicators while Bihar is among the states lagging behind in terms of human development. However, state level analysis of crime suggests that Kerala is more criminalised than Bihar. In examining this paradox, some inferences are drawn on the role of trust in improving accountable governance and how this may result in reducing violent crime. Some issues for further research are identified.

Abstract:
This thesis explores the experiences of children in conflict with the law living in the Observation Home at Patna, the state capital of Bihar, India. The data was collected through participant observation, focus group discussions and in-depth interviews in consultation with the children, and 10 interviews were undertaken with stakeholders in the system. The study concentrates on the voices of children in order to develop an understanding of their experiences within the institutional environment and of their frames of reference in relation to different stakeholders as well as their own position in terms of participation and the working of the Juvenile Justice System. Based on the United Nations Convention on the Rights of the Child, the Indian State is committed to implementing a child-friendly system and facilitating children’s right to participation. However, in practice we find a system where the children in conflict with the law are often labelled as 'criminals' when they come in the purview of the system and hence perceived as to deserve punishment rather than sympathy, especially if they are accused of serious offences. These children go through torture, inhumane treatment and Police brutality; the majority of them experience a lengthy trial, without sufficient legal assistance, information about the process and minimum scope for participation. Despite the elaborate international framework that exists for juvenile justice, the fact remains that there is a huge gap between the law and the real situation on the ground. The study aims to review the Juvenile Justice System, to contribute to a better understanding of the problems faced by the children in conflict with the law, and to investigate the obstacles to effective implementation with a particular focus on current practices. The state needs to go beyond just making policy-level changes based on international parameters or obligations and start to develop an effective system by bringing all the stakeholders together as a team committed to the achievement of a child- friendly system.

Abstract:
The challenges of the ODL systems in contemporary world remains to extend its outreach to the hither to unreached geographically, economically, socially and also technologically. In countries like India, with a comparatively young population base and rich demographic dividends to be reaped for the next few decades, the ODL system has a significant role to play in building up the human capital, uniformly across geographical spaces. This study will focus to assess, from the end user perspective, the success and efficiency of the technological interventions of IGNOU through its Regional Centres and pan India coverage during the period of Pandemic. It will also focus on the challenges in digital inclusion of the masses, as we adopt and incorporate technologies for education. The Technology Accessibility Model (TAM) of Davis, which studies the user acceptance of information systems will be the basis to assess the 'user acceptability' of online counselling methods and other facilities used during the period of pandemic at two of the Regional Centres each of Delhi and Bihar to understand the impact of online initiatives and challenges for digital inclusion across geographical spaces. The study will be based on primary data and information collected through Google form questionnaire from students of some Post Graduate Programmes in the Regional Centres of Delhi and Bihar.

Abstract:
The problem of audio-to-text alignment has seen significant amount of research using complete supervision during training. However, this is typically not in the context of long audio recordings wherein the text being queried does not appear verbatim within the audio file. This work is a collaboration with a non-governmental organization called CARE India that collects long audio health surveys from young mothers residing in rural parts of Bihar, India. Given a question drawn from a questionnaire that is used to guide these surveys, we aim to locate where the question is asked within a long audio recording. This is of great value to African and Asian organizations that would otherwise have to painstakingly go through long and noisy audio recordings to locate questions (and answers) of interest. Our proposed framework, INDENT, uses a cross-attention-based model and prior information on the temporal ordering of sentences to learn speech embeddings that capture the semantics of the underlying spoken text. These learnt embeddings are used to retrieve the corresponding audio segment based on text queries at inference time. We empirically demonstrate the significant effectiveness (improvement in R-avg of about 3%) of our model over those obtained using text-based heuristics. We also show how noisy ASR, generated using state-of-the-art ASR models for Indian languages, yields better results when used in place of speech. INDENT, trained only on Hindi data is able to cater to all languages supported by the (semantically) shared text space. We illustrate this empirically on 11 Indic languages.

Abstract:
This work provides an institutional, legal and policy review of crucial aspects of land records modernisation systems in Bihar. The state’s progress with land records modernisation efforts has been historically slow but in the last few years, it has taken long strides in computerisation of land records and associated processes, and is on the way to a more accessible land information system. Bihar is a significant example to understand that in certain parts of India, issues of land and property ownership are embedded in socio-historical conditions, which can be addressed only in part by current modernisation efforts. The state is undertaking an attempt to address some of these issues through a resurvey, supported by large scale strengthening of capacity, and legislative framework. The ability of the state to address multiple claims in a judicious and timebound manner would determine, to a large extent, how successful these ongoing surveys and computerisation initiatives will be.

In 2022, FINISH Mondial and the Sanitation Learning Hub conducted a participatory and immersive research study to understand ground realities and lived experiences of sanitation and hygiene access in Nandurbar district, Maharashtra and Darbhanga district, Bihar in India. The main objectives for the immersion were to identify challenges and barriers towards access to and use of sanitation and hygiene services within challenging contexts, capture community voices and find contextually rooted ways to identify enablers towards safe and equitable access to and use of sanitation and hygiene services in these areas; and inform FINISH programme design and support the development of human-centric strategies for improving access to sanitation hygiene services for marginalised and left-out communities, while strengthening gender equality and social inclusion (GESI). Key lessons learnt from the study included universal access to and use of toilets has not yet been achieved, and people affected by poverty and marginalisation remain excluded; existing toilets need retrofitting and maintenance to become usable; we need to consider context specific adaptations for programming for tough physical conditions such as flooding and drought; and caste-based inequality is prevalent with major implications for access to sanitation and hygiene services; and behaviour change programming remains relevant for these contexts.
