Biodiversity conservation requires a framework for prioritising limited resources to the many endangered species. One such framework that has seen much attention and is considered extensively in this thesis, is the Noah's Ark Problem (NAP). The NAP combines a biodiversity measure (Phylogenetic Diversity; PD) with species survival probabilities and conservation costs. This study evaluates the effectiveness of the ecological ICMS (ICMS-e) in the Brazilian Amazon, an intragovernmental transfer for incentivizing biodiversity conservation. A consistent and integrated approach to nature conservation across the landscape and regardless of tenure is widely recognised as essential in ensuring the effective conservation of biodiversity.
